While Acid Rock Drainage (ARD) occurs naturally, its management poses challenges especially at the decommissioned sites. Two passive systems were designed and implemented at two different decommissioned mining sites in Canada in order to treat the seepage with ARD characteristics. One seep originating from a reclaimed tailings pond was neutral mine drainage (NMD) containing circumneutral pH and dissolved metals (e.g., nickel, zinc) in elevated concentrations. The other ARD from a tailings stack showed net acid drainage characteristics with low pH and higher metal concentrations than regulated limits. Due to the different ARD characteristics occurring at each site, different types of treatment systems were designed and implemented. Both sites experience extreme winter conditions. The NMD has been treated mainly by limestone drain and aerobic systems since 1997. The acid ARD has been treated by a system consisting of an anaerobic sulfate reducing bacteria (SRB) cell, an aerobic cell and a limestone filter since 2004. As this site has no access roads, space, or power, a significant capital cost as well as sludge disposal/storage requirements would have been required to institute a chemical (active) treatment system. Both systems have been successfully treating seepage and producing a water quality year round that could comply with regulated objectives.

As the University of Hong Kong and their advisors planned their new Centennial Campus it became clear that they would have to re-provide existing water reservoirs on an adjacent site with new salt water reservoirs located underground in two new caverns. The existing reservoirs are owned by the Water Supplies Department who provide salt water for sanitary flushing and a separate potable water supply for regular use. Although underground reservoirs had not previously been adopted locally, the planning has been completed to a tight schedule and the construction is well advanced. The need to preserve historic buildings imposed constraints, as did the requirement to minimise potential construction nuisance for the local community and environment. This paper presents the background to the project and the work carried out to develop an innovative, sustainable and environmental acceptable solution. Construction progress to date is also presented.

Maintenance costs in the mining industry often account for as much as 18-20% of total operating costs and with the cost of labor and materials rising, they threaten to become an even larger percentage of the total. Yet, without an effective maintenance program costs can soar beyond what they would be without a program. In other words, when production equipment is down, there is no production and no product to sell in the marketplace. This cost of downtime in lost product far exceeds the actual cost of maintenance, which is defined here as labor and materials. Thus, mine management must have an effective maintenance program to avoid downtime and meet production targets. Attaining an Effective Maintenance Program Many mine management and operations supervisors believe that an effective program is a function of how hard they push maintenance. Yet, when vital production equipment is inoperable and production is lagging, no amount of pushing helps. In actuality, maintenance has little control over its own destiny and needs support from other departments to deliver good service. Success of the maintenance program depends on gaining control of those factors that directly influence maintenance. Consider the following. Organization-The maintenance organization must be structured for maximum responsiveness to production needs. Unfortunately, some needs are immediate and many are unknown in advance. The maintenance department has little control over them. These outside influences limit the department manager's ability to control his own organizational structure. Preventive maintenance procedures-Routine lubrication, equipment inspection, minor adjustments and the like are controlled mostly by maintenance. Yet, scheduling preventive maintenance depends also on the availability of equipment controlled by other departments. Planning-The purpose of planning maintenance jobs is to ensure that the best use is made of maintenance resources. If the production department creates an environment of running repairs and emergencies, there can be little planning. Even well-planned jobs will suffer if there is less than full cooperation in carrying them out. As a consequence, the maintenance department is not blocked from planning, but the value of its planning is reduced. Scheduling-Maintenance scheduling should be a joint effort. Although maintenance does the planning, production must agree to the scheduled maintenance of its equipment. Workload-As a service organization, the maintenance department has limited control over its workload because it must consistently respond to other department's demands. At best, maintenance controls only the fixed portion of its workload-utility work, janitorial service, maintenance shop work, and assigned repetitive and preventive maintenance duties. Unscheduled and emergency work are initiated by operations. Major maintenance actions require full cooperation. Labor productivity-The effective use of labor is tied to other key functions of maintenance. These include organization, preventive maintenance, planning, scheduling, and emergency work. An area type organization, for example, can often respond more quickly to immediate needs than a centrally controlled maintenance group. Yet, area maintenance can result in lower labor productivity unless tight control is exercised. One of the advantages of a good "detection-oriented" preventive maintenance program is early discovery of problems and better opportunity to schedule corrective work in advance. Under planned work conditions, use of labor can be more productive. Complete planning and scheduling can minimize time spent on each job, increase effectiveness of supervision, and improve labor productivity. Finally, if emergency work is minimized, there are fewer delays, less lost time, better coordination, and more productive use of labor. While labor productivity is an important factor in carrying out maintenance, it also is influenced by outside factors. However, few realize the impact of being able to improve maintenance productivity. The Mine Safety and Health Administration (MSHA) conducted a respirable dust survey to evaluate the effectiveness of a water curtain utilized for dust control on continuous miner sections. The purpose of this survey was to determine if the water curtain was effective in reducing respirable dust concentrations, since several mines currently use water curtains to control miners? respirable dust exposures. The survey was conducted on a supersection of an underground coal mine, which utilized two continuous miners on the same split of air. Each continuous miner alternated taking a cut so that both continuous miners would not operate at the same time. The underground coal mine is located in Knox County, Indiana. The water curtain evaluated in this survey was located in the last open crosscut between the intake side continuous miner and the return side continuous miner. When the intake side continuous miner cuts coal, its exhaust air would be used to ventilate the return side of the section. The intent of the water curtain was to reduce the intake air respirable dust concentration (generated by the intake side continuous miner) before the air stream ventilated the return side of the section. To determine the effectiveness of the water curtain in reducing respirable dust concentrations, respirable dust sampling pumps were placed on both the intake side and the return side of the water curtain. Additional respirable dust sampling pumps were placed farther downstream from the water curtain to monitor dust levels downstream of the water curtain, but in an area where respirable dust would not be created by anything other than the intake side continuous miner or additional section air. The water curtain and the respirable dust sampling pumps were operated only when the intake side continuous miner was cutting coal. The samples were analyzed for respirable dust and quartz content. The water curtain showed minimal effect in controlling respirable dust and respirable quartz dust, but the reduction was so negligible that this survey could not quantify the reduction. The measured reductions are within the accuracy of the sampling equipment.

As a result of the enactment of the Federal. Coal Mine Health and Safety Act of 1969 1, the Department of Health, Education, and Welfare (HEW) has been carrying out research in the "field of coal mine health". The National Institute (formerly Bureau) for Occupational Safety and Health (NIOSH) was designated the agency within HEW to be responsible for such research activities. One of the early programs sponsored by NIOSH was undertaken by Eastern Associated Coal Corp., with the Harvard University School of Public Health participating as a subcontractor to Eastern. This program on Coal Mine Respiratory Protective Devices, which started on June 30, 1970, had five major objectives as follows: a. to determine current status of respirator usage with respect to duration and frequency, types. and maintenance b. to determine acceptability ( and reasons therefor) of currently used units c. to determine protection factors provided by respirators worn by working miners d. to make recommendations on ways to improve existing units, or on research needed to develop new types of respiratory protective devices for coal miners e. to provide recommendations to mine management on more effective use of respiratory protective devices

Large - scale tests at the Polish Safety in Mines Institute /established in 1925 as "Barbara" Experimental mine/ performed in underground and surface experimental galleries, simulating conditions in roadways in mines, are the basic source of knowledge about development and propagation of explosions. Investigations up to 1973 were performed under the Institute's former research director Professor W.B. Cybulski s supervision, whose handbook concerning combating of coal dust explosions in collieries has been also published in the U.S. (2), and are continued until now. For investigating explosions the "Barbara" Mine disposes of 170 m /7.5 sq m/, 200 m /5 sq m/ and 400 m /7.5 sq m/ underground gallieries as well as of 10 m, 25 m, 44 m and 100 m surface galleries. For example, in the 200 m gallery more than 5200, and in the 400 m gallery - more than 2200 test explosions have been performed. Basing on determination of explosion hazard in roadways in collieries and on data of scientific research performed at the Safety in Mines Institute, the strategy of combating the explosion hazard in mines was elaborated; it includes mainly diminishing of coal duet. deposition in roadways, and -because of the possible inefficiency of this safety means in some roadways in mechanized collieries -- the introduction of three additional defence lines against coal dust explosions. It should be mentioned that at the "Barbara" Mine the problem of coal dust explosion initiation was elaborated as contract work for the U.S. Bureau of Mines. The main aim of this paper is to discuss some aspects of methods and measures for combating coal dust explosion hazard in highly mechanized mines in the Polish mining industry where in some roadways explosible coal dust is present, but it is not the aim to evaluate the effectiveness of methods and measures for diminishing the make-up of coal dust and coal dust deposition rates in roadways.

These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7, 200 kg (15, 900 lbs) per day or 61%. Metal loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change and fewer than 1 % got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

Remining of abandoned coal mines in Pennsylvania requires the implementation of pollution abatement and mining techniques called Best Management Practices (BMPs). Water-quality data from over 100 remining sites with more than 230 abandoned discharges were analyzed with respect to the types of BMPs employed to abate the pollution loadings of acidity, iron, manganese, aluminum and sulfate. Discharges exhibiting a significant decrease in acidity were most highly associated with sites where large volumes of alkaline materials were encountered (66.7%) or added (63.7%). The best results for iron loading were achieved with large-quantity alkaline addition (54.6%) and water handling systems (47.8%). Water handling systems (47.4%), daylighting (40.7%), and revegetation (40.2%) were associated with significantly lower manganese loadings. The decreases in acidity and sulfate loads associated with increasing the amount of alkaline material in the backfill indicates that the production of acid mine drainage can be retarded by adding large quantities of alkaline materials.

This paper evaluates the effectiveness of similitude theory in predicting the draft of a rubber tire loader’s bucket during initial penetration. The work uses 1:16 and 1:8 scale models of an 18-t capacity load haul dump, scaled with the Buckingham Pi Theorem, to evaluate the prediction of draft and penetration under different operating and different dynamic conditions. The authors hypothesize that the observed relationships between draft and longitudinal penetration and the operating and dynamic conditions will hold true for an upscaled model. Similarly, the authors hypothesized that the results of experiments conducted with the smaller scaled model should predict the draft on an upscaled model. The results show that the relationships between draft and longitudinal penetration and operating and dynamic parameters are similar for both scaled models. Similarly, the draft on the upscaled model, predicted by using the experimental results of the small model, is similar to the measured draft on the upscaled model. The mean difference between the two is 1.71 N with 95% confidence interval of [-3.51, 6.93], which is very good given the average draft is approximately 330 N. Thus, the work indicates that both hypotheses are true for draft. However, the work shows that scaling muck pile particle sizes using the Buckingham Pi Theorem is not adequate to ensure good predictions of penetration. This work provides insights that will help design engineers to acquire useful data on scaled models and use it for various analyses on heavy machinery.

The Mine Safety and Health Administration (MSHA) promulgated a rule in 2014 that required numerous changes in compliance dust sampling requirements for coal mine operators. Two key parts of this rule were the lowering of the respirable coal mine dust standard from 2.0 mg/m3 to 1.5 mg/m3 and requiring operators of underground coal mines to use a continuous personal dust monitor (CPDM) for compliance sampling. The CPDM currently approved for compliance sampling is equipped with a display that provides miners with in-shift information on their respirable dust exposure. The goal was to provide an indication of a potential overexposure and empower the miner and mine operator to implement changes in controls and/or operating practices to prevent an overexposure from occurring.

The study analyzes the impact of the Continuous Personal Dust Monitor (CPDM) on reducing overexposures to coal mine dust. It compares compliance sampling data before and after the implementation of the CPDM and the 2014 MSHA dust rule. The results indicate a significant reduction in the percentage of samples exceeding the dust standard for various mining occupations, highlighting the effectiveness of the CPDM in improving miners’ health and safety.

All underground operations have limiting factors that influence overall profitability. Hoisting, hauling, available headings, labor, milling capacity and other factors limit how much material can be removed from an underground mine. Consequently, when mines use limited labor to handle the additional rock from overbreak and to perform extra ground support tasks, productive activity is replaced by nonproductive work. Mining economics are further penalized when overbreak causes dilution of ore grades. This paper reviews the organizational systems that mines have been using to create environments that foster the creation of successful overbreak-control programs. Actual case histories document the various quality-improvement techniques, worker incentives and practical project-management systems used by these mines. A brief review of controlled-blasting technology sources and overbreak-measurement tools is also included.

This study was conducted to evaluate the effects of a diesel particulate filter (DPF) regeneration process on the concentrations and size distributions of aerosols in an underground mine. Two active regeneration strategies were examined for an electrically regenerated sintered metal fiber filtration system, and the effects were compared with those observed for a muffler and the same system operated in a passive configuration. The effects were assessed for three steady-state engine operating conditions. The number and mass concentrations and size distributions of aerosols in mine air were found to be strongly affected by the exhaust configuration, engine operating conditions and the regeneration process. When the system was operated in active configurations, the concentrations exhibited a transient and cyclic nature. At light load conditions, the distributions of aerosols in mine air were dominated by accumulation mode aerosols for all exhaust configurations and regeneration strategies. High concentrations of nucleation aerosols were observed when the DPF system was used and the engine was operated at high load conditions. A positive correlation between accumulation of particulate matter in the filter and the efficiency of the filter in removing accumulation mode aerosols was observed for all conditions. In the case of high engine load, reductions in accumulation mode aerosol concentrations were linked to a substantial increase in number concentrations of nucleation mode aerosol. Overall, the filtration system was found to be very effective in reducing total aerosol mass and elemental carbon concentrations for all engine operating conditions. However, the system was substantially more effective in passive than in active regeneration configurations.

Two-dimensional, finite-difference elastic modeling aids in planning an optimum seismic-acquisition scheme to define the extent of subsurface cavities resulting from in situ gasification. To understand the seismic effects of a cavity, two models are compared and contrasted. Model A consists of a low-velocity layer (LVL) in a half space; Model B contains a rectangular water-filled cavity in the LVL. Amplitude differences are the dominant effect on the surface records for each model. Cavity resonance and diffraction effects are more definitive in vertical seismic profiles (VSP's) and in a "snapshot" of the wave field. Interpretation and subtraction of corresponding records for both models shows the need for pre- and post-gasification seismic recording. Also VSP data are more informative than surface records.

Commercial development of the mineral resources of southwestern Missouri began about 1850 and spread into southeastern Kansas and northeastern Oklahoma, forming the Tri-State Mining District with Joplin as the urban center (fig. 1). The value of the Tri-State mineral production from 1850 to 1950 exceeded one billion dollars, and until 1945 the region was the world's leading producer of lead and zinc concentrates, accounting for one-half of the zinc and one-tenth of the lead produced in the United States (Gibson, 1972 1). By 1950 most of the rich ores had been extracted, and mining and milling operations declined during the 1950's and ceased in the 1960's. The sulfide minerals, mainly galena and sphalorite, were mined from cherty limestones at depths of 25 to 75 m (meters). Crude ores were brought from the mines to the surface where they were milled into lead and zinc concentrates. , Barren rock was discarded in piles while the ore-bearing rock was crushed and ground into fine gravel. The minerals were separated from the rock by a jigging process and the tailings were skimmed off and discarded in large piles. Ground-water flooding of the mines was controlled by constant pumping. When pumpage declined in the 1950's and 1960's tile abandoned mine drifts and shafts filled with water. At present (1977) numerous tailings piles and flooded mines remain as visible evidence of the mining era and as a threat to the quality of ground and surface waters of the area. In 1976 the U.S. Geological Survey in cooperation with the Ozark Gateway Council of Governments made a study of the effects of the mines and tailings piles on water quality in the Missouri part of the Tri-State District. The study area covers approximately the southwestern quarter of Jasper County, an area of about 725 km2 (square kilometers), and is bounded by long 94 o 15' w.' and the Missouri-Kansas state line, and lat 37 o 15 N., and the Jasper-Newton County line.

Hecla Mining Company and Master Builders Inc. conducted a study to evaluate the use of admixtures in reducing backfill binder concentrations. Additionally, admixtures were evaluated to help mitigate the occurrence of cold joints in the fill. Initial results demonstrated a 20% reduction of cement was possible while maintaining critical strength and flowability criteria. Admixtures also helped to control the formation of cold joints in backfilled areas.

The effects of air quality regulations passed in the last few years have been felt in a more pervasive way by the electric utility industry than by perhaps any other industry. I'm referring especially to those regulations dealing with the control of air emissions from stationary sources, and those specifying the quality of fuel used. Particularly, I would like to describe some of the effects that these regulations have had on the Commonwealth Edison Company. To put the subject into perspective, a brief descrip¬tion of the company will be presented first. Then, a historical outline of some of the efforts at control of electric generating station emissions will be described. Following this will be an indication of the Company's response to early State and local regulations prompted by the growing pressure for stringent envi¬ronmental control. Finally, the Company's plans to achieve com¬pliance with the most recent, Federally approved, State of Illinois regulations will be summarized.
