Long range projections of demand for nonmetallic minerals are presented, together with data on the domestic resources which are available or which can be made available to meet the requirements through the balance of the century. Past successes in solving nonmetallic mineral requirement problems are briefly reviewed to illustrate the capability for solving present and future problems of a similar nature. Major problems threatening the future supply of specific industrial minerals are described together with possible methods for assuring the necessary raw materials for future needs. The growing importance of environ- mental degradation, land use conflicts, and other important factors which affect several or all of the nonmetallic mineral industries is covered, and the necessity of planning for efficient and orderly extraction and rehabilitation of mineral deposits is stressed. The present Bureau of Mines methods and tools for long range planning are briefly discussed.

During the last several years considerable discussion has taken place on the long term aspects of uranium tailings management. These discussions have centered around a variety of topics which in turn lead to a variety of opinions. In order to come to grips with the various differences of opinion and points of view, the Atomic Energy Control Board has decided to prepare, as an interim measure, a list of proposed close-out criteria for uranium tailings management facilities. It is important to keep in mind that the criteria set out in this paper are proposals and are intended to initiate a continuing dialogue between the uranium mining industry and the various regulatory and government agencies. It is envisaged that this dialogue would continue for a period of from six to twelve months after which some final form of these criteria would be issued and applied to the active uranium mining facilities. In attempting to understand the reasons why the Atomic Energy Control Board has decided to propose these criteria now instead of at some future point in time, it is necessary to look at a number of existing facts. One of the most important of these is that something in excess of one hundred million tonnes of tailings currently are placed in various tailings management facilities. Furthermore, the rate at which tailings are being deposited into such management facilities is on the increase and this increase is expected to continue over the next five to ten years. The management of these tailings is currently covered under the Mine Facility Operating Licences issued by the AECB. Implied within these licences and supporting documents leading to them, are requirements for the conceptual approach to be used at abandonment. There is however, no current requirement for a detailed study on the engineering or financial aspects of such abandonment procedures. This is a gap which the Board feels must be addressed. There are, at this time, various initiatives underway both in Canada and within the international community which are attempting to address the problems and concerns of the very long term management of tailings. For example, current research in Canada which is composed of two components, one by the AECB dealing with purely regulatory aspects and a second major coordinated program under the direction of the Department of Energy, Mines and Resources and in particular by CANMET is going to deal with the technical problems. INTRODUCTION In 1982 and 1983, as part of the mine design program for a New Brunswick potash mine, series of laboratory tests were conducted on potash and salt samples obtained during the mine exploration program. Concurrently, two rock mechanics monitoring programs were initiated in-situ the short term test at site A, and the long term test at site B (figures 1 and 2). SHORT TERM TEST (FIGURE 1) The purpose of this test was to obtain a quick confirmation of laboratory data and comparison of the rock response to excavation with the data available from Saskatchewan potash mines. Instrumentation in the main drift was installed on Day 4 after excavation, and the pressure cells were pressurized on Day 33. The packer type cells in the east crosscut were pressurized on Day 25. Excavation of the west cross-cut was begun on Day 71. This "mine by" test has provided important information required for calibration of laboratory tests, as will be shown later. The test data recorded are shown in a series of diagrams: a. initial room closures, main drift-figure 3; b. convergence graphs, main drift-figure 4; c. stresses recorded, main drift-figures 5 to 8 and, d. stresses recorded, east crosscut - figure15 Three types of instruments were used in this test. In the main drift. Saskatchewan Research Council water type hydraulic inclusions. encapsulated in potash, were used to measure lateral and vertical stresses. In the east crosscut a home-made packer type hydraulic inclusion was used to record radial stresses. The convergence stations consisted of end-grouted bars of reinforcing steel. LONG TERM TEST (FIGURE 2) The purpose of the long term test was to study the steady-state behaviour of a single opening in potash. Site B was placed in a remote area of the mine, well away from any anticipated early mining activities. To assure homogeneity of rock mass, the site was placed within a 30 meter thick vertical limb of a syncline-shaped ore body contained within a 360 metre thick vertical section of salt rocks. It was excavated mechanically as close as possible to the designed square cross-section for the entire length of the room. The square cross- section was chosen in order to achieve a comparable geometry in vertical and horizontal directions; that is, to eliminate any undesired effects of geometry interaction with lithostratigraphy which might have generated non-homogeneous behaviour. The site was extensively instrumented. As in site A, the convergence stations consisted of end-grouted bars of reinforcing steel. However, in order to avoid any measurement inaccuracies which would be associated with the brittle yield zone in the opening walls, bars were placed to the same depth in opposite sides of the opening. This allowed the convergence measurement to be obtained as the absolute convergence between two points, rather than the convergence of a single point with respect to a potentially unstable reference. For stress measurements the Saskatchewan Research Council cells were placed vertically, laterally and radially. Unfortunately, due to cost considerations, it was decided to use a compacted sand, rather than grout, to encapsulate the cells in the boreholes. Due to the extremely small strain rates, only radial ly placed cells could be adequately pressurized. The rest of the cells did not perform adequately, and are currently being replaced.

Demand for construction raw materials depends on investment in housing, other buildings and infrastructure. The provision of these materials requires early knowledge of future trends in construction investment. By using scenarios possible future developments and bandwidths can be explored. Policy makers in government organisations as well as in the private sector can base their policy decisions upon these insights. In this paper we discuss the case of sand and gravel in the Netherlands. We will show that, depending on the future role of government and the degree of internationalisation, the long term demand for construction raw materials will strongly diverge. Nevertheless there are some common developments such as a decreasing population growth, a smaller share of the labour force in total population and a growing wealth. In different scenarios we will encounter different conditions for minerals provision and for sustainable development.

A full-scale reactive barrier was installed into an aquifer impacted by acid mine drainage in August 1995 at the Nickel Rim mine site near Sudbury, Ontario. The primary mechanism of water quality improvement is bacterially mediated sulfate reduction and metal sulfide precipitation. Dramatic changes in the groundwater chemistry are observed with up to 90% decline in Fe (from >18 to <2 mmol L-1) and increases in alkalinity from <1 to >10 mmol L-1 (as CaCO3). Over a 3 year period, the rate of Fe removal declines by approximately 35%. Primary controls on barrier performance are organic carbon reactivity, groundwater temperature, and variable residence time within the barrier.

Denison Mines Limited, Canada&apos;s largest uranium producer located in Northern Ontario recently embarked upon an extensive development program that would allow them to substantially increase production and also meet the more stringent air quality standards established by the ministry of Natural Resources. To proceed with this program it was essential that the fresh air supply be greatly increased to the underground workings. A major portion of the mining area is located under Quirke Lake on the north limb of a syncline termed the Quirke Lake trough. The Denison engineers determined the most practical size and location for a proposed new fresh air shaft, eventually deciding to drive a 25 foot diameter shaft, 490 square feet in section for 1,800 feet long vertically. The shaft collar would be located on Roman Island, an island in Quirke Lake. A test hole was drilled from Roman Island to determine the ground through which the ventilation shaft would pass. This drill hole confirmed the location of the Quirke Lake over-thrust fault, a highly fractured water bearing zone 165 feet thick, approximately 800 feet below surface. Plans were made by Denison Mines Limited to seal and consolidate this ground when it was encountered by the shaft.

A Mark IV surface force apparatus (SF A) was used to conduct direct force measurements in dodecylamine hydrogenchloride collector solution between mica surfaces at varying pHs. It has been found that the long-range hydrophobic forces reach a maximum at pH 9.5, which also corresponds to the maxima attained by the contact angle and flotation recovery of quartz. The charge densities are comparable on both mica and quartz surfaces (0.40-0.48 run2), making it possible to draw conclusions on the flotation of quartz from the direct force measurements conducted on mica. Therefore, it may be suggested that the maximum flotation recovery of quartz m the range of pH 8.0-10.3 may be attributed to the appearance of long-range hydrophobic force, which in turn can be related to the formation of a close-packed monolayer (or hemimicelle) in the presence of neutral amines formed as a result of hydrolysis.

Education in the mineral engineering professions is in the same flux and turmoil as is the entire minerals industry. Overcapacity in some areas, undercapacity in others, and the constant fear of substitution plague education as well as industry. The exercise in long-range planning that The Society of Mining Engineers has undertaken gives an excellent opportunity to examine the problems and the opportunities in minerals engineering education. Charge to the Committee The Educational Activities Committee was asked by the Long-Range Planning Commission (LRPC) to examine SME&apos;s future role with respect to "education policy, role and organization, education department, education board, continuing education, short courses, and extension courses." This examination is timely. It follows a reorganization of SME&apos;s Education Board designed to make the Board more efficient in its operation, more responsive to the needs of education, and more active in the setting of Society policy on education. In addition, the roller-coaster cycle of boom and bust experienced by the mineral industry in the last decade has been shared by the minerals schools and has created enrollment problems that need to be addressed promptly. Within SME there is much experience on educational issues to draw from and many problems to solve. Major Premise The committee is emphatic in espousing the philosophy that SME should support, in word and in deed, the highest possible standards that can be maintained by the minerals schools. As guardians of the various mineral engineering and scientific professions (geological engineering, geophysical engineering, mineral engineering, mineral processing engineering, and mining engineering), it is appropriate for the Society to be a watchdog for academic standards. One member of the committee put it succinctly, "We need to educate engineers and technologists, not muckers." A vital and profitable minerals industry needs professionals educated by good teachers, equipped with the most modern available methods, techniques, and knowledge, and challenged by their education to be innovative contributors to their chosen profession. Such education occurs only if it takes place in an institution that is vital and challenging. SME can enhance the quality of its membership if it works to maintain the standards of the schools that graduate new members. Education does not end with the award of a degree. It is appropriate for SME to strive for continued technical quality of its membership. To this goal, SME should maintain its attention to the process of licensing professional engineers, and it must continue and expand its efforts in continuing education for the membership. Recommendations for Action The following recommendations were submitted by the committee and then amended slightly by the full commission. The recommendations have support from the SME Board. • SME Education Coordinator and Staff Department of Education - Staff support for education should be provided by someone with experience in engineering education who would be appointed as SME Education Coordinator for all educational activities: accreditation, continuing education, student affairs, and liaison with mineral schools. The Board has approved an Education Coordinator and the position has been filled. • Advisory Committee on Education - SME should recognize, by amending its committee structure, that functions important to education are filled by SME-appointed representatives to the Accreditation Board for Engineering and Technology (ABET), its Engineering Accreditation Commission (EAC), and Technology Accreditation Commission (TAC). It is suggested that these persons, plus the chairman of the Education Council, plus two other persons appointed by the SME Board, form an advisory committee on education. Introduction The February and April 1984 issues of MINING ENGINEERING have already provided introduction to the long-range planning efforts of the Society of Mining Engineers (SME). These efforts are intended to provide the basis for effectively maintaining and improving the Society in the face of the changes that are besetting the mineral industry. This requires that SME recognize what changes are occurring and determine how these will impact the membership. Then a plan must be developed and implemented so that the Society successfully meets the challenges of the next decade. The Board of Directors has charged the Long Range Planning Commission with the responsibility for meeting these goals. This article provides a summary of the work done by the Management and Organization Committee of the Long-Range Planning Commission. This committee&apos;s task was to analyze the Society&apos;s current organizational structure and management process. Then a set of recommended improvements was to be developed. In doing this, the Committee has been careful to operate under that popular axiom, "If it ain&apos;t broke, don&apos;t fix it." Thus, changes were not proposed simply for the sake of change, but only where the present system appeared to be less effective than desired. Bases For Action The Committee began by establishing a set of premises about SME and its membership. These premises provided the bases for subsequent actions and recommendations by the Committee. Highlights from the premises included: • The Society should be run on a business-like basis. However, its "business" is that of a not-for-profit scientific, technical, and educational public institution. SME enables professionals involved in or associated with the mineral industry to serve the public purpose of benefitting mankind. • The Society operates as a national (US) organization with transnational (worldwide) interests. It recognizes its obligation to make its goods and services available to minerals professionals throughout the world. In addition, the Society recognizes its obligation to translate technology for the "lay" public, who then also become users of its goods and services. • The Society&apos;s Board of Directors is the policy-making body of SME and has final approval of all programs. These responsibilities will become greater when the Society becomes a separate corporation. • At present, the Society provides the following goods and services: publications, meetings/programming/short courses, academic education support, information dissemination - internal and external, and individual member services. • Planning is an ongoing process. It is best performed on a decentralized basis. That is, each major service category should have a responsible group authorized to conduct planning for that category, subject to the Society&apos;s master plan and the Board&apos;s approval. • The Society is privileged to have highly qualified and motivated members who volunteer their time and efforts on behalf of the Society. The best of these volunteers should rise to the highest positions of leadership - the Presidency of the Society and Institute (AIME). • The Sooiety is strongly committed to the protection and promotion of the history, traditions, and identity of AIME and the use of AIME as the unifying forum for the Constituent Societies. Identification of Potential Problems Once the premises about the Society and its membership were well in hand, the committee began examining the many facets of SME&apos;s organizational structure and management process. This was done in order to identify problems or potential problems in these areas. After considerable review and discussion, 10 areas of potential concern were called out for more detailed study and possible recommendations for improvement. These 10 areas include: • A lack of continuity at the Board level and among officers due to the established turnover policy. • A series of subboards that serve, by practice, to diffuse management authority and accountability, rather than enhance it. • A question as to whether the dissemination of information has been adequately planned, organized, and staffed. • An apparent illogical divisional organization. Two divisions are discipline oriented and two are commodity oriented. • A regional organization that does not adequately fulfill its purposes. • Uncertainties about the per-

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society&apos;s Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC&apos;s Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society&apos;s business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth&apos;s mineral resources, only wellpumped oil and gas lie outside the Society&apos;s specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. Among their numbers they count the most distinguished of engineers, applied scientists, and managers. "The Society is based in the United States, is active on a worldwide basis, and is open to nationals of any country. Certain qualifications must be met for attaining and maintaining membership." Purpose of the Society As to the question "What is our business?" the Scope Committee restated our purpose in light of current practice and the constitution of AIME and the bylaws of AIME and SME. The Board of Directors accepted the following proposed purpose of SME: "To further the professional development and well-being of its members by publishing and distributing technical writings, news, and information; by sponsoring meetings of members; by providing forums for discussions and for continuing education; and by fostering communication on the subjects within its purview. Experience has shown that, since the passage of the Surface Mining Control and Reclamation Act, over-compaction of spoil during the reclamation process has severely limited tree growth on reclaimed land. Researchers at the University of Kentucky have conducted a ten-year investigation at a surface mine in eastern Kentucky that monitored the changes in selected spoil physical characteristics for various reclamation and compaction alleviation methods. More specifically, research plots were developed for reforestation that employed three different levels of compaction and two different methods of ripping for overly compacted spoil. Each year measurements were made in the field of dry bulk density, using a nuclear density gage, and maximum penetration depth, using a recording cone penetrometer. In addition to good correlation between tree growth and selected spoil characteristics, the data demonstrated a gradual convergence of the measured spoil characteristic data over the study period.

Over the past decade, a substantial effort has been made to improve the air quality inside enclosed cabs of both underground and surface mobile mining equipment to reduce respirable dust exposures to the equipment operators. As part of this effort, the National Institute for Occupational Safety and Health, (NIOSH) completed a comprehensive laboratory study which determined the significant factors for cab filtration and pressurization systems. From this information, a major underground mining equipment manufacturer designed a filtration and pressurization system which was incorporated into the enclosed cabs of its equipment. A long-term evaluation was performed on the effectiveness of this filtration and pressurization system to improve the air quality in the enclosed cabs of two different pieces of equipment, being a face drill and a roof-bolter machine, at an underground limestone mine. This long-term evaluation demonstrated a significant reduction in dust levels comparing outside to inside cab respirable dust concentrations. During this evaluation, a modification to remove one of the filters on the roof-bolter machine simplified the design without sacrificing the system?s efficiency. Testing using particle count instruments performed during non-production time periods on both pieces of equipment indicated Protection Factors greater than 100 when comparing respirable-sized dust particles inside the enclosed cab relative to outside.

At Sifto Canada&apos;s Goderich salt mine near Goderich, Ontario, the stress control method of mining was introduced to overcome increasing roof failure problems. After successful testing, the conventional room-and-pillar mining method was converted entirely to the stress control method. This conversion has successfully stabilized the ground, increasing the extracton ratio from 38% to 50%. At the same time, it reduced the ground control and rehabilitation cost by more than 80%. The success of the conversion is due to the quantitative technique of mine analysis that was developed to ensure that the conversion was safe and reliable. A finite element model of the ground was constructed to predict and validate the safety of the stress controlled mine opening. A system of in situ stress-property measurement instruments was developed to obtain input data for the computer model as well as to evaluate its output quantitatively with regard to time and location. History of roof problems Severe roof safety problems have been encountered at Goderich Mine since it opened in 1959. These problems continued into the 1980s. Following excavation, the roof strata started to deteriorate by slabbing. Even after roof rehabilitation, deterioration continued to progressively higher roof elevations, requiring repeated rehabilitation. The operational impact of these roof failures was severe, ranging from a considerable safety hazard to major production interruptions.

The present study highlights the planning and design aspects of a well-known openpit copper deposit in India. The mine has been operational since 1982 and presently reaches a depth of 168 m below the surface. The present planning effort has been given due consideration in view of the recent upsurge of copper prices in the global market. The prime focus of the study has been directed towards examining the possible extent of final pit beyond the current pit outline and generating an extraction sequence of future mining operations. To this end, an orebody model of the deposit has been developed and the optimized pit has been derived using L-G 3D algorithm. A sensitivity analysis has also been performed to scrutinize the possible effects of the changing economic scenarios on the ultimate pit configuration. It has been observed that with the current production rate, mine life can be extended another 40 years. With a five-year production plan, these materials can be extracted in eight push-back schemes. The extraction sequence of these push-backs has been outlined in this paper.

The Bureau of Land Management (BLM) has constructed two biochemical reactor systems (BCRs) to treat mining influenced water from the Forest Queen Mine near Silverton, CO. The bioreactors coupled with a natural wetland provide treatment to the Forest Queen Mine drainage. The central objective of this paper is to review the performance of the bioreactors and wetland treatment system. The bioreactors have been in operation for nine years and along with the natural wetland are still removing a high percentage of the influent metals.

This project evaluated the performance of nine passive treatment methods by studying 137 treatment units in eight eastern states. Performance was normalized according to construction cost, projected service life and tons of acid load treated. Results were dimensioned as $/tons of acid load treated/year. These costs were then compared to those of chemical treatment. Sites that achieved acid load reductions at costs below those of chemical treatment were considered successful. In addition to evaluating the performance of the treatment methods, this paper describes the various passive treatment systems, their applications and performance data for individual treatment units.

The problem of long-term production scheduling in an underground coal mine is approached through the concepts of sequencing theory. Based on a typical layout of mining sections, the principles for the approach are: 1. The definition of mining sections as jobs, and mining methods as machines. 2. The reduction of the overall mining activity to the general problem of nonpreemptive scheduling of precedence related jobs on parallel machines. 3. The simplification of the layout to a general type directed network with the nodes representing jobs and the arcs representing precedence relations. 4. The determination of a feasible and near-optimal job schedule given the objective of maximizing the total net present value of the jobs. A general scheduling heuristic is being developed for implementation on an IBM personal computer (PC) as part of an interactive computer system for long-term production planning.

A computer model for long-term production scheduling is presented. By combination of different operations research algorithms it has been possible to design a system which is able to solve difficult long-term planning problems. The practical application of the model by a west-german hard coal mine is shown. It is proven that the EDP-model provides substantial support to the planning engineer by solving complex optimization problems.
