The floatability of a bituminous coal in NaG solutions was evaluated using a modified Hallimond tube to delineate the role of the electrostatic interaction between bubbles and particles in determining the coal hydrophobicity. Zeta potential measurements showed that bubbles are negatively charged in the entire pH range tested, while coal particles are positively charged below pH 6.0 and negatively charged above it. Also, both sodium and chloride ions were confirmed to act as indifferent ions without any specific effects for both coal particles and bubbles. Flotation as a function of pH exhibited a maximum and minimum at low salt concentrations which is shown to be determined mainly by the coal hydrophobicity as measured by a new hydrophobic levitation technique. At high salt concentrations (above 0.1 mole/dm3), the flotation without such maximum or minimum is controlled by the electrostatic interaction between the bubble and the particle.

Water-swellable layered silicates, namely, the smectite clays can remove suspended materials (called herein as debris) and metal ions from aqueous streams. The present study shows that the flocculating and metal extracting abilities of smectite clay-based flocculants can be enhanced when these clays are used in conjunction with a specific anionic polymer. Such performance enhancement is attributed to the following: i) the clay-dispersing ability of the polymeric additive, that would translate into an increase in the clay-surface area available for the attachment of the debris particles onto the clay particles; ii) the possibility of dispersant-to-coagulant transition of the polymer during the later instants of the treatment process, as a result of reduction in solvency of the wastewater for the polymer due to the release of cationic species from the clay-based flocculant solids; iii) metal-complexing ability and adsorption properties of the polymer.

This paper first discusses the physicochemical cleaning methods used to process fines followed by an analysis of the subprocesses of froth flotation and the adverse effects of slimes and particle oxidation. These subprocesses include the phenomena of interception, contact, adhesion and levitation. Preventive and corrective measures to combat the generation of fines and their effects are suggested. Preventive measures include controlled grinding, limited liberation, flotation at coarser sizes. Means of preventing oxidation and/or removing oxidation products are a1 so discussed. Corrective measure to increase recovery include intensive aeration, aggregation of particles, intensive mixing, increased retention time, and reduction of detachment. Measures leading to improves selectivity involve means to reduce slime coating, achieve selective mineralization of bubbles and minimize entrapment.

The mining industry is presently one of the most heavily capitalized industries in the U.S. (U.S. - Statistical Abstracts, 1979). U.S. sales of new mining equipment (not including environmental, preparation, or long distance transportation equipment) are projected to reach approximately $5 billion/year in 1980 (Frost and Sullivan, 1979). Of these new equipment sales approximately 30 to 40 percent of this equipment will be used to replace old equipment. Therefore, an increase of efficiency in the use of equipment replacement capital could have substantially positive effects for the U.S. mining industry. This is very critical in these times of restricted capital availability, double digit inflation, burdensome governmental regulation, and rising foreign competition in the mining industry. This paper examines the numerous factors that constitute the typical mine equipment replacement problem. A computerized, mathematical model is formulated to utilize historic cost and production information to predict equipment cost versus age for the existing and potential replacement machines. Another part of this computerized model determines the best equipment replacement strategy that accomplishes estimated production goals at a minimum discounted cost. This computerized model is an easily used, consistent method of determining the optimum replacement age for any equipment unit or fleet of equipment at a mining operation.

The trend in both the metallic and non-metallic mining industry is toward processing increasing y higher tonnages of lower grade ores, thereby resulting in a growing interest in progressively larger volume individual machines in the flotation circuit. Because of the relatively high cost of large flotation machine development and evaluation, it is important to establish a rational basis by which the existing smaller flotation machine experience can be extrapolated to establish the configuration of the next larger family of flotation machines with a minimum of development modification in the field. This paper reviews the R&D approach used in translating smaller flotation machine experience to establish the configuration of a 1000 cu ft (2B.3 cu m) induced air machine. Internal cell hydrodynamic principles, which governed this extrapolation, and cell (liquid) surface and froth management considerations will be reviewed, and prototype machine mill tests will be summarized.

The underground portion of Duke Power Company's Bad Creek Pumped Storage Project in northwestern South Carolina consists of a powerhouse cavern (132 m. long, 23 m. wide, 50 m. high), 407 meters of shafts and approximately 3615 meters of tunnel, both lined and unlined, with diameters varying from 4.2 meters to 9.0 meters. A case history is presented, including the early pilot tunnel exploratory work and how this affected design, the design of the project, and the excavation, rock support and tunnel lining work. Problems and experiences encountered during the construction are given. The effects of high horizontal insitu stresses in the granitic gneiss are discussed along with solution taken.

Forecasts indicate that the acid rain bill currently before Congress is likely to cause an increase in demand of 30 to 40 million tons per year of compliance quality coal from Central Appalachia. This represents a doubling of this segment of the coal business. This paper will examine how this doubling can be met, what the likely implications for pricing are, the major uncertainties associated with these predictions, and the likely outcomes of the growth in compliance coal. Finally, some implications for fuel planners will be discussed.

The economic importance of salt domes has been recognized throughout the world primarily because of oil and gas accumulations on their flanks and, to a lesser degree, for the value of their salt and potash. Recently they have become of value as hosts for cavities used to store hydrocarbons. In the near future we believe that their main value will be as a source of geothermal energy. Although tremendous effort has been expended on the understanding of the geology and physical characteristics of the strata intruded by salt domes, relatively little energy has been exerted in the comprehension of the salt dome itself. Salt domes have long been recognized as a geological heat anomaly. With respect to other sedimentary rocks, salt is a good conductor of heat. Expressing values in 10-3 cgs units, sedimentary rocks vary from 1.0 to 8.0; metamorphic rocks from 5.2 to 8.4 and igneous rocks from 3.1 to 9.8. Rock salt in its pure form has a thermal conductivity of 17. (Gussow, 1970). Thus a salt dome (Fig. Ml) can be expected to act as a conduit bringing heat vertically from deep within the Earth's crust. This was, in part, substantiated when in 1958 a horizontal core hole was drilled from within the Avery Island Mine at the 500 foot level. The horizontal hole was started where the ambient temperature of the salt was 74° F. and drilled toward the center of the dome. At the end of this 2,000 foot hole the temperature was 90° F. thus depicting a horizontal temperature gradient of 7° F./1,000 feet. Because this core hole penetrated a shear zone connate water that appeared as a "cold spot" on the temperature gradient, the foregoing data can only be regarded as indicative.

NICOR Mineral Ventures, Inc. retained Neyer, Tiseo and Hindo, Ltd. to evaluate the potential effects of a planned dewatering operation at NICOR's proposed, 258-acre silica sand mining facility near South Rockwood, Michigan. The ?orebody? is a horizontally extensive, friable, quartz sandstone from the Sylvania Formation which also serves as an aquifer for some of the rural, residential development near the site. We conducted an aquifer test on the site which identified the important aquifer properties. Using these data and an analytical model, we determined that the radius of influence would be expected to range up to 6000 feet from the quarry during its final development stage. An inventory of water supply wells revealed that most wells had sufficient available drawdown and would not be adversely affected. A long-term groundwater monitoring program was recommended to monitor the possible effects at some of the closest wells.

1. INTRODUCTION The economic importance of bringing a new mine to production in the shortest possible time, is well known. In recent years the rate of escalation of mining costs has accelerated more rapidly than at any time in the past. This fact has enhanced the need to reduce time schedules and made it an overriding and predominant objective when planning new shafts. The squeezed profit margins and widely fluctuating metal prices have also increased the emphasis being placed on this aspect. Moreover the increase in the present value of future profits due to the reduction in the time element, can be so substantial that expenditure on equipment and additional labour can be justified conditional on sufficient gain in shaft sinking speed being achieved. The emphasis on time saving becomes more abundantly clear when considering the very large increase in the capital required to bring a modern underground mine to production. As an example, the initial capital expenditure requirements for a large new gold mine in the Western Transvaal, which has commenced production recently, is estimated at R200M, and a major extension to another deep level mine in the same area is estimated at R300M. With the uncertainty of future metal prices and the recent trends in increasing inflation, it is becoming more difficult than ever to estimate the profitability of proposed mining projects and any cost saving due to more rapid sinking of shafts can only assist in this respect. Since the shaft systems are frequently the most expensive set of underground excavations and no other underground work can commence until they are completed, the speed of shaft sinking is subject to closer scrutiny than in the past. In the following sections of this paper the factors contributing to the high average advance rates achieved by South African shaft sinkers are discussed. It is difficult, if not impossible, to estimate the effect of any single factor, in isolation, on the overall sinking achievements. However, the cumulative effect of improvements made in the inter-related activities is, probably, the most important contributor. Although there has not been any single major technical change or innovation to shaft sinking practices in the last decade, the average sinking speeds have increased, due to improved application and technical improvements in established procedures. 2. GENERAL When discussing South African shaft sinking techniques and average sinking rates compared to those achieved in other parts of the world, it should be remembered that the size and depth of South African shafts are often considerably greater than in most other countries. I. INTRODUCTION West Virginia has a long history of coal production.1 The state at one time led the nation in total coal production, while at the same time coal from West Virginia constituted one quarter of total U.S. coal production.2 In more recent years, however, West Virginia’s level of coal production has been reduced in comparison to that of other states due to the high relative cost of producing coal in the state.3 Another blow to the producers of coal in West Virginia is the action known as Bragg v. Robertson.4 In 1998 various individual plaintiffs, as well as a conservation group known as the West Virginia Highlands Conservancy, filed a civil action under a provision of the Surface Mining Control and Reclamation Act of 1977, Pub. L. No. 95-87, §522, 91 Stat. 445 (codified at 30 U.S.C. §§1201-1328) ("SMCRA" or the "Act") that allows declaratory and injunctive relief against state and federal officials for non-compliance with the Act.5 The plaintiffs generally claimed that the Director of the West Virginia Department of Environmental Protection ("WVDEP") had exhibited a pattern of violating mandatory non-discretionary duties under SMCRA and the West Virginia state regulatory program.6 These non-discretionary duties involved many areas of regulation, including water quality standards, disturbance of wetlands, hydrologic reclamation plans, Approximate Original Contour ("AOC") requirements and AOC variances, post-mining land uses, contemporaneous reclamation, and as explained later, the "buffer zone rule."7 In addition to these claims against WVDEP, the plaintiffs also alleged that certain individual members of the Army Corps of Engineers (the "Corps") had failed to carry out statutory duties under the Clean Water Act (the "CWA") and the National Environmental Policy Act ("NEPA").8 Generally, the complaint stated that the Corps did not have statutory authority under the CWA to regulate valley fills created for the purpose of the disposal of waste material, i.e., the overburden associated with mountain top mining.9 Alternatively, the plaintiffs claimed that even if the Corps could regulate valley fills, the Corps violated NEPA by issuing nationwide permits without required analysis. Finally, the plaintiffs asserted that the issuance of a nationwide permit for surface mining valley fills is unlawful.10

Copper and gold were discovered in the Copper Canyon area of the Battle Mountain district of Lander County, Nevada, in August of 1866. By 1876 a gravity plant was con¬centrating oxidized Copper Canyon copper-gold ores. The history of mining in the district to 1967 has been summarized by John E. Frost (in press) as a case history of the discovery of the Battle Mountain porphyry copper deposits. His summary is not repeated here; rather, the present case history covers exploration since 1967, primarily for gold ores. Subsequent to the construction by Duval of facilities to mine the porphyry copper deposits in 1967, Duval established a geologic staff at the mine to continue district exploration. The staff was guided by David W. Blake, who acted as chief geologist for Duval's exploration in this part of Nevada. Blake's activities led to the publication of numerous technical articles, including his contribution to the US Geological Survey Professional Paper 798-B. A part of that volume is attached as a reprint (pages 23 through 66) as an explanation of the geological setting of mineralization in the district. The work by Blake and his staff recognized metal zonation in the skarn environment at Copper Canyon, and their studies were incorporated in the development of the Tomboy-Minnie gold deposits that are peripheral to the porphyry. Exploration continued beyond the immediate vicinity of the porphyry and the Fortitude ore zones were discovered. These skarn deposits are described in the attached article by Wotruba, Benson, and Schmidt, published in the July 1986, MINING ENGINEERING. The continued exploration successes at Battle Mountain reflect on the well organized and effective exploration team developed at the mine. The team has provided successive discoveries in a district known mostly for ore bodies that are exhausted in a few years' time.

Title IV of the 1977 Surface Mining Control and Reclamation Act (SMCRA) provides for an abandoned mine reclamation fund. This fund, taken from fees collected from operating coal mines, provides capital for the reclamation process. The Act directs the Office of Surface Mining (OSM) to collect the fees based on coal production. Monies from the abandoned mine lands (AML) fund are distributed through two programs. The first provides OSM with capital to use in emergency situations resulting from abandoned mine sites and reclaiming high priority sites in states without established AML programs. The second distributes the money through a state's AML program in the form of grants. To provide for a flexible and customized selection procedure for AML projects, a management information system (MIS) that combines scientific selection procedures is being developed. This system employs objective and subjective methods developed in systems research in recent years. The MIS component is an essential part of any selection process involving large numbers of potential projects. It must contain all the necessary project parameters that can be applied to the selection of projects whether or not they are to be used in the immediate selection criteria. In addition, variable selection criteria will allow ‘what if’ types of inquiries for comparison of differing selections and benefits.

This paper describes research and development efforts leading to a wet process for the beneficiation of Western talc ores in which the values are primarily present as soft, platy talc mineral. The mineralogy of the ore, as it relates to the logic of utilizing an uncomplicated, attrition-scrubbing sedimentation process is described. Bench-scale laboratory testwork and a pilot-plant test program are described. The pilot-plant program included production of several tons of products. The thickened talc slurries were very difficult to dewater prior to the drying step. Dewatering difficulties were overcome by use of a high-speed centrifuge. The centrifuge cake was dried either by tray, flash or spray drying. The successful use of one high-grade talc product as titanium dioxide extender in paper is discussed. The talc product has extremely low abrasion values, an important characteristic for minerals used in paper manufacture. It is concluded that this wet process for soft talc ores is capable of producing high-purity talc products for paint, paper, cosmetics and other industrial uses re-quiring very pure soft talc.

Coal production in the Central Appalachian region has a long history, and it remains a major US coal-producing region. The coal industry consensus is that the region is in a state of decline as evidenced by the recent lower regional output. Are Central Appalachian coal reserves adequate for the region to continue as a major supplier of low sulfur coal? To answer that question, this paper focuses on the Central Appalachian coal reserve base estimates and production trends. Central Appalachian (CAPP) reserve evaluations face the difficulty that there are no publicly available databases that provide a thorough analysis of remaining CAPP reserves. Based on best available Energy Information Administration (EIA) data, a coal reserve estimate of 17.6 billion tons is developed. This estimate appears high according to industry perception. Recent United States Geological Survey (USGS), and other state agency coal reserve estimation projects are evaluated as alternative approaches to the re-serve estimation problem. Using the conclusions from these studies, the CAPP reserve base is estimated at 7.1 billion tons. Another perspective on the CAPP reserve base is provided by reserve holdings of major CAPP operating companies reported at 5.2 billion tons. A conceptual mining cost analysis indicates substantial price increases will be necessary to offset this deterioration in the economic viability of the reserve base.

Various kriging and non-kriging estimation techniques are used at Gold Fields -Chimney Creek Mine. This paper reviews the modeling histories and, current procedures used to construct these models with particular emphasis on the North Pit deposit.

The International Finance Corporation (IFC), the private investment arm of the World Bank Group (WBG), requires all IFC-financed projects to comply with its environmental and social policies and guidelines. IFC's review process involves an environmental and social assessment and the implementation of an Environmental Action Plan (EAP) that will set forth the necessary actions to bring the operation into compliance. This paper provides an overview of the environmental and social policies and guidelines that apply to mining projects and examines how WBG/IFC policies and guidelines are applied to mining projects in developing countries. In addition, it includes a review of the increased emphasis IFC is giving to social issues over the past several years based on the existing WBG policies. IFC’s process for the environmental and social review of proposed investments is briefly discussed. The paper focuses on how IFC emphasis has shifted from the traditional environmental and impact mitigation analyses of a few years ago to the integrated social and environmental awareness, action (EAP), and implementation programs (social plans) required today. Today, IFC's focus is to promote sustainable development by investing in projects that directly benefit local communities and the environment. Examples of these changes will be highlighted by a review of recent investments located in West Africa. The goalposts have not moved, but the rules of the game have become tougher.

Installation of initial tunnel support is often the most uncertain element of work in the design of, and a contractor bidding on, construction of a rock tunnel. The risks the construction contractor and owner assume are delineated to a great extent in the technical specifications portion of the contract documents. It is intended that this paper identify current practices for specifying initial tunnel support and the impacts each case has on the assignment of risks associated with providing the initial tunnel support. Examples of recently completed tunnel designs are given.

Environmental and regulatory authorities are increasingly requiring that precious metals heap leach piles be contoured before they are abandoned so they may present a more "natural" look to the eye. Depending on the ore type, many of these contoured heaps will be subject to substantial erosion by precipitation events, native plants will have difficulty in establishing themselves and slimes be washed onto surrounding areas or into watercourses. This paper presents the argument that the results of contouring heaps are counter to good environmental practice. Calculations which have been made demonstrate that leveling and berming the heap tops as well as berming the edge of each lift or setback will effectively prevent water erosion and promote the growth of native plant species.
