SYNOPSIS The effects of concurrent recovery, prior creep deformation and concurrent high temperature fatigue on the coarsening of some carbides in steels have been studied. It was found that concurrent recovery enhances the coarsening rate by orders of magnitude and prior creep deformation causes an enhancement of about two times. Finally, concurrent fatigue causes an initial greatly enhanced coarsening rate but after prolonged cycling dissolution of the carbides occurs.

Materials for Winding Plant Components By Prof. G. T. van Rooyen (ScD) (MIT). Materials for critical applications such as winding plant components are reviewed in terms of the basic requirements which have to be complied with. It is shown that tensile testing alone is not sufficient and that impact testing also is necessary if the incidence of brittle fracture is to be avoided. As a criterion it is suggested that the brittle transition temperature (B.T.T.) determined by impact testing should in all cases be well below the lowest anticipated service temperature. A number of steels were evaluated by impact testing and it is shown that a small ferrite grain size, obtained either by chemical means such as by the use of appropriate alloying elements in the steel or by means of a quenching heat treatment, is effective in attaining a Iow B.T.T. The speed of strain aging as well as the influence of strain aging on the B.T.T. was also evaluated. On the basis of the results obtained it is recommended that steels for critical applications must conform to an appropriate grade and class of steel according to BS 4360 specification. It is further recommended that such steels be exempted from the customary six-monthly heat treatment prescribed by the Mines and Work Act, Regulation 16,18.

The general standard of engineering in South Africa will, it is believed, reach new heights after the establishment of the S.A. Council for Professional Engineers (SACPE) in February, 1969. The Council is being created to establish standards for professional engineers in this country and ensure that the quality of engineering is maintained at a high level. In terms of the Act of Parliament under which the new Council will operate, all consulting engineers will have to be registered if they wish to remain in private practice. While engineers who are not in private practice cannot be compelled to register, it will be in their interests to do so, according to a statement issued by Mr M. R. Gericke, chairman of a Shadow Council which is at present preparing for registration and drafting the requirements for registration. Registration is seen as an important move towards maintaining the quality of engineering in South Africa. Engineers will be encouraged to strive for professional status by gaining the necessary qualifications and the varied range of experience required by the Council before registration. All work done by registered professional engineers will have to conform to certain minimum standards. A spokesman for the Council has urged all engineers to ensure that they apply for registration when the Act comes into force in February. The Council is also anxious to gain the co-operation of employers in ensuring that the holders of professional engineering posts will be registered. Full information regarding registration will be sent to engineers throughout South Africa early this year, and announcements will appear in the press.

In recent years, the amount of ferritic stainless steel production has increased. However, the rust formation by the salt spray test was pointed out in the past. At the centre of the circular rust zone, pitting corrosion where water-soluble nonmetallic inclusions were embedded was observed. These inclusions originated from the suspended refining slag and consisted of multi-phase oxides and sulphides. By the experiments and thermodynamic consideration of the water-solubility, not only CaO or CaS, but also lime rich calcium-aluminates or calcium-silicates have shown large water-solubility. The composition of oxide phase in the inclusions was almost the same among the samples from molten steel, slab, or cold rolled sheet. On the contrary, CaS was clearly observed around the oxide in the sample of cold rolled sheet, although it was not found in the molten steel or slab samples. The enrichment of sulphur occurred from the desulphurization reaction of the suspended slag particles in the molten steel and also occurred from the diffusion of sulphur to the oxide inclusions during the heating of the slab. The optimization of refining slag composition has lead to produce the ferritic stainless steel without rust formation. This paper describes the design and construction of the first experimental underground rockcutting machine from measurements of cutting forces determined in tests on small rock specimens in the workshop. The deficiencies of this design, revealed by stoping with almost identical rockcutting machines, are described. An account is given of the design and construction of further experimental machines incorporating substantial improvements which made them technically feasible for use in production.

PAPERS FOR PRESENTATION The President: "We have two papers today, and I am first going to call on Dr Stander the Head of the Water Division of the C.S.I.R., who IS well known to many of you for his work and talks on pollution, who has had more than a little to do with this industry, and who has been I would say, of the greatest possible assistance to the mining industry in overcoming the problems of pollution which are so prevalent in industry of this nature. He, Mr Henzen and Mr Funke have written this paper, 'The disposal of polluted effluents from mining, metallurgical and metal-finishing industries, their effects on receiving water and remedial measures.' This is the Water Year, as you know, and it is most appropriate that we should have such an authority to talk to us on this very important topic. I now have much pleasure in asking Dr Stander to introduce his paper." After the presentation of the paper the President said, "Gentlemen, I am sure that you would like me on your behalf, to thank Dr Stander very sincerely for a paper which I think has enabled us to get a completely new slant on the Water Year. There are many people who have put their finger on this campaign and said, it is all a gimmick. There are others-I suppose notably some of the bridge clubs which operate on week-day afternoons in Parkview-who seem to think that this is a quick way of getting early rain. Of course, it is not. This is a most important paper which we have had given to us this afternoon. You probably found it here when you arrived and have not read it-I was very lucky to be able to read it last night, and there is an awful lot of meat in it. For as long as I have been associated with mining in any way, there has been a problem of polluted effluent-of effluents carrying a mineral load from mining, and I think Dr Stander is absolutely right-and, of course, the Commission is right when they say that this is not merely the problem of mine management or mine owners-this is a problem which affects every single human being in this country.

"In my Presidential address last year `The Institute in Retrospect and Prospect', I briefly reviewed the past activities of our Institute, I commented on the dynamic growth of the mineral activity of this country and of the great contribution towards this growth made by members of this Institute. I maintained that there was still further growth to come, pointing out that our future would be very much dependent on the availability and skills of our mining and metallurgical men. This Institute had, therefore, a most important task ahead to ensure that this country would have the necessary skilled engineers to develop our mineral industry so that we would be able to compete successfully in the wide world. In my address I highlighted many of the major achievements of our members and of our Institute. In today's review, I have no wish to repeat myself and I would, therefore, ask members and visitors to regard this review as complementary to my presidential address. I must also refer you to the very full resume of our affairs written for a special brochure in March, 1944, by E. H. Johnson, a founder member, on the occasion of our 50th Anniversary. There is no need to repeat what was given there, rather I will attempt to bring that history up to date. Our Institute was founded under the name of Chemical and Metallurgical Society of South Africa on 24th March, 1894, by a group of chemists and metallurgists The name was changed to Chemical, Metallurgical and Mining Society of South Africa early in 1903, and in July, 1956 became The South African Institute of Mining and Metallurgy. We were not the first technical organisation in South Africa, the S.A. Association of Engineers and Architects having been formed in 1892. In that year also the British Institution of Mining and Metallurgy started in London. The legislation for the disposal of heavy metals contaminated substances is still going to be tightened up in the future. The main criteria for the utilization or deposition of these residues are the content and the water solubility of these metals. Through this, the use of slags from the lead-and zinc-industry in road building may become limited or even not possible at all. From an economic point of view this would lead to Pb/Zn losses and costs for safe dumping. This paper investigates the feeding of the reducing agent via hollow electrode DC smelting and the yield of metal reduction. After carrying out thermodynamic calculations, the process window conditions for electric-arc furnace tests were determined. Doing this, the zinc could be reduced, evaporated and recovered as an oxidic intermediate product flue dust, while the lead was present either in flue dust or in metallic form. The zinc content in the final slag could be reduced by up to 90%. The slag product has undergone an eluation test which allows it to be used as building materials. Raise and shaft drilling, a continuing development RICHARD J. ROBBINS* (Visitor) Although the past decade has witnessed many improvements in large-diameter drilling machinery for the boring of raises, there is still room for improvement both in operational use and in the design of equipment. Some of the available machines are described and illustrated, and it is concluded that the possibilities of new systems and designs should continually be re-assessed since the factors that determine their feasibility, such as bore diameter, cutter costs, and penetration rates, are changing rapidly.

For some years the Collieries Research Laboratory of the Chamber of Mines of South Africa has been engaged in the development and application of computer programmes to aid in the solution of rock mechanics problems. It is the purpose of this paper to introduce some of the programmes having general applicability. A system capable of predicting stresses and displacements induced by large-scale tabular excavations is discussed. A finite element programme especially designed for handling layered continuum problems, and which is being used extensively has been supplemented by an automatic mesh generation facility that reduces problem preparation times considerably. Some typical applications of these programmes are described. An entirely new approach, potentially capable of performing linear three-dimensional continuum analysis at practical cost is introduced.

INCOME TAX: POST-GRADUATE STUDY COURSE CONCESSION As a result of representations made by the Associated Scientific and Technical Societies of S.A. and the Suid-Afrikaanse Akademie vir Wetenskap en Kuns, engineers and scientists will now be allowed to deduct expenses incurred on post-graduate study courses from their taxable income. The conditions of this concession are set out in section 16 of the Income Tax Act, 1969, which reads as follows: 16. (1) The following section is hereby substituted for section 16 of the principal Act: 16. "Notwithstanding the provisions of section 23(a) and (b), there shall be allowed to be deducted from the income of any person who is a dentist or medical practitioner or practises any profession referred to in paragraph (a), so much as the Secretary may allow of any expenditure incurred by such person in the circumstances contemplated in paragraph (c), if the Dental Association of South Africa in the case of a dentist, or the Medical Association of South Africa in the case of a medical practitioner, or the "Suid-Afrikaanse Akademie vir Wetenskap en Kuns" or the Associated Scientific and Technical Societies of South Africa in any other case, certifies in such form as the Secretary may prescribe that such person- (a) if he is not a dentist or medical practitioner, is the holder of a degree in engineering or allied technology or natural sciences awarded by a recognized university on completion of a prescribed minimum period of study of not less than four academic years or the equivalent thereof and enabling the holder thereof to practise the profession of an engineer or a profession for which advanced and specialised scientific knowledge is required which relates directly to- (i) the development or exploitation of natural resources; (ii) mining or prospecting for minerals; (iii) the production of pastoral, agricultural or forest produce ; (iv) the breeding or care of farm animals; (v) any industrial process; or (vi) the training of specialists in any branch of science or technology connected with any aforementioned profession; (b) has practised his profession for not less than three years; and (c) has incurred such expenditure during the year of assessment in respect of the attendance by him of any postgraduate study course approved by such body to improve his qualifications for carrying on his profession in the Republic". (2) The amendments effected by subsection (1) shall first take effect in respect of assessments for the year of assessment ending on the twenty-eighth day of February, 1970. From this section it is clear that the concession will only be granted if the application is accompanied by a certificate, which certificate must be either signed by the Chairman of Die Akademie or the President of the Associated Societies. In terms of the authority granted such certificates must certify that: (i) the taxpayer concerned has practised his profession for not less than three years; (ii) the expenditure was incurred by the taxpayer during the year of assessment indicated in the certificate; (iii) the expenditure was incurred by the taxpayer in respect of the attendance by him of a post-graduate study course approved by the Associated Scientific and Technical Societies of South Africa or Die Suid-Afrikaanse Akademie vir Wetenskap en Kuns, as the case may be, to improve his qualifications for carrying on his profession in South Africa; (iv) the taxpayer is the holder of a degree in engineering or allied technology or natural sciences, which degree was awarded by a recognized university,

The visit which took place on the 18th February, 1972 was a departure in that the places visited had no direct connection with the work in which members of the Institute are normally engaged. It was refreshing and stimulating to see important and involved operations normally outside ones own trend of life and to have experts to speak about technical, financial and matters of general interest concerning their work, not forgetting their troubles and problems and how they overcame them. Carlton Centre The members of the Institute were received by Mr D. Appleton, Public Relations Officer of the Carlton Centre Limited, who introduced Mr L. R. M. Fee of W. Rhodes Harrison, Architect in charge of the project; Mr W. C. E. Skilton of Murray and Roberts, the Engineer in charge of the construction of the complex and Mr A. Home the Senior Operating Engineer of Carlton Centre Limited. Each of these gentlemen addressed the members giving short rundowns on the project with special reference to their particular sphere of the undertaking. A variety of particularly interesting statistics relating to the planning construction and the ultimate operation and maintenance of the complex was given. Mining engineers present had an opportunity to compare the problems encountered by them associated with depth to problems encountered by the civil engineer in the construction of a building rising to such an enormous height. To some of the members a sense of similarity of the labour problems encountered must have been recognised. After tea the visitors were divided into groups, each under the guidance of an official, and then visited the highest floor accessible and thereafter the 19th floor where the internal arrangements for airconditioning, lighting, plumbing, power supply and communication arrangements were explained. Thereafter a visit to one of the seven basements which houses all machinery required to serve this enormous complex enabled the visitors to see the standby power arrangements as well as the refrigeration plant. The visit finished in time to proceed to the Crest Hotel in Hillbrow for lunch. To our hosts for the visit to the Carlton Complex a special vote of thanks is recorded. Strydom Tower In the afternoon the party proceeded to the Strydom Tower where Mr Knight from the Public Works Department who was the Engineer in charge of the construction of the tower gave details on the construction and the extraordinary methods which had to be adopted to achieve the desired objectives and to overcome known as well as unforeseen difficulties. The comparatively short time taken to complete the project and the good safety record appeared to impress the visitors. The final phase of the visit was taken care of by Mr Bothma of Telecommunications Department of the Post Office, who gave an extremely interesting explanation of the telecommunication organization of the Post Office with particular reference to the part the Hillbrow Tower plays in the South African telecommunication system. Both gentlemen answered many questions willingly and interestingly. Following the explanatory talks the visitors were shown the technical equipment housed in the two top levels of the tower. Short explanatory talks gave members an insight into the workings of one of the most important aspects of modern life. Even to the amateur photographer opportunities existed to view and photograph the city from the highest available observation point. We are indebted to Mr Gouws, the Regional Director of the Post Office for granting permission to visit sections of the tower normally not accessible to the general public and to our hosts for the manner in which we were received and entertained on the explanation of the many interesting features of this important installation. In conclusion, the programme for the day can be classified as interesting, of exceptional educational value, and an opportunity to see something of the engineering skills put into two vast and ambitious undertakings and the results achieved.

The concepts involved in flotation research are discussed and aims are presented. Three different method. of investigation can be used, all of which are applied at the National Institute for Metallurgy (N.I.M.), and these are the empirical, trial and error method, the chemical engineering method, and the physicochemical approachs This paper is devoted to the last of these. Because of the complexity of the physicochemical interactions involved, the work has, to a large extent, been concentrated on only one aspect, viz. the interaction between the mineral surface and reagents in solution, which was considered of major importance in the understanding of the process. The aspects on which work has been done are the concentration of uranium, the reaction between salt minerals and fatty acids, mixed xanthate-cationic collector systems, and the reaction between sulphide minerals and thiol reagents. Selected problems from the first two of these are discussed in some detail and deal with the agglomeration flotation of uranium and the chemical control of the flotation process for phoscorite. A detailed discussion is also presented of the progress made in the understanding of the interaction between sulphide minerals and thiol reagents, which is of more general application. Finally, an indication is given of the future direction of physicochemical research at the N.I.M.

The first neutrinos in nature ever detected by man were "caught" in a unique laboratory some 3 km (over 2 miles) underground in one of the world's deepest mine shafts at East Rand Proprietary Mines (ERPM), Boksburg. Only 100 m from where gold is being mined from the rock face a small team of South African and American physicists work on one of the most fascinating and important fundamental research projects that is currently exciting the imagination of the scientific world. Neutrinos are sub-atomic particles just as are protons, neutrons and electrons, but they are unique in that they have neither electric charge nor mass. Cosmic neutrinos travel at the speed of light and penetrate stars and planets. Even a million kilometres of solid lead would not provide a satisfactory shield against them. Stars are believed to "burn" by means of nuclear reactions which produce enormous fluxes of neutrinos. The sun, for example, illuminates the earth with visible light, but also bathes it with neutrinos. After World War II, two American physicists, Profs Frederick Reines and Clyde Cowan, experimenting at a large nuclear reactor, succeeded in obtaining direct evidence of the existence of the laboratory-produced neutrino. It then became very important to establish whether neutrinos also existed in nature. This knowledge would lead to a greater understanding of the forces of nuclear physics, of the behaviour of nuclear particles and, indeed, is also relevant to astrophysics. From the start it was clear that the search for "natural" neutrinos would be difficult. Questions which arose were- * how could they be traced if they were without mass or electric charge? * how could other nuclear particles be screened off? * could these not be wrongly detected, or even prevent accurate detection of neutrinos? Neutrinos were known to be produced along with charged particles, by the reaction of primary cosmic rays with the constituents of the atmosphere. It was also known that when the neutrinos collided with matter, they themselves produced the same type of charged particle which could be detected if the unwanted charged particles from the atmosphere could be screened off. What was needed, therefore, was a laboratory where the particles produced in the atmosphere could be screened out, yet which would receive and detect the particles produced by the neutrons' collision with the matter (solid rock) in the vicinity of the laboratory. This meant that scientists either had to build a laboratory with an enormously thick lead shield for their detection work. . . or they could go as near as possible to the centre of the earth where only charged nuclear particles of the very highest energies could penetrate. ERPM was clearly the most suitable place in the world where so effective a "neutrino trap" could be set. Under more than 3 000 m of solid rock the apparatus for detecting neutrinos is well shielded against unwanted nuclear particles produced in the cosmic radiation which can reach the laboratory only in a steeply vertical trajectory. Other particles are easily stopped by the great thickness of rock. The air-conditioned laboratory is at one end of a 150 m long tunnel, 2,5 m high and wide, blasted from the rock. The electronic recording equipment is housed here, while the rest of the tunnel is filled with the detection system. When a charged particle passes through a detector element, it produces a minute flash of light which is recorded and which triggers a flash-tube array. This then defines the trajectory of the charged particle, which is also recorded on film for analysis. So far 82 neutrinos have been detected, 50 at the present level and 32 at a higher level, and the findings have borne out the physicists' theoretical expectations. In this joint project Profs Reines, J. P. F. Sellschop, Director of the Witwatersrand University's Nuclear Research Unit and M. F. Crouch of the Case-Western Reserve University of Ohio are the Chief Investigators. This unique endeavour has been made possible by financial support from the US Atomic Energy Commission, the University of the Witwatersrand and the Chamber of Mines of South Africa, as well as by the cooperation of the management and men of ERPM.

Models of cone crushers and vibrating screens are described. These models have been constructed from actual plant data using a systematic model-building technique. Included in this technique is regression analysis using multi-dimensional spline functions. The models have been used too simulate complete crushing plants and hence to design and evaluate a control system for crushing plants.
