INTRODUCTION Ambient concentrations of radon and its daughter products have been measured and analyzed by a number of investigators for a variety of purposes. Principal among these purposes have been: (1) descriptive, to characterize the distribution and changes in concentrations under various conditions; (2) research in the use of radon as a tracer gas in the study of atmospheric characteristics and motions, such as eddy mass transfer, diffusivity profiles, large scale circulations, and the like; and (3) the use of radon as an atmospheric tracer in exploration for uranium deposits.* This information forms the basic data for this paper and for its placing the ambient natural, or non-anthropogenic, radon concentrations into the perspective of ambient radon health standards and lung cancer risk calculations. To enable better understanding of some aspects of the ambient radon data, review and analysis is also performed on selected measurements of radon emanation or flux from the surface of the earth into the atmosphere. These measurements have generally been made for purposes similar to those for ambient radon, i.e., (1) description of radon emanation characteristics; or (2) to support and justify the use of ambient concentration measurements in atmospheric research; or (3) in exploration for uranium. Interest is also developing in the use of such measurements for earthquake prediction. In addition, to complete the perspective, brief examination is given to anthropogenic ambient and flux radon measurements related to the mining and milling of uranium, so that comparison can he made with the values from natural sources. As a frame of reference we cite here previous summaries of studies which have presented representative values and ranges of ambient concentrations and emanation rates. H. Israel, in the Compendium of Meterorology (1951), cites eight studies of ambient radon concentrations which we have selected as representative of non-anomalous continental values. Their means generally range from [0.06 to 0.15 pCi lit-1 with the smallest reported minimum of zero and the largest maximum 0.53 pCi lit-1. The overall mean is 0.10 with a standard deviation of 0.03 pCi lit-1. Means over oceans are much smaller, and the data scarcer, with only three values ranging from 0.0004 to 0.003 pCi lit-1 and a mean of 0.0016 pCi lit-1.] Thirteen studies from Israel's list were selected as representative of mountainous terrain. These data, except for the cases of higher elevations, frequently show significantly higher values than the average cases in non-mountainous terrain described-above. The averages range from 0.10 to 0.59 pCi lit-l; the smallest minimum is zero and the largest maximum is 9.2 pCi lit-1. The overall mean is 0.30 with a standard deviation of 0.17 pCi lit-1. Israel also cites five studies of radon emanation (flux) from the earth's surface. These show a mean of 0.40 pCi-2m-2 sec-1 and a range of from 0.21 to 0.74 pCi m-2 sec-1. Data on flux are naturally scarcer in the literature than data on ambient concentrations, because of the greater interest in and utility of the ambient information. In this paper we also give special consideration to observations of the variability in time and space of radon flux rates, and to the impact of these phenomena on the use of such data for a variety of purposes. NATURAL(NON-ANTHROPOGENIC)AMBIENT RADON CONCENTRATIONS We have examined the following reports for the data selected for this category; these studies were generally intended to describe radon characteristics in the atmosphere. Jonassen and Wilkening (1970); Bradley and Pearson (1970); Wilkening (1970); Lambert, et al (1970); Pearson and Moses (1966); and DickPeddie, et al (1974). Another set of studies which was reviewed was selected because the investigators made ambient radon measurements in the course of examining the use of radon as a tracer in atmospheric research. This set consists of: Israel and Horbert (1970); Carlson and Prospero (1972); Subramanian, et al (1977); Larson (1978); Cohen, et al (1972); Hosler (1966); and Shaffer and Cohen (1972). Finally, unpublished data from uranium exploration activities (Milly and Thayer, 1976) was analyzed. [Treating the ocean cases first, the mean values are generally consistent with those quoted earlier from Israel (0.0004 to 0.003 pCi lit-1); they range from 0.001 to 0.011 pCi lit-1, with 0.003 the most frequently reported value. Continental values, from eight studies, range in means from 0.07 to 0.41 pCi lit-1 (not including mineralized areas, or "uranium country", discussed later), with maxima as high as 2.4 pCi lit -l. For comparison, the means from Israel are 0.06 to 0.15 pCi lit-1, with a maximum of 0.53 pCi lit-1. Conditioning of flotation feed is an important prerequisite for efficient flotation. This process depends on parameters such as conditioning time, slurry concentration and slurry pH. The objective of this paper is to optimize the conditioning process for the flotation feed. This was achieved by first conducting preliminary experiments at constant slurry pH to determine the significant ranges of slurry concentration and conditioning time. Then, factorial experimental design (32 experiments) was used to investigate the significance of the above parameters and their interactions on flotation recovery and grade. Statistical analyses using ANOVA approach showed that flotation recovery (R) and concentrate grade (g) were affected by feed conditioning. It was found that concentrate grade was linearly proportional to the slurry concentration and conditioning time, while flotation recovery was exponentially proportional to the conditioning parameters. A contour plot of the flotation response (recovery and grade) against conditioning parameters showed that the optimum operating parameters for flotation feed conditioning was a conditioning time of 1.5 to 2 minutes and a slurry conentration of 55% to 60%.

There are certain data handling techniques used by statisticans that can help one to calculate the size of an orebody and to develop some of the relationships between size, cutoff grade, average grade, mining cost, and profit. Knowing the relationships amongst these factors can help determine the most desirable operating conditions. A statistical technique that we will use is data grouping. This allows us to work with relatively few groups instead of many samples, If we were able to segregate the ore in an orebody into grade groups, add the amounts in each group, and plot the sums as a curve, we would get something like Figure 1. A smooth curve develops when the grade classes are small enough, otherwise a "stair step? histogram results. The area under the curve, being the sum of the tonnages in all of the grade classes, is proportional to the total number of tons in the orebody. If we take the data of a distribution such as Figure 1 and add the tonnages above a specific grade we have in effect a cutoff grade

Until it was defunded in 1995, the U.S. Bureau of Mines maintained a Cost Estimating System (CES) for prefeasibility-type economic evaluations of mineral deposits and estimating costs at producing and non-producing mines. This system had a significant role in mineral resource assessments to estimate costs of developing and operating known mineral deposits and predicted undiscovered deposits. For legal reasons, the U.S. Geological Survey cannot update and maintain CES. Instead, statistical tools are under development to estimate mining costs from basic properties of mineral deposits such as tonnage, grade, mineralogy, depth, strip ratio, distance from infrastructure, rock strength, and work index. The first step was to re-estimate ?Taylor?s Rule? which relates operating rate to available ore tonnage. The second step was to estimate statistical models of capital and operating costs for open pit porphyry copper mines with flotation concentrators. For a sample of 27 proposed porphyry copper projects, capital costs can be estimated from three variables: mineral processing rate, strip ratio, and distance from nearest railroad before mine construction began. Of all the variables tested, operating costs were found to be significantly correlated only with strip ratio.

Specific software tools for Statistical Multivariate Analysis combined with real time process data were applied to Concentrator Plant at Compañía Minera Doña Inés de Collahuasi SCM in Chile, basically to two Mill Lines, each one with one SAG mill (32’x15’8MW)and one Ball mill (22’x36’9.7MW). The main objective was to empower the operator actions using process patterns references instead of process variable set-points. Pattern clustering and the analysis of pattern deviations regarding normal or desired pattern, allows for improvements in process control and the further implementation of soft sensors for those variables not included in the initial model.

The control systems engineer is often faced with the problem of designing tests or experiments where the cost of obtaining information is expensive. This is true in aerospace as well as in process industries. In these situations the details of test design should be carefully evaluated before any test is executed so that the maximum amount of information is obtained for the effort expended. In recent years there has been a steady trend towards increased automation, In the process industries this has resulted in extensive review of process variables and, instrumentation techniques, development of more accurate system mathematical models, and extensive investments in complex control system as well as completely automated plants. When planning and developing these systems, where each measure of a process variable is usually expensive, it behooves the design engineer to give considerable thought to the details of test design before instrumentation is procured and installed so that the maximum amount of information can be obtained for the expense incurred.

Statistical Process Control (SPC) is a cooperative arrangement between a component or raw materials supplier and a manufacturing customer. The supplier must analyze his own manufacturing process and determine, predict, and control those variable elements in the circuit which affect finished product characteristics according to the customer's specifications. The results include: control of fluctuations in product characteristics to a narrow range, close communication between supplier and customer, and an increased responsibility for quality control placed on the supplier. In the mining and. processing of airfloated kaolin some unique problems arise with the SPC concept: 1) The SPC system was designed for manufacturing facilities that did not have to deal with natural variations in their raw material; 2) The airfloat process is relatively simple and offers limited opportunity to change processing steps or "fine tune" a circuit for special product needs; 3) Determining adequate sampling frequency for a plant which processes hundreds to thousands of tons per day is statistically difficult; and, 4) Due to the variety of customer industries served, different SPC programs must be set up to deal with widely varying specifications. For airfloated kaolin, SPC is "in line" process control, not after the fact "quality" control. The emphasis must be on statistically valid sampling of the kaolin ore and complete monitoring of its path through the beneficiation circuit.

An amphoteric collector was tested for dolomite removal from phosphate ore. The effects of some operating parameters and their significance on the flotation of dolomite were studied using statistically designed experiments. The parameters studied were impeller speed, pH and collector dosage. Analysis of the results showed that pH is the most significant parameter. Moreover, a concentrate containing 0.53% MgO and ~31.1% P2O5 with a recovery of ~ 90% can be achieved at optimum values of studied parameters, i.e., a pH of 12, an impeller speed of 1,000 rpm and a collector dosage of 2.5 kg/t.

The scope of this experimental work was to study the yttrium extraction and stripping behaviour in a solvent extraction system with mono(2-ethylhexyl)2-ethylhexylphosphonic acid (IONQUEST 801) in a chloride system The study was performed for only one contact between organic and aqueous phases The experiments were carried out according to a factorial design. Due to the statistical analysis and its experimental proof, the optimum conditions for maximum yttrium loading into the organic phase of the extraction stage were 16 minutes for time of contact between phases, 980 rpm of stirring intensity and pH=2.3 for the aqueous phase of the sovent extraction system. The optimized experimental conditions by the statistical approach for the stripping stage were: time of contact between phases equal to 20 minutes, 1050 rpm of stirring intensity and 1.75 M HCI into the stripping aqueous solution.

A procedure is presented for ranking hazardous waste sites for remedial decisions, and an example with application to mining waste sites is discussed. Typical contaminant concentrations are calculated from field data. Exposure indices that compare these measured concentrations with allowable limits are then computed. The limits are selected to protect both the health of humans (for both carcinogen and noncarcinogen effects) and the health of key organisms in the ecological food web. The additive exposure index for a site, defined as the sum of all contaminant-specific exposure indices, is then used in ranking the sites and assigning each a priority for remedial action. One key source of uncertainty in the process is the estimation of a typical site concentration from data that include values reported as "below certified reporting limit" (BCRL). This uncertainty is compounded in the additive exposure index and therefore may have a substantial effect on the assignment of remediation priority. A general approach is presented for incorporating consideration of BCRL data into uncertainty evaluation when assigning remediation priority designators to hazardous waste sites.

The set of discoveries for a mining district or camp is a reflection of the exploration history. In the western Abitibi greenstone belt of Ontario, future exploration can be guided by a study of statistical trends of known gold deposits. In this area simple trends indicate a strong decrease in the contained quantity of gold discovered through time. Much of this decrease is attributed not to falling mining grades but to smaller tonnages of ore. A plot of the largest discovery in each ten year time period suggests that deposit discoverability is following a size-biased sampling model. Cumulative ounces of discovered gold indicate that an asymptotic value has been reached where exploration is not expected to add significantly to known reserves. This is substantiated by a downward trend in the exploration success ratio of the number of new deposits discovered versus the number of new mineral prospects. The set of discovered deposits reflects a non-random sampling process where size- biased modeling suggests that the largest deposits will be discovered early in the exploration effort. It is the exceptionally large deposit contributing to the observed size-biased distribution. Although this pattern is observed for the western Abitibi the model is complicated by recent, large reserve additions that are attributed to the original discovery. There is present in this area a subtle learning process in exploration leading up to the largest discovery. For comparison a learning model was estimated using cumulative size of discovery per unit of time. This model yielded results consistent with the statistical trends and is thought to be a superior forecast of future discoveries in this region.

The Department of Thoracic Surgery and Pathology at the Toronto General Hospital have had a long standing interest in the early detection and treatment of carcinoma of the lung. Our initial experience was with a population at risk due to a prolonged period of cigarette smoking. More recently our efforts have turned to industrial exposure, specifically in the nickel and uranium industries. [Initial Screening Project] (1) For a three year period 1963 to 1966 a cytology screening program was carried out through the Out-Patient Department. The study was limited to cigarette smokers over 40 in age. A total of 1586 patients were examined. Of the sputa collected, the classification is seen in Table 1. There were 11 malignant sputa present. Added to this number were 25 patients with symptoms, normal chest X-rays, but malignant cells on cytology, and a further 5 patients in whom an abnormality (eventually proven non-malignant) showed on X-ray, and sputum showed malignancy which was radio logically occult. (Table II). This gave a total of 41 patients with malignant sputum who were evaluated between 1960 and 1966. The clinical course of these patients is seen in Table III. Only 19 of 41 patients had localization and treatment of their tumour during that study period and this low rate of localization attests to the technical difficulties endoscopy in that day presented. The method of localization was as follows: a) 6 patients showed an area of segmental pneumonitis somewhere in this time period b) Using the rigid bronchoscope localized the tumour in 9. This was proven by direct biopsy, and frequently required more than one bronchoscopy over a prolonged time period. c) bronchograms and tomograms showed abnormalities in 5 patients. Of these 19 patients, 5 were treated by radiotherapy because of general condition or refusal of surgery. Three of the irradiated patients died of recurrent cancer within three years. The other two died within one year of unrelated disease. Fourteen patients underwent resection, with one operative mortality. At pathology, the tumours were "in situ" in 6 and invasive in 13. There was no evidence of nodal spread. When last followed up in 1979, there were no cases of recurrent tumour and no cases of second lung primary tumours. Similar experiences have been reported from the Mayo Clinic (2), Johns Hopkins (3) and Memorial Hospitals (4). Early detection of radiologically occult tumours which are in situ or minimally invasive has given uniformly good results. There have been no deaths from recurrent or metastatic cancer in surgically resected patients, and only one second primary tumour has been detected. Interestingly, the Hopkins group reports that 5 patients with Stage I squamous cell tumours refused operation. One refused any treatment and died of disease at 12 months. Three were radiated, and were alive from 14-38 months post-treatment, all with evidence of recurrent disease. [Sudbury Sintering Plant Study](5) From 1948 to 1963 an open travelling-grate sintering process was employed to convert nickel sulfide to nickel oxide at an International Nickel Company operation. The environment in this plant was particularly dusty and filled with fumes. It became apparent by 1969 that the incidence of bronchogenic carcinoma was markedly increased in workers from this plant. A concerted effort was made to track down all workmen with this exposure. During 1973 and 1974, 268 men were studied. Chest radiographs were done and showed no mass lesions. Sputum was collected on three consecutive days and analyzed. There were 12 men with malignant sputum, all of the squamous cell variety. Two refused any investigation, one presenting 31/2 years later with extensive hronchogenic carcinoma, and the other 5 years later with extensive carcinoma of the maxillary sinus. In the remaining ten patients careful rhinolaryngeal examination as well as a detailed bronchoscopy, involving examination, brushings and biopsy of all pulmonary segments was carried out. One patient was found to have laryngeal carcinoma and was treated by radiation. In nine patients, the malignancy was localized to the lung, leading to six lobectomies, two pneumonectomies and one sleeve lobectomy at operation. However, the follow-up in these cases suggests a different biological behaviour with these industrially related tumours. While no tumour has recurred locally, one patient has died of metastatic cancer and two patients have developed second and one patient a third pulmonary primary cancer. However, survival has still been much better than wits radiographically manifest lung cancer. Uncertainty estimates on coal resources were computed as part of the U.S. Geological Survey’s National Coal Resource Assessment study of more than 60 coal beds and zones in the Appalachian Basin, the Colorado Plateau, the Gulf Coast, the Illinois Basin, and the Northern Rocky Mountains and Great Plains. The estimates were made to provide zone specific measures of uncertainty on the historical categories of geological assurance, namely measured, indicated, inferred and hypothetical. Previous estimates were based solely upon distance from a drill hole. These new estimates incorporate site-specific variability and spatial correlation and indicate that there is considerable difference in variability within and between regions. Uncertainty estimates for the measured category are discussed in this paper.

Several final pits in the Seneca No. 1 Surface Coal Mine were abandoned in the 1960's without being reclaimed. In addition, a progressive landslide aggravated by the abandoned mine land conditions was threatening a county road and private property. An AML-funded project to stabilize the landslide and reclaim the final pits was completed in 1986 for the Colorado Division of Mines and Geology (formerly Colorado Mine Land Reclamation Division). The site was visited after ten growing seasons. The land is stable and the vegetation re-establishment is strong. Volunteer native plant species are now invading the reclaimed sites.

In 1988, the US Department of Energy's (DOE) Pittsburgh Energy Technology Center identified three coal cleaning options for achieving flexible environmental control strategies aimed at reducing energy-related SO2 emissions. These are selective agglomeration, advanced froth flotation and advanced cycloning. Each relies on maximum liberation of pyrite and other mineral matter through feed coal comminution to fine and ultrafine sizes. The National Energy Strategy (NES) and the Clean Air Act Amendments (CAA) of 1990 are examples of the nation's commitment to a clean environment. The need to use the nation's energy resources in an environmentally sound manner presents critical challenges and opportunities for coal preparation during the next decade, particularly regarding the control of SO2 emissions. The principal challenge is the development of cost-effective coal preparation approaches for sulfur removal beyond currently achievable levels. Opportunities are provided in the form of incentives associated with a novel system of SO, allowances and a policy environment based on the proper functioning of familiar market forces. An allowance, as defined in Section 402(3) of the Amendments, is "an authorization ... to emit ... one ton of sulfur dioxide." To achieve the objective of the Clean Air Act Amendments, SO, emissions will be eventually capped at 8.12 Mt (8.95 million st) annually by controlling the number of allowances issued nationally. By permitting allowances to be bought and sold once issued, the law encourages "overcompliance" as a source of profit for owners of excess allowances. Many details concerning the administration of allowance trading are not yet written.

Coal is the nation's most abundant fossil energy resource. However, its use is limited because of the nature and amount of associated impurities, such as mineral matter, sulfur, trace elements, and moisture. The moderate-to high- sulfur content of many U.S. coals is of particular concern as current and newer, potentially more stringent, regulations require reduction in sulfur oxide emissions. Release of particulates, NOx, and other pollutants during the coal-use cycle is also of concern. The current practice of controlling sulfur oxide emissions in the major steps of the coal- use cycle is limited mainly to coal preparation by physical beneficiation and, to a smaller extent, to post-utilization cleanup (flue gas desulfurization). Approximately two-thirds of the coal from states east of the Mississippi river is physically cleaned, whereas only 15% to 20% of the operating boilers in the utility industry are equipped with scrubbers to desulfurize the flue gas (Henzel, 1988). Physical beneficiation methods can be very effective in removing mineral matter, including pyritic sulfur, from coal. These processes take advantage of the differences in physical proper- ties between coal and mineral matter to achieve the separation. In a typical physical cleaning operation, raw coal is crushed to about a 50-mm (2-inch) top size. It is then screened into coarse, intermediate, and fine sizes. Crushing the coal liberates some of the ash-forming minerals, including a portion of the sulfur that is not chemically bound to the coal. The per- centage of impurities freed from the coal matrix generally increases as the coal particle size decreases. The coarse- and intermediate-sized coals are typically subjected to a cleaning pro- cess based on differences in specific gravity between coal particles and the associated impurities. Such cleaning processes used include jigs, dense-medium baths, cyclone systems, and concentrating tables. The fine-sized (typically less than 0.5-mm) coal, if beneficiated, is typically cleaned using a froth flotation technique based on the differences in surface proper- ties between coal and its associated impurities. At fine sizes, greater cleaning potential exists because a greater portion of the impurities is released from the coal matrix. However, this potential is not fully realized owing to inefficiencies in separating fine particles using state- of-the-art flotation technology. Overall, current commercial coal preparation processes are estimated to remove up to 60% of the ash and 10% to 30% of the sulfur, depending on the coal characteristics, with product weight recoveries rang- ing from about 60% to 90% and thermal recoveries of about 85% to 98% (Versar, 1985; Science Applications International Corporation, 1987; Hoffman- Muntner Corporation, 1978). For many U.S. coals, grinding to sizes finer than those used in current coal preparation plants is required to liberate most of the physically bound impurities from the coal matrix. As noted, conventional coal-cleaning methods are not very effective at these fine sizes. Accordingly, the expanded use of domestic coal requires the development of advanced coal cleaning technologies that can provide economic performance while reducing environmental impacts. Program Goals and Objectives The overall goal of the U.S. Department of Energy (D0E)'s Coal Preparation Program is to provide the scientific and engineering knowledge base that industry can utilize to produce economically competitive and environmentally acceptable clean-coal products for introduction as market conditions warrant. The coal preparation process(es) should remove undesirable components from coal and improve its handling characteristics, thus making the product coal technically, as well as economically, viable as a competitor with petroleum-derived fuels and natural gas, and with alternative environmental control technologies. The coal preparation process must be applicable to a wide variety of bituminous and low-rank coals. The cleaning process should reduce the variability among clean-coal products from various raw coals, thus significantly increasing the range of potential end uses for each raw coal. Longwall mining is the most productive method of under- ground coal mining in the United States (US.), and record levels of production have been reached in recent years. These ever-improving production levels have the potential to generate significantly higher quantities of respirable dust. Consequently, the longwall industry continues to struggle with controlling dust liberation and maintaining compliance with the federally-mandated respirable dust standard. In response, longwall operators have in- creased the application of primary dust controls, airflow and water flow, in an effort to improve respirable dust control and reduce worker exposure. Pittsburgh Research Center (PRC) personnel conducted dust surveys at 13 longwalls operating throughout the U.S. and collected information to: identify current operating practices on these longwalls, identify the types of dust controls in use, document the levels at which these controls are being applied, and measure the respirable dust levels present. This data was analyzed to quantify the dust levels generated by the major sources on the longwall section and to evaluate the relative effectiveness of the control technologies in use.

As an alternative power source to eliminate trailing cables, ESD Corporation is installing a flywheel system on a shuttle car. Flywheel power is extracted by a high-speed generator, developed by Lear Siegler Corp., and the system -- including vacuum and lubrication and cooling auxiliaries -- is supplied by the aerospace group, Rocketdyne Division of Rockwell International. The flywheel system is being developed under a three-year contract with the Department of Energy. It is a follow-up contract to a previous DOE-contracted study by General Electric Co. in which it was shown that a flywheel can be a feasible power source for a shuttle car from technical, economic, and safety standpoints. This paper addresses the status of the program, design decisions established, and plans for laboratory test procedures and underground demonstration. The flywheel-powered shuttle car is a conventional 6-ton capacity shuttle car equipped with a 7-rotor flywheel energy storage package. The energy package is the sole source of power for the shuttle car through a complete mission duty cycle (MDC) of tramming to the miner, receiving a load of coal, and returning to the secondary haulage system. Energy stored in the system exceeds MDC requirements and waiting times to provide an ample margin of reserve energy. The energy storage system is recharged by spinning the rotors back up to maximum speed each time the shuttle car comes back to the seconaary haulage system. The electrical charge motor is connected to a power source to recharge the system while the load of coal is being discharged.
