The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

The position of Australia as a continuing long-term supplier of mineral sands, and their upgraded products, has been reinforced with the discovery of the extensive mineral reserves in the Murray Basin, an area covering parts of South Australia, New South Wales and Victoria. A major impurity in the Murray Basin is chromium, mainly present in ilmenite concentrates as individual chrome spinel grains. Magnetizing roast treatments are being evaluated as a means of removing the chrome spinel impurity from the ilmenite and as a result of the roast and magnetic separation treatments, the chrome spinels can be expected to be concentrated in the non-magnetic reject fractions. It is from these fractions that attempts were made in this study to recover a chromium-rich product by magnetic fractionation and by application of flotation. The high gauss non-magnetic rejects from the roasting of a primary and a secondary ilmenite fraction were magnetically fractionated to obtain a product with 40.5 and 28.7 per cent Cr2O3,respectively. From the high gauss non-magnetic reject from the roasting of a primary ilmenite, flotation produced a chromium-rich product assaying 29.5 wt per cent Cr2O3at 69.0 per cent recovery. In another test a magnetic fraction assaying 32.9 wt per cent Cr2O3was floated to yield a chromium-rich product with 39.7 wt per cent Cr2O3at 96.4 per cent recovery. X-ray diffraction patterns of all the products indicated that the spinel concentrated was a ferroan magnesiochromite with rutile, ilmenite and hematite as impurities. Since all products were from a single pass, further processing can be expected to remove the impurity minerals and yield higher grade products. The material produced from the Murray Basin ilmenites in this study had similar compositions to commercial chromite ores, except for titania levels that were much higher. The high titania levels were due to residual rutile in the products, but it is expected that this can be removed with further processing. The mineral sand deposits in the Murray Basin are scattered over a wide area and the amount of chromite that may be produced from each of these deposits is unlikely to be sufficient to support an export market. Consequently, any chromite produced in the Murray Basin will most likely need to be processed locally to value added products for a niche market such as chemicals production. Anglo Coal South Africa mines coal for both the domestic and export market using open cast and strip mining methods. To establish a mine, a process is set in place to gather ever increasing amounts of geological and metallurgical data to confirm a proven reserve. Increasingly, geotechnical data are also included in this process to confirm that reserve is easily and safely mineable. The mine design process is an iterative one using a combination of numerical modelling and empirical data to arrive at a mining layout that is both, practical, productive and safe. In South Africa it is a legal requirement to compile a code of practice to combat rock fall and slope instability accidents and these have to be revised annually, reinforcing the iterative process of continual improvement. To ensure best practise occurs, all Anglo Coal operations are subjected to annual 2nd party audits and ad hoc 3rd party audit by independent consultants. This paper attempts to explain the process described above in a concise, but understandable manner. 1.0 GEOLOGICAL SETTING The Ecca sediments date from the Permian period and the coal deposits were formed in glaciated valleys on a basement of Dolomite, Ryolite or Granophyre rock types. The sediments overlying the coal deposits are typically flat lying and multiple bedded. The sediments consist of mudstones, shales and sandstones and are generally capable of forming stable highwalls given the time that they must stand up for. Anglo Coal extracts coal from the Witbank, Highveld and Vereeniging coalfields. The Witbank coalfields contain five seams numbered from the base upwards, 1 to 5 Seam; Highveld coalfield the 2 and 4 Seam and the Vereening area the seams are described as Top, Middle and Bottom seams. Coal deposited over the basement Dolomite formation display very erratic dips, as contemporaneous subsidence occurred in some instances over sinkholes that were forming, resulting in local thickening of the coal deposit and resulting in strata that dips toward the centre of the sinkhole.

The main source of Mn in raw materials for SiMn production is Mn-ore and Mn-rich slag from the high carbon FeMn production. The amount of slag per tonne of SiMn metal is mainly determined by the ore/slag ratio. Increasing share of FeMn slag at expense of Mn-ore will lead to larger slag/metal ratio in the SiMn process. High volume of slag leads to an increased consumption of energy and probably to higher losses of metal inclusions in the final slag. Excavation of a SiMn furnace has shown that only modest pre-reduction of Mn-ore with CO gas seems to be obtained. Nearly all reduction of MnO was finished at the top of the cokebed. Dissolution and reduction of quartz obviously takes place in the cokebed zone after the main reduction of manganese oxide is finished. Probably the ?pick up? of Si in the metal is quite fast and takes place as the metal trickles down through the cokebed towards the metal bath. The distribution of Si between SiMn alloys and multicomponent MnO-SiO2-CaO-Al2O3-MgO slags is mainly determined by the process temperature, the silica content of the slag and its R-ratio = (CaO+MgO)/Al2O3. As an example, the equilibrium content of Si in the alloy will increase by about 6 % if the R-ratio is reduced from 2 to 1, provided constant temperature and silica content. The effect of temperature is also considerable. The equilibrium content of silicon will increase by approximately 6 % per 50°C in the temperature range 1550°C to 1700°C. The equilibrium content of MnO in SiMn slags depends first of all on the temperature and secondly on the silica content of the slag. At 1600°C the MnO content decreases from about 9 % at silica saturation to a minimum of about 3-4% when the silica content is reduced to about 40-45%.

Slag-metal equilibrium experiments were conducted at 1500ºC and1580ºC under 0.03 atm, 0.05 atm and 0.83 atm CO partial pressures using silica and Cr-oxide crucibles. The complex slags belonged toSiO2-CaO-Al2O3-MgO-FeOx-CrOxand the metal phase to the Cr-Fe-C-Si-(S) systems. The carbon saturation of the metal phase was avoided using oxide crucibles and thus the results are pertinent to ferrochromium refining slags and processes. From equilibrium data and thermodynamic calculations, the CrO /(CrO+Cr2O3) ratio in the slag was determined as 0.75, 0.80 and 0.86 under 0.83 atm and 0.05 atm of CO pressure at 1500ºC and 0.03 atm and CO pressure at1580ºC, respectively. The results clearly demonstrated that a higher chromium content of the metal results in higher Cr in the slag, and chromium in slag decreases with increasing SiO2. The results were also sensitive to the crucibles used as these oxide crucibles saturated the slag either with respect to SiO2or Cr-oxides. It was also demonstrated that the relative amount of CrO in the slag was higher when SiO2crucibles were used in accord with thermo-dynamic calculations. Iso-concentration curves for carbon and chromium of the metal phase in equilibrium with the slag were drawn on a pseudo ternary SiO2? (AI2O3+CaO+MgO) ?(Cr2O3+Fe2O3) diagram. The activity coefficients and activities of carbon and chromium of the metal phase were also calculated from the experimental data and available thermodynamics information and were plotted as iso-activity curves in the same pseudo ternary diagram. This study investigates the feasibility of using waste iron slag, the by-product from a mineral sands processing works, in road construction. The study includes the different options investigated for the treatment of a leachate that is produced during the cooling of the iron slag, prior to processing. It also reviews the reasons for choosing the current treatment option that is being trialed. Cooling the iron slag with water results in the formation of a leachate with a high pH and high sulphide concentration. This leachate can seep into the ground and, over time, it will contaminate the ground water. A system was designed to collect and treat the leachate to prevent contamination of surrounding natural water sources. Numerous leachate treatment options were investigated to find cost effective method of treatment After cooling, the iron slag is passed through an iron recovery plant and the unsaleable product is placed on a dumpsite. Rain percolates through the dumpsite, which can result in the formation of a leachate that can contribute to a contaminated plume. After extensive testwork, it was found that the dumpsite, which was leached of contaminants, could be screened and used as a G5material (specifications in Table II) in road construction. The initial challenge was to establish that this material was environmentally safe for use in this particular application. Approval from the Department of Water Affairs (DWAF) was required for the testwork and then for the long-term use of this material in the construction industry. The following challenge involved establishing a market for the material. Construction companies in the area were reluctant to change to a new product that was not naturally occurring. The economics of this project are extremely sensitive to transport costs and hence only projects within a specified radius can be supplied with the Black Top Gravel (BTG). This project is not are venue generator, but it does save the money that would be required to manage the dump, and it reduces the closure costs.

This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

The management of unpaved mine road networks on large surface mines rarely results in optimal road maintenance strategies and minimised total road-user costs. This is ascribed mostly to the complex and dynamic combination of variable road networks and loading and discharge points. In a dynamic mining environment - typically those mines in which production is managed by a centralised truck dispatch system ? there is no guarantee that a particular road maintenance intervention will contribute significantly to reducing total road-user costs or increasing productivity. Most large surface mines operating ultra-heavy mine trucks rely on an integrated on-board diagnostic data collation, communication and GPS-asset location system as a real-time fleet management tool. By extending this system to incorporate a multi-sensor analytical procedure in which specific truck vital signs are monitored and filtered, a road defect can be recognised and a trigger level set to relay the location of defects on the mine haul road to the centralised truck data management system. Previous work established the feasibility of the multi-sensor approach to road defect recognition on large mine haul trucks, and outlined the defect recognition, analytical and modelling issues and system limitations. This paper presents the development of the analytical procedure used as a basis for evaluating the truck on-board data to establish maintenance priorities amongst a network of mine roads. Following an introduction to the system architecture, the results of system field trials are analysed and the results discussed in the light of defect density and traffic volume as the primary variables in an approach to prioritising road maintenance. The paper concludes that by supplementing the existing mine communication and asset management systems, road maintenance can be managed on a near real-time basis and maintenance equipment dispatched to where most immediate benefit will realised from a maintenance intervention on the network, thereby generating the maximum improvement in service and reduction in cost per ton hauled.

In a German governmental funded three-year research project, a closed loop recycling process for Nickel-Metalhydride-Batteries (NiMH) is under development. Today the discarded batteries are used in the steel industry as a cheap nickel source. Cobalt and rare earth (RE) are slagged and lost for reuse. The entire value of the metals in discarded Ni-MH is estimated to be 4?-4.5 ?/kg. Spent NiMH-batteries containing 36?42 per cent Ni, 3?4 per cent Co and 8?10 per cent rare rarth (Ce,La, Pr, Nd). The dismantled and processed NiMH-batteries are melted in a DC electric arc furnace producing a nickel-cobalt alloy and a slag phase highly enriched with RE-oxides. The key to success in this process is to find a suitable slag system, which ensures best separation of NiCo-alloy from the rare earth oxides and high concentration of RE in the slag. Different oxidic and halogenic slag systems are investigated in the melting process. So far a slag system based on 65per cent CaF2 and 35 per cent CaO delivers the best separation of the two phases and metal yields. A slag with a composition of 20?25 per cent La, 13-16 per cent Ce, 1.5?2.5 Pr, 4.5?6.5 per cent Nd is obtained and further treated to misch metal hydro-/electrometallurgically. The first results of the influence of rare earth oxides on the density of CaO-CaF2slag system are shown at 1600°C. The mathematical models of semivariograms can be classified according to whether or not they correspond to situations where the second order stationarity conditions are satisfied (§ 3.3.4). If second order stationarity exists, the a priori variance s2 of x (z) also exists and is finite. For large distances h such that x (z) and x (z + h) are not correlated, the semi- variogram ? (h) will reach a value equal to s2 [this is a consequence of (3.27) above]. This limiting value is called the sill C of the semivariogram, and the distance at which ? (h) reaches the sill is called the range. The range of the semi- variogram obtained from a given type of sample corresponds to the distance of influence of these samples. If only the intrinsic hypothesis is satisfied, the sample variance is an increasing function of the size of the area or volume in which the samples are located, and the semivariogram ? (h) will be a continuously increasing function of h. Remark: It will be shown in Chapter 7 that the variance s2 of x (z) in the ore body O is equal to the average value of ? (h) in O. If ? (h) is a non-decreasing function with sill C, the average value of ? (h) in O will be less than C. s2 and C will be equal only if for some values of h in O, ? (h) exceeds C. In practice, if the range of the semivariogram is small with respect to the dimensions of the ore body, the difference between C and s2 will be negligible.

The University of the Witwatersrand (Wits) and the minerals industry of South Africa have grown with the city of Johannesburg. The former has provided teaching and research in mining and metallurgy, while the latter has been responsible for the practical training of metallurgists and for the testing and implementation of innovative ideas proposed by the academics. This interplay between inventiveness and industrial application is illustrated by three examples: the establishment of the iron and steel industry as a result of the persistent experimentation undertaken by Professor G. H. Stanley, the first Professor of Metallurgy and Assaying at the South African School of Mines, which later became Wits; the establishment of the research organization that eventually became the Council for Mineral Technology (Mintek) - again through Professor Stanley's faith in the role of research; and the establishment at Wits of physical metallurgy as a discipline in its own right, as first suggested by Professor C. E. Mavrocordatos of Wits against the opinion of his colleagues in the industry. The Department of Metallurgy at Wits has been well supported by the minerals industry. Not only does the industry provide grants for the financial support of students, but it supplements the salaries of personnel in the Department, making possible the recruitment of top-class academic staff. At present the greatest problem is the lack of interest shown by matriculants in the metallurgical industry as a career. However, an enormous effort is being made by the Chamber of Mines, The South African Institute of Mining and Metallurgy, and the Wits Department of Metallurgy to ensure that matriculants receive appropriate information about the career prospects in the minerals industry.

Unplanned stope panel collapses occur on most near-surface and shallow mines in South Africa. Although these incidents often occur during blasting, they pose a major threat to the safety of underground workers and the economic extraction of orebodies. Most stope panel collapses occur due to excessive panel lengths that are not designed according to a systematic design procedure or methodology. Instead, panel lengths are often dictated by the equipment in use and by previous experience under similar conditions. Hence, a rock engineering design methodology for the design of stable stope panels between pillars is of vital importance for optimum safety and production in shallow mining operations. Using the proposed design methodology described in this paper, rock mechanics practitioners and mine planners should be able to identify and quantify the critical factors influencing the stability of stope panels. The critical factors should then be used as input to the design of stable stope panels that will provide the necessary safe environment for underground personnel working in stopes. The proposed design methodology is an iterative process, which includes aspects such as rock mass characterization, estimation of rock mass properties, identification of potential failure modes, consideration of appropriate stability analyses and other elements of the rock engineering design process. This process continues after implementation. During monitoring, new data should be included in the database and the design process repeated on a regular basis. Design approaches included in the proposed design methodology include empirical methods such as different rock mass classification methods, analytical methods such as elastic and Voussoir beam analyses, kinematic analyses, probabilistic analyses, and numerical analyses. In 1999, INCO Limited Mines Research, in Sudbury, Ontario, Canada, took delivery of a MeycoRobojet Logica Spraymobile, a computerized concrete spraying system. The Spraymobile is a self-contained mobile machine capable of applying spray-on ground support in underground applications. The Logica component of the Robojet is designed to control the operation of the Robojet, as well as scan and map the tunnel geometry prior to the spraying operation. The Robojet can be operated in various modes, from manual to automatic operation. In the automatic mode the computer controls the standoff distance, angle, and motion of the spraying jet. In 2000, INCO Limited, working with Meyco Equipment of Switzerland (a division of MasterBuilders Technologies), detailed a plan to create a tele-operation package for controlling the spraying process from a surface location at INCO's Mines Research Test mine. With the RobojetLogica operating in automatic mode, the operator at the machine becomes a process monitor. Since the Logica system controls the key spraying parameters of nozzle distance and nozzle angle to the sprayed surface, the operator could easily monitor and control the Robojet Logica from aremote location. The benefits of operating underground mobile mining (drills and LHDs)equipment from a surface location has been demonstrated at INCO Limited, however, the abilityto control a ground support operation (shotcrete spraying) from surface has not been attempted until now. This paper will describe the Spraymobile shotcreting system, the development of the tele-operation package for the Robojet Logica, as well as modifications to the original Spraymobile for implementing the tele-remote package on the Robojet Logica at the Mines Research test mine.

Jan Visser, the Executive Director, NPI (National Productivity Institute), addressed the Productivity Breakfast of the SAIMM-Vaal Triangle Branch in Vanderbijlpark. The Breakfast was held at the Riverside Holiday Inn, and was attended by 50 senior and middle managers in organizations in and around the Vaal Triangle, as well as by Richard Beck, the President of the South African Institute of Mining and Metallurgy.

A description is given of a simple, cheap device that enables the intact shear strength of rock to be determined quickly and inexpensively. Thin rock plates, prepared with a diamond saw, are tested in double shear by a linear punching action. By varying the direction of the diamond-saw cut in a number of specimens, the change in shear strength can be measured for different orientations relative to the rock fabric.

The conventional geostatistical methods used for grade estimation require expertise, understanding and knowledge of the spatial statistics, resource modelling, geology, mining engineering as well as clean validated data to build accurate block models. However, the geostatistical models are sensitive to changes in data and would have to be rebuilt on newly acquired data with different characteristics, which has proved to be a time-consuming process. Machine learning methods have in recent years been proposed as an alternative to the geostatistical methods to alleviate the problems these might suffer from in Mineral Resource estimation. In this paper, a systematic literature review of machine learning methods used in Mineral Resource estimation is presented. This has been conducted on such studies published during the period 1990 to 2019. The types, performances, and capabilities, of several machine learning methods have been evaluated and compared against each other, and against the conventional geostatistical methods. The results, based on 31 research studies, show that the machine learningbased methods have outperformed the conventional grade estimation modelling methods. The review also shows there is active research on applying machine learning to grade estimation from exploration through to exploitation. Further improvements can be expected if advanced machine learning techniques are to be used.

High-pressure waterjet technology is proposed as an alternative tool for selective underground mining of high-grade ore sections in stratiform orebodies showing a preferred ?bottom? or ?top? enrichment such as the Witwatersrand reefs and the Bushveld Complex platiniferous reefs. This technique, utilizing known mining technology together with more advanced machinery and additives as used in industrial and cleaning applications, may lead to an increased life-of-mine (LOM) for mining operations. A series of experiments was successfully carried out in a laboratory on Witwatersrand quartzite material, indicating acceptable cutting performance. Mining volumes by selectively cutting of reef portions are considered to be comparable to traditional drilling and blasting. Economic advantages of waterjet mining include energy savings due to the lower quantity of gangue rock to be hoisted to surface, as well as savings by a decrease in the usage of blasting materials. Capital expenditure of waterjet cutting, if applied on a broad scale, could be lower in the long term than that of conventional drilling and blasting methods. Mining by the application of high-pressure waterjet technology could become a competitive ?green technology? improving the economics and safety of labour-intensive mining operations. This paper suggests that waterjet cutting at an industrial scale can become a routine hard-rock mining technique in the future.
