A systematic, balanced and inclusive formulation of the vast input data for mine design is presented. Since the quality of this statement severely influences subsquent design it is extremely important to senior mining engineers and the profession-at-large. If unfocussed, chaos can result along with serious ommisions. The basic categories, each a traditional one are: 1) Natural Conditions (geology and geography), 2) Company Capabilities (monetary and managerial), 3) Public Domain (regulations, contracts, good will, etc.) and 4) State of Art (mining engineering professionalism). To further reduce the data additional organizing principles were used: the distinctions of mining (vs. civil) engineering, proceeding from the general to particular, the basic engineering dimensions, and separating dependent from independent variables. The results are a unique and unified corpus, which anticipates the mine design procedure.

The Bureau of Reclamation's Syar Tunnel project included excavation of a 9.2 kilometer (5.7 mile) long, 3.6 meter (11.8 ft) diameter tunnel through gently dipping sedimentary rocks consisting of shales, siltstones, sandstones and limestone. The tunnel was supported full length with precast concrete invert segments and lightweight steel sets and lagging. Several world records for advance rate were set, including 57 meters (187 ft) in an eight hour shift and 127 meters (417 ft) in a 24 hour day. The tunneling system utilized a remanufactured and modified Robbins hardrock TBM and a 9,280 meter (30,450 ft) long, 61 centimeter (24 inch) wide, continuous conveyor system.

In recent years, market rates of interest have risen well above their historical long-term average. Also during this period, the short-term variability of interest rates has been greater than in prior years. Interest rates have a significant effect on the operation of our economy. They influence the extractive industries in a number of ways. Their major long- range impact is on investment decisions - specifically the valuation of mineral deposits. An understanding of the factors that influence interest rates is important to the engineer or businessman who makes the investment decisions for the mining company. The effect of changes in the market rate of interest on the value of mineral reserves is critical to the future financial success of the mining enterprise. The most common simplification of the factors determining the level of interest rates is that they are a function of the demand for and the supply of money. While this is an oversimplification, most businessmen would be hard- pressed to provide a better explanation. The purpose of this paper is to explore certain fundamental economic aspects of interest rates and to examine their effect on the analysis of investment in mineral deposits.

With the dissolution of the former USSR and a welcoming of foreign, minerals expertise by a host of developing countries, a "new," more international, world of minerals is open to the mining industry. However, even in the new frontier, the old laws of nature still apply. For those attendees of the 98th annual Northwest Mining convention, the adage "survival of the fittest" commanded particular attention. Miners, engineers, geologists and other unique species traveled to Spokane in December to learn of adaptations they can make to assure, or at least prolong, their place in the mineral industry's land of the living. You have heard the tales of the spotted owl and the desert tortoise, but add to this endangered list the North American mining industry. During a session on international investment criteria, D. Silver of Balfour Holdings (Littleton, CO) blamed excessive environmental regulation, 1872 Mining Law revision and the anti-mining-and-business attitude of our government for migrations from and extinctions within the domestic mining population. "We've been on a death curve for some time," Silver said, "with a lower birth rate and a higher death rate. In the last four years, we've lost 60% of the gold producers in North America, and we're down to 110 companies. The entire industry has lost about 400 companies and is now down to 2800." Unreasonable regulation founded on emotion rather than scientific fact has been the chief cause of death, according to many of the convention speakers. B.J. Kennedy, president and chief operating officer of FMC Gold (Reno, NV), emphasized, "We have accepted a regulatory environment - but we oppose being strangled to death by unreasonable regulations."

The hydrochemical method, which is based on the separation of aluminium oxide and silicon oxide by the hydrothermal decomposition of aluminosilicates by alkaline solutions in the presence of calcium oxide, can be effectively used for the complex processing of high-silicon aluminium ores. In this case, the silica is bound to a slightly soluble compound: Na20.2Ca0.2Si02•H20 (under the conditions: [&k]= 9, CaO/SiO2 = 1.05, alkali concentration in the solution: over 300 g/l Na20, T = 240...300 °C). If alkaline solutions of 100...150 g/l Na20 concentration are used, Ca0•SiO2•H20 or 2Ca0•Si02.0.5H20 compounds, depending on calcium oxide dosage, are formed at 280...320 °C. New methods for the crystallization of Na20.Al203.2.5H2O from concentrated alkaline solutions rand low-concentration solutions are proposed to isolate aluminium from solutions. The hydrochemical method, which involves no sintering process allows one to decrease the expenditure of heat by a factor of two, to reduce the investment and to exclude the pollution of the ambient air by dust-laden gases. Introduction Until recently, there were many jobs for mineral engineering graduates. Traditionally, minerals-related career paths available to university graduates stem from rather standard offerings in the disciplines of mining, metallurgy, petroleum, geology, geophysical engineering, and mineral economics. Within each discipline, there exists many career opportunities. In fact, until fairly recently, the most difficult decision for most graduates was choosing among all the available alternatives. Unfortunately, this relative state of euphoria changed quickly and dramatically within the minerals sector. Within two or three years, graduates from minerals-related engineering disciplines found it exceedingly difficult - and then almost impossible - to secure employment in the minerals sector upon graduation. At the same time, there were dramatic reductions in production requirements and, ultimately, mine closings. This resulted in massive layoffs and often termination of professional personnel possessing significant and valuable industrial experience. Obviously, this worsened an already bad employment picture for those hoping to begin a career in minerals. Certainly, there is no universal agreement on what the future offers for the US minerals industry or the career opportunities associated with it. However, there are a number of considerations that deserve study by students, faculty, administrators, and industrial personnel before minerals-related career paths are chosen. Where Will the Jobs Be and How Many? Everyone is aware that the minerals industry is very cyclic. It is not surprising then that job opportunities for new graduates also fluctuate. Typically, there is a two-to-four year lag between industry's engineering manpower needs and the academic community's ability to produce this talent. Due to the response lag, there will necessarily be years when supply and demand do not match. Employment Projections It is extremely difficult to anticipate what the key career paths might be within the next few years. Considerable speculation remains with respect to whether activity in the US minerals sector over the short-, intermediate-, and long-term will improve, remain status quo, or further deteriorate. However, some information pertaining to the prospects for career opportunities in mining engineering was offered by Tingley and Ghose (ME, Sept. 1983, p. 1274) from a study performed by Fenvessy and Schwab. Results from this industry-sponsored survey suggest that the US will experience 700 more mining engineers than needed in 1985, 1300 in 1990, and 1800 in the year 2000. These conclusions were based on the assumptions that future graduate levels remain flat and demand increases 3.6% annually. Educators quickly argued that depressed job markets, coupled with university student mobility, would negate the assumption of flat mining graduate levels in the immediate future. Student Mobility Student mobility from one engineering discipline to another is high. This is perhaps best demonstrated by the tremendous growth in programs such as computer engineering and computer science at the expense of enrollments in the more traditional engineering programs. The ability and willingness of students to quickly change engineering disciplines in response to existing and perceived job market demands have created significant student, faculty, and resource dislocations within universities nationwide. An overview presentation of the fast-track start up of Cerro Colorado, a new copper heap leach project in Chile's Atacama' desert. A brief explanation 'of location of the property, exploration history, geol-ogy, reserves and development are presented. The overview includes mining, crushing, agglomeration, and the solvent extraction-electrowinning recovery process. Challenges and requirements specific to heap leach systems will be addressed and analyzed. A detailed description will be given of the mobile heap leach conveying and stacking systems used in the building of heaps for on-and off-pad operations.

A proven high grade reserve of gold mineralization located in Mexico is evaluated to determine which gold recovery process is best suited for this deposit. The processes evaluated are; Heap leaching, Vat leaching and a CIP circuit. All qualify as viable options, however each one presents a different economic picture which is impacted substantially by the financial constraints of the project. Taking this into consideration the most economic process was selected.

The Paso Diablo coal project is located in the Guasare Basin in the northwestern region of Venezuela near the border with Colombia. In 1987, Carbones del Guasare SA, a joint venture comprised of Carbozulia and A.A. Antilles Coal (an Arco and AgipCoal joint venture) was formed to develop the Paso Diablo coal reserves for world markets. Regional drilling has indicated a coal resource of more than 6 Gt (6.6 billion st). Further exploration has delineated the Paso Diablo deposit as an area particularly suited for cost-effective surface mining. The calculated economically minable reserves of this area (200 Mt or 220 million st) and the coal quality characteristics are based on extensive core drilling programs. Initial coal mining operations began in August of 1987 and the mine is presently producing at a rate of 1.5 Mt/a (1.65 million stpy). The coal is hauled about 85 km (53 miles) to a barge loading terminal at Santa Cruz de Mara using highway-type haul trucks. Heat and humidity buildup withn refuge alternatives (RAs) may expose occupants to physiological hazards such as heat stress. The Mine Safety and Health Administration (MSHA) regulations require RAs in underground coal mines to provide a lifesustaining environment for miners trapped underground when escape is impossible. RAs are required to sustain life for 96 h while maintaining an apparent temperature (AT) below 95 °F (35 °C). The National Institute for Occupational Safety and Health (NIOSH) tested a 10-person tent-type RA, a 23-person tent-type RA, and a 6-person metal-type RA in its underground coal mine facilities to investigate the thermal environment over a 96-h period. The test results showed that mine air and mine strata temperatures surrounding an RA occupied by simulated miners (SMs) increased over the 96-h test period. The test results suggest that RA manufacturers should consider this increase in temperatures when calculating and evaluating RA components during surface and laboratory tests. The findings can equip stakeholders with additional considerations for calculating the interior heat and humidity temperature profiles for occupied RAs not tested in situ.

This paper addresses the valuation and development timing of an undeveloped mineral project. Traditional analysis has us developing the project immediately if its net present value (NPV) is positive. Option pricing theory finds that it is better to wait until the NPV of the property is significantly greater than zero before developing. Alternatively, when evaluating the development timing decision, we must calculate NPV using a higher "timing-adjusted" discount rate, and develop the property only if its NPV using this timing-adjusted discount rate is greater than zero. This paper uses option pricing ideas to convert this development timing advice into a more concrete and user-friendly decision rule: develop the project when its "development-timing NPV" is positive, this development-timing NPV being calculated using the normal discount rate.

U.S. Geological Survey (USGS) recently initiated the Front Range Infrastructure Resources Project. This is a multidisciplinary study along the Rocky Mountain Front Range from Pueblo, Colorado, to Cheyenne, Wyoming, and is designed to collect, compile, and analyze new and existing data on natural aggregate (stone, sand, and gravel), as well as water, and energy resources. To identify aggregate resources in the Front Range, a 1:500,000-scale reconnaissance map showing locations and quality of both bedrock and surficial sources of natural aggregate in the Front Range urban corridor was prepared by processing the digital geologic maps of Colorado and Wyoming. The first step of the process was to identify map units as either bedrock or unconsolidated material. Bedrock was classified according to type (i.e., limestone, granite, gneiss, etc.), which in turn was classified based on the suitability of the bedrock for use as crushed stone. Unconsolidated materials were classified according to relative age, with the older, more weathered materials being defined as less suitable for use as aggregate than younger materials. As a spin-off from the Front Range Project, the techniques developed for analyzing the Front Range geology have been modified and expanded to include all of Colorado and New Mexico. More detailed digital aggregate maps (1:24,000 scale) are being prepared in collaboration with the Colorado Geological Survey (CGS). Maps from the CGS "Atlas of Sand, Gravel and Quarry Aggregate Resources, Colorado Front Range Counties" show the distribution of potential resources of sand and gravel and provide general information about the physical properties of the resources. These maps are being digitized and merged into a single Geographic Information System (GIS) data base. In addition, the project is adding more specific information to the maps about deposit thickness, volume, and quality. This additional information is being obtained through field-characterization studies and modeling activities. The GIs data base can be displayed and queried using off-the-shelf software such as ArcInfo?, ArcView?, and Map Professional?. In addition, the USGS is developing a decision-support system to assist users in analyzing various land-use options on resource availability.

The scheduled replacement of Inland's A & B coke batteries in Plant No.3 posed some serious problems in terms of pollution control and strained sources for medium volatile coal for a conventional blend. The state-of-the-art of air pollution control during the charging step in the conventional slot-type coke oven has been less than satisfactory. In addition, the work done at the Illinois Geological Survey showed that by preheating the coal blend prior to charging a greater percentage of Illinois coal could be used to produce a high quality metallurgical coke. To assist The Management in the- decision on A & B replacement, Inland Steel conducted a full-scale test program on coal preheating and pipeline charging utilizing the Coaltek system installed on No. 2 battery of the Semet-Solvay Division of Allied Chemical Corporation. The basic objectives of the test program at Semet-Solvay were as follows: 1. Determine the feasibility of producing high grade metallurgical coke from preheated blends containing more than 60% Illinois No. 6 coal. 2. Confirm the performance characteristics in one of the Inland blast furnaces of the coke produced with 75% Illinois coal in the blend. 3. Verify several claims by Coaltek such as: a) Pipelining the hot coal presents no difficulties while essentially eliminates the air pollution problems associated with the conventional charging system. b) Preheating of the coal blend permits the use of higher percentages of high volatile, marginally coking coals (such as Illinois No. 6) in the blend as compared to wet charging.

For many years, pulverized coal (PC) boilers in utility power plants have been the dominant market for domestic coal. Today, two new coal utilization technologies challenge the PC boiler's dominance. Atmospheric fluidized bed combustion (AFBC) and "coal gasification/combined cycle" (GCC) stand on the verge of commercial demonstration in the utility environment at a scale of 100 MW. Developed over the past decade, these technologies respond to the demands for cleaner ways to burn coal and for more flexibility in fuel supply. In the near term, these are the "clean coal" technologies most likely to have a significant impact, because they are ready for commercial application. As for environmental acceptability, consider that just a few years ago one of the environmental slogans was "no coal in California." Indeed, the only large quantities of coal above ground in California at that time were in transit on the way to Asia. Today, thanks to new technology, we can point to two operational coal-burning plants in California and one in the works: * Cool Water GCC demonstration plant (100 MW) * California Portland Cement AFBC commercial cogeneration, near Riverside (190 000 lb/hr steam) * Energy Factors AFBC commercial cogeneration at Stockton, to be operational 1988 (44 MW)

The phenomena of dripping into cavities (e.g., tunnels and drifts) within an unsaturated fractured porous medium under ventilated conditions was studied to improve estimates of dripping rates, drop sizes and the chemical composition of droplets that could affect the integrity of high-level nuclear waste packages placed in drifts. The sensitivity of dripping rates and water chemistry to ventilation was analyzed at various flow rates using analytical expressions linking flow on fracture surfaces to drop formation and evaporation. The model was tested using laboratory experiments involving machined aluminum slabs designed to represent a simplified morphology of a fracture face intersecting a cavity and using natural fracture surfaces from a welded tuff Comparison with ten years of data on dripping in natural caves showed good agreement with model predictions. In particular, for low dripping rates, evaporation due to ventilation leads to larger drop sizes and alters drop chemistry by increasing the concentration of solutes in the drop relative to that in the water flowing on the fracture face.

Alkaline rock-related precious metal deposits include: • orthomagmatic platinum group elements (PGE) ± gold (Au); • porphyry copper-silver-gold (Cu-Ag-Au, ±PGE); • epithermal Au-only, and Au-Ag-base metals; • submarine exhalative Kuroko-, Cyprus-, seamount- and Yellowjacket-type deposits; and • enigmatic deposits akin to Olympic Dam. Coeval epithermal deposits related to porphyry deposits suggest the two types represent separate immiscible fluids evolved in oxidized, CO2-rich alkaline magma chambers. Alkaline rock provinces develop above mantle hot-spots, but crustal structures control the final distribution of magmas and ore fluids. Prospecting guides for alkaline rock-related precious metal deposits include the presence of evolved alkaline rocks, pervasive K-metasomatic, redox and carbonatic alteration and low level Au (±Te, etc.) anomalies. Although alkaline igneous rocks crop out in less than 1 % of the area of the North American Cordillera and craton, alkaline rock-related ore deposits have produced nearly 13% of the total United States and Canadian lode gold production. Large (31-t or 1 million-oz) deposits are common (Fig. 1), and additional deposits and reserves are being discovered. New genetic models are evolving, making alkaline rock-related precious metal prospects attractive exploration targets.

A 0.5 m (20 in) diameter high pressure natural gas pipeline crosses over a coal mine located in Central Utah. Ground movement induced by the mining operation could possibly place excessive strain on the pipeline causing it to rupture. The mining operation extracts coal from two seams using the room and pillar method. The seams are situated one on top of the other and both lie directly under the pipeline. At present, only the upper seam is being mined beneath the pipeline. However, in the future, the mining operation of the lower seam will also affect the pipeline. As would be expected, mining of both coal seams causes surface subsidence. This is especially true when the pillars are extracted during retreat.

The effects of operating variables on water transport to the over- flow, classification of hydrophilic particles and the recovery of copper and molybdenum from a low-grade porphyry ore are presented. Recoveries of copper and molybdenum exceeding 90 percent at a grade of 8 percent Cu and 0.2 percent Mo were realized for minus 100 mesh (1 49 µm) material at retention times of less than 500 milliseconds. The rapid rate of flotation and the effective separation of fine particles for an air sparged hydrocyclone appear to be due to directed interaction of particles in a high force field with numerous freshly formed small bubbles. This interaction occurs in the swirl flow developed by the system and is analyzed in terms of collision and induction time phenomena.

In June 2005 the Minerals Council of Australia signed a Memorandum of Understanding (MoU) with the Australian Government which states an intention ?for mining companies and government to work together with Indigenous people to build sustainable, prosperous communities in which individuals can create and take up social, employment and business opportunities in mining regions?. Implementation of the MoU has begun with demonstration sites established across Australia. All sites are using a Regional Partnership Agreement (RPA) model as a framework for enabling local people to find local solutions to local issues in partnership with mining companies, governments and Indigenous communities. Mining and resources companies can provide important input into regional economic development and capacity building by working through local partnerships. Company benefits include gaining a social licence to operate, access to a reliable skilled workforce, better longterm relationships with Indigenous communities and sustainable regional communities. All levels of government, Australian, State and Local, are working collaboratively to address unemployment and other issues in remote Indigenous communities. The Australian Government has adopted RPAs as one mechanism for implementing its whole-of-government approach to Indigenous affairs. This leading edge work is unique to Australia and the model has applications and significant learning for other countries and industries.
