Many utility fuel choices 1990-95 defied expectations, with utility decisions and coal market developments ever more closely linked. The Central Appalachian coal boom never occurred; clean-enough coal was developed in the hard-hit Midwest; Colorado-Utah coal surged; Pittsburgh seam production strengthened; utilities embraced Powder River Basin coal; and emission allowance prices collapsed. Competition drove productivity gains, but the future is not a simple repeat. Phase 2 brings fewer viable compliance options. Mega-railroad pricing has become a key risk factor --will this be countermanded by merging utilities and power market competition? Revenue losses from vintage contracts are problematic. Uncertainty also plagues natural gas, in spite of unanimity across major forecasts, since recent experience has been so heavily influenced by the gas bubble.

The need for reliable and adaptable underground mine communications has become a focal point for both the safety and logistics of a mining operation. New mine communication technology aims to connect personnel, equipment, and data together while setting up a network that can be utilized during normal operations and also in an emergency event. The Mine Improvement and New Emergency Response Act of 2006 (also known as the MINER Act) requires mine operators to establish post-accident, two-way communication between underground and surface personnel and electronic tracking for all mine personnel. Communications systems must be designed such that they can survive major mine accidents, including explosions, fires, inundations and ground falls. Typical, wire-bound communication technologies are vulnerable because wires are often destroyed in such accidents. Wireless technologies that work well on the surface, such as cellular telephone networks; have limited applicability underground because the wireless signals do not propagate through rock.

Conference themes are usually chosen by organizers to reflect the current state of the industry. The Colorado Section MPD came up with what may be the most appropriate theme of a mining conference during the last few years. The local SME MPD section’s theme of its 56th annual conference was “The Wild, Wild World of Mining.” The current boom can be felt in all aspects of the industry, including exploration, mining, processing, sustainability, and economic and political issues. Each of the 25 speakers at the conference, held in Colorado Springs, CO, touched on how the boom has impacted each of those aspects. The meeting attracted about 110 people from around the world.

One of the best kept technology secrets in U.S coalmining history involved a robust coal geophysics program used by a local coal company to detect and map various geologic anomalies and man-made structures ahead of mining for nearly 15 years. Several original mine plans were changed as a result of findings from two-dimensional (2D) and three-dimensional (3D) seismic data. They indicated the presence of geologic anomalies in reserve areas that could adversely impact future mine development and longwall production. By combining the surface seismic and exploratory drilling methods, the coal company learned how to properly leverage its risk by gathering a lot of useful subsurface information before making major commitments.

The most significant trend in flotation has been the ever-increasing scale of operations. There is, however, doubt that this ongoing trend is enough to maintain the economics against trends such as falling grades, increasing mining costs, pressure on water supply and demand, rising energy demands needed for mineral processing, and a focus on whole of life value and mine legacy issues. We comment on the ramifications of broader uptake of more sustainable mining for mineral processing methods and address the specific question of whether recent progress in in-place recovery will lead to a timely breakthrough. The answer proposed is that this is possible in the next 10 to 20 years, but in the meantime the focus is just as likely to be on removal of waste (beneficiation) much earlier in circuits. Either way, mineral processing and flotation as we know it will change significantly.

The history of mineral processing in general and flotation in particular is long and has always been tied to mining methods of the day. Building on the ever-improving fundamental understanding of the underlying science, the most significant trend in flotation has been the putting into practice the learnings from trailblazers such as Professor Fuerstenau that has given the confidence that enabled an ever-increasing scale of operations. In addition, we see that globally, the social license to operate for mining (and hence mineral processing) is far from secure and, at the very least, is under much more rigorous scrutiny. Mergers and acquisitions (M&A) within the mining industry are becoming frequent events. Large companies and small companies alike are jumping on the bandwagon of merger mania. The results of these mergers have significant impacts on the employees of the involved companies. Comments, observations, and specific examples of the 'peop1e"aspect of mergers are presented in an attempt to answer the question "will it be business as usual?" My answer is a simple NO. This paper attempts to provide support for my conclusion. The reader should recognize that the comments, observations, and specific examples mentioned in this paper are subjective and reflect the experience and prejudice of the author.

The coal mining industry is being called upon to vastly increase production in the coming years. Many mining operations will have to prepare an environmental impact report of some kind and all will have to comply with various types of environ- mental regulations. Therefore there is a great need within the industry for access to environmental data, information, and literature. This paper discusses the informational resources available, the current lack of access to these resources, and the Environmental Data, Information and Literature (EDIL) Bank of the Kentucky Institute for Mining and Minerals Research. The bank's major emphasis concerns the environmental, social and economic aspects of producing clean solid, liquid, and gaseous fuels from coal. The data bank promotes information interchange between other related governmental and private projects and the energy development community.

What is your assessment of the current state of the minerals industry? It is no understatement that domestic mining is facing a severe crisis at this time. The sharp decline in commodity prices and demand is putting a great strain on domestic and worldwide mining, causing major declines in profits and market capital of mining companies. This, in turn, has lead to major production cuts, layoffs, shut-downs of operating properties, and the deferral of new and expansion projects. These changes in the minerals industry have played a major role in the health of the economy. Operationally, the industry continues to develop new technologies that are making our work more efficient, more cost effective and more environmentally acceptable and safe. During downturns like this, companies generally pay closer attention to operational efficiencies and process optimization. Historically, new technologies and processes tend to be developed during down markets, and I believe we will see the same thing as companies strive to preserve liquidity and maintain or improve their margins. On the positive side, the drop in commodity prices has resulted in a reduction in operational costs, as the costs for fuel supplies and construction materials have decreased.

"Surface coal mining in West Virginia has supplied energy to the eastern coast of the United States for over a century. Over the years, the coal mining industry has been forced to adapt as societal demands regarding health, safety, and environmental impacts have changed. More recent pressure has called for another iteration of change: long-term post-mining sustainability. The research discussed in this paper investigates one potential solution - or component of a solution - to improve the sustainability of surface coal mining in West Virginia: post-mining wind power. The paper begins with an introduction to the Appalachian region of the U.S. and the role that mining has played in its history, followed by a discussion of the need for sustainable mining and how post-mining wind power may help fulfill it. Data processing methodology of field data from monitoring locations is then explained. The results are then used to estimate the electrical output of a wind turbine. This data is then utilized in a case study discussion of one of the monitored sites. The paper concludes with an analysis of the broader implications of the research and a discussion of future work."

This paper describes a wind tunnel modelling study on airflow and pollutant concentration in a large open pit mine located in southern China. A 1:1000 scale model of the surface mine was fabricated and placed in a wind tunnel. Airflow velocity in the test section of the wind tunnel can be continuously adjusted from 0.3 m/s to 6.0 m/s. In this study, both the present pit condition and the projected final pit condition were modelled. Airflow direction and velocity profiles were obtained. The impact of wind direction and velocity on airflow was also studied. The pollutant concentration distribution in the open pit was simulated using smoke, and a distribution profile was obtained. Respirable dust concentrations at the mine site were measured, then its concentrations at the projected final pit condition were estimated using the obtained pollutant concentration distribution profile. Under normal meteorological conditions, it is expected that the respirable dust concentration for the final pit should not exceed the government standard. This article could be entitled "The Rediscovery of the Windfall Mine," since it was originally discovered early in this century. The "Rediscovery" was made by personnel of Idaho Mining Corp. during the course of an investigation of the Windfall mine beginning in 1967. There had been historic production from the Windfall mine sporadically from 1908 until 1951 and there was present during much of this time a mill that vat leached crushed ore. Mining was underground to a depth of 91 m (300 ft). Prior to Idaho's activities, the mine had been inactive since the early 1950s. Idaho Mining Corp. was an "exploration company," privately owned and based in Reno, NV. The writer was at that time manager of exploration for Idaho Mining. The company held interests in the Cortez Gold mine, then being readied for production, and had conducted exploration for various mineral commodities in Nevada for several years. Idaho's attention was first directed to the Windfall mine in the Eureka District, Eureka County, Nevada (see Fig. 1, Nevada map) by a search of published geologic literature of the state of Nevada. An attempt was made to acquire a library consisting of all of the published geo-data for the state of Nevada as well as to obtain as much of the unpublished material as could be acquired. A study of these data, and in particular Tom Nolan's Professional Paper 406 (1962), indicated that the Windfall mine was anomalous for the Eureka District in that it contained deposits of disseminated gold. This source and other sources indicated that the Windfall had produced from underground operations approximately 59 kt (65,000 tons) grading 12.6 g/t (0.368 oz per ton) gold ore that was processed in a vat leaching operation and that the gold was "invisible" to the naked eye and could not be panned. It was ascertained that there were no active operations near the mine and a geologic reconnaissance was made and a few samples were taken to attempt to determine if the mineralization was indeed disseminated. The initial group of samples around the mine area averaged 1.25 ppm [11.5 g/t gold (0.036 oz per ton)] and the mineralization did appear to disseminate into the wallrock. The next step involved researching the ownership of property in the immediate area of the mine, and [ ] a property map was constructed that showed six or seven different ownerships of patented and unpatented claims, as well as some open ground, in the target area. Powerful, yet inexpensive, personal computers running Windows-95 operating systems provide powerful mine-wide monitoring capabilities when properly engineered. Long awaited conductivity over LAN, phone and Internet links provide new dimensions for sharing information throughout an operator's organization, in- deed around the world. On-line data analysis, archival data storage and historical trend viewing generate shared inputs to production, safety and maintenance personnel. Five years in development, Rel-Tek's new EZ-Trol/W-DX system was engineered around the pilfalls of a Windows environment. It now offers higher speeds, 3D animated graphics and long distance telemetry - all with better reliability than ever before possible. The ubiquitous DDS utility inherent in most Windows was discarded in favor of a lightning fast RAM format. Several ponderous interpretive programs were redesigned into a single compiled entity, thus avoiding the overhead from message conversion, handshaking and transfer. To make the system user friendly, a 'Wizard" utility helps operators set up and reconfigure their systems on site. In-mine data acquisition telemetry was also re- vamped, incorporating a unique noise avoidance scheme, dubbed the "DX" bus - enabling longer distances and higher reliability. 12- bit analog conversion provides the enhanced resolution needed for field scaling auto-cal sensors. By mid '96, eight EZ-TROLMI- DX systems were up and running, several for more than a year. Factory updating and assistance are possible over a phone or Internet link. Our factory testing of components routinely includes actual operation at 2400 BAUD over 14 miles of twisted pair wires.

United States Steel Corporation's Winifrede Mine is operated by Lynch District in the mountainous region of Eastern Kentucky. This region is characterized by narrow mountain ridges and precipitous slows which present both an opportunity and challenge in the design and selection of coal handling facilities for the movement of coal from the section belts to the railroad cars. The narrow finger ridges precluded use of underground haulage and, thereby, presented the opportunity to use high capacity equipment on the outside bench. The precipitous mountain slopes, steepest at the Winifrede seam horizon, presented a challenge to select a solution for lowering the coal approximately 1000 feet from the seam level to the valley floor railroad load-out point. It was evident from the start of planning that these two factors predominated; namely, rail haulage and coal lowering, and solutions to these would determine the final design of the Winifrede Mine coal handling facilities.

While silica ores are generally considered to have little value, those with exceptionally low B and P content have, potentially, significant worth if processed for use in photovoltaics. The sales value of a cubic meter of ?run of the mill? silica sand is $42 per cubic meter (retail and delivered). If the silica sand can be used to produce solar silicon, its value after processing is $34,000 per cubic meter. Factors that impact the suitability of silica for direct processing in production of photovoltaics are examined.

In west-central England, 183 m (600 ft) below the Cheshire Plain, lie the evaporate remains of an ancient sea. Stratified into nine beds of salt separated by marl bands, the deposit stretches roughly 21 x 12 km (13 x 7.5 miles) and contains reserves of rock salt estimated as high as 400 Gt (440 billion st). The Winsford Salt Works, one of England's largest underground mines, extracts the Cheshire salt and sells it for use as animal feed, for application in de-icing programs, and as a key ingredient in sodium fertilizer production and a variety of other industrial processes. Because road de-icing is an important market, demand for Winsford's salt varies with the severity of British winters. Design capacity is 2.25 Mt/a (2.5 million/year). However, production peaked at 2 Mt (2.2 million st) in 1987. Over the past five years, annual production has averaged 1.6 Mt (1.7 million st). Run-of-mine salt averages 92.5% NaCl, mixed with about 5% marl. The marl was formed by deposition of a reddish dust blown into the Cheshire basin from deserts in what is now central Europe. Association with the marl adds color to the salt, producing tea-colored crystals that resemble unrefined sugar. Adaptation of coal mining systems Rock salt mining in the Winsford district began at least as early as 1682. Mining at the current site dates from 1844 but was shut down from 1892 to 1928. In the early 1900s, a series of catastrophic collapses and floods plagued and ultimately shut down then-active Cheshire brine-salt producers. Subsequently, Winsford reopened and began adapting mechanized underground coal mining systems to rock salt extraction.

A heap-leach field test was conducted during the 1993-1994 winter season at Carmacks, Yukon Territory, Canada. The purpose of the test was to demonstrate the viability of heap leaching Carmacks oxide copper ore in an arctic setting on a year-round basis. The test itself utilized a 5-m-diam crib loaded with 250 t of composite ore from the Carmacks copper deposit. The ore was stacked to a total height of 7 m in the crib, including 1 m of ore as an over- layer above the emitter system. This matched the plan for the commercial heap at the time when the test was started. The design also replicated an interior segment of the commercial heap. Leaching was done at a flow rate of 0.2 L/min/m2 using leachate at 21 °C. This temperature was maintained with no external heat input other than normal process heat transferred from electrowinning to the leachate via solvent extraction. Winter conditions were quite typical of those expected at the mine site. The temperature reached -54°C, while averaging -13°C over a three-month period. In spite of some flow system problems, leaching continued unabated, and freezing was limited to the insulating ore over-layer and isolated points near the outer crib walls. Thus, the test demonstrated that year-round heap leaching of Carmacks copper ore is practical in an arctic setting.

The underground ventilation system at the Waste Isolation Pilot Plant (WIPP) provides for the unparalleled ability to ensure the safety of the workers, the public and the environment. Although small spatially, the system can vary the airflow from 31.2 to 217.1 m3/s (66,000 to 460,000 cfm). The system can automatically incorporate HEPA filtration in the event of radioactive contamination. Remote-capable regulators individually control the four main splits, and they can be adjusted from the surface if necessary. A ventilation remote-monitoring and control system provides real-time information. Future areas of concern include DPM compliance, system psychrometry, logic-based real-time mine-ventilation simulation and automation using PLC technology. This paper discusses the evolution of this system.
