Many states are considering the need to establish or modify policy relating to the disposal of coal ash. One of the primary concerns is the impact of leachate from the ash disposal sites upon groundwater and nearby bodies of surface water. A detailed site investigation was conducted at a coal ash disposal facility associated with a power generation station. The disposal site is situated alongside a major river. Monitoring wells were installed and soil samples were taken for characterization. Groundwater models were used to simulate migration of leachate from the disposal site toward the river. Such models have the potential to be used to verify regulatory compliance. This paper addresses the validation and adaptability of these models to this case and their usefulness as possible tools to be used in future environmental audits.

Bio-treatment of uranium contaminated soils from Fernald using the bacterium Thiobacillus ferrooxidans was investigated. The experimental results showed that extraction of uranium upto 99 percent from soils were obtained with 10 percent pulp density suspension and with addition of iron (3000 mg/l) after bio-remediation time of seven days. Application of the results to industrial practices is discussed.

The apatite deposits in east-central Bahia, Brazil, are about 50 km east of Serra do Jacobina, between lat. 11° and 12° S. and long. 39°40' and 40° W. Apatite was found and examined at 15 localities in a mineralized belt that strikes about N.25° - 30 W. over a distance of about 100 km, but the size of the deposits has not yet been determined. Rocks of the region consist of a sequence of Precambrian migmatites and quartz feldspar paragneisses containing units of pyroxene-rich rocks, lenses of sillimanite-bearing quartzite, amphibolite zones, and calc-silicate marble lenses. Pegmatites and granites of probable anatectic origin (anatexite) are abundant. Faults are numerous. Clastic sediments of Tertiary and Quaternary ages cover most of the area; thus, outcrops of the Precambrian rocks are sparse. Trenches and pits have exposed mineralized zones as much as 10 m wide at some localities within the region. A layer of apatite at least 1 ½ m thick is exposed in a trench at Lagoa do Mel. At Rio do Peixe, vertical shafts have penetrated a mineralized zone, to a depth of as much as 13 m, of which about 25 percent is apatite. Apatite is massive or forms minute crystals, stringers, and disseminated grains in alkalic host rocks. At Apolinario, euhedral crystals of apatite are as much as 50 cm long and 30 cm in diameter. Associated minerals include vermiculite, biotite, scapolite, opal, chalcedony, epidote, montmorillonite, chlorite, kaolinite, sericite, magnetite, and limonite. Apatite is everywhere intimately associated with pyroxene-rich rocks, alkalic syenite pegmatites, and alkalic granite pegmatites. At Panelas-Retiro, apatite is associated with pegmatites, crystalline calcite (vein calcite), vermiculite, and pyroxene-bearing rocks. Analyses of samples show that the apatite is radioactive and rare-earth-bearing. Traces of vanadium and titanium were detected by spectroscopic analysis. The apatite was probably derived from phosphatic zones in the original Precambrian sedimentary rocks and has been crystallized and some mobilized by high-temperature regional metamorphism (higher amphibolite facies) into veins, pegmatites, and along certain preferred beds and fractures. Radiometric and geophysical surveys, in addition to conventional geological investigations, are planned to further investigate the nature and economic potential of the deposits.

Tg Soda Ash operates an underground trona mine located In southwestern Wyoming, which utilizes continuous mining machinery to produce 2.OM tpy (2.2M stpy) by shortwall and room and pillar methods. As the mine developed, the Increasing distance from the shafts caused travel times to be a significant factor in planning for mine emergencies. It was decided to construct a barricade chamber, a modified refuge chamber, to Increase safety and to provide an additional escape option in the case of a mine emergency. Fortunately, there has been no need to use these facilities during the last 9 years, but mine emergency planning has been greatly improved.

The new, 2.600 m long pipe under the river Elbe in Hamburg/Germany required for 2 traffic lanes, emergency lane and space for utilities a boring diameter of 14,20 m(46,6 ft). According the geology (glacial deposits consisting of clay, sand and marl, all containing big boulders) a Slurry-Shield with crusher was selected. With a minimum cover of 7 m and a maximum pressure of 5,6 bar extensive ground treatment was necessary to make the drive feasible. The machine contains a lot of new developments. The drive was finished in spring 2000 so all experiences can be reported. A special risk sharing contract avoided completely litigation.

Introduction Surface mining is a business, and the objective of most businesses is to make as much money as possible within certain responsible constraints. Businesses normally measure their potential to make money by estimating the discounted cash flow rate of return on new projects or the net present value for ongoing projects. These estimators of profitability are calculated using the following well-known equation: [ ] where i is the year, n is the total number of years, A, is the after tax net cash generation in year I, r is the discount rate and NPV is the net present value. In its simplest form, when the value of r makes the NPV equal to zero, the discounted cash flow-rate of return (DCF-ROR) is defined. The maximum economically recoverable reserve is identified at the point where the NPV or DCF-ROR is at a maximum. Depending on the measure used (DCF-ROR or discount rate) for calculating the NPV, the definition of recoverable reserve will be different for exactly the same deposit. Maximization of the measure of profitability and the economically recoverable reserves should not be separated from the mining method and sequence of exploiting the reserve. The surface mining methods may involve multiple-pass development of the resource, mining to the ultimate limit in one pass or a combination of the two methods with backfill. Multiple-pass development When planning a multiple-pass mining operation, it is important to determine the width of pit expansions that are appropriate for a specific situation. Production personnel typically want wide, open work areas where operations can be set up to run at peak efficiency. While this is understandable, the trade-off between highly efficient production operations and an overinvestment in stripping should be carefully weighed. As long as safety is not compromised, a few cents per bank cubic yard increase in operating cost due to lower productivity by working in more confined spaces may well be offset by a decrease in the overall short-term stripping requirements. A mini study on productivity and cost should help quantify this cost before deciding on minimum phasing requirements. The bigger challenge associated with establishing smaller work areas is securing operations and management buy-in to marginally lower productivity when reporting results. When cost reduction is the important management goal and everyone is focusing on unit costs, one sometimes loses sight of the goal of total cost management and, even more importantly, maximum profitability. The first pit should be defined by the first grouping of recoverable mineral that has the highest after-tax unit value and forms a feasible mining unit. The assumed mining of the first pit should be followed by the assumed mining of the second most profitable practical pit or pit expansion. If this process of grouping and sequencing is followed until the profitability approaches zero, the general sequence required to extract the maximum economically recoverable reserve is identified. The curve in Fig. 1 is constructed for a rate of production, R, and a quality management strategy, Q, by calculating the NPV for a series of sequences, with each sequence assuming that the operations are terminated on successively lower profit pits. These values are plotted to form the curve in Fig. 1. If the operation ceases on a pit that has too high of a profit, opportunity is lost, and the NPV is lower than the maximum. The NPV curve peaks and starts to decline before the zero-profit pit is assumed mined. This occurs because the money invested in advanced stripping would have made more money invested at the discount rate than by mining the next pit expansion. Therefore, the maximum economically recoverable reserve is defined by the pit limit corresponding to the maximum NPV. There may be an opportunity to refine the definition of the "ultimate pit" around the maximum-value point. The precise definition of the ultimate pit early in the mine life may or may not be important today, depending on how far off in the future these limits will be reached. The Buckhorn Mine in Nevada currently treats oxide ore using heap leach methods, but exploration has identified sulphide reserves which are refractory in nature. Preliminary testwork was conducted on the sulphide material to screen potential pre-cyanidation treatment methods. Processes evaluated included pressure oxidation, biological oxidation, nitric acid oxidation and roasting. An initial economic and process analysis of the results concluded that roasting was the only viable process, and only if the roaster off-gases were converted to soleable sulphuric acid. Further economic analysis indicated that roasting of the whole ore was more attractive than pre-concentrating by flotation, followed by roasting of the concentrate. These results were generalized to show that for high sulphur ore a roaster/acid plant combination is more attractive that either of the other options, ie. pressure leaching or bioleaching, provided the by-product acid is soleable.

1. INTRODUCTION The safe disposal of tailings is the most important environmental question facing the uranium mining industry today. This is because tailings present a major long term radiological hazard as they contain about 71% of the radioactivity originally in the ore. The magnitude of the problem can be appreciated by considering the quantity of tailings involved. For example, projections of milling programs in Australia indicate that there will be 100 million tonnes of tailings produced by the year 2000 (Levins 1980). The United States currently has in excess of 100 million tonnes and by the year 2000 will have between 900 and 1700 million tonnes (Landa 1980). Present options for tailings rehabilitation include leaving them above ground, returning them to the mine or placing them in specially excavated pits. In any event, the tailings will be covered with earth and revegetation attempted. This will remove the problems of airborne radioactive dust and water erosion of the tailings, at least in the short term, but diffusion of radon-222* from the tailings may still occur. The Atomic Energy Control Board of Canada (1981) has proposed a maximum allowable radon flux from rehabilitated tailings of 0.074-0.37 Bq m -2s-1(2-10 pCi M-2 s-1); the exact level is to be determined "after discussion with other regulatory agencies and the industry". The United States Nuclear Regulatory Commission (USNRC 1980) has been more restrictive in recommending a maximum flux of 0.074 Bq m -2s-1 (2 pCi m-2s-1). As a guideline they also suggested a minimum depth of covering material of 3 m to achieve this surface flux for tailings typically found in the western milling regions of the United States. The design of rehabilitation schemes is aided by a knowledge of radon transport through tailings piles. In this paper we present the results of a theoretical analysis and experimental study of radon diffusion through selected Australian tailings and cover material. The minimum cover criteria of 3 m is reexamined in the light of these findings. [ ]

During the last decade or so great advances were made in the solvent extraction, electro winning technologies. They, combined with heap leaching, made it viable to exploit large, relatively low grade oxide copper deposits. The El Abra mine is a good example for such a deposit. Situated in Northern Chile at an elevation of about 4000m (14000 feet), 70 krn north of Calama, the El Abra deposit has been known for many years. In the early 1990's Codelco decided to sell a major holding in the deposit to international mining companies. After lengthy negotiations Cyprus Minerals finalized in June 1994 the purchase of 51% of the deposit with Codelco retaining the balance. lance. Already in 1993 Cyprus and the engineer on the project, began discussions with international materials handling companies with regards to the materials handling system required for the project. These early discussions were considered critical for this fast track project. Immediately after the notice to proceed with the project, several companies were invited to submit competitive conceptual proposals for that portion of the material handling system which was to transport crushed and treated ore from the plant to the leach pad and build the leaching heaps at a rate of up to 150 000 tons per day. A supplier was selected. Additional studies were made for the conveyor system from the mine to the fine crushing plant. Due to the extremely rugged terrain and high altitude at the mine, a decision was made to locate the plant and the leaching operations 15 km east of the mine at an elevation of 3400m. In July 1994 the supplier started the conceptual engineering with a design team at the engineer's San Francisco office. The undertaking was unique in the sense that the supplier's engineering team was integrated into the project for the duration of the conceptual engineering. The open and continuous communication greatly contributed to the success of the design work.

Microtunneling provides a necessary solution for multiple utility crossings associated with the New York Metropolitan Transportation Authority Capital Construction Company?s (MTACC) Eastside Access Project for the Long Island Rail Road. Construction of four TBM tunnels and their approach structures at the eastern end of the project in Sunnyside, Queens required significant modification and expansion of the railroad infrastructure at this location. Maintenance of railroad traffic during project construction is a principal requirement. As a consequence fourteen (14) utility crossing segments are being installed under active traffic by microtunneling methods. Microtunnels were installed in a variety of conditions including depths, types of soils and construction restraints.

The presence of enargite (Cu3AsS4) is problematic in gold processing because it is environmentally hazardous due to its arsenic content but also because it is double refractory causing both cyanide and oxygen consumption to increase. Selective leaching and treatment of the arsenic would prove advantageous prior to applying conventional gold leaching methods. The reactivity of enargite samples from Butte, Montana and Quiruvilca, Peru were spectroelectrochemically studied under alkaline conditions, pH range of 8-13, using Raman spectroscopy and cyclic voltammetry. Raman spectra of the surface were collected during and after voltammograms were potentially cycled in order to determine and compare surface species against theoretical EH-pH diagrams determined from mass-balanced thermodynamic calculations using StabCal software. Under slightly oxidizing conditions, covellite (CuS) peaks were found in a short matter of time, above ~100mV vs SHE for pH 9-13, suggesting arsenic leaching specifically occurred. At longer conditioning times, elemental sulfur was observed and tended to passivate the surface. The presence of sulfur suggests that copper was eventually leached. By operating above pH 12, under slightly reducing conditions near -300mV vs SHE, arsenic can be selectively leached as thioarsenate (AsS43-) or thiosulfate (AsO43-) without sulfur formation.

The aim of this paper is to describe and analyze the ground treatment performed between January and May 2002 in order to increase safety during excavation and reduce instability problems along 180 m of tunnel, during the construction works associated with line 10 extension to the Madrid Metro. The tunnel was excavated using the traditional Madrid Method and in the section considered in this paper layers of sand were detected around the tunnel crown area with a significant presence of water, the in?ow of which needed to be controlled with a minimum impact on the surrounding environment.

With silica making up more than 27% of the earth's crust, its oxides amounting to more than 59% of the igneous rocks and quartz the most prevalent of the main free oxides, it follows that the mining engineer' is in constant contact with quartz, mainly as a gangue material to be removed as completely and economically as possible and sometimes as a valuable mineral to be purified' for the chemical,, ceramic or glass industries. Water scarcity under desert or semi-arid conditions, dwindling water supplies and difficulties of wet waste disposal in many locations and trouble from freezing in arctic locations make dry benefication more and more desirable. Advances made during the last few years in apparatus and methods and a steadily increasing knowledge of solid state physics are widening the field open to the economical application of electrostatic separation.

Disposal of solid and liquid wastes from mining and milling operations has become a focus of attention in recent years. Consequently, the geotechnical engineer is more frequently associated with design of disposal facilities. Jack Wulff, a representative of one consulting firm with experience in this field, talks with ME about the geotechnical engineer's contribution. Mr. Wulff, mine and mill waste disposal today is receiving more attention-and many more dollars-than in the past. Regulatory agencies have promulgated demanding requirements concerning mill waste (especially uranium mill waste) and specialist consultants are frequently being called in to design disposal systems. What can the experienced geotechnical engineer add to the development of waste disposal facilities? It's true that geotechnical engineers have recently become more visible in the minerals sector, but we've been around mining for a long time-as foundation engineers for mills and mine support buildings, and for geotechnical aspects of open pits, pipelines, railroads, roads, and so forth. We've also designed water supply dams, which could be considered recursors of tailings dams and other forms of disposal systems. Let me show by example what geotechnical engineering can contribute to waste disposal facility design. I recently was asked to look at several small wastewater impoundments which had failed. The design of the earth embankments appeared, at first glance, to be rather conservative. They were only about 3.4 m high, the slopes were 3 to 1 (horizontal to vertical), with about 24 m of bottom contact with the earth foundation. But there had been three episodes of dike failure in a few months, all upon initial filling. The problem was the nature of some material in the foundation that was also used as structural fill-a dispersive clay that readily deflocculated and eroded on contact with water, especially with seeping or flowing water. The design did not include the defensive measures required to use such materials confidently in water retention structures. Apparently, the designer did not recognize the potential problem posed by the unusual soil characteristics. That's the sort of engineering information fundamental to geotechnical engineering, but not necessarily a part of the civil, structural, or mining engineer's professional training or experience. This difference in expertise is not simply a matter of factual knowledge-it also affects the design process. The structural engineer can design a structure to fit the client's functional needs and can specify the materials (grade of steel, PVC, concrete, etc.) to meet the demands of the design. The geotechnical engineer's design process is somewhat different, since we work with natural materials, not man-made materials produced according to specification. We first have to establish what kinds of materials are available (usually directly from the chosen site, since importation of materials becomes expensive). Then we determine the engineering properties and characteristics and, finally, design the structure to fulfill the client's requirements within parameters dictated by available materials. In brief, the geotechnical engineer works with naturally-evolved, not man-made, materials and uses design techniques developed to accommodate that fact. Because no two sites are exactly alike in configuration, structural (geologic) characteristics, or available materials, there will be unique design and judgmental questions to be resolved on virtually every project. You said that water retention dams could be considered the precursors of tailings dams-you probably had a specific technical relationship in mind. There's a very strong carryover of methodology from earth dam design, where the technology developed and where it has become very refined. Introduction An integrated oil company has two options in approaching strategic planning. It has to decide whether it is in business for the long-term. I state this in all seriousness. Those who help manage public companies have the responsibility of good stewardship of other people's money. We must decide whether continued investment in our basic business will generate a reasonable rate of return. With a world surplus of petroleum production capacity, and continuing downward pressure on prices, this question should be addressed by all oil companies. And a positive answer is not necessarily a foregone conclusion in all cases. The decision should be made based on proven competence in finding and developing petroleum reserves on a cost-competitive basis with other producers, and on a frank analysis of future prospects. This should include a realistic assessment of the projected rate of return on specific investment projects. If a company did not pass these tests, its strategy could take one of four paths. Diversification First, it could diversify. But recent history suggests that oil companies are not good at managing other businesses. Second, it could seek a buyer for its business at the optimum return for its owners. Third, it could sell its assets on a piecemeal basis. And, fourth, it could adopt a longer-range plan of self-liquidation by living off current recoverable reserves. In other words, by not investing in exploration and development, it could maximize short-term profit and pass the money back to shareholders in the form of dividends. The Conoco component of DuPont has a below-average cost of finding petroleum, a good track record of efficient production, and a full plate of projects that pass the test of return-on-investment. In short, Conoco is in business for the long-term. That fact, in itself, determines at least one key element in strategy. This is to extend the life of the petroleum reserve base while at the same time maintaining maximum efficient rates of production to provide a strong cash flow. A company that is able to maintain a strong reserve base will ultimately see the value of those reserves escalate as world oil supplies tighten. Our planners expect this tightening to occur within the next decade as demand grows and production in non-OPEC areas of the world begins to decline. An exploration program tailored to meet the requirements of reserve replacement and current production should have two basic parts. The Indian Head fine has been in existence since 1922. For over 56 years there have been North Dakota people mining coal at this same location. The area affected will fit inside a circle 5 km in diameter, and the coal is lignite. The seam thickness has varied from 2.4 m to 3.65m, and the overburden from 6 m to 30 m in depth. me Lignite coal which is being mined at the Indian Head Mine is from 15.8 x l0 6 to 16.7 x 10 6 J per kg; it has a moisture content of 33 to 38%; an ash content of 5 to 10%; and a sulfur content of from 0.5 to 0.7%. The moisture content and the fact that we crush the coal co a top size of 14 cm x 0, are two of the characteristics or the product which cause it to freeze and remain inside of the railroad cars on the slope sheets. The market for the coal initially was almost entirely local coal sales. That is, coal was sold to people in the area who used the lignite to heat their homes, stores, offices, schools, and churches. Back in the early 1920's, there were no stoker-fed boilers, or pulverized fuel boilers, as we have in today?s marketplace. Basically, all of the coal was sold as lump coal, pieces about 30 to 35 cm square, to be used in furnaces: and nut coal with a top size of about 7.5 cm to 10 cm to be used in the old kitchen cookstove. All of the coal fines, less than 5 cm, were screened out and layed onto a pile. There was no market for the smaller sizes of the lignite coal. It has been our experience that when the coal is in lumps or chunks larger than 7.5 cm to 10 cm, there is a very slight possibility of freezing. That is the chunks themselves freeze, but by their nature, they do not cling to one another or form large masses of frozen material which are difficult to remove from the slope sheers of the railroad cars.

An optimized counting scheme for a mixture of radon daughters and thoron daughters typical of Ontario mines, developed in a previous study, was experimentally examined under mine conditions. The counting scheme requires a 10 minute sample and 5 1/2 hours counting instead of a 60 minute sample and more than 40 hours counting as required by a previous method. Taking into account the uncertainties associated with concentrations, flowrate and radioactive decay, the precision of the counting scheme was analyzed and found to be on average better than the 40 hour method.

The authors have been interested in stress measurements in the rock mass for a long time. This paper describes the development of new apparatus for stress measurements in a rock mass. The principle of stress measurement by this device is based on the relief method as applied on the conical shaped surface of the bottom of a borehole. The design started based on the experience of K. Sugawara and Y. Obara who have been using the compact conical borehole over-coring system (CCBO). The conical shape of the strain gauge probe CCBO makes the fixation of the probe in borehole easy and, also, makes the measurement of stress in independent directions possible. The principle of the measuring method, the preparation of the borehole, the design of the probe for continuous measurement of stress during the course of overcoring are described. Also, a simplified version of the probe for long term monitoring of stress variations in the rock mass by means of the inserted body method and the initial laboratory results and in-situ testing of the development sample are described. Additionally, testing was done regarding the possible glues in relationship to the creep effect for this case.

In February, 1976, Ranchers Exploration and Development Corporation obtained an option from Foote Minerals, Inc., to evaluate reprocessing of two uranium tailing piles. Foote received ownership of the Naturita and Durango tailing piles in 1967 through the purchase of Vanadium Corporation of America. The option was exercised in November, 1976, after initial testwork proved that a viable extraction technique existed. Preparation for production at Naturita began immediately with engineering and en¬vironmental permitting proceeding simultaneously. Production began in December, 1977, just 22 months after acquisition of the property and-was completed 17 months later.
