The demand or consumption of fluorspar has been somewhat taken for granted in recent years, except for the specific interest of those that produce, market, and/or consume the commodity. A tradition was established of thinking that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today than in the past. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The Bureau of Mines recently published an assessment of world fluorspar reserves and resources that created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The United States and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. The goals for the U.S. Government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. This paper reviews the recent past of fluorspar and helps set the stage for a more detailed assessment of this critical commodity.

The term "pressure tunnel" in the broad sense includes all hollow spaces, aligned along an axis and surrounded by rock, which are suitable for pressurization. In particular, this category includes: • horizontal or slightly inclined water pressure tunnels; • vertical or inclined pressure shafts; • pressure chambers or shafts of surge chambers; and, • compressed air storage tunnels. The main problems in the design and construction of pressure tunnels result less from their length or size than from the requirement for watertightness and, dependent upon this, reliability in operation and economy in construction. Where the lack of sufficient overburden does not permit the rock to accept the internal pressure in the tunnel, or where this pressure is so high that the watertightness is in doubt although the stability of the tunnel shell is not in question, a pressure tunnel must nevertheless be reinforced. Surge chambers, pressure tunnels and tailraces which are subjected to relatively low internal pressure, usually not much in excess of 1.5 MN/m2, are eminently suitable for construction in post-tensioned concrete. Pressure shafts, which as a consequence of the high water head are subject to a considerable maximum service pressure, are usually lined with a steel tube, a considerable proportion of the internal pressure being transmitted to the rock by backing concrete. Cement copper is ordinarily converted to marketable metal by processing in a conventional smelter and refinery. Because of rapidly increasing cement copper production and limited excess smelting capacity, other techniques were investigated for preparing marketable copper products. One route was to make copper powder for industrial use. The process scheme employed flotation for rejecting the bulk of the impurities, acid leaching to remove residual iron and aluminum, reduction sintering to eliminate oxygen, and grinding to obtain powder. Another route was to sinter the floated and leached copper into the form of anodes and electrolyze these to yield refined copper cathodes. At a current density of 30 amperes per square foot, power consumption for electrorefining was 185 kwhr per ton of copper. The feasibility of preparing commercial-size anodes by sintering is still to be assessed.

American Barrick Resources Corp. has come farther, faster in the last 11 years than any mining company in recent memory. Acquisition of Lac Minerals Ltd. in August 1994 now makes Barrick the largest gold producer in the world outside South Africa. In terms of market capitalization, the company is the world's most valued gold producer. American Barrick's 28.3-km2 (7000acre) Goldstrike property on Nevada's Carlin Trend, the primary engine for past growth, was purchased in 1987 for $62 million. Regarded as an attractive exploration target, Goldstrike instead propelled American Barrick to the front rank of world gold producers. In 1993, the company produced 50.75 t (1,631,988 oz), 44.78 t (1,439,929 oz) from Goldstrike. Reserves on the property totaled 905 t (29.1 million oz) at the end of 1993, the largest in North America.

This paper is intended to deal with the material handling aspects of fine coal cleaning as applied to a recently built plaint in: southern West Virginia. This plant is processing 160 tons per hour of 1/4" x.0 coal on a two shift basis. Past experience with this very friable low volatile metallurgical coal indicated that its plastometer readings, varied directly with the size and length of time elapsing between mining' and ultimate consumption. Due to the mines location with, respect to its consumers, little could be done to decrease the time element. Studies indicated that the plastometer readings are considerably less in the minus 60 mesh range than that experienced in the plus 60 mesh sizes. Therefore, handling the coal in such a manner as to have the least amount of degradation became extremely important.

Millions of mechanical anchor roof bolts are used each year for mine structural support. The benefit of this bolting depends on a number of factors including rock density, bolt length, in situ stresses, time elapsed between mining and installation, rock properties, bolt patterns, and tension (Lang, et al., 1979). Installation tension is a major determinant of support quality. Postinstallation tensions indicate both the usefulness of the individual bolts and the behavior of the reinforced rock structure. The importance of short- and long-term bolt tension measurements is well recognized, and such measurements are required by regulations (Fed. M/NM Nine Safety and Health Reg.). These regulations also take into account the difficulty of practical tension measurements. Only a statistical sample of the bolts installed is required to be measured using current torque wrench technology. Drawbacks to this practice are that the anchorage is disturbed and perhaps weakened, accuracy is limited by friction to about 30% (Lang, et al, 1979, and Barry, et al., 1956), and the procedure is relatively time intensive.

"The development process of Metal Resources Technical and Economic Evaluation Expert System (MRTEEES) is introduced in the aspects of requirements analysis, design of the expert system, main functions of the expert system and features of the expert system. The system is based on C/B/S mixed mode and uses ASP.NET technology with .Net Framework being chosen as the development platform and metal resources database providing data support at the bottom layer. The system is an auxiliary management system for metal resources technical and economic evaluation and has the basic functions of auxiliary decision analysis, metal resources database management, data management and comprehensive query. Technical and economic evaluation model can be set up by users independently according to at which stage a project is, mainly including exploration stage, development stage and production stage, and according to the mining methods, for example underground mining, surface mining and in-situ leaching mining. Then, the technical and economic evaluation parameters can be generated. By inputting the value of each parameter in a simple and convenient way, the evaluation results can be directly calculated out and shown in the form of diagrams among others, and feasibility evaluation report can also be automatically generated, making the technical and economic evaluation process accurate and efficient. As the system can achieve the functions of scenario analysis, sensitivity analysis, shareholder’s returns analysis, horizontal comparison of different projects, it can improve the ability of project senior decision makers for rapid response to the rival and meet the demand of pricing negotiations. Population involved in the new industrialized countries is about four times that of all previous industrialized countries, implying resource consumption increases dramatically both in speed and in quantity. It is a must to seize the strategic opportunity of developing and utilizing metal resources around the world to lay abundant resource base for national industrialization. Objectively speaking, global configuration of metal resources is an inevitable tend. Presently, many issues, for example, resources exploration, mining, merge of mining companies, metal trades, mining financing, etc., generally show the feature of globalization. For the reality that competition for metal resources is becoming fiercer, industry standards of mineral resources will undoubtedly be improved. Occupying large scale mineral resources with high grade and developing them with low cost is the base for the survival of mining companies and metal resources merchants. With the growing demand of global investment in mineral resources exploration, which is at the upstream of the industry chain, geological exploration industry is promising. Globally building market relationships for mineral resources exploration companies is key to their sustainable development. Developing large and super-large deposit with low cost is also an important approach to enhancing core competence of a country or an enterprise. Mining companies around the world are rushing to purchase mineral resources globally. However, in different countries, economic, financial and tax systems for mineral resources vary greatly, and mining and processing techniques, technical parameters and equipment selection also change a lot. "Following a successful solvent extraction (SX) pilot plant demonstration in 2016, CYANEX® 600 has been used commercially to recover molybdenum from concentrate leach liquor since March 2017. Consistent with the piloting results, the commercial plant has achieved expected molybdenum recovery, a significant reduction in base consumption, and a step-change improvement in physical performance. This paper highlights the optimization activities and plant performance from startup through normal operation. INTRODUCTION Historically, tertiary amines have been the most commonly used extractant for molybdenum and rhenium recovery. Tertiary amines utilize a protonation of the ligand combined with an anion exchange mechanism as proposed in equations (1-2). R3N + H+ ???R3NH + (1) 4R3NH+ + Mo8O264- ???(R3NH+)4Mo8O264- (2) In addition to the transfer of Mo and Re, the amine transfers acid and other anions to the strip liquor. The undesirable transfer of other species increases base consumption during stripping, impacting operating costs. Additionally, lower solubility of molybdenum-amine complexes create operational challenges, resulting in diminished physical performance. The presence of colloidal Si in concentrate leach liquors and the formation of Pickering Emulsions adds to the physical plant performance challenges with the amine extractant. CYANEX® 600, a phosphinic acid-based extractant, uses a cation exchange mechanism proposed by equation (3). 2(H2R2) + MoO22+ ??(HR2)2MoO2 + 2H+ (3) The cationic exchange mechanism eliminates chemical transfer of acid and other anionic impurities and avoids some of the physical challenges of the amine extractant (emulsion and 3rd phase formation). In addition, the reagent offers high selectivity for Mo over Re, which may be desirable in certain moly pressure oxidation (POX) flowsheets. Alkali base (ammonium hydroxide, sodium hydroxide, sodium carbonate, etc.) is used for molybdenum stripping. Therefore, reduction or elimination of chemical acid transfer from extract can significantly reduce base consumption in strip. Extensive laboratory and pilot plant testing was completed to evaluate the use of CYANEX® 600 for molybdenum recovery at Freeport-McMoRan’s Bagdad operation. The test work and pilot demonstration confirmed a reduction in base consumption along with improved selectivity. In addition, the evaluation highlighted a step-change improvement in physical performance over the incumbent amine extractant. The decision was made to convert the commercial operation to CYANEX® 600 in March 2017."

Why would a company in its right management mind risk a fuel conversion program on a fuel that can't burn if it's too wet or too dry, too hot or too cold, too coarse or too fine, or doesn't have enough Btu's to supplement good combustion? On December 23, 1981, two months ago, we finished our first ten years of burning lignite -- this unconventional coal. It is from that experience that I am qualified to address you today. As some of you here probably already know, my company, Texas Utilities Generating Company, has pioneered the utilization of Texas lignite for electric power generation on a large scale, and I think it is fair to say that we have done this pioneering work largely on our own. Some of us feel like Noah did when he built the arc! I have titled this presentation "The First Lignite Decision" because our company was the first to make this major decision in Texas in the mid-1960's. It was a big decision, and at the time, perhaps a bold one. When you look at the conditions that existed in the mid-1960's, you can see why.

In this article we present Sustainable Value, a valuation methodology to assess sustainable value creation of companies. Sustainable Development posits that decisions must not only take into account economic capital but also natural and social capital. Sustainable Value, the methodology presented in this paper, borrows the idea from financial economics that the return on capital has to cover the cost of the capital. Capital costs are determined as opportunity costs, i.e. the forgone return that would have been created by an alternative investment. By expanding the well established logic of the valuation of economic capital in financial markets to also cover natural and social capital we provide a methodology that allows an assessment of the most efficient allocation of economic, natural, and social capital for sustainable value creation in companies. We demonstrate the practicability of the methodology by the valuation of the sustainability performance of British Petroleum (BP).

Rend Lake is an Army Corps of Engineers reservoir located in Franklin and Jefferson Counties in south-central Illinois. The lake consists of 20,000 acres of water and 19,000 acres of public access land. The site attracts over two million visitors a year and is surrounded by campgrounds and other recreational facilities. The lake overlies the largest tonnage of low sulfur coal in the state. Coal is being removed beneath the lake from five mines operated by three coal companies. Currently high extraction mining operations are approaching low-lying, environmentally sensitive, and high-use recreational areas. Advanced planning to maximize coal extraction and minimize potential effects of subsidence requires the development of procedures to assess the impact of high-extraction mining on the land use of the area. The Bureau of Mines, the Corps of Engineers, and the coal companies have initiated research to assess the following proposed planning steps to ensure the maximum recovery of the coal resources while minimizing impacts to surface land use: 1) Establish a dialogue between the surface and mineral owners; 2) develop a geographic information system to aid in assessing existing land use and potential changes; 3) assess the potential effects of subsidence on drainage, wildlife habitats, and changes in land use prior to mining; 4) coordinate the mining displacements with surface activities to minimize disruption; and 5) develop appropriate mitigation plans before mining occurs.

The evaporite deposit at Searles Lake consists of alternating brine-saturated saline beds and saline-bearing mud beds. Three major subsurface brine-saturated saline horizons have been identified by private companies and the U.S. Geological Survey. They have been termed, from bottom to top, the Mixed Layer, Lower Salt, and Upper Salt. The important water-soluble components (Na, K, Mg, CO3, HCO3 , SO4, Cl, and B407) are either in brines or have combined to form the following minerals: halite, hanksite, trona, nahcolite, burkeite, borax, thenardite, northupite, sulfohalite, glaserite, etc. Kerr-McGee Chemical Corp., the current operator at the lake, selectively pumps interstitial brines from each of the major horizons to feed its three chemical plants. As the pumping continues, brines are continuously replenished within the deposit by dissolution of the minerals through natural recharge or artificial fluid injection (solution mining). The brines are processed to produce a variety of chemical products, which include sodium carbonate and sulfate, potassium chloride and sulfate, sodium borate, and boric acid. The Anaconda Minerals Co. has been evalua¬ting potential domestic trona acquisition since 1981. We have evaluated various properties in the Green River, Wyoming trona district, and Owens Lake and Searles Lake in southern California. In 1983, we purchased with our joint-venture partner, Leslie Salt Co., the southern portion of Searles Lake from Occidental Petroleum Corp. Since mid-1983, Anaconda has been conduct¬ing a small exploration-drilling program at the property. The initial core holes were drilled along and adjacent to the existing access road. In 1984 we used an all-terrain drill rig to gain access to drill sites on the playa where no roads exist. The use of this equipment proved to be highly successful. The drill program consists of coring to an average depth of 450 feet and collecting brine samples from potentially commercial horizons. The brine samples are collected by setting a packer and swabbing the hole. The core is logged and split lengthwise; one-half is submitted to our Tucson Geoanalytical Laboratory for semi-quantitative mineralogy by X-ray diffraction and the following suite of chemical analyses: Na, K, Mg, C03, HCO3, SO4, Cl, B407, Li, H20 insolubles, and acid insolubles. Additional test work for selected core samples will include effective porosity and horizontal permeability determinations. The brine samples are subjected to the same suite of chemical analyses (minus insolubles) as the core samples. In addition, specific gravity is also determined. Both cross sections and isopach maps are being constructed. The hydrological characteristics of the potentially commercial horizons are also being investigated.

Although surface chemistry fundamentals of semi-soluble minerals have been studied by many researchers, detailed understanding of these systems is still incomplete. In-situ FT-IR/IRS techniques have recently been used to successfully describe the adsorption of carboxylates at semi-soluble mineral surfaces. However, the wetting characteristics of these adsorbed films require further consideration. In this regard, the hydrophobicity and stability of transferred Langmuir-Blodgett (LB) monolayers of fatty acids at fluorite and calcite surfaces has been studied by contact angle measurements with polar and apolar liquids. Generally, it was found that the transferred LB monolayers of fatty acids at a calcite surface are unstable whereas such monolayers transferred at a fluorite surface are stable, as revealed from advancing and receding contact angle measurements. These results are believed to be due to the incomplete reaction of fatty acid monolayer at the calcite surface. In addition it was found that a closely packed well-ordered stearate monolayer with good hydrophobicity, equivalent to that of a transferred LB monolayer, can be formed at fluorite surfaces by spontaneous adsorption and self-assembly from aqueous solutions.

Certain external forces affect the manner in which business is conducted. and in recent years changes in the business environment have altered how some of these external forces affect the management of a business. These changes must be understood and considered in definition of the strategy of the business. Implementation of the strategy must assure commitment from all departments within a company, and this commitment sometimes involves compromises to assure that a department's goals mesh with the overall business objective such compromises must be externally motivated. i.e. for benefit of the customer. Complete implementation transcends internal departments to all aspects of managing the efforts in the marketplace.

Current developments in using lime and limestone slurries to remove sulfur oxide gases from the stacks of coal- and oil-burning furnaces have established an important need for treatment systems which include adequate disposal of resulting waste materials. The paper briefly outlines the classes of scrubbers which are using lime and limestone and describes the characteristics of the by-product material being produced. Some discussion is also included relating to methods of disposal of the scrubber underflow. Since coal-burning plants also produce fly ash as a waste material, one system developed by the author's company combines this material with the sulfur oxide by-products. The mixture is processed in a manner which converts the waste products into usable materials with acceptable structural and environmental properties. Recent interest in protection of ground waters from heavy-metal leachates has made the fly ash-sulfur oxide system an acceptable means of disposal, because the conversion products have very low permeability and adequately encapsulate soluble salts within the hardened mass. Although only limited information is available on the types and chemical requirements of limestone used in these processes, a few guidelines are presented to indicate the range of materials that can be used with good results.

INTRODUCTION TO COAL MINE PRACTICES To illustrate the trends and the proportions of the various methods used to mine coal underground, Fig. 1 is useful. However, of all the underground coal mining practices in the US, room-and-pillar mining still accounts for 96.5%. This percentage is divided as follows: conventional, machine cut-33.0%; conventional, hand cut -1.7% : and continuous mining-61 .8%. As was stated in Sec. 1, Chap. 7, the term "development" means different things to a coal miner and a metal miner. Though some of the ideas and concepts presented in the first two chapters of this section are valid for all types of mines, they apply particularly to mines using noncoal methods. In coal mines (and many other mines using coal mining systems) development refers to that phase of the mining cycle which advances several entries through the virgin seam, forming pillars by cross- cutting between the parallel entries. Because in the past, coal seams (as well as seams of potash, trona, oil shales, gilsonite, salt, and some uranium) have been much more uniform in their thickness, continuity, and quality, and because they often cover large areas, it has been possible to develop the room-and-pillar mine completely from a preplanned, systematic approach with a minimum of surface drilling information. As the better coal seams of the midwest and east are being depleted (or eliminated because of high sulfur), seams of poor quality and continuity will have to be mined. Also, seams that are not nearly so well known at greater depth will have to be taken as well as some of the steeply pitching and folded seams of the west. The American coal miner is only now feeling the need to do a much more complete job of prospecting the geology of the coal seams than he has ever done before. This is the only way that the risk of unknown rock conditions can be minimized. In many ways, surprises in the rock or coal seams are much more of a disaster to the coal miner developing a room-and- pillar mine than to his metal mining counterpart. Be- cause of the multiple entries, the complex set of the Federal Coal Mine Health and Safety regulations, and the totally dedicated design of coal mining equipment, coal mining systems do not have the flexibility to easily overcome changes in the seams mined or the rocks around them. Thus, if a wide parting of rock shows up unexpectedly in the middle of a coal seam entry being milled away by a continuous miner, it will either have to slowly "chew" through it, convert to a conventional mining system, or stop that particular entry. Likewise, if suddenly the coal disappears completely and in its place are the remains of an old creek bed, the "want" or "wash out" as it's called will usually have to be mined right along with the coal, by the same methods and with the same soft rock equipment, or the entry will have to be abandoned. For reasons such as these, coal seams today should be drilled from the surface just as thoroughly as the ore bodies in metal mines. Having once determined a more precise location of where the coal seams are located and which are suitable for mining, the engineer must still take a systematic approach to planning the mine as completely as possible. The initial series of entries must be planned to be driven either from the side hill portal or from the bottom of the shaft or slope. In either case, they should usually intersect the area close to the midpoint of the mass to be mined.

Introduction Although innovative coal extraction technology can be approached from many angles, this paper focuses on three: innovation in response to rising costs, to changing mining conditions, and to regulatory issues. Before exploring these three subjects, however, a basic question needs to be raised. Why Innovation? Coal is widely heralded, and quite correctly so, as the United States' "ace in the hole." It has been said that the U.S. is to coal what the Arabs are to oil. The implication is that we have nearly inexhaustible reserves - that coal is cheap, plentiful, and easy to extract. Indeed, because our current productive capacity is estimated to be 15-20% greater than demand, we have been given a false sense of security about the ease of future coal extraction. Therefore, innovative measures are being concentrated on developing technologies for the demand side of coal, including power generation, synthetic fuels, and industrial applications. What is often forgotten is that the unit cost of producing energy from these new technologies depends critically on the cost of the coal feedstock -in some cases the coal consumed accounts for more than one-third the total cost. Thus, while the developers of the end-use technologies struggle to improve the overall thermal efficiency of their process by one or two per¬centage points to make the energy produced competitive in the marketplace, they often are unaware of the risk of a 3 to 6% increase in coal costs wiping out the expensive, hard-earned results of their research. Energy planners are just beginning to realize that coal is not a uniform commodity available at low cost in infinite quantities. Coal is a heterogeneous material whose cost and quality vary widely with local conditions. To produce the massive amounts of projected coal-based energy at reasonable costs, we urgently need devel¬opments in extraction technology, as well as in end-use technology. Thus, coal extraction, coal conversion and utilization, and end -use energy consumption must be viewed as highly interdependent parts of an energy supply network (Fig. 1). And current emphasis on conversion and utilization must be balanced by more emphasis on upstream technologies, including coal extraction. Even more important, the impacts of innovation (or the lack thereof) in any one technology area in the energy supply network need to be discussed and understood by those working in each of the other areas. Why innovation in coal ex¬traction technology? Figuratively, we are all in the "coal boat" together - geologists, miners, transporters, processors, power producers, distributors, and consumers. Innovation is required from each of these sectors to overcome the obstacles that prevent greater use of our most abundant national energy resource. All other links in the coal energy supply network depend on large volumes of coal produced at reasonable costs. Declines in productivity, therefore, must be reversed; the more difficult mining conditions that will be encountered call for new methods and equipment, and regulatory issues must be resolved if the coal ex¬traction link is to be a strength rather than a weakness in the planned U.S. transition to an economy based more on coal and less on imported petroleum. The Bureau of Mines is conducting an investigation to develop remediation techniques for residential water wells whose yield has been affected in the long term, by underground mining. Initial work relating to this project was conducted in 1984-1987 at a room and pillar mine in Indiana County, Pennsylvania. Piezometer nest data from the room and pillar mine reveals that a downward gradient in piezometric head exists in shallow strata as a result of drainage into the underlying mine void. The vertical gradient in head in turn results in well bore leakage in open-hole water wells. The relative yield of valley wells is only slightly affected however because the high surficial recharge rate through fractures more than compensates for fracture leakage into the underlying mine. The relative affect of well bore leakage on well yield is greater in certain hillside and hilltop wells that have comparatively low inflow rates at shallow depths. The static water level of such wells is determined to a much greater extent by the chance interception of deep outflow fractures, than is the case for wells drilled in a more intensively fractured valley bottom. The lower static water level of wells that intercept deep fractures does not necessarily reflect the water table conditions outside of a small radius around the affected well. The results suggest that permanently isolating well bore outflow fractures may remediate certain open-hole residential wells that have been affected by high extraction underground mining.

How do you think the US Bureau of Mines closing will affect SME? The demise of the bureau represents a challenge, an opportunity and, above all, new responsibilities for our profession. A lot of good professionals are seeking new positions. A lot of worthwhile research is available for transfer to the private sector. Logic dictates that worthwhile projects of any defunded government activities should find support in the private sector. The bureau may be gone but its legacy is deeply rooted in the profession. The bureau’s contributions will be remembered as long as there are mines and miners. Its1994 research program was divided into three major areas: environ-mental technology; health, safety and mining technology; and minerals and materials science. There must be a place in either the government or private sector to continue these worthwhile activities.

An orebody is a mining company's greatest asset; without it there can be no mine. Yet, by the very nature of the industry, orebodies are wasting assets whose progressive depletion must be balanced by continued discovery of new ore to enable both the industry to survive and the raw material demands of society to be satisfied. Although mineral exploration may be viewed as any activity which leads to the creation of investment opportunities in the mineral industry, ultimately new ore can only be generated through discovery. The process leading to discovery may involve a long chain of independent and interdependent events. It will almost always be repetitious and require the examination of many prospects or trials before the goal, a commercially successful discovery, is satisfied. Long term survival of a mining company through regular discovery of new ore, requires a continued commitment of funds and effort to mineral exploration.
