The paper aims at promoting sustainability assessment and reporting into practice using a globally acceptable set of guidelines and a common framework for internal and external reporting at a project/site level. Indicators are used for measuring performance, and this paper addresses development and implementation of performance indicators for sustainability assessment and reporting at local as well as global levels. The selection of a proper set of indicators is a challenging task. The indicators selected should provide the expected information for making right decisions. Relevant and credible sustainability reporting supported by a consistent performance indicator system can be the starting point for benchmarking environmental and social performance for the natural resources sector.

Most citizens take it for granted, but minerals produced in the mines of the western United States, including Colorado, are crucial to nation’s standard of living and quality of life, said Colorado’s Gov. Bill Owens in his welcoming remarks at the 106th National Western Mining Conference. The conference, which was organized by the Colorado Mining Association (CMA), was held Feb. 4-6, 2004, in Denver. Attendance was425, up substantially from last year’s meeting. The meeting included the CMA annual membership meeting as well as the CMA chairman’s and president’s reports. The meeting also included awards presentations in which companies were recognized for their efforts in pollution prevention, health and safety, and reclamation. The conference also included a tradeshow.

For the 36th consecutive summer, the Colorado Mining Association Education Foundation and the Colorado School of Mines have sponsored “A Total Concept of the Mining Industry” for kindergarten through grade 12 teachers. Teachers from 34 states, plus the District of Columbia and two foreign countries, have graduated from the four-week course. They received six hours of recertification credit. This summer 31 teachers from Colorado, Kentucky, Virginia and Alaska completed the program. The course is unique from other shorter courses in that it solicits teachers of all disciplines from all K-12classes. In addition to the expected earth science and mathematics teachers, the Class of 2004 consisted of educators who teach music, chemistry, biology, social studies, history, basic English and world history. Others in the program included those who teach American history, physical and life science, remedial reading, consumer/family studies, “world of work,” language arts, engineering technology, environmental science, world geography, human anatomy and physiology, and business.

High-speed stirred milling is a relatively new method of grinding in the metalliferous process industries. However, it has been widely used in the industrial mineral field for more than 30 years. Many existing metallurgical operations are looking to maximize economic return from existing deposits this requires new thinking and technologies. The operating experience of two copper operations is discussed here to show the effect of the introduction of the Metso Stirred Media Detritor (SMD), a new type of high speed stirred mill. Both operations have derived significant metallurgical benefits from this new technology. The benefits and process difficulties are explained. The initial drive in high speed stirred milling technology was toward ultra fine grinding where the mill product has an 80 percent passing size of 15 µm (937mesh) or less. More recently, a number of installations have occurred in a more conventional regrind setting. Few conventional copper concentrators require such fine grinding to attain satisfactory copper grades and recoveries. So other advantages must be considered here rather than just the ability to grind fine with good power efficiency.

The worldwide budget for non fuel mineral exploration was expected to increase by 27 percent in 2003 from the 2002 budget, according to the Metals Economics Group (MEG) of Halifax, Nova Scotia. The increase comes after five years of declining spending for mineral exploration. For the first time in several years, all regional exploration budget estimates for 2003 as defined by MEG would increase from similar 2002 estimates. However, MEG included 193 more companies in its 2003 survey than in 2002. As with previous MEG survey reports, estimates reflect anticipated expenditures rather than actual dollars spent. Caution, therefore, must be taken when comparing 2002 and2003 estimates or evaluating the magnitude of regional changes from year to year. Sample variations and currency exchange rates may influence year-to-year variations of MEG data. Even so, it is likely that the general climate of improved metal prices in 2003 encouraged companies that had previously left the mineral exploration sector or reduced their exploration activity to once again focus on minerals exploration or increase exploration activity and budgets.

Mineral carbonation is the reaction of carbon dioxide with mineral silicates to form solid, carbonate compounds. The carbonate ion holds carbon in a low energy state – lower than in carbon dioxide. Thus the reaction of carbon dioxide to produce mineral carbonates captures the carbon in a stable, solid form. The University of Utah is investigating the carbonation of silicate minerals by mechanochemical processing, which has the potential of being much less expensive than other methods. Tests to date have shown that a marked change takes place in the lizardite variety of serpentine after 15 to 20 minutes of intense grinding in the presence of gaseous CO2. Further testing is in progress.

Digital camera and computer technologies can be used to monitor mine slopes and provide real-time warning of rock falls. NIOSH researchers assembled a surveillance system using low-cost video cameras and computer software from the security industry to test its effectiveness. The system is designed to signal an alarm when motion is detected and to record images of the scene. Masking can restrict motion detection to specific areas within the camera view; sensitivity is adjustable. The time-stamped images provide a record that can help reconstruct and quantify an event. Video motion detection can augment standard monitoring methods to increase safety in surface mines.

Environmental management systems (EMSs) have been in use for more than a decade. US mining companies are only just beginning to adopt EMSs. This lag is primarily due to lack of market forces and lack of evidence that EMSs add value over standard compliance programs. Several recent studies concluded EMSs improve environmental performance and reduce costs. State and federal regulatory agencies are using EMSs as an innovative tool to streamline the regulatory process and achieve continual environmental improvements. The climate is right for the mining industry to adopt an EMS model that improves environmental performance and takes advantage of new regulatory programs.

The driving force behind most advances in technology is need. In the early 1980s, underground coal miners in the USA wanted to build longer conveyors to handle larger capacities but continue to use fabric reinforced belting with mechanical fasteners. Conveyors with intermediate drives were certainly the answer but achieving reliable designs required a significant learning curve. Basic design methodologies had to evolve including advanced simulation of starting and stopping along with complex control techniques and logic. Some components also evolved as specific performance requirements changed Today, in addition to underground mining, the technology has been used extensively in the tunneling industry where the need is for control of belt tensions to negotiate tight horizontal curves. Even though intermediate drives are not used extensively on the surface yet, the lessons learned will find their way to long overland surface conveyance where smaller components are more available and reliable, and often with less capital cost. This paper will document the evolution of intermediate drive technology over the last 30 years and will show examples of its current use.

For the past several years, copper producers have faced a tough business climate. Nagging low prices forced many them to reduce their production and make other drastic cutbacks just to breakeven. And sometimes even that did not work. But, like other downturns in the industry, this latest dismal copper market allowed technology to make further inroads into mining and processing operations. Now that the copper market appears to be making a turn for the better, those years spent investing in technology by equipment manufacturers and forward-thinking mining companies should begin paying off.

During the last 30 years, at least ten authors have dealt with startup ("ramp-up') times for minerals beneficiation, hydrometallurgical, and/or pyrometallurgical plants. Most have attempted to identity the reasons for delays and some have suggested attributes common to successful startups, as well as those shared by unsuccessful ones. The most recent has advanced a project characterization matrix as a predictive tool for qualified users. This paper will summarize past work, will review cause and effect, will outline an approach for refining our ability to avoid costly delays, and will seek guidance from professionals most likely to use such a tool. INTRODUCTION During the last few decades, many billions of dollars have been lost by investors in mineral industry projects that did not perform as well as their developers had hoped. The most common form of failure has been the inability to generate a profit quickly, and delayed achievement of planned production rate has been the chief cause. Minerals processing projects are by no means the only kind of plant to suffer from startup delays, as some authors cited in this paper considered inorganic chemical plants and other types of facilities. Furthermore, mines are not without fault and there have been many that were closed after years of disappointing performance. However, our interests as a group are most sharply focused on mineral processing and our database for such projects is relatively extensive. It is sufficient to say that the conclusions made or repeated in the following text can be readily extended to most types of projects.

Earlier this year, Simplot Phosphates achieved a safety milestone at its Vernal, UT phosphate operations. In March, the entire operation reached achieved seven years without a lost time accident. Bortech’s BoreClad corrosion protection system will be displayed at MINExpo. BoreClad is an innovative system for inside diameter cladding of nozzles, tubes and other circumferential devices. Pressure vessels, mud pumps and other mining equipment must be protected from corrosive caustic chemicals. Usually manufactured from mild steel, they can be clad with a protective material, such as stainless steel, to provide corrosion resistance. However, most welding processes leave voids where corrosion can damage the base metal. BoreClad provides void-free welds by combining gas metal arc welding with automated feed and rotation of chuckable parts. Workpieces of up to 915-mm- (36-in.-) long with a 460-mm- (18-in.-)swing can be clad with stainless steel, Iconel or other exotic metals. Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame are scheduled for Saturday, Sept. 25, 2004 at the Las Vegas Hilton in Las Vegas, NV. The 17th Annual Mining Hall of Fame Induction banquet will begin with a reception at 6 p.m., followed by the dinner and program at 7 p.m. The five inductees are Georgius Agricola, David William Brunton, Herbert E. Goodman, David Ray Mitchell and Robert Peele. Georgius Agricola (1494-1555) wrote De ReMetallica, an original and valuable work that discussed everything known about mining during the first half of the 16th century. In De Re Metallica, Agricola reviewed practical means of finding ores, methods of surveying and mining, the assaying of ores, types and uses of mining machinery, smelting, mine administration and more. The global bentonite industry is a dynamic market balancing a range of end uses with an ever growing number of bentonite producers. In addition, markets in developed countries are elevating the level of detail and transparency for materials reporting in programs, such as the Registration, Evaluation, Authorization and restrictions of Chemicals (REACH) program in the European Union. Bentonite is impacted by programs of this nature. The majority of the bentonite products sold around the world are sodium bentonites. These sodium bentonites consist either of natural sodium bentonites, or naturally occurring bentonite dominated by divalent interlayer cations (Ca+2 andMg+2) subsequently exchanged with sodium cation. The latter variety is often called “sodium-activated“, or “soda-ash treated” bentonite. Once exchanged with sodium, these bentonites are often difficult to distinguish from natural sodium bentonites using common commercial testing protocols. Due to their similar colloidal and bulk chemical properties; the lack of test procedures designed specifically to identify this product feature; and the failure to completely or effectively explain their differences, sodium-activated bentonite is often considered to be identical to natural sodium bentonite in the industry. This article defines both general types of sodium bentonite and presents a technique that could serve the industry as a tool to confirm the variety of sodium bentonite in question. Specifically, geochemical properties such as carbon (C13/C12) and oxygen (O18/O16) isotopic ratios can distinguish activated, even slightly activated bentonites, from bentonites not introduced to additional sodium during manufacture.

Mining equipment life may be extended through preventive maintenance and the proper application of quality lubricants. There are several practices mine operators should consider implementing to preserve their equipment. An exercise in review — Begin by reviewing original equipment manufacturer (OEM) recommendations regarding servicing and maintenance intervals for each part of the equipment, especially the engine. And the verdict is — If the manufacturer’s recommendations have been followed, good. If not, owners/operators should begin periodic service work on equipment, to help minimize equipment downtime and extend engine life.

Noise-Induced Hearing Loss (NIHL) continues to be a concern of the mining industry. A new noise standard (30 CFR, Part 62) is aimed at reducing NIHL in mining through engineering and administrative noise controls. However, the difficulty and expense of implementing engineering controls can make administrative controls an attractive alternative for reducing worker noise exposure. Over the last three years, the National Institute for Occupational Safety and Health (NIOSH) has conducted worker noise exposure surveys in underground and surface coal mines and coal preparation plants. The surveys revealed numerous possible administrative controls and an approach to implementation and analysis. The surveys have shown that worker dosimetry, time-motion studies, and equipment noise profiling are important aspects of effectively utilizing administrative controls. A description of the approach for selecting, implementing, and evaluating administrative controls, and a list of administrative controls, are reported.

Direct costs such as medical, legal, administrative, and worker’s compensation costs, property damage, lost earnings, and lost benefits are typically used to compute the economic impacts of occupational injuries. However, there are also a number of less obvious, indirect costs that substantially contribute to the overall loss costs. In fact, for every $1 of direct costs an estimated $3 to $5 of indirect costs are also incurred. This paper presents a systems approach that incorporates engineering, economics, psychology, and sociology in order to evaluate the total value of investments in safety. By studying the interrelated system comprised of the injured worker, their family and coworkers, as well as the organizational structure that was the setting for the incident, a methodology can be developed that will more accurately capture the true costs of mine injuries.
