Rare earth elements (REEs) and their compounds are essential in a multitude of mundane and sophisticated applications such as renewable energy technologies, catalysts, medicine, and defense applications. The global supply deficit could be attributed to the destabilization of REE market that has, as a result, incentivized indigenous production of REEs. Cost-effective and environmentally benign opportunities are being explored for the production of REEs from non-conventional mineral sources including coal and coal by-products to stabilize the supply chain. Coal from Healy coal mine and Wishbone Hill deposits in Alaska have been quantified for REEs and were found to possess elevated total REE concentrations as compared to world average levels (60– 70 ppm). The objective of the study was to concentrate the REEs in the froth phase by froth-flotation of the fine size fraction (< 75 μm). A Box-Behnken design of experiment was employed to ascertain the main and interaction effects of operational parameters on response variable by analyzing 3D response surfaces. Experiments were carried out to maximize REE recovery and concentration by modeling and optimization of three operating variables (frother dosage, pulp density (% solids), and collector dosage). Based on the results, the optimum flotation conditions for maximum recovery at an elevated concentration of REEs in the froth fraction was obtained at 4.2% solids and 32.7 ppm of frother dosage for Healy sample and 10% solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic relationship between the input and response variable was found to be independent of collector dosage suggesting good surface hydrophobicity and floatability of the two coal samples.

The destabilization of REE pricing owing to the global demand and supply deficit has forced many countries to re-evaluate the possibility of indigenous production of REEs. Cost effective and eco-friendly opportunities are being widely explored for extraction of REEs from non-conventional mineral sources such as coal and coal byproducts to stabilize the supply chain. Coal from Central Alaska (Healy Coal Mine) and Southern Alaska-Cook Inlet (Wishbone Hill) province have been found to possess elevated REE concentrations as compared to average world coal estimates. The objective of the study is to enrich the REEs in the fine size fraction (-75 Microns) from Healy and Wishbone Hill by froth flotation technique. A Box-Behnken design was applied for modeling and optimization of some operating variables on the flotation to maximize REE enrichment. The variables studies were frother dosage, pulp density (% Solids) and collector dosage. Experiments were carried out using a statistical design and the main and interaction effects on response variable was evaluated by analyzing 3D response surfaces. Based on the experimental results the optimum flotation conditions for maximum REE enrichment in the froth fraction was obtained at 4.2% Solids and 32.7 ppm of frother dosage for Healy coal sample and 10% Solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic equation for modelling and optimizing the response variable is found to be independent of collector dosage for both the coal samples. INTRODUCTION Alaskan coal deposits are distributed in three major coal provinces and are in Cretaceous and Tertiary rocks. The climate, vegetation type and sedimentation process has attributed to low sulfur content (averaging 0.3 percent) in Alaskan coals compared to other coal deposits found across the globe. In Central Alaska-Nenana and Southern Alaska-Cook Inlet coal province coal resources are contained in Tertiary rocks while bulk of the Coal resource in North Slope coal province is contained in Cretaceous and Tertiary coal bearing rocks [1]. Coals from Central Alaska- Nenana (Healy) and Southern Alaska-Cook Inlet province (Wishbone Hill) have been found to possess elevated concentrations of critical REEs as compared to the amounts present in world coals (Figure 1). The Wishbone Hill deposit is considered a relatively small deposit, with about 14 million tons of identified reserves, compared to Healy which has over 500 million tons identified [2]. The REE concentrations up to 286 ppm and 524 ppm on ash basis have been reported by Gupta et al. in 2016 with elevated concentrations Ce, La, Y and Nd which are expressed to be of critical importance by US Department of Energy. Accordingly, the two coal samples possess the potential to be used as a REE resource in the near future under favorable socio-economic and geo-political scenarios. [3, 4]"

The growing demand for rare earth elements (REEs) has led to numerous recent studies to recover these elements from various bearing ores and wastes. Therefore, the recovery of REEs from Ras Baroud polymetallic concentrate has been investigated in the current study. Physical beneficiation for the Ras Baroud pegmatite sample was carried out, yielding a concentrate for euxenite (Y), fergusonite (Y), xenotime (Y), monazite (Ce), allanite, thorite, uranothorite and Hf-zircon, which resulted in raising the concentrations of REEs, Th, Zr, U and Ti in the sample. Fusion digestion processes with sodium hydroxide were studied using the conceived predictive diagonal (CPD) technique. The three experimental digestion groups proved the dissolution of 99.9, 95.6, 99.9, 52.5 and 0.47 percent for REEs, Th, U, Ti and Zr, respectively, under fusion conditions of 723 K, 120 min, 1/1.5 ore-to-alkali ratio, and smaller than 100-μm particle sizes. Fusion kinetics, isotherms and thermodynamics were investigated using several suggested models, namely, pseudo reversible first order, uptake general model and shrinking core model, which matched well with the experimental digestion results. Selective recovery of actinide content from the REE content of the digested concentrate chloride solutions was accomplished using solvent extraction with di-2-ethyl hexyl phosphoric acid. About 99.9, 99.9 and 4.2 percent extraction efficiencies for Th, U and REEs were realized, respectively, using 0.3 mol/L solvent concentration in kerosene as a diluent, 1/2 organic-to-aqueous ratio, aqueous pH of 0.2 and contact time of 15 min. Thorium and uranium ions were stripped with 2.5 mol/L sulfuric acid solution with 94 and 98 percent stripping efficiency, respectively. A highly purified REE precipitate was obtained from the raffinate solutions. Zircon mineralization tailings were obtained as a byproduct through the alkaline digestion process.

In the mid-1970?s, the market value of tangible assets of S&P 500 companies far outstripped the value of intangible assets, including intellectual property (e.g., 83% tangible assets v. 17% intangible assets).1 By 2005, the picture was quite different. By that time and continuing to 2010, S&P 500 companies? market value of intangibles was about 80%, with tangible assets accounting for only 16% of market value.2 This swing highlights the importance in today?s world of understanding intellectual property rights and varying strategies and options for protecting them. This paper discusses intellectual property rights particularly patents and trade secrets, specifically: 1) types of intellectual property; 2) choosing the mode of intellectual property protection; 3) obtaining patent protection; and 4) using patents as a sword versus a shield.

In flotation or hydrometallurgical leaching of minerals, the cumulative metals recovery for a given process condition generally approaches a maximum value or an asymptote as the process time increases. This paper discusses the experimental methods of identifying and obtaining the asymptote of metals recovery through kinetic studies. In flotation, the kinetic asymptote of metal recovery, or ultimate recovery, is a function of grinding and collector dosage, but within a realistic variable range, is not a function of pH or temperature. However, variations in grinding, collector dosage, pH and temperature, all exert noticeable effects on flotation kinetics. Frothers generally have a minor affect on the asymptote, but have a major affect on flotation kinetics. The asymptote from batch flotation is found to be identical to that of a continuous flotation. In hydrometallurgical Leaching, the asymptote of metal recovery for a given leaching system is a function of such variables as temperature, particle size, and acid concentration.

"Air overpressure monitoring procedures and instrumentation guidelines which apply to production blasting in underground limestone mining are not readily available. The industry also lacks an applicable source for air overpressure levels that are produced by blasting operations in underground limestone mines. As such, there was no available background data from which the expected overpressure levels from production blasting in a new underground limestone mine could be predicted. During the development phase of the mine, it was imperative that newly constructed underground structures be capable of withstanding the overpressure produced by blasting in nearby production headings. To ensure the structures could withstand the blast-induced overpressure, a study was conducted to record empirical overpressure data and develop a model which could be used to control air overpressure levels by the production crews. This document describes the procedures used to develop the model, the development of the model, and the applicability of the model for predicting underground blast overpressures. INTRODUCTION A developing underground limestone mining operation required that a ventilation wall be built to house the permanent mine fans. At the time of the study, the mine was a single-level room and pillar operation with a 7.9 meter (26 ft) high roof, 13.7 meter (45 ft) wide entries, and 13.7 meter by 13.7 meter (45 ft by 45 ft) pillar dimensions. The mine is accessed via a 396 meter (1300 ft) long decline and 100 meter (330 ft) deep ventilation shaft. The ventilation wall was to be partially constructed of autoclaved aerated concrete blocks, for which dynamic strength data from explosives loading were unavailable. The company ownership feared that airblast may affect the wall due to the close proximity of the working faces. Therefore, the company management asked that the overpressure levels be estimated and compared with the designed wall strength. Few studies that apply to explosively-driven air overpressure levels in underground production blasting were found through a literature review. Therefore, the logical approach to assess the overpressure levels was to monitor the blast pressures at the site and conduct a thorough evaluation of the data. As a result of this study, the equipment setup and monitoring procedure used to record the airblast data is described. Finally, the experimental data gathered during the monitoring program is presented, trends and findings from the data are discussed, and recommendations for further study are presented."

Errors associated with estimating the grade of an attribute of interest in a deposit can compromise planning, sequencing, and mineral beneficiation decisions. Several factors are associated with estimation errors. Among them, we can highlight the factors associated with sample spacing, the size of production volumes, and the variability of the attribute considered in the estimation. The access to estimation error can be obtained by some geostatistical methods, for example, by stochastic simulation. However, this is a process that in some situations is computer intensive and takes time. Previous works have proposed a simplified method to access the Maximum Estimation Error (MEE) associated with different types of grade variables, depending on the sample spacing, at small production volumes and considering specific coefficients of variation ranges. This paper presents an approach to assess the MEE associated with long-term volumes. Considering the methodology proposed, it is possible to approximate if a specific drilling pattern used in a deposit provides an acceptable pre-determined estimation error for Resource Classification. Results and considerations on the impact of the geometry of larger production volumes on the MEE calculation are also presented.

Substantial priming was a considered necessity for proper initiation of ammonium nitrate-fuel oil mixes as ANFO began to carve its niche in the mining industry in the latter fifties. Heavy priming accompanied the introduction of prills and oil to many blasting operations, large charges of high explosives were commonly used at the bottom, top and frequent intervals through-out the column. As the quality of ammonium nitrate improved and operators became more experienced, primer costs began to diminish. Increased experimentation continued with reduced primer costs a main objective. Cast primers were introduced and became accepted as an excellent companion for ANFO. Although the trend toward larger diameter boreholes became increasingly popular, emphasis on lower and lower priming costs continued. A primer was simply required to produce any type of initiation within the ANFO column to be considered adequate. Suddenly ANFO priming had digressed from excessive to marginal. Early experimental data developed at "test site" and laboratory locations indicated that ANFO had a tendency to react inefficiently in the initiation region of the column unless substantially primed. This was evidenced by the presence of unstable reaction rates detected with newly developed detonation velocity measuring equipment. A total transportation system providing for delivery of finished products to customers and raw materials to the plant is one of the key elements contributing to Dravo Lime Co.&apos;s success. Dravo Lime operates one of the largest noncaptive lime and limestone plants in the US at Maysville, KY, where products produced can cost as much to deliver as they do to manufacture, depending on the product itself, its destination, and mode of transportation. With delivery costs comprising a significant portion of total costs for its products, Dravo Lime has made total transportation services an integral part of its business strategy. Prices for most products produced at Maysville are quoted f.o.b. destination. In short, Dravo Lime&apos;s Distribution Department relies on the approach that says to customers: "Leave the delivery to us." The 0.9-Mt/a (1-million stpy) Maysville facility, located about 121 km (75 miles) east of Cincinnati, OH, on the Ohio River, primarily produces sulfur-absorbing Thiosorbic lime used by coal-fired electric utilities as a scrubber reagent to remove SO2 from stack gases. The product is currently supplied to eight power plants in the Ohio River valley region which extends through portions of Kentucky, Indiana, Ohio, West Virginia, and Pennsylvania. The plant ships approximately 907 kt (1 million st) of lime and a comparable amount of limestone fines each year. In addition, it arranges for delivery of about 181 kt (200,000 st) of coal to the plant. Lime is transported by covered hopper barges, covered rail cars, covered dump trucks, and pneumatic trucks. It is transferred from barges to storage silos and trucks at a terminal on the Ohio River near Marietta, OH. At another terminal near Aliquippa, PA, lime is transferred from barges to silos, trucks, and rail cars. Future plans call for rail-truck transfer terminals. To produce lime from limestone at the Maysville plant, about 181 kt (200,000 st) of coal is burned annually in three coal-fired kilns. In transporting this coal from the mine to Maysville, Dravo takes maximum advantage of opportunities for reloading carriers with limestone for outbound backhaul movement. Coal, shipped from southeastern Kentucky mines in rail cars, is transferred to barges at a river terminal in West Virginia. After it is unloaded at Maysville, the barges are cleaned with a front-end loader and then reloaded with limestone. Limestone also is backhauled in connection with truck deliveries of coal. The economics of using backhaul shipments has permitted Dravo to enter into markets in which Maysville limestone otherwise would not be competitive. The company plans to backhaul limestone in empty open hopper cars in the future. As part of its ongoing assessment of the distribution system that supports the Maysville operation, Dravo Lime recognizes that a new environment has developed between shippers and carriers because of regulatory changes in the railroad and trucking industries. Although dry bulk shipments by barge to and from Maysville have always been unregulated, other forms of transportation have not. With railroads and motor carriers now approaching varying degrees of deregulation, contracts and agreements are replacing tariffs, and rate negotiations are becoming a daily activity. Dravo Lime plans to take advantage of these transportation changes, all of which may be beneficial to both its plant and its customers.

INTRODUCTION Project Description The Silver Line is a Bus Rapid Transit (BRT) Line and is Boston?s newest transit service. Silver Line Phase I extends along Washington Street entirely on the surface in priority bus lanes from Dudley Station in Roxbury through the South End and Chinatown neighborhoods to downtown Boston. The Phase I opened in July 2002. Silver Line Phase II consists of an underground transit tunnel from South Station to the South Boston Waterfront with underground stations at Courthouse and World Trade Center to Silver Line Way east of D Street. Phase II continues through the Ted Williams Tunnel to all the terminals at Logan Airport, and on the surface to the Boston Marine Industrial Park and City Point. Phase II opened in December 2004. Silver Line Phase III is a one mile tunnel connection to the existing Phase II tunnel in the vicinity of South Station and will eventually portal on Tremont Street just north of Marginal Road. After leaving the portal, the buses will use dedicated bus only lanes on the surface roadway network to connect to the Phase I service. Figure 1 shows the alignment of the Silver Line upon completion of the Phase III project.

Most people involved in the mining industry are familiar with student-industry co-op work-study programs. Many colleges and universities have used them for years. Northern College’s Haileybury School of Mines student co-op program adds a new dimension of productivity to the college and the mining industry. The college is located in Hailey-bury, Ontario, Canada. An example of the program’s success is the school’s relationship with Sabin Metal’s SMC (Canada) Ltd.’s McAlpine Mill in Cobalt, Ontario. Students gain practical knowledge and experience while industry gains an eager-to-learn worker. And many of the college’s advanced research services are made available to industry to supplement their own capabilities. The McAlpine Mill was established to provide custom milling of slags and ores. It also recovers metal values from other products of the primary and secondary precious metal industries.

Our efforts at McNally, to find a better way to mechanically separate particles from liquid in a slurry have led to the development of two new centrifuges. The first unit utilizes a slotted opening screen as the filter media and retains all plus 200 Mesh and most of the 200 by 300 Mesh particles. The second unit is a solid bowl centrifuge with a novel method of removing the solids and delivers an effluent containing as little as 300 PPM solids in suspension. The first unit was designed to separate particles in the range of about 1 MM x 0 or smaller top size from the liquid slurry and produce solids having low surface moisture content, and a liquid concentrate containing a low percentage of solids. A prototype of this unit has been in the field undergoing tests for over two years. A few of these test results are shown in Tables I & 11. Testing has been mostly limited to the field of coal, how- ever this does not mean that the machine would accept only coal slurries. The machine has produced a dewatered product having as low as 5.5% surface moisture, and an effluent containing as low as 1.4% solids and handled slurries containing from 15 to 50% solids by weight.

"AECOM completed a subsurface exploration program for an 18-foot diameter, approximately 4-mile long rock tunnel project in Hartford, CT. The tunnel crosses the regional geologic trend through the middle of a sedimentary basin, passing through four separate rock formations, including two volcanic flows. Faulting is prevalent, with at least 15 faults encountered during the site investigation. Severe artesian flows were also experienced in several of the borings, requiring highly specialized drilling equipment. Sixty-two borings and associated testing were performed to characterize the structural geology, hydrogeology, rock properties and ground conditions. A phased program was carefully planned and implemented with participation of geotechnical and geologic specialists, with thoughtful evaluation along the way to react to the ground conditions encountered, and make appropriate refinements. This paper will discuss the subsurface program details; the integrated efforts used to effectively characterize the ground; and will summarize the final characterization presented in the GBR. PROJECT DESCRIPTION The South Tunnel Conveyance and Storage Tunnel project is part of the Metropolitan District (MDC’s) Long Term Control Plan to address discharges to various water bodies throughout the greater Hartford area. This program includes a main conveyance and storage tunnel; a tunnel boring machine (TBM) launch shaft and retrieval shaft; adit tunnels with associated drop shafts and connection structures; consolidation conduits and manholes; and a tunnel pump station (TPS) at the downstream end of the main conveyance tunnel. AECOM is serving as prime designer for the MDC on this project. The main conveyance tunnel (hereinafter referred to as the “South Tunnel”) will be a deep rock tunnel with an invert depth of approximately 180 feet at its downstream end and approximately 218 feet at the TBM retrieval shaft. The tunnel will have a finished diameter of 18 feet. The tunnel will rise in grade at a slope of 0.1 percent to its upstream end. Total invert depth along the deep tunnel alignment ranges from about 180 ft. to as high as 320 feet. The total length of the tunnel will be 21,754 feet. The South Tunnel will be constructed using a shielded TBM and fully lined with pre-cast concrete segments."

Rio Tinto Coal Australia (RTCA) developed Meandu Mine in Queensland, Australia in 1983 to supply thermal coal to the adjacent newly constructed Tarong Power Station (TPS). In designing the mine, RTCA selected Meandu?s best economic reserves for a 25-year life based on station owner Tarong Energy Corporation?s (TEC?s) estimated life for TPS. That 25-year plan changed dramatically in the early 2000s when TEC approved life extensions to TPS?s four existing units plus construction of a fifth unit. After reviewing Meandu?s remaining reserves, RTCA decided the nearby Kunioon reserve offered the more economic option for maintaining deliveries beyond 2010. Those plans changed yet again in 2007 when TEC chose to purchase the Meandu Mine and nearby reserves rather than extend RTCA?s contract. TEC then selected Thiess Pty Ltd (Thiess) to continue operating Meandu until the new mine at Kunioon could be developed.

(Thiess) to continue operating Meandu until the new mine at Kunioon could be developed. After assuming operation of the mine in 2008, Thiess began a review of Meandu?s remaining reserves and found considerable coal available with economic potential. Working jointly with TEC, Thiess performed several analyses on Meandu and subsequently the Kunioon coal reserves. The results changed TEC?s decision from expediting Kunioon?s construction to instead continuing Meandu?s operation for up to 15 additional years.

PROJECT DESCRIPTION Alignment The Strenger Tunnel forms part of the S16 four-lane expressway between Landeckand Bludenz. The construction of this important East-West connection started in 1973with the Arlberg Road Tunnel as its key constituent. Beginning in 1992, solutions for the section between Pians and Flirsch were investigated. Efforts to conserve nature and to avoid potential avalanche and landslide areas led to a solution detouring the villages in the Stanz valley. The starting points were predetermind by the intersections at Pians in the East and at Flirsch in the West. As a result of the expected traffic load and the comparatively high gradient of 2.9%, both one-way, two-lane tubes were constructed at once. The north tube is 5.851 m long, the south tube 5.775 m, see Figure 1. As coal mines age and become more developed, ventilation modeling becomes more important for the planning and continued operation of the system. Numerous studies have been performed and presented that address the collection of data and measurement of airway friction factor and resistance per unit length values. However, a quantitative analysis of the resistance for stoppings in coal mines for different construction materials and methodologies has not been adequately addressed. In order to develop an accurate/realistic ventilation model both airway resistances and stopping resistance values need to be determined. Over the course of the past two decades Mine Ventilation Services, Inc (MVS) has measured the resistance of stoppings of various construction types in mines throughout the world.
