The earthmover tire shortage has been a case of bust and boom for the tire industry. Tire producers were unwilling to invest ahead of the mining boom. In their defense, though, the metals sector of the mining industry tends to be cyclic, tire manufacturers are not prescient. Until two years ago, low tire demand depressed prices. The incentive to invest in new, big-tire capacity was almost nonexistent, according to Prashant Prabhu, president of Michelin Earthmover Tire worldwide. “There has been very poor anticipation or a miscaluation of the amplitude of the (tire) demand on the part of just about everybody,” said Prabhu. What a turnaround. The earthmover tire market has grown by 30 percent over the past two years. Now there are not enough earth-mover tires and likely won’t be for the next two years. Goodyear said it was offering customers bias-ply tires when it could not supply enough radial-ply tires. Komatsu said it lost equipment sales because it could not provide the tires that customers requested. Volvo and Caterpillar said they are delivering some vehicles without tires, either promising tires later or leaving the customers – mine operators – to find their own rubber.

Computers and communications technology have revolutionized many industries. In earthmoving, this revolution has just begun. The major changes are still to come but are just around the corner. This article presents a vision of this upcoming revolution in the earthmoving industry. This vision includes basic communication, machine monitoring and diagnostics, job and business management, planning and operations, and machine control. For the industry to realize maximum benefits from the information age, it must have a vision of the future that is shared by technologists, machinery producers and miners. History of the information age During the 1970s, the information age revolutionized retailing, starting with the grocery business. By using bar codes and laser scanners, individual items were connected to the information world of computers and communications. Once this connection was made, the data on what an item was and where and when it moved became valuable information for inventory control and marketing. Not only was the information valuable, it was easy and inexpensive to collect and manipulate. The effort required to provide the consumer with the right product at the right time was reduced. Costs went down and customer satisfaction went up. But there were casualties of this revolution. Many inventory counters lost their jobs. There were also equipment casualties. Cash registers that could not interface with the digital world were discarded long before the end of their useful life.

PREFACE The National Waste Terminal Storage Program was initiated to conduct the research to select a site for the disposal of high level radioactive waste in deep geologic formations. As part of this program, the Savannah River Laboratory at Aiken, South Carolina, is conducting geologic research of generic applicability on the potential subsurface damage to a repository from an earthquake. Part of this study involved the collection of data on subsurface damage due to an earthquake, and another part involved the calculation of displacement fields as a result of an earthquake. Both of these studies were conducted at Terra Tek of Salt Lake City. This report is an abridged and combined version of both studies which was presented at the Rapid Excavation and Tunneling Conference in Atlanta, GA, on June 19, 1979.

All persons and communities that have experienced strong-motion earthquakes are convinced of the importance and complexity of earthquake problems thatmust be solved in order to reduce the personal hazards and property losses to a reasonable minimum. It is also clear that absolute elimination of all risks is impossible. Reduction of existing hazards and precautionary measures which will minimize chances for disaster can be accomplished by realistic appraisal of the effects of recent earth- quakes on modern structures and installations. Localities that have reason to expect so-called strong- motion earthquakes can anticipate these effects by taking appropriate steps. Valid earthquake information can only be obtained from earthquakes. Each earthquake contributes to the body of knowledge by additional facts and by clarification of previous observations. Rational interpretation of the data followed by practical application of the conclusions can contribute greatly to the safety of persons and property. The general public expects the architectural and engineering profession to accept this obligation and render this service. Most earthquake hazards are man-made and arise from the imperfections of the works of man and his failure to anticipate the consequences when the natural characteristics of his environment are ignored. If it is not given to man to prevent such natural phenomena as earthquakes, it is sometimes within his power to control their destructive effects and to reduce to a minimum the toll of life and human suffering.

INTRODUCTION Underground structures are generally regarded to be safer than surface structures during strong seismic motion, except when crossing a causative fault. Recent studies of observed earthquake damage to tunnels generally support this view, although instances of severe damage and, occasionally, collapse are reported. For proposed underground construction of sensitive structures such as nuclear power plants, liquefied natural gas facilities, and nuclear waste repositories, a verification of the seismic response of underground structures will be required.. This paper discusses the stabilization recommendations used in a study of additional costs required to protect tunnels against ground motion caused by earthquakes and underground nuclear explosions (1). The study is a part of the site investigations for possible construction of a nuclear waste repository. The additional costs estimated in the study are not presented here; only the stabilization measures are presented in the present paper. The tunnels, which would constitute the underground facilities of a possible repository, are assumed to be 5.5 m (18 ft) in diameter and to be located at a depth of 600 m (2,000 ft). Three candidate geological materials are considered: argillite (shale), granite, and tuff. Several peak ground accelerations are used: 0.3g, 0.5g, and 0.7g for earthquakes, and 0.5g, 0.7g, and 1.0g for underground nuclear explosions. Potential damage due only to shaking is considered here. This paper does not discuss problems that result from creep or sudden rupture of intersected faults or from ground failures at portals.

INTRODUCTION The analysis and design of underground structures to resist vibratory motion due to earthquakes has been of interest to engineers for several decades. The dynamic stability of a powerhouse cavern was considered in the 1960s (Campbell and Dodd, 1967). About the same time, the designers of the San Francisco Bay Area Rapid Transit system developed procedures for analyzing the subaqueous tunnels placed under San Francisco Bay and the tunnels excavated along the land portions of the alignment (Kuesel, 1969). Japanese designers developed fairly sophisticated procedures for analyzing subaqueous tunnels during the late 1960s and early 1970s (Kuribayashi et al., 1974). In the past decade, proposals to site important critical underground facilities in regions with moderate to high seismic activity have increased the interest in earthquake engineering of underground structures. Seismic designs or seismic studies have been conducted for rock caverns for storage of petroleum or location of power plants (Yamahara et al., 1977; Glass, 1976), buried tanks for fuels or rad¬ioactive waste (Fukushima et al., 1977; URS/Blume, 1976), tunnels for disposal of nuclear waste (Yanev and Owen, 1978; Wahi et al., 1980), and urban mass transit tunnels (Monsees and Merrit, 1984). One of the greatest drivers of the interest in seismic analysis and design of underground structures has been the proposals to dispose of high-level nuclear waste in mined repositories some 300 to 600 m (approximately 1,000 to 2,000 ft) below the ground surface. In 1979, the authors, in conjunction with Professor Tor Brekke, presented a paper on an evaluation and design procedure used in a study of a proposed nuclear waste repository (Owen, Scholl, and Brekke, 1979).

Tunnel damage from explosion and earthquake excitation is correlated with strain and particle motions. Critical strains and motions are then correlated with focal distance, which is so small that permanent strains are highly likely. The shaking process is then numerically modeled to investigate the effects of excitation frequency and joint orientation. The models confirm that near cavern blocks slide intermittently only at relatively high particle velocities during periods of low joint normal stress. Larger displacements occur with relatively small shear wave lengths or relatively high frequencies. Variation in joint orientation and rock mass dilation result in changes in displacement.

Mine information is often multi-disciplinary, dynamic and spatially complex. Different departments use the same data in many different ways, information changes over time and mines change their shape continuously. Earthworks InTouch is a radical VR-based system developed by AIMS Solutions and marketed by Earthworks, which provides a rapid and intuitive interface to a wide range of mine information. VR is used to provide an interactive and visually accurate, dynamic 3D model of the mine workings and equipment operating in the mine. Individual objects in the mine can be linked to external applications that provide up-to-date and context sensitive information. Equipment movement can be simulated or tied in to real-time survey from GPS systems for example or excavator productivity data can be extracted from a production database. The paper will highlight the major advantages of using such a VR interface to access valuable and time sensitive information.

1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. The East Central Interceptor Sewer, commonly known as the ECIS Project, is the largest public works construction project awarded by the City of Los Angeles. The complexity of this $240 million project, together with the challenge created by the mandated 1,000 calendar days for construction completion, make this project a major interest for the tunneling industry. This paper will describe the ECIS tunnel project, currently under construction by the Joint Venture of Kenny (Sponsor) / Shea / Traylor / Frontier-Kemper. Mining of the18.5 km (about 11 miles) long and 4.7 m (15ft-4in) diameter tunnel is underway with four Tunnel Boring Machines mining at the same time. Details on the mining machines, muck handling systems, innovative construction sequence, together with mining progress will be given.

Constructing tunnels in congested urban areas requires tunnels to be placed closer together and with less cover than was previously necessary. Contract CQ031 of New York?s East Side Access project will construct four six-meter diameter bored tunnels in a three-up one-down ?T? configuration, with less than three meters of soil between the tunnels. Mixed-face rock and glacial till conditions with a high ground water table will be encountered under active railroad yards. The tunnels will also pass beneath the busiest railroad interlocking in North America with cover as shallow as three meters. This paper discusses the challenges of designing segmentally lined tunnels for these conditions.

Beneath some of New York?s most iconic buildings ? The Met Life Building, the Helmsley Building, the Waldorf Astoria ? crews are busily at work on the Metropolitan Transportation Authority?s long-awaited East Side Access (ESA) project. In fact, it is 14 floors beneath the famed Grand Central Station where one of the centerpieces of the project, the new Long Island Railroad (LIRR) station terminal, is being blasted and carved into shape. When completed in 2016, the $7.3-billion ESA project will increase LIRR?s capacity into Manhattan and significantly relieve congestion at Penn Station. Currently, 37 LIRR trains per rush hour roll into the crowded Penn Station where many riders must then transfer to subway trains to complete their commute. When completed, the ESA tunnels will bring an estimated 160,000 riders directly to Grand Central Station, saving those riders 30 to 40 minutes. Studies have found that more people work within walking distance of Grand Central than Penn Station. ?The benefits of the project are tremendous,? MTA Capital Construction President Michael Horodniceanu told more than 340 industry professionals attending the UCA of SME?s George A. Fox Conference in New York on Jan. 26. ?The ESA is the first expansion of the LIRR in 100 years. It will increase the East River tunnel capacity by 50 percent and will help support job growth around Grand Central.?

This article examines some important trends in East-West trade in non-fuel mineral products, in particular the recent decline in Eastern bloc exports of such products. It relates this decline to an improvement in Soviet terms of trade; a deterioration of geological and locational conditions in Soviet mineral production; an increased integration of the CMEA-countries based on a regional pooling of resources; and a surge in demand for mineral commodities in Eastern countries coupled with a slowdown in Western economic growth. Finally, it evaluates to what extent these determinants may evolve in a different direction during the eighties and thus foster East-West mineral trade. Eastern1 bloc trade in mineral products is a subject of perennial interest in the West. When exports increase, there is much talk of the dangers of dependence on the East for critical fuels and materials. When imports increase, talk turns to the danger of Soviet dependence on Western supplies. A common fear is that the USSR may not only seek to meet its own resource needs but also deny the access of Western countries to these resources. This paper, like three other recent additions to the lite5ature on Soviet foreign trade of commodities2, tries to put matters in clearer and cooler perspective. The first section evaluates the structure of East-West mineral trade and tries to identify some important trends of recent years. The second section relies on supply and demand factors, as well on the Comecon connection (the intra-Council for Mutual Economic Assistance mineral cooperation) to explain why there has been a reversal in the mineral trade trend since the end of the seventies. The last section evaluates the factors which could stimulate East-West mineral trade in the future.

Clearly there is a tremendous need for assistance in Eastern Europe since most industries must undergo major restructuring. The new governments face many dilemmas, the first task being to establish an order of priorities to deal with the numerous problems at hand. Issues such as the standard of living take low priority compared with market economy and ecological problems. The concept of a Comecon market is now virtually non-existent and trade in roubles ceased from 1991. From this time onwards countries were obliged to trade using free market prices. Governments must also avoid the economic mistakes of countries such as Poland with its high devaluation and lack of economic control and, if possible, contain inflation and unemployment. The privatization of Eastern European enterprises raises considerable difficulties, particularly for large corporations, employing anywhere from 50-100,000 people, which played a major role in the national economy. Whichever method is selected, however, still has to overcome the problem of lack of capital and evaluating the national property. For example, earnings represent only a small percentage of the value of these national industries and thus cannot convert to private ownership without foreign capital investment, either direct or as joint venture capital.

Introduction An earth science teacher at the junior high school level has the potential of working with 450 students per year. And these young people are at an age where they can be properly informed about the importance and necessity of a viable, domestic minerals industry. It was with this philosophy that a course was developed at Eastern Washington University for science teachers entitled, "The Minerals Industry of the Pacific Northwest." The two-week course is sponsored by the Northwest Mining Association and the Idaho Mining Association. It was first taught during the summer of 1971 and will be taught during the summer of 1986 for the sixteenth straight year. It is a two-week mini-version of the very successful six-week course taught at the Colorado School of Mines. In 1971, Russ Chadwick was President of the Northwest Mining Association. He suggested that such a course should be developed and offered at Eastern. It was determined that tuition scholarships would be necessary. This would ensure that a reasonable number of teachers would register for the course. Say a teacher has five classes a day, with 30 students in each class. Some 150 students come into contact with that teacher each term. With three terms a year, an instructor works with about 450 students per year. So, with 20 teachers in the course, it was possible that 9000 students a year could learn from our informed teachers. And now, after 15 years, more than one million students have learned about the minerals industry from teachers who have completed the course. The course is designed to take the teachers through all aspects of the minerals industry. Most of the lectures are given by the working geologists and engineers who talk about their jobs in the industry. This is extremely important for the credibility of the course. The teachers realize that the lecturing professionals really believe in what they profess. Industry fundamentals The course begins with a lecture on the need for minerals in a modern society. Most of the teachers do not realize how critical minerals are to every aspect of our daily lives. The lecture is followed by the US Bureau of Mines movie, "Minerals Challenge." DOUG HALBE: I've decided that we're going to change tactics here and we're going to be nice to people from now on. [Co-chair makes gesture of intense disbelief; laughter] I've also decided who's not going to be a co-chair next year. [laughter] We thought we'd get a couple of experts for our next presentation: some people with a lot of experience. We've asked them to tell us some of the things that all of you operators out there might be able to apply immediately to your plant. Our next two speakers have a tremendous amount of experience, and I think you'll find what they're going to say is highly pertinent to most plants. I looked through their paper and found some things that I could have used in the plants I operated in the past. Our first speaker is Terry McNulty. A lot of you know Terry. He was with Anaconda for a number of years as director of research. He then was president of Hazen Research. I'm going to continue with our new custom of saying nice things. Terry is the guy that I call when I don't know something, and he's always got the answer. SPEAKER: Who do you work for, Doug? [laughter] DOUG HALBE: Remember that we're being nice to people here, Joe. I know that's a stretch. [laughter] TERRY McNULTY: Thank you, Doug. I'm a little bit mystified by this sudden switch of tactics just before I get to the podium. Doug's been a good friend for a lot of years so I guess I do have to be nice. I won't say anything deprecatory about him, but I would have to comment that the observations made by earlier speakers have been far too generous. [laughter] During nine years of consulting as a mineral processor and extractive metallurgist, I have often conducted audits of the performance of client's plants. Usually these audits have been ordered by the plant management in hopes of identifying opportunities for improving processing efficiency or reducing costs. DOUG HALBE: Thanks, Terry. And in spite of your introductory comments, I'm going to attempt to continue our hallowed tradition of saying nice things about the speakers. This is really a serious comment now. We, as mineral processing and mill people, don't often talk to people outside our general operating area. One thing that we've tried to do in this operators' symposium is get speakers from various types of plant operations to help illustrate all the things we have in common. Our next speaker is from the industrial minerals area. I think there's a lot to be learned from industrial minerals operations. Some of the people in the last session learned some things about fine grinding in industrial mineral operations. I was a little surprised to see people there grind to 2 microns. Our next speaker is Frank Alsobrook. Frank is another nonmetallurgical engineer. He has a degree in geology, a master's of science from the University of Wisconsin. He's had his own very successful consulting company for a number of years. This is your 11th anniversary, Frank? Very good. He's also the immediate past chair of the industrial minerals division. I think the folks at the speakers' table should be ashamed. You have been so rowdy that Frank chose to sit in the audience. [laughter] We'd like you to come up now, Frank, and tell us some things that you've seen that might be useful to us. INTRODUCTION FRANK ALSOBROOK: The three topics addressed briefly are (1) teamwork and operations modeling, (2) the pitfalls of capital conservatism, and (3) the potential for by-product recovery. Ideas for improvements in these areas are not unique to industrial minerals but apply to metal mining and processing operations, as well. Several additional topics are suggested at the end of the paper.

Introduction The Cove gold-silver deposit is located in Lander County, NV about 50 km (30 miles) southwest of Battle Mountain, NV (Fig. 1). The deposit is in the north-central part of the Fish Creek Mountains within the McCoy mining district. Gold was first discovered in the McCoy district in 1914 by Joseph H. McCoy (Vanderburg, 1939). From 1928 to the early 1930s, minor production occurred from shallow underground workings. Total gold production was less than 311 kg (10,000 oz; Stager, 1977). The district was inactive until the mid-1960s when it was explored by Bear Creek Mining, Summa Corp., Houston Oil and Minerals Corp., Gold Fields, and Tenneco Minerals. Tenneco began a detailed reevaluation of the McCoy deposit in the fall of 1984. Tenneco's decision to place the deposit into production was based on a geological reserve of 8.7 t (280,000 oz) of gold (Kuyper, 1987). Subsequent exploration and development drilling of the McCoy skarn deposit has more than doubled the mineable skarn reserves to 19 t (615,000 oz) of gold. In September 1985, Tenneco began development work on the McCoy gold-skarn deposit. The project is an open-pit, heap leach mine. The first gold was poured in April 1986. Echo Bay Mines acquired Tenneco's precious metals properties in October 1986. The mining operation and district exploration started by Tenneco is continuing under the Echo Bay's ownership. The Cove deposit was discovered in January 1987 and production began in February 1988. The deposit will begin as an open-pit, heap leach operation. It will be converted into an open-pit and underground mine with a 9-kt (10,000-stpd) mill. Geologic setting The Cove gold-silver deposit is situated on the east flank of the Fish Creek Range. Surface elevations range from 1460 to 1680 m (4800 to 5500 ft). The deposit is 1.6 km (1 mile) northeast of the McCoy gold-skarn deposit. The Cove deposit is hosted by the Augusta Sequence of Triassic age. Three formations of the sequence are mineralized at the Cove. In ascending order they are the Favret, Panther Canyon, and Augusta Mountain formations. The Favret formation is a gray, locally silty limestone that is commonly fossiliferous. The base of the formation is not exposed. Exposed and drilled intervals are more than 60 m (200 ft) thick. Conformably overlying the Favret formation is the Panther Canyon formation. This formation is 215 m (700 ft) thick and consists of a siliclastic and carbonate sequence of conglomerate, quartzite (sandstone), mudstone, limestone, and dolomite. It is a distinctly coarsening-upward sequence of rocks. The top of the unit is conglomerate with chert and quartzite clasts up to 150 mm-diam (6 in.-diam). The Augusta Mountain forma-
