Valuators of mineral properties are faced with a range of valuation methodologies, the most important of which are grouped under the headings of the market approach, the cost approach and the income approach. The way in which value is defined and the detail of the different valuation methodologies is examined here. This paper aims at documenting the variety of valuation procedures and applying each method to a variety of gold projects and comparing the outcomes. Any decision to apply a valuation technique will depend principally on the stage to which the project has been developed. The valuation approach to a greenfield project will be substantially different from that applied to a well-drilled, extensively explored mineral property. Furthermore, a valuation exercise may produce different outcomes for the same gold project depending on which method is applied. In order to investigate the variability in valuation methods and to explore the outcomes of different approaches, a series of five gold projects was analysed. The projects differ in regard to levels of capital application, infrastructural setting, depth below surface, in situ grade, and the stage of development, and were valued using the different methods. The most critical aspect of any valuation is the capacity of the valuer to identify the salient issues and ensure that they are incorporated into the valuation. The danger of simply applying ?black box? solutions to valuation problems without a full understanding of the parameters and the areas of uncertainty is emphasized. The importance of the valuator?s experience, insights into best practice and the ability to recognize and submit to the requirements of compliance within the minerals industry is among the most important characteristics of a valuer.

The South African Institute of Mining and Metallurgy was approached by the Australian Institute of Mining and Metallurgy to present a paper on the current practice in terms of the valuation of mineral projects and properties, given the development of a Code for the Valuation of Mineral Properties, developed in Australia (the VALMIN Code), and a similar Code in Canada (the CIMVal Code).This paper is the result of research and investigation into the matter, in terms of the reporting of Mineral Resources and Reserves, financial reporting practice, the Listing Rules of the Johannesburg Securities Exchange, and various practices in valuation. The paper establishes that a strong linkage has already been established between the SAMREC Code for the reporting of Mineral Resources and Reserves and the Listing Rules, and that, for completeness, a Code for Valuation needs to be developed. This Code will be similar to its international counterparts, with the necessary inclusions which are relevant to South Africa, and will provide guidelines and definitions on matters such as transparency, materiality and competency in valuation. It proposes that a multi-stakeholder steering committee be established under the auspices of the SAIMM, to deliberate and design a process for establishing such a Code.

Since the discovery of gold on the Witwatersrand in 1886, mining has been at the centre of South Africa’s development. Although mining continues to contribute significantly to the country’s economy, it is a temporary land-use activity, and mine closure is inevitable. This paper reviews mine closure planning at Tshikondeni coal mine, which commenced in 2014 with the initiation of mine closure. The review presents the mine closure processes undertaken at the Tshikondeni coal mine as regulated by South Africa’s principal mining legislation, the Mineral and Petroleum Resources Development Act 28 of 2002, and other relevant regulatory frameworks. To compile this review: (1) A desktop study was conducted; (2) empirical data was collected through one-on-one interviews with research participants at Tshikondeni coal mine; and 3) physical observations were made of the rehabilitation at various mine operations within the Tshikondeni coal mine complex. Research participants consisted of mine officials from different departments, i.e., human resources, and environmental, social, and business strategy, who were directly involved with the Tshikondeni coal mine closure. A questionnaire with semi-structured questions was developed. It was utilised to acquire a better understanding of mine closure planning at Tshikondeni coal mine and identify mine closure processes that aim to achieve post-mining land uses and align with Tshikondeni coal mine’s post-closure strategy, namely the Tshikondeni Legacy Project, with a post-closure strategy that has the potential to transition a mining economy to an eco-tourism economy that can preserve livelihoods and selfreliant communities.

The electrical control of three-electrode submerged-arc furnaces suffers from a number of complexities, mostly due to the nature of the furnace electrical circuit providing power to the furnace where the three electrodes are interconnected within the furnace through the molten metal bath. This gives rise to what is known as the interaction effect 2, where variations in one electrode?s current can cause comparable changes to the currents in the other electrodes, particularly in larger furnaces with low power factor. Resistance-based control of the electrode penetration has largely alleviated these problems, since the resistance encountered by each electrode is predominantly dictated by the length and conductivity of the current path from the electrode?s tip to the molten metal bath, which acts as the three-phase circuit?s floating neutral point. Hence resistance changes due to tip position or conductivity changes beneath one electrode do not affect the resistances beneath the others, effectively decoupling the control of the individual electrodes1. Although resistance-based control is therefore generally accepted as superior to current-based control for the regulation of submerged-arc furnace electrode penetration, a few furnace operators still prefer to use current control under specific furnace conditions. This paper presents the results of analysing the performance of both current and resistance-based control in typical scenarios encountered on industrial furnaces, taking into account a number of factors including electrode penetration, power distribution, efficiency and asymmetry of the electrode currents. In order to accomplish this, three typically encountered scenarios were simulated. The results obtained show that resistance control provides more benefit in all cases, however, the uneven electrode current distribution generated by resistance control when electrodes are on top stops may cause some concern if baking of the electrodes is required in this scenario.

One of the major deliverables of the AMIRA P754 Project, which was sponsored by several major mining companies, was a code of practice and guidelines for metal accounting for the mining and metallurgical industry. These had the objective of improving the auditability and transparency of metal accounting from mine to product, thus assisting in good corporate governance. The overriding objective of mass measurement for metal accounting is to establish the mass of the particular material or component present at a specific time, or the mass flow of that component over a defined time period, to a defined accuracy suitable for metal balancing. As such, it is the first measurement in the chain that includes sampling, sample preparation and analysis, each of which introduces its own errors. Materials often contain moisture, the proportion of which must also be established in order to obtain the dry mass. They may also have to be measured as a volume or mass/mass flow of slurry, or in stockpiles or storage areas, in which case the relative density must be measured. Both the density and moisture measurement often introduce significant error. Whereas a great deal of effort has been directed at sampling, sample preparation and analysis to improve accuracy and establish the error, the same can seldom be said for the mass determination, including the moisture and density measurements. The possible major causes of error are highlighted and methods of reducing them discussed. Mass measurement can be classified into those measurements necessary for custody transfer and primary accounting of the input and output streams to a plant or operation, and measurements required for secondary accounting, or management control. The latter include intra company transfers and plant area performance, and those required for plant control only. This paper is concerned only with primary accounting measurements. The code and best practice state that the equipment should be certified (as sized) as is required for custody transfer. The most accurate and precise of the various possible methods is the static measurement of mass on a weighbridge, platform scale or a weigh bin. If static measurement is not possible, which is often the case for ore fed to a plant, possible alternatives are electromechanical conveyor belt weighers or in-motion weighing of rail trucks. In all cases the material must be adequately sampled to enable a representative moisture content to be determined to calculate the dry mass. Where material is flowing inside conduits, only certain types of the multiplicity of flow meters available may be used and, in the case of slurries, very few flow meters are suitable. As most flow meters measure volume or velocity, the density of the material must also be measured. The basic requirements in order to achieve satisfactory results for the mass, of the component of interest, are listed, as well as common problems and pitfalls encountered in practice. The measurement of the mass of stockpiles and in-plant stocks, often required for metal accounting, is often the largest source of error in metal balances. The reasons for this and methods for reducing and managing the effect are discussed.

Sustainable development is currently an extremely relevant concept worldwide, especially in developing countries like South Africa. Mining and metals companies are also directly affected by the sustainable development agenda. The Mining Charter?s requirements as well as new legislation (Mineral and Petroleum Resources Development Act) expect, among others, for mines to support infrastructure and poverty eradication projects in the communities surrounding the mines. The aim of this paper is to, against the background of a qualitative study of mining communities in the North-West Province of South Africa, put forward some critical factors for the sustainability of social development projects in the mining sector.

"The valuation of diamond ferous deposits depends on (i) the density distribution, (ii) the size distribution of stones and (iii) the selling price structure prevailing at a particular time.In the density distribution the stochastic variable is defined as the Dumber of individual stones found per sample unit irrespective of the stone size. The density distribution is discrete and allows for barren sample units.As diamonds often occur in clusters, a Poisson mixture distribution is derived which is entirely new, as existing discrete distributions cannot represent the stone number frequencies found in nature.For the sizes of diamonds, which are measured by weight, a new compound logarithmic normal distribution is developed.Combination of (i), (H) and (iii) leads to a meaningful appraisal of diamond ferous ground expressed in monetary value per production unit of mining.Finally, confidence limits are calculated which allow for inference from sampling to recovery."

This paper investigates the role of vertical integration between chrome ore mines and ferrochromium smelters in the location of ferrochromium production capacity in South Africa and Zimbabwe. Vertical integration is important in understanding the increasing competitive position of these two countries as observations show that an increasingly larger share of the global market has been coming from integrated producers. The paper argues that the increased vertical integration between mines and smelters in South Africa and Zimbabwe has led to a lower cost of chrome ore as an input compared with other producers. Underlying this hypothesis is the basic tenet that, more likely than not, production will take place where the costs are lowest. The paper concentrates on high carbon ferrochromium (HCFC) production in market economy countries (MEC). Using an ordinary least squares model, the study tests the relationship between low chrome ore costs and vertical integration shows a statistically significant relationship. These findings partially support the view that the control of sources of chrome ore is a major source of competitiveness. INTRODUCTION To prepare the reader adequately, reference should be made to the paper 'The Pioneering of Fully Mechanized Longwall Coal Mining in South Africa' by R. T. Naude and M. J. Deats, published in the February, 1967, edition of the Journal. At the time mechanized longwalling had been proved operationally feasible with encouraging results since its inception in South Africa in mid 1965. Subsequently, further top seam panels were successfully extracted with improved productivity and with some modification to equipment. In 1968, after an overseas visit by mine officials, equipment specific to suit local conditions was acquired and lower seam trials commenced. Despite initial obstacles and difficulties the first panel was successfully mined. Modification and improvements to equipment and techniques resulted in the second lower seam panel being extracted economically during 1969-1970 and with productivity exceeding even that of top seam faces. During extraction of the second lower seam panel, gradual and complete surface subsidence occurred over the panel without affecting face operations. Rock mechanics investigations had originally indicated some uncertainty regarding adverse dolerite sill behaviour which could have caused longwall mining to be hazardous. All such doubts have now been removed. RESUMÉ AS AT FEBRUARY, 1967 Mechanized longwalling was introduced in 1965 on an experimental basis in an effort to improve productivity in the newer area of the mine and to increase the quality of the comparatively dirty run of mine feed to the washing plant. In addition advantages could be predicted in the long term by better utilizing reserves of straight coking coal and increasing the life of the mine. The top seam unit was obtained on a rental basis and by the beginning of 1967, two panels, the first having a face length of 215 m, a panel length of 345 m, seam section of 1 219 mm, and the second the same face length, a panel length of 453 m and a seam section of 1 067 mm had been successfully longwalled. At this stage a best month of 24 602 metric tons with an average of 17 364 metric tons per full working month could be reported. Results were sufficiently encouraging for the company to exercise its right to acquire the equipment as its own asset and from 1967 onward, the unit has operated on this basis. From the point of view of rock mechanics, the dolerite sill over the first two panels was known to have 'bridged', only the material below the base of the sill having truly 'goafed'. No adverse pressure effects had significantly affected face operations except for two 'bumps' towards the end of operations in each panel. Gate road maintenance presented no problem. The strong inflows of water experienced on the first face were now known to be associated with an isolated water bearing fault plane and were not experienced on the second face. TOP SEAM EXPERIENCE - MAY, 1966, TO DATE Panel 2 (February, 1966, to November, 1966) The operations in panel 2 (see Fig. 1 for location of panels) continued uneventfully until the final month in this panel. At this stage, the chocks behaved most inconsistently often lowering under the weight of the canopies alone. Roof trouble became so severe that the unit was unable to produce adequately and blasting of chocks became a daily occurrence. Finally 24 m short of the planned limit it was decided that a complete overhaul was the only solution and the extraction operations commenced. At this time, the only fatal accident associated with longwalling occurred when a Non-White inadvertently fell into the panzer conveyor transfer point at the main gate. Some gate road difficulties in this panel were overcome by bolting tapes to the roof as decking and allowing them to pass over the gate chocks and collapse into the goaf. Two cribbed roof falls were also negotiated by the gate chocks at the face ends without undue difficulties. It was decided in the light of maintenance problems encountered on this face that the best solution would be to appoint a foreman solely in charge of face maintenance crews. This step has to a large extent contributed to success achieved subsequently. Panel 2-face length 213 m panel length 456 m cutting height 1 092 mm average monthly output 16 443 t best month 19 130 t Panel 3 (December, 1966, to June, 1967) By the end of 1966 results were sufficiently encouraging for the company to exercise its right to acquire the equipment. This was negotiated and the unit has operated as such to the present date. Prior to installation in panel 3, all face equipment was thoroughly overhauled underground and the chocks boost-tested to yield-load. The costs of overhauling, including almost complete hose replacement, were much higher than anticipated. Advice had been received that complete hose replacement was common practice after +/- 18 months' operation. Shortly after commencement of operations in panel 3 the chocks again failed as they had towards the end of panel 2. At this stage, the suppliers advised that the valve gear should have been repaired during the overhaul as the needle and seat seals could no longer be relied upon. This operation was impossible to carry out on the face and would have been e1ttremely time consuming. Fortunately a new type of valve gear was then available from the suppliers, termed the capsule-type valve, and a complete change over could be made on the face. The plants integrated in the PhosAgro group of companies perform processes from scientific research to the project, from ore mining to shipment of fertilisers and feed additives to consumers. An extensive process chain maintains smooth interaction at all stages from research to production. As an example, the paper shows the revamp of two beneficiation plants (ANOF-2 and ANOF-3), requiring a comprehensive approach to task solving. The intention of the revamp was to increase the total yield of apatite and nepheline concentrate, taking into account the gradual decline in the quality of ore being processed and ensuring the yield stability of final products during re-equipment of the plants. At ANOF-3, the crushing and grinding cycle was modernised, the production of nepheline concentrate was implemented, and the capacity of apatite flotation, dehydration, and drying was increased. At ANOF-2 a new process chain was implemented for the production of apatite concentrate in workshops previously used for the production of nepheline concentrate. The main building was withdrawn from operation, where ore grinding, apatite flotation and apatite concentrate thickening had been carried out. The total increase in apatite concentrate yield at two beneficiation plants was 1.3 times. A further increase in concentrate production is planned. In making judgements on tolerable levels of risk in industry, and in all spheres of life, it needs to be understood that every action gives rise to risk. Without risk, nothing can be done. Without risk, no economy could be advanced. There is a strong tendency to emphasize the risk at work, but persons who are not working are exposed to a different set of risks. Often persons who are not working face greater risks than persons who are working. Simply, in being alive, one is exposed to the risk of an accident, the risk of contracting a disease, and an extremely diverse variety of other risks. According to the Health and Safety Executive of the UK, it is not possible to have a state of zero risk, because ?a state of zero risk does not exist?. Because zero risk is a physical impossibility, it is not possible to design for a state of zero risk in all engineering design. While the strategic target of achieving zero risk is laudable it does not provide any practical guidance to engineers as to what acceptable limits of risk should be. This causes a significant and real problem in the design for and the management of risk. Without meaningful guidelines, engineers, managers and the authorities often find themselves in disagreement. Thus, it has become essential to establish criteria for tolerable levels of risk and unacceptable levels of risk in order to design and manage engineering systems properly.

Underground mines require electricity to operate both the main surface fans and auxiliary systems, with primary ventilation systems typically accounting for approximately 40–60% of the mine’s overall electricity consumption. The primary reason for this considerable expense is that most underground ventilation systems are designed for peak demand, regardless of the actual demand, which is commonly dictated by diesel equipment usage in trackless mining operations. Most platinum mines on the Great Dyke in Zimbabwe tend to operate their ventilation systems at this peak level, despite the mine’s air quantity being well in excess of the ‘true’ ventilation needs. This is due to a lack of appropriate ventilation controls. The authors designed and installed a ventilation-on-demand system at one of the bord and pillar platinum mines to minimize the use of redundant air in underground operations. Fourth industrial revolution techniques were applied to the environmental monitoring and tracking systems thereby optimizing air quantity demands. The mine managed to reduce its annual power consumption by 23% through the implementation of manual control and time-of-day scheduling levels of the ventilationon- demand concept. There was also a 6% productivity improvement, mainly attributable to an increased face time as a result of the significant reduction in the re-entry period following a blast. This paper introduces a novel concept of ventilation optimization through digital transformation targeting mainly room and pillar platinum mines. A system was designed, installed, and commissioned, though there is currently an ongoing optimization process to harness the full benefits such as productivity enhancement, reduced power costs, and improved worker health.

Assuming that a gold ore has been effectively ground to ensure maximum economic liberation of gold, the circuits that will have the most effect on the successful operation of a gold plant will be that of the leaching and carbon-in-pulp circuit (CIP). The reagent and utilities operating costs associated with leaching, adsorption, elution and regeneration would typically make up some 15% of total operating cost, whilst the capital costs associated with these areas is about 16% of the total. Although not largest (capital and operating costs associated with comminution are generally dominant) these items represent a significant proportion of capital and operating cost. Much more importantly, these plant areas represent the primary gold recovery process and their technical and operational efficiencies will have a significant impact on overall plant efficiency. The objective during process design of these sections is thus to develop a design which provides maximum technical and economic efficiency and which is robust to potential changes in ore throughput, mineralogical characteristics and head-grade. Experience has shown that, particularly for longer life and higher-grade projects typical of the South African underground gold mining industry, small changes in recovery and efficiency have a significant value over the life of the project.

The genesis of Simrac?s technology transfer practices and future initiatives are discussed in this report. Simrac produces a relatively large volume of research-based health and safety outputs that must be communicated to its tripartite stakeholders and to other interested and affected parties. The wide spectrum and complexity of the transferables, together with the diversity of end-user needs and skills of the recipient population, necessitate customizing of technology transfer practices. In an attempt to optimize this process, a variety of practices are employed. Information is transferred by means of publication and dissemination of a variety of reports (paper, website and CD).Knowledge transfer is directed to health and safety practitioners by means of workshops, seminars, best practice booklets, handbooks and textbooks. Promotion of recently completed projects is directed at targeted recipients by means of project launches. Only isolated cases of piloting and implementation of technologies have been undertaken due to lack of resources and past organizational focus. It is anticipated that Simrac?s new organizational structure and management system, together with end-user involvement by industry champions, from project inception to implementation, will enhance the effectiveness of the technology transfer process.

Inauguration of the new political dispensation in South Africa in1994 initiated a dynamic shift in the ownership, management and development of the country?s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress?s Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since then there have been important changes affecting the rules of mineral development. These are: ?A drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully ?The globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists and ?The introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its regulations, the much publicised Broad-Based Socio-Economic Empowerment Charter, its associated Scorecard, and the Draft Royalty Bill.

The sequential flotation of copper, lead, and zinc in that order is practised at the Broken Hill Concentrator of the Black Mountain Mineral Development Company (Pty) Limited. The minerals of economic importance are chalcopyrite, galena, and sphalerite, with associated silver. The targets for recovery and grade in the lead and zinc circuits were reached quite readily after start-up, but the copper circuit failed to meet the performance requirements with respect to both recovery' and grade. The original circuit for copper is described, together with the subsequent investigations and modifications that were required to produce acceptable metallurgical results. Circuits for semi-bulk and bulk flotation were tried, and the effect of the oxidation state of the pulp was investigated extensively and found to be all important. Tests were conducted on the depression of lead in the cleaning circuit by the use of sodium dichromate, and on heating with the addition of sulphurous acid. The latter technique was ultimately the more successful. The proportion of fresh to recycle water entering the circuit was shown to be important. The original reagent regime was altered and augmented. A more recent problem has been the contamination of the ore with cemented backfill. The changes that this new condition necessitated are described. Success has been measured by a continuous improvement in the economics of the copper recovery.

SYNOPSIS This paper describes simple calculations to evaluate the stability of hangingwall and footwall strata at the work¬ing face and in backfilled areas. It shows that the benefits of support provided by backfill can best be realized when the fill is placed as close to the face as possible. The main beneficial effects of fill are that it reduces the stope span, at the same time providing a damping effect on vibrations, and prevents the fall-out of blocks in filled areas, thus maintaining the competence of the strata.

Thin spray-on liners (TSLs) have been used as sealants and rock support in tunnels for over 25 years. Laboratory tests have indicated satisfactory properties that can provide adequate strength, adhesion, toughness, and elasticity as part of rock support systems in mining excavations. These characteristics are, however, not always demonstrated in practice, when mine environmental conditions do not correspond with laboratory environmental conditions. The shortcomings of TSLs experienced in the mining industry have raised concerns, resulting in scepticism from some operators regarding their utilization. The research described in this paper aims to investigate TSL performance in environmental conditions similar to those experienced in mines. Brazilian indirect tensile (BIT) specimens were prepared from precast shotcrete and coated with TSLs. The specimens were then exposed to different environmental conditions for up to 112 days before BIT testing under various conditions: laboratory room temperature and humidity; saturated room temperature; and combined saturated and high temperature (50°C). Additional uncoated shotcrete and TSL BIT specimens were prepared for comparison purposes. The results of the BIT tests showed that environmental conditions have a significant influence on the tensile strength enhancement of shotcrete by TSLs. Water-based TSLs are most likely to be suitable for high humidity environments, although their performance decreases at higher temperatures. Numerical modelling of TSL-coated BIT samples confirms the potential limitations of designing TSL support based only on laboratory testing carried out under room conditions.

The deep level gold mining environment is characterized by high stresses that give rise to intense mining induced fracturing of the rock mass surrounding the stopes. In a geologically disturbed region where the intensity of mining induced stress fracturing is high, the degree of faulting and/or the frequency of other geological features such as joints may pose serious strata control problems. Unfavourable intersection of these discontinuities namely, faults, joints and mining induced stress fractures tend to divide the immediate hangingwall into unstable keyblocks which, if not supported, may result in extensive falls of ground. Effective support strategies therefore demand detailed investigation of the predominant inclinations and orientations of these discontinuities. The orientations and inclinations of these discontinuities surrounding a deep level stope have been measured. The results are projected onto the lower hemisphere of a stereographic net to determine the factors that contribute to the falls of ground in the stope. The analyses reveal that unfavourable intersection of these discontinuities divides the immediate hangingwall into unstable wedges that may become dislodged between support units.

"The Witwatersrand Basin is the heart of South Africa’a gold mining industry. The cluster of gold mines located in the Witwatersrand Basin generates a significant amount of mine tailings, which have adverse effects on the environment and ecological systems. In addition, disposal costs are very high. The exponential population growth in the Witwatersrand area has resulted in pressure on the reserves of traditional building materials. Quarrying for natural construction material is very expensive and damages the landscape. This work therefore examines the use of gold mine tailings in the production of bricks.Different mixing ratios of gold tailings, cement, and water were used. The resulting bricks were then cured in three different environments - sun dried, oven dried at 360°C, and cured in water for 24 hours. The bricks were then tested for unconfined compressive strength, water absorption, and weight loss. The results showed that the mixture with more cement than tailings had a compressive strength of approximately 530 kN/m2. It was also found that the best brick curing system was in a water environment. Bricks made from tailings cost more than conventional bricks because of the higher quantity of cement used, but the manufacturing process consumes less water.
