ERIC GUTIERREZ: With that, we'll go ahead with the final speaker of the day, Andrew Neale. Andrew has a master's of science degree in mineral processing from the University of Alberta. He worked at the Falconbridge in Sudbury area, also at Brenda Mines, and then he became part of the Brenda Process Technology group in British Columbia. He joined Freeport in late 1993 in Indonesia, and was involved in process control and automation. He is now the senior manager of metallurgy in New Orleans. He's responsible for designing Freeport's new 100,000-ton-per-day expansion concentrator, which is currently being commissioned. Please welcome Andrew. ANDREW NEALE: With the ongoing explosion in digital computing power, there seems to be no limit to what can be modeled, simulated, and controlled in the mineral processing plant. However, at each stage of development of a control system, it is necessary to complete a cost-benefit analysis for justifying the move to a higher level of control. Incremental improvements in plant performance, while often significant, must be weighed against the costs of implementation and long-term maintenance. This presentation will provide examples of what the author believes are misplaced or misguided process control efforts and make a case for the KISS principle as applied to process control.

In September 1985 we published a questionnaire asking about the content of MINING ENGINEERING and about your interests. By Dec. 10, our cutoff date, we had 430 responses, representing about 1.5% of the 28,238 people who received the September issue of ME. In the data that follow the tabulation and percentages are based on the number of individuals who responded to the particular question. About ME Through responses to the questionnaire, we were hoping to learn more about you, your interests, and how the magazine could better serve you. Those of you who responded told us something positive - you look at or read the magazine. Of the 430 respondents, 428 or 99.5% indicated that they had read or looked through the July and/or August issues. Those of you who refer to the magazine once are 207 or 48.5%. Those of you who refer to the magazine two or three times are 193 or 45.2%. Those of you who refer to the magazine four or more times are 27 or 6.3%. How much time do you spend reading the magazine? Of those responding to this question: 64 spent up to 1/2 hr 15.0% 224 spent up to 1 hr 52.6% 115 spent up to 1-2 hr 27.0% 23 spent more than 2 hr 5.4% In an informal survey among our staff, we determined that most people spend 1/2 to 1 hr reading magazines to which they subscribe at home. Does that match your experience? Many of you, 335 or 79%, clip your magazine for further reference. Also, many of you, 313 or 73.6%, do not pass your copy on to another reader, indicating that you are clipping it or receiving the magazine at home. The analysis of equipment trends in AUSIMM?s Revision of Monograph 19; Australasian Mining and Metallurgy Operating Practices (AMMOP) in the paper by Dight et al (in press) raised some interesting and in parts disturbing trends in the Open Cut Mining Industry. According to the US Bureau of Labour Statistics the US mining and petroleum industries? productivity is down by 12% since 2004 while the Australian Bureau of Statistics shows the productivity of the Australian mining industry is down by 34% since 2001. In terms of open cut equipment median output for draglines is down by 15% since 2003; electric rope shovels are down by 41% since 2003; hydraulic excavators are down by 39% since 2008; front end loaders are down by 39% since 2007 and trucks are down by 41% since 2006. Clearly the boom has not been good for the efficiency of the mines. During this same time, best practice (defined as the average of the top 10% by annual output per unit of input) has declined but not by as much as the median (eg. shovels down by 8%, excavators down by 19% and FEL?s down by 5%). This paper will build on the analysis of AMMOP to understand the differences occurring between median and best practice and identify the factors contributing to the decline in performance. As the industry enters a period of potentially lower prices for commodities and reduced margins pressure will be brought to bear on mine sites to start moving more with the equipment they have. An understanding of where efficiency has been lost will be a key component in that. The information contained in AMMOP, and the subsequent analysis of that information in papers such as this one will be crucial to reversing the decline in open cut equipment performance.

The Australian Bureau of Statistics and the United States Bureau of Labor Statistics publish data for a range of industries, allowing a measure of performance to be quantified, called multifactor productivity (MFP), and allowing performance between industries to be compared on a consistent basis. At the time of writing, the last released data was for 2011-2012. For Australia, the plot of mining industry productivity and a basket of the 12 most significant industries in Australia?s economy (including mining) are shown in Fig. 1. For the United States, mining and petroleum and all manufacturing productivity are also displayed in Fig. 1. The trends are as follows: ? The MFP in the Australian mining sector rose 36 percent from 1986-1987 to 2000-2001. There was a 47-percent decline in MFP from 2000-2001 to 2011-2012 (Australian Bureau of Statistics, 2011). ? The MFP in the United States mining sector rose 17 percent from 1986-1987 to 2004-2005. There was a 7-percent decline in MFP 2004-2005 to 2010-2011, (Topp et al., 2008).

In January we published a questionnaire asking about the content of MINING ENGINEERING and about your interests. At the same time we hired an outside firm, READEX Inc., of St. Paul, MN, to send the same questionnaire to a sampling of about 1000 US members, selected on an nth name basis, so that we could have some preliminary numbers for the Annual Meeting in February. READEX sent us the final results of its survey in March. At that time, 525 responses of the 992 surveys sent out had been returned, for a 52.9% response, an extraordinarily high return for a low-key (no incentive for return) random sampling. On May 7, we cut off on tabulating returns from the magazine so that we could report the results to you in this issue. At that time, we had 594 questionnaires returned. Our 594 and READEX's 525 (we have assumed that relatively few people returned both), represent a 1119 return, about 3.5% of the approximately 32,000 who received the January issue of ME. About ME Through responses to the questionnaire, we were hoping to learn more about you, your interests, and how the magazine could better serve you. Those of you who responded, told us something positive-you look at or read the magazine. Of the 1119 respondents, 1068 or 95.4% indicated that they had read or looked through the November and/or December issues. Those of you who refer to the magazine once are 466 or 42.6%. Those of you who refer to the magazine two or three times are 559 or 51.1%. Those of you who refer to the magazine four or more times are 68 or 6.2%. How much time do you spend reading the magazine? Of those responding, 797 or 75.3% indicated a preference for dual notation of SI (metric) with English units; 228 or 21.5% preferred all SI units; while 34 or 3.2% preferred SI with dual notation of other metric units. Based on the preliminary numbers reported by READEX for this question, the MINING ENGINEERING Committee in February voted to return to a policy of dual notation. This decision has been implemented. We asked for your appraisal of the technical level of the magazine. Of those responding, 78 or 7.4% indicated it is too technical, 147 or 13.8% indicated it is not technical enough, and 836 or 78.8% judged it to have the correct tech¬nical level. In response to the question about whether you like to read an occasional feature that is not technically oriented, 32 said no, but an overwhelming 97% (1024) said yes. Minerals are certainly where they are found. The undemocratic distribution of the world's mineral wealth has created an incongruous inbalance: mineral-rich, scarcely populated countries supply highly-populated industrialised countries that in turn consume more minerals than they produce. This has been as much a generating force for colonisation, invasion, and war as religion, political ideals, or megalomania. The Industrial Revolution of the seventeenth century was born in Britain, a country with large domestic resources of coal, iron, lead, zinc, copper, tin, etc., as well as a large population. As consumption outstripped production imports filled the gap, particularly from its worldwide colonies. For example, when Canada was founded in 1867 more than 905 of its investments were British financed, and much of these were mineral-based. The British made similar investments in South East Asia, Australasia, the Caribbean, and elsewhere, as did the other industrialised Western European countries hungry for raw materials. Later the United States emerged as a leading industrial power, again due largely to its abundant natural resources. Consumption soon exceeded production and foreign sources were saught. American business went exploring abroad ant many a mineral resource was developed almost totally on the basis of the US market many .thousands of miles away. Closer to home, Canada was also an obvious target for the US with its rich mineral resource base, small population, and geographical juxtaposition, so much so that about the time of the 1914-18 War the US took over from Britain as the major investor in Canada, and this peaked in 1967 when the US accounted for 80% of the country's foreign investment. After the 1939-45 War Japan joined the ranks of the USA and Western Europe as industrialised powers, and they too searched the world for the deposits lacking in their homeland.

The preoccupation with cyanide as an environmental issue has been described as virtually an obsession for state and federal agencies enacting regulations for environmental protection. This seems likely to continue in legislative planning, as well. This is despite the fact that the only significant group of cyanide-related incidents has been the bird-mortality occurrences, predominantly in arid areas, and these have been greatly reduced by a concerted effort by operators. What follows is a brief list of areas for which the industry may need either additional information or plans for defensive strategies over the next two to five years.

"There’s a bit of confusion and misinformation in the tunneling and underground construction industry regarding contractor joint ventures. If it was all so clear I would not have been "asked" to write this article. For those of us on the contractors’ side of the fence, joint venture business relationships have been a part of life for a long time. But even for contractors, there can be a bit of confusion, and it normally begins on bid day.How often have you received bid results and wondered (out loud, usually), "Who the hell are the Lake Mead Intake Constructors"? or the "Regional Connector Constructors"? Once you get past the name, you see that there is nothing behind Oz’s curtain other than a couple of contractors bidding and building work in an attempt to make a profit. So take a few minutes to read the rest of this, and I’ll do my best to dispel a few mythWhat is a joint venture?In some form or fashion, joint ventures are as old as industry itself. In the United States, some of the earliest (and largest) joint ventures involved the railroads and oil companies in the late 1800s. In the United States’ underground construction industry, joint venture names such as, Healy-Greenfield, Green and Winston, Gates & Fox and Walsh, Shea-Ball, Kenny-Paschen and S&M-Traylor bring back memories of successful joint ventures that operated over many projects.There are nearly as many definitions for joint ventures (JVs) as there are attorneys. A short and simple definition is, "an association of two or more companies engaged in a singular, for-profit business enterprise without actual partnership or incorporation." That’s it. Two or more contractors decide to partner up for one or more projects. One benefit of the JV relationship is that the partners typically do not need to file incorporation documents, or articles of organization within the state where they intend to operate. So it is a relatively easy business arrangement to pull together. Other benefits of the JV arrangement include: • Oportunities to gain new expertise and capacity.• The ability for firms to move into new geographic markets.• JV agreements are not long-term commitments.• Sharing of financial support for a project.• Sharing of financial risks within a project. between the partners.• Can complicate dispute resolutions with the owner and between partners"

"When Dr. Joseph A. Holmes was named the first director of the U.S. Bureau of Mines in 1910, the challenge in front of the mining industry was urgent and profound. Just three years before the Bureau was formed, the United States’ coal industry saw a spike in fatalities, as 3,242 miners lost their lives, including 918 miners killed in 18 major disasters. Holmes, who is often called the Founding Father of Mine Safety, was charged with researching and finding new and safer methods to conduct mining activities as well as more efficient ways to conduct mine rescue to educate miners.The U.S. Bureau of Mines was dissolved in 1996, but the mission of the Holmes Mine Rescue Association remains intact, although the challenges have changed greatly.During the 102 years between its formation and the 2018 Joseph A. Holmes Safety Association & Holmes Mine Rescue Association Annual Meeting and Training Seminar in Denver, CO June 5-7, the mining industry has evolved to become one the safest industries in the United States, with an injury rate on par with school teachers and better than retail workers. The work of Holmes and the Bureau of Mines plotted a course for others to follow, and the fatality rate has plummeted to historic lows. However, those who work in the mining safety and health sector remain diligent to their cause and are slow to celebrate too much the accomplishments of the past century, focusing instead on the work that lies ahead.“The nature of mining accidents has changed and it is very difficult to make changes when you get down to the asymptotic part of the equation,” David Zatezalo, assistant secretary of the U.S. Mine Safety and Health Administration (MSHA) told Mining Engineering. He was the featured speaker at the Joseph A. Holmes Safety Association annual meeting’s banquet dinner and presented a thorough overview of the mission of MSHA and his goals as its top man.Nominated by President Donald Trump, Zatezalo was sworn in as the ninth assistant secretary for MSHA on Nov. 30, 2017 and brings with him a lifetime of experience in mining. During his presentation, he displayed the chart (Fig. 1) showing the dramatic improvement in safety that the industry has achieved during the past century, but he noted that, as the industry gets closer to its end goal of zero fatalities, it has become increasingly more difficult to cross the finish line."

In the planning and design of mill tailing disposal facilities, the chemical and physical nature of the fine­grained material to be disposed of has to be fully understood in order to create an efficient and safe long­term storage facility. Disposal of tailing has become the single most important source of environmental impact for mining projects and the development of many promising ore bodies has been delayed or even stopped due to problems of facility siting and design under pressure of increasingly stringent regulatory require­ments.

INTRODUCTION In a very real sense, Butte, Montana is where the copper came from that won two world wars. The price for that unrestricted mining and smelting of copper came due in 1983 when Butte was declared a Superfund site. One of the most complex remnants of this mining history is the Parrot Tailings site. The Parrot Smelter operated from 1881 to 1910 moving Upper Silver Bow Creek to the south and depositing approximately 370,000 cubic yards of waste material adjacent to Upper Silver Bow Creek. Additional mixed waste from other processing sites deposited below the Parrot Tailings at the Northside Tailings, Diggings East and Blacktail Creek Berm total approximately 224,000 cubic yards of contaminated material. As part of the Superfund remedy, EPA proposed leaving all these wastes in place. This proposal prompted a detailed criticism by several geoscientists familiar with the site. The EPA’s 2006 Record of Decision (ROD) did in fact leave these wastes in place which set the stage for a series of studies which continue to refine how best to protect extensive completed Superfund Remediation downstream of Upper Silver Bow Creek. HISTORY OF THE PARROTT MINE AND TAILINGS Placer gold was discovered in Silver Bow Creek, the headwaters of the Clark Fork River only a few miles from the Continental Divide in 1864. This discovery lead to a stampede of placer and lode claims. One of the first lode claims located was the “Parrot” lode, located in the fall of 1864. Progress for developing a mine at the Parrott was slow and it wasn’t until 1876 that one of the original locators encountered a rich vein of chalcocite. Butte had its first copper mine! The Parrott mine was patented in 1879 and by 1881 the Parrot, having lost a “t”, concentrator and smelter were built. The smelter and concentrator were an immediate success with a considerable market for processing the District’s rich copper ore. In 1885 the employees of the Parrot Smelter bought the Butte Reduction Works, another smelter. In 1885 dams were built on Silver Bow Creek to contain various tailings and related processing byproducts (Figure 1).

"Mining professionals are a resilient lot. Sure, copper prices are dismal, permitting processes seem interminable and the top mining companies are shedding jobs like a Shetland sheepdog sheds hair. All the more reason to hone technical skills, reconnect with old contacts and get one’s finger on the pulse of the industry.More than 400 did just that in the balmy sunshine and among the saguaro cactus of the Tucson venue of the SME Arizona Conference.Giving the keynote speech was Patrick Merrin, vice president at Hudbay Minerals (see box), while the luncheon speaker was University Distinguished Professor Mary Poulton, director of the Lowell Institute for Mineral Resources at The University of Arizona.“Attendance was great, especially given the copper price,” said Ta Li, vice president of business development at Tetra Tech and 2001 SME President. “The luncheon speaker was one of the better ones in recent years. Her talk contained a lot of fresh ideas, and practical versus theoretical concepts.”Talk about values, not economicsPraise was unanimous for Poulton, who gave a thought-provoking talk on “The New Face of Mining: The Culture Change for Compatible Mining.” Corporate social responsibility has been embraced by the metals mining industry, and it’s being done right, she said. “So why do we have more conflict? Why are there more protests? Why does permitting take longer and longer?” Poulton made a case for an approach based on compatible, rather than sustainable, mining to present a new face of mining that can be compatible with communities, cultures and the environment, and still be profitable. When the mining industry starts to talk about compatibility between what it is doing and what “me,” as the consumer, wants, what “we,” as citizens of a community, want, and what’s good for the “world,” we’re going to see the next culture change happen, she concluded."

Management teams at mining companies begin to ask themselves whether to take a company public and, if so, how to do it as they approach the normal threshold for going public in terms of revenue and operating performance. Today, the expense of going public generally suggests the company has at least $20 million in annual revenue and at least $2 million in cash. The revenue number can be lower for mining companies with large reserves. In order to properly attract the investing public, the company must also be operationally strong with robust prospects. The company should have a strong management team and a consistent history of double-digit growth that will continue into the foreseeable future. Assuming the thresholds are met, a company?s management needs to weigh the pros and cons of going public.

All mine operators using explosives want to maximize explosive performance while minimizing blasting costs. Use of bulk explosive products such as AN/FO, heavy AN/FO, slurries and emulsions has greatly improved blasting efficiency over the years. Many operators have improved energy output from these products by adding aluminum. A major problem facing them is the fluctuation in aluminum price. The question therefore becomes, when is it economically advantageous to use aluminum in bulk products? This paper answers this question by first reviewing the energy output from the main types of aluminized and non aluminized bulk mixed explosives and then by showing the relationship between the different products on a cost and energy basis. The paper finally presents examples of charts and tables which will aid mine operators to conveniently select the most economically correct bulk explosive, including the level of aluminum addition.

Water Only cyclones were introduced into commercial operation for cleaning of metallurgical and steam coal around 1950. Since its original introduction as a primary cleaning device, the employment of Water Only cyclones as recleaning and scalping devices has also grown in popularity. Examined are examples and uses of the water only cyclone as primary, re- cleaning, and scalping devices for fine coal cleaning. Also evaluated are conditions that should exist to ensure favorable cleaning in Water Only cyclones.

"Broken and jointed ground is extremely hazardous and requires unique stabilization techniques to protect worker and critical entries. Bolting techniques, even the most advanced with pre-load to create roof compression, can leave large gaps of unconfined and separated roof. This roof can also be susceptible to water inflows which only exacerbate the support problem. These types of conditions existed on long term development main entry accessing several future longwall panels. The geotechnical assessment identified well-defined jointing systems that also permitted water to flow between the roof separations, which “lubricated” the roof material and minimized any frictional advantages. Chemical injection of a Polyurethane material, Minova Carbopur WS, was placed beyond the bolted horizon to move the water to the rib lines and reinforce the fractured and broken roof. The injection material permitted the effective use of bolting patterns and helped ensure long-term stability of these critical entries. The paper describes the evaluation techniques, design patterns, basis for chemical selection and application, and results and recommendations.BACKGROUNDThe injection of mine and underground civil structures using polyurethane (PUR) has been ongoing for over 50 years. The applications in mining have included gate road stabilizations, longwall set-up and tear-down entries, and simple consolidation of coal mine roofs. PURs have also been used for roof stabilization during longwall shield recoveries. Polyurethane injection was initially developed by the Bergbau-Forshung GmbH, a German coal mine research institute, in the early 1960s (Jankowski, 1972). The product became a standard stabilization method in Germany after its commercial introduction in 1971 (Knoblauch, 1994), and was successfully manufactured at the Minova Essen, Germany location for over 50 years. With the recent closing of the German underground mines, that manufacturing facility has been closed and moved to Katowice, Poland, where production continues today Injection products are also being successfully manufactured by Minova in Australia and the United States.Polyurethane injection in underground coal mines is used in difficult ground conditions in fractured immediate and main roofs. It is also common as a rock stabilization remedy to prevent longwall face caving during shield removal. As presented in the case study, polyurethane was applied to minimize the inflow of water from beneath a stream channel while providing reinforcement and consolidation of the fractured roof that had lost confinement. Polyurethane is a two-component system (Part A and Part B) that is injected into a borehole and can chemically bond to the rock, not relying on friction or mechanical interlock to provide support. The material is injected under pressure, coupled with a low viscosity and small particle size; it flows into roof fractures and separations, which are the paths of least resistance. New developments in low viscosity PUR materials allows penetration of cracks as tight as 0.002 inch (0.05 mm) wide. This also allows for the closures of extremely small cracks to minimize the inflow of water, even if the water is under pressure. Combinations of designed expansion properties and low viscosities make the materials ideal for minimizing and stopping flows of water from underground structures."

In the mobile crushing unit system trucks are replaced by a conveyor resulting in a "continuous" almost "fully-automated" operation with all its attendant advantages. In consequence, overall operating costs are greatly reduced. Because of the new designs of large mobile crushing units that have been brought on-to the market, the use of these plants has increased significantly during the last three years. This paper describes the designs of new mobile crushing units, and emphasizes the advantages that such plants offer to the rock products and mining industries. It examines operating costs, and indicates the conditions in which the application of these plants is most profitable.

After some decades of lying low and being treated as a second rate fuel, coal is back in the news. Production is rising. Predictions are for an ever expanding use, and they differ only in their rates of increase. Even the FBI is involved in trying to stop fraudulent sales of non-existent coal lands and leases to the innocent. In short, we have a nearly chaotic boom on our hands. Obviously our energy production base is in the process of undergoing a major shift, and the process will present many problems. However, there is little doubt that the industry has the basic strength and organization to be able to deal with the new issues that will arise as a result of these shifts in production and use of coal. After all, it does produce nearly 800 M tpy now, and coal is the single biggest fuel for generation of electricity. This role of coal is illustrated in the table below, which shows the coal equivalent quantities of various fuels used in the production of electricity.

Whole ore or other process streams are being transported from mines to remote processing facilities for multiple reasons, such as improved project economics, maximum utilization of capital, and minimization of environmental risk. Case studies will be presented from a variety of operations. Glenbrook Nickel processes ore from their deposit and receives ore from New Caledonia, crushes and dries the ore, and transports it inland to the smelter. The Mule Canyon and Rosebud ore bodies truck-haul their ores to the Lone Tree and Twin Creeks processing plants. Pegasus Gold hauls their Diamond Hill ore to their Montana Tunnels facilities, and Sierrita pumps solution to an existing tank house 8 miles away for electrolytic recovery.
