This paper presents research results on assessment of environmental impact of digging and loading equipment in surface coal mining. Environmental impact is accessed through the equipment exhaust and dust emissions, and sound level. Exhaust emission is related to carbon dioxide (CO2), carbon monoxide (CO), nitrogen oxides (NOx), sulfur oxides (SOx), and volatile organic compounds (VOCs). Dust generation is expressed through the particulate matter PM10 and total suspended particulate matter (TSP), while sound is presented through the sound pressure level. Modeling of environmental impact of digging and loading equipment is conducted in Microsoft Visual Studio.NET software package. This research is a part of a boarder project on development of software system for the selection of productive, cost-efficient and eco-friendly mining systems, which is sponsored by the Appalachian Research Initiatives for Environmental Sciences (ARIES). The research work presented here may be used by mining professionals to aid in quantifying environmental impact of digging and loading equipment and determinate strategies for reducing its overall impact.

Under special circumstances, electrical energy can successfully replace chemical ex­plosives for blasting rock. High pressure plasma can be generated in the confines of a drillhole, by a powerful electrical dis­charge. The energy level can be adjusted to replicate the effect of a high explosive. The main difference is the almost total ab­sence of gas generation with electric blast­ing. Once the rock fractures, the small amount of matter used for generating the plasma rapidly cools off and regains its former volume. High speed film studies clearly show, that the initial speed of blasted rock fragments is the greatest, no further gas propelled acceleration takes place .. I'm really very pleased to be talking with you today about the environmental impacts of gold ore processing as part of this symposium on emerging process technologies for a cleaner environment. But before I talk about some of the newer developments that are coming, I would like to set the stage by reviewing some of the recent past. Over the last decade or so the U.S. gold mining industry has experienced remarkable growth, primarily in heap leaching operations, and not surprisingly there has been parallel growth of environmental regulations. At Homestake, we have had the excitement of bringing on-line a new mine embodying state-of-the-art technology and environmental planning, and during the same period the flagship of our company, the Homestake mine, has been brought into modern day compliance through the application of innovative environmental technology. This has been a learning process; in both cases we found that we had to develop new ways to meet our objectives. At our McLaughlin mine in California a major achievement was pioneering the use of pressure oxidation, or autoclaves, for refractory gold ores, and at the Homestake it was the development of a unique bio-treatment plant for wastewater. These projects were developed balancing operational goals, environmental concerns and costs, and I would submit that being cost-effective is our greatest challenge in the development of new, environmentally sound, process technology. In meeting that challenge, our job has not been made any easier by the myriad environmental laws and regulations that directly affect the design and operation of our facilities. Most of these constraints have evolved through the political process more or less independently, but in their application there often are over-lapping provisions. Adding to this complexity is the fact that action takes place in both state and federal arenas. As a result, state and federal roles sometimes become intertwined, and a good case in point is provided by various cyanide issues faced by gold producers. The vast majority of U.S. gold mining takes place in the so-called "mineral States," the western States that come under the Mining Law of 1872 as amended. This is the basic statute that provides for access and tenure to develop mineral resources on federal lands in those states. There is gold mining outside the defined mineral States, and there is also gold mining in the mineral States on private lands. Our own Homestake mine in South Dakota is one of the best examples of the latter category: located entirely on private land, it is nevertheless subject to at least 13 federal environmental statutes and some 29 federal regulatory requirements. There are also nine significant state statutory and regulatory requirements that apply. On federal lands in the mineral States there are numerous federal statutes and regulations which affect mining, over and above the current Mining Law. These, which are in addition to the laws applying to private land, include the National Environmental Protection Act and the Federal Land Policy and Management Act, among others. Still, those who advocate radical changes in the basic Mining Law would have us believe that sweeping environmental protection and reclamation provisions, not to mention new land use restrictions, are needed. Such changes could effectively prohibit mining on the federal public lands. Strict enforcement of our current Mining Law would have presented most of the abuses cited by the critics but if the Law is to be changed at all, I believe that, at a minimum, the principles of self-initiation and security of tenure embodied in the present statute should be maintained. These are critically important concepts, but there are other statutory and regulatory issues constantly before us as gold miners. The impact of environmental regulations on the quality of tunnel groundwater discharges is examined in this paper. Tunnel contractors usually depend on specialty contractors or outside consultants to deal with this issue without carefully examining their activities to minimize the production of contaminants. This approach may not be adequate given increasingly more restrictive environmental requirements. This paper surveys the general practice of the tunneling industry and attempts to identify sources of contaminants which may affect the total suspended solids, oil and grease content, and pH of the discharges. Strategies for treating the discharges are included. Field data and observations from several tunneling projects are also presented.

The search for noncyanide lixiviants for treating gold and silver ores and concentrates is not a new endeavor. However, in recent years, the overall activity to seek a less environmentally controversial reagent than cyanide has occasioned considerable developmental work. While the elegant economy and simplicity of cyanide, because of its selectivity and the ease of recovering gold and silver from the cyanide complexes, is well recognized, two failings have justified the search for alternates: increasing concerns and costs to assure avoidance of environmental damage from cyaniferous liquids and solids, and the need to simplify recovery of gold and silver from refractory ores. Generally, process development work to date on the alternate reagents has lacl<::ed environmental focus ( Hiskey and Devries, 1992). This paper covers briefly the chemistry of various alternates to cyanide and reviews their environmental implications. In each case, environmental overtones are reviewed following the chemistry. The quantities/volumes of extracted coal, waste rock, mine water and methane during a 250 year period of coal mining in the Czech part of the Upper Silesian coal basin are presented. The paper deals also with the impacts of mining on surface including subsidence, methane escape, mining affected landscape and induced seismicity. Change of hydrogeological regime in relation to closing and flooding of mines are discussed. In the final part recommendations for utilisation of closed underground mines and pit heaps are proposed.

Requirements for minerals are on the increase globally and the deep sea offers a potential source of essential materials. Extracting these minerals from what is considered an environmentally sensitive area, and one about which little is still known, is a challenging activity, which needs careful consideration and an appropriate environmental impact assessment to be carried out. Extraction of material from the deep sea beds can cause disturbance or damage to benthic communities; impact on mobile marine species such as fish, mammals and reptiles; cause increases in suspended sediment and sediment deposition onto potentially sensitive areas or potentially release contaminants which were previously bound to the sediment. This paper discusses the potential environmental issues surrounding extraction of deep-sea deposits using aggregate dredging techniques and how those issues can be appropriately assessed. In particular issues of suspended sediments, plume transport, water and sediment quality and underwater noise impacts on potentially sensitive species and habitats will be explored.

The computer aided mapping of lead concentrations in soil has been carried out around the Doe Run (formerly AMAX-Homestake Lead Toilers) primary lead smelter near Boss, Missouri, through a cooperative Missouri Research Assistance Act program between the lead industry and the University of Missouri. As a part of this research a sequential extraction method was also developed to analyze and determine the various species of lead in the vicinity of the smelter as to possible sources which would suggest pertinent environmental control measures. Practical applications of this data-based scientific approach will be presented.

Nearly every community in the United States is dependent on aggregate (sand, gravel, and crushed stone) resources to build and maintain its infrastructure. Unfortunately, developing aggregate resources to meet societal needs causes environmental impacts. Most environmental impacts associated with aggregate mining are benign. Extracting aggregate seldom produces acid mine drainage or other toxic effects commonly associated with mining of metallic or energy resources. The most obvious environmental impact of aggregate mining is the conversion of land use, most likely from undeveloped or agricultural land use, to a hole in the ground. This major impact is accompanied by loss of habitat, noise, dust, blasting effects, erosion, sedimentation, and changes to the visual scene. Some of the impacts are short-lived, and most are easy to predict and easy to observe. Most impacts can be controlled, mitigated, or kept at tolerable levels and can be restricted to the immediate vicinity of the aggregate operation by employing responsible operating practices and available technology. The intensity of environmental impacts generated as a result of mining are determined in large part by the geologic characteristics of aggregate deposits (geomorphology, geometry, and physical and chemical properties). Mining deposits that are too thin, or contain too much unsuitable material, results in the generation of excessively large mined areas and large amounts of waste material. Mining aggregate can lead to serious environmental impacts in some situations. Some geologic environments such as active stream channels, slide-prone areas, and karst terrain are dynamic and respond rapidly to outside stimuli including aggregate mining. Some geomorphic areas and (or) ecosystems underlain with aggregate serve as habitat for rare or endangered species. Similarly, some geomorphic features are themselves rare examples of geologic phenomena or processes. Mining aggregate might be acceptable in some of these areas, but should be conducted only after careful consideration, and then only with extreme prudence. Failure to do so can lead to serious, long-lasting, and irreversible environmental consequences, either in the vicinity of the site or at locations distant from the site. Environmental impacts caused by irresponsible aggregate mining can compromise mining in an entire region.

Investigations of underground coal gasification (UCG) have been actively pursued by the U.S. Department of Energy since the early 1970s; the Lawrence Livermore National Laboratory (LLNL) conducted its first field experiment in 1976. In conjunction with field and laboratory studies of the process of recovering energy in the form of combustible gases from the burning of coal deposits in situ, an extensive environmental program has been conducted at LLNL under the auspices of both the U.S Department of Energy and the U.S. Environmental Protection Agency. This program has focused on groundwater contamination and ground surface subsidence caused by UCG. The material presented in this paper is a summary of results from the environmental studies of UCG activities conducted by LLNL as described by Mead, et al. (1981) and supplemented by the author&apos;s experience with this program in 1980 and 1981. The following sections describe specific groundwater contamination and surf ace subsidence problems encountered during field experiments in northeastern Wyoming, and will discuss implications of preliminary findings from geohydrological investigations of a site in southwestern Washington. Finally, possible environmental control technologies that are most likely to be effective in mitigating environmental impacts are discussed.

Mountain Top Removal (MTR) mining started in West Virginia nearly thirty years ago. This surface mining method can extract multiple coal seams as thin as a few inches thick with total recovery and minimum rock dilution in very steep mountainous terrain. It is highly efficient even if coal seams are in close proximity and small in aerial extent. Consequently, MTR has been widely used in the Central Appalachian Coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) for the past thirty years with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impacts on the surroundings in the history of MTR mining. However, in the past two years the debate over the MTR mining has grown quickly and in times become very intensely. This paper describes chronologically the issues raised by various parties, legal actions, its impacts on mining permit application and research projects developed to address the issues.

This paper summarizes environmental compliance and related issues associated with underground construction and tunneling operations, whether new work or rehabilitation. Underground construction and tunneling operations have (in most cases) both an underground and surface component. Since many of the major tunneling projects occur in urban areas, often is areas inhabited for several decades or centuries, environmental problems may already exist in a project area, though that may not yet have been formally recognized. Large projects often attract more than their fair share of regulator attention. This paper addresses the issues with the greatest potential to be encountered by underground constructors, with the emphasis on minimizing contractor liabilities, both in the short- and long-term. Minimizing contractor liability begins with understanding bid documents, contract provisions and necessary means of protection, and carries through project execution by responsible control of hazardous materials, avoidance of media contamination, proper waste disposition, as well as compliance with other environmental requirements.

Corporate managers are facing increasingly demanding challenges as they seek to ensure compliance with environmental laws. Management also must deal with new liabilities created by environmental laws. These laws provide both private groups and governmental agencies with access to the courts to seek penalties, compliance orders, cleanups, or to forestall developments that could affect ecosystems. Environmental laws and liabilities are also affecting commercial transactions, including the availability of financing. Corporate managers must develop new and innovative methods to address these challenges in order to assure both sustainable industrial growth and stewardship of the environment.

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West . Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977 that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

"We made site visits to determine potential environmental issues caused by artisanal and small-scale mining (ASM) in the Tarkwa Mining Area (TMA) of Ghana. Activities of the diggers were observed to degrade vegetation, land and water. Improper handling of mercury was also identified as a major threat to people and ecosystem. Large abandoned pits and trenches posed fall traps to farmers, hunters and wildlife. We argue that lack of adequate monitoring and regulatory enforcement by Ghanaian authorities, together with inappropriate mining processes, probably due to lack of technical expertise are contributing factors to the environmental issues of artisanal and small-scale mining in the TMA. INTRODUCTION Environmental degradation caused by artisanal and small-scale mining (ASM) has been a major concern to many people and governments around the world. ASM is often associated with health, safety and environmental issues in communities where it is practiced (Kitula, 2006; Asiedu, 2013; Sousa et al., 2010). Some of the environmental issues that have been reported include land degradation, mercury contamination, cyanide release, and pollution of rivers/streams. These issues have been attributed to improper mining methods, inefficient technology, lack of technical training and environmental awareness, and lack of regulatory enforcement (Serfor-Armah et al., 2005; Bansah et al., 2016a; Hentschel et al., 2002). In Ghana, ASM typically occurs in rural communities, providing jobs to many people and contributing towards socioeconomic growth of the country (Banchirigah & Hilson, 2010; Bansah et al., 2016b; Osei-Kojo & Andrews, 2016). As a result of the environmental issues, many people have called on government to develop drastic measures to control ASM operations. It is in this regard that this paper examines potential environmental issues caused by ASM in the Tarkwa Mining Area in Ghana, and suggests mitigation measures to ensure environmental sustainability. ASM in the area comprises of registered (licensed) and unregistered (unlicensed) operations that adopt surface or underground mining methods to exploit gold-bearing materials. Surface operations typically involve clearing of vegetation, removal of overburden, excavation of mineral deposit, washing/grinding of excavated gravels and processing with mercury. Except grinding, washing and mercury recovery, underground operations are conducted below ground with limited impact on the surface. Alluvial mining is also commonly practiced in streams and along river banks. These activities can have devastating impact on biodiversity of the ecosystem. To achieve the objective for this study, field visits were made to ASM sites to observe operations and interact with diggers. Visits were also made to host communities of ASM and government officials to obtain their perspectives on ASM in relation to environmental impact. The study area (Tarkwa Mining Area) is located in the Western Region of Ghana (see Figure 1). It is endowed with natural resources such as gold and manganese. Hence, mining is the major economic activity in the area. ASM is widespread, with 15 registered operations and several unregistered mines. The environmental issues observed in the study have been grouped into three main categories: vegetation and land depletion; water quality and pollution issues; and mercury contamination issues."

Mining has been a significant component of the Appalachian economy for about 200 years. The region continues to be adversely affected by the environmental degradation associated with these past activities. In addition, companies today are being denied permits at sites where acid generation appears likely. And air emission limitations at power plants now threaten the economic health of many moderate- to high-sulfur coal mines. Thus, when considering the environmental impacts of mining coal in Appalachia, it is important to consider abandoned and active mine issues. For example, abandoned mines generate acidic, iron-rich waters that adversely affect more than 6,400 km (4,000 miles) of rivers and streams in Appalachia. In contrast, operations that were active after the enactment of the 1977 Surface Mining Control and Reclamation Act (SMCRA) cause little water pollution. However, the costs of water treatment at such sites exceed $1 million a day. Even where water quality is not dimished, water supplies can be affected by mining. Subsidence-induced fractures can lower water table elevations or drain a surface stream dry. Subsidence can also cause damage to surface and subsurface structures.

Under contract to the U. S. -Department of.-Interior, Office of Coal. Research, Hittman Associates recently completed a 16 month study of the environmental-factors associated with the siting, construction, and operation of large scale coal refineries. (1 2) The objective of this study was to identify the environmental effects and to define the magnitude of these effects and the approaches which can be used to mitigate adverse environmental consequences. In the study, the five major coal bearing regions of the country having reserves adequate to support a number of large scale coal refineries were considered. The regions considered were: Appalachian, Eastern Interior, Fort Union, Powder River, and Four Corners.

Project feasibility no longer involves just technical and economic viability-today&apos;s feasibility study must include environmental, regulatory, and political considerations as well. While the US now appears at least somewhat committed to developing synthetic fuels, including oil shale, it is the environmental issues, rules, regulations, and guidelines that will play the major role in determining the timing, magnitude, and overall scope of synfuel development in the coming years. The key environmental obstacle affecting oil shale development is uncertainty. Although oil shale may be the most environmentally studied "new" technology in the world, little is known with much degree of certainty about potential environmental consequences of one full-scale commercial facility, or the effects of a massive development effort in a relatively pristine and sparsely populated area. Other primary environmental uncertainties include: • Environmental compliance costs and their effects on investment decisions; • The reliability and acceptability of anticipated pollution control technologies; and • The confusing, time-consuming environmental regulatory framework, which requires more than 100 permits, clearances, and reviews before development occurs. This discussion will focus on the latter uncertainty, and will describe he current status of potential constraints to oil shale industry development in five areas: water availability; water quality degradation; air quality degradation; reclamation and spent shale disposal; and community impacts.

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. As of Feb. 3, 1978, all new operations, and as of May 3, 1978, all existing surface coal-mining operations, on lands on which such operations are regulated by a
