Incorporation of a 2,727 mtpd, $5.7 million flotation circuit into the Mclaughlin flowsheet was completed in November 1991. This capital addition reduced overall operating costs and improved the gold recovery of the low grade refractory reserves over that expected for direct cyanidation. In addition, flotation provided a means to generate a sulfide concentrate which is utilized to supplement feed to the pressure oxidation circuit.

INTRODUCTION Our company has made persistent efforts to utilize the very latest cost-saving technology in tunnel design and construction. However, we were relatively late in joining the clan of slurry shield tunnelers. The challenge came in 1973, when our company was low bidder on a major sewer tunnel in Hamburg, West Germany. The tunnel was to be driven under the harbor region through coarse and fine sands with up to 60 ft hydrostatic head of water. Outer diameter was 15 ft, and length was 2.9 miles. This contract appeared right to enter the new field of slurry face tunneling. We gathered a design-engineering team to develop the machine, called it "Hydroshield", and used it on the project. The good performance of the prototype machine encouraged us to improve and modify the equipment design. The very latest model is now in use on a subway tunnel in Antwerp, Belgium. This tunnel is 21 ft outer diameter and 2.4 miles in total length. In terms of excavated volume it is the world's largest slurry shield contract. While the drive is still in full swing, we are currently preparing for 3 further Hydroshield applications, with diameters ranging from 12 to 32 ft. This paper describes the Hydroshield's salient design features, operational characteristics, construction reliability and performance levels, as experienced in West Germany and Belgium.

Diatomaceous earth or diatomite is a sedimentary rock of organic origin that is composed principally of the silicious skeletal remains of diatoms. Diatoms are microscopic single cell acquatic plants that are related to algae. Diatoms first became abundant in the Cretaceous period from about 65 to 135 million years ago. Most of the commercial deposits are of Pliocene through recent age, and are younger than 35 million years. Diatoms are still abundant in present day lakes and seas. The living diatom is supported and protected by two half cell walls or valves united by a connecting band or girdle. These valves are composed of opaline silica extracted from the water in which the diatom lives. After death of the diatom, the silicious remains settle in the lake or sea and accumulate at variable rates approaching several millimeters per year for very active diatom colonies. This accumulation of silicious sediments, after decay of the organism, burial, and uplift, can result in the formation of diatomaceous earth deposits.

The Bailey mining complex is located in Greene County, PA in the valley of Talley Run, a small stream tributary to the Enlow Fork of Wheeling Creek as shown on the location map insert found on Figure 1. The Bailey complex includes two Pittsburgh No. 8 Seam deep mines (Bailey and Bailey #2), a coal preparation plant, and two refuse areas (for disposal of coarse and fine processing waste). Clean coal is shipped from the complex via a 24.15 km (15 mile) rail spur, which connects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Company (Consol) began a permitting effort aimed at beginning construction of Bailey, the largest underground coal mining complex to be built to date in the United States. Construction of the Bailey Mine began in December, 1981, less than six (6) months following the first application submittal. Clean coal was produced by the Bailey Preparation Plant in September, 1984. Effective project planning, including early formulation of a project planning team, identification of "red flag" issues, innovative responses to environmental questions and development of environmentally sound project designs, all contributed to the relatively quick permitting at Bailey.

The reduction roast-ammonium carbonate leach-hydrogen reduction process for laterites has been under development by Sherritt Gordon for the past 20 years. The process can treat high iron or low iron laterites, with some process modification, and gives extractions of 88-93% Ni or 82-88% Ni, respectively. Five campaigns on a 1 tonne per day Pilot Plant and four campaigns on a 35 t/d Demonstration Plant have been carried out on laterite from three different deposits, and many other laterites have been investigated in the laboratory. The Marinduque Surigao Nickel Refinery in the Philippines was designed on the basis of this work. The process comprises roasting to selectively reduce the nickel and cobalt in the laterite, leaching the calcine in ammonium carbonate to dissolve the metals, recovery of cobalt by precipitation of a mixed metal sulphide, concentration of nickel from the carbonate solution by basic nickel carbonate precipitation and recovery of high purity nickel by hydrogen reduction of nickel from ammonium sulphate solution. Ion exchange has been developed as an alternative to BNC and for recovery of trace nickel from BNC barren liquor. Details of the development of some of the process steps through the laboratory to commercial plant are discussed. The process metallurgy has been confirmed in the commercial plant.

This paper describes Cananea's successful implementation of the world's first mobile high angle conveyor (MHAC™) to achieve multiple-lift stacking of their primary crushed (2,500 mtph) low-grade ore. The mobile high angle conveyor answered Cananea's needs to stack a second lift, 30-meter high, on their Quebalix I pad. The mobile high angle conveyor is a custom unit that was designed by Terra Nova Technologies (TNT) in conjunction with Continental Conveyor and Equipment Company (CCE's 100th HAC). The stacking system expansion project also includes a rail mounted tripper on the existing overland conveyor and a custom designed "corridor conveyor" to build the corridor for the upper mobile HAC tracks and tail of the existing mobile stacking conveyor. Mexicana de Cananea, part of Grupo Mexico, is a large copper producer in Sonora Mexico and has been in operation continuously for over 100 years.

Thunder Basin Coal Company received the 1987 Wyoming Excellence in Surface Mining Award for construction of the State's first major sediment control reservoir to be designed using the new settleable sol ids standard. Use of this standard resulted in construction cost savings of more than $250,000; reduced water quality monitoring; enhanced downstream channel stability because of more natural sediment loading; allowed simultaneous establishment of permanent waterfowl and fisheries habitat; and provided a quality recreational site. This article will address factors associated with the design and construction of that sediment reservoir and the benefits that were realized. Caro's (peroxymonosulfuric) acid has been reported to destroy WAD (weakly acid dissociable) CN-but, until recently, the technology has not been demonstrated in other than a laboratory setting. During the last two years, Caro's acid has been shown to successfully detoxify WAD CN-in tailings at two large North American gold mines. Using on-site FMC generators, Caro's acid reduced the WAD CN-from 40-55 ppm to below 20-35 ppm WAD CN-, the target range for the two mines. The detoxification costs using Caro's acid were less than 50% of the treatment cost of using hydrogen peroxide, the previous oxidant of choice. In addition to the considerable savings in CN-detoxification costs, lower WAD CN-values were achieved and the detoxification time with Caro's acid was greatly reduced compared to hydrogen peroxide.

FMC Gold's Paradise Peak Mine, located 13 km (8 miles) south of Gabbs, Nevada, became operational in April of 1986. Shortly thereafter heap leach testwork began on sub mill grade ore. Presently, testwork continues in combination with production size heaps that account for approximately 6% of total gold production at Paradise Peak.

Although Disputes Review Boards have been used for some time, they had not received wide publicity at the time Monroe County first used one. Public owners frequently resist adopting new contracting practices. This paper discusses an owner's experience with Dispute Review Boards, from learning about them to their use on two (2) projects. The experiences of potential and actual contractor claims are compared to a claim on an earlier contract and the ensuing litigation. Suggestions for possible use for Owner-Engineer disputes and recommendations for use are provided.

Industrial mineral by-products occur as a result of mining and processing a primary mineral product. By-products result from concentration and separation of accessory minerals during processing or from the primary mineral during processing, for example dusts. Many companies have found it rewarding to evaluate mineral by-products from their operations and determine potential products and applications. By-products need to be evaluated for physical and chemical properties to determine possible applications and markets. Market studies are needed to determine application specifications, price structure of the market, competitive products, and to determine marketing regions. The by-products need to be evaluated for beneficiation and processing to meet these market requirements.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. As the demand for most industrial minerals on the world market continues to climb, educational institutions maintain traditional policy in emphasizing chiefly metallic ore deposits and energy resources in addition to the general disciplines. In spite of their increasing importance, few universities exhibit great depth with respect to industrial minerals courses due to the shortage of specialized faculty in a category this broad. As new ideas are formulated and technological advances are developed in the field of industrial minerals, the classroom still exists as a student's primary source of information. This opportunity to give today's students the benefit of modern developements has not been utilized to its utmost potential.

The Mount Isa Rocky Paste Fill (RPF) was one of the five fill options investigated for the Enterprise Mine filling between June 1996 and September 1996. Co-disposal of deslimed cemented tailings (CHF) and suitably graded rockfill (RF) in certain ratios produced the rocky paste fill. The RPF behaved like a cohesive paste with very high proportion of rockfill in the mix. Several large-scale mixing trials and drop tests proved that the rocky pastefill results in a homogeneous fill mass after placement. Segregation of RF was a common problem with MIM's traditional cemented rock fill (CRF), which is a combination of CHF and RF. The segregation was eliminated and a non-segregating paste like fill was created by optimising the particle size distribution of RF, and combining the RF and the CHF in optimum ratios. In rocky pastefill, the excess water in the cemented deslimed tailings slurry is taken up by the rockfill as the surface moisture on the rockfill particles and also as pore water between the particles. This results in thickening of the CHF, and the resultant mix is a non-segregating cohesive paste, which can easily spread to any horizontal distance inside a stope at a very low surface angle. The rocky pastefill releases no free water and relatively more pervious than the standard CHF due to rockfill component. With an average cement addition of 1.5 to 2% the rocky pastefill can develop higher strengths over 1Mpa. The rocky paste fill is applicable in many situations and can accommodate a variety of coarser materials that would be available in different mine sites. This paper present the research work and the experience associated with the rocky paste fill, and gives clear design principles for any potential users.

This paper discusses the drilling techniques and equipment used by Loffland Brothers Company to drill the AEC's UC-3 large diameter shaft in Nevada. Included are pictures and illustrations of the drilling-mud circulating system, the surface and downhole drill-string and the special heavy-duty mast and hoisting equipment required to do the job. The purpose and method of lining the large diameter holes along with the technique and materials used to backfill the lining to hole annulus are discussed briefly. Areas requiring improvement in both equipment design and technology for large diameter shaft drilling are discussed briefly. Shafts as large as 140 inches in diameter to depths of 5,000 feet can be drilled with existing equipment and technology.

The evolution of Inco's Selective Reduction Smelting Process as practised today is described, beginning with the initial laboratory experiments on small samples to the processing of large bulk samples through pilot plant equipment. For both the Guatemalan and Indonesian (Soroako) ores, the initial screening tests using hydro-, vapo-, and pyro-metallurgical processes showed that the latter was the most promising both metallurgically and economically. Later, larger scale tests confirmed the earlier testwork.

Many of us are privileged in that we have witnessed the transition from mining methods used in the first quarter of the twentieth' century to those practiced today. In the late Twenties, for example, many mines still used hand mucking methods. In the middle Thirties, more than one large metallurgical limestone quarry still used the 4 cubic yard railway steam shovel formerly in use at the Panama Canal. Mules could occasionally still be found underground, where they provided the-main-source of motive power. Within the last decade, and even within the past five years or less, great improvements have been made in blast-hole drilling, ore loading, and ore hauling equipment. Industrial demand for minerals can be expressed in exponential terms as compared to that at the turn of the century. Even marine mineral resources are receiving accelerated attention. One overall result is that larger and lower grade orebodies can be exploited at a profit. This profit must be made despite, for example, a static monetary price for gold, and despite the continual cost escalation involving labor, materials, supplies, and equipment. Accordingly, the application of the necessary degree of knowledge and judgment required to meet production, cost, and profit goals is paramount.

Volcanic activity occurred during six periods of Arizona's geologic history. Precambrian volcanism occurred in two pulses at 1.8-1.6 billion years (b.y.) ago and at 1.2-1.1 b.y. ago. Volcanism occurred again in mid-Jurassic and Laramide (Late Cretaceousearly Tertiary) time. Volcanic rocks from these times are not used commercially in any significant quantity. Middle and late Cenozoic magmatic activity covered large areas of Arizona with voluminous volcanic rocks. During the mid-Tertiary magmatic pulse, explosive silicic magmatism, with eruption of areally extensive ash-flow tufts, covered large areas in the Basin and Range Province, while the Colorado Plateau remained largely unaffected. Basalt eruption also occurred during and immediately after silicic volcanism, leading to compositionally diverse suites of volcanic rocks. Late Cenozoic volcanism occurred throughout Arizona and was dominated by wide-spread eruption of basalt flows with local cinder-cone clusters and siliceous volcanic deposits. Perlite deposits near Picketpost Mountain in northeastern Pinal County account for the bulk of the industrial uses of mid-Cenozoic volcanic rocks. Other perlites of presumed middle Tertiary age are present in central, southeastern, and western Arizona, but to date remain unexploited. Arizona Fire Agate is a valuable gem material and is associated with volcanic rocks of middle Tertiary age. Basaltic rock of this age also is utilized in the manufacture of rock wool for insulation. Late Cenozoic volcanism produced most of the industrial-quality volcanic rocks. Basalt, cinder cones, and materials of rhyolitic composition are commercially exploited by municipal and Federal agencies and private industry for aggregates, road conditioners and maintenance materials, asphaltic concretes, cinder block construction, pozzolans, and landscaping. These deposits are generally confined to the Flagstaff and Springerville areas. A famous peridot gem locality is associated with late Tertiary basalts at Peridot Mesa on the San Carlos Indian Reservation. Important products derived from altered volcanic materials of late Cenozoic age include clay and zeolite. Arizona's volcanic-rock sequences are still incompletely known, particularly in central and western Arizona. The potential for recognition and exploitation of important new deposits of useful volcanic materials is high.
