What will this deal do to the company’s stock price? This question arises when a publicly traded mining company is presented with a new mine project, or business combination. The standard tool for addressing this question is to use discounted cash flow analysis, or net asset value(NAV), which is discounted cash flow net of liabilities. Cash flow-based analysis is invaluable for assessing project costs and other impacts on debt service capacity and internal rates of return. But cash flow analysis and NAV do not work very well for stock price analysis.

Social License to Operate continues to emerge as a paradigm fundamental to sustainable mineral resources development. It relates to a set of concepts, values, tools, and best practices that represent the view of reality held by each participant (industry and stakeholders). It enables a forum for negotiation through which all parties involved are heard, understood and respected. The exploration phase of the mine life cycle is generally the initial contact with local communities and forms the cornerstone for effective communication and trust building. This paper presents the development of a mineral exploration template, based on field studies, aimed at assisting exploration personnel to establish effective communications and engagement with local communities within a process to build a Social License. The template aims to provide practical assistance in conducting situational analysis - a process of examining and mapping a situation, its elements and their relations - in order to acquire knowledge and understanding of a project, locale and region. Situational analysis is the ?full situation of inquiry?, going beyond just ?knowing the subject? to being fully situated. It forms the initial foundation for a planning process presented in the paper that prepares for a strategy of initial engagement and consultation.

Swelling ground is one of the most feared problem in tunneling. Although usually not causing sudden failures during construction, the very large and long- lasting deformations give contractors and designers the impression of facing an inevitable phenomenon against which there is no technical defense. Examples are concrete liners of up to 1 m that have been cracked or crushed, tunnel inverts that are heaving at a rate of 0.1 m per week during construction and continue to heave during decades. This author (Einstein (1979). Einstein et al. (1972) (1975)) and others (Huller (19761, Grob (1972) (1976). Golta (1967), tienke (19761, Krause (1976). Lee et al. (1976)) have described many cases of swelling tunnels that illustrate the significance and magnitude of the problem. This paper intends to show that tunnels in swelling rock can be built to perform satisfactorily. . For this purpose the tunnel builder needs to know how to determine the existence and specific behavior of swelling ground, how to select appropriate structural characteristics of the tunnel and predict its performance under the specific ground conditions, and finally how to construct the tunnel such that the anticipated performance will be achieved. This concept of a design-construction procedure is the same as that for tunneling in general; it is mentioned here for NO reasons: 1. To point out that design and construction cannot and should not be separated. The way in which the tunnel will be built has to be an integral part of the design. 2. This paper will be structured corresponding to the procedural concept.

The rapid and continuing expansion of computer and communication capability is giving birth to profound changes in the business environment. Some commentators hold that the basis of the world economy has already shifted from industry to information. Regardless of the overall implications of these changes, it is now clear that every company potentially has both access to and a need for much more information for decision making than was the case a few years ago. The importance of information to the mining industry has been underlined by the rash of unexpected economic and political developments and by the accompanying market volatility that have marked the past decade. It should be abundantly clear to even the smallest mine operator that the price for his output can be instantly affected by unexpected developments halfway across the world. Nevertheless, many mining companies still are much less sophisticated about information than they might be. For many, the historical feeling that information is an unnecessary luxury for a production-oriented business still seems to linger. On the other hand, the overwhelming volume of source material, uncertainty as to its accuracy, and the problems of finding relevant material when needed, presents stumbling blocks to viable systems of information management. Introduction When a company needs certain information, it has two basic alternatives. It can either research and develop the information in-house or pay for someone else to do it. Few mining companies have the in-house capability to assemble information needed for careful planning. On the other hand, companies often engage consultants to find information that is in fact easily accessible. All too often companies give up on procuring needed information because of the frustration of not being able to find it, and of not wanting to pay seemingly exorbitant sums for someone else to produce it. The result is poor planning. This article addresses two aspects of the information problem-finding the right sources and then accessing the particular information desired, especially as it pertains to nonferrous metal exploration and development issues. In the first section, major English-language sources that report on exploration and development (excluding primary sources of geological information, such as technical journals) are discussed.* In the second section, some available techniques for efficiently accessing this information are presented, focusing on the new MINESEARCH database system. Part One: The Information Following the News The most obvious way to follow exploration and mining developments from a distance is through regular mining media. Many active mining districts have local newspapers, usually published in the district's major towns, that give extensive coverage to miningrelated activities. For instance, to follow activities in Idaho's Coeur d'Alene silver district, one might subscribe to the Kellogg Wardner News and/or the Wallace Miner. Similarly, one might get the Sacramento Bee for news of current mining developments in north-central California. The American Metal Market, published in New York, is the daily newspaper that covers the metals industry as a whole, both in the US and abroad. Its coverage is weighted towards the refining, manufacturing, and consumption end of the business, but it frequently carries stories on mining activity, company dealings, and market outlooks. For news of major mining companies, the daily Wall Street Journal provides occasional coverage of North American companies, while the Financial Times of London serves as probably the best single source for worldwide company information. International Coverage There are three metals industry weeklies that have broad international coverage and readership. These are Metal Week, Metal Bulletin, and Mining Journal. Each has its strengths. Metals Week, a McGraw-Hill newsletter, focuses primarily on news of the metals markets, concentrating on those developments that are seen to most directly affect the price of nonferrous metals. The paper presents a brief overview of the mineral industry in Norway, followed by a description of the mineral policy and relevant legislation including the roles of the Norwegian Directorate of Mining and Geological Survey of Norway in this context. The discussion then proceeds to describe the land use planning framework on a national, regional and local level, the interaction between land use planning and the Directorate of Mining and the Geological Survey respectively, and how this impacts on the mineral industry and the exploitation of mineral resources. Some recent Norwegian examples of land use planning conflicts are also presented.

Salt from Great Salt Lake was probably used by the Native Americans prior to the Jim Bridger Expedition to the lake in 1824-25, and was used by the region's early explorers and trappers after that time. From the arrival of the Mormon pioneers in 1847, salt has been produced from Great Salt Lake, starting first with the collection of crude salt from along its shores, and later by boiling down the lake's brine to obtain crystalline salt. Since these early beginnings, salt production from the lake has become a substantial commercial enterprise. Since the early 1960s, research and development have led to the economic production of potassium sulfate, magnesium metal, chlorine gas, magnesium chloride products, and nutritional supplements. Many of the salt-production techniques and equipment that were developed prior to 1964 are still being used today. Sodium sulfate has been produced, but is no longer marketed. Morton Salt, Cargill Salt, and IMC Salt currently extract sodium chloride, which is precipitated during the early stages of evaporation when the brine concentration reaches saturation, or about 26 to 27 percent total dissolved solids. Magnesium Corporation of America produces magnesium metal and chlorine gas, and IMC Kalium Ogden Corporation produces potassium sulfate, as well as magnesium chloride brine and flake products. These salt, gaseous, and metallic products are processed from the sodium-chloride-saturated, high-magnesium-chloride brines, and from the potassium and magnesium salts that are precipitated from the lake brine after it has been further concentrated. One obstacle to salt production is the fluctuating level of Great Salt Lake. In 1983, the lake level began a dramatic rise from an elevation of 4,200 feet (1,280.16 m) to its historic high of 4.211.85 feet (1,283.77 m) in 1986-87 (uncorrected USGS provisional lake-level records). The State of Utah employed flood-control measures, including breaching the Southern Pacific Railroad causeway in 1984, and pumping lake water to a shallow basin west of the lake in 1987. During the high-water years, the lake's mineral-extraction industries faced many challenges including the need to raise dikes to prevent flooding of facilities, broken dikes which resulted in the inundation of solar ponds, and dealing with the lake's greatly reduced brine salinities which resulted in lower annual salt and concentrated-brine production. The years following the record-high lake levels have been a time of adaptation, innovation, and change for Great Salt Lake industries. After its solar ponds were flooded in 1986, AMAX, Inc. built a new solar-pond complex near Knolls, and used the concentrated brines from the West Pond, generated by the State's West Desert Pumping Project. Great Salt Lake Minerals built a 21-mile-long (33.8 km) open, underwater canal, called the Behrens Trench, to convey concentrated brines from a new, remote solar pond on the west side of the lake to the east side of the lake, to help increase its production of sulfate-of-potash. There were also numerous changes in corporate ownership and production-facility locations.

INTRODUCTION The City of Oslo together with the neighbor municipalities, Baerum and Asker, are presently building a jointly owned sewage treatment plant located on the west side of the inner Oslofjord. The project is scheduled for completion late 1981. Because the location of the treatment plant is at a distance of about 20 miles (30 km) from the city center, a discharge of more than 13 yds 3/sec (10 m3/sec.) of sewage and storm water will have to be transported over considerable distances. The topography of the area and the geological conditions early indicated that the only realistic transport method had to be through tunnels. As planning proceeded, full face tunnel boring emerged more and more as a favorable alternative to conventional drill and blast medhods. Today the scheme comprises nearly 25 miles (40 km) of tunnels being excavated by full face tunnel borers. In addition a number of access tunnels and cross cuts are to be excavated by conventional methods.

This paper describes the results of field tests conducted on a 5x25m bench face to evaluate several new concepts for improving smooth wall blasting. These ideas involved the use of notched boreholes to direct the fractures and unconventional types and placements of explosives. The notches were made with a mechanical broaching tool, a water jet and with shaped charges. Borehole pressures were measured with an inexpensive and expendable pressure transducer developed for this program. The testing showed that at hole spacings 38% greater than normal practice, notched holes with half the normal loading density produced equivalent results.

A new method for interpolating a block model is proposed, where both the diamond drill holes (DHs) and blast holes (BHs) data are used. Combining these data types poses a geostatistical "class size" problem due to the different statistical properties of the densely populated BHs and the sparsely populated DH data. This paper discusses how linear regression was used to adjust the DH values prior to the interpolation to account for the "class size" problem which is inherent to the procedure. The correlation between the BHs and the DHs is found. The DHs are then corrected based on the regression line. Each block that falls within a certain range of influence of a blast hole is assigned a different code and is interpolated with the combined BH and regressed DH data set. Blocks that fall outside the range of blast hole influence are interpolated using the original DH data set. A comparison against other methods, indicate a 12% improvement over using DHs only and a 2% improvement over using BHs only.

Computer applications in mine 'production' planning and control are concerned with the here and now. In production planning and control we are dealing with tactics as opposed to strategy. Our objective is to make the best of the situation in the short term, i.e., in a relatively fixed environment with relatively fixed plant, equipment, and labor. Environmental factors include not only the geology of the deposit but also market factors (such as price) and governmental constraints and regulations. Mine production planning systems are applied at the interface between concept and execution. Mine production control systems are applied at the interface between execution and revised operating practices or a revised concept. Fig. 1 shows the information flow that takes place regardless of whether the planning and control systems are manual or automatic. The feedback that results depends on the feedback mechanism that has been established, and this feedback can be enhanced by careful systems analysis and design. Chronologically, production planning and control activities support the last in the series of line functions that are ordinarily performed by mining companies. The first of these is exploration, the second is evaluation and development, and the third and final function is production.

In response to concerns voiced by local, state, and federal agencies and various environmental groups, the Central Florida Phosphate Industry and various governmental agencies have been investigating methods to accelerate the consolidation of waste clays generated during phosphate washing and beneficiation processes. The objectives of research efforts have been to reduce the storage volumes required for clay waste, accelerate reclamation and to return the land to approximate pre-mining topography. Government and industry research to accelerate waste clay consolidation has evolved two general methods: gravity thickening and chemical flocculation. Gardinier, Inc. one of the phosphate mining companies, evaluated the use of synthetic (polyacrylamide) flocculants as an alternate waste clay thickening method in response to mining conditions encountered at their Fort Meade Mine and the proposed North Hardee County extension of the Fort Meade mine (Figure 1). After considerable research and evaluation, the Alsthom-Atlantic Clariflux Super-flocculation method was chosen by Gardinier, Inc. as a method to seriously consider for use at their Fort Meade mine.

The wear resistance of an alloy in heavy mill liner sections may be quite different from that of the same alloy in small balls and other light sections. This fact was established by means of a well standardized laboratory test that was validated for ball mill service. The salient properties of mill liner alloys, including austenitic manganese steels, medium alloy hardenable steels, and abrasion resistance cast irons are described, critically compared, and quantitatively ranked in terms of mill liner service. Where they are tough enough the high-chromium and other martensitic cast irons (e.g. Ni-Hard) promise maximum economy, but their section sensitivity is a limitation. To overcome this an extensive research program studied over a hundred experimental alloys, ranking them for heavy section abrasion resistance by means of the laboratory test. Computer analysis of the results provided a parabolic formula in terms of composition, the apexes of the parabolas providing optimum wear resistance. From the extensive family of parabolas one apex was selected for intensive study in experimental liners, pilot plant production, development of quality controls, and finally full scale production. This is a 19% chromium iron critically alloyed with nickel and molybdenum and hardened by heat treatment. It has excellent resistance to various types of abrasion, but its chief advantage is in heavy mill liner sections, where it has about 25% better abrasion resistance than the best of the quality controlled chilled Ni-Hards. It is also tougher. After production problems were solved, a number of ball and rod mill tests were arranged on a guaranteed performance basis. Two of these, representing about 138,000 pounds of mill liner castings, have recently confirmed in service the superiority that was predicted by the laboratory tests.

The use of polysilicates for treating heavy metals in soils and mining sludges is discussed. Results of the treatment are given for soil contaminated in a metal scrap yard operation and for copper mining processing sludges. The types of metals of concern are arsenic, lead, copper, nickel, cadmium, and zinc. The application of the treatment is predicated on the mixture and relative concentrations of the metals as well as the material matrix. Reductions in soluble concentrations (STLC or TCLP) of one to two orders of magnitude can be achieved with relatively small additions of silicates and cementitious materials.

A number of relatively recent factors associated with the design of new metallurgical processing plants have made the effective training of operators a requirement for a successful start-up. Some of these factors include large capital investment in a minimum of processing lines, highly complex process control systems, and stringent regulations on plant effluent, to name a few. More than ever, operating mistakes during the start-up phase can lead to substantial delays in achieving design production, as well as problems with government authorities if permit limits are exceeded. The only way to assure your return on plant investment is to ensure new plant operators have the knowledge to properly run the plant from the outset. A comprehensive set of operating manuals specifically targeted for plant operators and foreman, written by experienced operating personnel, is the only effective way to provide the necessary information for start-up-related training.

N. A. Degerstrom, Inc. has constructed and operated a processing plant approximately five miles north of Soda Springs, Idaho for processing a byproduct phosphate treater dust from Monsanto's elemental phosphorus plant, also located in Soda Springs. The plant is designed to produce agricultural-grade phosphoric acid, gallium, and silver. The design capacity of the plant is 54.4t (60 st) of treater dust per day, which can produce 16,326t (18,000 st) of phosphoric acid, 6,600 kg of gallium, and 6,033 kg (194,000 oz.) of silver per year.

The ground forces generated by a properly installed and tensioned mine roof truss assembly can provide permanent mine roof support, even in severe ground conditions, either by direct suspension of the rock loads within the potential failure zone above the mine opening or indirect reinforcement of the natural rock arch that tends to form within the immediate mine roof. Notable advancements in mine roof truss support systems hardware and design technology have occurred since the introduction of the in situ mine roof truss concept for permanent mine roof support in 1966. The systematic installation of mine roof truss support systems has proven to be a very effective method of mine roof control room and pillar mines under a wide variety of ground conditions, even in areas otherwise considered unmineable because of severe roof control problems. Properly designed mine roof truss systems have also been used for permanent support of mine slopes and haulage tunnels.

"Within underground portions of metro rail networks the traditional approach to a design fire has been to assume a worst credible railcar fire and develop ventilation and egress measures for life safety. This approach is being challenged as a rail network approach to design fires becomes a more practical and realistic approach. The network approach is based on utilizing an in-depth hazard analysis, to understand ignition and fire load sources in tunnels, above and below the floor of the railcar and within stations, and then utilizing a quantitative risk assessment to determine sets of fire scenarios. The process allows small, medium and large fires to be considered, with the consequences also being quantified. The selection of design fires has a significant influence on fire protection measures within a metro network and hence, is a major cost input. The rail network approach provides more robust decisions on fires, based on the hazards present. INTRODUCTION A fire within a rail car or one that occurs as part of a rail system can threaten the lives of users, maintenance staff and emergency services personnel. Fires in metro systems are rare events but can have severe consequences. As a result, any analysis of a potential fire must be thorough and rigorous and address not only regular accidents and small fires, but also very low probability, high consequence scenarios. The fire safety design process for a tunnel and station must start with the design engineers, contractor and operators making a number of key decisions related to fire protection measures, which may have significant cost considerations. One of the key aspects that influences the required fire protection is the design fire and the design fire scenarios, which is a key input for analysis. This paper provides an overview of the author’s experience in designing fire protection measures for rail networks in Europe, Australia and NZ, where a risk based framework is used to develop design fires and scenarios for the whole rail system – trains, stations and tunnels. This system wide approach is innovative, challenges the norms, but provides significantly more informed outcomes. The range of design fires will include small fires that may halt the network, larger fires for smoke hazard system design and significant post-flashover fires to assess the structural response."

An analysis of the interaction between a creeping rock and a yieldable lining is presented. The following cases are considered: an elastic lining, a lining made of circular shaft rings that may slide at their joints, a lining made of circular reinforced concrete panels with wooden compressible strips inserted between the longitudinal joints and a yieldable support that has a compressible broken-rock stratum between the support and plane rock. By formulating a mathematical model for the rock-lining interaction, one can optimize the sequence of excavation-lining application. To keep costs to a minimum, one can also choose the most appropriate lining for the corresponding rheological properties of the rock.

Phosphate production of the Central Florida Phosphate District has been predominantly from the unique and lucrative Bone Valley Formation, with local and minor amounts coming from the underlying Hawthorn Formation. As the Bone Valley is depleted, replacement production will move progressively into areas of total Hawthorn Production. Significant changes in the characteristics and make-up of the deposit dictate required modifications in mining and beneficiation. Failure to tailor technology to fit the deposits of the future will result in vast "reserve" losses. In the Southern Extension of the Central District - two distinct "ore types" exist. These are presently referred to as the upper (high grade) zone and the lower (low grade) zone. The upper zone is somewhat similar to the Bone Valley Formation and will respond favorably to present beneficiacion practices. The lower zone is strikingly different and its response to conventional beneficiation is not acceptable. The major differences are in grain size distribution and mineralogical make-up of these grains. The Hawthorn differs from the Bone Valley by exhibiting lower grades, lower tonnage yield per acre foot, lower pebble percent of product, higher mining ratios, higher slimes (-150 mesh) content and deeper mining depths. Physical characteristic changes include more frequent occurrences of competent bands or lenses of "limerock" which are submarginal in value.

The Bright water Conveyance System includes 21 km of tunnels mined by two earth pressure balance Tunnel Boring Machines (TBMs) and two slurry TBMs. The probabilistic baseline approach defined in the Geotechnical Baseline Report (GBR) can representatively be verified by use of a comprehensive tracking system to identify face conditions that allows comparison with the baselines. The glacial geology includes a high lateral variation in soil types that, when combined with the pressurized face tunneling methods, creates challenges for documenting face conditions. Baseline tracking using spoil samples and TBM operational parameters provides information to document actual conditions and support resolution of differing site condition claims.
