It appears that the tunneling trade is merging into its own renaissance for the decade of the 1970s', and most likely on past the year 2001. Federal interest in underground excavation, and more specifically, rapid excavation expertise has been on the upswing since the latter part of the 1960's, mainly due to the pressing national needs for more raw materials based on the rise for material goods and the projective gloom of possible power shortages. On the pure tunneling side the national needs encompass, in the mainstream of priorities, rapid transportation and water supply excavation as the two top contenders. For instance, the estimates for tunnel mileage for the period 1968-1975 are:(1) Subways---85 miles Urban Highways--- 123 miles Intercity Highways---210 miles Water Supply Routes---528 miles at a total of 946 miles of tunnels. The estimated cumulative underground excavation demand in dollar amounts for the period 1970-1989 are:(1) Construction Oriented Demand--- $35 billions Mining Oriented Demand---$34 billions (which includes the coal-oriented demand on the order of 26 billions.

Dartbrook Coal is currently developing a modern, high production (3.5 Mtpy) single longwall retreat coal mine in the Upper Hunter Valley of NSW, Australia. The location is a green field site, with no surface or underground mining operations ever having taken place in the initial target seams. The coal seams of the working section, floor and immediate roof average a total 20 m in thickness and contain a mixed carbon dioxide 1 methane seam gas ranging from 6.5 to 11.0 m3/t. The target seams have undergone detailed characterisation to assess hazards and quantify the controls required to minimise associated risks during mining. Risks identified during initial phases of exploration and 14 months of development include: • High gas emission during development. • Probable high longwall gas emission rate. • Medium to high propensity to spontaneous combustion • Possible carbon dioxide outbursts on geological structures • The main controls currently in place include, • Mine geometry and ventilation circuits • Exploratory drilling ahead of development • Intensive in seam pre drainage • Goaf drainage plants • Comprehensive monitoring systems • Underground environmental management plan. • Pre mining predictions of gas emission provided an indication of gas emission rates which have proven to be an under estimate. Current mine issues are; • Both surface fans are at full capacity (250 m3/s 1.4 kPa) • Both gas drainage pumps are at full capacity (2.3 m3/s) • Alternatives to extensive in seam pre drainage being investigated (surface to in seam hydro fracture) Review of mine design underway This paper describes the seam characterisation, assessment of mining hazards and summary of the management plan developed to address the risks identified. Newmont Gold has advantageously used the capabilities of mineral oxidizing bacteria to develop a process for the pretreatment of low-grade sulfidic and carbonaceous-sulfidic refractory gold ores. The biooxidation process results in the oxidation of the sulfidic minerals with increased exposure of gold for subsequent gold recovery. The biooxidized carbonaceous-sulfidic ores cannot be heap leached with cyanide because of the preg-robbing characteristics of the carbonaceous matter in the ores. Therefore, an alternative heapleach process using ammonium thiosulfate was developed to extract gold from these preg-robbing bioaxidized ores. The ammonium thiosulfate leach process was successfully applied in both laboratory and pilot plant tests. Satisfactory test results were achieved, encouraging the continuation of process development.

To date, no ilmenite, rutile and zircon deposits of commercial importance have been reported in Turkey. However, information from recent reconnaissance activities indicates the possibility of an economically viable heavy-mineral deposit in the vicinity of Ormanli, which is located northwest of Istanbul along Turkey's Black Sea Coast. Consequently, beach coil sand-dune samples were collected from that area for additional analysis. Laboratory methodologies drat were designed to simulate standard industrial heavy-mineral plant practices were used to analyze and evaluate the samples. Based on these analyses and current market needs, none of the deposits in the Ormanli area qualify as a commercial heavy-mineral deposit.

A great deal of effort has been put forth in recent years to arrive at accurate projections of the demands for tunnels in this decade. In reviewing the statistics presented by various study groups, it appears that during the decade from 1960-69, there were some 1,335 miles of rock and soft ground construction tunnels excavated throughout the world. These statistics indicate 645 miles of rock tunnel and 689 miles of soft ground tunnel were excavated during the last decade. This is expected to increase to 3,000 miles in the 1970's according to projections made by various authorities in the field of construction tunneling. I point out the above statistics to emphasize two main points: (1) The demands for tunneling in this decade alone are staggering. (2) There is a fairly even distribution in the amount of rock tunneling and soft ground tunneling being excavated. Unfortunately, available statistics do not answer many important questions about tunneling which are of great importance to the contractor and to boring machine designers. For example, how many of the projects completed in the past decade involved both soft ground and rock tunneling? How many projects involved tunneling in conditions where both rock and soft ground were contacted at the same face. While the answers to these questions remain unanswered, I am sure most of you can think of numerous examples of projects where mixed face conditions are prevalent. Many of you are probably familiar with the Austin Crosstown Interceptor which was bid last month in Austin, Texas. Here is a project involving 57,000 feet of tunnel where limestones and clay shales are expected to be traversed. Another project, the Tonner Tunnels No. 1 and No. 2, near Los Angeles, involve some 22,000 feet of tunnel where mixed soil and rock conditions are expected. Using a fuzzy logic controller, a signal applied on the processes may be generated through a linguistic protocol expressing an operator's intuitive control strategies. In this work, fuzzy logic controller and PID controller imposed upon the feedback liquid level control systems for a stirred tank are studied and compared. The construction factors including the shape of membership functions, number of fuzzy variables, number of inputs, number of rules, and different defuzzification methods are considered in design and formulating the fuzzy logic control strategies and algorithms. From the analysis of the strategies and control performances, an optimum controller may be generated by making use of the best combination of these fuzzy construction factors.

A plant trial of a new on-line pressure vessel rheometer for slurries, developed at Michigan Technological University, was carried out at a nearby copper concentrator. The rheometer measured the flow curves (shear stress vs. shear rate) of chalcocite slurries. Viscosity of non-Newtonian slurries changes with shear rate and so, for such slurries viscosity measurement at a single shear rate (often seen in the literature for grinding and classification studies) cannot be correlated to process performance. For these slurries, viscosity at various shear rates can be measured from flow curves generated by the pressure vessel rheometer. Other rheological properties, such as flow type and yield stress can be determined by this rheometer to better characterize the slurries. The slurry at the copper concentrator consisted of ground chalcocite ore. The solids content in the slurry varied between 30-60 % by weight. Top size of the particles was 125 micron, and 80% passing size was 34 micron. Measurements by the pressure vessel rheometer showed that most of the slurries had pseudoplastic flow at shear rates below -3000 sec-l, where the viscosity of the slurry decreased with increase in shear rate. Above -3000 sec-l, like a Newtonian fluid, the viscosity of the slurry remained steady. Flow curves and viscosity from the pressure vessel rheometer were verified with a Brookfield viscometer and a vibrating sphere viscometer, and the results were found to be accurate.

INTRODUCTION Construction of the 3,600,000 kilowatt Third Powerplant at Grand Coulee Dam started in late summer 1967 approximately one year after authorization by Congress. The project was made possible by a treaty with Canada providing for cooperative development of the Columbia River which was signed in 1961 and ratified in 1964. Description of the Work The existing Grand Coulee power complex consisted of a dam and two powerplants with a switchyard serving each plant, one on each bank of the river. See Fig. 1. The switching facilities were connected to transformers at the powerplants by overhead 230-kilovolt and 115-kilovolt tie circuit conductors. [ ]

Anionic conditioning of phosphate ores prior to fatty acid flotation is a critical step that determines the selectivity, recovers and, hence, the economics of the process. However, the chemical mechanisms operating during this conditioning step are not very well established. In this work, a comprehensive surrey of plant practice was conducted. Then, adsorption on flotation feed and francolite were studied under simulated plant conditions. Different adsorption mechanisms were found to be dominant under laboratory and plant conditions. In plant water, there was sonic physisorption of oleic acid on phosphate flotation feed and francolite, in addition to chemisorption. However, in distilled water under laboratory conditions, only chemisorption was detected. Fuel oil reduces the residual oleic acid in solution after adsorption, which explains the beneficial role of extender in phosphate flotation. The dissolved species in solution arising from the flotation feed or plant processing water are shown to clearly play a major role in determining the adsorption of oleic- acid on the substrates. The study also specifically demonstrates that, for the results to be used commercially, it is important to conduct the tests under plant mixing conditions and with the same plant water chemistry.

The stability of mine roofs in permafrost zones is determined mainly by temperature and ice content. The deformation resulting from creep and temperature-dependent physical properties of frozen rock mass is the dominant component of total deformation. Roof bolts can consolidate the roof and control its deformation. In this paper, a finite-element model, for the analysis of the effects of roof bolting in a frozen rock mass is presented. The model includes the variables normally encountered when analyzing the effects of roof bolting in rocks. It also accounts for properties unique to frozen rock mass: creep deformation and the change in Young's modulus with changing temperature. The model shows that, as bolt spacing decreases, there is a trade-off between increased roof stability from increased mechanical support and decreased stability from increased conduction of heat into the frozen roof. This result was expected and shows that, for a given set of rock-mass conditions, including ice content, temperature, particle size, etc., there is an optimum bolt length and bolt density for minimum roof deflection.

The implementation of NAFTA in January 1994 was expected to have small but beneficial effects on the Mexican economy, mostly through increased investments. Mexico's mining industry was especially likely to benefit, as mineral investment funds would be diverted to the now safer Mexico and away from similarly endowed but more risky Latin American mineral economies. The results during the past two years have shown that it is government and macroeconomic factors that influence investment flows, rather than the fine tuning of trade flows through so called 'free-trade" agreements.

Automatic control of fine coal cleaning circuits has traditionally been limited by a lack of sensors. Although several nuclear-based analyzers are available, none have seen widespread acceptance. In this investigation, image analysis is used for on-line determination of ash content in fine coal slurries. The ash content of a flotation tailings stream is correlated to the mean gray level of the slurry. Based on a 90% prediction interval, an analysis of sensor performance indicates an accuracy of 73 ± 4% ash over a range from 65-90% ash. While this result is comparable to existing nuclear-based analyzers, the video-based system is only a fraction of the cost. The sensor is currently installed at the Middle Fork preparation plant owned by Pittston Coal Company.

Explanations for commodity price levels (or movements) commonly focus on the fundamentals of supply and demand, otherwise they are simply assigned to speculative activity. Comparisons of metal-price histories to monetary and other economic data support the argument that the supply of and demand for money are no less important in the determination of price than are the supply and demand of the commodity itself. That these relationships should exist is evident in the price identity and they are consistent with monetary theory. The patterns developed have limited usefulness as predictors, but their recognition is essential for the construction of price scenarios for planning purposes.

Capital resource budgeting is the means by which managers of publicly held companies fulfill their fiduciary responsibility to maximize the wealth of stockholders. Managers maximize shareholder wealth by allocating investment capital to the most productive of competing alternative projects in a manner that maximizes the net present value of the firm's future cash flow. The techniques of cash flow analysis are the primary tools available for selecting a corporate portfolio of projects that meets or exceeds the rate of return expected by shareholders. The reliability of cash flow analysis hinges on the ability of managers to forecast the future values of individual components. The accuracy and reliability of forecasting determine the soundness of capital investment decisions and, ultimately, determine the value of the firm. The present paper will explore tools for forecasting the spot market price of a commodity, silver, to demonstrate the difficulty and uncertainty involved in forecasting the future. The commodity price is only one of a number of components of the cash flow equation. Each component has a unique and uncertain future and must be individually analyzed and forecast to arrive at a robust cash flow model.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center (PRC), has conducted research to improve electrical fault detection on coal mine direct current (dc) trolley systems. Present circuit breaker protection systems are current-magnitude-based and cannot discern between normal traffic and high resistance electrical faults. Tests were conducted at cooperating mines to assist in developing a neural-network-based detection algorithm for distinguishing between electrical faults and normal operation. The Fast Fourier Transform of the trolley rectifier current signature served as baseline data for the neural network. During field tests, the algorithm performed with greater than 90% accuracy.

Gold has always fascinated mankind. From Tutankhamen's mask to the huge nuggets that have been found in the Australian outback, gold has quickened the pulse and fevered the eye. But in recent years, governments around the western world have shown a singular lack of interest in research into gold processing, with many programs being cut. There are some notable exceptions, fortunately, and this paper summarizes a large research effort that is well supported by the Australian government and the Australian gold industry. The AJ Parker Cooperative Research Centre for Hydrometallurgy is an unincorporated joint venture between the CSIRO Division of Minerals, Murdoch University, Curtin University of Technology and the Western Australian Department of Minerals and Energy. The Australian Mineral Industry Research Association (AMIRA) is the Parker Centre's broker for generic R&D contracts with industry. Each of the partners makes available staff, students and equipment to further the work of the Parker Centre, and the Australian Government provides additional funding. The Parker Centre is nearly five years old and has grown spectacularly in that time. There are now about 30 full-time-equivalents of effort from 50 scientists and engineers, as well as about 40 postgraduate and honours students. The fundamentals of the key operations in hydrometallurgy are studied in three programs: leaching (which includes pretreatment by roasting etc), precipitation (or crystallisation), and surface processes (which includes solid/liquid separation, adsorption, solvent extraction, etc). A large part of the Parker Centre's R&D is directed towards gold processing technology. In Australia, a dramatic increase in gold production, from about 30 to nearly 300 tonnes per year (1977-1997), has been made possible largely as a result of a brilliant metallurgical innovation, the carbon-in-pulp process. However, falling head grades eg 2.56 to 1.84 g(Au)/t over the last 10 years, and environmental concerns, are squeezing profit margins. There is increasing pressure to reduce costs, and the Parker Centre program is focussed on providing the scientific understanding required to do this. A selection of research highlights will be given, to indicate the depth and breadth of the R&D at the Parker Centre.

The principle of high-pressure interparticulate comminution has been used very successfully since the mid 1980's for grinding a wide range of different materials. A number of reports about operating experience have already been published. High-pressure grinding rolls (HPGRs) are currently making their debut in the mining industry. Experience is being gained with test machines, particularly for the comminution of hard rock. In the grinding of diamond-bearing ore, (Fig 1) interparticulate comminution has already become the standard for liberating the diamonds from the matrix. The advantages of interparticulate comminution are also recognized for the grinding of concentrates (chrome ore, iron ore). Numerous HPGRs are being used very successfully in this field. A testing plant for first-time industrial grinding of coarse, very hard and highly abrasive copper ore was built at Cyprus Amax's plant in Sieretta, Arizona (Fig. 2). The operating experience gained here showed that the grinding of very hard ores places particularly high mechanical demands on the mill. While the machine itself meets the high availability requirements, the wear-protection system proves to be the most sensitive point. Naturally, the properties of the ore to be ground exert a considerable influence on the lifetime of the grinding rolls. This paper describes the wear mechanisms and the wear­protection systems designed to combat these.

The removal of oxyanions of arsenic present in mine process water and drinking water to a regulatory level (i.e. below 50 ppb) is a challenging problem. Conventional water treatment methods presently used for controlling arsenic have several drawbacks and limited success. A new adsorbent (LS™) developed at the University of Nevada, Reno, has strong specificity for both arsenate and arsenite species present in process waters. The adsorbent in very selective to oxyanions of arsenic and competition of other indifferent ions is minimum. Water samples from different sources were tested and arsenic was successfully removed to below 50 ppb. This paper describes both batch and packed column tests conducted in the laboratory as well as at the plant sites using LS™.

As the gold mining industry matured through the 1980' s, and into the 1990's, the development of refractory gold orebodies has become more prevalent. Newmont Mining Corporation developed and commercialized flash chlorination for the treatment of carbonaceous preg robbing ores; Homestake Mining Company developed and commercialized the industry's first application of autoclaves. Barrick installed the world's largest autoclaves on whole ore treatment a few years later. Dry grinding and roasting followed at Placer Dome's Cortez, Freeport -Independence and Newmont's Carlin operations. Today, numerous papers are presented on research efforts worldwide which address treatment of refractory gold ores by bioxidation, roasting, autoclaving, alternative lixiviant treat­ment and other novel process ideas. The overall objectives are to develop economic processes for difficult refractory ores where no process exists or conventional practice is cost prohibitive. Successful research can lead to lower operating costs, increased profits, and increased ore reserves. One such research effort directed by E I DuPont de Nemours and Company, Advanced Mining Technologies, was focused on gold ores which were refractory in nature due to the cyanide soluble copper content. Approximately five years of research effort culminated in a patented process (U.S. Patent 5,411,575)1 and the formation of a new joint venture company, AuGMENT Technologies, in 1995 with Newmont Mining Corporation. Today significant progress has been made in moving the laboratory scale tests to commercialization.

The US Bureau of Mines con¬ducted research on underground stope leaching of metalliferous ores. Leaching underground would minimize the environmental impact of ore processing on the surface and would maximize minable reserves. An important aspect of this process is the minimization of pregnant solution losses and groundwater contamination by leach solutions. Bulkhead design and construction are important issues for solution control and stope-leaching economics. A reinforced-concrete bulkhead was designed, constructed and tested for solution control in an underground mine near Idaho Springs, CO. This paper presents the bulkhead-design methodology and construction procedure.
