With the content of gold and platinum in the vast majority of ore deposits typically averaging 6 parts per million and less, the accurate and precise measurement of these metals in samples of ore and mining process streams has proven very difficult to achieve by modem spectroscopic analytical techniques. Largely because no other technique has proven suitable, the basic fire assay process has become the accepted international standard for these metals. Fire assay, however, suffers a number of disadvan­tages in the modem, competitive, high technology, and increas­ingly environmentally aware world. It is a labour intensive technique that is difficult to automate, and requires high levels of skill to ensure accuracy and consistency of results. Potentially hazardous chemical reagents are employed, of which, lead, in particular, can be a serious source of contamination to both personnel and the environment if not effectively controlled. Other dangerous elements, such as mercury and arsenic, liberated in high energy furnace operations, are further sources of possible health and pollution hazards. n contrast, the energy dispersive K X-ray fluorescence (K­XRF) technique devised by K X Technology Ltd overcomes many of the technical constraints of conventional low energy X­ray analysis, and has the potential to revolutionise assay opera­tions in precious metal mining. The technology is simply automated, requires basic operator skills, uses no chemicals, consumes less than 20kW, and is capable of detecting gold and platinum to an accuracy of O .1 parts per million by mass. The new third generation design of AZTEC laboratory instrument, released in 1994, is the result of significant technical development. Capable of analysing over 1200 samples per day, and developed primarily for grade control sampling, its applica­tions have spread to gold ore accounting from on-line conveyor belt sampling; screening of exploration samples; measurement of gold in carbon granules for Carbon-in-Pulp process control; and for conducting rapid checks to support key managemen decisions. The economic, rapid, and non destructive analysis ofup to 80g of ore for large numbers of samples, reduces sampling and sub-sampling errors, and provides improved grade estimates for ore bodies. When interfaced to a LIMS, laboratory automation and cost-savings can be further enhanced. The AZTEC design is also being modified for the analysis of platinum. The GOLDSTREAM on-line analysis system is an important new application of K-XRF to the continuous monitoring of process streams in gold ( or platinum) plants and mills. Integrat­ing the technologies of K-XRF to measure total gold, and dissolved gold spectroscopy to measure gold in solution, the insoluble fraction of gold can be deduced, and the effectiveness of the extraction process determined. Slurries are sampled automatically from selected points of the plant and pumped to the system for analysis. The information produced forms the basis for plant control and optimisation.

Energy dissipation and fragmentation of rock is of interest for mine-to-mill operations in order to understand breakage and to minimize energy consumption during blasting at the mine site, and comminution at the processing plant. In this regard, high velocity impact breakage of long granite cores, called bars, has been studied with instrumented strain gages to follow the energy dissipation gradient along the bar length resulting from the strain waves generated by impact. As a result of high velocity impact, three zones have been identified (fragmentation, fracture, and elastic) and these three zones have been characterized in 3D using X-ray tomography. The fragmentation zones of the granite bars were studied in detail to describe the particle size distribution and the particle shape characteristics. Finally, the experimental energy dissipation for the fragmentation zone was found to be in close agreement with the expected energy calculated from the Bond work equation, if the anisotropic granite particles are defined by length rather than by sieve size.

The amount of energy used to break rock is of interest in mine-to-mill operations to minimize energy consumption during blasting at the mine site and comminution at the processing plant. In this research, a direct energy measurement was made using high-velocity impact to cause breakage of long granite cores, and to study the energy dissipation along the entire bar length. The results show the formation of three zones of damage — fragmentation, fracture and elastic — that have been characterized in 3D using X-ray tomography. The fragmentation zone of the granite bars was studied in detail to describe the particle size distribution and the particle shape characteristics. The experimental energy dissipation in the fragmentation zone was found to be in close agreement with the expected energy calculated from the Bond work index (BWI) equation [1] when the anisotropic granite particles in the fragmentation zone are defined by length rather than by sieve size. The results increase our understanding of rock breakage and energy consumption and may find future applications in mine-to-mill operations.

The two candidates in the upcoming presidential election in the United States each say that they have their own solution to the nation?s energy problems - solutions that will increase the amount of energy available, lessen the nation?s dependence on foreign sources and reduce the amount of pollution released to the atmosphere. Democratic nominee Sen. Barack Obama and Republican candidate Sen. John McCain both advocate research funding for coal-to-liquids and clean coal technologies. McCain also supports increased oil and gas drilling offshore. And Obama has even made some noises in that direction, although his plan leans heavily on the increased use of renewable energy sources. The energy debate is not new to this election. Congress and whichever party is in the White House has for years been trying to craft a comprehensive energy policy. One difference in this latest debate is that the increased use of nuclear energy has gained more attention. Current President George W. Bush has said he favors the increased use of nuclear power as part of the nation?s energy package. And McCain said he supports the building of more nuclear power plants. Obama has not said much about that. The American public is also showing signs of changing its stance on nuclear energy. To be sure, images of Three Mile Island and Chernobyl are still alive in some minds. However, the American public has said it wants cheaper energy and they want it produced more cleanly. With nuclear, the nation can have both. In the United States, nuclear accounts for slightly less than 20 percent of the electrical power used (see interview with Gary Steele of Energy Fuels on page 27). Globally, that figure is about 15 percent. And there are several nations that derive better than half of their power from nuclear sources. Add to that the world?s increasing need for more energy and the future of nuclear is bright.

The coal mining industry in the western United States is seeing the same boom as the rest of the country and the world. Most coal mines in the West are operating flat out as the nation’s appetite for energy continues to grow. And many of the coal mines have either increased their production capacities or are in the process of doing so. However, transportation issues along with environmental restrictions are keeping many mines from expanding even further. Some coal companies held off on further expansion plans until Congress and President Bush could agree on a national energy policy, one that recognizes coal as the nation’s leading source of electricity. In August, Congress passed and the president signed into law such a measure (see Washington Survey, page 7). The legislation includes research funding for clean coal technologies. So western and eastern coal could become even more important in the national energy picture. This is particularly true as supplies of natural gas diminish and the price of oil continues to increase.

The first step in energy conservation in any industrial plant involves implementing many of the day-to-day "house-keeping" items such as fixing leaks, turning out lights, etc. When this step has been accomplished, additional opportunities require a detailed analysis of the energy systems, evaluation of risks and costs, and assignment of priorities. Examples of conservation schemes drawn from the experience of Du pont's Energy Management Consulting Services will be discussed. The utility of heat balances for kilns and dryers in minerals processing will be outlined. The inputs needed from Management for the success of conservation efforts will be discussed.

Much has been said and written about the world's, and particularly the united states of America's, energy crisis. The relative changes between cost components of production have altered because the days of cheap energy have now gone. Decisions that made capital investment reduction attractive to treat large tonnage lower grade ore bodies appear to be no longer valid because average energy costs for comminution that were less than 1 cent per kilowatt hour in 1972, are now more than 3 cents and will shortly become 6 cents according to some projections. Increased capital investment to improve processing energy efficiencies are certainly going to be pursued. Energy today is the largest cost component in the average mineral production facility. It takes more than 12000 kilowatt hours to produce one ton of finished steel and more than 60000 kilowatt hours for each ton of copper and aluminum.

INTRODUCTION The past decade has witnessed a literal explosion in formal modeling of energy systems and markets. This rapid development was stimulated primarily by policy issues arising from the energy price shocks of 1973- 1974 and 1979- 1980. The suddenness of this interest is illustrated by comparing the current and earlier editions of Mineral Economics. The third edition, published in 1976, includes an addendum to the section of projection and forecasting methods because, Since the foregoing chapter was written, major events in petroleum have caused an explosion in formal modeling efforts in the energy field.a In contrast, this fourth edition includes the present chapter on energy modeling, and a separate chapter on nonfuel minerals modeling. The considerable interest in formal energy models is based on the complexity of the system, in particular the interaction between technical and engineering data and designs, and economic behavior of energy producers and users. Energy is a vital component in the economic and social well-being of nations, and must increasingly be explicitly considered in developing economic growth and welfare policies. Energy models can contribute to policy development and analysis, both by improved understanding of the energy system, and of the interaction between energy markets and the economy, and as an explicit means of analyzing and comparing the implications of alternative policy actions. At their best, formal models can clarify and illuminate policy options. In this chapter we will survey the objectives, methods, and potential contributions and limitations of energy system modeling. Section 2 considers the objectives, scope, and approaches to energy system and market modeling. Methodological approaches are then discussed more formally in section 3. Our approach is to intro- duce each model type and method via relatively simple generic models, illustrating their use by a selective review of the applications literature. Section 4 shifts the focus from modeling methods to procedures for model evaluation and improving model credibility especially in policy research and analysis. We conclude with some brief remarks on directions and opportunities for future modeling research. ENERGY MODELS: OBJECTIVES, SCOPE AND APPROACHES The concept of a model usually evokes an image of a complex, computerized system of mathematical or econometric equations providing detailed information concerning the operation of the process being modeled. In fact. models may be simple or complex, formal or mental, depending upon the purposes for which the model is intended. Beam theory is a proxy for the behavior of intact, deforming roof strata above underground openings. Strong, stiff, intact strata have the ability to store significant strain energy when underground openings have large spans, as is typical of longwall operations. When strata fail, they may release some or all of this strain energy. Released energy is partitioned between fracture, thermal, and seismic energy. The tensile failure surface in simply supported beams is predicted to be free of shear stress. This prediction and the kinematic inability of crack slip during fracture make significant dissipation of energy by friction unlikely. In this study, the failure energy partitioning of Nugget Sandstone specimens is examined. Tensile fractures in specimens were induced using three-point loading tests. Elastic waves emanating from fracture events were recorded using an array of accelerometers. Accelerometers were placed within two crack lengths of the fracture surface, and the acceleration records are similar to strong motion seismic records. Spectral analysis was performed and used to develop synthetic, well-behaved, acceleration signals. Synthetic velocity signals were used to estimate radiated seismic energy generated by fracture. These estimates of radiated seismic energy demonstrate a potential means to constrain the minimum seismic partition. Fracture testing was performed on additional samples to estimate the fracture toughness of the sandstone. Synthesis of this data demonstrate a potential means to constrain a maximum seismic partition. Bounding the seismic partition for this type of fracture event could aid the detection and evaluation of seismicity emanating from longwall operations. Having better information about the location and magnitude of mining-induced seismicity within longwall overburdens could lead to better understanding of extraction sequencing and rock behavior in general. These energy estimates also support the hypothesis that dissipation of thermal energy by friction is small in bending tensile failure.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. The branch of economic theory known as welfare economics concentrates on providing guidance about the problems of policymaking. The theory examines both what

The storage of energy in one form or another is a well established practice, demonstrated by the familiar sight of large oil storage steel tanks. Today, however, the problems of energy storage are taking on a new complexion. Increased emphasis on large and sometimes untried forms of energy storage is being generated by: (1) The uncertainties we face concerning future oil and gas supplies. (2) The growing need for the storage of peak-shaving energy on large utility systems. (3) The growing volume of highly toxic and energy generating wastes resulting from nuclear power plants. Concurrent with the growth of these pressures, legitimate environmental concerns now demand that the methods of storage which are utilized meet adequate criteria of safety and preservation of surface land, as well as fulfilling technical and economic functions. From these elements, increasing awareness has grown of the potential role that can be played by underground space in providing a storage medium for energy related materials. The vessels which must be built for underground energy storage will be built by the tunnel engineer, and the design requirements of such vessels will go far beyond the classical tunneling requirement to drive a stable, reasonably dry tunnel between two points. Depending on the nature of the material to be stored, the manner in which the storage is to be operated, and the specific risks to the environment which are involved, rock chambers must be designed as special purpose storage vessels. The tunnel engineer may be required to demonstrate that unusual pressure and temperature conditions can be sustained by the rock, or that containment of a toxic material can be assured. Introduction The urgency of further development of our domestic energy resources becomes more apparent every day. The production capability of existing facilities, taken in the aggregate, declines perhaps 10% per year; imported energy is expensive if available at all; conservation helps reduce demand but eventually will reach a point of diminishing return; new energy sources are promising but past experience, as with nuclear power, teaches us lead times are long and success is not assured. To approach the energy future rationally, it is essential to have some idea of the size of the nation's remaining energy resources, their characteristics, and the degree of uncertainty involved in their estimates. Resources are, of course, only one end of a long chain leading to energy supply to the ultimate consumer. They are an essential element, however, and the only one not under society's control. Given that the resources and a national will to produce the energy exist, it is possible to convert the resources to supply in, generally, an environmentally reasonable manner. However, the process of developing supply takes time. Government must permit access to the resource, and remunerative prices and further evolution of technlogy are required. This paper does not deal with these essentials, but they must not be forgotten. This discussion is limited to coal, oil, natural gas and gas liquids, uranium, and oil shale. Other energy sources are discussed elsewhere in this issue. Crude Oil Conventional crude oil resources are of greatest concern today, given our dependence on imported oil and its rapidly rising price. Estimates of oil originally in place (OOIP) range from 619 billion bbl to 1,094 billion bbl, differing by almost a factor of two (Table 1). This is surprising because the U.S. is a mature petroleum province with over 120 billion bbl produced and over 400 billion bbl OOIP discovered. Differences in the estimates involve differences in the experience of the various estimators, the interpretation of present geologic information and historical statistics, the methodology, and probably the extent (i.e., water depths) for which offshore resources are included. The range shown for the estimate of a given estimator appears to be primarily due to geologic uncertainty. This uncertainty can be measured by taking the ratio of the low and of the high estimate to the expected estimate for that information source. The low estimates range from 0.85 to 0.87 of their respective values. The high estimates range from 1.18 to 1.27 of the expected values. In all cases the high estimate is further from the expected value than the low,

The beginning of 21st century has heralded the global strategic importance, as evidenced by increase in energy prices and energy generation-emission-utilization dilemmas. In January 2008, the South African energy supplier, ESKOM had tabled the concept of power conservation and acknowledged the energy crisis until 2016. The concept is required of all energy users to reduce their electricity consumption, intensify energy efficiency and cautiously proceed with new projects. The generation of energy results in by-products called ?green house gases? (GHGs). To make a positive response to climate change and their effect on the environment, every energy user must ensure efficient energy use through technical and administrative means referred to generally as energy savings. This paper identifies mine ventilation engineering, in particular the electricity consumed by main fan units, as an area of potential energy savings. For a major mining company, electricity consumed by main ventilation fans alone can be in the order of 120 MW. Although a known fan engineering technique but scantly applied technology identified as the Hermit Crab can be seen as a ?quick win? project, due to its success in other industries such as cement and steel. The ?Hermit Crab? technique® involves upgrading or replacement of an impeller - whatever its origin - with a design impeller to suit the actual ventilation requirements, resulting in increased fan efficiencies. The cash flow benefits associated with a case study and its rollout of this technology have been calculated. For a 10% increase in main fan efficiency, would have a net present benefit of US$ 16.08m over 10 years. With the inclusion of carbon credits, this benefit rises to US$ 29.40m in total. Application of other available technologies, viz., composite materials, ventilation-on-demand and variable speed drives are discussed.

In the early days of the United States, gypsum was most commonly used for the manufacture of plasters with energy being used for quarrying, grinding, and calcining of gypsum rock. With the dramatic switch to gypsum-drywall construction after World War II, the energy usage per ton of rock processed increased more than threefold, and with the rapid growth of the construction industry, the total energy consumption in gypsum-board production alone increased eightfold during the period from 1940 to 1973. The gypsum industry was one of the first to recognize the need for energy conservation and has voluntarily reported its progress to the Federal Energy Administration for the past several years. Efficiencies in the use of energy have resulted in decreasing the unit consumption an estimated 10 percent during the past six years. Improved combustion efficiencies, optimum operating conditions, more liberal use of insulation, and heat recovery will all contribute to the gypsum industry's goal of using less energy. Gypsum products today are vital to over 85 percent of new housing construction in the United States.
