Because of the Chilean Ministry of Mining's interest in the development of industrial minerals, the Chilean Geological and Mining Service (Servicio Nacional de Geología y Minería, SERNAGEOMIN) has carried out a research program during the last two years to identify projects that represent interesting investment opportunities for small- to medium-scale operations in Chile. Most important of these projects are: (1) Quebrada Lluta aluminum sulphate, for drinking- and industrial-water treatment, with a potential domestic and foreign mar- ket of almost 43,000 tonnes per year and investments of about US$1.8 million; (2) Quebrada Lluta-Quebrada Cardones pumice, for abrasives, filters, fillers, and light- weight aggregates, with a potential market of about 30,000 tonnes per year, and in- vestments of US$2.0 million; (3) El Maule dolomite, for soil conditioner and iron smelting, with a total potential domestic market of some 60,000 tonnes per year, and estimated investments of US$2.0 million; (4) Las Escaleras bentonite, for animal feed, pelletising, and oil absorbents, with a potential market of almost 6,000 tonnes per year, and investments of about US$2.4 million; (5) Laraquete-Carampangue andalucite, for alumina refractories, with a future total domestic and foreign demand of about 15,000 tonnes per year, and estimated investments of US$2-2.5 million; (6) Rio Lía garnet, for fillers and sand-blasting abrasives, whose domestic market represents 10,000 tonnes per year, with investments of US$2.3 million; and (7) Munilque pumice, for building bricks and panels, with a potential domestic market of 250,000 tonnes per year, and investments of US$1.4 million. The development of these projects will represent an important increase and a significant diversification in Chilean industrial-minerals production.

INTRODUCTION Interest in the recovery of methane from coalbeds has increased rapidly over recent years, because of its potential as an energy resource and to alleviate pollution and safety problems. The resource base of coalbed methane in the United States has been estimated at 11.2 Gm3, roughly equivalent to 20 years consumption (Mroz et al., 1983; Kuuskraa and Brandenburg, 1989). Methane contributes to the adverse environmental impacts of global warming, tropospheric ozone formation (smog), and potentially stratospheric ozone destruction. Association of methane with coal has always presented a safety problem in mines due to the potential for explosions. The rate of release of methane depends on the amount adsorbed by the coal, the adsorption isotherm for the coal, and the size of the coal particles. Mining operations can affect the particle size distribution and the production of fines and therefore the rate of release. The time the mined coal remains in the mine may also be important in determining total emissions. The methane content of some Utah coals was determined in this study. The methane content of the coals is compared with the chemical and physical properties of the coals and the properties of the seam and neighboring strata. Correlations are developed to better understand the formation and retention of methane by these coal seams. METHANE FORMATION IN COALBEDS Three mechanisms for methane formation may be considered: (1) nonbiogenic formation, (2) formation by anaerobic bacteria during plant material deposition and the early stages of diagenesis, and (3) formation from pyrolysis of coal material during coal maturation. Nonbiogenic formation by thermal processes involving carbon- and hydrogen-containing compounds has been proposed as a mechanism for methane formation in the earth. It is not likely to be of importance where other fossil fuel materials are present. Coal would not survive the temperatures required and hence the methane would need to migrate and be trapped by the coal seam. This mechanism is unlikely for coalbed methane. Formation of methane by anaerobic bacteria undoubtedly occurs during coalification, but the methane may not be trapped until the pore system of the coal is developed, and would likely be displaced by methane formed during further coalification. Methane formed by maturation of the coal material as it progresses from peat to coals of various rank is the most probable mechanism for the formation of coalbed methane. Most of the methane is adsorbed onto the walls of microvoids in coal. It has been estimated that the surface area of one kilogram of coal is between 20,000 m2 to 200,000 m2. Surface area measurements depend on the coal and also on the method of measurement. At 20 atmospheres, in some coals, the adsorbed methane is 10 times greater than methane as a free gas. At 100 atmospheres the adsorbed gas can be as densely packed as a liquid. The volume of methane gas held in coal depends on the volume of gas that exists as a free gas and the adsorbed gas capacity. The volume of free gas in the coal can be calculated from the kinetic theory of gases (methane can be assumed to be an ideal gas because errors would not be greater than 1 % for normal mining pressures). Langmuir (1916) derived an equation for the adsorption of gases on uniform surfaces and this is applied to the adsorption of methane on coal:

I cannot help but be reminded, as I stand here today, of my boyhood years and heritage, both of which are inextricably tied to this very valley and are, in a: bay, apropos of the theme of this Keynote Session. I remember the scarcity of people. For example, 48, 000 in Phoenix and 436, 000 in the State in 1930 and 65,000 in Phoenix and 499, 000 in the State in 1940. Today Phoenix boasts a population of over 500, 000 and the State a population of 1, 500,000. I remember the' lack of facilities, goods and services, including gas and electric power. I recall stories of my grandfather who had the freighting or teaming contract to haul all the supplies and generating equipment, by wagon mind you, up the old Apache Trail to Roosevelt Dam. . .a three day trip from the nearest railhead which, by the way, was not Phoenix, for it did not merit a railhead on those days, but the village of Maricopa approximately 25 miles south of Phoenix. I remember chopping firewood, heating wash water on an open fire in a No. 3 wash tub at the rear of the house and doing my school homework by the light of a kerosene lamp just 25 to 35 years ago within what is now a large metropolitan area

Until 1956, drill and blast was the only way to excavate rock. In that year, a tunneling machine using disc type cutters economically bored a small Toronto tunnel. Its amazing 105 ft/day set a new world record and set the stage for a new industry. The Disc Cutter Role in Excavation Mechanical excavation of hard rock is by now deeply ensconced in the heavy civil construction industry. All over the world, from the Swiss Alp Melange to Hong Kong Granite, to New York Gneiss, huge Tunneling Boring Machines (TBMs) create transportation, water and sewer tunnels. Powerful machines, boasting as much as 6000 hp, bore through rock, excavating in excess of 1400 tons per hour. The tool that makes this tunneling phenomenon possible is the single blade, rolling disc cutter. These hardened steel discs, from 15 1/2 to 19 inches diameter are arranged on a rotating cutterhead, to cut concentric circles in the rock. As the machine is propelled forward under great pressure, rock below each cutter is crushed. But the efficiency of the cutterhead is derived from the science of cutter spacing (distance between cutter paths). The majority of the rock excavated is not crushed, but flakes off in chips and chunks. No pick, tooth, or drag type cutting tool can duplicate the performance of a disc cutter. The economic use of drag type tools is limited to as low as 5,000 psi UCS rock strength in massive formations. In weakly bonded, foliated rock, drag tools do better, but are still limited to rock generally less than 15,000 psi.

In this paper, the flotation rule and behaviors of kyanite-group polymerphous minerals were studied in modified Hallimond tube in detail. Furthermore, the energy change of collector/mineral systems before and after adsorption and the net charge densities of the atoms on the minerals surfaces were calculated by use of quantum chemistry. The flotabilities in minerals were successfully explained.

In 1973 housing and construction conflicts threatened Front Range gravel resources. The legislature addressed the problem by passing HB 1529, which required the Colorado Geological Survey to map the deposits and forbid local governments to change lands over commercial mineral deposits from zones allowing mineral development to zoning which conflicted with development. It charged counties to develop Master Plans for Extraction. Plans must consider resource quality, multiple-sequential-use potential, surrounding area compatibility, neighbors, quality of Life, extraction maximization and reclamation potential. Imprecisely worded statutes, budgetary constraints, lack of enforcement and political pressures have limited benefits from the law.

The Anshan Iron and Steel Co. (AISC) broke its steelmaking design capacity in 1978, bringing its total production of steel products to 6.86 Mt. Located south of the industrial city of Shenyang, Liaoning Province, in northeastern China, it is by far China’s most important iron and steel complex, ranking twentieth among world centers. The complex represents a unique blend of old ecluipment and new ideas for increased production and improved products. Under a state plan, the Chinese hope to raise capacity to almost 15 Mt/a in the future. Originally started by the Japanese in the early 1920s, Anshan has had a rather turbulent 60-year history. It was disassembled by the Soviets after World War II, only to be reassembled by them in the 1950s. Production was also suppressed during the Cultural Revolution. Since the present-day organization, AISC, emerged, the center has experienced progressively improving conditions as well as increased production. Today, the center includes 10 blast furnaces, 24 open hearths, and two basic oxygen units, designed for 7 Mt/a ironmaking and 6.5 Mt/a steelmaking. In addition, it has six batteries of cokemaking facilities with combined 4.4-Mt/a capacity. Solid Iron Resources Anshan’s iron resources consist of a proven reserve base of over 7 Gt of 30~0 Fe, according to Kao Yang, president of the Anshan Iron Mining Co., a subsidiary of AI SC, Most of that, he continued, is amenable to surface mining. Five major mines located to the north and northeast of the city of Anshan are the principal iron ore producers. These mines trend in a somewhat circular manner and combined, represent an estimated 28.6 Ylt/a of ore capacity. In addition, some 2.2 Gt of magnesite, a necessary ingredient in steelmaking, are also part of the reserve base, according to Kao. Annual production is around .2 Mt/a of 47% magnesite, well over the steelmaking center’s annual requirements, Excess production is shipped to other steel-making centers. The largest of Anshau’s open-pit mines is the Chitashan operation with a design capacity of 8 Mt/a. Ore reserves here are well over a billion tons of 30% Fe. Earlier plans to expand production at this mine to 15 Mt/a, with the help of US Steel, have been temporarily shelved. The other mines in the district and their rated design capacity are: Kungchangling, 7 Mt/a; Donganshan, 6.4 Mt/a; Dakushan, 4.2 Mt/ti; and Yenchienshan, 3.0 Mt/a. The Kungchangling mine is the richest in terms of ore grade at 6076 Fe. Reserves are somewhat smaller at 100 Mt. The unit also operates a small shrinkage stoping operation. Hydraulic coal mining is being successfully practiced in China, U.S.S.R., Japan and Canada and in each country, excepting Japan where suitable sites are not available, the system is being expanded to either existing conventional mines or new mines. Productivity levels and economics at these mines are in all cases better than the productivities achieved in conventional mines in the same general localities. In the U.S.S.R. face productivities approaching 50 tons per man shift have been reported while in Canada the latest statistics show average face area productivity levels are in the region of 200 tons per man shift production monitor. In the United States hydraulic mining has not been actively pursued to the same degree and consequently there are no full scale hydraulic coal mines in operation or construction. Because many of the coal measures in the Western U.S.A. are generally somewhat similar to those being successfully hydraulic mined in Western Canada and parts of Siberia it is realistic to believe that successful hydraulic mines can be designed and developed in the Western U.S.A. Particularly if the vast technological base that already exists is used to improve on other people's ideas, systems, methods and equipment.

Gold ores containing antimony suffer from poor recoveries of gold in cyanidation due to the impact of antimony on the cyanidation process. Techniques such as lowering the pH for cyanidation can improve gold recovery, nevertheless a limit can be reached where high cyanide consumption makes traditional processing uneconomic. The paper outlines a process for the pre-treatment of gold-antimony concentrates to remove the antimony resulting in a low-antimony content gold-bearing residue suitable for efficient treatment for gold recovery through cyanidation. This hydrometallurgical process produces a by-product credit of commercial grade antimony trioxide as Senarmontite that can significantly offset the cost of the pre-treatment.

Arising out of the world energy crisis and the increasing demand for nuclear fuels, the Elliot Lake operation of Denison Mines Limited is currently expanding its facilities to meet its increased contractual obligations of some 90,500,000 kg of uranium oxide between now and the year 2011. The mining of uranium is subjected to increasingly stringent environmental controls by governmental and associated agencies so as to safeguard the health of the employees. A heavy burden of responsibility is thus placed on the Ventilation Department to ensure, through efficient planning and good control, that satisfactory ventilation conditions prevail throughout the entire operation. Management realized at the outset of the present phase of this expansion, that the establishment of a properly organized and administered Ventilation Department would be essential to ensure that long term production goals are achieved within the numerous constraints imposed by existing legislation. The paper describes the formation of the department by recruiting technically competent, but largely inexperienced, ventilation personnel, their practical training programme, the departmental structure and the operational and control responsibilities of the ventilation staff.

The El Sauzal deposit is a classic, high sulfidation, epithermal gold system located in southwestern Chihuahua State, Mexico. The prospect was discovered by a Francisco Gold Corp. geologist in1995. El Sauzal was encountered as a result of an extensive grass-root exploration program in the rugged, dissected volcanic terrains of the Sierra Madre Occidental, around the historical Batopilas Silver Camp. At El Sauzal, high grade gold is hosted within a series of more permeable, low-dipping, lithic and fine-grained dacitic rocks of early Tertiary age. The mineralization appears to be both structurally and lithologically controlled. The alteration characteristics are typical of a high sulfidation system including kaolinite, illite, alunite, dickite and pyrophyllite. The deposit’s gold distribution, as recorded from drill-hole data and surface samples, varies from 0.2 to 650.0 g/t. The estimated geological resource, as calculated from an independent study completed in 1998, was 3.0 million oz @ 2.03 g/t including a minable reserve of1.8 million oz @ 3.3 g/t.

A rock classification for drilling and boring is presented covering most equipment types and providing an estimation of the key parameters for operation, such as thrust and speed, and of performance such as penetration rate and bit life. Drilling and boring are significant and integral aspects of both the mining and heavy construction industries. Together these constitute over 20% of the G.N.P. Drilling and boring represent the most arduous mechanical processes performed in industry. Their misapplication quickly leads to equipment destruction, hazards, and to major delays. The classification is unified in two ways: 1) for a particular rock class several parameters can be estimated, 2) the classification integrates most excavating activities (i.e. digging, ripping and even blasting), and is derived from ground control. The rock classification provides a job property, based on fundamental and index properties, which yields quick and rough estimates of vital information. However it does not obviate the need for a more thorough analysis, and maintaining field records. BACKGROUND In order to adequately describe a drilling operation the conditions, activity, and equipment must be characterized. Of these the major independent variables are the conditions. Conditions focus on the geologic mass and also consider whether the site is surface or underground. The primary component of the geologic mass is the rock type, detailed below in Rock Characteristics. The other components

Introduction Heap and dump leaching are low-cost metal production techniques that are gaining in popularity among gold and copper producers. However, the flow of solution in heaps and dumps has received little attention in the literature. This is unfortunate since solution flow is one of the few parameters subject to operator control. Thus, solution management may well influence both operating costs and plant performance. Costs aside, there are two important aspects of solution flow to be considered -the metallurgical and the hydrological. Some of the metallurgical factors have recently been discussed (Jackson and Ream, 1980; Schlitt, 1984; Schlitt and Nicolai, 1987). These cover solution application rates and methods, irrigation rates, leach-rest cycles, and nonvertical solution flow. According to Caldwell and Moss (1985), however, the hydrological aspects may be more significant than the metallurgical ones. In particular, a phreatic surface will form when excessive flow leads to an accumulation of water and the associated buildup of pore pressure within the rock pile. Such internal flooding can either originate at the foundation or at some other zone of very low permeability. The latter condition gives rise to an impounded volume of solution, i.e., a perched water table (see Whiting, 1985). Caldwell and Moss point out that a rising zone of saturation is probably the most common cause of dump failures. Of course, such failures have even occurred in heaps that were carefully prepared for leaching (Milligan and Engelhardt, 1984). Thus, flooded conditions and perched water tables represent an important safety consideration as well as having an impact on metallurgical performance. The following sections describe a case history in which a perched water table developed within a copper leach dump. The description includes background information, solution flow rates, and metallurgical data. Then this situation is compared to one involving normal drainage. Description of the leach system The leach dump in the case history is located at a shutdown open pit copper mine. It was built in two lifts, with the second added some 20 years after the first. There is little detailed information available on the initial lift. It was built with rail¬hauled waste and was generally less than 30 m (100 ft) high at the crest. The area available for leaching was about 120 m (400 ft) wide and more than 380 m (1250 ft) long. The dump surface was prepared for leaching by dozing ponds approximately 12 m by 12 m by 2.5 to 3.0 m deep (40 ft by 40 ft by 8 to 10 ft). The ponds were leached by flooding with barren leach solution returned from a scrap iron cementation plant. Based on mill feed at the time, the average waste grade was probably close to 0.4% Cu. The first lift leached well. It accepted high flows, which together with the waste grade, produced a rich pregnant leach solution (PLS). Old records indicate a PLS of "50 lb Cu/ 1000 gal," or about 6 g/L. As later drilling would indicate, such a high tenor led to dissolution of considerable scrap iron that was returned to the dump. The iron then hydrolyzed and settled out on the pond bottoms. In addition, the waste settled substantially so that the unleached crest was 3.0 to 4.5 m (10 to 15 ft) above the ponded area. Eventually, the leachable copper was extracted and the dump became less permeable. Thus, the PLS tenor dropped until it became uneconomical. About ten years later, mining resumed and the decision was made to add another lift to the dump. This was done without giving much thought to a subsequent leach operation. Hence a 24-m (80-ft) lift was built on top of the original dump. The surface of the latter was not prepared in any way, e.g., by leveling and/or deep ripping, prior to over-dumping. Examination of subsequent drill cuttings indicated that the new lift contained about 0.2% Cu, with chalcopyrite and chalcocite (50:50) being the predominant copper minerals. Most of the chalcocite occurred as rimming on the abundant pyrite, with the pyrite to chalcopyrite ratio estimated at 10 to 1. The use of 100- and 120-ton trucks for haulage caused some waste compaction during emplacement. In addition, the host rock itself was relatively soft, being a porphyry intrusive material that was partially altered to clay. As a result of the initial compaction and clay swelling, the rate of water percolation from the new leach ponds was slow and the ponds often contained considerable standing water. Even frequent ripping failed to provide a sustained improvement in the percolation rate. The poor surface permeability was exacerbated by hydrolysis of iron salts which settled as a layer on the pond bottoms. Partly as a result of the permeability problems, metallurgical performance was not up to expectations. These had been based on laboratory tests which showed about 20% copper solubilization in two weeks. Continued copper extraction in the tests also suggested that a substantial percentage of the copper would eventually be recovered. However, the PLS grade in the actual operation peaked briefly at about 0.48 g/L Cu (4 lb Cu/1000 gal), then declined to a range of only 0.24 to 0.36 g/L Cu (2 to 3 lb Cu/1000 gal). The poor leaching was traced to a lack of oxidation of the sulfides. There were two principal observations supporting this conclusion. First, there was no evidence of any heat being generated within the dump. As discussed elsewhere (Schlitt and Jackson, 1981; Hiskey and Schlitt, 1982), pyrite oxidation is quite exothermic and the high pyrite content of the waste should have led to an increase in the temperature of the leach solution as it percolated through the rock pile. Second, there was no sign of any natural convective air flow through the dump.

INTRODUCTION Conventional roof support methods such as mechanical and resin bolting provide adequate support for a wide variety of coal mine roof conditions. However, roof falls remain the single largest cause of death and injury in underground mines and seriously hamper production in many operations, demonstrating that these methods of roof support are not universally effective. One of the most recent and successful advances in coal mine roof control has been the introduction of the roof truss. Although past work on roof trusses (Gambrel1 and Haynes, 1970; Sheory, et al, 1973) shows little quantification of this support technique, numerous field examples have been cited where the truss effectively supported roof which could not be controlled by either mechanical or resin bolts (Kegel, 1969). The truss combines the advantages of both inclined roof bolts and post-stressing the roof. However, the full benefits of roof trusses will only be realized when design criteria to optimize support capacity are determined. The number of trusses required for a given roof condition can then be minimized, reducing installation time and making them economically more feasible. The purpose of this research is to develop roof truss design criteria based initially on laboratory studies of gravity-loaded multi-layered photoelastic mine models. Laboratory test results will then be modified where necessary following future field testing. The ensuing relationships should provide the field engineer with a reliable means of calculating optimum truss configuration, capacity, and spacing for a set of known roof conditions.

Mineral policy in Canada has been in a state of transition and change over the past several years. 1976 has witnessed some settling of troubled waters and the pattern of the currents of change is becoming more clear. The provinces play a key role in this process and have provided much of the thrust for new initiatives. On the other hand, the federal government in Canada in recent years has taken a much more active interest in mineral affairs than previously and has asserted its powers on a number of key policy questions. Some of the initiatives from the two levels of government in Canada have come into conflict with each other and, thus, contributed materially to a state of affairs that includes change, uncertainty and conflict.

And since its acquisition of Bucyrus in 2011, Caterpillar has positioned itself to become a worldwide leader in the underground mining sector as well.But don’t think that the company is resting on its reputation. As evidence of its commitment to the global mining sector, as well as its confidence in the future of mining, Caterpillar invited mining trade press, including Mining Engineering, to its Tinaja Hills Training Center near Tucson, AZ in November to introduce the latest editions to its mining portfolio. The two-day event focused mostly on the newest electric drive haul trucks, the Cat 796 AC, which will operate in the 326-t (360-st) class, and the 798 AC in the 360 t (400 st) weight class.Caterpillar representatives also spoke about new offerings in the underground space as well as the newest version of the D11 large dozer.“It has been 10 years since we launched the F Series,” Jean Savage, Caterpillar’s vice president, surface mining and technology said. “Since then, we have been on a journey to serve our mining customers and we wanted to have trucks in every application. Today, we are launching two new trucks that will allow us to fill out our portfolio.”While Caterpillar previously offered the broadest range of off-highway haul trucks to the mining industry, it was noticeably absent from the 326-t (360- st) and 360-t (400-st) weight classes."

Cyanidation is one of the most common practices used in the extraction of gold and silver. One method of application is heap or dump leaching which entails the leaching of the gold or silver ore by spraying or dripping a cyanide lixiviant over the ore and collecting the effluent. The ore is placed on what is known as a leach pad system. A typical leach pad system consists of a foundation, a leakaqe detection system, a liner, and a cover layer (Strachan and van Zyl, 1988). There are many types of liners available for use. The type of liner depends upon what type leaching pad system us used. Generally, leaching pad systems can be categorized into two types: an expandable pad and a reusable pad. An expandable pad exposes the liner to the elements only in the initial stages of ore placement on the leach pad system. A reusable pad exposes the liner to the elements on a periodic basis. In addition to the exposure to the elements, the liner is also under the stress of the ore placed on it and the stress of the vehicular traffic across it. These stresses and exposure to the elements are the major causes of liner failures, which can appear as punctures, tears, cracks, and deterioration. Because of the possibility of the failure of the pads to contain cyanide-laden solutions the designs for liners of pads and ponds have become more and more stringent. Currently, though, there is some recognition that in some locales such stringent design criteria may not be required (Chatwin, 1989). Some soils have significant cyanide attenuation and degradation capacity. It has been found that soils containing carbon- aceous materia1 wi11 remove cyanide from solutions percolating through them (Chatwin, 1989). Of course metallurgists have long recognized the deleterious effect of carbonaceous material in the mill circuit. Sheridan, et a1 (1988) have shown that WAD cyanide is detected in the effluent of a 2 m column filled with ground carbonaceous ore only after it had been continuously washed with greater than 9 pore volumes of NaCN solution. It was decided to examine the potential of successfully attenuating cyanide by placing an organic material layer between a 1iner and the prepared soil base. One consideration for the selection of the organic material was cost. Sawmill wastes, ground agricultural wastes (such as corn cobs), and other organic wastes were considered. But the first waste to be tested was a product found at any metropolitan area, sewage sludge.

Based on the current results of field practice and on experimental data obtained in the laboratory with a suitable testing apparatus, the industrial operation of diamond wire cutting can be simulated by means of a mathematical model capable of predicting the cutting velocity and the wear rate of the tool, and thence the cost figures, achievable for a variety of conditions (kind of rock, size and shape of the cut, position of the equipment) according to a predetermined setting strategy (peripheral velocity, pull- back force). The paper gives a short outline of the model and discusses the simulation results obtained in a number of cases aiming at singling out the most favourable conditions for a cost-effective use of diamond wire.

Draglines are dominant machines and the most electricity consumers in surface coal mines. With the growing price of energy, environmental concerns, and the high sensitivity of mine profitability to dragline productivity, any improvement in efficiency of draglines can be beneficial for mines. Research has shown that operator skills have a significant impact on energy efficiency of loading machines. This study suggests a method to identify the key parameters that lead to differences in operator energy efficiency (responsible parameters). First, correlation analysis is used to identify parameters that are correlated to energy efficiency. Second, linear regression of a difference matrix is used to determine responsible parameters. Since this method is based on pair-wise comparison of operators, equal number of cycle is required for pairs of operators. Complete case analysis (CCA) is used to handle missing data problems. The final conclusion is made after removing the effect of random sampling and by considering all pairs of operators. Identifying responsible parameters can improve operator training programs. The suggested method is illustrated with a case study using field data.

Establishing geotechnical baselines on soft ground projects that require the use of closed-face tunnel boring machines (TBMs) is difficult. It is hard to see the face when mining and the excavated material is combined and mixed, all of which makes baseline quantifications challenging. In an attempt to meet underlying objectives of minimizing bidder contingencies, allocating or sharing risks and paying for conditions only if they occur, nongeotechnical baselines (i.e., functional baselines) have been developed. These have been used on the District of Columbia Water and Sewer Authority?s Clean Rivers (DCCR) Blue Plains Tunnel (BPT) project. This article examines the development of such functional baselines and how they were implemented on the BPT project.
