ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. The storage of energy in one form or another is a well established practice, demonstrated by the familiar sight of large oil storage steel tanks. Today, however, the problems of energy storage are taking on a new complexion. Increased emphasis on large and sometimes untried forms of energy storage is being generated by: (1) The uncertainties we face concerning future oil and gas supplies. (2) The growing need for the storage of peak-shaving energy on large utility systems. (3) The growing volume of highly toxic and energy generating wastes resulting from nuclear power plants. Concurrent with the growth of these pressures, legitimate environmental concerns now demand that the methods of storage which are utilized meet adequate criteria of safety and preservation of surface land, as well as fulfilling technical and economic functions. From these elements, increasing awareness has grown of the potential role that can be played by underground space in providing a storage medium for energy related materials. The vessels which must be built for underground energy storage will be built by the tunnel engineer, and the design requirements of such vessels will go far beyond the classical tunneling requirement to drive a stable, reasonably dry tunnel between two points. Depending on the nature of the material to be stored, the manner in which the storage is to be operated, and the specific risks to the environment which are involved, rock chambers must be designed as special purpose storage vessels. The tunnel engineer may be required to demonstrate that unusual pressure and temperature conditions can be sustained by the rock, or that containment of a toxic material can be assured. Introduction The urgency of further development of our domestic energy resources becomes more apparent every day. The production capability of existing facilities, taken in the aggregate, declines perhaps 10% per year; imported energy is expensive if available at all; conservation helps reduce demand but eventually will reach a point of diminishing return; new energy sources are promising but past experience, as with nuclear power, teaches us lead times are long and success is not assured. To approach the energy future rationally, it is essential to have some idea of the size of the nation's remaining energy resources, their characteristics, and the degree of uncertainty involved in their estimates. Resources are, of course, only one end of a long chain leading to energy supply to the ultimate consumer. They are an essential element, however, and the only one not under society's control. Given that the resources and a national will to produce the energy exist, it is possible to convert the resources to supply in, generally, an environmentally reasonable manner. However, the process of developing supply takes time. Government must permit access to the resource, and remunerative prices and further evolution of technlogy are required. This paper does not deal with these essentials, but they must not be forgotten. This discussion is limited to coal, oil, natural gas and gas liquids, uranium, and oil shale. Other energy sources are discussed elsewhere in this issue. Crude Oil Conventional crude oil resources are of greatest concern today, given our dependence on imported oil and its rapidly rising price. Estimates of oil originally in place (OOIP) range from 619 billion bbl to 1,094 billion bbl, differing by almost a factor of two (Table 1). This is surprising because the U.S. is a mature petroleum province with over 120 billion bbl produced and over 400 billion bbl OOIP discovered. Differences in the estimates involve differences in the experience of the various estimators, the interpretation of present geologic information and historical statistics, the methodology, and probably the extent (i.e., water depths) for which offshore resources are included. The range shown for the estimate of a given estimator appears to be primarily due to geologic uncertainty. This uncertainty can be measured by taking the ratio of the low and of the high estimate to the expected estimate for that information source. The low estimates range from 0.85 to 0.87 of their respective values. The high estimates range from 1.18 to 1.27 of the expected values. In all cases the high estimate is further from the expected value than the low,

The beginning of 21st century has heralded the global strategic importance, as evidenced by increase in energy prices and energy generation-emission-utilization dilemmas. In January 2008, the South African energy supplier, ESKOM had tabled the concept of power conservation and acknowledged the energy crisis until 2016. The concept is required of all energy users to reduce their electricity consumption, intensify energy efficiency and cautiously proceed with new projects. The generation of energy results in by-products called ?green house gases? (GHGs). To make a positive response to climate change and their effect on the environment, every energy user must ensure efficient energy use through technical and administrative means referred to generally as energy savings. This paper identifies mine ventilation engineering, in particular the electricity consumed by main fan units, as an area of potential energy savings. For a major mining company, electricity consumed by main ventilation fans alone can be in the order of 120 MW. Although a known fan engineering technique but scantly applied technology identified as the Hermit Crab can be seen as a ?quick win? project, due to its success in other industries such as cement and steel. The ?Hermit Crab? technique® involves upgrading or replacement of an impeller - whatever its origin - with a design impeller to suit the actual ventilation requirements, resulting in increased fan efficiencies. The cash flow benefits associated with a case study and its rollout of this technology have been calculated. For a 10% increase in main fan efficiency, would have a net present benefit of US$ 16.08m over 10 years. With the inclusion of carbon credits, this benefit rises to US$ 29.40m in total. Application of other available technologies, viz., composite materials, ventilation-on-demand and variable speed drives are discussed.

In the early days of the United States, gypsum was most commonly used for the manufacture of plasters with energy being used for quarrying, grinding, and calcining of gypsum rock. With the dramatic switch to gypsum-drywall construction after World War II, the energy usage per ton of rock processed increased more than threefold, and with the rapid growth of the construction industry, the total energy consumption in gypsum-board production alone increased eightfold during the period from 1940 to 1973. The gypsum industry was one of the first to recognize the need for energy conservation and has voluntarily reported its progress to the Federal Energy Administration for the past several years. Efficiencies in the use of energy have resulted in decreasing the unit consumption an estimated 10 percent during the past six years. Improved combustion efficiencies, optimum operating conditions, more liberal use of insulation, and heat recovery will all contribute to the gypsum industry's goal of using less energy. Gypsum products today are vital to over 85 percent of new housing construction in the United States.

The town of Green River, Wyoming, is located along the Green River on an arid plateau at a elevation of 6,300 feet. Green River has become the center of a booming soda ash industry. The rapid development of coal, oil, and gas resources, coupled with the soda ash boom, have created growth pains for the area. Green River and Rock Springs have experienced a 20-25% population increase in 1973 alone. However, public officials, business leaders, and local citizens are taking positive steps to ease the problems relating to housing, schools, medical services, and recreational facilities. What Is Soda Ash? Soda ash is one of the most widely used chemicals in the world. It is an important raw material in the manufacture of glass, paper, soap, petroleum products, metals, chemicals, pharmaceuticals, plastics, and a host of other items essential to every day living. In ancient times, soda ash was obtained from water solutions of various desert earths. Later, it was produced by leaching the ashes of wood and seaweed. For the past 100 years, it has been manufactured by the ammonia-soda process, which employs large quantities of salt, limestone, and coal as raw materials.

Understanding the energy-size reduction relationship is vital to grinding process; therefore, this paper aims to show the energy-size reduction of magnetite-calcite binary mixture in a laboratory wet conical ball mill. Single magnetite, single calcite, and blended magnetite-calcite mixture at three weight ratios in four particle sizes were ground in a laboratory wet conical ball mill at four grinding time periods. The results showed that the particle size distribution of both fine particles and coarse particles of single and mixture ground product fitted well with the PSD computed by Rosin–Rammler-Benne function. The larger mass percentage of calcite is, the higher t10 of binary mixture ground product is. On the contrary, t10 in the mixture decreases as the percentage of magnetite in the mixture increases. The different breakage behaviors in blended samples are due to the hardness and particle size. The results of calculated ratio of energy absorption factor showed that the calcite consumed more energy in the breakage process of binary mixture than ground alone. The JK size-dependent breakage model based on the t10 method fits all the experiment data, be it generated from pure minerals, mixtures at different weight ratios, or each component separated from the mixture.

The relationship between bauxite and energy has two distinct aspects. On the one hand, since virtually all of the bauxite that is mined winds up as aluminum metal, the economic health and future of the bauxite industry and of the bauxite-producing countries depend on the continuing vigour and competitiveness of aluminum against alternative metals and materials. The price of aluminum is, in turn, particularly dependent on the price of energy. Hence, the need for bauxite is ultimately affected by the price of energy. The second aspect relates to location of the bauxite industry. There is no shortage of bauxite resources in the world. For various reasons, as we shall see, there is a growing tendency toward the integration of bauxite mining, bauxite refining and aluminum smelting in those countries that have the resources both of bauxite and of energy necessary to support the entire production chain. Thus, the availability of attractive energy supplies will increasingly favour development of bauxite mining: the traditional export of bauxite as a simple raw material is likely to diminish in relative terms. In short, both the amount of bauxite mined and where this mining will take place are related to energy considerations. Let us first have a brief look at the four basic activities that are involved in our integrated operations: A. The bauxite is mined and moved to an ore plant. This step does not require more than relatively modest amounts of energy normally associated with excavation, loading and shipping of any bulk material. We need about four or five tonnes of bauxite for every tonne of metal produced.

SYSTEM ENGINEERING Years ago, while attending Harvard's Advanced Management Program, Professor Robert Hayes introduced our class to the, then not-so-familiar, concept of systems engineering. First assignment-dinner at The Benihana of Tokyo Restaurant! Delighted, but a bit mystified with the assignment; we had dinner at Benihana. Back in class, Professor Hayes inquired about the assignment and persuaded us; that Rocky Aoki's business formula for Benihana was not necessarily Japanese cuisine, but rather the systematic way in which he moves more people-if you will, processes more people through his restaurants than his competition, by systematically linking all restaurant functions. For instance, the bar is a holding area in which patrons ideally wait no more, or no less, than 20 minutes. When seated, your table, which accommodates eight, is filled with eight even if you are a party of two. The Japanese chef is also the entertainment, and when, at the end, he cleans the grill, you are being subtly prompted that dinner is over. The bill accompanies ice cream, systematically delivered shortly thereafter. You are expected to pay promptly and depart, as there are eight more, mostly unacquainted, people who have waited 20 minutes in the bar, and who are assembled ready to be seated at your table. For me-this was electrifying. I understood the concept, concluded it was very powerful and felt prepared to conquer whatever, by means of its application. That was years ago and I can safely say I have yet to fully realize on the euphoria of that moment. Why? Well, I simply conclude: • The concept of systems engineering is simple and not revolutionary, but The application of systems engineering is far from simple and is revolutionary.

Rapid growth and acceptance of engineered materials have changed the way we live. We have come to expect improved performance at less cost. At the same time, our awareness of societal and environmental issues created by these materials during and after their lifetime has been heightened. As a result, material lifecycle analysis is receiving considerable attention. Material lifecycle analysis evaluates the cost/effective tradeoffs at each stage of a material's life: feedstock, fabrication, performance, recycle, and disposal. The U.S. Bureau of Mines investigates a material's lifecycle using technical cost models augmented with decision and impact analyses. Results of these studies are useful in gaining a better understanding of current material selections and illustrating the multifaceted issues associated with engineered materials in today's society.

If one can embrace the medical analogue, much of the mining industry currently suffers from a massive bacterial infection. When pyrite-bearing or sulfide-bearing rock formations, tailings, or mine wastes are infected by Acidithiobacillus ferro-oxidans, the likelihood of forming acid rock drainage (ARD) is almost guaranteed. The ?pharmacy? of antibiotics available is extensive, ranging from solid alkaline amendments like limestone to liquid ?medicines? such as sodium lauryl sulfate, sodium thiocyanate, waste milk, and bipolar lipids. Unfortunately, the ?geo-medical? teams of geochemists, microbiologists, engineers, and mine managers lack the tools to surgically apply these active ingredients where they are needed most with a minimum of waste. Distribution of fine grained limestone on the surface of an acidic mine waste dump is analogous to applying a bandage soaked in antacid to treat an upset stomach. The implementation of up-to-date best management practices has not healed the patient; an equivalent combination of hypodermic needle, cyber knife, and arthroscopic probe is clearly needed. Using an engineered, flow-able or pumpable foam or pHoam? as the medicinally analogous ?dextrose delivery solution? for solid and/or liquid ?geo-antibiotics?, the authors have combined off-the-shelf technologies that have been previously applied in solving geotechnical problems in the mining industry. A patent for the innovative process is pending. This paper discusses method concepts and the advantages it could provide over conventional BMPs.

The trend in both the metallic and non-metallic mining industry is toward processing increasing y higher tonnages of lower grade ores, thereby resulting in a growing interest in progressively larger volume individual machines in the flotation circuit. Because of the relatively high cost of large flotation machine development and evaluation, it is important to establish a rational basis by which the existing smaller flotation machine experience can be extrapolated to establish the configuration of the next larger family of flotation machines with a minimum of development modification in the field. This paper reviews the R&D approach used in translating smaller flotation machine experience to establish the configuration of a 1000 cu ft (2B.3 cu m) induced air machine. Internal cell hydrodynamic principles, which governed this extrapolation, and cell (liquid) surface and froth management considerations will be reviewed, and prototype machine mill tests will be summarized.

An engineering endeavor involves the creation of an expansive, environmentally conscious reinforced sloped MSE wall system. The objective is to enlarge a flat mining work area. Situated in southern Arizona, this mine is dedicated to extracting essential resources such as Manganese, zinc, silver, and lead, crucial for advancing clean and renewable energy initiatives. The project necessitates the implementation of a Mechanically Stabilized Earth retention system. This system aims to both expand the mine’s working area and facilitate access to underground tunnels. The expansion pad must be robust enough to endure the substantial loads exerted by heavy mining machinery. The wall’s reinforcement components are strategically designed to counteract the challenges posed by aggressive soil conditions with low resistivity. Furthermore, they must be resilient against potential damage during installation. The system’s ease of transportation is crucial due to challenging access conditions, and its design must allow for efficient drainage. A significant consideration is the integration of a face system that fosters vegetation growth and seamlessly merges with the existing flora of the area. In addition, plans include the construction of an access road downslope from the wall. The chosen solution involves a reinforced sloped system with a 70-degree incline. The wall’s surface is adorned with an erosion control mat, intended to promote the proliferation of vegetation. For added durability, the wire basket units are equipped with galvanized wire featuring a polymer coating. High tensile strip bonded geogrids, featuring a robust polyester core, provide essential reinforcement. The completed wall is an impressive feat, spanning 1500 feet in length and soaring to a height of 45 feet. It stands as a testament to innovative engineering in harmony with environmental and functional considerations.

The University of Idaho, Department of Metallurgical and Mining Engineering, through the Generic Mineral Technology Center, has been engaged in mine design research at the Lucky Friday Mine, Mullan, Idaho. The purpose of the research is to develop and implement the longwall underhand cut-and-fill mining method for conditions at the Mine. The longwall underhand cut-and-fill mining method involves backfilling mined stopes with a compacted tailings-cement mix. After the backfill has been allowed to cure, mining is resumed from underneath. Horizontal stresses in the Lucky Friday Mine are exceptionally high and rock bursts are a common problem. Beus and Chan (1980) have reported a 2:1 horizontal to vertical stress ratio at the mine with a 65-MPa (9,500-psi) maximum horizontal stress at the 1,295-m (4,250-ft) level. Using this mining method under these stress conditions, it is desirable to have a backfill material that has sufficient strength to safely carry the high horizontal wall loads while minimizing external steel supports.

An advanced numerical model based upon the Discrete Element Method (DEM) has been developed to provide the engineer with unique detailed information to assist in the design of transfer points in large industrial conveyor systems in mining operations. This modeling technique provides a quantitative description of the bulk solids movement through the transfer point. This information consists of the velocity distribution of the bulk solids and the stresses within the bulk solids. The DEM model also gives detailed information concerning the impact forces acting on the transfer structure and the conveyor belts from the bulk solids flow.

General Statement In Montana, as in most states, the requirements for water quality control are becoming more restrictive. What was once accepted practice is now obsolete. The planning and construction of water quality control facilities has taken on new importance. Past practices and new ideas must be examined to meet the challenge. By this paper we hope to encourage the exchange of ideas for the improvement of water quality control techniques. Both the mining industry and governmental agencies should benefit from such an exchange. The following is a summary of the work done and in progress by The Anaconda Company in Butte to provide an improved water quality related to production processes. We invite your comments. The new Roasting Facility at Barrick’s Goldstrike Mine in Nevada, U.S.A. was developed to process 12,000 tons per day of refractory gold ore. The process consists of crushing, dry grinding, roasting, extensive gas purification, calcine quenching and leaching in the presence of activated carbon. The new plant is integrated into the existing Goldstrike facility, treating ore from both open pit and underground sources. The process design, procurement, construction and commissioning of the Roaster facility was performed successfully over a 3½ year period with peaks of 400 engineering personnel and 950 construction personnel supporting the project. The US$330,000,000 project was completed ahead of schedule and under budget. The commissioning was well planned and proceeded smoothly through a rapid start-up to achieve all primary goals within three months of the start of processing of ore.

Three transportation and handling alternatives for delivering dry coal combustion residues from power plants to underground coal mines were evaluated both technically and economically. The objective was to transport, handle and inject the residues into the old workings of the mine at minimum cost. This was accomplished in the following two steps: simulation models were developed and utilized in identifying technically feasible designs for each alternative and the technically feasible designs were economically evaluated to obtain the cost per ton of material transported. An analysis was conducted for varyous distances and tonnages to reveal favorable operating ranges for each alternative.

When Exploraciones Eldorado, S.A. de C.V. finished their first phase of reverse circulation drilling at their La Trinidad property in Sinaloa, Mexico they began immediately with permitting and engineering activities. The first phase of drilling lasted four months and ended in April, 1994. The second phase of drilling ran from May through September of 1994. From May through December, 1994, Exploraciones Eldorado performed the permitting and engineering work for their La Trinidad heap leach mine. The mining permit was submitted to the regulatory agencies in February of 1995 and the first draft of the feasibility study finished one month later. The report outlines the permitting and engineering activities that took place during the second half of 1994.
