This paper follows that of the Milos Conf, 2002 and examines the collection and reporting of SDIs in the industrial minerals industry in Europe. It compares the characteristics of the GRI Reporting Guidelines, with its Metals and Mining Sector Supplement with those of the EU DG Enterprise Scheme, launched in 2001. The particular issue of SME's and companies which are not publicly traded is examined. The pros and cons of participating in such schemes is a central theme of the paper. The paper concludes that there and many business benefits for these companies in participating and submitting their data. The European Commission Scheme is strongly recommended for companies in the sector which are SME's and not-publicly traded as well as large firms who are listed on European Stock Exchanges.

The modern era of mineral exploration in Panama began in the late 1960's, resulting in porphyry copper discoveries at Petaquilla, Rio Pito, and Cerro Colorado. In contrast, Panama's early mining history (1503 to the early 1700's) was associated with gold. A single mine, Cana, in Darien Province, produced more than one Million ounces of gold in the colonial period. Except for episodic exploration activity by British and French interests, Panama's gold potential since the 1700's has been largely ignored.

The 1.8 million tonne Itos tailings deposit is the result of sever­al years of processing by Comibol of the San Jose and ltos Mine ores at Oruro Bolivia. The historic flowsheet consisted of a flotation circuit in which silver-bearing galena and stibnite were concentrated. Approximately half the silver in the ore was not recovered, and the existing tailings contain slightly over 200 grams silver per tonne, in the form of complex sulfides of silver, antimony, lead, and other metals coating grains of pyrite. An extensive laboratory program was conducted to exam­ine conventional processing l)lethods such as cyanide leaching and regrinding followed by flotation. However, the silver-bear­ing sulfides are in intimate contact with the pyrite and the pyrite comprises 30% of the total tailings weight. Cyanide leaching recovers only 40% of the silver and the cyanide consumption is uneconomically high. Flotation produces an upgraded, but still uneconomic, concentrate. For this reason, chloride leaching had been evaluated by Comibol, and in the mid 1980's Comibol undertook an innova­tive test consisting of two 300 tonne field heap leaches using a cold chloride solution. The tests were partially successful, but could not be applied to the bulk of the tailings which are already ground to 50% minus 200 mesh. In 1992, Kappes, Cassiday & Associates undertook to develop a hot agitated chloride leach flowsheet, and is current­ly constructing a treatment plant under a turnkey contract from a Bolivian company, Baremsa, S.A. Using this process, 85% of the remaining silver can be recovered, with significant by-prod­uct credits from antimony and lead. The project features hot, agitated acidic chloride leaching, filtration, crystallization of lead chloride, and precipitation of metals using iron scrap. Arsenic is removed from the precipitate by caustic leaching, and minor metals by furnace refining. Antimony is recovered as the oxide by cupelation, and silver is poured as <lore from the cupel. Production rate will be 600 tonnes per day. Startup is scheduled for late 1995.

In late 1995 at the Randol symposium in Squaw Valley, I gave a paper which described the Itos project flowsheet. At that time, project construction was nearly completed and stmtup was close. This paper describes the ltos operation since then. To summa­rize things, startup occurred partially in late 1995 with full start­up of all components in about mid 1996. From then until now, April 1998, the plant has been running at partial capacity and has yet to achieve full production rates.

The IVAR Project is Norway&apos;s largest sewer project presently under construction. One part of it is an 8.1 km (26 575 ft) long, 3.5 m (11 ft 6 in.) diam tunnel, bored in one year. The tunneling project has been running smoothly; however, not everything has been easy. A few of its features are highlighted in this paper: The use of 9 0 (12 cu yd) muck cars on a double track back-up in such a comparatively narrow tunnel. Employing only four men in the tunnel, including the loco driver. A quartzite dyke - 96% quartz with 350 MPa (50 000 psi) and more compressive strength - turned out to be 640 m (2 100 ft) thick instead of the predicted 90 m (300 ft). Passing under a gaseous swamp with only same 5 m (16 ft 5 in.) of rock cover on top.

All Sanitary District contract documents for new tunnel construction permit the Contractor a choice of four (4) separate alternate tunnel sections. This is the result of a continuing District policy to encourage at all times the use of the most suitable construction techniques and to attract to District construction the broadest spectrum of proven capabilities. Figure 1 indicates the alternate tunnel sections allowed on District contracts as follows: 1. A horse shoe section, ribbed and lagged, and a poured reinforced concrete tunnel liner; 2. Circular section, ribbed and lagged, and a poured in place reinforced concrete tunnel liner; 3. Circular section, ribbed and lagged, and a precast reinforced concrete pipe liner grouted in place; and 4. Circular section, no temporary lining, and a precast reinforced concrete pipe liner to be jacked in place. The Sanitary District now has in operation 10,500&apos; of 5&apos;6" I.D. and 6,500&apos; of 5&apos;0" I.D. jacked tunnel. An additional 5,600&apos; of 7&apos;6" I.D. jacked tunnel is currently under construction.

The use of standard dense-media cyclones is well known, as they have been in use for many years. They are especially well suited for operating at low separating densities and for treating difficult coals containing a high percentage of near-gravity at the point of separation. Very few modifications of the basic design have ever been made. The author recently, however, has been interested in the development of a new type of dense-media cyclone that has been produced in Japan. He has observed the testing of this unit and has collected much data which he feels should be of considerable interest to coal preparation engineers. He feels that this unit, called the Swirl Cyclone, may be of substantial value as an alternate to the standard cyclones. It is certainly worthy of further investigation. There has been relatively little written in English-language publications on the Swirl Cyclone. It was briefly described at the Fifth International Coal Preparation Congress. I It has been described in a general manner by the author in two prior publications. 2, 3 This paper proposes to describe this device in more detail and at the same time submit technical data illustrating its wide characteristics.

Zimbabwe The Republic of Zimbabwe is situated in south central Africa and north of the Tropic of Capricorn. The country is land-locked, bounded on the north by Zambia, on the south by the Republic of South Africa, on the east by Mozambique and on the southwest by Botswana. Nearly 400,000 sq km in area, Zimbabwe is bigger than both France and Spain and nearly three times the size of England. The outstanding physical feature is the central plateau, known as the highveld, which is about 650 km long and 80 km wide at an elevation of +1,200 m, and on which the Jena Mines is located. Because of its elevation and inland position, Zimbabwe&apos;s climate is temperate, generally drier and cooler than is normally expected in the tropics. Zimbabwe&apos;s population is in excess of 10 million. English is the official language, with Ndebele and Shona being the main ethnic languages. About one million people live in Greater Harare, the capital city. The basic unit of currency is the Zimbabwe dollar, which has depreciated substantially over the past few years. Currently (November, 1995), the exchange rate is $US 1.00 = $Zim 9.00, compared with $US 1 .OO = $Zim 2.50 in 1991. Project Area The Jena Mines Complex is situated in central Zimbabwe (Figure 1), in the Silobela area of the lower Gweru River valley. The mine site is 270 km from Harare by paved and gravel road. The Jena Mines property consists of a single rectangular (8 km by 5 km) shaped mining lease with an area of approximately 40 sq km (Figure 2). Annual average precipitation is 720 mm falling in the summer months between October and April. Mean daily maximum temperature is 24°C in October and mean minimum is 14°C in July. The southern parts of Zimbabwe have experienced drought conditions over the past four years which has affected water and power supplies. The countryside in the Jena area is generally low relief with a gentle slope to the northwest. The mine site topography is flat with an average elevation of 1,210 m. Zimbabwe Mining Industry Zimbabwe has a long mining tradition, particularly for gold. In the 1,200 years preceding European colonization, it is estimated that about 4,000 ancient mines produced between 600 and 800 tonnes of gold. Since the turn of the century more than 1,700 tonnes of gold have been produced. An excellent infrastructure has developed to support the mining industry. This includes a well- maintained system of paved roads, railway links to major mining areas, an electricity grid covering most of the country, and numerous industries manufacturing a wide range of mining supplies. Jena History The claims in the Jena Mines area are among the earliest registered in Zimbabwe. The gold potential was easily recognized because of extensive ancient (pre-European) workings. European trading beads from the 14th Century have been recovered from anthills in the mine area. Development of the Jena Mines commenced in 1898 and several mines have operated intermittently over the past 90 years. The Jiboia heavy mineral sands deposit is a new discovery associated with the São Francisco River delta on the northern coast of Sergipe state. The identified resources are part of the much larger mineralized trend. Mineralization is hosted in paleodunes deposited on Holocene marine terraces (Fig. 1). The dunes are up to 30 m above sea level, and mineralization occur from 6 m above sea level upward. The main ore minerals constitute pseudorutile, ilmenite, zircon, rutile and monazite. This work presents a thorough characterization of the mineralogy and granulometric distribution of the Jiboia orebody.

A new system for leaching many types of ores has recently been developed on a commercial basis by J and J Research and Development, Inc. of Hanover, New Mexico. This revolutionary new leaching system consists principally of three new leaching reactors; viz, (1) a large, air-agitates, column-like reactor for leaching crushed ores that is constructed in an underground environment and has the inherent ability to do a very efficient job of leaching, (2) a vat-like, air-agitated vessel for leaching an rinsing finely ground ores and , (3) an air-agitated copper precipitation column that is built underground and utilizes an inexpensive dense or heavy scrap iron as a copper precipitant. Each of these new reactors have been used in a large leaching plant near Hanover, New Mexico.

A novel system for the depression of pyrite and the ash-forming minerals has been developed. A metal ion, including but not restricted to Fe+2, is added to form a hydroxide coating on the pyrite or ash-forming mineral. A polymeric depressant is then added to attach to this re-surfaced mineral. Nearly 200 flotation tests with a 11 different coals indicate the effectiveness of this system. Many of the important process variables such as the coal source, frother-collector system, grind size and procedure, pH, metal ion, and depressant type and concentration have been studied.

Introduction The Kaiser Resources Ltd. hydraulic coal mine is located in south eastern British Columbia, Canada, at the western end of the Crowsnest Pass, next to the Town of Sparwood. The seam presently being mined is the number 10, known locally as the Balmer seam, which is a high quality coking coal, 50 feet in thickness and of an average inclination of 35 degrees. The mine was designed in the late sixties as a small scale trial unit, and was to use a single monitor unit, working 3 shifts per day on a 5 day per week basis. Experience has proved the method to be so successful as to warrant the expansion of the ancilliary facilities to cater for the increased production. The annual raw coal production from this single monitor unit has risen from 108,988 short tons in 1970 to 942,334 short tons in 1975, with a total mine labour force of about 160 men including the surface de-watering plant, mine supervision and mine administration.

The Karst asbestos deposit, discovered seventy years ago, is 32 miles south of Bozeman in southwestern Montana. The deposit is about one-half mile west of the Gallatin River which flows in a deep V-shaped valley flanked on either side by rugged mountains. The Madison range is west of the river and the Gallatin range lies to the east. A busy all-weather highway, U.S. No. 191, follows the river and is the major north-south route between Bozeman and the Gallatin valley to the north and Idaho and the west entrance of Yellowstone National Park to the south. The asbestos deposit is a large body of serpentinized peridotite in which anthophy11ite.occurs, both as distinct veins and as a disseminated mineral in the peridotite mass. The known exposures of the asbestos-bearing rock occur on a steen south slope at an "elevation of about 7000 feet, an elevation &apos;which is about 1200 feet above the Gallatin River. Over the years, a number of small companies have attempted to exploit the Karst asbestos deposit without continuing success. The present operator, Galaxy Mining Corporation, has attempted a systematic approach to the problem by utilizing geologic and engineering surveys to determine the economic and technical feasibility of a mine and plant to produce a finished asbestos pro-duct. The results of this work indicate a high probability of success for the project. However the company now faces that dilel1lJllB so common to the non-metallic mineral business; that is, whether to continue a research program of further mineralogical and technological studies in conjunction with detailed market surveys or to rely on the work done to date and embark on a pilot progril1n

The Kelsey Centrifugal Jig is an enhanced gravity concentrator capable of separating fine minerals and/or minerals with relatively small differences in specific gravity. Since the first commercial installation at the Renison Bell tin mine in Australia, development and improvement in hardware has continued, including the introduction of the high-capacity J1800model Kelsey Jig. The Kelsey Centrifugal Jig is widely applicable to fine mineral recovery duties, with key application areas including mineral sands, tin, gold and nickel. Other areas of application include: iron ore, base metals, chromite, PGMs, soil remediation and scheelite. The Kemmerer Coal Company&apos;s Sorensen Mine is located approximately 7 miles Southwest of the Town of Kemmerer, Lincoln County, Wyoming. The coal it produces is delivered via conveyor directly to Utah Power and Light&apos;s Naughton Steam Generating Plant. The Plant went on the line in the spring of 1963 and the Sorensen Mine has been producing coal since February of that year. In this period, approximately 2, 000, 000 tons of coal have been delivered to the Plant. Present Sorensen mining operations are being carried out in the upper seams of the Adaville Formation. The formation contains, in some places, up to 30 coal seams of varying quality and thickness. Thirteen seams are considered major and are given numbers; the rest are considered splits off of the major seams and are so named. The lowest seam stratigraphically is the No. 1, or Elkol seam. So far, it has not been committed to power production but is being held in- reserve. It is the thickest seam with 80-90 feet of coal as its average thickness. The other major seams vary from 10-50 feet thick, with most of the seams averaging 17-26 feet of thickness. Each major seam has been opened at least once&apos; to obtain a true gross sample of the coal&apos;s performance in the Plant.

Introduction The Utah Copper Division of Kennecott Copper Corporation will present its contribution to the A. M. Gaudin Flotation Symposium in four parts. The first two segments will discuss briefly the historical development of the Utah Copper Division and describe the ore body. The third segment will review the facilities and operating procedures for the Utah Copper Division&apos;s newest plant, the Bonneville Concentrator. The fourth segment describes flotation process circuitry, including molybdenite recovery procedures, at the Arthur and Magna concentrators. (The Bonneville concentrator is a crushing and grinding unit and does not have its own flotation plant). 1. Historical Development Progress through change has been the key to the successful operation of the Utah Copper Division for more than 70 years. As the original low-grade copper operation, the pressures to remain competitive and profitable have dictated the timing and extent of each change. Much of the change has occurred through technological and economic advancements in the area of ore concentration. The Utah Copper Division of Kennecott Copper Corporation had its origin June 4, 1903, when the Utah Copper Company was organized. The initial mill of 300 tpd (tons per day) capacity was built at Copperton a few miles below the present Bingham Canyon mine site. From 1904 to 1910, the Copperton mill was expanded to a capacity of 1,000 tpd, and all of the known apparatus for gravity concentration were evaluated.

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. INTRODUCTION New York City Water Supply—Background and History Since the 1840s New York City has been developing the largest, and perhaps, the best urban water supply and distribution system in the world in terms of quality and reliability. One of the engineering marvels of the modern world, the New York City water supply and distribution system serves a population of almost nine million, including residents in nearby Westchester, Putnam, Ulster, and Orange Counties of New York State. The average daily supplies presently are running at almost 60 m3/sec(about 1,350 million gallons per day). The watershed for the New York City water supply system, under the jurisdiction of the New York City Department of Environmental Protection (NYCDEP), consists of19 reservoirs and three controlled lakes, and covers an area of approximately5,000 square kilometers (about 2,000 square miles) north of New York City. The watershed total available storage capacity is about two billion cubic meters (560 billion gallons) and is divided into three reservoir systems: the Catskill and Delaware watersheds located West of the Hudson River; and the Croton watershed, located east of the Hudson River, see Figure 1. The first element of the system, the Croton Aqueduct, started operations in 1842.Through several updates and expansions, the present-day Croton system was in place by 1911, providing a potential maximum supply of about 15 m3/s (about 340 mgd). The system includes ten reservoirs and three controlled lakes. In the late 1800s, with the tremendous growth of the City, New York City water engineers began to look for additional sources. Between 1907 and 1929, the City acquired water rights and constructed a new 148 km (92 miles) Catskill aqueduct to convey water from the Ashokan Reservoir to the City. "Gold, silver and copper form various complexes with cyanide, of which only the singly charged dicyano form adsorbs appreciably on activated carbon. The adsorption of the dicyano complexes appears to be controlled predominantly by chemical reaction at the surface of a shrinking unreacted core. Metal uptake over time is non-linear, which eliminates control by boundary layer diffusion. The rate of adsorption is not enhanced by a reaction interruption, which suggests the absence of concentration gradients in the pores. Finally, the rate of adsorption increases with decreasing activated carbon size in a manner consistent with the shrinking core model. The results of this investigation accentuate the importance of efficient acid washing of carbon and removing carbon fines from the barren carbon stream. INTRODUCTION With the dwindling reserves of high-grade ores, most of the world’s gold is produced from low-grade ores by cyanide leaching. In the past, leaching was followed by the Merrill-Crowe process, in which gold is precipitated from clarified pregnant solutions by zinc cementation. This process is still being used for high-silver ores, where the cost of carbon stripping becomes prohibitive. For deposits with silver-to-gold ratios of about 4 or less, adsorption on activated carbon would be the usual solution purification step taken. The process simplifies solid-liquid separation and offers a viable solution to preg-robbing organic carbon in some ores. The modern industrial application of carbon adsorption started with the carbon-in-pulp (CIP) process, where carbon adsorption was used mainly as a solution purification step. In 1973, Homestake Mining Company commissioned the first large-scale CIP plant in the U.S.A.1 Later, carbon was added earlier in the circuit to control preg-robbing by adsorbing gold cyanide onto activated carbon as soon as it is dissolved. The scheme is successful because activated carbon is a stronger adsorber than the organic carbon found in preg-robbing ores. This process came to be known as the carbon-in-leach (CIL) process. Numerous research investigations have been performed on the chemistry involved in the CIP process, which at the time of its introduction was not clearly understood. Of these, research on the kinetics of adsorption probably bears the most immediate impact on industrial practice,2,3 where adsorption systems rarely reach equilibrium, if at all, and slight slowdowns in the adsorption rate can translate into significant decreases in revenue. To illustrate this, organic compounds, like flotation reagents, have been known to impair CIP circuits. However, laboratory tests showed that the organic compounds do not significantly affect the adsorption capacity of activated carbon. Rather, the harmful effect may be attributed to a lowered adsorption rate.4,5 Also well known is the faster rate at which fine activated carbon powders reach equilibrium compared to coarse activated carbon, even though the final (equilibrium) amount of material adsorbed per unit weight is the same."

The Zadra, AARL and organic elution processes and variations of them are presently widely used to recover gold from activated carbon. Despite this the study of the kinetics of elution have received relatively little attention. It is the aim of this study to investigate the rate processes taking place during elution in both inorganic and organic solutions. Batch adsorption and elution rate and equilibrium experiments were performed. The spatial concentration of gold inside carbon particles at various stages of the adsorption and elution processes were measured with a scanning electron microscope using an image analyzer to control and manage the micro-analysis data. The activated carbon particles exhibited film and intra-particle mass transfer rate- controlled behaviour during adsorption in a caustic aqueous solution at 95°C. Elutions in the aqueous caustic acetone solution at 30°C and the caustic aqueous solution at 95°C were unaffected by change in stirring rate. Elution was modelled by desorption reaction rate-control at the outer surface of the carbon particle. Adsorption and elution isotherms under duplicated solution conditions showed reasonable agreement for the inorganic solution and a large disparity for the organic solution.
