"Challenges have emerged as subway systems age and as new tunnels are bored in congested corridors or in high-risk environments. To help public transportation agencies address tunneling challenges, the American Public Transportation Association has convened numerous independent industry peer reviews composed of top experts in their fields to come together and provide recommendations and solutions. This paper provides case histories of peer reviews that include topics such as boring through toxic soils, boring underneath existing tunnels, retrofit of tunnel ventilation systems, and mitigation of water intrusion. Peer reviews are applicable to all tunnel projects worldwide. The paper will highlight the conditions of these challenges, peer review recommendations, steps taken to reach agreement, and the successes that resulted, which led to major changes, new legislation and reduction of risk. INTRODUCTION Public transit agencies face many challenges in maintaining and expanding safe transit operations, especially as systems age, ridership expands, and budgets remain flat. The development of new industry standards and federal safety regulations places further demands on transit systems, with compliance often taxing in-house resources. Studies of the state-of-good-repair across US public transit systems indicate a current backlog of $84 billion in maintenance projects, which will require an investment of $18.2 billion per year to eliminate the backlog by 2030[1]. Systems not in a state-of-good-repair may not operate efficiently, may not be available to meet the growing ridership demands, and may not meet required safety goals or reduction of risk. Innovation is another clear need transit agencies have for improving system performance and lowering operating costs.To meet these challenges, transit agencies often turn to industry peer reviews for guidance and recommendations as part of their overall strategy to maintain and grow the safe operation of their systems. As a service to its members, the American Public Transportation System (APTA) has developed an industry peer review program designed to give agencies opportunities to learn from each other and help them address challenges in operations, engineering design, and construction of their systems. Over the past 20 years, APTA has performed hundreds of peer reviews covering all aspects of transit system operations from fare collection to agency organization, project delivery methods to safety culture, and engineering design including tunneling and tunnel fire ventilation. As rail transit systems expand to meet increased ridership, it is often necessary to bore new tunnels for alignments in congested areas where surface rights-of-way are lacking. Such proposed alignments can pose significant challenges for transit agencies, as they contend with various tunneling problems."

Over one half billion tons of coal per year is scalped, classified, deslimed, drained and rinsed, dewatered and final sized on rotary, vibrating, shaking or stationary screens. The vibrating screen is the industry work horse and performs the bulk of the screening functions in the coal preparation plant. There are two major types of brute force mechanical vibrating screens used in coal preparation plants: (1) the two-bearing one-shaft inclined screen and (2) the four-bearing two-shaft horizontal screen. As a significant mineral supplier, consumer of primary fuels, and producer of wastes and emissions to air, water, and land, the domestic copper industry through its investment and operating decisions influences the nation's economy and the environment. In turn, the copper industries' decisions are influenced by various factors: government energy and environmental policies, economic conditions, and technological considerations. The authors have developed a framework for assessing in an integrated manner the impact of these factors on the future investment and operating decisions made by copper firms. Specifically, this model is designed to capture the technology forcing nature of regulatory constraints, the differential situation of individual copper deposits and plant locations, and the price of factor inputs and conditions in the nation's economy. The capability to do this has only become real because of the decision of the U.S. Bureau of Mines to create Mineral Availability system1 or MAS. This system contains detailed but confidential information about each mine and mill in each of 35 mineral industries." Without MAS or a similar information system, the utilization of the methodology we offer would be impractical, but with. MAS it offers a unique technique of dealing with environmental-resources policy questions.

Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. World food production is not matching the exploding increase in world-population. Since arable land is limited, ways are being sought to increase yields by turning_ to fertilizer. Phosphate, an essential fertilizer ingredient, is undergoing a period of growth unparalleled in history. The United States is at once the world's largest producer of food and of phosphate rock. Both food and fertilizer output in the United States are being enlarged to meet the demands posed by the threatening world food crisis. New phosphate deposits are being developed in Florida and North Carolina to assure the United States' continued preeminence in this vital resource. Large fertilizer complexes are also being constructed with an eye to both domestic and foreign markets. The growth of the U. S. phosphate industry has been characterized by developing technology in the processing and distribution of phosphate raw materials. The trend from low analysis to high analysis materials accompanied by a change from a large number of small fertilizer plants oriented toward the marketplace to a fewer number of large plants located at the raw material source is illustrative. These changes in technology and distribution have also been important factors in the development of new mining areas in Florida, the Western States and North Carolina.

Resource figures for bentonite clays are generally based on stratigraphic, sedimentary geologic data and drilling and sampling. Estimates of bentonite resources and/or reserves commonly found in the literature report on bentonite occurrences in specific localities or areas but none on any documented comprehensive estimates of bentonite resources. From 1974 thru 1977 the Bureau of Land Management conducted extensive studies of the resources of commercial grade bentonite in the three state region. These investigations consisted of: 1. Stratigraphic and geologic sampling with supplemental drilling data, followed by geostatistical analysis. 2. Data compiled from a systematic search of county and state records on mining locations, leases and acreage filed for bentonite. Estimates of resources of commercial grade bentonite using industry parameters were calculated from these data sources. It is concluded that there exists from 1.5 to 2.4 billion tons of in-place bentonite in Wyoming, Montana and South Dakota. Assuming a 5 percent annual growth rate for the industry, this would indicate a life of 62 to 73 years.

A spatial modeling technique based on the Bayesian neural network (BNN) is proposed. Incorporation of the Bayesian method for posterior probability of the output parameter helps calculate the uncertainty associated with the estimate. Parameters of the BNN model were selected using a grid search algorithm. The expected value and the variance of block support were calculated by Markov chain Monte Carlo sampling of the posterior distribution at discretized points within the block. The BNN model was validated by applying it to the Walker Lake data set and comparing the results with ordinary kriging results. The comparison revealed that the proposed BNN method performs marginally better than ordinary kriging. The variance map is less smooth than with ordinary kriging, and the proportional effect is less in the BNN-based model than in the ordinary kriging model. The developed BNN model was applied to the Coho block of a placer gold deposit in Nome, AK. Results reveal that the BNN model is globally biased for the Coho block and underestimates the sample mean. The grade volume curve was developed by calculating the block mean and block variance after discretizing the block into a number of points and applying the BNN model to each discretized point.

The increasing volume of wastes being generated by industry is a legacy of the industrial revolution and subsequent industrial growth. Social and regulatory pressures have been mounting on industry to improve its waste management practices. In many industrial sectors, waste disposal has been the only method of waste management. Land farming, underground burial, deep wells and incineration are still practiced. Often, concentration and volume reduction of waste streams are also practiced to reduce the waste management costs. In the recent years, there has been emphasis on waste minimization. Since the 19th century, industry has practiced recycling of usable resources as a way of handling unwanted byproducts. The mining industry has recovered or extracted economic minerals from tailings for decades. For example, during the gold rush period of 1970s, extraction of gold from tailings dams became economically attractive. Similarly, when it was economical, coal and shale fractions have also been recovered from tailings and refuge materials for commercial uses. In the steel industry, with the development of new furnace technology, recycling of flue dust and scrap iron was practiced as early as in the 19th century. Before 1900, there was little incentive for the industry to reduce the waste volumes. Manufacturers, however, did see a rationale for adopting profit-increasing techniques. They made an effort to recover and recycle economic materials from waste sources. One of the pioneering examples of resource recovery is the coke making industry. As the industry was market driven, products recycled from coke batteries included ammonia for use in fertilizers, gas for power generation and heating, and tar for road construction, wood preservation and roofing. Tar had been avery troublesome waste byproduct. But it quickly became a valuable chemical raw material, providing the foundation for Germany's dominance of the world's dye and medicine markets before World War I. Similar trends evolved in the chemical industry. In the context of current environmental regulations and escalating mining and processing costs, recycling of re- [ ] sources is becoming economically more attractive. Solid and liquid wastes generated by industries contain a range of inorganic and organic contaminants. Among these contaminants, metals and hydrocarbons form major groups. Treatment of these wastes is essential to meet regulatory disposal requirements. In the recent years, based on the principles of chemical and mineral process engineering, processes have been developed to treat these industrial wastes. This article reviews some of the processes that have made impacts and have proven to be effective at commercial scales.

Coal conversion to electricity or to substitute natural gas requires a significant quantity of natural and human resources including, in addition to the coal resource base, land, water and the construction and operating labor force. Each method of coal conversion has its advantages and disadvantages relative to conversion efficiency, preferred method of resultant energy transportation, resources consumed, and impact on the environment. Regulations which have been passed in recent years to maintain or restore the pre-project environment can add significantly to the capital and operating costs of both a conversion facility and its associated mine.

Ongoing economic success for mining companies is dramatically enhanced when they really know what they are harvesting, such that they can accurately forecast their head grades for any time period in excess of a month. This is an uncommon experience. It is a very common scenario for resource/reserve estimates to overstate the concentration (grade). Grade is a critical input of revenue, and hence, it is to cashflow projections. With the current direction being taken by the legal climate, it is no longer adequate for directors to accept the resource/reserve estimates of experts at face value. This is because resource/reserve estimates are the foundation of primary mineral economic decisions. Directors of mining assets need to undertake their own due diligence analysis of these estimates, in the best interest of themselves, and the company's shareholders. In the light of the industry's past achievements, this is quite a challenge. This paper suggests a set of new objective tools for directors to undertake an overview of the unique commodity concentration pattern and assess associated economic dynamics of each mineralization. These tools allow the examination of global graphical trends that can be helpful to directors and others in undertaking due diligence of resource/reserve statements. Ensure that it smells right.

The heavy transportation costs in fuel required to lift materials from the Earth's surface make a terrestrial-based space system inherently inefficient. A more cost-effective approach would be to provide as much of the required materials as possible from other bodies in space not having the high cost of Earth launch. This paper identifies potential targets for space-based resource utilization, constraints on exploitation and relative benefits of various sources.

In order to project coal mining longevity in this region, interviews with mining companies were conducted to assist in the determination and assessment of technical and economic factors that impact coal seam mineability. This information was applied to seam and coal reserve data developed by state and federal governments. The results were carefully analyzed to determine the effects of various factors on the overall mineable coal reserve base.

Methods used for assay of gold values in resource estimation, grade control or downstream processing are based almost entire­ly on Fire assay or Aqua Regia techniques. Both these tech­niques frequently produce spurious results. The mechanism of error is explained. Major decisions are made based on this often flawed data. This is what our operating budgets and projected cash flows are based on. Project economics demands metallur­gical accountability for performance predicted. Accountants and more astute members of the board are often not sympathetic to gold out-tum from plant production which is occasionally or consistently less than that predicted. Equally importantly, better than budgeted gold out-tum, resulting from under assaying will produce reconciliation or accounting problems (surplus cash flow) often denying correct timing of expansion or acquisition. Both these scenarios can be avoided if 'real world' extractable gold values are presented to financial managers at all stages. Such extractable gold results are now possible, and compared to fire assay and aqua regia, the assays are faster, cheaper, simpler and more accurate.

The resurgence of severe lung disease among U.S. coal miners has not only highlighted the need for improved dust controls, but also the need for an improved understanding of dust characteristics and monitoring strategies [1]. Following up on prior work by the National Institute of Occupational Safety and Health (NIOSH) to demonstrate a novel wet dust collection system on a roof bolter [2], the current study explores the effect of that system on dust characteristics and uses interlaboratory comparisons to comment on analytical methods. Results indicate the wet system did not appreciably affect the composition or size of respirable dust in the vicinity of the operating roof bolter. However, the system does appear to have substantial benefits for the operator. NIOSH has already shown it can reduce the respirable dust mass concentration to which the operator is exposed during dustbox cleanout [2,3], which is a frequent maintenance activity that can re-aerosolize dust, and new results here indicate the silica and silicates content in this dust may also be reduced, thereby reducing the overall hazard. Moreover, regarding analytical methods, excellent correlation was demonstrated between measurements of quartz mass, taken first by NIOSH and then by a university laboratory, using direct-on-filter Fourier transform infrared (FTIR) analysis. This method is the basis for envisioned “end of shift” silica monitoring (quartz is the predominant form of crystalline silica in coal mines) [4]. For particle-level analysis by scanning electron microscopy with energy-dispersive X-ray spectroscopy (SEM-EDX), there was more variability in results generated by two independent university laboratories.

While respirable crystalline silica (RCS) dust that arises in industrial production mostly emanates from point sources and can be well mitigated, the extraction of dust is much more difficult in underground construction, since locally generated dust spreads widely. Analysis of dust measurements shows that RCS values are difficult to predict, and effective dedusting systems are required to comply with permissible exposure limits (PEL) in breathed air. Dedusting systems are effective near the tunnel face, while dedusting of working areas away from the tunnel face is difficult or even impossible. In general, there is little temporal influence on the tunnelling work—except for drill and blast excavation—which makes it necessary to remove the deduster and ductwork from the face area. Concurrent work in the tunnel is affected by the backflowing air mass of ventilation and therefore the quality of this air mass must be considered. The use of personal protective equipment (PPE), e.g., dust filter masks, is considered the least-desirable safety measure available. However, for certain individual operations in the tunnelling process, the use of PPE cannot be avoided, especially if other technical mitigation measures are not possible. In tunnels with small cross sections for example, dedusting systems often cannot be accommodated and PPE must be used instead. This raises the question of whether the use of PPE can be avoided by designing appropriate excavation cross sections and allowing for the implementation of technically engineered mitigation measures. The paper highlights problems with dedusting measures and shows possible ways to achieve OSHA compliance.

This paper presents a case study of respirable dust characterization in a thin-seam coal mine in southern West Virginia. Samples were collected in various locations within the mine and analyzed using scanning electron microscopy with energy-dispersive X-ray (SEM-EDX), thermogravimetric analysis (TGA), and Fourier transform-infrared (FT-IR) spectroscopy. The study found high non-carbonate mineral content, particularly aluminosilicates and silica, in the dust. The results indicate that fine aluminosilicate particles may interfere with SEM-EDX analysis, leading to an underestimation of coal content. The findings highlight the importance of using multiple analytical methods to accurately characterize respirable coal mine dust.
