INTRODUCTION The Brightwater conveyance system project in King County, Washington consists of constructing about 21 km (13 mile) of effluent and combined influent and effluent tunnels. The influent tunnels will collect sanitary sewerage from the service area and convey it to the new wastewater treatment plant (WTP) site at Route 9 in Woodinville, Snohomish County, Washington. The effluent tunnels will convey treated effluent from the WTP to an outfall at Puget Sound. The tunnels will be constructed primarily under residential areas, busy suburban roads and state highways. This 21 Km (13-mile) soft ground tunneling project faced many design challenges because of the geologic and hydrostatic conditions, long tunnel reaches, and large overburden depths. Boring depths typically varied from 45.7 M (150 ft) to 114 M(375 ft) with a maximum depth of 185.6 M (566 ft) deep. Conventional empirical methods for non-mountain terrain based on a 1:1 ratio of drilled footage per foot of tunnel bore (National Research Council, 1984) for evenly spaced borings provided a good start for the Phase 1 explorations. However a continuation of this approach with closer spacing was deemed inadequate by the geotechnical team for efficiently allocating geotechnical exploration resources for the final design. This paper presents a rational approach that was used to evaluate the value of a particular geotechnical exploration boring, pump test or other in-situ test. The method of analysis, which was initially developed for rock tunnels (Einstein et al., 1978), was modified for the Brightwater project. The method considers the potential construction cost risks resulting from variable geologic conditions, the cost and reliability of the geotechnical exploration and the earned value (cost risk reduction) of performing the geotechnical exploration. Your chairman has asked me to deal with questions of education relative to our present and projected trends in the field of mineral expiration. First comes our definition of education--and education is not the merely formal acquiring of academic knowledge, but the understanding, using and projection of knowledge into our channels of life and thought activity. This past year makes us realize the extent to which price and economic cut-off may stimulate or curtail exploration,, But exploration does not consist solely in the discovery of sources of material. There is just as inspiring and imaginative a territory in the develop¬ment of uses and application--and no one in our base metal industry but would hope that our educational processes would fertilize those springs of inspiration that lie dormant in us all, toward the- imaginative conception of new uses--lead roofing cloths or felts, non-tarnishable copper utensils, further zinc solid state application. Thus an educational pattern should seek to develop imagination and thinking beyond--the possibility of that small but oh so difficult step just ahead of the existing,

The purpose of this paper is to make a comparative cost analysis of domestic and foreign exploration projects which developed into mines during the 1960-1974 time period. A total of 18 mining companies, American and Canadian, were approached to solicit cost data on domestic and foreign exploration projects which developed into mines. Only 20 percent of the companies to which questionnaires were sent made data available. Several companies answered negatively, informing us that they would have difficulty in attempting to sort our costs. Some companies were usable to release cost details. It is comforting, however, to realize that some of the non-contributing companies expressed eagerness to hear the findings of this paper. Inasmuch as the data available on exploration expenditures is, in some cases, somewhat uncertain and that no two mining companies follow the same system of cost allocations, the results obtained in this analysis should he interpreted as trends of a general character.

In this paper the phrase "exploration for blind metal deposits" refers to exploration activities geared to the discovery of metal deposits which cannot be located by visual surface inspection. The word "system" refers to all of the components (people, money, corporations, techniques, etc.) which collectively result in an exploration process. The details of the system or systems which I have employed in exploration will not be discussed because of client relationships. However, some of the more severe problems in exploration result from how the system's components interact and our attitudes as to what exploration data is telling us, if anything. It is these items which will be discussed. Exploration for blind metal deposits, which has been relatively intense over the last 2S years compared to rather minor outlays prior to World War II has often been an uncoordinated assortment of various specialists employing various techniques (see Dickerson -1). In a program geared to the location of blind deposits, the lack of outcropping deposits or occurrences should not be a deterrent to a well conceived and well planned program. The severe cyclical swings in exploration activity, although often coinciding with depressed metal prices, by and large result from the failure of exploration operators to present a coherent and realistic program to management. It is my opinion that the stream of complaints criticizing management for cyclical exploration support are mostly unwarranted, as many of the programs and goals are ill defined. Although depressed market conditions may serve as the catalyst for exploration cuts, the underlying cause is that when the "chips are down", the non-directional, non-specific nature of many programs is revealed. Thus management should not be castigated for eliminating such programs during bad times, but rather they should be castigated for supporting them during boom periods.

The porphyry copper province of the southwestern United States and northern Mexico, is the largest copper producing region in the world. Most of the deposits occur in Arizona which now produces over 54% of the newly mined copper in the United" States. As the many recent discoveries are brought into production, Arizona's share of the nation's copper production will increase. The term "porphyry copper" as used in this paper includes all deposits of generally low grade disseminated copper mineralization amenable to bulk mining techniques. Therefore, copper deposits such as Pima-Mission, Twin Buttes, and Vekol where the copper mineralization occurs principally in the intruded rocks will be considered as "porphyry copper" deposits. Most of the deposits have been discovered since World War II, consequently, the southwest, and particularly southern Arizona is perhaps the most intensively explored area for copper deposits on earth. Most of the major natural resource companies in the United States and Canada maintain exploration offices in southern Arizona. To illustrate the success of exploration efforts, the location of porphyry copper deposits either known or producing prior to World War II are shown on figure 1 and the deposits discovered since World War II which are either in production or in the exploration and development stage are shown on figure 2.

Nearly 17 years ago a major producer of synthetic zeolites started an extensive exploration program for natural zeolite deposits which resulted in the discovery of over 170 occurrences in the western United States. A few years later several of the other producers and consumers of synthetic zeolites also started similar exploration programs. Since then, small quantities of natural zeolite minerals have been produced from at least 12 deposits in the United States. Of these the Bowie deposit, about 13 miles north of Bowie, Arizona, is the most important,having produced over 5,000 tons of vitric tuff zeolitically altered to the mineral chabazite and minor amounts of the minerals erionite and clinoptilolite. Mining Districts and Mineral Deposits of Arizona compiled by Charles A. Mardirosian, Consulting Geologist, estimates the value of the total production from the Bowie deposit at a very conservative $2,000,000. Unfortunately, none of the companies responsible for the discovery and the initial production of natural zeolites made any effort to develop the high volume, low cost applications of this unique mineral raw material. Instead, they developed only the high unit value uses to supplement their existing synthetic molecular sieve product lines. With the producers of synthetic zeolites thinking in pounds and not in tons, further development of natural zeolite deposits stagnated for over a decade.

In previous reports by Hausel et. al., (1979 a, b, and c), Leighton and McCallum (1979), and McCallum (1974;1979), several exploration procedures were examined as to their effectiveness in locating kimberlite intrusives in northern Colorado and southeastern Wyoming, where approximately 90 kimberlites have been recognized within 5 districts (Figure I). Briefly, geological mapping and stream sediment sampling for indic- ative heavy minerals of kimberlite (pyrope garnet, chrome diopside, and magnesian ilmenite) proved to be the two most effective methods in isolating kimberlite occurrences within the granitic terrain of Colorado and Wyoming (Hausel et. al., 1979 a, b, and c; Leighton and McCallum, 1979). Where a kimberlite intrusive is deeply weathered, remote sensing using color and color infrared aerial photography may be a potential reconnaissance tool in kimberlite exploration. The kimberlitic eluvium supports thicker grassy vegetation, and at least one species of grass (the Bluebunch Wheatgrass) is found to grow only within the eluvium. The result is that vegetation in the kimberlitic eluvium is a better infrared reflector than the vegetation in the surrounding granitic soils (Hausel et. al., 1979 b; McCallum, 1974

Over 100 saprolite samples from Turkey Hill Gold Mine, Lumpkin County, Georgia, were analyzed (-80 mesh) for As, Au, and Sb. Maximum values are 16.2 ppm As, 7.9 ppm Au, and 29.1 ppm Sb. Results show trace element content of saprolite varies with topography: ridge top samples show a pronounced decrease in Au and Sb, and to a lesser degree in As, whereas, slope and valley samples have anomalous Au and Sb concentrations, with no discernable pattern for As. Statistical analysis shows strong correlation between Au and Sb and none between Au and As. This study will serve as a model for gold exploration in deeply weathered terrains with variable relief.

Are the results of an exploration program worth the cost? This is a question I suspect many of you are familiar with and, theoretically at least, it is an easy question to answer. The answer, of course, lies in comparing the future earnings stream the program is expected to generate, to the present value of the cost of carrying it out. While historical costs can be determined without much difficulty, estimating the value of a future earnings stream involves all sorts of assumptions regarding future costs, metal prices, inflation rates and an appropriate discount factor; and in the context in which the question arises, requires additional assumptions about mineral deposits which have yet to be discovered. As a practical matter, this kind of approach isn't likely to produce a very convincing answer; certainly not one convincing enough to satisfy a skeptical audience; nor one likely to temper the illusions of recent converts to mineral exploration, who are convinced that if enough money is spent, profitable discoveries will inevitably follow. Within broad limits, however, I believe it is possible to analyze the costs and results of gold exploration in the U.S.A. over the past 20 odd years in a useful manner. And while such an analysis is imperfect, it will provide some insight into this fascinating subject.

Airborne geochemistry became a reality with the advent of a high-sensitivity airborne gamma ray spectrometer with large volume NaI (TI) crystal detectors. Small variations in the concentration of potassium (as K40), thorium (as T1208) and uranium (as B1214) along the flight lines can be determined by measuring the gamma radiation with a sensitive airborne spectrometer. Small volume crystal spectrometers are useful only for detection of major surface uranium (Bi214) variations, but the large crystal volume system is an airborne geochemical exploration method capable of locating hydrothermal mineral deposits. Radioactivity as a guide to ore has been discussed in the literature by Damon (1950), Gross (1952) and others. The theoretical basis is that potassium, thorium, and uranium are concentrated in late stage solutions during magmatic crystallization. Thorium and uranium are concentrated in late stage liquids because their large atomic radius and high ionic charge prevent them from entering into the crystal lattice of common rock-forming minerals (Rankama and Sahama, 1950). Potassium, which has a large ionic radius and small charge, also can be concentrated in the high water content late stage fluids (Heier and Adams, 1964). A large proportion of uranium and thorium in rocks occurs around grain boundaries of the essential rock-forming minerals (Hurley, 1950). Uranium and thorium substitute for zirconium in zircon, a comparatively early forming mineral. However, most of the thorium and uranium is concentrated in residuals where they can be fractionated and incorporated into allanite, monazite, xenotime, and other minerals.

Kuroko deposit is a stratabound massive sulphide and sulphate deposit associated with Miocene submarine volcanics and has been considered to be a prototype of meta- morphosed Palaeozoic and Precambrian equivalents. Since the discovery of Uchinotai deposit of the Kosaka mine in 1959, Dowa and other mining companies have conducted intensive exploration work in the Hokuroku district of northeastern Japan. Dowa has been placing its first priority on the exploration of Kuroko deposits and made a series of remarkable successes in finding the Kuroko deposits, i.e. Uchinotai, 1959; Matsumine, 1963; Uwamiki, 1966; Fukazawa, 1969 and Ezuri, 1975. It is emphasized that our successes have resulted from the proper application of exploration technologies accumulated through our experiences. Firstly we defined the Kuroko horizon and favourable felsic volcanism based on the detailed structural and volczno-stratigraphic study of the Hokuroku district, and then delineated the promising areas by means of the quantitative evaluation of geophysical, geochemical and mineralogical parameters such as the magnetic susceptibility and contents of alkaline and alkaline earth metals in the foot wall dacites and clay mineral assemblages of both hanging and foot wall pyroclastics and dacites. Practical application of these techniques is essential to our routine Kuroko exploration.

5.1-PURPOSE, PROCEDURE, METHODS, MANAGEMENT Exploration can be technologically defined, with regard to the discovery of new mineral deposits, as all the activities and evaluations necessary before an intelligent decision can be made establishing size, initial flowsheet and annual output of new extractive operations. The purpose of mineral exploration is the discovery and acquisition of new mineral deposits amenable to economic extractive operations now or in the future. A prime objective of mineral exploration, however, is to find and acquire a maximum number of such mineral deposits at a minimum cost and within a minimum time. Immediately upon the heels of a successful ''exploration" discovery follow activities called, first, development, then operation. Under U.S. Internal Revenue Code regulations (Secs. 1.615.1 and 1.616.1) in effect at the time of this writing, which state that the "development stage" has been reached when "deposits of ore or other minerals are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation by the taxpayer," exploration in the technological sense may well continue after a mineral property has entered the "development stage" as defined for tax purposes. In many instances continued exploration, after reaching the tax defined "development stage," has disclosed additional reserves which justify a much larger, more efficient and more profitable operation than that which would constitute the minimum feasible. Even after a mine goes into production, continued ore search generally will increase the reserves, either justifying expansions in plant capacity or prolonging the life of the operation, but this work (actually "exploration") is normally considered, for bookkeeping and tax purposes, a part of mine development. Each exploration entity defines its own objectives in terms of acceptable mini- mum rate of return on investment for any deposit found and retained, and in terms of which commodities, and markets, are to be involved. For these reasons, exploration programs, and aims, will vary over a wide range, although all have the common objective of endeavouring to create new profit centers for the future. 5.1.2-EXPLORATION METHODS Exploration has evolved in the past several decades into a highly sophisticated and expensive endeavor in which large corporate entities, or subsidaries, normally are directed and staffed by highly trained exploration specialists. In some instances consultants, with expertise in a given field, are utilized to the benefit of such corporate groups. The "grasshopper" approach to exploration-searching only for outcropping minerals and/or investigating only mineral prospects offered by the discoverers of such outcrops has given us most of the past and present mines in the US., but this method is rapidly approaching the point of diminishing returns in areas that have been thoroughly prospected for currently marketable commodities. Through the early stages of metamorphism, when diffusion is the predominant mineral forming process. there is a tendency toward homogenization of rock units; but there is also zoning resulting from differing primary lithology and structure. Later stages of metamorphism, when infiltration occurs, tend to intensify zoning within the rock mass. The above concepts have been borne out in exploration of talc deposits and skarns. Initially, geologic mapping and soil sampling are directed to understanding mineralogy and petrology. Later, seismic methods are employed to further define lithology in the subsurface. Magnetometer surveys can also define some metamorphic units efficiently. Then, drilling must ensue to confirm lithology and determine extent of mineralization.

We evaluate the exploration effort by diamond drilling for zinc in central Tennessee and southern Kentucky through a statistical analysis comparing the Middle Tennessee district with the older Tri-State and Upper Mississippi Valley districts. All of the ore deposits are of the Mississippi Valley type and are similar geologically. Through statistical analyses we attempt to answer these questions: Had the drilling density in the Middle Tennessee district been applied to the Tri-State district, how much of the ore in the Tri-State would have been discovered? Had this drilling been done in the Upper Mississippi Valley district, how much of the ore in that district would have been found? Which of these two older districts does Middle Tennessee more closely resemble in intensity of zinc mineralization? Is more drilling warranted in the Middle Tennessee district? Our data base includes tonnage and area distributions of ore deposits in the Tri-State dis¬trict, sizes of ore bodies and probabilities of their recognition in the three districts, and data for the Elmwood mine in the Middle Tennessee district. Our statistical analysis considers the consequences of drilling holes in the three districts on square grids at coarse, intermediate, and fine spacings. We conclude that the drilling pattern assumed for Middle Tennessee would have found some but not all of the ore in the two older districts. We believe that in intensity of mineralization Middle Tennessee more closely resembles the Tri-State than the Upper Mississippi Valley district, and that more drilling is warranted in the Middle Tennessee district.

The opportunity for an exploration geologist to follow a successful exploration project through the feasibility, financing, construction, development and exploitation phase is rare. In addition, it is not often that the exploration geologist can be present during the mining of a deposit to explain why certain actions were taken or interpretations made and to find out how these interpretations turned out in actuality. At the Woodsreef chrysotile asbestos mine in New South Wales, Australia, mining has been in progress for six years and the writer has been intimately associated with the project during the five years of exploration and the six years of exploitation. The industry is possibly aware of the fact that the Woodsreef Mine has had major production problems, the majority of which have stemmed from the unique characteristics of the ore body and of the fibre. Because of these unique features, a large volume of research has been undertaken by Woodsreef and by other scientific organisations in Australia, England and Canada on the Woodsreef fibre. The answers to some of the problems have negated some semi-sacred concepts of asbestos ore milling and led to the development of new techniques, such as the adoption of microscopic fibre counts as a routine procedure; the modification of accepted evaluation procedures; the development of new machines for dedusting fibres, and to the recognition of a fibre with a unique milling behaviour pattern and, possibly, properties. The problems experienced can be divided broadly into those associated with the geology and those associated with the physical properties of the fibre. It is possible that the same features may manifest themselves in other deposits around the world, and if they can be recognised during the exploration stages a feasibility evaluation may be just that little closer to the actual.

It is possible that the same features may manifest themselves in other deposits around the world, and if they can be recognized during the exploration stages, a feasiblity evaluation may be just a little closer to the actual. The Woodsreef chrysotile asbestos deposit (latitude 30°24' S, longitude 150°44' E) is located 80 km north of Tamworth, NSW, Australia. The mine has been in production for six years and has a present scheduled mining rate of 33.11 Mt/y. An eight rock line mill treats an average of 7000 t/day, after beneficiation, and yields fiber grades in the range of group 4 to group 6 with some floats. The estimated re- serves of 30.56 Mt, with an ore to waste ratio of 1:3.0, are contained in two main zones that are designated the North and South zones. Mining started in the South Zone in 1972 and then, be- cause of the higher ore value, moved to the North Zone in 1975. Presently, there are two distinct open cuts referred to as the South and North pits that will eventually be worked together. The Woodsreef mine is owned by Woodsreef Mines Ltd. and is operated by Chrysotile Corp. of Australia Pty. Ltd., and is one of only two producing asbestos mines in Australia. The second mine is at Baryulgil, (latitude 29°13' S, longitude 152°37' E), and is operated by a subsidiary of Woodsreef Mines Ltd. This operation produces about 500 t/y for a captive market. An exploration program is being conducted in the area surrounding this small producer with a significant degree of success. The concepts developed during the exploitation of the Woodsreef deposit are being incorporated in the evaluation of the Baryulgil area, and if the Baryulgil deposit proves to be eco- nomic it is hoped that this approach will eliminate some of the major crises that have beset the production at Woodsreef during the first four years of operation. Gold continued to be the primary focus of minerals exploration worldwide during 1995. Other targets, though, included primary diamonds and base metals, especially copper deposits amenable to solvent-extraction/electrowinning (SX/EW) processing. The discovery of nickel, copper and cobalt at Voisey Bay in Labrador, Canada was an unusual surprise. Meanwhile, exploration geochemistry continues to evolve to meet new challenges. The major event in this category during 1995 was the17th International Geochemical Exploration Symposium (IGES) held in Townsville, Queensland, Australia in May. The meeting was sponsored by the Association of Exploration Geochemists, which celebrated its 25thanniversary of service to the mineral industry, and the Economic Geology Research Unit of James Cook University, Townsville.

Cu isotope fractionation in low temperature aqueous environments has been well documented. Here we apply Cu isotopes to two distinct, yet related mining problems. First, an exploration geological application where we measured copper isotope fractionation in oxidized leach caps, chalcocite enrichment blankets and hypogene mineralization in 4 porphyry copper deposits located in South western USA. Cu isotope patterns exist in the lateral and vertical distribution within the mines coupled with distinct relationships with Cu grade. Second, a hydrometallurgical application where we measured the leach fluids, feed and residues from a quick leach text of Cañariaco ores. The results indicate the relative proportions of the minerals providing Cu during leaching. Interpretations of the QLT test measurements indicate covellite is the dominant ore mineral providing Cu during leaching. Both applications clearly demonstrate the power and ability of using the Cu isotope technique to understand low temperature aqueous processed involving copper.

Ore reserves in the Republic mining district were nearly exhausted in 1984 when hole D-54 intersected a vein twenty- eight feet in drill width averaging 1.57 opt gold and 11.95 opt silver below post-mineral lake beds. The discovery area, termed "Golden Promise", has announced proven and probable ore reserves of approximately 372,000 tons averaging 1.0 opt gold and 4.5 opt silver, and drilling indicates another 756,000 tons of mineralized material containing 0.37 opt gold and 1.4 opt silver (Hecla fourth quarter 1986 report). This paper describes new geological interpretations made as part of a district research study sponsored by Hecla Mining Co., which led to the D-54 discovery. Important new geological concepts include: 1) re-interpretation of the volcanic stratigraphy of the district and recognition of a suite of pyroclastic rocks that are unique to the Republic graben, 2) identification of disseminated subaerial mineralization at a paleosurface that corresponds to the newly described upper contact of the Sanpoil Volcanics, 3) recognition that epithermal veins have a maximum productive vertical range of 0-500 meters, measured from the paleosurface, and 4) veins exhibit visual and geochemical vertical zoning within the productive zone with highest gold occurring at an optimal depth, which is interpreted as the average depth of hydrothermal boiling.

The mid to late 1980s saw a modern day global gold rush that largely focused on the mature mining countries of the United States, Canada and Australia. This gold rush led to a large number of new discoveries in these countries and phenomenal growth rates in annual gold production. For a variety of reasons, however, gold exploration and development activity appears to have peaked in these countries. The drive for mineral investment is, instead, growing in lesser explored countries (LEC). LECs, particularly those of Latin America, are currently enjoying greatly increased attention from North American mining companies. They are becoming major consumers of mineral investment capital and are important markets for exploration and mining skills. Through sole ownership, joint ventures and subsidiary companies, Battle Mountain Gold now operates or controls gold mines in the United States, Chile, Bolivia and Australia. And it has been or is an active participant in gold exploration or development projects in seven other countries, six of which classify as LECs. In selecting new country entries and opportunities for mineral investment, there are several factors to be considered and parties to be satisfied - shareholders, corporate management, financial institutions and host country governments. This article, though, focuses on some of the more practical concerns of the exploration unit as a whole and the exploration geologist in particular. The exploration unit's "new country" concerns primarily relate to exploration potential, ownership security, quality and availability of data and the ability to operate efficiently. The following material reviews each of these concerns and how they impact the new country entry decision, exploration strategy, chances of success and human experience.
