Belt conveyor systems for long-distance haulage are nowadays in a competitive position with conventional methods of transportation such as railways, truck haulage, and also pipelines for solid materials. In a number of cases, the economical use of conveyors is obvious. This is in all those cases where typical features of a conveyor system are showing the outstanding economical position in the very first approach for a certain project. Regarding downhill conveyors, with today's level of belt conveyor techniques nobody would reasonably doubt the justified application of a conveyor system, - as for instance at the Marcona Mining Installation, or at the iron ore mine of Lamco in Liberia.

During 1982, record advances have been achieved in the excavation of vertical shafts with a V-Mole (a vertical shaft boring machine). The V-Mole, supplied by Wirth GmbH in Erkelenz, West Germany, has been used in West German coal mines since the early seventies, mainly for the construction of internal shafts. In 1981, it was brought into the United States for the construction of a series of ventilation shafts with depths varying between 512 m (1680 ft.) and 622 m (2040 ft.) excavated to 7.0 m (23 ft.) diameter. These shafts were needed for the development of coal mines for Jim Walter Resources, Inc. in Brookwood, Alabama. After a description of the mechanized shaft excavation system with the V-Mole, the conditions and parameters, such as ground, shaft dimensions, and linings are discussed. These factors are important considerations for a technically and economically feasible utilization of the V-Mole. In addition, the advantages and disadvantages of using the V-Mole technology in comparison to other shaft construction methods are evaluated.

Surface mining of coal in the South developed into a major industry during the 1960's. The economic significance of the industry is much greater than is readily apparent when one considers only the value of the coal mined. The abun-dant supply of relatively inexpensive steam coal for electric power generation that has been derived from the surface mines has provided the foundation for the industrial expansion that has occurred throughout the South. The region, in gen-eral, has enjoyed the benefits of plentiful low cost electric power. However, re-cent political decisions, at all levels of government, threaten to destroy or severely curtail the surface mining of coal and eliminate the economic advantages once enjoyed by the region. These political decisions are rapidly changing the basic rules of operation and fundamental economics of surface coal mining. Recent changes, resulting from the enactment of environmental and health and safety laws and various bureaucratic rules and regulations, have had a three-fold effect: 1) Greatly increased operating cost, 2) increased lead times for mine development, 3) limited potential reserve base for future mining. Also current legislative proposals are casting a shadow of uncertainty over the future of all coal mining operations that has created serious delays and in-creased cost for the expansion of the coal industry necessary to meet our project independence goals. Column flotation cells continue to gain acceptance in the coal industry for the treatment of high-ash streams containing clay slimes. Unfortunately, some industrial installations have failed to meet expectations due to improper scale-up, incorrect operation and poor ancillary circuit design. To overcome these problems, case studies have been conducted to fully define the capabilities of column cells for coal applications. These data have been used to develop generic engineering guidelines for column circuit design and operation. An economic analysis has also been conducted to illustrate the importance of key capital cost considerations. These analyses indicate that column cells are significantly more expensive than conventional machines, although this difference can be greatly reduced through the installation of very large-diameter columns.

It is important to realize that lending institutions have a very different risk-profile from that of an equity investor. For bank financing, a feasibility study must address the concerns of the lender and these can be summarized under the four 'PI Is: Project, Performance, Product and People. Generally, feasibility studies focus on the measurable project risks associated with a new venture, but frequently insufficient emphasis is placed on key risk areas such as ore grade and metallurgical recovery. Before accepting full or even partial non-recourse risk, financial institutions will demand evidence that the project was constructed according to specifications and within budget and that its Performance within agreed limits has been demonstrated. Product risk should be discussed in detail in any feasibility study. For industrial minerals, penetration of the market can be critical to success and for commodities with volatile prices, the sensitivity of the cash flow to a range of prices should be carried out. Methods of reducing price risk such as long term contracts or, in the case of gold, forward selling should be carefully evaluated. The basic principal in the ISL process involves the recovery of metal values by moving fluids through rock instead of moving rock. The process combines surface and sub-surface operations, with the economic performance controlled by four major factors; rates of fluid injection and production from wells; the rate of mineral solubilization; the volume of rock swept by the fluid; and the volume of solution processed through the system. This paper discusses various technical and economic parameters affecting these four factors and how they impact project costs.

Completion of a railroad to the high Tibetan Plateau in Central China has now made it economical to exploit its mineral reserves. Lead and zinc mines are now being established. A potash plant to produce 40,000 tons per year KC1 is now in operation. Plans to produce 200,000 tons per year by 1987 are being implemented. Pilot drilling for oil and natural gas have proved up reserves. Slaughter houses are being constructed to ship yak, mutton and beef from the endless grasslands on the plateau. Research Centers in Xining and Golmud have been completed for the sole purpose of increasing technology and exploitation of the Tsaidam Basin and surrounding area.

The demand of manufacturing high-purity magnetite concentrate leads to the advent of various magnetic separators. A novel magnetic drum separator has been developed with an optimal permanent magnet system and a complex-forces field is adopted, involving magnetic force, gravitation, fluid resistance, friction, inertial centrifugal force, etc. Proper ultrasonic probes are inserted into the bottom tank to break up the magnetic floes. The performance of magnetite in the complex-forces field is described and the optimal operation conditions are suggested.

"The Sanitation Districts of Los Angeles County is planning to construct a new, approximately 7-mile-long (11.3 km) effluent outfall tunnel to be excavated by TBM and lined with precast concrete segments. Anticipated net operating pressures within the tunnel are expected to approach 3 bar. To counteract joint opening and exfiltration leakage, an approach has been investigated to post-tension the precast concrete tunnel lining with steel tendons. The tunnel alignment crosses several seismically active fault zones, at which installation of steel pipe is proposed as a secondary inner lining to mitigate potential offset displacements. This paper discusses the tunnel lining design approach and methods used to address these unique challenges.INTRODUCTION The Sanitation Districts of Los Angeles County (Sanitation Districts) is planning to construct a new 18-foot-diameter (5.5 m), approximately 7-mile-long (11.3 km) tunnel from the Joint Water Pollution Control Plant (JWPCP), located in the City of Carson, to the existing White Point outfall manifold structure at Royal Palms State Beach (RPSB) (Figure 1). The project is part of the Sanitation Districts’ Clearwater Program, which will improve overall system reliability through the repair and replacement of the existing aging infrastructure. The existing system includes two 6-mile-long (9.7 km) tunnels, 8- and 12-feet in diameter (2.4 and 3.7 m), and four ocean outfall pipes with a maximum capacity of approximately 675 million gal/day (MGD) (2.6 billion L/day). Addition of the new parallel tunnel will increase overall capacity to accommodate peak wet weather wastewater flows of up to 1,262 MGD (4.8 billion L/day) and will allow inspection and repair of the existing tunnels. The new outfall tunnel will be excavated using a pressurized face tunnel boring machine (TBM). Shafts at the north (JWPCP Shaft) and south (RPSB Shaft) ends of the proposed alignment will connect the tunnel to the existing wastewater treatment plant and existing ocean outfalls manifold and during construction act as launch and receiving shafts for the TBM. The tunnel will be excavated from north to south as a single heading."

Coal-oil mixture (COM) combustion technology is regarded by the Department of Energy as near term, and potentially applicable to existing utility and industrial steam generators and for injection into blast furnaces. From work done previously, it has been established that COM can be burned in existing boilers, into blast furnaces. Therefore, the issues being addressed by the current DOE program are: (1) determination of best available technology to achieve environmentally-acceptable long-term reliable operation and (2) determination of applications for which COM can be utilized economically. Some of the technological options have begun to be determined by projects already under way. However, many projects are still in the early stages of development.

Cross country belt conveyors are becoming the preferred method of bulk material handling in the industrial complex. Installed cost, maintenance, reliability, simplicity and operating expense enhance this choice, especially when faced with rising cost and questionable availability of liquid fuels. Conveyor flights are getting longer, faster, and higher in capacity, and are being installed in rugged terrain. Rights of way are often difficult to obtain. All these considerations lead up to design aspects well beyond those for in-plant conveyors. This paper points out some of the aspects that lead to the successful design of a cross country belt conveyor system.

Formalized technical audits for mining machinery during manufacturing are a fairly new concept to the North American mining industry. Although used extensively elsewhere, especially in Australia, the concept of independent auditing of machinery design and manufacturing has been slow to gain acceptance in the United States and Canada. Simply stated, a technical audit is an independent, third-party review of all or specific portions of machinery design, manufacturing and assembly to verify compliance with purchase specifications and suitability of the machinery for the specified application. If specified correctly, the useful life of different kinds of structural and mechanical components can be extended beyond normally accepted usage. There is no reason why, if properly designed and built for the application, major structural components on mining machinery cannot be made to last for 20 years before being rebuilt. Also, gearing can be made to routinely last for 15 years.

Road construction in the near future will require contractors to guarantee that a project will remain trouble free for years after the project has been completed. These guarantees will challenge aggregate producers to become technically proficient in judging performance of their products. Testing procedures are described that may be used to predict performance of concrete and asphalt pavements before being committed into a construction project, and may also be used as quality assurance tools during construction to monitor performance as construction proceeds.

Iron Mountain Mine Rehabilitation Project Brief History The Iron Mountain Mine is located in Northern California approximately 12 miles northwest of Redding. The ore body is a large, very dense pyritic intrusion, discovered in 1860, and initially minded for silver. The silver played out quickly and 34 years later the ore body was mined for copper. Copper mining was scheduled to cease in 1939, but WWII prolonged the closure. After WWII, the pyrite ore was mined to produce sulfuric acid. In 1949 when large amounts of cheaper sulfuric acid were being generated by the oil industry the underground mine shut down. Little was done with the site conditions until 1970 when the U.S. Bureau of Mines began monitoring the pH of the effluent. The initial pH readings were around 2.0. This was lower than anyone expected. Laboratory tests showed that when the ore from the mine was submerged in water, the pH of the water would stabilize above 4.0. However, the pH got steadily lower. In 1989 with the ph around 0.7, the U.S. Environmental Protection Agency (EPA) required the owner to build a capture and treatment facility. During this initial period, the majority of the effort was spent on the treatment plant. The relationship between the mine owner and the EPA was basically an adversarial relationship from the very beginning. In 2001, North Pacific Research was hired to upgrade the capture and control facility. The general layout of the Iron Mountain Mine is shown in Figure 1.

This paper illustrates an approach to quantitatively document the degree of technical conservatism to be incorporated into the design of a waste isolation system in bedded salt. It is anticipated that for an actual repository site the key performance constraints and/or design bases identified in this paper will be reviewed, and modified or supplemented as required. Ultimate acceptance of a repository will be dependent upon scientific peer input and scrutiny of the demonstrated conservatism inherent in each specific repository site and design.

Restrictions on fugitive emissions and crushing operations continue to get tighter. Although fugitive dust control in the gold mining industry has historically been difficult, there are now several options that can make dust control both effective and efficient. Using new technology, mine operators can now design and maintain a dust control program that can reduce product losses, decrease equipment failure, cut cleaning costs, and meet air quality compliance standards as well as provide a better working environment. This paper discusses the sources of fugitive emissions related to the gold mining and crushing operations and describes effective new control methods.

The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980s. About 45 Mt of hazardous wastes are produced yearly. One major aspect of the problem is the siting, design, and construction of' environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sites for several reasons. • Surface mines offer an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic, savings when compared with sites on undisturbed lands that might require extensive excavation or embankment construction. • Surface mines often have an abundance of mine spoil available that could potentially serve as construction material. This could result in a significant economic advantage over other sites that might require extensive amounts of construction material to be excavated or hauled in. • Operation of a commercial disposal facility in a surface mine can reduce or totally alleviate reclamation costs. • For an abandoned surface mine, conversion into a disposal facility could represent a positive form of land use and may provide a means for reclaiming lands that would otherwise remain unreclaimed. Despite these positive reasons, there are many technical factors associated with surface raining that can make the prospect of disposal site development an uncertain one. Before discussing factors associated with mining that can present siting, design, or construction problems, some understanding of the basic components of a chemical waste disposal facility is necessary.

TBMs offer key project schedule benefits with high rates of progress, which is a unique economic advantage recognized for mining projects where timing is of the essence in order to advance mining development and achieve early startup for operations. A thorough evaluation of the anticipated ground conditions should be performed as part of the decision to adopt a TBM for a mining project. Minimum specifications for TBMs are necessary in order to prevent the incorrect type of TBM from being used. Appropriate geotechnical investigations are necessary in order to provide key information on the anticipated subsurface conditions for careful planning and design of the proposed tunnel alignment. The overall site and geological conditions associated with some projects may suggest that it is not appropriate to use TBMs for some mining projects due to a perceived higher risk.
