Why is there such an increased thrust toward positive multiple use land management and where will it lead? History and purpose of the mining law of 1872. John Marshall discovered gold at Sutter?s mill near Coloma, California, on January 19, 1848, and utter chaos resulted. The great migration of people to the undeveloped western lands had begun. Prior to this discovery, copper, lead, and iron had been the minerals for which the laws were made. With this discovery of gold on the public domain, it became apparent that congressional legislation was necessary. This became even more apparent as each of the numerous mining districts which were springing up in California, and elsewhere in the west adopted local miners' customs to regulate their activities. Although these early miners acted under mining district rules and in some cases state regulations, they were, in reality, appropriating minerals without sanction of federal law.

Our subject, "Safety, Legal, and Contracting," is a range of topics which covers a broad spectrum, but is obviously Intended to focus our attention upon certain particular aspects of tunnel problems. These are all fascinating and complex subjects, and others are much more qualified to discuss to discuss the fine points involved. Put after some 45 years' involvement as an inspector, engineer, contracting officer, and especially for the last 22 years as a contractor's estimator and manager, I have developed some strong and definite convictions to share with you. I hope it will serve to get you started thinking. My first tunnel experience was in a soft ground tunnel which was dug by hand, literally. The crown or arch back was taken out, a pebble at a time, by bare hand. The face was constantly breast-boarded, and the mucking was all done by hand shovel. My first rock tunnel was drilled by hand held drifters from the muck pile. Since then, most tunneling techniques have improved greatly. The jumbos, booms, muckers, and moles have taken over many of the back-breaking chores, and reduced the manpower requirements.

In spite of distractions from glam-our areas (ground control, computers, etc.), excavating and bulk handling in mining remains paramount but is now undergoing dramatic advances. The massive intervention of mining and civil engineers as "engineer-users" into the tight, exclusive, and specialized bond between the equipment operator ("operator-users") and the manufacturer (mechanical engineers "and sales "reps") has now occurred. Three developments have accelerated this: 1) larger, more costly, complex, specialized, and innovative equipment; 2) a more profound understanding of the equipment, operations, and working conditions (encumbered space); and 3) a concurrent thrust into "high-tech," (automatic and remote controls, sensors, automation, artificial intelligence, and even robotics) and human factors (workload intensity, work-station design). This has produced a well-defined professional discipline, including construction and even military engineering. The mine plant, and to a lesser extent, the mine face, is now being monitored. Equipment conferences, journals, and centers at universities and agencies have multi-plied. The discipline's impact on future mining now becomes more apparent.

The conversion of maf coal to pyridine solubles and gas was investigated in a microautoclave batch reactor for two Kentucky washed coal samples (Ky. #9 and Ky. #11). Solvent hydrogen donor strength was controlled by the tetralin content of a mixed 1-methyl naphthalene-tetralin solvent. Primary liquefaction conversions greater than 90% in 10 minutes of reaction time at 427°C were achieved in liquefaction solvents with moderate hydrogen-donor strength (circa 40% tetralin). A modified irreversible first order rate expression, containing a parameter (a) to account for the intrinsic reactives of the maf coal, described the experimental kinetic data rather well. The integrated form of this rate expression is -k1e x = a (a- ß)e (eq. 1) Parameter ß in equation (I) is the pyridine solubility of the starting maf feed coal, x is the primary liquefaction fractional number of conversion, k1 is the specific reaction velocity constant and ? is reaction time. Primary liquefaction rate was found to be quite temperature sensitive and independent of coal when a liquefaction solvent containing 40% or more tetralin was employed. Primary liquefaction rate appears to depend on liquefaction solvent hydrogen donor strength for solvents containing = 40 wt.% tetralin. The intrinsic reactives in the maf feed coal or a appear to depend mainly on the inertinite group maceral content of the coal for the two coals studied in liquefaction solvents containing 3 40wt.% tetralin. In contrast, a appears to decrease in liquefaction solvents of low donor strength., i.e; solvents with less than 40wt.% tetralin.

Following the wide-spread acceptance of ANFO as a useful, low cost blasting agent, studies have been made to adequately describe the physical and explosive properties of this material (1). As the quality of the AN blasting prill improved, reliability and sensitivity to initiation were greatly increased and many methods of priming were chosen from the standpoint of economics with little appreciation for the need to initiate so as to obtain the most efficient detonation. Under certain conditions, ANFO could be initiated with primers no more powerful than a No. 8 blasting cap (2). Research on primers for ANFO followed and it was demonstrated that this blasting agent was subject to extreme transient velocities upon initiation with wide variations in energy output depending upon the nature of the primer. For these reasons it was shown that powerful priming was economically justified (3). These studies helped to define the properties of an effective primer and the guides for its efficient use. In the vast surface coal mining industry, technological advances in earth moving equipment were paralleled by the development of larger and larger borehole drills (4). Even though ANM) was the major blasting agent used in this industry, investigations of priming techniques in these larger boreholes was almost non-existant. In 1962, Mr. Cleon Woolsey of Enos Coal Company disclosed to the industry that dramatic improvements in blasting production could be achieved with new priming and boostering methods (5). The research program at the Atlas laboratories was designed to explain these results and extend the study of initiation of ANFO with both high explosives and slurry explosives and to define the principles involved.

On October 27, 1972, ground was broken for the first section of the Second Avenue Subway, a two track underground rail system that was to extend from the south end of Manhattan at Broad Street, north to the Harlem River at 126th Street, a distance of eight miles. This ground breaking was the culmination of 67 years of planning for an east side subway in Manhattan. Following the successful opening of New York City's first subway on October 1904 there was a mass planning for additional subways throughout the City. In 1905 approval was requested of the Board of Estimate for a First Avenue route and Third Avenue route. The Third Avenue route was approved but when action was not taken to start construction, the approval in accordance with the conditions under which it was given was withdrawn. Further reports and plans for an east side subway, usually to be constructed on Third Avenue, were issued in 1920, in 1922, in 1924, etc. Those of us who had worked on the Sixth and Eighth Avenue subways in the thirites and early forties left to join the armed services of World War II in the expectation that we would return and start work on designing and constructing that east side subway. The reason that much of the thrust in those years was to construct on Third Avenue was that there was a Third Avenue "EL" and business interests of the City were in favor of its demolition. This demolition was accomplished in 1955 so one of the incentives to construct on Third Avenue was removed; but an east side subway was always part of the master plan of the City.

When using perlite as an insulation, it is important to determine the requirements for different applications as this influences the processing of the perlite. In cryogenic applications, perlite properties of low density and fine particle size are desirable, while Loose fill insulation applications require similar properties and water repellency. However, in perlite insulating concrete applications, a coarser particle, of higher density, is required to provide improved compression strength. The essential properties of perlite including, particle size, density and surface treatment are discussed in relation to the various insulation applications. The research laboratory of B.U.S Engitec has identified and patented a new process for electrolytic production of lead from lead sulphide concentrates with simultaneous production of elementary sulphur. The process occurs in an aqueous solution, at atmospheric pressure, utilizing a solution of ferric fluoroborate in fluoroboric acid as the oxidizing and solubilizing medium for lead sulphide. After the filtration and separation of a residue composed of elementary sulphur and the gangue which accompanied the concentrate, the solution containing lead as fluoroborate and iron reduced to a ferrous state is sent to a diaphragm electrolytic cell where, in the cathode compartment, the lead is deposited in a compact form on the stainless steel permanent blank. The exhaust solution stripped of lead is sent to the anode compartment where the oxidation of ferrous fluoroborate into ferric fluoroboratetakes place, reproducing the oxidizing solution for new leaching. Depending on operating conditions, it is possible to selectively solubilize the lead from the other metal values present in the concentrate. The sulphur produced from the reaction may be separated from the gangue by extraction with solvent or by flotation.

This paper briefly reviews the historical development of the Rotary Kiln-Electric Furnace Process, which was first applied commercially to the treatment of qarnieritic ores in New Caledonia in the mid-fifties. It describes various technological improvements introduced, since, in industrial plants or developed in pilot facilities where a wide variety of nickel oxide ores has been treated success- fully over the years. Major categories of ores are characterized. The effect of their physical and chemical properties on their performance in the electric furnace is discussed. The relationships between ore composition, ferronickel grade and slag composition are analyzed and their effect on slag and metal tapping temperatures, nickel recovery, and electrode voltage are discussed.

In this chapter, the principles that determine the procedures selected to transform minerals in the ground into usable commodities are re¬viewed.a I argue here that straightforward mod¬ification of the modern general economic theory of production suffices to meet the practical needs of a mineral economist. Therefore, the chapter is largely a review of the general economic theory of production to which is added discussion of the special prob¬lems of the exhaustibility of mineral resources and the economics of finding and developing economically recoverable minerals. In many cases, propositions applicable to all industries are reviewed because they are not treated ade¬quately in prior texts. In the discussion, use is frequently made of basic concepts of differential calculus widely used in economics. However, this is supple¬mented by simpler verbal and graphical treat¬ments, so that those either untrained in the calculus or, as is often the case, whose skills have grown rusty, can still follow the discus¬sion. Where the argument depends critically on the mathematics, this is noted and the justifi¬cation for including the material is provided. In addition, an appendix outlines the critical mathematics and reviews some of the numerous books published that provide the most readable available introduction to the subject. Further¬more, mineral industries examples are used to suggest the relevance of the theory. THE RELEVANCE OF THE ECONOMICS OF PRODUCTION Three basic steps are involved in establishing the relevance of economic analysis to mineral ¬industries decision making. First, the general theory of production must be defined, and its relationship to the simpler models of production stressed in economics textbooks must be noted. Second, the critical modification-considera¬tion of the problems of discovering and devel¬oping mineral deposits-must be developed. It turns out this too involves a special case of the general theory of production. Third, the concept of an economics of exhaustible resources must be explored sufficiently to suggest why its practical relevance is doubtful (or at least far smaller than the numerous writers on the subject seem to believe). The present approach is heavily influenced by post-1945 developments in economic anal¬ysis. Particularly since World War II, economic theory has drastically changed its scope. First, stress has increased greatly upon viewing the economy as a network of intertwined markets known technically as the general equilibrium system.b In this view, not only is the economy viewed as an integrated system, but critical con¬cepts are viewed somewhat differently than was previously fashionable. CURD started producing pellets in 1969, with one two-million ton straight grate plant. In the beginning of April '73, the second unit came on stream with an additional capacity of 3 million TPY of pellets. In January '77, the third unit started, bringing the annual capacity to 8 million TPY. For the present year 3 more units, 3 million each, are expected to begin production. CVRD's experience is given about the use of different binders and additives. Over the years several kinds of pellets have been produced to satisfy the market requirements. General quality information is given regarding each.

LKAB's ores have specific mineralogical properties that make them especially suitable for the production of super-grade concentrates. Conditions are particularly good for this purpose at Malmberget, where a concentrate for high-purity sponge iron production has been produced for many years. Until 1978 the approximate assay was 71.2 % Fe and 0.45 % SiO2. Since then the assays have been improved by process modifications to approximately 71.5 % Fe and 0.20 % SiO2. Scope exists for still further improvement. In recent years the production of fractioned concentrates has been started. The material lies within the size range 74-125 µm and the approximate chemical analysis is 71.6 % Fe and 0.30 % SiO2. Other special products are under discussion. The Malmberget ores are also suitable for the production of high-purity direct reduction pellets with a SiO2 content below 1 %.

There is considerable interest in the iron and steel industry in the development of technologies that can reduce carbon dioxide emissions, as the iron and steel industry is the third largest producer of carbon emissions in the world, after automobiles and the power generation industry. The E-Iron Iron Nugget Making Process, invented by Dr. Komar Kawatra and Dr. Tim Eisele, provided a major breakthrough in the iron making process as the process uses biomass in the form of hard wood or soft wood as the reductant in the place of coal. Dr. Kawatra recognized that biomass is rich in both carbon monoxide and hydrogen, two important reducing agents. This resulted in initial experiments conducted by Dr. Kawatra and Dr. Eisele in the laboratories of the Chemical Engineering Department of Michigan Technological University (Michigan Tech) that prepared self-reducing pellets with wheat flour as the reductant and limestone/dolomite as the flux. Initial results were encouraging so they extended their work to include hardwood, which is in huge supply in the forests of Michigan and Minnesota, as the reductant. Dr. Kawatra has also applied the E-Iron Technology to other iron bearing minerals to produce pig iron grade iron nuggets. He used the E-Iron Process to convert red mud, a high iron waste product of the aluminum industry, into pig iron nuggets with the rare earth elements reporting to the slag. This work resulted in a patent with Dr. Kawatra and Dr. Michael Archambeau named as the inventors. Dr. Kawatra then extracted the rare earth elements as a separate high value bi-product using oxalic acid, which he produced from carbon dioxide. Dr. Kawatra also conducted a test program that produced pig iron nuggets from New Zealand beach sands. The vanadium in the beach sands was retained in the iron nuggets, recoverable as a valuable bi- product in a separate process. The titanium dioxide in the beach sands reported to the slag. This demonstrates the potential use of the E-Iron Process to convert the large ilmenite reserves in Northern Minnesota into pig iron and titanium dioxide. Another use of the E-Iron Process discovered by Dr. Kawatra was its ability to produce iron nuggets from manganiferous ores. Dr. Kawatra was able to direct the manganese into either the metal or slag by adjusting process temperature. The above discoveries are included in several patents that were assigned to Carbontec Energy. This presentation will only address the use of the E-Iron Process to produce pig iron nuggets from steel mill waste and un-pelletized, mid-grade iron ore. Carbontec Energy Corporation agreed to sponsor additional research directed at improving this new technology that would later be trade named, The E-Iron Process. Carbontec Energy conducted further work that proved that the E-Iron technology could also convert steel mill waste into metallurgically acceptable iron nuggets. Carbontec also collaborated with the Lawrence Livermore National Laboratory and Purdue University Northwest to conduct a Department of Energy (DOE) sponsored program that would use their high performance computer capability to both verify and model the E-Iron Process. Purdue University Northwest reported that the E-Iron Process can produce pig iron nuggets with 85% less carbon emissions than a blast furnace. The E-Iron Process is similar to the ITmK3 process, developed by Kobe Steel, that also produces iron nuggets but uses coal as the reductant.

The Automatic Extraction System (AES) was designed and built under a U.S. Department of Energy Contract by the National Mine Service Company in cooperation with the Lee Engineering Division of Consolidation Coal Company. The Pennsylvania State University, Mining Engineering Section, was contracted as an independent auditor of the AES performance. The AES had a rotating cutter drum like a continuous mining machine; but two hydraulically powered roof supports, four roof-bolting drills, a dust scrubber, a ventilation fan and ducting in the roof supports, semi-automatic control, an extensible chain conveyor, and other innovations led to the distinction "extraction system" as opposed to "miner-bolter" or "continuous mining" machine. After design and assembly, the AES was field tested experimentally in an underground coal mine. The in-mine performance audit was preceded by a computer simulation of the potential production for a later comparison with the actual tonnage mined by the AES. This paper describes the results of an in-mine trial and assesses the production potential of the AES.

As a member of the vast fraternity of those that supply and service the mining industry, I can assure you that we are amused, amazed, and horrified at the poor drilling and blasting practices of a great number of operations. Yes, ?horrified?. After all, that is our product you are using and abusing. We all know that drilling and blasting is expensive. In some operations D & B costs may exceed excavating or hauling costs, or both. At any rate, it is the only portion of the whole operation that could be said to directly affect other costs. There is no argument that it affects excavating costs. If the overburden and/or product is drilled and hauled, it affects haulage costs. It can easily affect milling costs, if more or less fines is important. And poor fragmentation affects crushing costs. If scalping is done ahead of the primary crusher it can affect production. As has been pointed out, the D & B operation itself is costly, and therefore should lend itself to close scrutiny. Anyone that could immediately decrease haulage costs by 10% would be a hero with any mining company.

The White Pine Mine is situated in the southwestern portion of the Keweenaw Peninsula of Upper Michigan approximately 6 miles south of Lake Superior (Fig. 1). It is east of the Porcupine Mountains in Ontonagon County. The ore deposit is about 70 miles southwest of the famous native copper deposits of the "Copper Country" lying northeast of Houghton. Geological conditions are different at every mine and create a special set of problems in dilution control. This paper is largely intended to describe the techniques applied in mine dilution control (grade control) at White Pine, and present results of the program. For necessary background information major geologic characteristics of the deposit, particularly those that exert control over the distribution of ore, are briefly discussed. Mining methods are described in considerable detail since applied grade control techniques are adapted to these.

Bacteria have long been used for the extraction of copper during dump leaching of sulfide minerals and in the recovery of uranium from mined-out areas. However, bacteria can also be used in extraction of trace metals from copper ores and waste materials. Molybdenum, tungsten, nickel, cobalt, gold, silver, and other strategic metals can potentially be released from ores and wastes by biological processes. The chemistry and biology of these reactions, the potential for using the processes, and the state-of-the-art of the technology will be discussed.

Every operation connected with the working of a deep-level mine has, to a greater or lesser extent, a direct bearing on the costs of production, and hence, profitability of the mine. If adequate mine planning is not done in the early stages in the life of a mine, considerable expenditure can result from the cost of maintaining mine service tunnels, production delays in stopes caused by poor strata control, distortion of fittings in hoisting shafts, rockbursts and so on. In fact, the optimum profitability of a deep-level, hard-rock mine can only be achieved if the layout of the shaft systems, ore passes, tunnels, stoping areas and other underground excavations are designed to withstand or accommodate the rock stress conditions that will be created by mining operations. In South Africa where the deepest mines in the world are located, access to the underground workings of most deep-level gold mines is via vertical shaft systems and a network of tunnels connecting the shaft systems to the stoping areas. In current practice, there are two basic methods of extracting the gold-bearing reef,* namely, the scattered stoping method and the longwall stoping method. The choice of the stoping method is governed largely by the anticipated gold distribution and payability of the reef in the area, the geological conditions, the degree and complexity of faulting and dyke intrusions, the depth at which the gold-bearing reef is to be mined and the inclination and width of the reef. The longwall system was first introduced at the East 717 Rand Proprietary Mines Limited in 1942 in an effort to combat the rockburst hazard which appeared to increase with increase in depth. This mining method became standard practice on that mine for stoping operations 700 ft. below the surface. Since that date, several deep mines on the Central Rand, East Rand and West Wits gold mining areas have adopted this method.
