Changes and the pace of change in China’s coal industry have been extraordinary during the past several years. At least 35 of the 94 former coal bureaus have been restructured into different mining companies and groups. Some of the more productive and efficient ones were further strengthened through consolidation and expansions. And several have even formed, or are in the process of forming, strategic alliances with utility companies, railroads, ports and chemical companies to secure additional reserves and coal sales. In addition, the improvement in coal pricing during the past two years has enabled China’s coal industry to move ahead with some needed changes. Coal mining accidents, though, remain a major concern for the Chinese government. Accidents remain high even though the government has made efforts to shutdown more than 55,000 unlicensed, unsafe small coal operations throughout the country.

In planning an underground room and pillar mine, the selection of the shaft or portal location and the orientation of the main haulage arteries is of paramount importance, particularly in view of the high dependence of the cost of truck haulage on the proper definition of these parameters. In an effort to facilitate this selection a computer program was written which, by relating the truck characteristics to the areal configuration of the property or ore-body, derives the volume-weighted total fuel and time requirements for hauling ore from every panel within the property to a specified portal or shaft location through a predetermined gridwork of haulage drifts. By varying the size and orientation of the gridwork and the location of the portal or shaft access, an infinite number of configurations can be investigated. The results of this analysis can be plotted to indicate the optimum conditions.

Many Third World countries of Third World Africa are well-endowed with minerals, especially gold. Political and economic conditions discouraged interest by Western capital for the several decades since colonial rule. Influence from Eastern Block countries has gone and the left wing orientation widely favored by Third World countries has almost disappeared. Under International Monetary Fund influence, these countries now solicit Western finance to expand their industries. Mining is especially encouraged. The paper describes the financing of some recent developments and examines trends and opportunities in some of the more attractive countries.

A simple finite difference algorithm has been used to compute a simulation model for unsteady-state ball milling. The model considers the mill to act as if it were three fully-mixed reactors in series (one-large/two- small), it incorporates the-Rogers-Austin mass transfer law relating mill hold-up to flow rate through the mill, and it allows for the reduction in breakage rates caused by over-filling of the mill at high flow rates. The computation is rapid and requires only small storage space. Examples are given of use of the model.

Tellurium (Te) is one of the least abundant elements in the crust and tends to form minerals associated with copper, lead, zinc and iron sulfide deposits. Today, most tellurium production comes from the anode slimes and other wastes generated in metal refining. Most of the current tellurium produced in the world is used as an alloying agent in iron and steel, as catalysts, and in the chemical industry. However, future demand and production could increase because tellurium is increasingly used in solar panels and some electronic devices. Tellurium minerals are found in Au-Ag districts in New Mexico, but were not considered important exploration targets in the past. In New Mexico, tellurium is found associated with porphyry copper deposits in southwestern New Mexico and with Au-Ag veins in the Eureka, Sylvanite, Organ, Lordsburg, Steeple Rock, Wilcox, Mogollon, Chloride, Cuchillo, Hillsboro, Zuni Mountains, White Oaks, and Nogal-Bonito districts. The only tellurium production from New Mexico has been from the Lone Pine deposit (Wilcox district), where approximately 5 tons of tellurium ore was produced. Gold-tellurides are found with gold, silver, pyrite, and fluorite in fracture-filling veins in rhyolite at Lone Pine, with reported assays as much as 5,000 ppm Te. Other districts in New Mexico have potential for tellurium, but require field evaluation.

Seven legendary figures of American mining will be enshrined in the National Mining Hall of Fame in ceremonies on Saturday, Sept. 7 at the Little America Hotel in Salt Lake City, UT. The 15th annual induction banquet will begin with a reception at 6 pm, followed at 7 pm by the dinner and the program. Of the seven inductees, one is living. He is Alexander Murray (Bud) Wilson, 80, of Los Altos, CA. Wilson led Utah Construction (later Utah International) to become one of the world’s most diversified and successful mining companies in the 1960s and 1970s. It was acquired by General Electric in 1976.

The effect of addition of a flotation collector (dodecylammonium chloride) on grinding of quartz has been studied. The data obtained are correlated with the results of tests conducted under similar chemical conditions to study influence of these additives on relevant basic sub-processes (primary breakage, pulp fluidity, and dispersion and flocculation of ground products). Such correlations suggest that the role of chemical additives in grinding is determined by their cumulative influence on the above mentioned basic properties of the system.

I also have a very close friend and fraternity brother who works and lives in Denver so I could talk on and on about this area and our western coal properties, but it's Massey's coal terminal business I'm to focus in on today, and that's a horse of a different color. On behalf of my agency, the Mine Safety and Health Administration, I would like to add my appreciation that all of you could be here today. Previous dust symposia over the years have proved the value of close cooperation among universities, government agencies, and professional societies in advancing knowledge of dust research and development in the interest of miners and the industry. I'll just comment briefly on MSHA's part of the overall effort by all parties to control miners' exposure to respirable coal dust and other airborne dusts. As you know, our agency's congressional mandate is to do what is necessary to assure that miners will have safe and healthful workplaces. In the area of coal mine health, this has meant joining with the mining community in a continuous campaign to keep respirable dust and quartz levels below applicable standards to prevent or reduce disabling coal workers' pneumoconiosis and silicosis arising from excessive exposure to respirable quartz. Currently, our agency is processing about 120,000 coal dust samples taken by MSHA and company people during the year and about 8,000 samples taken from metal and nonmetal mining operations. Our dust program, like other MSHA programs, has benefited from increased computerization of records. The attack on CWP has had the highest priority of government and industry. The goal has been to sharply reduce social costs of suffering victims and their families as well as the associated future payments under the black lung benefits program. During the 1989 fiscal year, about 104,000 former miners received about one and a half billion dollars in benefits. Since the program began, nearly 25 billion dollars have been paid out. Much progress has been made in lowering dust levels in coal mines since the standard of two milligrams per meter of air was established in 1972. Before that time, there was a 4-to-10-percent probability of a miner developing coal workers' pneumoconiosis at typical pre-1972 exposure levels. However, under the maximum respirable dust levels allowed today, this probability has been reduced to about 1 percent. Since average dust levels are lower today, we can expect fewer miners to develop CWP in the future. Out goal continues to be elimination of both coal workers' pneumoconiosis and silicosis in both coal and nonmetal mining. In 1985, MSHA revised its coal mine quartz policy to allow mine operators to submit dust samples used in setting the quartz standard. Previously, only single MSHA samples were used. Even though less than half of the mine operators have taken advantage of this change, it has provided a larger population of samples for analysis then before. Also the policy allows operations that are on a reduced quartz standard to have the standard reviewed every six months. In underground coal mining, the job of roof bolter typically has higher than normal exposures to quartz. About 45 percent of respirable dust samples from roof bolting operations contain more than 5 percent quartz and therefore are put on a reduced quartz standard. One objective of the policy revision was to improve miners' health by follow-up monitoring, and this is being done with roof bolting jobs. MSHA studies of surface coal mining operations have provided data showing that bulldozer operators and highwall rotary drill operators often have high exposure to quartz dust, and our agency is directing enforcement efforts to reducing this hazard. The use of water is still the most effective and economical means for dust control in underground coal mines today along with dilution by the ventilation current. Studies have shown that the dust capturing capacity of water is a result of a balance of many intermolecular forces. Surfactants are known to reduce such forces by affecting both the surface tension of the liquid and its interfacial tension against a solid. Surfactants can be added to the water sprays to facilitate the dust capturing capacity. A laboratory scale model has been developed in which surfactants were added to the spraying water and preliminary data indicates positive results.

These materials include a formal sustainability report prepared in accordance with the Global Reporting Initiative (GRI) guidelines (GRI, 2006), a report that outlines key SD challenges and progress toward the GRI targets, and a delineation of risks and opportunities outlined in the firm?s Form 10-K and Annual Report. In keeping with its commitments to SD targets, our client wished to consider SD issues in its decision processes for facility expansion or new projects. The company engaged CH2M HILL to meet this goal, based on working relationships established through existing contracts and CH2M HILL?s leading capabilities in sustainable solutions.

INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. The life cycle assessment and the performance of pine fence posts treated with water borne preservatives and oils after 18 years exposure in ground contact were examined in this study. Vacuum CCB treated fence posts were subsequently treated at their lowest part (ground contact) with creosote using the open hot and cold tank process and exposed under warm dry temperate climatic conditions in Greece. After 18 years exposure, samples were taken from the above ground contact, top, middle and ground contact and tested for toughness using a Denison single blow impact bending test machine. There was no significant reduction of toughness in any of these zones. Chemical analysis of the residual CCB of unexposed and exposed samples by ICP showed that copper and chromium losses were insignificant while boron losses were significant (more than 50% of the initial content). This was attributed to an effect of creosote treatment.

Kennecott's Ray mine is located about 145 km (90 miles) north of Tucson in the Mineral Creek mining district of central Arizona. Mining in the district started in the late 1800's. The Ray mine itself was first mined by under- ground methods in 1911 and was changed to an open-pit operation in 1952. Mineralization is complex and includes sulfide, silicate, and native copper mineralization, as well as minor amounts of molybdenite. Sulfide ore, mined at Ray, is shipped by rail to Kennecott's concentrator and smelter at Hayden, 32 km (20 miies) away. Silicate ore, mostly chrysocolla, is processed near the mine in a vat leaching-electro- winning plant. The mine consists of two sulfide areas: (1) the West pit and the Central pit (the original Pearl Handle pit) and (2) a silicate area on the northeast perimeter of the Central pit. The pit now is over 304 m (1000 ft) deep and approximately 3048 m (10,000 ft) long. Roads within the ultimate pit are limited to a grade of 10%, while those outside the pit are limited to 8%. The mining equipment consists of 40 Wabco 1094 (120-st) haulage trucks [ranging from 109 to 227 t (120 to 250 st)], 12 electric shovels [ranging from 6 to 23 m (7 to 25 yd)], and 3 11-m (12-yd) Dart production loaders.

The shape of particles has a significant effect on the shear strength and deformational characteristics of granular materials. Weathering can change the grain shapes. For example, more weathered sands tend to be rounder regardless of particle size. Particle shape analysis was performed on samples collected from the Questa mine rock piles, a debris flow and the pit alteration scar. In order to increase the validity of the particle shape analysis, 4 persons including 2 geologists and 2 mining engineers were involved in describing the particle shapes. The results of this analysis indicate that rock fragments in the collected samples are mainly subangular, subdiscoidal and subprismoidal. The sphericity and angularity of the rock fragments of the older analogs are similar to those of the rock piles. This suggests that short-term weathering (<100 years) has not noticeably changed the particle shapes at the test locations. Rock piles made of more angular particles are more stable compared to rock piles with rounded particles.

INTRODUCTION Today more tunnels are being bored by mechanical means in igneuus and metemorphic rocks (i.e. "hard" rocks) than ever before, and there is reason to believe that this trend will continue in the future. Because of this, there is an increasing demand fur stronger, more powerful machines and fur cutters that are capable of handling the high loads and abrasive rock conditions that often accompany hard rock tunneling. Tunnel boring machines ("TM&apos;s") built today, therefure, generally have higher thrust and torque capabilities than those built in the past, and they are equipped with the largest cutters and rings now available. The recent experience in hard rock tunneling has demunstrated that TBMs can be both efficient and ecunumical under such conditions, and that acceptable performance rates can be achieved in all but the hardest rock. In spite of this success, it is believed that improvements in buth the cost of boring and in performance rates can still be made through mudificatiuns in the existing kerf cutting system. Some impruvements in TBM performance under hard rock conditions, fur example, have already been made thruugh the development of constant section rings that maintain a constant edge width and, therefore, a constant level of performance as they wear. The recent experience in hard rock tunneling has also produced a wealth of new TBM performance data through the systematic study

This paper presents the initial findings of a research program to reduce the annual equivalent costs of belt conveying systems. The work utilizes models to predict the motion resistance of belt conveyors that take into consideration the influence of key conveyor variables, such as idler roll diameter, spacing, troughing configuration and belt width. Given a specified conveyor configuration, the capital and ongoing costs of the system can then be approximated based on the required belt, idler rolls, structure, drives, etc. The research provides a computational means to rapidly analyze a large number of potential conveyor configurations and to compare each on an annual equivalent cost basis.

Proper employment of numerical stress analysis design tools is based on the demonstrated ability of a model to capture key elements of the geologic site model and accurately simulate how these elements interact with a mine design. While these tools have progressed markedly, they are, at heart, a gross simplification of the abundant complexity of a natural setting and its response to mining. A generic deep longwall site model was developed that includes aspects of the geology of deep coal mines in the Wasatch Plateau and Book Cliffs coal fields of Utah. The site model contains a set of common features and observations of how these features typically respond to mining. This site model was the basis for evaluating use of empirical, boundary element and volume element stress analysis tools to analyze the distribution of stress around a deep longwall panel. More specifically, this evaluation examined shifting of stress to panel abutments and gob, distribution of stress in the abutment, and deformation and failure of bridging strata. Measurements of abutment stress changes at two sites in the Wasatch Plateau region were used to illustrate model calibration. Overall, these comparisons highlight the considerable differences between methods. Volume element tools can incorporate considerable detail and have fewer underlying assumptions, but this detail carries a considerable computational cost. Boundary element tools are much more efficient. But this efficiency also comes at a cost of added assumptions. These assumptions were challenged by the presence of a strong sandstone unit in the overburden, leading to boundary element results that depart significantly from volume element results. Empirical rules are the simplest, but are even more burdened by assumptions, many of which are implicit in underlying cases. Insight into the nature and impacts of underlying assumptions in each method is essential to proper use of results in mine design. "Automated Mineralogy (AM) is an important diagnostic tool in flotation plants as it adds ore and particle mineralogical properties to traditional mass and chemical data. AM is used in project development, for future ore studies and for diagnosing concentrator operations. With the exception of operations who own central laboratory or on-site systems, the use of AM is often limited to the analysis of a comparatively small set of samples. Metrix Plant Technologies has partnered with TESCAN to integrate TIMA AM technology into the implementation of Performance Assessment Campaigns (PAC). Routine daily composite samples from the mill are analysed mineralogically on a size-by-size basis over several weeks. All the relevant metallurgical, process control and mineralogical data is combined into a single large database for mass balancing and interactive examination. This paper describes the implementation and results of a PAC at the Agnico Eagle Kittilä gold mine in Finland. Although challenging, the addition of mineralogical data as dependent variables in multivariate analysis leads to a much deeper understanding of the root cause effect of events driving the flotation performance. INTRODUCTION TO STUDY The Kittilä mine, owned by Agnico Eagle, is Europe’s largest primary gold mine, with annual production of approximately 180,000 Oz. The operation is located in Lapland in northern Finland, and is currently expected to operate until 2035. The location of the operation is shown in Figure 1. Historically, the mine was an open pit, although in recent years ore is sourced solely from underground operations. The processing plant features crushing and grinding, followed by carbon flotation and sulphide flotation. Carbon concentrate is a waste stream, and sulphide concentrate reports to pressure oxidation (autoclave) and CIL circuits for gold extraction. The final flowsheet is shown in Figure 2. Following commissioning in late 2008, the operation achieved commercial production on May 1st 2009. Gold recovery in flotation gradually increased to a 92-96% range at a throughput of ~3500-4000 tonnes per day. In late 2014, the operation commissioned a plant expansion to ~5000 tonnes per day. Following a commissioning period, the operation stabilised with recoveries in a 90-94% range, which over any given period was determined to be ~2% lower with statistical significance. The trends from start-up of gold recovery in flotation and throughput are shown as follows in Figure 3. In early 2016, Agnico Eagle Kittilä mine, along with Agnico Eagle Technical Services (AETS) partnered with Metrix Plant Technologies and TESCAN, to perform a Performance Assessment Campaign (PAC) at Kittilä, involving automated mineralogy on five key streams at Kittilä on 40 days selected from a 50 day period between February 15th and April 4th 2016, when plant operations were stable. In addition to the mineralogical data, metallurgical and operational data were pooled into a single, powerful database to explore opportunities for the operation to improve recovery in a sustained manner, ideally to the levels pre-expansion."
