The Atlantic City iron mine is located in Fremont County in central Wyoming, near the historic gold mining camps of Atlantic City and South Pass City. The mine lies on the southeast flank of the Wind River Mountains at an elevation of about 2,470 m (8,100 ft) above sea level (Fig. 1). An 81-h M2 (200-acre) tailings impoundment at the Atlantic City taconite operation has been a source of blowing dust. The site qualified for reclamation under Wyoming&apos;s Abandoned Mine Land (AML) reclamation program. The ultimate reclamation construction incorporated commercially available organic amendments and fertilizers into a 300-mm- (12-in.-) thick cap of a sterile clay loam cover material. The water level was lowered in an adjacent flooded mine pit that was feeding uncontrolled seeps into the tailings basin. A wide tailings pond spillway was built that allows flood control while minimizing seasonal water-level fluctuations in the pond. Rock berms and rock snow fences were built for wind-erosion control and soil-moisture preservation. Future work includes tree planting in the protective wind/ snow shadows of rock berms and rock snow fences and plugging a decant pipe. US Steel opened the Atlantic City iron mine in August 1962. It closed in 1983. Taconite iron ore was mined by surface methods. The ore was magnetically separated from the waste. The magnetic concentrate was mixed with bentonite, formed into pellets and roasted to produce a blast furnace feed stock for US Steel&apos;s blast furnaces in Geneva, UT. The pellets were hauled by rail to the Geneva Iron Works. The Atlantic City Mine produced three types of wastes. These included waste rock overburden from mining, a coarse-grained (sand to small-gravel sized), nonmagnetic reject rock termed "cobbs" and fine-grained tailings ranging from 600 to 75 µm (28 to <200 mesh). The E1 Indio Mine is located in the Andes mountains about 180 kilometers East of La Serena, capital of the Fourth Region of Chile. It is reached by an international highway running up the Elqui Valley as far as Juntas from where the last 42 kilometers is on a road constructed by the Company. The plant is located at 3.900 meters above sea level among extremely rugged terrain with nearby mountains rising about 5.500 meters. Climatic conditions at these altitudes are severe with winter temperatures down to -20°C. Snow storms lasting several days and leaving up to two meters of snow have been experienced, while fierce winds are corm=.

This paper presents talc milling guided by a theme of "So You Want to Be In The Talc Business". Such a theme strikes a cautionary note to warn the uninitiated of potential pitfalls, and this paper will cover briefly some of the technical traps as well as one of the larger talc milling operations. It is important to our purpose to pre- sent some of the market and mineral complications that make the business of producing and selling industrial talcs much more intricate than an outsider would perceive. Metal markets by comparison are great worldwide pools into which production streams of generally identical metals can flow over a weir of market prices. Industrial talc markets are not as well defined and often must be developed by the producer working closely with a specific customer or groups of customers to prove out the attributes of the specific product from a new property. All the negatives of a new market seem to work against the introductory talc in the forms of industry or customer reluctance to change, sales prices, cost of delivery, mode of transportation, health considerations of the minerals and many more. Just locating the potential customers for a new industrial talc may be a substantial undertaking. Thus, an analogy of the worldwide metal market might compare starting a new talc operation to trying to gather up enough fallen rain drops to be able to start a production stream of a worthwhile size.

The unit-train concept of moving raw materials .is considered by many railroad men as the most signifigant contribution to reducing rail freight costs since the introduction of the diesel locomotive. The idea, which involves assigning railroad equipment to only one haul and keeping the equipment rolling results in the maximum utilization of equipment. For example before the unit train was plaged in servige on coal hauled to one of Mid. Continent&apos;s customers, about 900 cars and 9 locomotives were needed to move the coal requirements for this plant, compared with. 250 cars and 6 locomotives used by the present scheduling of unit trains. If the economics of unit-train movements are to be achieved, coal companies no longer can use railroad cars as small storage bins on wheels to accumulate their coal in trainload shipments, but, rather, must build large bins which incorporate facilities for the rapid loading of railroad cars in a minimum length of time. In this manner railroad equipment is operated at a high degree of efficiency &apos;with consequent dollar savings. After negotiations between Mid-Continent, the customers and the Railroad, it was decided a unit train loadout and storage facility at Carbondale was required in order to reduce the delivered price of coal to the customers and thereby contribute to the reduction in the cost of manufacturing steel. Carbondale was selected as the bin site location, because the cost of constructing a railroad to Redstone could not be justified for the tonnages anticipated.

This paper describes the evolution of the Waste Management Program at the Lupin Mine through the years 1982 - 1986. Echo Bay Mines&apos; Lupin Mine is located on the western shore of Contwoyto Lake in Canada&apos;s Northwest Territories about 80 km. south of the Arctic Circle. The gold mine commenced production in 1982 and the Waste Management Program was based originally on the total containment concept. Due to an expansion of the mill circuitry and increased throughput, it was apparent that total containment was no longer applicable and therefore studies were undertaken to characterize the tailings, to evaluate the effectiveness of natural degradation of contaminants in the tailings pond and to determine what additional treatment steps would be necessary to meet the requirements of the mine&apos;s Water Licence. These studies indicated that arsenic and cyanide concentrations in the tailings pond decant water would not meet Water Licence discharge limits unless certain measures were under taken. As a result of this work, in late 1984 a decision was made to create a two-ponds-in-series system and the necessary civil work was started in 1985. In addition, a series of dykes were constructed to contain the solids portion of the mill tailings in a confined area of the first pond. To remove cyanide, the ponds are operated in a sequential fill and decant mode to take maximum advantage of natural degradation. For arsenic removal, a chemical feed system was constructed for iron salt addition to the decant stream from the first to the second pond. Decanting of the ponds is accomplished by means of a series of 500 mm (20 inch) Sclairpipe syphons.

In the solvent extraction -electrowinning recovery of copper from oxide or sulfide ores there is a continuous transfer of iron and other impurities from the primary leach solution to the copper electrowinning electrolyte via chemical transfer or mechanical entrainment. Iron is the principal impurity that has to be controlled in the electrolyte by a "bleeding" of the electrowinning solution. This bleeding transfers copper and sulfuric acid back to the primary leach circuit along with the iron. Copper is recovered via the solvent extraction process and generally the sulfuric acid is used as a reagent in leaching. Unfortunately, cobalt, which is added to the electrowinning solution to modify the anodic process, is irreversibly lost through the bleeding operation. This cobalt loss represents a significant operating cost to SX-EW copper producers. DiphonixTM ion exchange resin contains diphosphonic acid and sulfonic acid functional groups on a polystyrene-divinyl benzene matrix. This resin has been found to strongly and selectively extract ferric ion from copper sulfate -sulfuric acid solutions containing cobalt. Thus, an ion exchange process using DiphonixTM resin for the control of iron has been developed to replace the conventional bleed stream process. The new process minimizes the loss of cobalt from the electrowinning circuit and strips the iron into a sulfate based solution suitable for leach solution makeup. In addition, this process can effect a lowering of the total iron concentration in the electrolyte circuit with an associated increase in current efficiency. In this paper, data on the loading and elution of iron are presented. Laboratory and pilot scale data will be discussed along with information on process design and comparative economics.

Water chemistry data were used to identify the sources of ground-water and surface-water inflow to the IOZ block cave mine. Water samples were collected to obtain vertical and lateral hydrochemical profiles within different levels of the underground workings. Water chemistry data were evaluated in conjunction with geologic and structural information to define controls on locations of ground-water inflows, and to select targets for drilling and interception of water. Drilling has intercepted water-producing zones that were previously unidentified through mapping and drilling. The program has resulted in a reduction in water inflows to the block cave area.

DOUG HALBE: We&apos;re not quite to the end of our session, but we&apos;re close. We&apos;ve had a lot of fun with some of these spill ideas. But these are serious problems, and I think we might be able to benefit by continuing to compile these. Several years ago, the metallurgists at the various operations of Gold Fields Mining Company had a newsletter that came out every two months for several years. This publication consisted of short articles by the staff at the various operations, plus a few others, on problems they&apos;d had and how they solved them. One very useful article, "Things We&apos;d Have Done Differently at Chimney Creek," was written shortly after start-up. John Marsden was the editor and John Mansanti contributed to it, as did Jim Arnold (our distinguished co-chair) and Mike Gleason. I would be interested, with the permission of the audience, in editing that article to make it a little bit less abrasive and putting it into the record here. I think it&apos;s a useful SME function to maintain a list of things we&apos;ve done wrong in plant design, things we don&apos;t want to do again. If we have another open session in the future, would others be willing, even anonymously, to contribute, bring slides, and say "Hey, look at the goofs we made?" [laughter, followed by support from the audience] Okay, we&apos;ll plan on that. And we&apos;ll try to include the Chimney Creek list in the transcript of this session-perhaps edited a bit.

The Dents Run Demonstration Project near Morgantown, West Virginia, was a cooperative venture involving the U.S. Environmental Protection Agency (EPA), the Water Resources Division (WRD)(1) of the West Virginia Department of Natural Resources (DNR), and the Christopher Division of the Consolidation Coal Company (CONSOL). The object of this project was to demonstrate pollution control methods and to clean up a 37.8 sq km (14.6 sq mi) watershed severely polluted by coal mine drainage. A study entitled, "Water Infiltration Control to Achieve Mine Water Pollution Control" (EPA-R-2-73-142),(2) was conducted by the Cyrus Wm. Rico Division of NUS Corporation for the grantee to determine the feasibility of utilizing remedial techniques to improve the Dents Run water¬shed. This study showed that the Dents Run watershed was discharging as much as 6,870 kg/day (15,100 lb/day) of acid; 1620 kg/day (3,560 lb/day) of iron 17,250 kg/day (38,000 lb/day) of sulfates; and 29,500 kg/day (64,900 lb/day) of total dissolved solids into the Monongahela River near Morgantown, West Virginia. This pollution was caused by the combination of borehole pump discharges from active underground mines, runoff from abandoned strip mines, and runoff from refuse dumps.

Lead anodes are used in commercial copper electrowinning operations, yet there is no method to calculate anode life. To be discussed in this paper are operating characteristics of rolled plate (Pb,Sn,Ca) alloy anodes at Morenci&apos;s electrowinning tankhouse along with fundamental operating conditions and how the anode reacts to these conditions. These include anode maintenance, electrolyte temperature and viscosity, cobalt concentration, and manganese concentration. Also to be discussed are anode substrate characteristics under normal operating conditions and how the corrosion rate is affected by changes in operating conditions.

Peruvian legislation requires the preparation of an Environmental Impact Study (EIS) for new and expanding mines/beneficiation facilities and the preparation and implementation of an Environmental Adjustment and Management Program (PAMA) to control and mitigate environmental impacts associated with existing mining/beneficiation activities. Shepherd Miller, Inc., developed guidance documents for preparing an EIS and PAMA for Peru&apos;s Ministry of Energy and Mines and presented workshops to Peru&apos;s mining industry on preparing an EIS and PAMA. This paper discusses the process and approach taken and the results.

LKAB&apos;s Kiruna mine, located above the Arctic Circle in northern Sweden, is one of the world&apos;s largest underground mines, and it is one of the most modern. The Kiruna orebody is a high-grade magnetite containing about 80% low-phosphorous iron ore and about 20% high-phosphorous iron ore in situ. The mining method used is large-scale sublevel caving. Due to the blending of high-phosphorous ore with low-phosphorous ore during the extraction process, only about 20% of the run-of-mine ore can be used for the mine&apos;s low-phosphorous product. The blending process is highly irregular and difficult for the mine-planning personnel to predict. An algorithm was developed that uses principles of gravity flow to predict the run-of-mine phosphorous grades from the in situ geologic block model. The model can be used for both long- and short-term predictions.

In the Fort Union formation of western North Dakota, eastern Montana and northeastern Wyoming there are immense tonnages of lignite and subbituminous coal that have not yet been evaluated in terms of present economic conditions. Continued expansion of United States energy requirements has focused ever increasing attention on this tremendous resource, particularly as efficiency in mining and transporting of coal, as well as in electrical energy generation and transmission have improved and as hydrogenation and gasification of coal approach economic feasibility. This "total energy" concept for coal includes all of the energy uses that coal offers and has resulted in mergers of oil and coal companies and acquisition of coal re- serves by oil companies, as well as by coal companies and others. There is no doubt that these coals are entering an exciting new era of exploration and development that will result in greatly increased production. As a matter of fact, increased consumption for energy generation is well under way and recognition of the economic feasibility of high-Btu pipeline gas and synthetic petroleum products from coal is imminent. As coal is gradually displaced in steam electric generation by the more exotic fuels and processes, it will be increasingly used as raw material for the synthetic petro-chemical industry and the organic chemical industry.

Gold and silver processing techniques are some of the oldest in the mining industry. Gold mining of high grade veins and deposits has existed for centuries. However, only with the higher gold prices in recent years and heap leaching techniques have the low grade gold and silver deposits become feasible to mine and process economically. By mining and hauling 3,600,000 tons of ore per year at an average grade of 0.03 ounces/ton gold and 0.385 ounces/ton silver, the Zortman- Landusky operations became profitable in 1982. To maintain profitably, a stripping ratio of less than one ton of waste to one ton of ore, and mine run ore placed on the leach pads which will yield approximately seventy percent go1 d recovery.

The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern&apos;s credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. Construction of a major linear project in any environment is difficult, at best. Construction of a major linear project which includes major subway elements, both cut and cover and tunneling, in the center of an urban environment, approaches the impossible. I believe such a project would be impossible for a private company or a privately owned utility for a variety of reasons. The major two reasons are the funding necessary for such massive projects and the myriad of individual interests associated with private ownership of land. Such projects are possible in the public sector only because the need for the project... as is the case with mass transportation in Atlanta. . .overrides the profit motive. Without the profit motive, private companies, whether utilities or not, are precluded from practical interest in the development of any project. While it is safe to conclude that a profit-oriented business would have no practical interest in developing such massive projects as may include major tunnels, it would be useful, I think, to compare some of the significant differences between private profit-oriented businesses, and an agency, or Authority, such as MARTA, in building a major linear project. To fully utilize a ventilation simulator as a planning and production tool, the network database must keep pace with mining progress. By using AutoCAD&apos;s attribute-definition function, the branch data and node coordinates can be stored as part of the branch-diagram file, and updated with the drawing. Attributes are drawing entities that contain text which can be extracted in a standard spreadsheet format or as an ASCII text file. The data can be subsequently loaded into a ventilation simulator with plotting capabilities, such as VNETPC. This paper presents the methodology for using AutoCAD&apos;s attribute feature in a ventilation simulation.

The Narragansett Bay Commission (NBC) Combined Sewer Overflow Abatement Program is a major effort to address and mitigate discharges from combined sewer overflows in the Providence, Rhode Island area. The proposed system consists of three deep rock tunnel segments totaling 17.8 km (11.1 miles) in length that will provide 860,000 cu m (227 million gal) of storage at depths up to 99m (325 ft). This paper discusses 13.5 km (8.4 miles) of 6.64m (21.8 ft) finished diameter tunnel, four construction shafts, 19 dropshafts and one large diameter pump station shaft tapered from 1 5.2m (50 ft) at the surface to 27.4m (90 ft) at depth. All facilities are in preliminary design.

Geologic maps are indispensable tools in the modern search for mineral and fossil-fuel resources. They are the first essential step in understanding the lithologic nature and structure of rock units that form the land surface and that lie beneath it. They provide the basic foundation for planning mineral resource exploration programs and form the superstructure from which subsurface investigations are projected. In view of the economic application of such maps, the Commonwealth of Kentucky and the Federal Government entered a formal agreement in 1960 to map Kentucky geologically on a scale of 1:24, 000, or one inch map distance equals 2,000 feet on the ground. A 7. 5-minute quadrangle would comprise the unit map area. A resolution which urged the preparation of a new geological map of the entire State was passed by the Kentucky Society of Professional Engineers in February 1959, and was presented to the Governor of Kentucky, the Legislative Research Commission, Kentucky Department of Economic Development (now Department of Commerce), Kentucky Chamber of Commerce, and Kentucky Geological Survey with a request for support and action. The request was subsequently endorsed and actively supported by numerous civic and professional societies as well as representatives of various facets of Kentucky government, commerce, and industry. Monies to initiate the program were appropriated by the next session of Kentucky legislature; this appropriation was matched by federal funds (Hagan, 1961). Kentucky&apos;s state-wide topographic mapping project was completed in 1956, just four years prior to starting the geologic mapping program. The recently completed modern 7. 5-minute, 1:24,000 topographic maps made ideal bases for plotting areal geology. Had they not been available, it is doubtful if a geo- logic mapping program so large and comprehensive could have been undertaken.

Macintosh use in mine-planning applications lags DOS machines since many users have made significant investments in hardware and training for other environments. Macintosh use is becoming more pronounced in many other industries, and com soft-ware is of at least the quality of that available for DOS machines and many workstations. This paper describes attributes of the Macintosh computer family as related to many mine-planning problems and solutions including software, memory considerations, workstations, DOS compatibility, and networking.
