Discussion H. J. S. Kriek*: During 1956 Iscor became interested in the acid smelting in a blast furnace of siliceous ores containing 15 per cent silica. This interest was as a result of the successful acid smelting in Germany at a CaO/SiO2-ratio of between 0.4 and 0.8. Acid smelting can become an economic proposition due to a reduction in slag volume accompanied by a lowering of the coke rate. Paschke and Hannel1 found that a free flowing slag (i.e. viscosities of less than two poise) would not be obtained at C/S-ratios lower than 0.82 and that the addition of 3 to 4 per cent alkalies became necessary. In titanium bearing slags it was established that maximum fluidity is obtained with 10 per cent TiO2. Acid smelting resulted in increased sulphur pickup with decreasing O/S-ratio and desulphurization with soda-ash outside the blast furnace was necessary. At Iscor Mr B. B. Segal established that, for slags with (CaO+MgO)/SiO2-ratios of 0.5, 0.6 and 0.7, the addition of alkalies and TiO2 resulted in a substantial decrease in melting point and also of viscosity. At a (CaO+ MgO)/ ratio of 0.53 the addition of 10 per cent TiO2 is as effective as the addition of 3.75 per cent alkalies. This means that a blast furnace can be run without the addition of alkalies and consequently the detrimental effect of alkalies on the lining can be avoided; also that fluid slags with 5 to 15 per cent MgO and 8 to 10 per cent Al203 can be obtained with 10 per cent TiO present. (CaO+ MgO)/SiO2-ratios smaller than 0.5 the addition of titania resulted in a decrease in melting point and also in an increase in viscosity. In ceramic crucibles the slag did not become more viscous with time but thickened appreciably when held in graphite crucibles. No titanium carbonitride could be detected and only Ti20a was found. Prof Howat also did not obtain the TiC-TiN solid solution and therefore it appears that the thickening of the slag is not solely due to the formation of the titanium carbonitrides. This is in agreement with the work of Michailov and Belyakova2 who found that TiO2 decreased the viscosity of acid slags and increased the viscosity of basic slags; that titanium sesquioxide (Ti203) and titanium monoxide (TiO) increased the viscosity of both acid and basic slags and that titanium carbide, which is found in larger amounts in basic slags than in acid slags, considerably increases the viscosity of both acid and basic slags. Patzak et al3 describes the following oxygen deficient titanias, viz Ti2O, TiO, Ti203, Ti3O5, Ti4O7, Ti5O9, Ti6O11- Ti10O9,Ti7O13,Ti8O15 and Ti9O17. Until about 1959 a fair amount of data was available on the viscosity of normal slags to which titania was added2, 4, 5, 6, 7, 8, 9. At Iscor an electromagnetic viscometer based on the viscometer developed by Bockris10 was built. Progress was very slow as our main attention was centred around problems associated with the operation of the Rotor process. During 1962 and 1963 two papers containing fundamental work on the viscosities of slags in the systems CaO-SiO2-TiO211 and CaO-SiO2-TiO2 at 0 per cent A1203, 10 per cent Al203 and 20 per cent Al20312 appeared. The work of Ross and Ohno obviated the necessity of any further work by Iscor on the viscosity of blast furnace slags containing titania. Ross gave the following optimum compositions for blast furnace slags containing titania. Titania % Lime % Silica % Lime/Silica-ratio 20 30-42 38-50 0.6-1.10 30 27-36 34-43 0.63-1.06 40 24-32 28-36 0.66-1.14 The optimum temperature is 1,500°C because at this temperature the largest workable composition range exists. Higher temperatures result in narrower optimum composition ranges and in increased rates of thickening. The factors affecting the rate of thickening were also investigated by Ross and Ohno, as the main problem with slags containing titania is not finding compositions which are fluid at operating temperatures but the thickening due to a lack of oxygen. With these slags when there is insufficient oxygen to co-ordinate each silicon atom with its own individual shell of four oxygen ions, some sharing of oxygen ions must occur, resulting in the formation of large silicate ions and a rise in viscosity. The formation of oxygen deficient titania can be prevented as long as iron oxide or manganese oxide remain in the liquid slag. Iwase13 and also Viens, Camp bell and Rogers14 obtained in the experimental smelting of ilmenite ores fluid slags with more than 3 to 5 per cent manganese oxide and ferrous oxide in the slags. It appears that titaniferous ores can be smelted in blast furnaces under the following conditions: (1) Acid slag operation, i.e. at C/S-ratios from O.6-1.0. (2) Dolomite can be used as a flux as MgO is a network modifier. (3) The Al2O3-content must be less than 15 per cent as alumina promotes thickening of the slag and decreases the optimum composition range. (4) The hearth temperature must not exceed 1,500°C. According to Ross a definite amount of energy is required for each ton of iron produced and in order to increase production an increase in heat

SYNOPSIS The paper gives a background to the water hazards of the so-called West Wits Line and refers to some geological aspects of the Wonderfontein Valley in which the West Driefontein mine property lies. It describes the precautions taken against flooding during shaft sinking, development and stoping; these include cover hole drilling with cementation, provision for water storage in worked-out areas, installation of water tight bulkhead doors and pumping capacity well in excess of the mine's normal requirements. The plan of campaign adopted after the inrush took place is explained and the reorganization and expansion of pumping arrangements are discussed. When it became clear that the only means of saving the mine was to construct plugs to isolate the inrush while still maintaining all emergency pumping measures, the work was put in hand with the utmost dispatch. In considering the design of the plugs a number of major factors had to be taken into account. The most vital was the need for speed which was complicated by difficulty of access to the plug sites because of the huge volumes of water flowing in the drives. How this and other factors affecting plug design and construction, leakage problems, sequence of operations and final closure of the valves, were overcome is detailed in the paper. INTRODUCTION The inrush of water into the West Driefontein mine, the biggest gold producer in the world, which began on 26th October, 1968 and continued unabated for 23 days before the flood was stemmed, was unprecedented in the history of mining. Also unprecedented were the tremendous efforts and organization which made it possible to bring the situation under control and so save the mine from being lost for a matter of years. BACKGROUND Before going into details of how the situation was brought under control it is appropriate to consider the background to the event. The water problem on the so-called West Wits Line has been recognized for many years. As far back as 1912 the Pullinger Shaft, situated in the centre of what is now the Venterspost mine property, had to be abandoned because there were no means then available of coping with the large quantity of water encountered. To appreciate what vast quantities of water were involved, it helps to refer to some geological aspects of the Wonderfontein valley in which the West Driefontein property lies. The narrow tabular Witwatersrand gold-bearing beds, which dip at about 25 degrees towards the south, are overlain by a surface layer of dolomite which reaches a maximum thickness of some 4,000 ft at West Driefontein. A number of vertical syenitic dykes intersect the valley more or less at right angles to its course (Fig. 1). These dykes are about 150 ft thick on average and are spaced at about eight-mile intervals in the West Driefontein area. They penetrate both the dolomite and the Witwatersrand beds and as they are impervious to water they divide the valley into a series of large underground water compartments.

Discussion: L. T. Campbell Pitt: When Mr Garrett and I discussed the design and construction of plugs and bulk head doors to resist great water pressures in mines about ten years ago, we visualized an emeregeny when there would be no time for site preparation. We could not however, anticipate a problem of such magnitude and urgency as the one described in the paper under discussion. The paper very clearly describes the flooding and the measures taken to save the mine. The complete flooding would have been a national disaster. The account of the combat between man and water reads like the account of a military operation. It was an endeavour which achieved success because there was a master plan, tenacity and, in fact, heroism. The paper is of necessity a long one. In my contribution I will mention some historical facts and factors that I believe have relevance to the flooding and the saving of the mine. It is of great satisfaction to me to have been one of the two initiators of a new approach to underground plug design and construction. The investigation was taken over by a Chamber of Mines Committee which combined our early work with further research and the resulting data had a significant bearing on the West Drie emergency plug designs. The final plug length was correctly based on the requirements to obviate leakage. A plug to have structural strength only would have been very much shorter but so ineffective as to have become a waste of labour, material, and in consequence, wasted the limited time available to prevent flooding of the whole mine. The figure of 75 lb per sq in. sheer stress provided a very ample margin, in my opinion, but under the very difficult site conditions and the limitations of plug material suitable for the very unusual construction, justified such a figure. There must have been considerable temptation to reduce the safety margin due to the urgency to complete and commission the plugs, but it is much to the credit of the directors of this operation that nothing less than a safe design was permitted. In about 1945 Blyvooruitzicht Gold Mining Company, which was then mining in to the West Driefontein area to assist in early development, decided to protect themselves from a possible inrush of water from the latter mine. A bulk head door was accordingly designed and installed on 2 level between 1945 and 1948 at 4,218 ft below surface. Since West Driefontein paid for it, Gold Fields consulting mechanical engineers collaborated with their colleagues of Rand Mines who completed their design after a few modifications were agreed. This door was never used to prevent an inrush into Blyvooruitzicht but the exercise was very useful to Gold Fields when the high pressure doors initially installed on 10 and 12 levels between Nos. 2 and 3 shafts to enable isolation of one section of the mine from another were designed. At that time the capacity of West Driefontein to cope with an inrush of water was comparatively small because the storage in stoped areas and the installed pump capacity were much less than in later years. These doors together with others of the same design were later moved to the lower levels served by sub vertical shafts. In addition, doors to prevent flood water entering the pump chambers on 18 level were installed at each end of that level, and designed for a head of 360 feet so that water would have to reach 16 level before the pumps were flooded. All these doors were called upon to hold water and it is reported that only a small plug in one of the doors and a 4 in. dia flanged pipe joint failed. The lesson is that in these cases the smallest details warrant as much attention as the major ones. That these were the only equipment failures when so much depended on equipment, is very much to the credit of design engineers, both of the Gold Fields head office and companies who supplied both mechanical and electrical equipment. Until I had read the paper I wondered why the policy of isolation by bulk head doors was not continued as the development moved eastward towards the Bank Compartment and particularly when it pierced the Bank dyke. The reasons have been given in the paper. It was unreasonable to expect provisions to be made to counter the remote contingency that the large installed pumping capacity and mine capacity to store water would be exceeded during a peak inrush. When pumps were being considered for West Driefontein, it was decided that the Gold Fields standard underground main pumps at that time of 1 million gallons per 24 hours would be too small. Three alternatives were considered. 1. Very large units that would require underground sub assembly and dismantling of both pump and motor. 2. The largest pump and motor that could be conveyed as a complete pump or motor from surface to the pump chamber. 3. Pumps of higher speed to reduce dimensions and weight. It was decided to adopt alternate 2 because of avoidance of transporting pumps in parts and assembling underground. Alternative 3 was not favoured because high speeds would have introduced problems of more exact rotor balancing. I believe the decision was correct and in the crisis enabled comparative easy transport of pumps and motors to surface for overhaul and, if required, transfer to other pump stations. The standard pump thus became a 10 stage 1,500 rpm pump with a capacity of approximately 2 million gallons per 24 hours against a static head that varied

Discussion: H. J. Wright (Member): The authors are to be congratulated on presenting such a comprehensive and lucid account of bringing a large diamond mine into efficient production from the grass roots. When one considers the vast amount of planning and hard work that had to be put into the project the authors have done a praiseworthy job in condensing the story, so as to present all the important technical aspects, the logic behind the major decisions and the future thinking on the operations, in a concise and readable form. This was the first experience of De Beers personnel in starting a large diamond mine as an opencast project and nor do they employ a large planning staff, most of the planning being carried out by the executive staff themselves. It is operating most efficiently on a large tonnage and it is neatly and very well laid out. In fact, with its model townships, both for European and Coloured employees, tarred roads, recreation club and its grass golf course, it is like an oasis in the arid climate of the North-Western Cape. The key operation of opencast mining is, of course, the planning of the geometry of the pit. This has been adequately dealt with by the authors. It is of interest to consider some of the consequences arising from complete lack of open pit planning, based on actual operating mines. I refer of course to the present, four producing mines in Kimberley. The Kimberlite pipes were all discovered in a short span of time from the year 1870, onwards. They soon became a hive of activity with diggers industriously working their claims at varying rates. The country rock comprises from the surface downwards, some 90 ft of decomposed dolerite followed by approximately 260 ft of soft Karroo shales, which in turn is underlain by a hard competent Ventersdorp lava, known locally as melaphyre. The average water table was just below the dolerite at a depth of approximately 90 to 100 ft. Only the blue ground was mined leaving the waste rock sides almost vertical, and as the depth increased beyond 100 ft, large falls of sidewall started to take place. Contributions to discussion V. E. Marting (Associate Member): The authors of this paper should be congratulated in having pioneered the application of the Sharapov predictor to local data, and in having made a valuable contribution to South African experience in the quantitative treatment of geological information using a digital computer. Although the existing set of three programmes has been described as a 'suite' it does not represent an integrated system in the accepted sense since the communication between runs is made in the form of punched card files to enable the mining engineer to exercise discretion and control over the data entered at each phase. Although the authors are justifiably proud of the successful results obtained through the application of this method, I feel that it is my duty to comment that the computer aspect of the work has not reached full development and is deserving of the financial support needed to increase its widest usefulness. At the present moment a routine to detect 'missing information' has not been commissioned. Due to the lack of documentation the use of the programmes is restricted since the format for the submission of data is known only to the authors. It is very unlikely that a profitable return on the development costs will be enjoyed before the programme is fully documented and made available to wider use. My criticism of the present incomplete state of the work is being voiced purely with the intent of focussing on the significance of this project and the fact that it is deserving of development on an industry basis. It should be noted that at the economical cost of R4.00 per sq ft of computer print-out, a mining engineer can hardly afford to miss the opportunity of using the programmes on other (e.g. metalliferous) mineral deposits of tabular formation. Since the publication of this paper I have had an opportunity to see the results of the programmes developed by Drs M. D. G. Salamon and F. Deist for designing bord and pillar workings. The basic data for these latter programmes are extracted from iso-line plans drawn conventionally by geologists, a task that could be considerably expedited through the use of Mr Hawkins' programmes. It appears that the efforts of these respective teams are complementary and it is in the interests of the industry that these individual components should eventually form part of an integrated system. E. Margo* (Member): This paper is a good example of how and where the backroom scientist-in this case the mathematical statistician-can aid the mining engineer to develop not only more accurate means for dealing with valuation problems but to develop a tool that can also cope with changed geological specifications.

Introductory remarks Dr N. G. W. Cook: This paper was published in your Journal in May of this year and you will, therefore, have had the opportunity of reading it over the past six months. I can state that experience has shown that the paper is substantially correct, but a number of questions have to be answered. The first question, Mr President, that I would be happy to answer, is how is it that one is able to cut hard, abrasive quartzite with a strength some six times greater than that of good concrete? The essence of the answer is that there is a tremendous difference between abrasion, or scratching, and cutting, or chipping. For example, it is well known that a diamond will scratch or abrade almost anything. It is also relatively easy to chip, crack or crush a diamond. As a demonstration I have here an ordinary bench grinder, and with the bench grinder I also have a piece of tool steel. The wheel on this bench grinder is a silicon carbide wheel, which is an extremely hard material, and the tool steel is much softer. In rock-cutting we use tungsten carbide for cutting the quartzite. The quartzite and the tool steel have roughly the same hardness. You can sharpen tungsten carbide with a silicon carbide wheel. In fact, this is done. It won't surprise any of you, therefore, when I show you that tool steel can be sharpened with silicon carbide. Now, what I propose to do is to change the configuration of this experiment and use the soft tool steel to cut silicon carbide, and if I can do that, I think you will agree that I have gone some way to being able to cut quartzite, which is about as hard as tool steel, with tungsten carbide, which is harder than quartzite. Let me do this. (Demonstrates.) That, I think, is a very clear demonstration of how it is possible, with a metal, to cut an extremely hard and brittle material. What, essentially, is the difference that we have here? In the first case, I held the tool with a relatively low force against the hard silicon carbide wheel. This generated a relatively low average stress, which was insufficient to fracture the carbide wheel. Nevertheless the protuberances on the silicon carbide wheel indented the tool steel and abraded it at a multiplicity of points, and quickly reduced the section of the tool steel that I held against the wheel. By changing the configuration and clamping my tool steel in a firm post, against the silicon carbide wheel, I changed these conditions very extensively. I now had a high force. I had to exert a considerable moment on that lever. The tool was anchored so that it could sustain these high forces, and they generated high stresses, which were adquate to fracture the silicon carbide. Now, what about wear? It so happens that, in these two experiments I have just done, the power I was using was about the same-a small fraction of a horse power.

Dr H. J. R. Way: In his reply to my queries Mr Bath still adheres to his statement that it may be possible to replace the estimated R200 million reduction in gold revenue in 1980 by exports of ferro-chromium, and apparently based his conclusion on a growth rate in demand for corrosion resistant steels of 10 per cent per annum in the next few years. As I pointed out at the previous discussion at Middelburg this would entail a production of about one million tons of ferro-chromium in 1980. Exact statistics of South African ferro-chromium production are not available, a fact which is very much to be regretted. But statistics of exports of ferro-chromium are available from "Foreign Trade Statistics" of the Customs and Excise. These show that South Africa exported 99,580 short tons in 1967. The quantity of ferro-chromium consumed in South Africa in 1967 was fairly small and we can therefore assume that the production was 99,580 tons. For this amount to grow to 1,000,000 tons in 1980 would require a growth rate of 19.4 per cent per annum. At 10 per cent this would grow to 344,000 tons and at 7 per cent 240,000 tons. The following growth rates in the form of average trends are pertinent: STEEL - Per annum World steel ingot production - 1957-67 – 6.8 per cent Free-world ingot production - 1957-67 – 6.0 per cent Consumptions of crude steel by four major Free-world Consumers - 1957-67 - 5.6 per cent CHROMITE World production - 1952-67 - 2.5 per cent South African total sales - 1948-67 – 5.4 per cent South African exports - 1948-67 – 3.9 per cent United States consumption, very irregular, but - 1962-67 – 6.5 per cent FERRO-CHROMIUM - Per annum United States consumption - 1952-67 - 6.5 per cent South African exports - 1957-62 - 25.2 per cent South African exports - 1962-66 - 41.9 per cent South African exports - 1966-68 - 21.2 per cent These figures show that exports of ferro-chromium have been growing at a very high rate varying from 21.2 per cent to 41.9 per cent since 1957, but in view of the market situation it seems somewhat doubtful if that high rate can be maintained up to 1980. Of our 1966 exports U.S.A. took 63 per cent which was 53 per cent of their total imports. Their average consumption is trending at a growth rate of 6.5 per cent per annum from 1952-67, but the growth from 1964-66 was 5- 2 per cent and 1966-67, -12 per cent!

Prof D. D. Howat (Member): I am a man with a grievance this afternoon. The other authors of the paper entered into a conspiracy to ensure that I presented the paper, and finally even had the audacity to say that this was the least that could be expected from me as I had done so little of the other work. Looking at the distinguished audience here that includes some figures who have forgotten more about cement that some of us have ever learned, I realise how right the other authors were. I feel very much cast in the role of the fool who was pushed in where angels fear to tread. I hesitate to say, Sir, that I would not use the word angels in any definition of the authors of this paper. In presenting the paper, may I try to put forward a few simple points about cement that are probably as little known to the majority of the audience as they were to me-at least until very recently. Concrete, made by mixing Portland cement, sand, crushed rock and water is the most widely used constructional material in the world. Generally the production of actual Portland Cement is about two-thirds that of steel and by the time this is formed into concrete the total is about five times the world tonnage of steel produced. A very rough approximation suggests that world consumption of concrete is about one ton per person per annum. Apart from fresh water mankind consumes no other material in such quantities. What mankind originally required was a mortar to be used for joining blocks of stone or bricks. Such mortar was originally made from limestone burned in a kiln and then mixed with water. Production of mortar of this type began over 5,000 years ago. Some samples from pyramids in Egypt have shown this mortar to be in good condition although over 4,500 years old. The progress of technological development was very slow until 1824 when an English bricklayer, Joseph Aspidin, patented a new mortar material which he made by burning limestone and clay together in his kitchen stove. Aspdin called his product 'Portland Cement' because, in colour, it resembled a well-known building stone quarried in the Isle of Portland on the south coast of England. Aspid's same types of raw materials are used today in modern cement production and the product is still referred to as Portland cement. A lime-containing material such as chalk or shell and a clay-type material such as shale, slate or clay itself, are mixed in the required proportions, ground and fed to a kiln where the minimum burning temperature is about 1,500°C. The raw materials react to form hard chunks of a material known as 'clinker'. About 5 per cent of gypsum is added to the clinker and the mixture is then ground to a very fine powder, the function of the gypsum being to control the rate of setting of the concrete. The key oxides in cement production are lime, silica, alumina and iron oxide. The possible reactions occurring during and the products of the burning process are shown in Table I.

Contribution to discussion M. J. Martinson (Associate Member)*: Application of the simple selection test mentioned in the penultimate paragraph of the paper (reference to a more detailed description of the test would not have been inappropriate) should assist South African mining engineers to make more efficient and possibly more humane use of available labour. The authors mention that the test 'is in use in the gold mining industry', and it would be interesting to know the extent of this usage in terms either of number of mines or as a percentage of the total number of labourers employed on 'heavy' tasks. The paper would have been of greater interest had the authors attempted to relate their findings to the statistics of labour usage in gold mines, members of the Chamber, and to the 'heavy' tasks in particular. On this the authors confine themselves in their Introduction to the somewhat ambiguous statement that 'A relatively high proportion of the 360,000 Bantu mine labourers are employed underground on manual tasks'. To appreciate the practical significance of the authors' work one needs a detailed breakdown of the underground labour force by occupations, together with estimates of quantities such as: (a) total stope and development tonnages moved manually per shift: by shovelling by shovel/tram by tramming together with distances and any other relevant data; (b) theoretical energy expenditures required to accomplish (a); (c) actual energy expenditures required to a accomplish (a); (d) energy theoretically available to accomplish (a) based on 50 per cent of the total maximum oxygen intakes of the labour force allocated to these tasks. Analyses of this sort on an industry basis might demarcate the more promising areas for detailed investigation. Stress is often laid on the need for increased mechanisation to increase stope productivity, but it may be questioned if enough is known about the characteristics, performance and potential of our underground labour force to warrant blind acceptance of stope mechanization as the industry's panacea. Provided that health and safety are not compromised, the ultimate yardstick for assessing any form of stoping is profitability; obviously the industry must investigate very thoroughly any form of mechanization which might reasonably be expected to increase profitability, but it should also be remembered that a radical overhaul of existing systems-which have after all evolved by trial and error over the past 75

I have read this paper with considerable interest. By using an automatic instrument to assess the dust samples taken in South African collieries, the authors are ahead of the gold mining industry, which still uses the laborious method of microscopic assessment, with its limited accuracy, of the half-a-million dust samples taken each year. As the authors state, the result obtained from the photoelectric assessment of the samples is approximately proportional to the surface area of the respirable dust. However, modern theory is that, in assessing coal dust, it is the respirable mass which is important in determining the danger to health. Thus Table II of their paper is of considerable value in showing the relationship between the P.E.R. value and the mass concentration measurement. Unfortunately this table only gives the mean relationship. The important point is to know the scatter around this mean. If the scatter is small, then this mean value (for different operations) would have considerable value in converting from respirable surface area to respirable mass, but if the scatter is large, then such a conversion, using a fixed factor, will have little value. In the text the authors mention the range of values as being between 3 to 24, but without a statement on the number of samples used to determine this range and their distribution, this is a rather nebulous statement. I hope, in their reply, that the authors will give, in statistical terms, some statement on the overall correlation between these two parameters. I might add that at present a member of my staff is working on similar relationships for dust samples taken in gold mines. Another factor which may well be most important in determining the danger of dust levels in coal mines is the composition of the dust, specifically its quartz content. I understand that the authors have some information on this point, and to make their results of greater value in International comparisons of dust levels and the concomitant development of pneumoconiosis, it will be extremely useful if they could place this information on record. Even though, as I have said above, modern theory postulates that respirable mass is a better parameter to use than respirable surface area, the problem remains of how to measure this parameter with short time sampling, which, as the authors point out, is their preferred strategy for dust sampling and dust control. I know of no easily portable instrument, independent of external power supplies, which can, in 5 to 10 minutes, collect sufficient dust to enable it to be weighed accurately. Thus the authors' implied intention of continuing to sample by their present techniques and using their present parameter to report the results is, in my opinion, an entirely valid decision.

S. J. Venning (Member): The authors should be congratulated on producing such concise data from the plethora of experimental report results. Their observations on the cost of liners calls for some comment however, as the really unique feature about liners in South Africa is that they can be obtained so cheaply. Attention has been focussed on the 1961 cost of white iron at R50 per ton for chill cast block liners while manganese steel liners are reported as costing as much as R250 per ton. The former are however, a relatively heavy, simple casting with a low labour content and reasonably high percentage productivity, made from metal melted in a cupola. The capital investment to produce this type of casting is low compared with that required to produce manganese or other alloy steels. The chill cast liner block is always a production item and is cast in a permanent mould. Almost all manganese mill liners, except perhaps small aperture screens, are sold for considerably less than the R250 per ton quoted by the authors. Where a price of this nature is asked it would be because the design of the casting demanded is complicated or leaves little metal to carry the labour and other costs of production. As reference has also been made in the paper to liner costs in America, prices for similar types of liners obtained during a visit to Canada and the U.S.A. in 1961, could be of interest: Material Price per Location short ton Ni-hard R250 Elliot Lake Body liners block type Ni-Hard R300-310 FAS New York Mn Steel R280-290 FAS New York Screens (grids) slotted Cr.Mo. White iron in Canada was then quoted at about R150 per ton, but as Ni-Hard gave a life of at least two to twoand-a-half times that of white iron, it was a much more attractive proposition particularly when relining and down time costs were taken into consideration. There is little doubt that most foundries would welcome clear and complete specifications of the customers requirements and systematic checks to ensure that these specifications are being met. B.S.S. or other accepted standards should form the basis of these, and periodic inspections should be undertaken to ensure that only those foundries capable of complying should be included as suppliers. The authors have referred to new designs, but can the industry really call the grid and plate new when the patents were taken out during the second world war and the sawtooth block has been used for at least 35 years. Unfortunately, far too little thought and consideration are normally given to the ultimate mill liner design while the mills themselves are on the drawing boards. Written contribution E. Wroth* (Visitor): The technical aspects of the assistance scheme which IS provided for in the Gold Mines Assistance Act, 1968, and certain consequential amendments to the Income Tax Act, 1962, are explained by Dr Krige. The object of this contribution is to explain the working of the Gold Mines Assistance Act (hereafter referred to as the 'Assistance Act') for the benefit of those concerned with the tax and assistance assessments of gold mining companies. The views expressed do not necessarily reflect the Revenue Department's interpretation of the legal provisions involved. 1. MINES WHICH QUALIFY FOR ASSISTANCE 1.1 The assistance scheme is applied on a selective basis. Mines which qualify for assistance are defined in the Assistance Act as 'assisted gold mines'. The requirements for classification as an assisted gold mine are that: (i) the mine be a producing gold mine; (ii) it would be likely to close down within eight years if not assisted; and (iii) with State assistance its life would be appreciably prolonged and there would be a significant increase in production of gold or uranium, or of both gold and uranium. 1.2 A mine is only considered for classification as an assisted gold mine on application. Such applications must be made to the Mining Leases Board through the Government Mining Engineer. Classification of a mine as an assisted gold mine is at the discretion of the Minister of Mines who acts in consultation with the Minister of Finance and has regard to the recommendations of the Mining Leases Board. 1.3 The Minister of Mines will impose conditions subject to which a mine is to be classified as an assisted gold mine. The most important will be that the mine must immediately lower its operating pay limit, as normally calculated, by a percentage fixed by the Mining Leases Board and conduct its future mining operations in accordance with the average grade of its ore reserves determined on the basis of such lower pay limit. l.4 The Minister will fix the date as from which classification as an assisted gold mine is to be effective. So long as the mine has operated on the basis of the lowered pay limit for at least three months during the particular year of assessment, he would normally fix the effective date as the first day of the year of assessment.

Discussion R. E. Rarnes (Member): The original concepts and the pioneering work now brought to the practical test stage by the Mining Research Laboratory team deserve our highest praise. The authors of this comprehensive paper rightly stress the urgency of establishing the extent to which the apparent potential can profitably be realised in practice. It is to be hoped that adequate funds will be made available by individual mining companies, the Chamber of Mines and manufacturers to attract the necessary staff and maintain the high rate of achievement of the last two years. From the Seventy-Eighth Annual Report of the Chamber of Mines and its members we see that, in 1967, with a Working Revenue of R759.8 million from gold and R54.6 million pit mouth coal sales and with profits from gold and uranium and pyrite of R307.9 million, only R1.9 million was spent by the Chamber on all forms of Research. It is considered unlikely that the associated mining companies and manufacturers exceeded this investment expenditure. Assuming a total of R4 million spent by the industry on Research and Development, this is less than half of 1 per cent of sales of gold and coal. This percentage, so low in comparison to North America and Europe, is no worse than that of Exploration expenditure which, in 1967, with South Africa's total mineral production of R1,287 million, was estimated to have been R6 million (Pretorius 1968). In a primary industry with ever present depletion of ore deposits and with cost escalation, expenditure on Exploration and on Research and Development is not a risky luxury but a tactical obligation. The potential rate of return on research expenditure into rock breaking is high. Stores consumed by gold and coal mines, members of the Chamber of Mines, totalled R316.2 million in 1967. Except for purchased power costing R42.2 million the highest cost group was explosives, drills and drill steel totalling R33.8 million or 10.7 per cent of the total stores consumed. In the paper under discussion it is claimed that the low 'effective stoping width' should greatly reduce the likelihood of rock falls or rock bursts to the extent that permanent support can be dispensed with. Insofar as this narrow cut is only 12 in. in advance of the working area which, with a 10 in. channel, is unlikely to be much reduced in width from that achieved by current methods, this claim is not readily understandable. Were it to have been based upon the regional support gained from packed waste it would have been more acceptable. Pre-developed stope drives may give serious trouble at depth and for this reason it is questioned whether a stoping area can avoid periodic sub-development blasting-the spoil and fumes from which will interfere with the rock flow and continuous mining of the rock-cutter. If, in the mining method proposed by the authors, stope drives are cut as small as possible (6 ft by 6 ft) then 25 per cent of the total tons handled (excluding resued waste) and 5 per cent of the gold will be blasted conventionally in the stope. At this stage one cannot envisage tunnelling machines economically or practically capable of such work. The various methods described by the authors and subsequent contributors for breaking waste are most interesting. It was noted that the 'bull wedge' and 'explosives' in Fig. 1 of the paper were no further from the ideal point 'A' than was 'cutting'. The writer considers that the bold and imaginative steps taken by the Mining Research Laboratory Team, the mining companies and the manufacturers concerned will eventually lead to a successful rock cutting machine with universal application largely independent of rock type. This may take many years. In the meantime other methods of improving productivity of saleable metal by rock breaking teams should be investigated even if such methods have local applications only. In 1955 the writer conducted tests with a wire saw similar to those used in quarries in the Northern Transvaal and elsewhere. Jeppestown shale, the immediate footwall of much of the East Rand gold field, was cut at the rate of 6 in. per hour using sand, water and a special endless rope driven by a low h.p. motor. A hypothesis on its application was submitted to the Office of the Government Mining Engineer in 1955 and to other mining institutions in 1966 after the writer returned to South Africa. By inference, rope sawing was classed as less promising than other methods tested in the Orange Free State Goldfields (Parker 1969). With highly resilicified hanging and footwall quartzites this was not surprising and confirmed the writers findings when testing hanging wall quartzite from the East Rand in 1955. The relatively uniform conditions, the low strength, hardness, and silica content of the Merensky Reef platinum deposits (Gray and von Bardeleben 1969) and in particular, the existence of overlying Merensky pyroxenite (Cousins 1964) make this and the East Rand attractive areas for larger scale testing of wire saws. It is envisaged that in suitable rock types the 5/8 in. slot would be advanced down dip or down a minor dip. In undisturbed areas 'faces' of up to 200 ft in length could be cut several feet in advance of breaking which could then consist of light blasting to the second free face or some of the methods now being tested for breaking waste in rock-cutting operations. A wire saw is an inexpensive and simple machine which, in some areas, could make significant and early gains in rock breaking efficiency as well as in ground and stoping width control.
