Introduction A section of the Federal Land Policy and Management Act of 1976 specifies the procedure for areas the US Bureau of Land Management manages that have wilderness qualities. In part, FLPMA specifies that within 15 years of its approval, the Secretary of the Interior shall review roadless areas of 20 km2 (5,000 acres) or more and roadless islands of public lands identified during the inventory as having wilderness characteristics described in the Wilderness Act of 1964. Further, the Secretary shall report to the President his recommendation as to the suitability of each area or island for preservation as wilderness. However, before any recommendations for, wilderness designation, mineral surveys shall be conducted by the US Geological Survey and the US Bureau of Mines to determine if any mineral values are present. And finally, a Presidential recommendation for wilderness designation becomes effective only if so provided by an Act of Congress. BLM Inventory Procedures To fulfill these legal requirements, BLM is inventorying the land it manages for wilderness qualities. Since the law sets special provisions for Alaska, BLM included in its inventory only the public lands it manages in the conterminous US. In 1980, after public input, BLM picked 967 areas to be considered as Wilderness Study Areas. All of the selected WSAs are in 11 western states and the areas total about 97,128 km2 (24 million acres). From these 967 areas, through its multiple-use planning system, BLM is making initial recommendations of areas to be considered suitable for preservation as wilderness. Those WSAs that BLM initially considers suitable for wilderness preservation will have mineral surveys conducted by the USGS and the USBM, to determine mineral values. Based on these mineral surveys and other resources information including wilderness qualities, the Interior Secretary will report to the President his recommendations on the WSAs suitable for wilderness preservation. To make the initial recommendation of suitability, BLM managers will need information about geology, energy, and mineral (GEM) resources as well as information about other resources. BLM has begun a GEM assessment program to provide its managers with that information. This program is designed to provide information for a WSA suitability decision process that aims to supply minimum necessary GEM information. In essence, the program will provide preliminary assessment of the mineral potential for each WSA. Assessing the WSAs To accomplish this, a two-phase program was designed. In phase one, only existing data are collected and used. In phase two, new data are generated and added to existing data. Phase two begins only if BLM geologists, mining engineers, or managers consider the information provided in phase one as inadequate. This avoids unnecessary work and expenses and allows the program to proceed without undue delay. Figure 1 shows the two-phase process, including BLM's GEM in-

Gemcom PCBCTM is a software package which has been developed over the last 22 years for the planning and scheduling of block cave mines. This paper presents an update of the various research and development activities done to PCBC recently. It also provides an overview of the current capabilities of the software including tools for both feasibility type studies as well as tools for operating mines. PCBC is used extensively by prospective and operating block cave mines and some of the recent applications are described.

GENERAL DESCRIPTION Block caving is a distinct caving method applied mostly to large, massive, ore bodies because of its in¬herent low cost and high production capabilities. Areas of sufficient size are removed by undercutting so that the mass above will cave naturally. Drawing of the caved ore at the bottom of the ore column causes the caving action to continue upward until all of the ore above the undercut level is broken into sizes suitable for handling. When properly applied, block caving results in a lower mining cost per ton than any other under¬ground method. There are three distinct forms: (1) dividing the horizontal area into rectangular or preferably square or nearly square blocks, drawing evenly over the entire area to maintain an approximately horizontal plane of con¬tact between broken ore and caved capping; (2) divid¬ing the horizontal area into panels across the ore body, retreating by undercutting manageable areas from one end of the panel to the other and maintaining an in¬clined plane of contact between the broken ore and caved capping (thus the name panel caving); and (3) no division of horizontal area of the ore body into defi¬nite blocks or panels (this is termed mass caving). Undercutting may be from wall to wall, retreating from one end of the ore body to the other, maintaining an inclined plane of contact between the broken ore and caved capping. The total active caved area is deter¬mined by the size of block that will not produce undue stress on workings below the undercutting level and by total production requirements. This type of operation is also referred to as panel caving at some properties. SUITABLE ORE BODIES Block caving in its various forms is applicable to deposits of various shapes and ores of various strengths. Its success is governed by rigid requirements and limi¬tations. In unsuitable deposits or where improperly em¬ployed, the loss of ore may exceed that of any other mining method. Good planning, systematic work pro¬cedures, careful supervision, and good judgment con¬tribute to its success. Ore Characteristics Included as a necessary characteristic in an ore body suited to a successful block-caving operation is a proper fracture pattern. Ore hardness should be another gov¬erning factor, and the toughness or softness of the ore should be considered. There must be sufficient horizon¬tal area available for expansion of the undercut, if neces¬sary, to start the caving process. Large, massive, ore bodies usually meet these conditions. Veinlike deposits must be wide and dip rather steeply to conform to the block-caving limitations. The capping must be of such a nature as to cave when the underlying ore is being removed since the weight of the overburden aids in crushing the ore. The most favorable capping character¬istic is that it breaks into coarse pieces and resists attrition as the block is drawn. Soft capping, by breaking into fine pieces and sifting into the ore or channeling through the ore to the drawpoints, can seriously dilute the ore and hinder the extraction of clean ore from the blocks. Types of Ore In block caving, a fairly uniform distribution of val¬ues in the ore is necessary. Grade values may range from low grade to high grade, but most often the sys¬tem is applied to low-grade ores. Wide veins, thick beds, or massive deposits of homogeneous ore overlain by ground which will cave constitute suitable ore bodies. The ore must be such that it can be supported while blocks are being developed and undercut but breaks up readily when caved. Some applications include porphyry copper, disseminated molybdenite, hematite in the Lake Superior iron district, limonite deposits in northern Spain, the diamond mines of South Africa, asbestos and nickel in Canada, and massive magnetite in Pennsylvania. Size and Shape Outline of the ore body should be fairly regular, and the sides of the ore body should dip steeply. It may not be economical to mine small portions of ore extending into the walls of the deposit, and low-grade inclusions in the ore cannot be left unmined. Some dilution of the ore, as mining progresses, by low-grade or barren cap¬ping is inevitable and, unavoidably, some clean ore is left between drawpoints. Determining Cavability The use of rock mechanics is sometimes advantageous in helping to determine the cavability of an ore deposit. The US Bureau of Mines has information and testing ability which can assist in determining the cavability of ore types. Several competent consulting orga¬nizations knowledgeable in rock mechanics can also as¬sist in evaluating the cavability of an ore body. Some recent work has been done to better define the cavability index of various ore bodies; an example of how this was determined is discussed by McMahon and Kendrick (1969). The intensity of the fracture pattern is a critical parameter to be analyzed. The question to be answered is, "How intense must the fracture pattern be?" Table 1 is a tabulation of the size of rock fragments that appear at the drawpoint of various block-cave mines around the world. These are indicative of the fracture-pattern spac¬ing and, as can be seen, they vary substantially from the almost sandy material at the Mather mine to fairly sizable blocks at the Grace mine. Several sets of fractures are essential to promote good caving. Ideally, two vertical sets at nearly right angles to each other and a third set nearly horizontal are required to insure a good caving ore body. Consequently, a thorough review of white papers and articles authored by individuals on use cases within the mining industry is compiled and presented in this manuscript. This paper identifies all the potential areas within the mining industry where blockchains could provide value and improve processes through their implementation. The broad area of implementation of blockchains includes supply chain, traceability in spare parts, contract management, regulatory compliance, and cyber security.

"The future of mining will be characterized not only by the application of modern technology, but also by the harmonization of economic, environmental and social issues. These areas set major future challenges which are complex and demand extensive knowledge. As an example, mining of highly complex orebodies for the supply of often critical raw materials, needs to consider technically demanding and cost-intensive extraction issues. The amount of tailings, which need to be stored, increases with the amount of ore mined. Therefore, the negative impact on environment and society increases. Hence mining becomes expensive with regard to all three aspects: economy, environment and society. In view of a sustainable mining practice this challenge should be used as an opportunity. The positive impact should be maximized for present and future generations. The objective is to create and use the mining openings in an optimum way related to sustainability. The approach of Blue Mining, which focuses on energy and ergonomics in the field of Sustainable Development, enhances the closure planning by recommending subsequent usage of such openings for energy storage. The approach fosters among others the implementation of the 7th Goal for Sustainable Development defined by the United Nations with the assurance of access to affordable, reliable, sustainable and modern energy for all. The usage of underground storage increases the stability of solar and water power usage, which are otherwise unreliable. Blue Mining embeds these issues in the main planning effort long before groundbreaking. This approach involves experience from past and current projects. This paper introduces the concept of Blue Mining with respect to post-mining utilization of a mine for energy storage. Methods and perspectives are presented with examples covering best-practices and lessons-learned."

GermanyINTRODUCTIONThe mining industry is currently characterized by various factors such as environmental impact, resource scarcity, social responsibility and geopolitical uncertainty. The production of minerals required to meet the demand for renewable energy is expected to increase by 500 % by 2050, particularly for critical minerals such as graphite, lithium and cobalt 1. Easily accessible deposits are often depleted, meaning that deeper and more complex deposits need to be developed. Furthermore, investors’ value systems have shifted towards more sustainable practices. Alternative approaches to solving this problem are therefore currently being developed, such as the Modular Mining Systems concept for scalable and adaptable mining projects 2. Many mining companies have also taken important steps to become more sustainable, implementing measures such as proactive closure strategies, restoration programs and the development of renewable energy projects. In the European Union, laws such as the Critical Raw Materials Act and the Net Zero Industry Act support the mining industry 3,4. They see it as important for the energy transition and promote more sustainable ways of working in the industry Particularly negative environmental impacts such as land degradation, scarcity of local water resources, water pollution and greenhouse gas emissions are ingrained in society’s memory. Despite these efforts, the public image has not yet changed. To change this perception, the industry must strive to better communicate its sustainable practices and the steps it is taking towards a more responsible and sustainable future, promote transparency and build trust.Digitalization, automation and electrification are driving the digital transformation in mining. However, their implementation can lead to higher capital expenditure, limiting their adoption across the industry. Furthermore, implementing new technologies can be a daunting task for any organization. Change management comes into play when introducing such disruptive technologies. It involves preparing an organization for change, potential resistance and establishing effective communication. This helps to ensure that the implementation is successful and the benefits of the new technology are maximized. Digital transformation requires well-trained, young mining, electrical, mechatronic and software engineers with a deep understanding of information systems. Unfortunately, the industry faces the enormous challenge of attracting this younger generation, who have little interest in the extraction of raw materials. The need for action is compounded by an aging active workforce heading into retirement and the forecast of increasing demand for critical minerals.In this challenging environment, the concept of Blue Mining with its constant further developments represents a promising approach. This implies a shift from a linear to a sustainably oriented circular economy. For the mining industry, this specifically means the introduction of innovative technologies, the increased recovery of materials from waste and the consistent questioning and application of circular principles along the entire life cycle of a mine. Such a change can not only reduce the environmental impact, but also contribute to economic resilience and increased social acceptance of mining.

Since the Surface Mining Control and Reclamation Act (SMCRA) was passed in 1977, coal mine reclamation has been restricted from utilizing bluff-1ike features in permanent reclamation. This restriction is based on those provisions of SMCRA which require the elimination of all highwalls. In 1987, the Wyoming Mi ni ng Association began an effort to acquire the ability for coal mines to utilize bluffs in permanent reclamation for the purpose of enhancing the post-mining land use. The regulatory reform approach being uti1ized includes formation of a work group with members from industry, government, agriculture, and environmental organizations to prepare a proposal. Advantages of this approach are discussed.

The Metropolitan Water District of Southern California established a Board of Consultants to assist them in administering the design and construction of the Inland Feeder Program tunnels. The Board acts as an expert review body for the owner, looking at key issues that can potentially impact the success of the program. The use of the Board evolved over the life of the project, and its composition was modified to better address the needs of the owner, and the Program requirements. The experience, function, and value of such a board is analyzed and discussed in this paper.

Safety is the No. 1 concern of any drill contractor or mine operator. Everyone in the industry knows a safe site helps stabilize operational costs and enables higher productivity. When it comes to exploration drilling, research has proven a majority of injuries are caused by the mishandling of coring rods. A driller helper will typically handle up to 50 rods per shift or up to 15,000 rods per year. With an annual 340 t (750,000 lb) in rods managed by hand, the risk of serious injury is extremely high. Because of this, the top request from the exploration industry is diamond rod handling. Using mines in Canada, Boart Longyear, a leading provider of drilling services and products, has put its Stage 3 Coring Bit to the test and each time the bit has passed the test with great success. After more than a year in the field at a major mine operation in Sudbury, Canada, the Stage3 coring bit broke life records to become recognized as the most productive design in the industry. In addition to the proven advantage seen in regular bit life increases of as much as 300 percent in some cases, the design is quickly being recognized for its cost-saving operational impact. In Sudbury, the mine operation realized actual cash savings of more than C$45,000 within an eight-month period by making the switch to Stage3 bits. For years, the Sudbury Basin team has relied on the Alpha Extended Crown bit with the Express Waterway geometry option, ordering approximately 500 units per year. This 07 COM ECEX configuration performed well in medium-hard, non-abrasive to ultra-hard, non-abrasive formations with an average bit life of 150 m (490 ft). While satisfied with the performance of the Alpha Ex-tended Crown, the team agreed to put the new Alpha Stage3 to the test. Boart Longyear?s field engineers supplied five drill sites with Alpha Stage3 bits in a 07 COM configuration. After thoroughly testing the Stage3, the results were clear. Even with the well-known performance and versatility offered by the previously preferred configuration, the Stage3 set a new standard of bit performance. The new bit maintained its cutting edge for up to three times longer than the Alpha Extended Crown, a significant performance increase when compared to the 07 COM ECEX.

Construction of the Boddington Mine 130 km (81 miles) southeast of Perth, is about 89 percent complete. When the $2.9-billion development is finished, it will be the largest gold mine in Australia, producing 31 t/a (1 million oz/year), according to project majority owner Newmont Mining. Newmont?s acting regional group executive for Asia Pacific, Philip Stephenson, told a gold conference in Australia that the project would be ?the biggest thing for Newmont this year.? The project has been in the works for more than 10 years, but because of a three-sided ownership and fluctuating gold prices, it struggled to get started. However, Newmont is set to become the full owner of the project and is moving ahead on the low-grade project. ?We are targeting annual production of 31 t/a (1 million oz/year) for each of Boddington?s first five years. When it is in full production, Boddington will be the largest gold mine in Australia,? Stephenson said. ?The mine?s costs applicable to sales will be around US$9.64/g (US$300/oz) and that puts Boddington into the bottom quartile of the global cost curve. ?Strategically for Newmont, Boddington coming on-line will improve Newmont?s overall global geopolitical risk profile as it delivers greater exposure to an AAA-rated country.? Boddington has a projected mine life of 20 plus years. It has current total reserves of 622 t (20 million oz) and rising. Stephenson said Boddington has the largest reserve base of all gold projects in production or those that are about to go into production in A-rated countries or better. And it will be an important asset for many years to come. Newmont will acquire the remaining 33 percent share held by AngloGold Ashanti in a deal that should be concluded in the next two months. "The development of mining safety and health management as a recognized profession has been long in coming. Over the last 150 years, the mining industry has evolved from having individuals randomly involved in safety related work with no specific responsibilities or qualifications, on to the designation of individuals responsible for safety, regardless of knowledge, qualifications and experience and finally to today’s expectation that virtually every mine and mining company has designated individuals operating as safety and health professionals. Further, with the complexity, risk potential and moral expectations surrounding safety, people who address mine safety and health management are justifiably expected to function in a professional capacity including:1. Rendering a specialized service based on advanced knowledge and skill.2. Maintaining a high degree of obligation to those most affected by mine safety outcomes.3. Bound by an ethical code in working with the public, employers and miners.4. Maintaining confidentiality with an employer or client. This historical change parallels thedevelopment of other professions, e.g., attorneys, engineers, physicians, etc., with the exception that those professions require a license granted by a governmental agency, which is justified on the basis of public protection, in order to practice. Likewise, decisions made by today’s mine safety and health professionals, both directly and in association with other managers, clearly have a significant impact on the life and welfare of miners throughout the world.CertificationIn light of this, there is growing need to improve standards of competency and professionalism for those who work in mine safety and health management. An effective mechanism to accomplish this, other than licensure, is the use of accredited professional certification programs. There are many professional certification programs for safety and health throughout the world (Hale & Harvey, 2012). However, there is only one certification specific to mining —the Certified Mine Safety Professional (CMSP). The International Academy of Mine Safety and Health (ISMSH-SME) was formed with the purpose of developing and managing mining safety and health certification programs for the Society for Mining, Metallurgy and Exploration (SME). In 2016, following the discontinuation of the International Society of Mine Safety Professionals (ISMSP), which developed the Certified Mine Safety Professional (CMSP) credential in the 1990s, the IAMSH-SME began the process of updating and relaunching the CMSP program. Among other work required to gain third-party accreditation both domestically and internationally, the IAMSH-SME has developed a new Body of Knowledge associated with mine safety and health management (Table 1)."

This paper describes a number of aspects of the design and construction of a driven tunnel which forms part of the Boggo Road Busway project. The driven tunnel is 430m long with an excavated width of 15m and a full tunnel excavation height of 8m. The first section of driven tunnel was excavated under the heritage listed Boggo Road Jail for a length of 120m. The main jail buildings and perimeter walls were built in 1908 and are of brick construction. Ground cover over the tunnel beneath the jail site varied from 5.5m to 8m and as a consequence the predicted settlement values and their potential to cause damage to the buildings were critical to determining and obtaining approval for the selected tunnel alignment. The geology along the driven tunnel alignment was very variable, providing mixed face tunneling conditions and ranging from surface residual soils to high strength rock at depth. The maximum ground cover above the driven tunnel is 20m.

Our industry has developed to the skilled, experienced and productive industry that we now enjoy as a result of the visions of great engineers throughout history, but, in particular for their visions in the last 1 centuries. Unfortunately for our forefathers, the technology lagged so far behind that these exceptional visions could not be realized for decades, sometimes for a century. All that has changed in recent time and many bold and visionary projects can now be constructed and operated because of dramatic advances in technology. Before, say, 1950, tunnel technology developed very slowly. However, technology is now developing at such a fast rate that planners and decision makers are challenged to stay ahead. Moreover, new technology will develop during the lifetime of any project that can dramatically improve under-ground space projects. One of the best examples of this technological advancement is that of closed-face TBMs which now make tunneling feasible in previously impossible ground conditions. Since it usually takes a decade or more to plan, overcome environmental and political issues, construct, and put into service major projects, planners and designers are challenged by the changes in technology that occurs during the long time span of planning and construction. This is particularly true of large infrastructure projects such as transportation, water and wastewater systems and other major underground schemes. Also, since the serviceable life of many of these tunnels is often over one century, planners must consider not only lessons learned from the past but also what new concepts and innovations may develop over an extremely long time. These and other issues create a great challenge to planners and illustrate the great importance of careful but creative vision and flexibility during planning of long-term tunnel and underground space projects.

The Bolivar Cu-Zn skarn deposit in the Piedras Verdes mining district of Chihuahua is one of many base and precious metal deposits in the north-northwest trending Sierra Madre Belt extending across the states of Chihuahua, Durango and Sonora in northwestern Mexico. The information presented here is drawn from two papers on the Bolivar property1,4 plus new information. Historical mining and exploration for polymetallic Cu-Zn-Pb-Ag-Au deposits in the Sierra Madre Belt dates to Spanish Colonial days. Access to the Bolivar Property (Figure 1) is by paved road (approximately 305 km southwest from Chihuahua) and approximately 80 km by all-season gravel roads to the villages of Cieneguita (population ~1,000) and Piedras Verdes (population ~500) adjacent to the property. [ ] The Bolivar property comprises an old Cu-Zn producer (the Bolivar Mine), exploration concessions adjacent to the Bolivar Mine, and a new camp at the mine that supports mining, exploration and maintenance. From 1980 to 2000, former operators extracted approximately 300,000 tonnes of ore that was hand sorted to an average grade of 5-6% Cu and 25-30% Zn. From 2005-2010, Dia Bras produced from the mine just over 600,000 tonnes at an average grade of 1.7% Cu and 8.6% Zn. Dia Bras transported mineralized rock 275 km by truck and rail to its Malpaso mill, located about 30 km west of Cuauhtémoc in central Chihuahua, from 2005 until October 2011 when the new Piedras Verde mill was commissioned only 5 km from the mine. (Note: the Company cannot use the term ?ore? because it has never completed a feasibility study.)

Load transfer capacity and failure mechanism of a fully grouted bolt installed across joints in shear is evaluated both experimentally and numerically in five types of bolts (low strength steel, rebar bolt and high strength steel). The strength of the concrete, bolt profile configuration, bolt mechanical properties and bolt pretension load play significant influence on the shear resistance, shear displacement and failure mechanism of the reinforced medium. Failure location moves towards the bolt joint intersection due to the increasing shear load, shear displacement and axial load developed along the bolt. Finally bolt failure occurs as a result of the induced axial and shear stresses acting between hinge points on either sides of the shear joint plane.
