An asbestos substitute is any material that replaces asbestos in a commercial product. There are many asbestos substitutes, each with its own unique physical and chemical properties. Substitutes can be inorganic or organic, fibrous or nonfibrous, and natural or synthetic. They also can be used as a direct substitute for asbestos or as a replacement product. Probably in no other field is the diversity of substitute materials so great. The concept of asbestos substitutes is not new. The first major effort to develop asbestos substitutes was undertaken by the federal government. The United States has always been dependent on foreign sources for strategic-grade asbestos, and during World War II, the government was concerned that these supplies would be cut off. Strategic-grade asbestos was critical in many electrical and thermal insulation applications (electrical insulation, battery plate separators, flame-proof boards, insulation for rocket components, etc.). A reliable supply of nonstrategic-grade asbestos also was required for general civilian and military applications, such as in brakes, clutches, and construction materials. The government not only initiated a major search for deposits containing strategic-grade asbestos, it also funded research on synthesizing asbestos in the laboratory and developing products that did not contain strategic- grade asbestos. These efforts, as well as those conducted by the private sector, generally were unsuccessful. In the late 1960s and early 1970s, a second major effort to develop asbestos substitutes began because the general public was concerned about the health threat posed by the release of asbestos fibers during the manufacture, use, repair, and disposal of asbestos-containing products. Strict regulations covering the mining and manufacturing sector already had been enacted because of the issue of occupational exposure. The issue then became environmental exposures. Environmental regulations were enacted, and through time they became more strict. The combination of increasingly strict environmental regulation, maturing of some asbestos markets, and liability issues prompted many manufacturers to discontinue asbestos product lines or search for asbestos substitutes. As a result, asbestos usage dramatically declined from the 1970s to the present (Table 1).

The sorptive and impervious nature of clay materials was recognized long before modem technology allowed us to understand the physiochemistry of clays. In Cyprus, around 5000 BC, sorbent clays were used for fulling woolen cloth. One of the earliest recorded uses of clays as an impervious liner was more than 3200 years ago in the construction of a bitumen-sand-gravel-clay liner built along the embankment of the Tigris River at Assur. Today one of the most common applications for clay minerals in the environmental industry is for use as impermeable barriers to fluid transport. Clay minerals are fine in particle size and thus have large surface areas, which, as a result of intermolecular forces and ionic substitutions, make them excellent materials for both ion exchange and ion sorption. Therefore it was logical to consider certain clay materials for applications in the environmental industry, where they can act as physical and chemical traps for potential contaminants. Certain bentonites have historically been used as sealants for fluids (Grim, 1962), and other clays have been used as sorbents for both water and oil (Haden, Jr., 1972). Prior to the 1980s, disposal of the nation's municipal, commercial, chemical, and nuclear wastes was largely indiscriminate and poorly regulated. This created environmental pollution problems, especially with respect to groundwater contamination. Promulgation of federal regulations like the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - commonly known as Superfund) have forced a more careful and costly approach to waste disposal. The US Environmental Protection Agency (EPA) is the government body charged with enforcing and ensuring compliance with federal regulations governing toxic waste production, storage, and disposal. Widespread application of geotechnology to the design and construction of waste containment systems and to pollution remediation has become necessary due to such laws and because of increasing use of the subsurface environment for the disposal of hazardous wastes. In the United States nearly 1.8 kg of trash is disposed of per person per day, which amounts to nearly 181 Mt per year. This amount is more than double the waste produced in 1960, and these numbers are expected to continue to increase. Canada produces approximately 1.68 kg of waste per person per day. The EPA estimates that in the United States 64% of our garbage is landfilled, 18% recycled, and 18% incinerated. Even with continued increases in recycling and incineration efforts, the EPA projects that the United States will still need 82% of today's landfill capacity in the year 2000. Data on the exact number of landfills in the United States and Canada is conflicting in part because of changing definitions of what constitutes a landfill and because of inadequate record- keeping by some states and provinces. An estimate of the number of municipal solid waste (MSW) landfills in the United States in 1990 to 1991 ranged from 4 462 to 10 467 with an average estimate of 6 600. In Canada the number of MSW landfills reported varied from 5 493 in a 1982 survey to 1 766 reported in a 1991 National Solid Wastes Management Association (NSWMA) survey (Repa and Sheets, 1992b). A properly operated MSW landfill on average requires 1 hectare of land per year per 25 000 people (Coates, 198 1). In addition to MSW facilities, there are also waste disposal facilities needed for hazardous waste and low level and high level radioactive waste. In 1983, approximately 266 Mt of hazardous waste was generated in the United States, almost 50% of this by industrial production. About 68% of the hazardous waste generated in the United States and Canada and almost 50% generated in Europe are still landfilled (Egger, 1987). In 1985, approximately 51 000 m3 of commercially produced low level radioactive waste was disposed of in radioactive waste disposal sites across the United States (Jungling and Greeves, 1989). By 1987, the US defense program had produced approximately 10 000 t of high level nuclear waste. In addition, there were approximately 14 000 t of spent fuel assemblies from commercial nuclear power plants in temporary storage; the amount is expected to nearly triple by the year 2000. Presently most commercial spent fuel assemblies are stored in water-filled pools at nuclear power plants. Defense waste is stored on federal reservations in surface and underground steel tanks (Anon., 1987). Under federal law nearly all waste disposal and containment sites are required to have a liner or barrier and a cover system design that meets federal- or state-approved hydraulic conductivity requirements for the type of waste that the site will receive. When approved materials, necessary for constructing the waste containment structure, are not available on site, one of the most economical ways to meet these requirements is through the use of clay, soil/clay, or clay/geotextile materials. In a 1991 survey by NSWMA of its members and other select private sector facilities, 81% of the surveyed landfills had some type of liner system. About 75% of these liners were clay materials (either recompacted or natural). The remaining 30% were using flexible membrane liners as part of a liner system. Clay liner materials are most commonly used in the South, Midwest, West-central, and South-central regions of the United States. About 93% of the landfill facilities had closure plans, and of these 91 % were using clay materials in some way for the final cover material (Repa and Sheets, 1992a). Waste barriers and containment structures take several basic forms, and they are used in a variety of different applications: 1) cutoff walls, 2) soil or soil/clay-admix liners, 3) geosynthetic bentonite-clay/geotextile membranes, 4) radioactive waste containment barriers, and 5) synthetic geomembranes. Over the past twenty years people throughout the world, but particularly in the United States, have been taking an increasing interest in the environment, sources and causes of pollution, and pollution abatement. Air quality in the United States has been and continues to be an area of primary emphasis. In 1970, the US Congress passed the Clean Air Act and subsequently revised and strengthened it in 1977 with the issuance of the New Source Performance Standards. The Act has been further strengthened with the passage of the 1990 Amendments. By far the largest single source of sulfur dioxide (SO,) pollutants are coal fued electric generating power stations. Hence, a substantial portion of the flue gas desulfurization (FGD) research and equipment installation has been geared to the utility industry. Several competing FGD technologies were touted during the period 1970 to 1990 with varying degrees of success. Subsequently, the more successful technologies have been accepted, revised, and improved to the point that by 1991 third and fourth generation technology is available. A second area of emphasis for FGD has been coal fired industrial boilers. While individually they are much smaller than any electric utility generating station, they do represent a significant source of sulfur pollution. However, due to the size of industrial boilers and their location within industrial and educational complexes, the wet scrubber technology being employed by the utilities is not appropriate for these applications. Hence, fluidized bed combustion (FBC) technology has been developed for the industrial boilers. Since the installation of the first full scale test unit at Georgetown University, several equipment vendors have come forward with an increasing array of more sophisticated FBC units. Currently, FBC technology has matured to the point that the Tennessee Valley Authority (TVA), in cooperation with the Electric Power Research Institute (EPRI), has installed an FBC system on a 250 MW test unit at the Shawnee Power Station in Kentucky.

A public awareness of and commitment to abate pollution of water, air, and soil continues to stimulate demand for industrial minerals and rocks capable of neutralizing strong and weak acids. The role of acid neutralizing agents is 1) to treat acidified water and soil until the desired pH is attained and 2) to remove acid-forming compounds from industrial processes to mitigate the formation of acidic discharges. Environmental applications for these agents include: acid rain mitigation, neutralization and prevention of acidic industrial process discharges, and treatment of acid mine drainage and coal refuse. Desulfurization of industrial flue gases involves removal of sulfate compounds capable of combining with hydrogen to form acids. Details of flue gas desulfurization are covered in the previous chapter on Flue Gas Desulfurization. Ideally, the neutralization of acids results in an upward adjustment of effluent pH 7, or neutrality. The final pH value for many acid treated wastes, especially industrial discharge streams, is commonly over neutralized to pH 8.5 to 9.5. The Clean Water Act sets the upper discharge limit at pH 9. ACID NEUTRALIZATION REAGENTS Acid neutralization is accomplished by adding alkali metal and alkaline earth metal compounds to acidic water or soil until the desired pH is attained. The commonly used alkali ions are calcium (Ca), magnesium (Mg), sodium (Na), and potassium (K). Sodium hydroxide, high calcium and dolomitic hydrate, high calcium and dolomitic lime (quicklime), high calcium and dolomitic limestone, soda ash, and magnesium oxide are the compounds most commonly applied to raise the pH of acidic waters or soils. Limestone and dolomitic limestone, which are calcium and magnesium carbonates, and their equivalent oxides and hydrates formed by calcination, are the industrial materials most commonly used in the manufacture of reagents for acid neutralization. Approximately 327 kt of high calcium and dolomitic lime were consumed for acid neutralization purposes in 1988. Magnesite and brucite are industrial minerals that compete with dolomitic limestone for the magnesium-oxide market. Production of caustic calcined magnesia for neutralization purposes exceeded 6 kt in 1990. Soda ash is an industrial mineral gaining increased acceptance in the neutralization of acid waste discharges. Approximately 182 kt of soda ash were consumed in 1990 for acid waste treatment or acid prevention by flue gas desulfurization. Other mineral products either consumed in minor quantities or receiving attention as future neutralizing agents include zeolite and hectorite. In some cases, waste products have been found to be suitable and cost effective for neutralization of acids. Common wastes gaining acceptance include basic slag, phosphate mining refuse, cement kiln dust, fly ash, and mine tailings.

A large number of minerals and chemicals (Table 1), some mineral-derived, are used in the treatment of both potable water and domestic sewage waste water and solids (Anon., 1990). In water treatment there are ten principal process uses as shown in Table 2 (Anon., 1990), which also lists the major chemicals in each process. Since lime (calcium oxide, calcium hydroxide, and dolomitic lime) is the largest chemical (by tonnage) used in water treatment, this chapter will deal primarily with this product. Note that it is included in five of the process uses shown in Table 2, and that indirectly it is also used in at least one other category (taste and odor control, where lime is used with potassium permanganate to provide optimum pH condition). POTABLE WATER TREATMENT Water Softening The biggest use for lime in water treatment involves water softening, where it serves to reduce carbonate hardness caused by dissolved bicarbonate and carbonate compounds. Currently there are more than 1000 domestic water softening plants (Table 3) located in most sections of the country, but particularly in Ohio, other midwestern states, Florida, and Texas, where limestone bedrock abounds (Anon., 1990). Among the other uses for lime in water treatment are coagulation, disinfection, and removal of heavy metals due to high pH softening, removal of certain radioactive and organic compounds and fluorides, neutralization of acidic water, removal of silica, particularly with dolomitic lime, and removal of color. Most of the above advantages accompany water softening, although at some plants lime is used specifically for one purpose, such as silica removal with dolomitic lime, minimizing pipeline corrosion by addition of lime to correct an aggressive water, and others. Hardness in water comprises two types - carbonate hardness, caused by dissolved calcium and magnesium carbonates and bi- carbonates, and non-carbonate hardness caused by dissolved non- carbonate salts, particularly calcium sulfate, calcium chloride, magnesium sulfate, and magnesium chloride. Total hardness is the sum of the carbonate hardness and non-carbonate hardness. Waters are classified as soft (0 to 75 mg/L as CaCO,), moderate (75 to 150 mg/L), hard (150 to 300 mg/L), and very hard (above 300 mg/L). Most water plants strive to reduce total hardness to about 100 mg/L, although in recent years the tendency in some cities has been to allow a little higher value in order to reduce both chemical costs and the amount of water softening sludges produced. There are four basic types of softening plants: lime softening, primarily to reduce carbonate hardness; lime-soda softening, for reduction of both types of hardness (in some plants caustic soda is used in place of soda ash, but it is more costly); split lime-zeolite, where a base exchange mineral is employed in place of soda ash (this system also requires salt [sodium chloride] to regenerate the zeolite mineral); and finally zeolite softening, which is generally used in small systems for private houses and small municipalities. Principal disadvantages of the latter system are its relatively high cost and the salt requirement, which introduces considerable quantities of soluble salts into the waste water discharge system.

Mathematical programming is one of the most effective methods for enhancing the decision-making process in regard to the most viable production schedule in light of a given set of limitations. The majority of research on sublevel stope mining focuses primarily on a single objective of optimization, which is to maximize the net present value (NPV). Environmental, social and governance (ESG) considerations are becoming more prevalent in the mining industry. This includes aspects relating to deforestation, land disturbances, gas emissions, community relations and water usage, among many others. Institutional and other kinds of investors are becoming more interested in the work that resource companies do regarding their ESG obligations. This review article identifies the gap in the existing literature and proposes to simultaneously optimize the production schedule around three objectives. Two of these relate directly to ESG aspects

In recent years, environmental considerations have played a prominent role in underground construction projects. The management and disposal of the muck produced by an EPB TBM is an important aspect of this topic. Soil conditioners with higher biodegradability and lower eco-toxicity have been specifically developed to comply with strict regulations in several countries around the world, with the goal of reducing the environmental impact of tunneling on soil, water, and living organisms. This paper highlights innovative sustainable soil conditioners and how they differ from traditional products. Additionally, environmental considerations for TBM projects around the world and in North America will be examined.

The effects of the enzyme, peroxidase, on the sedimentation and consolidation characteristics of Florida phosphate slimes were investigated. Results indicate that pretreatment with the enzyme was beneficial for slime dewatering and consolidation. Biological activity, resulting from slime pretreatment with the enzyme, induced higher mechanical binding between slime particles.

This paper presents EOLAVAL, an integrated mine ventilation design software. In its new expanded version it is a user friendly and fully interactive computer package. The features of the new version are a graphics interface fully compatible with Autocad files, an integrated database of fan characteristics and the optional use of the thermodynamic approach in carrying out network simulations. This software can be used in underground mine ventilation planning: mine ventilation network analysis and simulation, economic design of airways, auxiliary ventilation design, calculation of a mine air heating plant, and evaluation of the natural ventilation and pressure losses in a mine shaft. This paper presents a case study illustrating the use of the computer package in mine ventilation design.

In recent years, there has been a growing realization of the importance of ground water as a national resource and increasing concern that this resource be properly managed and protected from a variety of pervasive practices that endanger it. Aquifers have been adversely affected in every region of the country. In dealing w.ith the underground water program, EPA will have the following objectives: to protect human health, and to protect and conserve an important national resource. In pursuing these objectives, EPA will take economic consequences and other national objectives (e.g., energy) into account. EPA intends to pursue these objectives in full partnership with the States. Generally the States should retain the lead in protecting ground water.

The Environmental Protection Agency (EPA) is in the early stages of developing a national mining waste program. Our goal is to develop a mining waste program that will be state implemented, multimedia in nature, flexible, utilize and enhance existing state programs, and protect the environment. The Agency appreciates the cooperation the mining industry is providing through its participation in the Policy Dialogue committee on Mining and by providing the Agency with technical data. The following is a discussion of what led to the development of a national mining waste program, the agenda initiative to evaluate Toxic Substances Control Act authority in phosphate manufacturing, and the important steps being taken through the Policy Dialogue process to frame and discuss issues. EXTRACTION AND BENEFICIATION OF ORES The Resource Conservation and Recovery Act of 1976 (RCRA) and subsequent amendments created a framework for the regulation of hazardous wastes under Subtitle C and nonhazardous waste under Subtitle D. In 1978, initial regulations were proposed for hazardous waste management units under RCRA. These identified a universe of special wastes that were large volume, low hazard and less amenable to Subtitle C control techniques. EPA noted that waste materials from the "extraction, beneficiation and processing of ores and minerals m fit these criteria. In October 1980, Section 3001 of RCRA was amended. This Bevill amendment excluded solid waste from the extraction, beneficiation and processing of ores and minerals from regulatory control under RCRA's hazardous waste Subtitle C. This was done pending a report to Congress and a regulatory determination regarding the Subtitle C status of these wastes. Thus in November 1980, EPA published an interim final amendment to the RCRA Subtitle C regulations to reflect the Bevill amendment. RCRA requires EPA to perform studies and make reports to Congress regarding the management methods and potential hazards of managing waste. RCRA also calls for a regulatory determination regarding whether Subtitle C (hazardous) or D (non- hazardous) controls are warranted for these wastes. In December 1985, EPA submitted a report to congress entitled, “Wastes from the Extraction and Beneficiation of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale." In that report, EPA found that some mining wastes exhibit hazardous characteristics, that the range of risk from mining waste is broad, and that waste management practices have caused environmental damage. In July 1986, EPA published a regulatory determination based on information gathered in the 1985 report to Congress and comments from interested parties. In the report, EPA concluded that RCRA Subtitle C regulation of extraction and beneficiation wastes was unwarranted because mining wastes tend to be disposed of in arid climates, waste volumes are high, and facilities and wastes are located in sparsely

EPA's Office of Solid Waste (OSW) is developing a program, under Subtitle D of the Resource Conservation and Recovery Act (RCRA) to regulate the management of non-coal mining wastes. In May 1988. OSW produced a "Strawman", which is a working document that is precursor to a proposed rule. OSW has been working closely with environmental groups, industry, and States to solicit comments and feedback on the mining waste program. OSW currently plans to release a second "Strawman" in early 1990. A proposed rule is tentatively scheduled to be published in the spring of 1991.

The Environmental Protection Agency (EPA) is beginning to provide compliance assistance visits to various industries, including mining, for Emergency Planning and Community Right-to-Know Act (EPCRA) compliance. The EPA inspectors may consist of a multi-media team deployed to review systems and procedures for EPCRA Sections 302, 304, 311, and 312. The Team’s focus may include emergency response plans, training programs, qualifications of personnel, and release notification protocols. This presentation takes a look at the EPCRA compliance challenges faced by Arizona copper mining and processing facilities.

"INTRODUCTION Project Overview The Southeast Collector (SeC) is a new 15km long 3.0m internal diameter wastewater tunnel designed by Hatch Mott MacDonald (HMM) that twins the existing 2.6m diameter York-Durham Sewage System (YDSS) tunnel. Both sewage tunnels are located north of the City of Toronto in Ontario, Canada. The SeC provides much needed conveyance capacity for the rapidly growing York Region population, supporting development until 2036 and increasing sewage system security (Hatch Mott MacDonald and AECOM 2011). Construction of the SeC will also permit flows of the twinned section of the YDSS to be bypassed in order to clean, inspect and carry out any essential maintenance within the YDSS tunnel. Although owned and operated by York Region, the SeC spans two regional municipalities beginning upstream from the intersection of Ninth Line and Rouge Bank Drive in the City of Markham in York Region to the downstream Finch Avenue and Valley Farm Road intersection in the City of Pickering in Durham Region. See Figure 1 for the SeC and YDSS alignment. The project includes 19 shafts and chambers with depths ranging from 8 to 48m in addition to seven facilities supporting the operation and maintenance of the sewer. The construction contract was awarded to Strabag Inc. in July 2011 for $291M CAD. Construction Management services were provided by a joint venture team of Hatch Mott MacDonald and AECOM. Existing York-Durham Sewage System The YDSS tunnel was completed in 1979 and was constructed using an open shielded TBM with ribs and lagging temporary support, followed by installation of a 380mm thick unreinforced cast-in-place (CIP) concrete final lining. The YDSS sewer system has numerous connections that accumulate flows from various urban areas within York Region. The section of the YDSS twinned by the SeC flows under gravity conditions and had been putting a strain on the municipality’s potential for population and development growth having reached its maximum capacity of 420 ML/d. According to the York Region’s Water and Wastewater Master Plan, the existing YDSS would not have been able to handle wet weather flows past 2016 (Genivar and XCG Consultants 2009). The dependability of this section of the YDSS is also of concern because it is the main and critical connection between the sewer systems upstream and the downstream Duffin Creek Water Pollution Control Plant (WPCP)."

The technology has evolved that allows EPB TBMs to cross into areas that with the latest in conditioning and special design considerations are now possible to mine. This paper will review the various recent developments and those projects where these new techniques have been applied.

In recent years, tunnelling activities in Singapore have increased considerably with the construction of extensions to the existing sub-surface transport system, a deep tunnel sewerage disposal system, and tunnels for the laying power cables and other utilities. These tunnels are excavated through urban areas, adjacent to high-rise buildings, depressed road structures, beneath other tunnels, and buried services. Earth pressure balance (EPB) tunnel boring machines (TBM) have been used extensively in Singapore with great success. The risk associated with soft ground tunnelling, including tunnelling through Old Alluvium, can be minimized with an understanding of the geology, geotechnical parameters, and the tunnelling-induced behaviour of Old Alluvium (OA The purpose of this paper is to present some design and construction aspects of EPB TBM tunnelling through Old Alluvium.

Historically, boulders are a frequent source of problems in soft ground tunneling. During tunnel construction, the need to manually break and remove boulders as obstructions causes delays to the project. Repairs to a tunnel boring machine (TBM) can also be a source of delays. Managing these problems is difficult since normal soil investigation techniques do not accurately predict the presence or frequency of boulders. This has lead to considerable number of claims for extra costs and delays during the construction of soft ground tunneling projects. These issues are exacerbated in pressurized face tunneling systems where there is limited access to the TBM cutterhead for obstruction removal and/or cutterhead maintenance. The project team that built the Big Walnut Augmentation/Rickenbacker Interceptor (BWARI) Project for the City of Columbus successfully managed the design and construction of a 4,267 mm (14 ft) diameter soft ground tunnel with high boulder concentrations in a complex geologic setting. The management of the boulder issue tookplace during several phases of the project.

In 2006 McNally International Inc. in a Joint Venture partnership with Aecon Constructors was the successful bidder on two York Region Tunnel Projects: Bathurst Collector/Langstaff Trunk Sewers; and YDSS Interceptor Sewer 19th Avenue Project. These projects comprise a total of 13 kilometres of 2.74 meter finished diameter tunnels and are both part of the York Durham Sewer System (YDSS). Both contracts require the use of EPB tunnel boring machines with a precast concrete segmental liner. The following provides an overview the two projects.

The paper describes prediction, control and validation of face pressures, and special TBM features for the bored tunnels of the New Metro Rail City Project, Perth, Australia. The selected EPB-TBM passed below a heritage bridge and the operational Perth Railway station in ground conditions consisting of fully saturated uniform sand combined with shallow overburden and a horizontal alignment radius of only 135m. Therefore, strict control of volume loss, TBM operations and ground movements was vital requiring continuous evaluation and adjustments to TBM operation parameters. The paper discusses the effectiveness of applied TBM face pressures and the used foam/polymer soil conditioning which was measured against achieved volume loss and the predicted range of ground settlements.
