INTRODUCTION Underground blasting with perimeter damage control can reduce the requirement for loose rock scaling and reduce the risk of ground-fall injury. In previous work Johnson and associates (2010) from the National Institute for Occupational Safety and Health (NIOSH) developed a rock blasting perimeter damage and control design method included in the DRIFT software tool (NIOSH, 2018). This blast design software tool utilizes current methods of perimeter blasting with the added design element of a buffer row coordinated with the perimeter row to reduce perimeter damage. The coordination is in applying one of several blast damage models to calculate the damage extent for each production, buffer, and perimeter blast hole in the design. The calculated damage is then applied to the spacing between the blast holes. The basis of the buffer row design is the practical damage limit and is supported in this paper with computer models of signature blasts and full blast rounds using PFC2D (Itasca Consulting Group, Inc., 2018). Practical damage limit The practical damage radius (Rd) is not to be confused with burden. The practical damage extends toward the burden side and inward into the rock mass. For all practical purposes, the practical damage radius equals one half the burden (Hustrulid, 1999). The maximum extent of radial crack damage around a blast hole (Rcrack) and the maximum extent of radial crushing damage (Rcrush) are illustrated in Figure 1. A “practical” radius of damage (Rd) lies between the crushing limit and the cracking limit. The “practical” damage means that if the rock mass lying outside of the practical damage circle were removed, the rock remaining within the circle would easily break apart. Blast pressure and strain Work by Johnson (2010) and associates included signature blast tests in large concrete blocks. A signature blast test in concrete as exampled by strain data in Figure 2 was designed to monitor the dynamic strain at incremental distances from a single fully coupled blast hole, measure crushing and radial cracking extent by wire-sawing to expose the damage, and relate the damage to overbreak that is common in underground blasting. The initial slope or rising strain as the stress wave passes by the strain gages shows very high strain and strain rates close to the single blast hole. Since the derivative of strain versus time is strain rate, a line tangent to each of the strain curves at the maximum strain rate is drawn and the strain rates identified. The high strain rates were then plotted on a semi-log in Figure 3 to show a linear trend. The strain rate is greater than 100 s-1 within 20 cm from the blast hole for the signature blast experiment. The strain rate at the blast hole wall is projected to be 300 s-1. Figure 4 illustrates the damage in the NIOSH block exposed by a wire saw cut.

Introduction The city of Nuremberg, located in Bavaria in the Federal Republic of Germany, started building a subway in 1967. The construction operations began in a southern suburb, where no complications were encountered in the design and execution of the job. As the first subway line approached the downtown area of the city, the civil engineering challenges increased rapidly. Tunnels had to be excavated next to, or below precious historical buildings, and the work of the responsible engineers was closely watched by the public, who were very anxious about any damage to the existing beautiful old houses and churches. The job has been handled successfully to date in cooperation with the owner-designer, the geotechnical consultant and the contractors, who jointly went through a process of systematic learning and gathering of experience, and who developed a modern tunneling technique specifically tailored to the natural properties of the encountered ground conditions and the requirements of the city of Nuremberg. The application of scientific methods has been an important part of this development. When considering the biodiversity of fauna endemic to hydrothermal vents or hydrocarbon seeps one must consider not only the numbers of unique species, but also the physiological diversity (and potential biochemical/physiological uniqueness) of the fauna. The deep ocean ridge system is home to some of most extreme animal habitats found on Earth. In addition to the high pressure, low temperature, and lack of light characterizing the deep-sea in general, hydrothermal-vent environments are characterized by toxic chemicals and temperatures that would be hostile to most other animal life. Perhaps even more challenging than the absolute levels of chemicals, dissolved gases, and temperature with which vent animals contend are the extreme gradients in time and space of all of these parameters. For example, temperatures around some vent animals can fluctuate from ice-water to hot-tub levels over seconds and can exceed 350°C only inches away. Specially adapted animals not only tolerate these conditions, they often thrive under them. As a result, the biomass of many deep ocean ridge ecosystems rivals that of coral reefs and tropical rain forests. In the Gulf of Mexico, hydrocarbon seepage through the sea floor driven by salt tectonics results in environments that are geologically very different from hydrothermal vents, but are geochemically similar enough that closely related animals are found in the two habitats. This includes seep mussels, clams, shrimp, worms, and other animals whose close relatives are found in hydrothermal vent environments. Although many aspects of the biology of the animals from the two environments are very similar, there are also significant differences in their life histories and physiologies that reflect the fundamental differences in the geology of their habitats.

The statistical information and cost data used in this report has been made available by NICKDATA INC. Since 1982, NICKDATA INC. of Toronto, Canada, has produced an annual comprehensive nickel industry cost study. Up to date information on 22 mines, 21 smelters, and 16 nickel refineries representing 30 nickel production operations in 17 countries are included in the computerized cost analysis. The report is compiled from information obtained through regular annual visits to major nickel operations and continuous monitoring of information on all nickel producers. The 1984 report which was completed this summer, reveals drastic changes in the nickel industry cost structures.

Traditionally, mineral sands are evaluated by preparing several mineral products using a combination of heavy liquid-, magnetic-, and electrostatic methods. Whole-rock assays (WRA) are then conducted on ilmenite, rutile and zircon products in order to determine trace element contents, which may affect project feasibility. Combined methods can be time consuming, expensive and even outdated due to the use of banned and toxic chemicals such as clerici solution. Coupled with large field-sample quantities, these procedures can potentially introduce unacceptable sampling and related errors. Modern mineralogical analysis techniques can provide complete mineralogical inventories on a single THM product, reducing the amount of processing involved in satisfactory characterization of early exploration samples. A small exploration sample can be processed to produce a small THM concentrate using readily available gravity/density methods. In turn, the THM product is submitted for Whole Rock Analysis (WRA) and mineralogical inspection by X-ray diffraction (XRD), and microscopic evaluation. Modal mineralogy and textural data can be determined using optical methods, automated image analysis, and scanning electron microscope (SEM) based systems. Benefits of automation are reproducibility and the capability of rapidly analysing thousands of particles as opposed to manual optical methods. Automated systems include the use of Automated Digital Image Analysis (ADIS), and SEM-based systems such as the Mineral Liberation Analyser (MLA) and QemSCAN. For detailed mineral chemistry, microanalysis techniques ranging from electron microprobe (EMPA) to Secondary Ion Mass Spectrometry and Laser Ablation Mass-Induced Coupled Plasma-Mass Spectrometry (LAM-ICP-MS) are used. Examples of these automated and analytical methods are presented. ADIS at SGS-Lakefield Research uses optical characteristics to identify and measure mineral species in THM samples; rutile, pseudorutile, ilmenite and leucoxene can be distinguished. Analysis of a single THM product provides bulk modal mineralogy and grain size distribution of particles and the individual mineral grains. Textural information is also obtained detailing mineral associations as well as degree of alteration. Where textural and chemical resolution renders mineral identification ambiguous, SEM-based methods offer better resolution. Examples of this ambiguity are shown in this paper, which leads to QemSCAN as the preferred method where within-grain variability is concerned. Sampling and measurement strategies are followed to meet study objectives, providing a value-added framework for a sequential, cost-effective strategy, which will meet due diligence and bankable accreditation criteria. Studying a THM product by electron microprobe and LAMICP-MS may reveal potential fatal flaws related to mineral chemistry. Low detection limits in the range of 200 to 500ppm are possible using electron microprobe analysis for suitable matrixes (U, Th in zircon). For the detection of ultra low level elemental contaminants, LAM ICPMS is the most accurate method of evaluation. Elements including U, Th, La, Ce, Nb, and V in Ti-minerals can be determined down to 50 ppm.

Autonomous mining systems have been deployed for improving mine performance. However, there is a fear of job losses. Adoption of autonomous systems is envisaged to be resisted by major stakeholders in Ghana due to high illiteracy and unemployment. This paper assesses the preparedness of Ghanaian mining stakeholders for the adoption of autonomous systems to Ghana’s surface mining industry. Closed and open-ended questionnaires were administered to mine stakeholders. Respondents generally expressed unwillingness to accept autonomous systems into Ghanaian mines due to fear of increased unemployment. We propose setting up a mining education fund (MEF) for training stakeholders in autonomous mining systems. INTRODUCTION Mining contributes enormously to the sustenance and growth of global and national economies through the provision of raw materials, employment, revenues and foreign exchange (Carvalho, 2017; ICMM, 2017; Cordes et al., 2016; Solomon et al., 2008; Walser, 2000). The International Council on Mining & Metals (ICMM, 2014) reported that globally, formal mining employs approximately 2.5 million people. Many resource-rich countries, especially the developing ones, have experienced strong socioeconomic growth propelled by the discovery and extraction of valuable minerals. McMahon and Moreira (2014) reported a positive linkage between mining and sustainable development. They revealed that averagely, resource-rich countries have improved Human Development Index (HDI) scores than countries without mineral resources. Mining remains a crucial industry in Ghana’s economic development (Bermúdez-Lugo, 2016; Amponsah-Tawiah and Dartey-Baah, 2011). Over the years, mining has contributed significantly to the gross domestic product (GDP) of Ghana. In 2013, mining accounted for 1.7% of Ghana’s GDP and about 19% of government revenues (Ghana Chamber of Mines, 2015). The Ghana Chamber of Mines also reported that mining contributed over 50% of foreign direct investment, 37% of export earnings and 1.1% of direct employment revenues. The US Department of Energy (DOE) estimates that 65% of coal, 92% of metals and 96% of industrial minerals are mined using surface mining methods (DOE, 2007). Generally, mining is a capital-intensive venture, with high operating cost, hence there is a constant demand for mining companies to seek efficient cost reduction and production maximization strategies. One strategy being pursued keenly is automation, which is noted to improve productivity, and worker safety at minimal cost. According to Parreira (2013), mining automation involves direct teleoperation whereby workers remotely control the mining process using computers from a control room.

1.1 GENERALIZED METHODS OF SUPPRESSING THE INFLOW OF GROUND WATER DURING THE CONSTRUCTION OF SHAFTS, DRIFTS AND TUNNELS Various methods are used to prevent or minimize the inflow of ground water into underground workings during their excavation. The two most common methods include freezing the saturated rock and grouting using cement, sodium silicate, polyurethane and/or other chemicals. Each of these technologies for combatting the inflow of ground water is effective only under specific hydrogeological conditions. For example, although the freezing of saturated ground is among the more universally adopted methods, it is designed to provide only temporary protection during construction. Before the saturated rock thaws it is necessary to emplace a waterproof liner which is labor intensive, time consuming, and expensive. Consequently, freezing is used only in exceptionally complex hydrogeological conditions, namely in those cases where the water-bearing strata consist of unstable rock or the ground water has an anomalous hydrochemistry. The classical grouting of saturated rock, carried out from the surface or from the face of the underground workings for the purpose of limiting the inflow of ground water during excavation, utilizes both cement and a variety of chemical grouts. Cement grouting has been regarded as the main method of combatting the inflow of ground water in fractured rock throughout the world. In such countries as the Federal Republic of Germany (FRG), Canada, the Republic of South Africa and Great Britain, cement grouting is the main method of reducing the inflow of ground water during the excavation of mine openings. In Great Britain and the FRG, cement grouting has been used in 80% of all shaft excavations. In the Republic of South Africa cement grouting has been used in almost 100% of all the shafts that have been constructed. The installation of grout curtains into permeable water- bearing strata significantly reduces their permeability and increases the rock strength. Grouting has the greatest effect in fractured sandstones, certain well indurated shales, fractured granites, fractured quartzites, and karstic limestones or dolomites. The following principal factors must be considered when assessing the expediency of grouting rock with cement: the geometry of the network of fracture openings, the saturated hydraulic conductivity of the fractured rock, the hydraulic head acting on the water in the rock, and the chemical composition of the ground water. On the basis of the geometry of the fractures and the thickness of each hydrostratigraphic unit, the characteristics of the cement grout are selected. As a rule, the cementing of large fractured zones with high ground water velocities is carried out using inert fillers (sand, mill slag, loam, loess, crushed limestone), special types of cement, setting accelerators, and high cement concentrations in water. Calcium chloride, soda ash, sodium silicate, sodium nitrate, amino alcohols, tin bichloride, trisulphate nitrate, and lumnite are used extensively as the setting accelerators for cement grouts. In the FRG and Poland, special cement injection compounds that embody a mixture of cement and active cement metal salts, water additives and binding substances are being used for the cementing of saturated zones with rapid ground water velocities. These reagents accelerate the rate of structure-forming reactions. In spite of the wide variety of additives used for cement grouts, the effectiveness of the method in large fractures below the water table is either poor or it leads to a very large consumption of cement due to the erosion of the grout through the cracks before it hardens. At the present time, a large number of cement types and brands are being produced by various countries. These variations permit cementing to be employed in a variety of geological conditions. However, both pure cement grout and grouts with fillers constitute unstable systems with a high water loss rate. Therefore during the grouting of finely fractured rock the cement grout's premature loss of a large amount of free water causes its consistency to increase, whereupon the grout solidifies. Consequently, it inadequately penetrates into the fine fractures of the stratum. In addition the high water loss rate in the cement grout causes unreacted cement particles to remain, which greatly reduces the grout hardness and the resulting rock strength characteristics are weakened. As a result, the binding properties of the cement are utilized perhaps up to 60%. The remaining portion is left in the grout as a filler. All these conditions significantly decrease the efficiency of the isolation effort both with respect to strength and cost. In order to expand the cement grouting method, re- search is being conducted to improve the quality of cement grout, to increase its range of application with respect to permeability control, to reduce its water loss rate and to increase its capacity to withstand the erosive and corrosive effects of poor quality ground water. Particle processing is a key to using solid particles in fuel cell applications. Selectivity with regard to reactivity, impurities, etc. is important feature and the treatment of particle surfaces could greatly impact the performance of direct carbon fuel cells. Solid fuel particles will become increasingly important in the future. Present energy conversion systems for solid fuels are too inefficient. New energy conversion systems for solid fuels with higher energy conversion efficiencies are possible. Fuel cell technology is a key-technology in these new conversion systems. The direct carbon fuel cell (DCFC) operates on carbon particles obtained from a variety of solid fuel feedstocks. The DCFC is the only fuel cell designed to directly oxidize carbon particles in a special anode chamber. The particles are generally graphite structure with high purity. The electrolyte used is the high temperature solid oxide, molten carbonate or hydroxide electrolyte. Since a pure stream of CO2 is produced the stream can easily be sequestered and disposed. Pure carbon dioxide produced as a by-product would also have a market in many industries. A well-defined technology roadmap identifying key research and development (R&D) issues is necessary to provide a framework for the development of these systems and to prevent entrenchment in inherently inefficient technologies. This review paper describes the direct carbon fuel cell and its system, how it works, the developmental status, the characteristics of the carbon particles needed, and the research and development issues for the technology. INTRODUCTION The DCFC has been under development for many years. It was researched as early as 18961), but an intense research and development is necessary to realize its potential. William W Jacques, a US electrical engineer and chemist, described a DCFC in 1896 in US Patent 555511 for a “Method of converting potential energy of carbon into electrical energy”. Jacques used coke electrodes in a molten NaOH electrolyte. Molten carbonate fuel cell (MCFC), solid oxide (SOFC) or hydroxide electrolyte (AFC) technologies can be used as the basis for the DCFC technology. A schematic of the direct carbon fuel cell in the MCFC mode is shown in Figure 1. The molten carbonate fuel cell operates at approximately 650°C (1200°F). The high operating temperature is needed to achievesufficient conductivity of the carbonate electrolyte, yet allow the use of low-cost metal cell components. A benefit associated with this high temperature is that noble metal catalysts are not required for the cell electrochemical oxidation and reduction processes. "Physical impurity transfer in solvent extraction (SX) has a significant impact on operating costs, electrowinning (EW) performance, and cathode quality. Some operations use a wash stage to limit impurity transfer by diluting the entrained pregnant leach solution (PLS) to prevent direct transfer to EW. Wash stage operating conditions vary impacting impurity transfer. A number of factors impact dilution efficiency including mixer continuity, wash aqueous acidity, and organic quality. The impact of these variables on dilution efficiency was studied and compared to current industry practice. INTRODUCTION With the exception of iron, impurity transfer in copper SX is due to PLS carryover in the loaded organic via aqueous entrainment and crud movement. The quantity of impurity transfer is influenced by many variables including operating set points, organic quality, and settler housekeeping. Crud management and treatment is a common practice aimed at minimizing transfer of impurities to EW. Crud is a complex solid-stabilized emulsion of aqueous and organic[9]. As such, it contains a large aqueous component and the associated impurities (from the PLS). A common practice is to remove interfacial crud to prevent movement. Additionally, mixer continuity can be altered to enable compaction and improve the efficiency of interfacial pumping[10]. Understanding the factors impacting aqueous entrainment and optimizing the available controls should be a key focus for any operation. Aqueous entrainment in the loaded organic can be impacted by: • Mixer continuity • Mixer organic/aqueous (O/A) ratio • Mixer speed and impeller type • Organic and aqueous depths • Specific settler flow • Use of settler internals (picket fences, coalescing packs) • Organic quality • Design and operation of loaded organic tanks Conventional thought is to run the E1 mixer in aqueous continuity to reduce aqueous entrainment. Generally, O/A ratios close to 1:1 result in improved metallurgical and physical performance. Mixer speeds should be chosen to achieve acceptable stage efficiencies while minimizing over-mixing. Organic depths can be increased in the E1 stage to increase retention time and minimize aqueous entrainment. Settler internals can also be used, but require maintenance to maintain effectiveness. The quality of the plant organic inventory will impact physical performance. Poor organic quality can lead to higher phase disengagement times increasing impurity transfer to the electrolyte. Additionally, the design and operation of the loaded organic tank can impact impurity transfer[8]. Despite the variables that can be used to reduce aqueous entrainment and crud movement, impurity transfer is still an issue in some operations. For these operations with high PLS impurity concentrations, a wash stage may be beneficial to manage impurity transfer. Understanding factors impacting wash stage performance is important to optimize performance and limit impurity transfer."

The topic of the presentation will be the excavation of 25,000 IF, 11-foot 0-inch diameter, hard rock tunnel using a Robbins boring machine on the Terror Lake Hydroelectric Project on Kodiak Island, Alaska. This tunnel was completed on a tight construction schedule under some unusual conditions. The tunnel was mined through hard massive granite with faults and high water flows up to 7,000 GPM encountered at the heading in some areas. New innovations in equipment and cutter design were used.

Automatic digital phase imaging should yield unbiased and representative characterization of gold ores. However, this is not a simple task due to low gold grades, fine grain size, possible complex mineralogy, nugget effect, etc. A critical test was done by two methods, using the same sections of a gold-rich ore: with an optical (OM) and with an electron microscope (EM). In general, the two methods are consistent and useful for ore processing. There are some minor differences e.g. the detection of very fine gold grains is enhanced by EM.

Nickel ores may be classified into two major categories : sulphide ores, and oxidized lateritic ores, these latter containing nearly 80% of the known reserves of the metal (1). Two types of lateritic ores are recognized; ores high in iron but low in magnesia and silica are known as "limonitic", while ores low in iron but containing high percentages of magnesia and silica are called "silicate" (see Table I). Sulphide ores can be beneficiated readily by conventional ore dressing techniques and the technology for nickel recovery from such ores has been well tested in a number of commercial processes (1-4). Unfortunately, no economically viable process for the concentration of nickel from low-grade deposits has yet been developed, and so only the high grade ores are able to be worked profitably. Silicate ores have been treated pyrometallurgically for the production of ferronickel (2) (3) (5); limonitic ores have been processed hydrometallurgically to produce nickel metal (2) (3) (6) (7).

The feasibility of chalcopyrite-pyrite separation in the flotation of a chalcopyritic copper ore, at reduced surface tensions regulated by methanol, was investigated. It was found that with methanol dosages from 0.5% to 1.5% v/ v, the chalcopyrite might be effectively separated from the pyrite, without use of other flotation reagents and pH regulators. However, under this simple condition, the chalcopyrite recovery was only around 50%, recommending the use of other reagents to reinforce the collector action. Low dosages of different collectors were tested, including SF-323 (Shell Float), S-6588 and S-7251 (Cytec), and S-701 (Molycop). Very promising results were obtained with low dosages of the collector S-701 and 1% v/v of methanol in the pulp, which evaluated against a reference test, gave similar copper recovery, higher Mo recovery and higher depression of pyrite. Consequently, this is an alternative process which does not require the use of lime to depress pyrite.

The Bureau of Mines has developed an equation which describes the dewatering of clay slurries with polyethylene oxide. This dewatering equation is An _ kC + b where n, k. and b are empirical constants and C is the concentration of polymer solution used for dewatering. The minimum amount of polymer required for dewatering. A is determined by titration of the clay slurry with a polymer solution. In this report, the dewatering equation is applied to data obtained for a polyacrylamide dewatering sequence. Fundamental similarities between the dewatering properties of clays and the viscosity of polymer solutions were observed. These similarities were explained by correlating an equation describing polymer configuration in solution with the dewatering equation. This correlation showed that amount of polymer required for dewatering and polymer solution viscosity are both consequences of the frictional interaction of entangled polymer coils.

The flooding of open pits is now receiving considerable attention from the mining industry as an option that may minimize environmental impacts, particularly when anoxia in pit-lake deep waters can effectively eliminate oxidation of pit-wall sulfides. This paper describes a state-of-the-art, coupled physical-geochemical pit-lake model. The model is used to verify that a controlled, two-stage infilling of the open pit at the Kori Kollo gold mine, southeast of La Paz, Bolivia, would result in a cost-effective, environmentally responsible closure strategy. By filling the pit initially with highly saline surface waters and naturally saline deep groundwater and then capping with fresh river water, a very stable and strongly stratified pit lake will be developed. In addition, the stratification will result in the isolation of metal-rich saline bottom waters from surface waters of good quality. Results of this model provide defensible predictions of the physical stability and evolution of water quality in the Kori Kollo pit lake over time. The model results indicate that anoxic conditions will develop below the fresh-saline water boundary within one to two years, followed by the rapid onset of sulfate-reducing conditions in the bottom waters. Hydrogen sulfide produced by sulfate reduction will readily react with dissolved metals to form highly insoluble metal sulfides. The process results in the gradual removal of metals from the water column and the concomitant improvement of water quality over time. A notable benefit of this strategy is that it can be fully integrated with other mine site closure options as well as future environmental-management strategies. The proposed plan allows for the safe isolation of saline waters, the potential for passive treatment in anoxic bottom waters of ARD seepage from other mine site operations, should they arise, and a repository for future reactive wastes that could be effectively isolated in a physically and chemically stable environment.

One function of Mine Safety and Health Administration (MSHA), Pittsburgh Health Technology Center's Ventilation Division is to provide assistance to MSHA enforcement and industry personnel for maintaining adequate fresh air to all areas of an underground mine. In fulfilling this objective, total mine venti1ation pressure-air quantity distribution on investigations are conducted to measure the air pressures and quantities necessary to describe and analyze the existing ventilation systems. Various ventilation parameters are calculated from these measured pressures and quantities. Some of these parameters are: pressure drop in intake and return airways, air leakage, percentages of air reaching active sections, average regulator drops, and fan pressures. The purpose of this paper is to present and compare values of ventilation parameters calculated from investigations at twenty underground coal mines.

Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research. Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May, 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

Mechanical raise and tunnel boring are new techniques to most of the mining industry. Coal, salt and potash have been bored economically, but until recently boring machines were not designed specifically for rock boring in underground mining. The construction industry has led the field of rock boring since 1854 when the first tunnel boring machines built by James S. Robbins and Associates went to work at Oahe Dam, South Dakota. Since that time the company has built boring machines for tunneling through ground conditions varying from cohesionless soil to hard rock, and in diameters ranging from 7 feet to 36 feet 8 inches. It is natural that the construction industry got the jump on mining with the use of mechanical rock boring equipment. Mines have looked for the long range answer to problems of underground excavation and they have chosen proved and established techniques they expect to employ for the next ten or twenty years. The mine development was laid out to accommodate these techniques.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. This possibility, however, is totally unrealistic because the Mill Tailings Act requires that stabilized tailings be transferred to
