Mining in Estonian oil shale deposit mainly takes place in the Ordovician, Keila-Kukruse aquifer. The aquifer is affected by mining and is fully dried out around the working mine areas (Perens and Savitski, 2008). The groundwater level is decreased down to 30 m, to the mine floor elevation using about 30 pumping stations (Lind, 2005). The pumping rate is very high - depending on the season, ranging from 10 up to 40 m3 per ton of produced oil shale (Reinsalu et al., 2006). The Estonian oil Shale Company mined 15.5 million tons of oil shale in 2007 (Source: Estonian Oil Shale Company). In order to predict the effects, and avoid the social and environmental impacts, there is a need to continuously monitor the situation and run software simulations aiming at decreasing the pumping rate. This becomes even more important since the environmental taxes on usage of groundwater resources increase every year. Therefore, it is necessary to monitor groundwater level and quality, and develop a groundwater model for the overview of the situation during mine operations and also for a number of years after mine closure.

Integrated information technology infrastructure is the linking of data across various applications throughout a business to gain further data-driven improvement opportunities. Decision support systems (DSS) are the various improvement opportunities that facilitate decision making for a potential optimal outcome. Integrating tera-bytes of data spread throughout a business is complex. There are tools to facilitate the development of such data-driven DSS. This paper analyzes the various tools that may facilitate the development of complex data-driven decision support systems, namely; information models, business models, data utilization model, and testing environments. A case study is presented to demonstrate how these tools facilitated the development of an automated activity-based budgeting DSS at a large-scale underground mining complex.

Establishing geotechnical baselines on soft ground projects that require the use of closed-face tunnel boring machines (TBMs) is difficult. It is hard to see the face when mining and the excavated material is combined and mixed, all of which makes baseline quantifications challenging. In an attempt to meet underlying objectives of minimizing bidder contingencies, allocating or sharing risks and paying for conditions only if they occur, nongeotechnical baselines (i.e., functional baselines) have been developed. These have been used on the District of Columbia Water and Sewer Authority?s Clean Rivers (DCCR) Blue Plains Tunnel (BPT) project. This article examines the development of such functional baselines and how they were implemented on the BPT project.

The difficulties that rise during the evaluation of multiple-layer lignite deposits come from the deposit structure (alternating lignite layers with intercalated material of varying thickness), as well as from the limitations of the applied selective mining. Thin layers of lignite and interbedded waste layers are grouped under specified assumptions regarding thickness and ash content, to form the exploitable blocks. However, in practice the decision for excavating a block is made under subjective constraints of different importance or by using uncertain data. Advances in Fuzzy Inference Systems (FIS) have provided a new approach to the evaluation of multiple-layer lignite deposits. FIS have the ability to handle imprecise or incomplete or linguistically ambiguous information and to incorporate them into decision-making processes. In the developed FIS (Mamdani type) new linguistic variables, concerning with working conditions, operators? experience and production were involved. The FIS was used for the estimation of quality characteristics and reserves of the exploitable lignite produced from Southern Field mine, Ptolemais (Greece).

Gold Fields acquired an option to purchase the Cerro Corona project, located in Hualgayoc, Cajamarca Department, Peru, in December 2003. In January 2006, the option was taken up and the transaction closed. During the intervening months, project development occurred against the backdrop of a presidential election, increasing national social activism and environmental regulation, rapidly escalating operating and capital costs, as well as an unprecedented demand for engineering and technical skills. Project “Lessons Learned” are discussed in the context of an evolving strategy. The Cerro Corona project forms part of a porphyry copper-gold deposit situated within the Hualgayoc Mining District in northern Peru. It is located in the highest part of the Western Cordillera of the Andes, close to the headwaters of the Atlantic Continental Basin. It lies approximately 90 km (56 miles) by road north of the Department of Cajamarca’s capital city and near the village of Hualgayoc. Access to the Cerro Corona project from Cajamarca is by two roads, one from Cajamarca to the Yanacocha Mine 45 km (28 miles), and then from Yanacocha to the village of Hualgayoc and the town of Bambamarca 45 km (28 miles).

In 1977, Congress enacted Title IV of the Surface Mining Control and Reclamation Act (SMCRA), providing for an "abandoned ml.ne reclamation fund". This fund, taken from a fee collected from operating coal mines, provides capital for the reclamation process. However, given the number and extent of abandoned mine sites in some states, the question of project selection is important. This paper describes a project in progress to create a Management Information System application for project ranking under multiple objectives. The benefit of this project for the need of new environmental control technologies will be discussed.

There are many potential pitfalls in the commercialization of innovative technology. The failures often are remembered longer than the successes, thereby serving as deterrents to subsequent attempts. The mineral industry's future depends on effective innovation. So it is essential that the causes of failure are understood. Innovation can be examined equally well in the context of geophysics, geology or mining. However the author's experience has been in mineral processing and chemical engineering. So the following discussion is limited to processes and/or plants for producing mineral concentrates, metals or inorganic chemicals. More of what follows has to do with underachievement or failure than success. But this article demonstrates that there is a strong element of predictability in the former. Furthermore, it is a credit to the minerals industry and to the engineering profession that a very high percentage of projects succeed in achieving design capacity and forecast operating costs. Innovation means the introduction of something new. In this article, the words "innovative technology" are used broadly. They include new processes and novel combinations of established unit operations, as well as novel types of processing equipment or largest-ever equipment models. The discussion of project outcomes is based on personal experience or on published information. Citations are given for technical publications that provide either project information or insights into the methodology used to analyze project performance. However, specific projects have not been identified due to the rather negative connotations of some of the conclusions drawn about the less favorable outcomes.

In 1911, Miami Copper Co. began a block caving operation at its Miami, AZ property. A gravity mill was used to separate copper minerals from the Pinal Schist host rock. Until 1932, the mill tailings were deposited by the upstream method using perimeter launders and spigot valves in six canyons adjacent to the mill. In 1928, the larger and more distant Solitude tailing pile was developed. By 1932, it was receiving all tailings. In 1925, Miami Copper converted the gravity mill to flotation with sulfide copper recoveries. From 1934 to 1943, Miami, Copper ran a leach-precipitate float (LPF) circuit on mined ore and, in 1943, began sulfuric acid in-place leaching of a portion of the caved area formed by block caving. The pregnant solutions were collected underground and pumped to the LPF precipitating drums to harvest copper. In 1954, the company started mining low-grade ore. This led to the running an old LPF plant on select mill tailings from April 1957 to March 1959. In 1959, block-cave mining ceased. Solution mining became the only source of production using a launder precipitation plant. In the mid-1960s, Miami Copper merged with the Tennessee Corp. In the latter part of the decade, Cities Service Co. bought the combined properties. In 1976, Cities Service commissioned a 15-t/d (16.5-stpd) solvent extraction electrowinning(SX-EW) facility at its Miami copper property to replace the precipitation plant. In 1982, Occidental Petroleum Co. bought Cities Service. In 1983, the Miami operations were sold to Newmont Mining Corp. and set up as a subsidiary company, Pinto Valley Copper Corp. Finally, in 1987, Newmont Mining spun off a combined Pinto Valley and San Manuel unit as Magma Copper Co.

Environmental conflict between the public and private sectors, including mining, is highly visible and often based on deeply divergent environmental, social, and economic values. In order to achieve sound public policies by government, scientifically rigorous and objective analyses of mining’s impacts are demanded. Material flows accounting and analysis, linked with other data to generate indicators of environmental, social, and economic impacts of mining activity are means toward providing cogent input into public policy-making on key issues. This paper will present a material flows analysis scheme for the coal industry and recommend derived, objective indicators of coal mining’s impact on society.

For public organizations, preparing accurate project cost estimates is a critical component in capital project planning. Project delivery methods provide a structured approach to moving projects through the design and construction lifecycle, and typically use cost estimates as key inputs at each stage to determine if the project will advance. As design stages can occur years or even decades before construction contracts are awarded, estimates need to make reasonable assumptions about how the work may be executed (means and methods) as well as potential future market trends so that appropriate values for material pricing, labour costs, escalation, and owner’s costs can be included. This process is challenging enough during stable markets, as historic trends can often be misleading and require a suitable understanding of economic factors to use appropriately. When you mix in the market volatility that has been observed since 2020, developing accurate project cost estimates becomes even more challenging. In cases such as this, having a structured approach to cost estimating that includes an adequate risk-based reserves cannot be overstated as it provides the basis for ongoing project decisions. This paper explores some of the historic and more recent market trends that have impacted key aspects of project cost estimates for capital project planning. It also provides recommendations on how to develop cost estimates for infrastructure projects, with examples from Metro Vancouver, which plans for and delivers regional-scale services to 2.6 million residents. A brief commentary on the use of escalation clauses in contracts is also presented.

"INTRODUCTION Sorting technology has advanced rapidly recently. Of the two possibilities particle sorting has advanced especially in introducing new sensors and the use of multiple sensors. The analyzing and computing lead times have also shortened. This has made it a viable technology option for many applications but not for the most important sorting task at a mine; the run-of mine ore. Bulk sorting, however, has advanced in smaller steps, even if the technology has the capability to tackle the run-of-mine ore and offers a high potential to bring mines substantial economic benefits. The sensors, which are useful are restricted by the difficult operating conditions or by the ore characteristics. One of the important features of run-of-mine sorting technology is the major material handling infrastructure required. The capital expenditure can be substantial requiring good understanding of the sortability curve (grade-recovery curve) behavior of the ore. This paper discusses one industrial case, where substantial amount of data measured from the ore feed belt has been obtained. This data was then analyzed for the grade recovery curves obtainable from that ore with sorting. EXPERIMENTAL The XRF measurement used was the FCA device from IMA Engineering (Fig.1). It is a specially built version of XRF designed to operate with coarse material. The measurement was situated at the main belt conveyor taking ore from the primary crusher to the stockpile. The crushed ore was about 80% -300 mm at a capacity of 1100-1200 tph (Fig.2). Measurement times were varied from 30 seconds to a minute. Measurements were obtained over several months.As the XRF is a surface distribution measuring technique, the measurement was first tested upon accuracy and reproducibility against plant daily wet chemical assays and against on-line Courier feed analysis. As there is a varying delay in the ore stockpile, the delay time was used as a variant in the validation. Different measurement times were tested for accuracy. A one minute measurement time gave a total measurement relative standard error, which was both for Cu and Ni below 3%. The results showed also very robust correlations; for Cu, the correlation coefficient was R > 0,94 for one minute measurements over three months and R > 0,86 for Ni respectively. Fig 3. Introduction As the world economies continue to face an increased demand for natural resources to support growth in the established and developing world, the western mining industry has expanded its operations and funding of mineral developments into new and relatively unexplored regions of the world. Mining companies worldwide, in order to grow in a global economy, are now actively exploring and developing mineral resources in the emerging markets of South and Central America and most recently have expanded activities throughout Asia. South East Asia Resources (S.E.A. Resources) has recognized the vast resource potential offered by countries such as China, India and Indonesia, Asia's main driving forces of economic growth and has made a commitment to be actively involved in the area. These countries rich in mineral resources, represent some of the highly prospective and underexplored regions on earth. Their vast potential has been underestimated because of political reasons and overlooked as Central and South America still continue to be the focus of exploration for many mining companies. Most of these Asian countries have faced a prolonged period of political unrest and it has not been until recently that they have begun to enjoy a relatively stable political climate which has encouraged foreign investment, growth and economic development. These countries are in need of capital to develop their infrastructure and market economies. Their wealth in resources is one of the best methods to achieve their goals. Gold is usually one of the first targets to be extracted from developing economies. Equivalent-sized gold projects tend to cost less to develop and require less supporting infrastructure than base metals. These projects are easier to finance and, most important of all, tend to give a quicker return on investment than that offered by base metals. They also provide the economy with precious foreign exchange, international investment and the technology required to build the country. Following is a graph representing the global re-allocation of the total capital investment on the twenty largest gold projects now under construction with the total for those under construction in 1990.

The Deep Ore Zone (DOZ) Mine is PT Freeport Indonesia's (PTFI) newest operation. Production at the mine began in September 2000. The DOZ Mine produces 25 kt/d (27,500 stpd) using mechanized block cave mining methods. The DOZ Mine has several major improvements when compared with previous block cave mines in the district. It has an independent and improved ventilation system, a flexible and efficient truck haulage system, and a more reliable crushing and conveying system. PTFI's copper and gold mining complex is located in the Ertsberg mining district in Irian Jaya, Indonesia (Fig. 1). The Ertsberg district is located in the Sudirman Mountains at elevations from 3,000 to 4,500 m (9,800 to 14,700 ft) above sea level. The topography is extremely rugged and rainfall in the mine area averages 3,000 mm/a (118 in./year). Freeport began production in the district in 1972 when the mill began processing ore from the Ertsberg openpit. Underground mining began in 1980 when the Gunung Bijih Timur-Ertsberg East (GBT) Mine was brought online using block caving methods. In 1991, the GBT Mine reached a maximum production rate of 28 kt/d (31,000 stpd). Ore from the mine was exhausted in 1994. The Intermediate Ore Zone (IOZ) was brought into production in 1994. It, too, used block caving methods and had a design rate of 10 kt/d (11,000 stpd). The IOZ is currently producing at a rate of 21 kt/ d (23,000 stpd). The DOZ was discovered in the mid-1980s by deep drilling from the GBT. The GBT, IOZ and DOZ deposits are all situated in the Ertsberg East Skarn System (EESS). In 1993, the first of several studies was completed that indicated that portions of the DOZ Mine could be economically mined using block caving methods. Limited development was started in 1995. Full-scale development and construction began in late 1997. The crusher and conveying system began operating during the first quarter 2000. The first of two main exhaust shafts has been com¬missioned, along with three of the four new main fans. The second exhaust shaft and fourth main fan will be in service by the end of 2001. Undercutting and production began in September 2000. The DOZ Mine will reach its design production rate of 25 kt/d (27,500 stpd) in 2003. A study is under way to determine if an ultimate production rate of 35 kt/d (38,500 stpd) is feasible.

The Simon Silver Mine is located near Mina, Nevada, approximately 50 miles northwest of Tonopah and 40 miles east of Hawthorne. It is an old property which was last worked in 1932 and closed operations due to problems arising from low metal prices. Federal Resources Corp. acquired the property in 1963 and undertook a completely new development program since the old surface plant and underground workings were beyond feasible repair. The deposit of silver, lead, zinc and copper is predominantly replacement of limestone. In the summer of 1964, a new surface plant was constructed and on December 2, 1964, sinking of a three compartment vertical shaft started and was completed to a depth of 1088 feet in April of 1965. Following the sinking program an 850 foot crosscut was driven to intersect the mineral zone on the 1000 level after which drifting, crosscutting and raising totaling some additional 4280 feet has been completed along with considerable diamond drilling and long holing into the walls. To date, two ore bodies have been encountered and test stoping operations are underway together with development of the 800 level for servicing, ventilation and access. The present development of ore is directed towards substantiating sufficient reserves to warrant the construction of a flotation mill.

Researchers at Montana Tech are investigating the potential for developing trees tolerable to degraded un-reclaimed mine site tailings and soils as a solution to re-establishing long-term tree growth on those sites. This project involves growing tree seedlings from seeds planted in the degraded mine tailings and soils in which they will eventually be planted. The outcome of the project is expected to lead to a successful solution for re-establishing tree growth in degraded tailings and soils in Butte, Montana with minimal post-planting human intervention. Work conducted on the project to date has shown successful growth of seedlings in degraded tailings and soils. INTRODUCTION In an effort to improve Butte Area One natural resources, this research project is working to help restore tree growth in the Butte Priority Soils Operable Unit Boundary (BPSOU) (Opoku-Ware, et al 2018). Research by Blicker, et al (2003) found that, the BPSOU, which is part of the Silver Bow Creek/Butte Area National Priorities List (Superfund) Site within and near Butte, Montana has multiple historic mining sites situated entirely within the urban setting of Butte. Mine wastes and mill tailings, accumulated from over 100 years of gold, silver, and especially copper mining are dispersed throughout Butte, posing health risks to human and environmental receptors. Stabilization of tailings sites is needed to control fugitive dust, prevent run-off of toxic material resulting in subsequent sediment deposition in streams, reducing the volume of water seepage through acidic and heavy metal contaminated material, and improving land productivity and aesthetic values (Watkin and Watkin, 1982). If successful, the project will help restore water quality and maintain stream flow in Silver Bow Creek where it flows through Butte Area One. Trees native to Butte are being grown to seedlings in a greenhouse located on Montana Tech’s campus which will be planted in degraded soils located within the BPSOU. Growing trees is expected to help restore vegetative ground cover within the watershed contributing to stream flow in Silver Bow Creek. The trees will prevent soil and tailings from eroding and being deposited in Silver Bow Creek where they could degrade water quality and choke stream flow. The project combines research with tree seedling growth to provide a resource for Butte that could produce thousands of tree seedlings each year adapted to the harsh climate, soil, and tailings conditions that exist in the BPSOU where they will grow. It is anticipated that the trees developed by the project will have the capability for long-term survival and growth because they will be germinated and grown into seedlings in the degraded soils and tailings collected from the BPSOU where they will be planted. Soils and tailings collected for the project have been evaluated to determine if they lack nutrients or contain substances potentially toxic to the long-term growth and survival of the trees. Toxic levels of metals, high concentrations of soluble salts, extremes in pH, nutrient deficiencies and imbalances, surface crusting, high bulk density, low infiltration rates, high surface temperatures, low cation exchange capacity, restricted microbial activity, low water retention, harsh climatic conditions and surface particle movement are some of the traits of mine tailings sites that restrict revegetation efforts (Barth, 1986).

This project is exploring the potential for developing trees tolerable to degraded un-reclaimed mine site soils and tailings as a solution to re-establishing long-term tree growth on those sites. The project incorporates growing tree seedlings in an underground greenhouse grown from seeds planted in the degraded mine soils in which they will eventually be planted. The outcome of the project is expected to lead to a successful solution for re-establishing tree growth in soils and tailings containing high metal concentrations with minimal post-planting human intervention. The research is being conducted in an underground greenhouse located 100 ft below the surface in the old Orphan Boy Mine Underground Mine Education Center (UMEC) located on Montana Tech’s campus in Butte, Montana.

The development of a method to manufacture diamonds has been rated as one of the out- standing scientific achievements of our time. The story is both interesting and significant. This paper will quickly review history of diamond and manufactured diamond. Next, it will discuss manufactured diamond as a product -- how good is it -- and what is the significance of this scientific achievement. And finally, present a few thoughts about the future of this technology and this product. For centuries, diamond was found only in alluvial deposits, primarily in the Golconda fields of India. As a result, man knew nothing of the process by which the stones were formed. In 1860, diamonds were found in South Africa under completely different conditions. Here, for the first time, they were found in volcanic pipe -- their mother ground. These volcanic pipes are roughly cylindrical columns of rock which go deep within the earth. The theory as to the formation of diamond was presented by the geologists in that era. The theory states that molten rock was thrust up through a layer of carbonaceous shale where it picked up the carbon necessary for diamond formation. It was generally agreed that diamond was formed approximately 240 miles below the surface of the earth, thus indicating that extremely high temperatures and pressures were involved.

Dewatering aids are chemicals which enhance the efficiency of mechanical dewatering equipment such as vacuum disc filters and centrifugal dryers. A new dewatering aid has been developed which significantly lowers the moisture content of the mineral concentrate and causes none of the undesirable side effects normally associated with dewatering aids. Highlights of product development from laboratory screening through field testing will be discussed.

One of the primary areas of computer application in mine ventilation has been the analysis of mine ventilation networks. A variety of network analyzers that are aimed toward the solution of flows in a given network has been developed. These programs typically use the Hardy Cross or other iterative algorithm for solution of any network, even those that are complex. The computer software has become more efficient and sophisticated over time and has thus been widely adopted for ventilation network analysis. One of the shortcomings of these programs is that they have been developed with the idea of analyzing the ventilation requirements at a single point in the lifetime of a mine. This provides the ventilation engineer with an important tool for analysis but falls somewhat short of providing a convenient means to economically com- pare alternative methods for ventilating a mine. The program described in this paper provides such a tool. The principal concepts that were necessary for the completion of a computer program that analyzes ventilation alternatives is the capability of efficiently determining the ventilation requirements at a variety of times during the lifetime of the ventilation system and some method of analyzing the costs of the alternatives on a realistic comparative basis. To accomplish this task, the authors began using Penn State's mine ventilation simulator designated as PSU/MVS, Didyk et al. (1977a, 1977b) and added the necessary additional software to accommodate the need for multi-period, time-dependent analysis of the net- work. The software was then tested on a coal mine ventilation problem with a 23-year life. The problem points out the value of such a program for ventilation analysis.
