In response to the FY2008 Consolidated Appropriations Act (H.R. 2764; Public Law 110?161), the United States Environmental Protection Agency (USEPA) issued the final Mandatory Reporting of Greenhouse Gases Rule (MRR). The rule, signed by the USEPA Administrator, Lisa Jackson, on September 22, 2009, requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions. The MRR will go into effect on January 1, 2010, and a report of the total emissions for calendar year 2010 will be due to the USEPA by March 31, 2011. Under the final MRR, suppliers of fossil fuels or industrial greenhouse gases, manufacturers of vehicles and engines, and certain facilities that emit 25,000 metric tons or more per year of GHG emissions are required to submit annual reports to the USEPA. The gases covered by the rule are carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorocarbons (PFC), sulfur hexafluoride (SF6), and other fluorinated gases as outlined in Table A-1 of Subpart A of the MRR, which is also provided in Appendix A of this report.

INTRODUCTION Radon-222 is an inert, radioactive gas formed by the radioactive decay of radium-226, a long-lived member of the uranium-238 decay chain. Radium is present in varying amounts in virtually all soils and, on the average, about 36,000 pCi (1330 Bq) of radon per square meter of soil diffuse into the atmosphere each day (UN 1977). Radon decays with a half-life of 3.6 days through four short-lived daughters to lead210 and it is these short-lived daughters[ [Ra A, (218Po, t, = 3.0 min) , Ra B, (214 Pb, t;, = 27 min), Ra C, (214Bi, t] = 20 min) and Ra C1 (214Po, t] = 2.5 x 10-6 min)] ]which cause the major health hazard associated with radon (Bale 1951). Atoms of these daughters, either unattached or attached to the ever-present particles in air, are deposited on the surfaces of the respiratory tract; alpha particles emitted in their decay can result in large doses to the cells of the bronchial epithelium lining the respiratory tract. These daughters will be present in air in varying relative concentrations depending on the "age" of the air (time since radon emanated into it) and on the amount of mixing of radon and radon daughter contaminated air with clean air. [The practical unit developed to quantify the amount of radon daughters in air is the Working Level (WL). This unit was historically related to the equilibrium concentration of 100 pCi (3.7 Bq) of the short-lived daughters of radon in one liter of air (cf. Holaday 1969) and is defined as any mixture of the short-lived daughters in a liter of air that have a-potential alpha energy of 1.3 x 105 Mev (2.08 x 10-5J) in their decay to lead-210. The working level month (WLM) was developed along with the WL, and was defined as an exposure to one WL for a working month (170 h). This is equivalent to 2.2 x 107 MeV•h•L-1 (3.54 x 10-3 J.h.m-3). If the average breathing rate is taken as 1.2 m3.h•1 (ICRP 1975), then one WLM is equivalent to inhalation of 4.24 mJ of potential alpha energy.] It is now generally agreed that the inhalation of radon daughters is the major potential radiation hazard in uranium mining, and contributes a substantial fraction to the natural radiation exposure of the general population due to the accumulation of radon and radon daughters from natural sources in buildings. Radon daughter concentrations in modern mines are controlled by ventilation, and by blocking off old working areas (cf. Simpson, 1959). However, before the hazard from radon daughters was recognized, considerably higher concentrations of radon daughters were present in some uranium and non-uranium mines. These high radon daughter concentrations resulted in an increase in lung cancers in the mining population, and it is these results that are our main source of information on the risk of inhaling radon daughters. HISTORICAL REVIEW Many excellent reviews of the history of understanding the health effects of inhalation of radon daughters are available (see, for example, Hueper 1942, Lorenz 1944, Sikl 1950, Stewart 1964, Holaday 1969, Lundin 1971, Cross 1979) but a brief summary of some of the highlights in this area may be of interest. [a] 1556: Agricola describes an unusual and fatal chest disease occurring among underground miners in the region of Schneeberg and Joachimsthal (Jachymov) in the Erz mountains in Central Europe. (It is of some historical interest to note that Agricola's book was translated from Latin into English by a mining engineer and his wife; the engineer later became President of the U.S.A.) [b] 1879: Haerting and Hesse indicated that the majority of deaths among Schneeberg miners were due to lung cancer; the lung cancers in these miners (who were incidentally not cigarette smokers) were observed twenty to fifty years after they began working in the mines. [c] 1896: Discovery of natural radioactivity by Becquerel, followed by discovery of radon by Dorn in 1900. [d] 1924: Ludewig and Lorenser report high concentrations (400 - 15000 pCi or 15 - 570 Bq per liter) of radon in the air in the Schneeberg mines and suggest that radon could be responsible for the high rate of lung cancer among miners. However, the reason why radon should cause lung cancer specifically was still not really understood up to twenty years later (Lorenz 1944). High concentrations of radon in the air in the Joachimsthal mines were reported by Behounek in 1927 and a high incidence of lung cancer among Joachimsthal miners (similar to that among miners at Schneeberg, which is only some 30 km distant but in a different political district) was noted at about the same time (Sikl 1930; cf. Sikl 1950). It is estimated that about half of the Joachimsthal miners died from lung cancer and about half from silicosis and tuberculosis (Sikl 1950). [e] 1930's and 1940's: Radioactive ores are deliberately mined in the U.S.A., Canada and other countries primarily as a source of radium for medical purposes and for luminescent dials; other radioactive ores are mined as a source of several non-radioactive minerals, while extensive uranium mining did not begin until the late 1940's. [f] 1940: Based on crude epidemiology and dose calculations, Evans and Goodman propose 10 pCi L-1 as a maximum permissible concentration of radon in continued human exposure. This is the first known recommended maximum permissible concentration for radon. This recommendation was adopted by the U.S. National Bureau of Standards in 1941 and reconfirmed in 1953. A review of the geology and mineralogy of several of the better known hydrothermal platinum-group metal (PGM) deposits is undertaken. Along with new data from two recently discovered occurrences in Nevada, a number of common characteristics of these deposits are identified. Newly described PGM occurrences in Nevada are the abandoned Gibellini mine workings characterized by limestone-hosted hydrothermal Mn-V-Zn-Ni mineralization and the granite-hosted base-and precious-metal veins of the Gingerload claims.

The art of wire rope inspection has advanced rapidly over the past decade. Present electromagnetic (EM) wire rope inspection instruments provide an important and often vital element of wire rope inspection. Some instruments are easy to operate and offer simple and clear data interpretation. Simultaneously, wire rope inspection and retirement standards are becoming simpler and more lucid. Future guidelines will he easy for inspectors to apply and for rope operators to fulfill. The thrust of evolving regulations is clearly toward periodic EM inspections supported by visual inspections. These development sallow even moderately skilled personnel to perform EM inspections of wire ropes. Therefore, it is now possible and cost effective for wire rope users to have EM and visual inspections performed by in-house personnel. In-house EM inspections have many advantages and offer an excellent return on the initial investment. Since EM inspections can detect rope deterioration in its beginning stage, wire rope users recognize that they are an effective preventive maintenance tool. For instance, the early detection of wear or corrosion allows immediate corrective action. This can easily double, or even triple or quadruple, the service life of a rope.

Cerchar Abrasivity Index (CAI) is one of the commonly used tests to evaluate rock abrasiveness for cutter life/cost estimations of TBM projects. There are at least 3 style machines, 2 different pin hardness, and the test could be run on fresh rock surface VS a sawn surface. Each of these parameters has a meaningful effect on the results, but its impacts were not fully understood nor its implications well explored. This paper reviews the current practice of Cerchar testing and its implications on geotechnical investigations related to TBM tunnels and provide a set of guidelines on testing and reporting of the test results for future projects.

Tunnel boring machine (TBM) system utilization is a critical factor for predicting machine performance. The process of estimating machine performance, including rate of penetration (ROP) and machine utilization (U) must incorporate an understanding of site geology, TBM specifications and site management. The study herein presents a preliminary analysis of the different activity time and downtime components from hard rock TBMs at two project sites to evaluate their impact on machine utilization. A comparison of crew experience, first between shifts and then between projects is included to analyze its effect on utilization and downtime. This work presents the sensitivity of the utilization factor to selected activities in the projects and the impact of geology and site set-up/logistics on machine performance.

Design models for belt conveyors used in mines predict both the belt power requirements and belt tensions. Conveyors with slightly downhill profiles are more complex to predict due to the way that models such as CEMA interpret friction. Performance of a particular conveyor in relation to other conveyors in the same system requires an analysis of natural stopping times, braked times and take-up location. A review of CEMA-based PC models is presented for design of underground multi-flight belt systems.

INTRODUCTION The basis for any measures in radiation protection is the quantitative assessment of the radiation exposure. Due to the extensive requirement in health physics manpower and related cost it is necessary to develop certain criteria regarding the necessity of monitoring and the selection of population groups to be monitored. Depending on the overall objective of the particular programme, the specific requirements for the measurement of atmospheric levels of radon, thoron and their daughters for practical radiation protection purposes differ significantly for those in the case of research applications, such as use of data for epidemiological studies. As part of the OECD-NEA Programme on Radon Dosimetry and Monitoring Task Group 1 reviewed available models for lung dosimetry in the case of inhalation of radon 222, radon 220 and their daughters (James et al., 1981). Using defined reference atmospheres for underground- and open-pit mining conditions as well as for dwellings, normalized conversion factors were calculated for the mean bronchial dose (mGy) per Working Level Month exposure (WLM). Task Group 2 discussed the features and adequacy of the Working Level (WL)-concept as a physical correlative of the absorbed lung dose and its limits of confidence and accuracy (Johnson and Leach, 1981). The WL-concept was found acceptable for radiation protection purposes provided that modifying factors like particle size, unattached fraction and respiratory minute volume did not cause the effective dose equivalent per WLM as calculated by either the James-Birchall or Jacobi-Eisfeld lung models to be more than 50 % above that given by ICRP of 0.01 Sv/WLM. For application in epidemiological studies the WLconcept is considered acceptable if the calculated absorbed dose to the tissue does not vary by more than 50 % (at the 95 % confidence level) from that given for defined reference conditions. In the following, objectives and requirements for the measurement of radon, thoron and their daughters are discussed for operational health physics routine and special research applications according to the scheme outlined in Fig. 1.

There has been greatly renewed interest throughout the gold mining industry over the last few years in cyanide recovery from gold and silver plant tailings. This interest has been spmred by two factors. Firstly, the increasing cost of destroying cyanide to levels that meet more and more stringent regulations for tailings impoundment or discharge to the environment. Secondly, many gold ore bodies suffer high cyanide consumption costs as a result of the presence of base metals (principally copper) that react with and consume cyanide during the gold leach. In most cases, the cost of recovering and recycling this cyanide from the tailings is signif­icantly lower than the cost of purchasing new cyanide. When this cost benefit is added to the lower costs of tailings detoxification, a compelling case can frequently be made for cyanide recove1y. A number of processes for recovering cyanide from gold plant barren solutions or pulps have been developed. Most of the processes require that the recoverable cyanide is first converted to the highly toxic hydrocyanic acid gas (HCN) and fears surrounding the handling of this compound have probably presented the great­est impediment to implementation of these processes.

"Low-grade iron ores are finely ground and processed to recover iron-bearing minerals. However, the iron-rich powder is too fine to be used directly in blast furnaces and most direct reduction furnaces, and must be agglomerated or pelletized into a usable product called “pellets.” Bentonite clay has traditionally been used as a binder to make iron ore concentrate pellets, but it is expensive and contaminates the pellets. Organic binders may be a viable alternative to bentonite clay. This manuscript reviews organic materials that have been used to make iron ore concentrate pellets. Included are discussions on the development of organic binders, common pros and cons to organic binder use, organic binder structure and its effects on agglomeration, and additives to organic binders.IntroductionIron ore agglomeration turns finely disseminated, low-grade iron ores into a usable product, called pellets. During pellet production, fine-grained, iron-rich minerals are liberated from low-grade ores, concentrated, and agglomerated into round balls that are thermally hardened or cold-bonded to form pellets. Pellets are then transported to blast furnaces or direct reduction operations where they are used to produce iron; iron is further refined and shaped into the wide variety of steel-based industrial and consumer products in use today.Over the years, pellet production has become increasingly more prevalent with the increased exploitation of low-grade iron ores and increased iron and steel consumption around the world. In 2010, world iron ore pellet production was 388 Mt. It could be argued that the current pellet production process has been enabled by the use of binders – practical experience has shown that it would be nearly impossible to agglomerate iron ore concentrates using rotary drums and discs without using a binder."

It is not news to anyone in the mining industry that federal action in the prevention and abatement of air pollution has seriously affected the industry both directly and indirectly. It is the purpose of this paper to review how the development of federal action is directly affecting the coal mining industry's number one customer, the fossil-fuel-fired steam generating power plants and, consequently, the industry itself indirectly. In essence, Public Law 84-159 of 1955 as amended by the Clean Air Act of 1963 and its revisions in 1967 and 1970 progressively tightened federal coordination and management of air pollution control programs throughout these United States. The Environ- mental Protection Agency (E.P.A.) set up to direct the programs was charged to establish National Air Quality Standards, Standards of Performance for New Stationary Sources, and National Emission Standards for Hazardous Air Pollutants.

Gold and silver ores are generally leached in weak cyanide solutions for recovery of precious metals. However, pretreatment of refractory ores requires flotation to concentrate the precious- metal minerals. Also, flotation is a common concentration technique for recovering precious metals as byproducts in sulfide-mineral flotation circuits. The present paper reviews current plant practice and future challenges for precious metal recovery.

Over the years, improvements have been made in the recovery of nonferrous metals, including improvements in the areas of mineral processing, pyrometallurgy and hydrometallurgy to extract cobalt as a byproduct from host minerals containing mainly nickel, copper and associated precious metals. At present, the technological emphasis is on solvent extraction coupled with electrowinning (SX-EW) for lateritic sources of supply within the Southern Hemisphere, such as in Australia and New Caledonia. Although sulfide-bearing ores, such as those found in Canada and Russia, will serve as a viable long-term source for cobalt, a ubiquitous metal, the future trend is anticipated to be in the implementation of compact and efficient SX-EW facilities that apply state-of-the -art innovation with environmental compliance This paper serves to collate the known practices for the recovery of market-grade cobalt by means of electrowinning from either an aqueous sulfate medium or chloride medium after upstream leaching, solvent-extraction and solution-purification procedures. For completeness, other commercial production techniques for the recovery of cobalt as a sulfide or oxide product are included in the summary of current cobalt processing practices.

The use of warm (40-50°C) solution for the selective elution (pre-strip) of copper cyanide from gold and silver cyanides adsorbed on activated carbon was found to elute +90% of the adsorbed copper compared to the use of ambient (20°C) solution eluting 50-70% of the adsorbed copper. The warm solution pre-strip elution did have higher co-elution of gold (1-4%) and silver (10-18%) with the copper. The use of ambient solution pre-strip elution co-eluted less gold (0.2%) and silver (2%).

An industrial minerals review involves an attempt to assemble field and statistical data which are obscure, elusive and incomplete. Often, when me statistical data are available, combining or lumping of commodity values conceals the value of specific items. Personal knowledge of the minerals known to occur in the area of concern, combined with whatever available published data may be compiled, together with careful use of several extrapolation methods, may yield an acceptable summary review of the industry. However, it is particularly hazardous to speculate on future trends and economic aspects because of the many unpredictable variables which may affect the industrial minerals business. Among these variables are the effects of diverse geological conditions, the impact of technological changes (including new uses for minerals not formerly considered industrial types), changing socio-economic factors (including growing environmental controversy), use of substitutes and even recycling of some of the industrial minerals (for example, building materials, lime, etc.). My main objectives are to reveal, as accurately as I can, the state of the in¬dustrial minerals situation, and the effects of possible future developments on this industry in Idaho. Where the words...industrial-tyke minerals, .are used in this discussion, reference is made to selected metallic and nonmetallic minerals and related materials, as well as rock (Table I). Industrial minerals known to be present in Idaho may be listed under general use categories as in Table 1. Some of these commodities are being marketed, have been marketed in the past, or occur in potentially marketable quantities. Mineral fuels are neither mentioned, nor are they considered important in Idaho. Based upon our present knowledge and lack of known, economically valuable occurrences of these commodities, they are considered insignificant (Idaho Bur. Mines and Geology, 1964). The analysis of the results of metallurgical experiments is often complicated by experimental errors and uncertainty, the complexity of the system being studied, and the confusion of correlation with causation. Consequently, comparative statistics are used to determine if a difference exists between the outcomes of tests, an estimate of this difference, and the precision of the estimate. This paper reviews the use of significance tests and confidence intervals for the comparison of results from two tests, the use of reference distributions, and blocking and randomization techniques to reduce unavoidable sources of variability. These techniques are demonstrated using plant and laboratory data.

It is estimated that through 1975, there were 1.69x109 m2 (418 000 acres) of urban land threatened by potential subsidence due to mining with a value of over $12 billion (19;3 dollars; USBM, 1979). With increased coal production to meet the energy needs of the nation, both these figures may be expected to increase. Hence greater attention to controlling surface damage due to subsidence is merited. In fact, the Surface `lining Control and Reclamation Act of 1977 (SMCRA) (Public Law 95-87) mandates that underground coal mining operators "adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonably foreseeable use of such surface lands, ..." The term "subsidence," as used in this paper, implies the total phenomenon of surface effects associated with the mining of minerals, and not only vertical displacement of the surface as is sometimes inferred in the literature.

The Amax Gold Guanaco mine is located in the Atacama Desert, approximately 260 km southeast of Antofagasta, Chile. The 6,000 tpd leach operation produces approximately 90,000 oz of gold, and 360,000 oz of silver per year. Production began in 1987, and the operation has been managed by Amax Gold since 1992. The mine has been plagued in the past by high operating costs and low production. Several significant changes have been made to the operations which have resulted in lower costs and higher operating efficiencies. A review of these changes is presented herein.

The development of roasting technology for the oxidation of sulfides in refractory gold ores is discussed. Case studies covering operations dating from the mid-1930's to the present day are used to illustrate this development. The roasting of ores and concentrates is reviewed and various gas cleaning flowsheets are discussed with particular reference to environmental requirements. A sequence chart is provided to show the development path of a potential roasting project.

Mining engineering curriculum has been discussed and debated in meetings and conferences, and opinions and recommendations have been published in the literature since the inception of the official degree-granting mining engineering program at the Columbia School of Mines in 1864. The deliberations have usually been heightened during the periods of boom-and-bust cycles experienced by the mining industry since the 1920s. Currently, the global natural resource industry is undergoing another cycle, called ?super cycle,? characterized by elevated prices for metals and other natural resources. The super cycle is occurring as a result of the large deficit between the global supply and demand for natural resources, due, in large part, to economic expansion and development in countries such as China, India and Brazil. Because of this cycle, there is a shortage of mining engineers in the U.S., Canada and Australia.
