This article presents a novel design, called the Climax High Capacity Processor (HCP), for pre-combustion cleaning of coal. This design is particularly suitable for the plant capacities of 400 -660 TPH. The HCP is different from the conventional designs with an equivalent throughput in three major aspects: 1) the use of one large capacity HM cyclone to separate coarse and intermediate raw coal in a single circuit; 2) the elimination of the conventional secondary magnetics recovery system by use of the high efficiency Climax magnetic separators; 3) the use of "single line" piping with a minimum requirement of ancillary devices. In comparison with conventional designs with similar capacity, the HCP plant costs much less in capital investment, operation and maintenance.

In the grand scheme of things, the 9.5-t (21,000-lb) shipment of molybdenum concentrate that left Freeport-McMoRan?s Climax Mine site on May 10, 2012 was not unlike the thousands of others that have been hauled away from the site during the last century, except for the fact that this shipment marked the official rebirth of one of America?s greatest mines. For nearly two decades, 17 years to be exact, there was no production from the mine that was once the largest underground mine in the world and was so important to the Allies? effort during World War II that it was assigned the highest priority of any mine in the United States by the War Production Board. The economic recession in 1980 put an end to the mine?s success, and the Great Recession of 2008 nearly derailed the mine again. But, like the nearby town of Leadville, CO, the mine survived thanks to an investment of more than $700 million by Climax Molybdenum Co., a Freeport-McMoRan company, to bring the Climax Mine back into production.

Two hours driving time west of Denver, CO and 21 km (13 miles) north of Leadville, Bartlett Mountain rises 4,065 m (13,337 ft) high in central Colorado's Tenmile Range. Bartlett Mountain is one of Colorado's most recognizable peaks, especially when the late afternoon sun casts a surreal, reddish light across its most prominent feature - the Glory Hole. This is a gaping, half-mile-wide, 245-m- (800-ft-) deep crater. Created by subsidence from 60 years of massive underground mining, the Glory Hole is a monument to the Climax Mine, one of the great achievements in American mining and metallurgy. For most of this century, the name Climax has been synonymous with brilliant mining engineering, innovative metallurgical research and entrepreneurial promotion of a once-obscure metal - molybdenum. Climax overcame an array of economic, technological and social problems to become a model for underground development of massive deposits of low-grade ores. It is one of the few mines in the world where cumulative production is measured in the billions of dollars. The Climax mineralization was emplaced 30 million years ago. Magmatic intrusions formed a large, mineralized stockwork within the granite country rock of Bartlett Mountain. Associated hydrothermal events forced superheated metal- and quartz-rich solutions through fracture zones, silicifying the country rock and depositing huge amounts of molybdenite, or molybdenum disulfide. The mineralized rock, a light gray, finely crystalline, silicified granite, is laced throughout with blue-gray quartz veinlets containing molybdenite. Although the richest ores graded only about 1% molybdenite, the Bartlett Mountain deposit contained more than 2.7 Mt (3 million st) of elemental mo- lybdenum.

GENERAL DESCRIPTION The Climax mine is located 161 km (100 miles) southwest of Denver on Fremont Pass astride the Con¬tinental Divide. Climax employs 2800 people to pro¬duce 42 670 t/d (47,000 stpd) of molybdenum ore. The Storke level, the main underground level, produces 19 970 t/d (22,000 stpd); the 600 level, the lowest ac¬tive underground area, produces 7260 t/d (8000 stpd); and the open pit presently produces 15 430 t/d (17,000 stpd), Fig. 1. A panel caving method is possible because of the favorable geology and geometry of the Climax ore body. Geology The Climax deposit is composed of three separate ore bodies formed in a massive Tertiary stockwork which penetrates Precambrian granites and schists. The ore bodies are elliptical in plan with overall dimensions of 914 x 1219 m (3000 x 4000 ft). In section the ore bodies are arcuate with an overall height of 457 m (1500 ft), although the depth is not firmly ascertained. Ore grade decreases rapidly into a highly siliceous cen¬tral core and more gradually toward the outer bounda¬ries of the deposit. The mineralization is relatively continuous in the ore zone and contains few dilution-causing waste inclusions. Molybdenite is contained in pre-ore fractures which were largely recemented during the three mineralization pulses. Postore fractures, with a spacing of a few inches to several meters (feet), render the deposit amenable to caving when it is undercut. The peripheral rock caves similarly to the ore, but the central core is competent and is difficult to cave. Caving Feasibility Successful caving action requires an undercut area of approximately 122 by 122 m (400 by 400 ft). When the undercut area exceeds this minimum distance, the arching effect is lost, and the ore column collapses. Ore extensions from the main cave area less than 122 m (400 ft) wide usually cannot be caved. Waste or low¬grade areas within the deposit can be left if they are large enough to carry weight around openings passing through them. Experience indicates that these areas should be over 30 m (100 ft) in length and width. Smaller unprofitable units of waste, such as postore dikes, are mined to avoid weight problems and result in ore dilution. Successful caving and ore recovery are dependent upon timely ore removal from the undercut zone because columns of immobile ore inhibit caving and concentrate weight onto the underlying workings. Climax experience indicates that a finger (drawpoint) spacing* averaging 10.4 m (34 ft) yields an excellent caving action and a 92.5% ore recovery at the estimated grade. At the present time Climax Uranium Company recovers vanadium oxide from carnotite type uranium ores in the mill at Grand Junction, Colorado, The flowsheet of this mill is shown in Figure I. Vanadium is solubilized by a salt roast of the slime fraction of the ore and dissolution is accomplished by a water leach. The metal is precipitated from the pregnant liquor as sodium polyvanadate by heating to boiling and adjusting the pH to 3 with sulfuric acid. The sodium polyvanadate, commonly called, "red caken, is filtered, melted, and cast into thin flakes. This fused flaked vanadium oxide is the material which is packaged for sale. Fused vanadium oxide, marketed by Climax, contains approximately 87% V205, 7% alkali oxide, 0.08% sulfur, 0.03% phosphorus, and less than 0.5% Insoluble. This material is of a lower grade and has a higher alkali oxide content than other vanadium products offered for sale at this time. A typical analysis of a high grade vanadium oxide currently offered for sale by another company is 98% V205, 1 - 2% alkali oxide, less than 0.05% sulfur and less than 0.2% Insoluble. The only reagent consumed in the precipitation of the sodium polyvanadate is sulphuric acid. The total reagent cost is 0.58 cents per pound of vanadium oxide produced.

The Clinton administration’s policies toward the environment have the mining industry on the defensive. The president and US Secretary of the Interior Bruce Babbitt continue to bypass Congress in their efforts leave an environmental legacy when they leave office in a year. So the mining industry must take its case to the public. And the public seems willing to listen if the industry is willing to tell its story, according to US Rep. Chris Cannon (R-UT). Cannon was one of the keynote speakers at the105th meeting of the Northwest Mining Association, in Spokane, WA. A Knowledge of the amount of time the material spends in a continuous mill in a closed-grinding-circuit is essential for circuit performance analysis and scale-up design. A convenient method for acquiring this information involves the use of tracers in residence-time-distribution (RTD) experiments. In a typical wet process the RTD measurements are usually done by injecting a pulse tracer into the mill inlet and detecting it in the circuit exit. In this article a simple to use mathematical method for the calculation of the closed circuit material residence time in the mill is developed. Using this method there are no restrictions on the location of the tracer injection or detection points. Any convenient location in the closed circuit can be chosen without affecting the simplicity of the method. This method also enables the calculation of the degree of mixing in the mill. The use of this method for the analysis of impulse response data obtained from several commercial grinding circuits is presented.

In July 1997, Kvaerner Environmental signed a unique contract with Echo Bay Alaska called the Transfer Risk and Accelerate Closure (TRAC). The contract called for Kvaerner to assume the responsibilities and obligations associated with closeout of the Alaska-Juneau (A-J) Mine. Kvaerner is an international engineering and construction company with global interdisciplinary experience in the mining industry and environmental remediation. Echo Bay’s requirements called for Kvaerner to: •Provide a fixed price for closure with no change orders. •Negotiate, prepare and implement a final closeout plan as outlined by Echo Bay. •Complete a closure program that exceeded current regulatory requirements. •Improve, expand and maintain a proactive public and community relations program. •Hire Echo Bay employees where possible. •Provide adequate performance guarantees and judicial relief of environmental claims.

On June 25, 1999, BHP Billiton (BHPB) announced the suspension of operations at the BHP Copper Inc.(BHP) San Manuel copper mine in Pinal County, Arizona. Subsequent to this announcement, BHPB aggressively pursued a number of alternatives for the underground mine and open pit facilities, including continued curtailed operations, sale to a qualified mining operator and closure of the property. After consideration of these various alternatives over a 2.5-year period, BHPB announced final closure of the mine site on January 15, 2002.This paper describes how the BHPB charter and HSEC policy apply during the closure process.

The Jamestown Mine is a 6.3-kt/d (7000-stpd) open-pit gold mining operation located in the central portion of California's historic Mother Lode district. Most early production from the Jamestown area occurred in underground operations from 1906 through 1916. Pit production began at Jamestown in early 1987 and continued until July 1994. Although additional mineral resources existed, they were deemed to be uneconomic. About 23.3 t (750,000 oz) of gold were produced from pit operations, compared to 31 t (100,000 oz) from early underground mining. Recent operations at Jamestown included two open pits, a flotation mill and a flotation tailings facility. Flotation concentrates were produced in Jamestown and shipped to Yerington, NV for cyanide leaching in a carbon-in-pulp (CIP) circuit.

As the first wave of precious metal heap leach closures and reclamation projects occur, a number of companies are being hit with costly surprises. While this paper refers specifically to U.S precious metal projects, it could be conceptually directed at copper leach operations and acid rock drainage (ARD) problems on an international basis. ARD is Mother Nature's version of heap leaching, only with different products and timing. Although many precious metal deposits tend to be small in comparison with some base metals systems (porphyry copper deposits), adjacent or nearby discoveries have extended the operating lives of numerous precious metal mines. Now, depleted reserves, several years of relatively depressed precious metals prices and some properties with technical difficulties have resulted in numerous mine closures. As a result, our industry is getting a diverse and comprehensive initial look at mine closure and final reclamation. The situation has been further complicated by the evolutionary trend in regulations and their enforcement and increasing public and political awareness of all environmental issues. Concurrent (proactive) vs. deferred (reactive) reclamation and a realistic early appraisal of ultimate reclamation and closure requirements, not just regulatory compliance, need to be a part of project design. The U.S. and Canada are the current fertile testing grounds and have set the design, regulation and closure standards for the next wave of operations in Latin America, the CIS (?), etc.

The advent of solvent extraction-electrowinning (SX-EW) technology for recovery of copper from low grade oxide ores has extended the operational lives of many historic mines in the western United States, and made many other orebodies economically viable worldwide. Many of these operations are mature and face closure within the next decade, depending on market conditions. Closure of a large copper heap leach operation has not been undertaken, and differs in some important chemical respects from closure of gold leach pads. Challenges for closure include prediction of solution chemistry and draindown characteristics, determining the benefit of cover placement in semi-arid climates and evaluation of solution management strategies once the economics of copper recovery are no longer favorable. This paper discusses issues pertinent to copper heap closure in semi-arid and arid climates, and strategies for their management.

Geotechnical solutions were developed for closure of two historic, remote underground mines in the deserts of southern California. Closure criteria included access closure, minimal site impact, and optimum use of native materials. The closure designs and construction activities incorporated techniques for protecting sensitive biota, particularly bats and desert tortoise. The types of mine openings that were closed include adits, declines, shafts, daylighted stopes, and dugout dwellings. The desert locations permitted implementation of cost-effective closure techniques that relied upon the use of native materials. The strategies and techniques developed for these desert closures are adaptable to other climates.

The mining industry responded to public concerns about use of cyanide by developing a voluntary certification to allow companies to demonstrate their commitment. The International Cyanide Code (Code) establishes standards for the manufacture, transportation and use of cyanide. Key concepts in closure planning to comply with the Code are to decommission all facilities related to cyanide operations and to provide a financial assurance mechanism for those activities. Code requirements may differ from state-specific regulations, but requirements are based on closure goals for protection of the human health and the environment. Only issues related to cyanide operations are required to be included in decommissioning demonstrations. For example, the disposal method of cyanide solution holding tanks and the cost must be included in the closure plan, but information regarding closure of roads is not required. Closure costs must be based on a third-party contractor as opposed to internal budgets. Compliance with the closure requirements of the Code allows companies to show their stockholders, lending institutions, and the public that their operations are environmentally responsible.

The Bardon Trimount, Inc. stone quarry in Ashland, Massachusetts was the recent subject of a quarry closure review report. The quarry produces aggregate using standard drilling and blasting techniques. Stone is processed at an on-site plant. Noise monitoring data collected during the closure review indicate that the quarry generally operates within the quiet range. There is a decrease in noise while the quarry is not operating. Levels of dust associated with the quarry are low. Unpaved roadways are the greatest contributors of fugitive dust associated with the mining operation. The quarry cannot be seen from any homes within the town of Ashland, except during the winter months. The visual impact of the quarry on surrounding properties is minimal. Further quarry development is likely to reduce visibility of the quarry from some areas.

"Premature and unplanned mine closure can result in significant adverse impacts on the environment and community and need to be managed appropriately. Risk management techniques can reduce the negative impacts and risks of early mine closure. Risk Assessment 3D Model, is an efficient tool to quantify risk. The aim of this paper is to identify the mine closure risks in Choghart iron ore mine, and calculate the overall mine closure risk level. The result shows that 51.4% of assessed risks have low risk level and the overall risk level of early mine closure is low. Keywords: mine closure, risk assessment 3D model, Choghart iron ore mine INTRODUCTION The modern mining life-cycle can be divided into three main stages; exploration, mining (opening and production) and post mining (mine closure, and reclamation). Mine closure is the critical component of the modern mining life-cycle and it refers to the period of time when the operational stage of a mine has permanently ceases (Heikkinen et al, 2008). Planned closure occurs due to the depletion of ore reserves, but sometimes it is premature. Laurance (2006) shows that only 25% of mine closure in the past 30 years was due to resource depletion and in 75% of the cases the mines were closed for the other reasons. Ghanbari et al (2010) demonstrated that 48.6 % of copper mine closure in the past 100 years was due to resource depletion and 51.4 % of copper mines have been closed due to other reasons. The main reasons of premature mine closure are as follow (Laurance, 2006; Ghanbari et al, 2010; Maiti, 2013): • Economic, (low commodity prices or high costs) • Geological, (over-estimation of grade and tonnage) • Geotechnical (adverse geotechnical conditions) • Technical (equipment failure) • Regulatory, due to safety or environmental breaches • Social or community pressures • Closure of downstream industry or markets • Flooding or inrush Minaei Mobtaker and Osanloo (2013) developed a mine closure prediction model based on the data collected from closed iron ore mines in the past 100 years. They showed that economic factors, exhaustion of ore reserve and geological conditions are the main reasons of iron ore mine closure. They treated mine closure as a decision making problem in order to predict the causes of mine closure, including the uncertainties of some mine plan parameter such as iron ore price, production and consumption."

The issues involved in mine closure are usually complex, and the risks are significant. Although environmental risks are paramount, other issues such as safety, community, legal, fiscal and technical factors need to he taken into account. This paper describes a simple empirical model based on the concept of the closure risk factor, which will enable decision-makers to analyze the mine closure risks at any site, regardless of the complexity of the issues and the scale, scope and location of the operation. The model enables all the issues to be captured and their individual and collective risk quantified. A number of case studies in Australia and the Pacific that illustrate the usefillness of the model are presented.

This research contributes to BioMinE (http://biomine.brgm.fr), an integrated European Union project of the Sixth Framework Programme. The general objective of BioMinE is the development and integration of innovative, environmentally friendly, biohydrometallurgical processes for the recovery of metals from primary and secondary resources within Europe. The work presented in this paper deals with the initial plan of study on the sustainable use of solid wastes derived from bio-processing of European metal bearing resources. The approach involves solidifying the waste into cementitious waste composites analogous to controlled low-strength materials (CLSM). The aim is to achieve composites of adequate mechanical, physicochemical and environmental integrity, thus providing a sustainable solution for dealing with such bulk products which are conventionally unmarketable and therefore normally discarded to landfill. Assessment has been based on largely ?model? wastes anticipated to be similar to bio-processing wastes. These include an ochreous mine water sludge and an industrial goethite residue. The work indicates that wastes containing high iron and calcium contents, typical of products from bioleaching of concentrates, could be beneficially reformed as CLSM of appropriate compressive strength. Due to the high water contents of these composites, porosity and hydraulic conductivity were correspondingly high. Flow-through leach tests showed some resistance to immobilisation of toxic elements. Work is continuing to reduce the risk of toxic elements leaching under environmental conditions. This will include laboratory-scale encapsulated systems of CLSM, designed and tested to produce a novel type of engineered fill structure.
