A cooperative study was undertaken by representatives of the environmental community, the mining industry, and state government to identify and resolve environmental issues associated with base and precious metal mining in a neutral atmosphere before a commercial mining development is announced. The study included testing Minnesota's as-yet-untried non-ferrous mining regulatory program using three hypothetical mining developments sited in environ-mentally sensitive areas where future mining could occur. Results include identification of critical paths for regulatory decision making, identification of particularly sensitive environ-mental issues that will need continued deliberation before resolution, and characterization of data necessary for environmental review and permitting decisions.

DR iron') is a generic term for metallized product that results from the direct or solid state reduction of iron ore. In direct reduction, iron oxides are reduced to metallic iron in the solid state without an intermediate melting step. MIDREX ® Iron is the DR iron material produced in the MIDREX ® Direct Reduction Process. Except for some thermal and mechanical degradation, the external physical form of as-reduced DR iron is the same as the feed material. Chemically, oxygen associated with iron is removed leaving a very porous structure. Figure 1 is the scanning electron micrograph (SEM) of the internal surface of a MIDREX Iron pellet obtained from a Swedish oxide pellet during reduction at 760 °C. Figure 2 is the SEM of a polished and etched cross-section through the same pellet showing the amount of intraparticle porosity. As a result of this high porosity, apparent density of DR iron is relatively low, typically a¬round 2 g/cm3, and specific surface is extremely high, typically around 1.0 m2/g or more. Both density and specific surface depend on the raw materi¬al and the operating conditions of the direct reduction plant. Normally, more than 97% of the available iron is reduced into metallic iron with the rest mainly in the form of wustite (FeO). During direct reduction, the gangue in the iron remains essentially unchanged. Removal of oxygen and the corre¬sponding reduction in weight result in a slightly higher percentage gangue in the product than in the raw material.

Research methods to develop an economic model for the determination of regional mineral advantage are discussed. An industrial complex conceptual framework is used to study potential mineral resource outputs of Kansas. A procedure for making a comparative cost analysis of potential outputs for a Kansas-based industrial complex is outlined and illustrated. Methods for estimating aggregate demand and for developing an input-output matrix for a hypothetical limestone complex are explained. The input-output matrix is expressed in physical units. A computer algorithm for converting physical production data and input cost data into total cost per unit of output information is briefly explained and flowcharted. Limitations and usefulness of this procedure in determining regional advantages are surveyed.

Introduction It is generally accepted as dogma that sampling contributes most of the error in gold fire assays. Differences in assay results on pulps from the same sample interval are frequently regarded as evidence of the presence of the so called "nugget effect" of relatively coarse gold particles. It is true that coarse gold particles can contribute to substantial sampling fluctuations. But, while the process of sampling is probably the major source of error, the analytical process cannot be completely ignored as a possible contributor to erratic assay results. To maintain a stable assay process, the analytic part of the system must also be kept in control. One method of monitoring the performance of the analytic system is to systematically assay standard materials, whose sampling characteristics are carefully controlled. Gold assay standards are not prepared, nor can they be prepared, to account for both sampling and analytical errors. It is not possible to send coarse material to a lab for both preparation (i.e., comminution and splitting) and fire assaying and then come to conclusions only about the fire-assay process. Because most gold ores are very heterogeneous, sampling errors would, in most cases, completely mask the contribution of the analytical errors. Assay-standard material is prepared only to assess the accuracy and variability in the fire assay process. Because the objective of the assay standard is to provide information about the fire assaying, it is necessary to control the sampling error of the standard material, so that it is only a minor constituent of the discrepancies observed in any assay results. To do this requires that the particle size of the standard material be reduced to a point where the relative standard deviation of the sampling error (i.e... the standard deviation of the errors divided by the average gold content of the material) is 2% or less. For all but very homogeneous mineralization, this means that the material must be reduced to 100% -150 mesh before the sampling errors are adequately controlled. However, even reducing the particle size can contribute to sampling problems. The liberation of gold may cause segregation that can cause large sampling fluctuations that are not easily controlled while maintaining the desired grade. Because, in most cases, the standard material would already be in the "pulp" state when it is submitted to a lab for assay, it is not possible to entirely conceal the nature of the sample from the lab. This is a problem inherent in using assay standard material. Because of the contribution of sampling to error generation in the assay process, the use of "coarse" material does not solve the problem of submitting a totally "blind" standard to the lab. In the sections that follow, the selection, preparation, testing and use of gold fire assay standard material is discussed. While some may dismiss the production of standard material as folly, it is possible to produce and utilize standard material to stabilize and improve the fire-assay process to produce more reliable assay results. Material selection It is desirable to use material that has as nearly the same metallurgical characteristics as the samples with which the standards will be included. However, this is usually difficult. For many reasons, including the particle size at which a significant amount of the gold mineral is liberated, the sampling characteristics of even -150-mesh material may preclude the use of geologically and metallurgically similar ore as a standard. It is usually easier to get material having desirable grade characteristics with the necessary sampling properties than it is to find geologically and metallurgically similar material with the required sampling characteristics. High-grade standards are especially difficult to find and prepare. This is because, as grade increases, the size of the gold particles usually increases. Larger gold particles are liberated and tend to segregate during comminution, and the homogeneity of the material cannot be maintained. For grades much above 3 g/t (0.088 oz/ton), it is very difficult to find material that has the proper sampling properties. Old mill tailings are likely candidates for assay standards. Some of these have sufficiently homogeneous mineral contents, so that the sampling errors can be effectively controlled. Where mill tailings are either not available or are not acceptable, mineralization that has exhibited homogeneous results in reassays of the pulp material is also a good candidate for the standard. Finally, the mineralized rock being sampled may (and should) be used if adequate homogeneity in the -150mesh material exists. "Adequate" ("acceptable") homogeneity is defined below.) Some attempts were made to recover and remove heavy metal elements, such as uranium, copper and chromium, from aqueous systems by using several phosphate compounds. The phosphorylated derivatives of polysaccharides, chitin phosphate, chitosan phosphate and cellulose phosphate, have high abilities to accumulate heavy metals, such as uranium, copper, manganese, cobalt, cadmium, zinc, nickel and chromium, compared with non-phosphorylated polysaccharides. In order to obtain basic information on the recovery and removal of uranium that may be present in industrial effluents, mine waste water and seawater, the adsorption of uranium by chitin phosphate and chitosan phosphate was investigated in details. The adsorption of uranium by chitin phosphate and chitosan phosphate was much greater than copper, cadmium, manganese, zinc, cobalt, nickel, magnesium and calcium. The adsorption of uranium was very rapid and was affected by pH of the solution, temperature. granule radius and co-existence of carbonate ion. The amounts of uranium adsorbed on the adsorbents increased linearly as the external uranium concentration increased. Uranium adsorbed on chitin phosphate easily desorbed with diluted sodium carbonate solution. On the other hand, uranyl and cobalt ions were separated from each other by using chitin phosphate. Along with these fundamental research, some attempts were made to recover uranium from seawater.

The Extent of Government Involvement In 1982 national governments in the Non-Socialist world owned at least some equity share in an estimated 49 percent of the bauxite mining capacity located in their own countries.* By comparison, as Figure 1 shows, in the same year governments owned at least part of an estimated 33 per cent of primary aluminium smelting capacity. In other industries, national, or state governments in 1982 held at least part ownership of mining capacity in 42 per cent in the copper industry, 34 per cent in the tin industry, 23 per cent of the zinc industry, 15 per cent of the lead industry and 11 per cent in the nickel industry. Thus while within the aluminium industry attention has focussed on the share of government ownership in the primary aluminium sector, national government involvement through ownership is larger in the bauxite sector. Moreover, ownership by government is more widespread in the mining of bauxite than in the mining of all other principal non-ferrous base metals. Yet while the equity participation of governments in the bauxite sector is widespread, it is but one of many forms of government involvement. In addition to direct ownership or equity participation domestic government involvement has taken the form of legislation to protect the environment, controls on the level of production, insistence on the export of ore, pressure to maintain levels of employment, controls on the type of fuel used, foreign exchange *Capacity which is owned in whole or in part is included within the state sector, but capacity in one country which is owned by a wholly or partly owned government company in another company is not included in the state sector; e.g. the capacity of the Trombetas mine is included in the state sector but the capacity of Delphi bauxite would not be included.

"In slurry balanced shield tunneling, how to ensure the safety of construction and to reduce the influence on the environment has arisen wide attention of scholars both at home and abroad. But now it is still in the stage of experience as to the instability mechanism of the slurry shield tunneling excavation and its stability analysis. Based on the large-diameter model tests and FLAC 3D, the effect of the different waterhead (non-water, 0.9m and 1.1m) on stability of excavation face of slurry balanced shield is investigated, and the stability mechanics is proposed. The results show that: waterhead heights play an important role on excavation face instability features of slurry balanced shield in sandy stratum, Regarding the different waterhead heights, the development mode of the excavation face instability features can be divided into non-water mode, lower-waterhead mode and higher-waterhead mode; soil arching is existed in the process of excavation face instability, the settlement of ground lags behind excavation face failure, the soil arching will block or eliminate the effects of ground settlement; excess pore water pressure need to be considered besides earth pressure and hydrostatic pressure when the supporting force is calculated. INTRODUCTION With the development of the society, for the cities all over the world, the exploitation of underground space has become an important measure to solve the problems about population, resources and environment and an important way to heal the city syndrome and implement the sustainable development strategy of city. From 1993 through 1999, Cyprus Amax Minerals successfully completed eight major construction projects around the world. Six greenfield mines were brought into production, an ongoing operation was completely modernized and an environmental issue was appropriately remediated. The projects stretched over three continents: from arctic Russia to the Atacama Desert, from sea level to an elevation of 4,900 m (16,00Oft), from city suburbs to remote wilderness and from a low of US$130 million to more than US$ 1billion. The operations included open-pit and underground mines, mill and leach facilities and involved gold, copper, molybdenum and coal. The diversity of these projects inspired Cyprus Amax to create a "best-practices” project-management protocol to steer corporate expansion in the new millennium. This paper summarizes these best practices, while highlighting the project-management pirfalls to avoid.

This paper addresses the question ?What constitutes the right level of investment in community goodwill?? Mining companies are still grappling with this subject even though the business case for community investment has been accepted at a general level, as a strategy for competitive differentiation, risk mitigation and a desire to deliver - and to be seen to deliver - a ?net benefit? to affected communities. Gaining senior management commitment to long term social projects, by definition characterized by uncertainty and complexity, is made easier if projects are shown to benefit the site?s strategic goals. Case study research amongst mining companies, including interviews with social investment decision-makers, has assisted in developing a SI-DAT (Social Investment Decision Analysis Tool), a decision model for evaluating social projects in order to create value for both the company and community. Multi-criteria decision analysis techniques integrating business planning processes with social impact assessment have proved useful in assisting mining companies think beyond seeking access to required lands and peaceful relations, to how they can meet their business goals and contribute to regional development.

BACKGROUND This paper discusses work performed as part the rehabilitation of the gravity flow section of the New Croton Aqueduct (NCA) during an approximately two year period between 2004 and 2006. The goal of the project was to restore the gravity flow section of the NCA to optimal operating condition, extending the lifespan of this significant water supply for the New York City metropolitan area. Rehabilitation of the NCA was purposely scheduled before the completion of the new NCA Water Treatment Plant now under construction (Figure 1). The NCA is a 3.73 to 4.34 m (12.25 to 14.25 ft) diameter brick-lined circular andhorseshoe shaped water tunnel constructed between 1885 and 1891. The NCA conveys water for approximately 50 km (31 miles) by gravity and pressurized flow from the New Croton Reservoir in Westchester County, NY to distribution and reservoir points along its alignment, terminating at a distribution station at 135th Street and Convent Avenue in Manhattan, NY. Prominent features of the NCA include a large intake facility at New Croton Reservoir, 38.6 km (24 miles) of gravity flow horseshoe shaped aqueduct, 11.3 km (7 miles) of pressurized flow circular aqueduct, 2 siphons, and 36 open shafts and headhouse chambers which are used as sampling, access and blow-off locations. Until a partial inspection in 1982, the NCA had flowed continuously since its completion nearly 100 years prior. Flow tests have confirmed that the NCA can convey up to 12.7 m3/s (290 mgd) (Figure 2). Cover depths of NCA vary considerably, ranging from a few to hundreds of meters, typically of hard rock. Primarily mined using means conventional for the late1800s, construction of the NCA also employed cut and cover methods in several low-lying sections of the alignment, totaling approximately 1.6 km (1 mile). The NCA crosses through numerous lithologic changes, fault/shear zones and under several significant water bodies including the Pocantico, Saw Mill and Harlem Rivers and the Tarrytown Reservoir. The NCA passes under the Harlem River as a siphon at a depth of approximately 122 m (400 ft) below grade (Figure 3). Soon after construction the Aqueduct Commission Reports on the New Croton Aqueduct documented prominent defects such as large voids behind the lining. More recently, large-scale inspections of the gravity flow section performed during the 1990sand a 2004 inspection of portions of the pressurized sections of the NCA have revealed additional defects such as open and/or deteriorated masonry joints/cracks, leaks ranging from trickles to several liters per minute into and out of the NCA, missing bricks, formed openings, and in one place, a rupture through the liner with discernable

If the communication/tracking system of an underground mine is severely damaged in a large mine accident or explosion, a surface based seismic system could be the only available tool for locating any trapped miners. This paper documents a field test of a seismic system at a room-and-pillar coal mine in Eastern Kentucky. Testing was performed at 6 different depths (450, 575, 750, 1175, 1525 and 1700 ft) above the mine. For each location underground, the miners pounded a ?set? of 5 ?repetitions? on the roof with each repetition being about one second apart. Over the 3 day field test, 63 sets of underground miners? pounding were detected by the seismic system at depths up to 1175 ft and at horizontal offsets up to 890 ft. Also during the testing, the observed signal strength generated by pounding with a crib blocks was seen to average 180% stronger than the observed signal strength generated by pounding with a sledgehammer. Ultimately, this field test was very successful and definitively demonstrated the ability of the seismic system to detect potential trapped miners? pounding up to a depth of 1175 ft.

In response, global Internet-based marketplaces to deliver business-to-business (B2B) e-commerce solutions are being established to reduce costs and improve efficiencies across the mining industry supply chain as well as with customers. Over time these marketplaces will likely evolve to create an integrated supply chain solution, layer in value-added services, and develop mining community portals with industry content. Significant opportunities to help reduce costs and create value are available in mining e-procurement as well as in on-line product sales. The supply chain for the industry is highly fragmented and many mining companies have numerous inefficiencies in procurement. An e-procurement marketplace (or "exchange") can immediately address these inefficiencies and offer numerous benefits to buyers and suppliers. These benefits include improved sourcing options, inventory cost reduction, transaction cost reduction, access to value-added services, lower customer and supplier acquisition costs, improved reach, and improved information flows.

With the passage of Mexico's Mining Law in 1992, the tax treaty with the US in the same year, and the passage of the North American Free Trade Agreement, gold mining for non-Mexican mining companies in Mexico has changed dramatically. The statutory changes have created an opportunity for non-Mexican precious metals' producers to own 100% of a Mexican gold concession. This paper examines the financial feasibility of a hypothetical gold mine and processing plant in Mexico. The analysis includes the operational consequences of the recent weakness of the peso, as well as tax and employment issues.

Dissolution within Permian evaporites of the Delaware basin has created extreme lateral geologic and physical property inhomogeneity within and above the evaporites. Discriminating a sulfur deposit's geophysical signature from other variances is difficult. This is particularly true of porosity-dependent gravity and electrical methods. However, other techniques that detect alteration of strata above sulfur deposits may be applicable individually or in combination with other types of data. Relationships between sulfur deposits and gravity, magnetic, gamma radiation, spontaneous potential, and soil geochemical measurements are illustrated by data from several Delaware basin geophysical and geochemical surveys.

For more than fifty years Walter Kidde & Company, Inc. has engaged in the development and manufacturing of both fire suppression and detection equipment. Our initial work for the mining industry centered around dry chemical extinguish-ing equipment for mine haulage cars. To fulfill this need, Kidde engineered and developed a manually activated dry chemical system to provide protection for the wheel wells, cable reels, and motor compartments on various pieces of underground mining equipment. The next phase of mining operation fire protection for Kidde was the area of detection and automatic fire suppression for conveyor belt heads. Early in 1970, a field evaluation program and belt head demonstration unit was taken to 10 areas throughout West Virginia, Kentucky, Pennsylvania, and Ohio. This extensive field program was a joint effort with National Mine Service Company of Pittsburgh, Pennsylvania. The objectives of this program were to study mine hazard problems and to determine further requirements of mine operators. The resulting belt head detection system centered around our Continuous Strip Thermistor Core heat detector in conjunction with a Kidde stored pressure dry chemical extinguishing system. Continuous Strip detection has been in use for a number of years in aerospace applications. It has proven flexible and reliable for the rapid detection of overheat conditions and fires in engines of over half the aircraft flying today. The use of Continuous Strip gave us flexibility to protect surface areas over and around the actual conveyor belt head equipment. The nature of Continuous Strip allows us to bend, wrap, and attach the 20 foot long thermistor element over the desired protected points of the belt head. An integral part of the conveyor belt head protection system is the control panel utilizing our comprehensive knowledge of fire alarm control logic. This panel contains supervision circuits which sound trouble signals upon detecting a break in the Continuous Strip; breaks in the wiring to the remote electrical extinguishing activators or to the alarm bell; or loss of primary power. This work is concerned with the extraction of refractory metals using an electro-reduction process, in which a molten oxide melt, instead of halide, is used as the electrolyte. The process may provide an alternative method of producing refractory metals from their ores through use of a reverse-polarity direct current (DC) plasma arc heating process. In such a process, the plasma torch itself acts as an anode, and resulting liquid or solid product metals work as a cathode, whereas the molten oxide melt plays the role of an electron transfer layer. The focus of this study is: the electro-reduction of scheelite; vanadium pentoxide; and chromite. For the vanadium pentoxide, the proposed melt is mainly composed of CaO-V2O5/Li2O-B2O3-V2O5or FeO-CaO-SiO2-V2O5-Li2O with the addition of other alkali and alkaline metal oxides. In the case of scheelite ore, the SiO2-CaO-Li2O-WO3system is used as melt and metal aluminum or nickel could be used as a collecting media. As for the reduction of chromite ore, SiO2-CaO-Cr2O3-Li2O system with trace amount of CaF2is used as the melt. As a demonstration, chromium was successfully produced at a laboratory scale through the plasma driven electro-reduction process. One of the studied slags had a composition of 13.8% CaO; 4.9%CaF2; 36.4% Cr2O3; 6.9% Li2O; and 38.0% SiO2. Two observations are significant in this laboratory scale study. The first one was that the amount of Cr2O3and FeO, which were predominantly electronic conductors in the oxide melt, greatly affected the conducting mechanism of the melt. With high concentration of Cr2O3and FeO in the melt, the current efficiency was fairly low. In this case, chromium was found to be barely reduced because of electronic conducting mechanism. For example, with initial slag of 60% Cr2O3, no chromium was found reduced. With low concentration of Cr2O3and FeO in the studied melt, typically no more than 30% Cr2O3, it was observed that chromium was readily reduced due to the dominant ionic conducting mechanism. The second observation was that the addition of SiO2tothe melt helped to make the oxide melt more ionic, which was apparently desirable to the molten oxide electrolysis. However, high content of silica had a negative effect on the fluidity of the melt. This was resolved by adding trace amounts of CaF2to the melt. Therefore, by judicious selection of oxide melt, refractory metal oxides might be dissolved into it and yet the melt itself retains the required ionicity. A reverse-polarity DC plasma driven molten oxide electrolysis may prove to be a viable alternative route for the extractive metallurgy of refractory metals.

Rather than reiterate what is well known about the flotation of the non-sulfide minerals, emphasis has been placed on those separations which are not so effective. These difficult separations are largely connected with problems of selectivity in the flotation of the base metal oxides, the other slightly soluble minerals, the insoluble oxides and the naturally floatable minerals. The paper discusses possible methods of improving selectivity between similar species and of improving selectivity against the gangue minerals.

With the current trends of increasing costs and decreasing head grades the mineral industry is no longer operating in very high profit areas and has been forced to pay greater attention to the application of modern technology. Although here are many technological advances to the credit of the industry in recent years there are still many processes being operated in the traditional manner and still many areas awaiting the application of methods which have been proven in other industries. Compared with the chemical industry the mineral industry is seriously ageing in the general areas of process analysis and process control, more so than can be justified by the complications arising from having to deal with particulate systems with properties far different from ideal, or even non-ideal, liquid systems. One area in which there has been a remarkable lack of application in the Mineral industry is that of analog computation and the authors feel that there is considerable scope for the use of the analog computer in studying mineral industry processes. The paper outlines the basic principles and features of the analog computer and describes its role as a simulation tool in some engineering and mineral processing systems.

The use of more productive mining equipment, the tendency to longer development and the advent of new mining methods have introduced new challenges to the ventilation practitioner in Western Australia. These new and more productive mining methods have presented specific ventilation problems, that if not properly addressed, present additional hazards to miners. Factors influencing the increased hazards are larger diesel units, the use of series ventilation systems and an increasing incidences of long (single entry) development and production headings where miners could be trapped in a fire emergency. This paper discusses these new ventilation safety challenges, how they have been and are being addressed, and the legislation changes that take cognisance of technological developments.
