?Rare earths ?will not be bargaining instruments?? was stated in a headline in China Daily of 29 October 2010. The Chinese government is trying to fend off the persistent accusations from Japan, the USA, and Europe that it is manipulating the supply of these so called ?critical? metals to gain political and economic advantages. The critics maintain that China has taken the rest of the world hostage by controlling 97% of the resources of rare earths. These elements are crucial in a number of high-tech applications. They are not impossible to substitute, but difficult to do so effectively. The name ?rare earth? is a misnomer, as even the least abundant is 200 times more common in the Earth?s crust than gold. They are, however, difficult to find in economic concentrations. The Chinese near-monopoly over the rare earths, together with China?s scramble for other resources in Australia, Africa, and elsewhere around the world, is seen as an example of a Chinese strategy to take control of vital metal resources. The Chinese are also accused of using unfair and sometimes illegal business practices in this fight for resources. Practices which, critics claim, put the Chinese interests above the interests of the host countries, in particular in Africa.

Ten Council meetings were held during the year with an average attendance of eighteen and the standing committees held forty-six meetings. FINANCE The annual accounts, which are attached to this report, show an excess of income over expenditure of R5 051 compared with an excess of expenditure over income last year of R4 608. This major reversal of fortunes is due in the first instance, of course, to the increased subscriptions. There were, however, other important contributors, particularly sales of the Proceedings of the Symposium on Open Pit Mining and profits on the operation of symposia and colloquia. It would appear from a study of the accounts that there has been a substantial drop in expenditure on secretarial fees. In actual fact, however, our total expenditure on secretarial fees was higher. A portion of this expenditure was charged against the administration of the Symposium on Open Pit Mining and, in addition, the charge against the Journal accounts for secretarial fees was increased. It will be recalled that in last year's annual report it was mentioned that subsequent to the new arrangement for publication of the Journal, the expected improvement in the finances of the Journal had been slow in materialising. After a total period of 18 months there was still no sign of improvement and it was accordingly decided to end the arrangement. As a result, the drain on the finances of the Institute was considerably lessened in the second half of the year. During the course of the year Council became concerned about the rapid depletion of our accumulated funds and gave careful and detailed attention to all aspects of the Institute's financial affairs. Particular attention was given to: 1. The fact that the Institute does not have a solid financial backing and must appeal for funds every time any special event such as a symposium is held. 2. The responsibilities of the Institute to the profession and the community, with particular reference to the desirability of establishing Institute bursaries and participating in other educational activities. 3. The rapidly rising cost of living. 4. The immediate financial position of the Institute. 5. The rapidly increasing cost of publishing the Journal due to the increasing number of papers available. In the meantime the immediate financial position of the Institute has improved but as this is due largely to non-recurring or irregular items of revenue, it should not be given undue weight. After careful consideration it was decided that an appeal should be made to industry for financial assistance, which would be used to cover the cost of symposia and other unusual expenditure and also, if possible, to build up the capital resources of the Institute so that there is a solid foundation for the future. Before appealing to industry, Council wished to be quite certain that there could be no criticism of the Institute for not having done our best in a personal capacity. Furthermore, Council examined many comparative statistics, including those circulated to members, which showed that, while expenditure per member has risen at an average annual rate of 7,5% over the last fifteen years, subscription revenue per member has risen at only 3,4% per annum. It was with this background that your Council decided to raise the subscriptions. Initial approaches have been made to the big mining groups and there has been a very generous response, although the details of how financial assistance will be provided have not yet been worked out. It seems likely that some form of affiliated company membership will be the most suitable method of achieving this. When these details have been fixed, it is the intention to extend the appeal to all corners of the mining industry as well as manufacturing and metallurgical industries. It is believed that these measures will ensure that the finances of the Institute are placed on a firm foundation on which the expanding activities can be planned. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R73 and the total fund was, therefore, increased by this amount to R4 411. The balance sheet shows that the market value of quoted shares and debentures increased during the year fron R6 540 to R9 160. The market value is now almost exactly the same as the book value. Accumulated funds now amount to R23 010 compared with R17 959 a year ago.

"Platinum is a highly valuable resource, its safe and economic extraction is paramount. The success of platinum mining by the bord and pillar method depends heavily on a comprehensive and dependable pillar design method. Pillars need to be large enough to safely support the load and small enough to avoid loss of resources. A critical evaluation of current pillar design systems used in narrow-reef platinum mining was undertaken using practical experience from a large feasibility-stage platinum exploration project, supplemented by observations from several platinum mines in Zimbabwe. An extensive literature survey was undertaken in order to determine the current status of design systems. Through this approach, the shortcomings of current pillar design systems are highlighted. Areas are proposed for further research to obtain a better understanding on how additional factors influence pillar system stability. The exploration work highlighted how rock mass classification methods can be utilized in determining the overall strength of pillars. Current pillar design systems for narrow-reef platinum mining consider width-to-heightratio (usually with different exponents for width and height) and the strength of the pillar material. However, there are many more important factors that are not considered and which have a bearing on pillar system stability. An in-depth study of these parameters with a view to establish effective narrow- reef platinum mining pillar design systems needs to be undertaken. IntroductionPillars have been used as a means of support since the early days of mining. Pillarsupported mining methods such as bord and pillar require a reliable design system for them to be successful. This paper presents an evaluation of the current hard-rock mining pillar design systems as applied to a practical large-scale narrow-reef platinum mining feasibility study. It is vital to have a dependable pillar design system for economic and sustainable mining. Using an extensive database collected from the project, the pillar strength formulae were tested and several discrepancies noted. This necessitates the establishment of more reliable pillar design systems. In narrow-reef platinum mining, large compressive stresses accompanied by geological and geotechnical factors contribute to pillar instability. A well-formulated pillar design system is required that accounts for such factors so as to minimize pillar failures."

The concept of selectively extracting copper from a low-grade dump leach solution followed by stripping the copper into an acid solution from which electrowon copper cathodes could be produced occurred to the Minerals Group of General Mills in the early 1960s.This simple, elegant idea has resulted in a technology by which about 2.2 million tonnes of high quality copper cathode was produced in year 2000. The growth of this technology is traced overtime with a discussion of the key plants, the key people and the important advances in leaching, plant design, reagents and electrowinning that have contributed to the growth of this technology. Some thoughts on potential further advances in the technology are also given.

Toll and custom treatment of base metal concentrates have been performed for decades as mines and concentrators are developed distant from capital and, energy-intensive smelting and refining facilities. Commercial treatment terms have been developed and refined for over a century, and are negotiated taking into account a complex array of quality and economic factors. Treatment of third-party concentrates in the South African platinum industry is a comparatively recent development, brought about by the opening up of mineral rights and operations being developed that are smaller than the critical size required to sustain capitalization of smelting or refining plant. Published commercial terms have not been demonstrated to reflect the complexities and subtleties of base metal concentrate markets. This paper outlines some key elements and parameter ranges of base metal concentrate treatment contracts, and applies similar principles to typical Merensky and UG2 platinum group element (PGE) concentrates to determine potential value distribution between the mining and treatment parties in tolling arrangements.

Mintek has developed a level-control system, FloatStar, for use in flotation circuits. Instead of controlling levels separately in each unit, the controller monitors levels throughout the circuit. It can thus take account of the global effects of any control actions. A collaborative project between Mintek and Karee Platinum Mine has begun, looking at aspects of flotation control. Karee plant was chosen as the site for this work because of its good existing control infrastructure. As a first stage of the joint project FloatStar was installed. Analysis during installation and running of the FloatStar has illustrated how circuit design and measurement technology can affect process control. Severe interactions have been observed in the levels of adjacent banks. The effect of FloatStar on flotation performance was tested and an improvement in level control was observed. Similarly, a faster settling of the plant after start-ups was observed. Both the improved level control and faster start-ups lead to higher platinum recovery.

The removal of gravel from the seabed using a hydraulic mining tool is a complex multi-phase problem that cannot be analysed using traditional continuum based simulation techniques. One potential approach is to simulate the behaviours of the solid phase via the discrete element method and the liquid phase via finite volume based computational fluid dynamics. The interaction between the phases is accounted for by Eulerian coupling. The feasibility of using the combined computational fluid dynamics-discrete element method to simulate gravel entrainment from an idealized seabed is evaluated. The simulation results are validated using experimental data. It is concluded that while the current approach appears feasible, further work needs to be done to improve the accuracy of the simulation and to evaluate the approach?s ability to model more complex behaviours.

Dickson and A. M. StarfieldThe first of the papers in the session dealt with a flash smelter installation, while the remaining three papers dealt with mine ventilation. In view of this the Chairman proposed that the paper on flash smelting be introduced and discussed first, after which the remaining three papers would be introduced followed by discussion on all three.Dr Cocquerel, who presented the first paper, used some typical flow diagrams to illustrate the process and stated that the program considered only steady-state operations and did not take into account the dynamical changes. Subjective judgment was necessary for the preparation of input data and some degree of user appreciation was required.Dr Cocquerel said that no work bad yet been done on an optimization program, but that this was being considered. Such a program would require a large amount of physical and chemical data which were not yet available. The variables to be optimized were the energy and material consumptions and the loss of metal in the slag.The Chairman opened the discussion by asking Dr Cocquerel if he could give a brief description of the flash smelting process for the benefit of those not familiar with the subject. Dr Coquerel replied that in the Outokumpu process con¬centrates were injected directly into the furnace, and that the process was somewhat analogous to flash distillation or evaporation processes, but was perhaps closer to the burning of pulverized fuel.The process had two distinct advantages. First, the heat evolved in the smelting reaction was used to heat the furnace, which resulted in less fuel consumption, and, second, the effluent gases were cheaper to treat than the effluent gases from other pyrometallurgical processes. This was important particularly in view of the current interest in pollution problems.Mr P. Marais thought that the authors had done themselves an injustice by not including details of the very complex processes taking place in the furnace."

Laboratory test-work has established that two classes of redox catalysts based on anthraquinone and bipyridinium derivatives are effective in accelerating the rate of removal of metallic iron from reduced ilmenite (RI) in the aeration step of the Becher process. Two water-soluble anthraquinone derivatives are efficient: 9,10-anthraquinone-2,6-disulfonicacid, disodium salt (catalyst AQ-2,6) and 9,10-anthraquinone-2-sulfonic acid, monosodium salt(catalyst AQ-2). When 0.2 per cent w/v of either was added during aeration the rate of metalliciron removal was accelerated by two to three times. Furthermore, the addition of either compound resulted in magnetite (Fe3O4), the iron oxide phase preferred in commercial practice, being formed. However, both AQ-2,6 and AQ-2 were rapidly lost from solution during aeration although their catalytic activities persisted even when their concentrations in solution were low(<0.05 per cent w/v). The negatively charged anthraquinones were lost from solution most probably by adsorption onto the magnetite that has a net positive charge at the pH values encountered during aeration. To address this problem, the catalytic activities of positively charged bipryridinium derivatives were tested. Two water-soluble bipyridinium compounds, paraquat (1,1’-dimethyl-4,4’-bipyridinium dichloride) and diquat (6,7 dihydrodipyrido [1,2-a:2’,1’-c] pyrazinediiumdibromide), were found to significantly accelerate the rate of removal of metallic iron from reduced ilmenite, and both gave magnetite as the oxide product in the laboratory tests. Moreover, recycle tests showed they were not lost from solution as quickly as were the anthraquinone derivatives. Results in larger scale plant laboratory reactors also showed a significant increase in aerationrates when diquat was added and magnetite was again the oxide formed. However, the oxygensupply to the reactors was insufficient to achieve the maximum effect of the catalysts on theaeration rates. The limited supply of oxygen in a full scale aerator may prevent the application ofthe catalysts in a commercial Becher operation. This study investigated the elution of precious and toxic metals from activated carbon. Gold and mercury are of primary interest, due to their value and environmental impact respectively. A laboratory elution rig was commissioned to simulate industrial Zadra and AARL carbon elution conditions. Mercury was found to elute most effectively in strong caustic cyanide solutions; gold was found to elute most effectively in hot low ionic strength solutions. As cyanide decomposes on contact with activated carbon at high temperatures, optimum elution conditions for gold conflicts with those for mercury?no practical compromise in conditions was found. However, sequential elution allowed reasonable recovery of both metals. Ongoing work is looking at the deportment of other metals under elution conditions.

An electrochemical investigation of the dissolution of copper, nickel, and copper-nickel alloys in ammonium carbonate solutions by M. J. NICOL, Ph.D., B.Sc. (Hons.) (Wits.) (Visitor) The dissolution of copper and nickel in ammonium carbonate solution was studied by techniques involving electrohemical anodic dissolution and ring-disc electrodes. The rate of oxidation of both copper and nickel by copper (11) was shown to be controlled mainly by diffusion to the surface. Variations in rate with changes in copper (11) concentration, agitation, pH, ammonia concentration, temperature, and copper (I) concentration were investigated and rationalized in terms of their effects on the electrochemical half-reactions involved. Evidence was found for the passivation of nickel and nickel-copper alloys of more than 50 per cent nickel.

Mineral processing plants, in general, consist of comminution and separation circuits. Rougher flotation is considered as the heart of the separation circuit with concentrate grade and mineral recovery being the key productivity and quality parameters that affect the downstream operations and profitability. Online prediction of these parameters can help improve process performance in real-time. Past efforts to predict flotation cell performance have focused on building physics-based or machinelearning (ML) based models. Although physics-based models are popular in process design applications, ML models are more appropriate for online monitoring, control and optimisation due to their lower computational requirements. Deep learning (DL) is gaining prominence nowadays for application in industrial operations where a large amount of data is available. We have developed a DL model based on long short-term memory (LSTM) neural networks to forecast the two key performance indicators (KPIs), namely, mineral recovery and concentrate grade in a mineral processing plant. Rougher feed characteristics such as mineral grade and particle size distribution, upstream measurable disturbances such as throughput of the comminution circuit and pulp density, and control variables such as aeration rate, pH, and collector addition rate are considered as explanatory variables to train the model. The model was tested with data from an industrial mineral processing plant. For real-time dynamic predictions, the trained model appropriately accounts for mismatch in measurement frequency of real-time process data and off-line laboratory analysis data. Such a time series model can be used as a state observer in model predictive control techniques for optimal control of unit operations in a mineral processing plant. On the ‘Majdan III’ open pit mine, supplying with brick clays the production plants of the industry of building material ‘Potisje-Kanjiza’ from Kanjiza, a modern ECS (excavator-conveyor-spreader) complex was built, integrating four bucket excavators, six conveyors and one spreader into a whole. This complex connects the mineral-exploitation unit with the final brick-products plant of the company. Monitoring and management of the ECS complex is carried out by modern computer-supported information-management system (IMS) implementing most modern measuring-regulation, computer and GPS equipment. It was concluded that, for safety reasons, the functions of the IMS should be developed by a component of active visual monitoring of the ECS complex. For this purpose, the task of making a project on intelligent system for visual monitoring of the ECS complex was entrusted to the Department of Computer Application at the Faculty of Mining and Geology, University of Belgrade. This paper gives a review of basic project solutions. I appreciate the honour that has been bestowed upon me by my election as President of this Institute. We are starting what I believe will be a challenging year. The first challenge facing the Institute is financial. From the accounts for you will note that the Institute operated at a loss for the first time since 1987. average membership subscription was increased by only 10 per cent, reflecting desire to keep costs down in the minerals industry. The Institute will therefore to rely on other income to meet its budget requirements and break even financially. source of these funds will be the activities of the Technical Programme Committees. disciplines-Mining, Extraction Metallurgy, and Metals Technology are planning programmes for the coming year. I urge al members to increase their support of colloquia schools. Increased membership would also bring in more funds. Please, therefore, encourage colleagues who are not yet members of the Institute to join it.

One of the most effective methods of metal surface heat treatment is through laser hardening. In most cases, laser parameters are determined experimentally, which is expensive and time-consuming. A mathematical model for the surface heat treatment process will allow a significant decrease in costs, and reduce the time required for optimization. In the present work, the authors present a mathematical model for laser heat treatment with forced cooling which can be applied to medium carbon steel. The model is based on a three-dimensional heat transfer equation using Green?s function. The model allows one to calculate the temperature of the treated steel at different depths below the surface with and without cooling, for set values of the laser power and travelling speed, when the heat transfer coefficient is a known constant. It also takes variations in the radiation adsorption coefficient on the metal surface and laser beam spot size into account. The model was illustrated by comparing calculated and experimental temperature profiles of mild carbon steel with 0.5% C with and without cooling. A reasonably good agreement was achieved between experimental and predicted values to ensure that a high enough austenizing temperature with short enough cooling time was reached for direct martensite formation. It also predicted the depth of treatment accurately. The incorporation of cooling in the model substantially improves previous models based on heat transfer only. It delivers a tool that can with a reasonable accuracy predict the depth of surface heat treatment and cooling time required from operational parameters, such as laser power, speed of motion, and distance between laser and cooling source, that can be controlled in the work set-up. The scope and salient features of a general risk-analysis model for the main types of new mining ventures are covered in brief outline. The following special features and their effects on the investment criteria are discussed: - various criteria for viability, - the maximum shortfall of funds, - correlations between the grades of up to five ore constituents and between the corresponding product prices. differential inflation and escalation rates for costs and prices, - the estimation, if relevant, of a pay limit based either on the major product only, or on the two major products jointly, - the likely recovery grades of all the products to be obtained when the ore-body is mined to any such pay limit. - an option to take account of the effect on the pay limit of any negative taxation on marginal ore, - investment analyses in current and real terms for individual groups of investors subscribing for equity and any loan capital on differential terms.

Orebodies that contain more than one economically important mineral are generally evaluated by parametric cut-off grades. This approach often leads to mis-valuation of mineral deposits because cut-off grades are not based on the grades of each individual mineral and, because of the parametric formulation, are only indirectly related to the individual grade distributions. The only realistic approach is a formulation that accounts separately for each component mineral. The grid search method can be used as a means of multi-mineral cut-off grade optimization in this context. This paper describes the use of the grid search method in cut-off grade optimization for multi-mineral deposits. The authors introduce the general concepts of the method and formulate its application to cut-off grade optimization; they describe a software implementation of the method that can accommodate cut-off grade optimization for mineral deposits that contain up to three economic minerals. Results are presented on the elution of gold cyanide and base-metal cyanide complexes from strongand weakbase resins. It is shown that thiocyanate anions, zinc cyanide anions, and thiourea in acid solution are effective eluants of strong-base resins, but that it is generally necessary for electrowinning to be incorporated in the elution cycle if fast rates of elution are to be achieved. Weakbase resins are eluted with sodium hydroxide solution, which is shown to be far simpler and far more effective than the elution of strong-base resins. The effects of parameters such as concentration of the eluant, temperature, and electrowinning efficiency on the rate of elution of the resins are examined.

Avmin have developed a flowsheet for the refining of copper, nickel and cobalt from Nkomati concentrates. Cobalt is recovered from calcium-saturated solution using Cyanex® 272. Nickel is subsequently extracted using versatic acid. The loaded organic is stripped using spent electrolyte, producing advance electrolyte for recovery of nickel by electrowinning. Cobalt was recovered with >99.5% extraction efficiency, reducing cobalt from 1.8 g/l to <10 mg/l. The cobalt/nickel ratio in the cobalt product solution was >1500. Nickel solvent extraction was optimized to recover 99%, reducing the nickel concentration from 32 g/l to <0.3 g/l, while minimizing calcium deportment to the nickel electrowinning circuit.

Ph.D. (Toronto) (Visitor) A study was made of the kinetics in the leaching of nickel from pentlandite in dilute-acidic ferric sulphate solutions as a basis for subsequent studies on bacterial leaching. The chemical leaching rate was found to be highly dependent on the temperature and the concentration of ferric ions. The proposed mechanism for the leaching process is one involving rate control by chemical processes and mass transport. Good agreement was found between the experimental data and the proposed mechanism.
