Recently development of cheaper and cleaner energy sources has become a more important and urgent issue, because of the soaring crude oil price and environmental problems such as global warming. In this social context, to establish basic technologies and solve fundamental issues associated with environmental impact assessments, the Environmental Impact Assessment Group of the Research Consortium for Methane Hydrate Resources (MH21 research consortium) in Japan has conducted a number of research and development activities since FY2001. These activities include: 1) surveys of the marine environment that will form the basis of environmental impact assessments associated with methane hydrate development; 2) the development of core technologies to monitor deep-sea environments; 3) research of major issues related to environmental impact assessments; and 4) the development of numerical models to predict the deformation of seafloor sediments containing methane hydrates.

Concrete pump is commonly used to transport paste and high-density backfill over relatively long horizontal distances. However, since the investment in concrete-pump and its operating cost are quite high, the application of paste backfill is limited in China. For seeking an alternative paste backfill technology, squeezed-transport technique and equipment has been developed. The new technology has been adopted at Tonglushan Copper Mine of Daye Nonferrous Metals Corp for overcoming a difficulty of long-distance transportation of high-density cemented tailings fill. It proved to be an alternative paste backfill method with simple backfill system, saving investment and low operating costs.

Research is probably the least understood and the most underrated or overrated, depending on the circumstances, function of the corporate enterprise. Some companies become engaged in research because they consider it to be vital to their very existence, others in order to develop new business, and some with no clearer objective than to keep up with the competition. Whole new industries have resulted from research activities, such as the Xerox copier, the transistor, the computer, and have affected considerably our way of life. Companies have prospered or perished by pursuing the successes or failures of their research organizations. However. despite the tremendous effect that research has had on our modern civilization and the billions which are spent on it annually, we have not as yet been able to develop many hard and fast rules as to how to conduct it effectively and to a successful end.1 This section discusses the role of research in the United States and in the mineral industry and describes a few of the criteria and guidelines which have been developed to assist in increasing the probability for success in industrial research. Broadly speaking, the purpose of industrial research is to make a significant contribution to the long-term viability and the profitability of the sponsoring company. The sum total of technological developments has been a principal factor in establishing the United States as a world leader and the controlling element in the nation's balance of trade with foreign powers. The international aspect of most mineral commodities is a significant factor in the business decision-making of most domestic mining companies and should be an important factor in the operation of research and development (R & D) programs in these companies. The National Science Board has reported that in recent yean other nations have been gaining on the United States over practically the entire range of science. 2,3 On the positive side, the NSB reported a strong position for the US in the results derived from its investment in R & D. If the United States is to maintain a favorable trade balance, it must create new know-how through technological innovation in order to create new industrial products, processes, and services for which there is a global demand. As expressed by Chauncey Starr, president of the Electric Power Research Institute, "Unlike resources found in nature, technology is a man-made resource whose abundance can be continuously increased, and whose importance in determining the world's future is also increasing."' In recent years, the greatly in- creased pressures for environmental quality and energy conservation have enhanced further the role of technical innovation in insuring the future survival of the domestic industry. Technology is the challenge of American industry, and it is a challenge which the mineral industry must also accept, for processed minerals are the very raw materials and energy on which all of industry is based, it is technology which makes a mineral deposit into an ore reserve. The Natural of Industrial R D Research is usually thought of as being either basic or applied. Basic or fundamental research is the quest for knowledge and need not have any practical objective. Applied research is the search for a solution to a particular problem and therefore has a specific objective beyond the acquisition of new knowledge. Development is the next stage to the applied research experimentation and it generally consists of larger-scale tests to establish the technical and economic feasibility of the new process or product and to provide design information for its industrial implementation. The terms research and development are usually interconnected for the good reason that in many cases it is difficult to define where one ends and the other begins. For instance, in many cases, thermodynamic, kinetic, corrosion, and other research studies, which are needed to provide design data for an industrial plant, may prod in parallel with the pilot plant activities preparatory for this plant in order to conserve time. Often the final stages of a development project may involve the trial production of a new product for markeing tests or the trial operation of a new process on a "semi-industrial" scale pilot plant. INTRODUCTION Technologic progress depends on new and innovative ideas, the practical application of these ideas, and finally as the technology is developed and demonstrated, the engineering improvement or replacement of existing capabilities. In many areas the new ideas, although known, are not immediately put to practical use in all applicable fields. Good technologic forecasting for research and development within the excavation field coupled with adequate technology transfer is necessary to ensure timely application of innovative ideas to remove bottlenecks in the total system. The purposes of this paper are (1) to show the potential ability of technologic forecasting to meet future demands in rapid excavation through the acceleration of excavation rates by research and development in several related technologic fields, (2) to provide a brief review of the initial development of the ARPA (Advanced Research Projects Agency) Rock Mechanics and Rapid Excavation Program, (3) to draw attention to the research projects completed or underway in the FY 1970-1972 ARPA program and explain where information or program results can be obtained, (4) to summarize the progress and accomplishments of applied research contracts in the rock disintegration element of the ARPA program, and (5) to discuss the research directions planned for the remaining years of the program. Although most gold production from primary resources is achieved by cyanidation, many research activities have focused on alternative processes using noncyanide lixiviants. Such research has been prompted by environmental concerns and problems associated with the processing of refractory gold ores. Numerous research projects have been conducted to search for a noncyanide hydrometallurgical process for gold extraction. In this paper, a technical review of gold recovery from noncyanide solutions is presented, and new results are reported. Gold recovery techniques that are considered include activated carbon adsorption, cementation, solvent extraction, ion exchange, and reduction-precipitation.

In 1969, the OECD conducted a survey internationally to determine the status and needs for research and development in the field of tunneling. The findings also have some validity for underground excavation in general and for underground mining per se. Of the 17 countries responding to the survey, the U.S. leads in the level of support: $21.8 million and 720 man-years of effort over the last ten-year period. The total volume of R/D for the 17 countries was estimated to be $86 million and 5800 man-years. Performance of research was primarily by government agencies and public utilities (70%); the balance was conducted by private organizations and universities (15% each). In the categories of R/D subjects surveyed, three--Wk mechanics, soil mechanics, and geological exploration--outstripped all the rest in priority of effort to date. Ground support, equipment development, excavation, and environmental control received intermediate attention. The subject areas in which the least R/D effort has been expended are materials handling and systems evaluation. For the future, those R/D areas rated the most crucial to achieve technological progress in tunneling were excavation, ground support, and materials handling. The survey findings of tunneling activity indicated (1) a disturbingly low level of R/D activity in the private sector, (2) the necessity for a reordering of priorities in directing research efforts in the future, and (3) a lack of recognition to date of the importance of systems evaluation in R/D activities.

While this conference is dedicated to the examination of "Challenges in Mineral Processing," the broader aspect of the pursuit of this subject is Research and Development in the Mining Industry. When I was asked to speak at this symposium, I hesitated to accept. While my early schooling, training and professional occupation were in the field of this symposium, it was so long ago that I no longer feel competent to contribute anything of interest to you except perhaps for a limited historical perspective, which most of you probably already know. However, it might be worthwhile to explore the more general aspect of research and development from the viewpoint of management, as this is the stance from which I dealt with the subject for the last 30 years or so. While most managements generally have a positive view of research and development, few of the leaders in the mineral industry have actually had the personal experience of doing research for a long enough time to have obtained a full understanding and the feel for its place in the long-term technological innovation that our industry must foster. I graduated from the University of California in Berkeley with a Bachelor of Science degree and a major in metallurgy. It was during the great depression of the thirties, and it was difficult to obtain a practical job in the industry. I got a scholarship at the Montana School of Mines and received a Master of Science degree in ore dressing under Professor A. M. Gaudin, followed by another year with him pursuing research. Anyone who studied under him, or knew him well, would assert that this was a unique experience. Gaudin had a brilliant mind and a profound respect for science and the scientific method. The major mining health and safety problems of concern to United States Government and private industry researchers in 1981 included the difficulty experienced by longwall operators in complying with the Federal 2 .0-mg/m3 respirable dust standard, the accident rate associated with falls of ground and materials handling hazards, and the upsurge in the incidence of disasters after the steady decline in recent years. Although the many mines and manufacturing companies involved in the research projects to be described are not specifically identified, it is important to note their significant involvement. This is not by way of acknowledgement, but rather to establish that these projects, using mostly Federal funds, represent close cooperation between the U.S. Government and the mining industry. The ongoing work to be described on the development of critical longwall dust control technology is a classic example of Government-industry participation through the phases of problem identification, planning, cost-sharing, and implement at ion.

The deployment of large machinery for low cost, bulk surface mine production operations has resulted in high-impact shovel loading operations (HISLO). In extreme cases, shovels load large dump trucks with 100-ton (or more) passes generating high-impact forces under gravity. HISLO generates high-frequency shockwaves that cause severe truck vibrations exposing operators to whole body vibrations (WBV). Current research study in this area has established that the vibration levels affecting the operator?s seat, lower-back, lumbar and cervical regions fall within the extremely uncomfortable zone compared to the ISO 2631 comfort zone. These results pose health threats to truck operators over long-term exposure to these vibrations. In this paper, the authors will examine engineered solutions to mitigate these health threats.

As energy requirements in the United States expand with the growth of the Nation, use of coal also can be expected to increase. This optimistic outlook for the coal industry is based on our vast reserves of high quality coals and the possibility of converting coal to end uses other than electricity and metallurgical coke. Potentially, millions of tons of coal might be needed in the form of gas and liquid fuels to supplement our reserves and imports of these natural products. Exactly when they will enter the economy on a large scale depends on many factors. On January 1, 1960, the estimated remaining reserves of coal were 1-1/2 trillion tons, about 50 percent of which is bituminous coal. In 1965, the production of bituminous coal and lignite passed the 500-million-ton mark, emphasizing the steady upward trend from the recent low of 403 million tons, and if the present rate of increase continues within the next five years, output should pass the alltime high of 631 million tons achieved in 1947.

Coal represents 80% of the fuel reserves of this country, yet only 20% of the fuel consumption. In order to change this ridiculous situation, a realistic coal utilization roadmap needs to be drawn to show how we go from where we are to where we want to be. The completion of the roadways will require the building of research bridges. The research bridges on the coal processing section of the superhighway should be built to process 500pm by 100pm rather than 25pm by 0 raw coal . Particular emphasis should be on middlings processing and total plant performance. The superhighway should be layed out by a team of fuel, coal preparation and mining engineers.

The Technical University Georg Agricola (THGA) in Bochum, Germany, has established a Research Center for Post-Mining. Researchers combine expertise from a variety of technical and nontechnical fields in their quest to shape the post-mining era that completes the mine life cycle. In this respect, the Research Center focuses on four research areas: Perpetual tasks and mine water management, Geomonitoring, Material sciences and site transition. With more than 200 years of successful partnership with the mining industry in Germany and abroad, THGA offers a perfect setting for fresh and sound ideas in order support mining’s social license to operate. The aim of the paper is to describe the Post-Mining Research Center along with exemplary research projects that are of interest to the mining industry globally and to foster technical communication and research networking.

In the 1980's the Canadian surface mining industry was confronted by declining competitiveness in the face of low cost foreign producers and alternative materials. Low metal prices undermined profits for many mining companies. Restructuring, rationalization, capacity reduction, technology transfer, as well as favourable currency rates and higher commodity prices, helped revitalize the industry by the close of the decade. Now in the 1990's, however, the need to improve competitiveness for profitability has re-emerged in greater intensity. In the current climate it is considered that there are three strategies available to industry to ensure profitability: continued rationalization and restructuring; optimization of operating practice; and technology development and transfer.

Gold has always fascinated mankind. From Tutankhamen's mask to the huge nuggets that have been found in the Australian outback, gold has quickened the pulse and fevered the eye. But in recent years, governments around the western world have shown a singular lack of interest in research into gold processing, with many programs being cut. There are some notable exceptions, fortunately, and this paper summarizes a large research effort that is well supported by the Australian government and the Australian gold industry. The AJ Parker Cooperative Research Centre for Hydrometallurgy is an unincorporated joint venture between the CSIRO Division of Minerals, Murdoch University, Curtin University of Technology and the Western Australian Department of Minerals and Energy. The Australian Mineral Industry Research Association (AMIRA) is the Parker Centre's broker for generic R&D contracts with industry. Each of the partners makes available staff, students and equipment to further the work of the Parker Centre, and the Australian Government provides additional funding. The Parker Centre is nearly five years old and has grown spectacularly in that time. There are now about 30 full-time-equivalents of effort from 50 scientists and engineers, as well as about 40 postgraduate and honours students. The fundamentals of the key operations in hydrometallurgy are studied in three programs: leaching (which includes pretreatment by roasting etc), precipitation (or crystallisation), and surface processes (which includes solid/liquid separation, adsorption, solvent extraction, etc). A large part of the Parker Centre's R&D is directed towards gold processing technology. In Australia, a dramatic increase in gold production, from about 30 to nearly 300 tonnes per year (1977-1997), has been made possible largely as a result of a brilliant metallurgical innovation, the carbon-in-pulp process. However, falling head grades eg 2.56 to 1.84 g(Au)/t over the last 10 years, and environmental concerns, are squeezing profit margins. There is increasing pressure to reduce costs, and the Parker Centre program is focussed on providing the scientific understanding required to do this. A selection of research highlights will be given, to indicate the depth and breadth of the R&D at the Parker Centre.

The mineral aggregate industry is the world's largest mining and processing endeavor, yet it is graced with little of the romance or public awareness that accompanies mention of gold, silver, iron, copper, uranium, or aluminum mining efforts. Much of this reaction is undoubtedly due to the fact that the uses to which crushed stone and sand and gravel are normally put are not fully recognized or appreciated by the general public. Few individuals ever have occasion to purchase mineral aggregates for anything other than use for decorative shrubbery beds or walkways. They may, however, buy ready-mix concrete for a new patio, bituminous concrete for a new driveway, concrete blocks, or other building materials for a new room and never realize that the primary ingredients of their purchases are either direct or indirect products of the mineral aggregate industry. The average person driving past an operating crushed stone quarry or an active sand and gravel pit rarely realizes the economic impact the industry, represented by that operation, exercises on the general economy. He is not aware, nor does he really care, that elements of the modern comfortable environment to which he has grown accustomed rely to a great extent on the products of the crushed stone and sand and gravel industries Iron and steel, glass, cement, agriculture, and highway and building construction are but a few of the major industries to whom the products of the mineral aggregate industry are basic. Without these industries or without the stone, sand, and gravel basic to them, most of the major elements of our modern day civilization would be non-existent.

Although much work has been carried out in order to understand the mechanism of spontaneous combustion and hence minimise its potential risk, the spontaneous combustion of coal continues to be a problem in coal mining. The Department of Mineral Resources Engineering of Nottingham University has been active in conducting fundamental research into the problem of spontaneous combustion of coal. For years standardised adiabatic oxidation tests have been used to identify coals and other carbonaceous materials liable to spontaneous combustion. Recently the apparatus has been computerised and coupled with an expert system known as ESSH to evaluate the potential of self-heating of coal on the basis of intrinsic coal properties, geological settings and mining techniques. A numerical model has been developed to study the aerodynamics of airflow in the wastes of longwall coal faces. The Computational Fluid Dynamics approach is being explored to simulate airflow behaviour and nitrogen inertisation processes within the goaf. Such a model would be used in locating the areas most liable to spontaneous combustion and improving the utilisation of nitrogen. It would also be possible to determine the most likely path ways of combustion/heating products so as to provide an indication of the most appropriate locations for fire detectors.

The Office of Surface Mining Reclamation and Enforcement (OSM) is preparing an Abandoned Mined Lands Reclamation Control Technology Hand- book. (l) GAI Consultants, Inc. , recently prepared Chapter 2 on Mine Subsidence Control which contains a summary of subsidence abatement measures plus two new decision matrices for evaluating the subsidence abatement options that might be considered for a particular problem. These decision matrices are presented for information. Review of the subsidence abatement methods resulted in identification of items where research may impact the current state of technology in mine subsidence control. These research needs are presented to stimulate discussion of their importance in subsidence abatement and to encourage funding agencies, researchers, and practitioners to work on them.
