INTRODUCTION The use of high pressure water as a means of excavating valuable mineral from the earth dates back many hundreds of years, but is most familiar through its use in sluicing the gold bearing deposits of California and Alaska. Interestingly, that practice, which dates back from at least 1852, is now nearly defunct with only one known surviving hydraulicking operation.(l) In that particular development water under a relatively low, natural pressure head is carried to a nozzle and from the nozzle it is thrown a distance of perhaps 20 ft to wash the gold bearing material down into a channel from whence it's carried over some mineral collector, and the water is then recirculated. Development of this practice in coal mining began in Russia in 1915, and Dr. Muchnik established the criteria for hydraulic mining during the 1930's. The first water jet mine was established underground in 1939 and has been followed by several larger mines to the present day where there are at least 11 large mines producing about 10 million tons of coal per year in the Soviet Union.(2) Water jet mining has expanded from Russia through Japan, Germany, Poland, Czekoslovakia, and mainland China. The nearest location to the United States is currently at the Kaiser Mine in Sparwood, British Columbia, where a three-man crew has mined up to 3,400 tons of coal in a 6-hr shift. There are many advantages to this particular operation. It is one of the safest mining operations for coal in Canada and has won safety awards because of this. The process is relatively cheap since the cost of the equipment is much lower than that which would be required conventionally using either longwall or shortwall mining, and transportation is achieved by fluming the coal to a central station using a gravity feed and then pumping to the surface, (3) For this

Several optimization approaches used by the Canadian mining industry were used to investigate surface coal mining operations in Canada. A computer program was applied to optimize truck/shovel systems and for various analyses. The analyses of eight western Canadian coal mines included investigation of fleet imbalance, under- and over trucking, development of the criteria for automated truck control, comparison study of various haulers and loaders, haulage layout, driving conditions, machine performance, servicing and maintenance policies, etc. Each property investigated supplied background information for the study and cooperated in optimization studies. The truck/shovel system optimization study is demonstrated as a test case to outline procedures and step-by-step instruction for similar applications.

Using a Mark IV surface force apparatus, adsorption of dodecylamine hydrochloride on mica has been studied at pH 5.7 in the presence and absence of octanol. With amine alone, the repulsive forces between mica surfaces are reduced due to charge neutralization and attractive hydrophobic force; however, the latter is of relatively short-range with its decay length less than 2 nm. In the presence of amine and octanol, the hydrophobic force becomes more significant, its decay length being extended up to 6.5 nm. The increased hydrophobicity in the presence of octanol is attributed to the co-adsorption of the neutral surfactant with dodecylamine, which increases the packing density of hydrocarbons on the mica surface. The increased hydrophobicity due to co-adsorption is reflected in the improved floatability of silica when using octanol as an extender.

Leachates from gold heap-leaching mines may contain selenium concentrations as high as 2 mg/L. Previous studies report satisfactory selenium adsorption by activated alumina from relatively "clean" drinking waters. However, the findings of these studies cannot be directly applied to the treatment of mine leachate where other ions compete for the alumina adsorption sites. This study evaluated the adsorption of selenium from a mine leachate to develop design parameters for a full-scale activated alumina process. The study revealed that 68% of the selenium in the leachate could be removed by alumina at pH levels greater than 5.0. At pH levels less than 4, silica was poorly adsorbed by alumina, and selenium adsorption was improved. Silica adversely affected the selenium adsorption capacity.

Many of the wastes produced by modern steel plants are pulps or sludges containing significant concentrations of iron and displaying some ferromagnetic characteristics. These waste materials are often suited to treatment by magnetic cycloning to produce a high solids content underflow and a clean water overflow. Alternatively in the classification mode, the magnetic cyclone can produce a high iron underflow product for recycling by discarding fine non-magnetic material to the overflow. Results for the treatment of a variety of steel plant wastes in 5.0cm, 2.5cm and 1.25cm diameter cyclones, operating with and without an applied magnetic field, are presented. It is demonstrated that the magnetic cyclone increases solids recovery to the underflow product, especially at finer particle sizes and for higher solids content feed pulps.

The favorable economics of conveyor based haulage, especially in moving large volumes. has long been acknowledged. This has given impetus to significant developments over the last two decades in conveying systems and equipment. Such developments have resulted in improved equipment and system reliability, versatility and mobility. The present writing presents conveyor systems and their variations. Long overland conveyors of various profile and plan layout are considered along with various typical support systems. This includes discussion of horizontally curving, two-way and booster driven conveyors. High Angle Conveyors-[HACs] are reviewed, citing in-pit as well as plant application. Finally, several important advances in idler and in pulley design are presented.

A novel low-cost technology is described that treats excavation waters in estuarine environments where water coloration due to humic material is present, along with acidity, turbidity, sediment and salinity. The process treats all the components in the water to produce a clear (color-free) water stream that meets requirements for direct discharge to local estuarine waterways.

INTRODUCTION Uranium production in Saskatchewan commenced in 1953 at the Eldorado Nuclear Mine in the Beaverlodge area of North Saskatchewan, followed over the next few years by nineteen other smaller mining operations. Production rose from 453 600 to 2 721 600 kg per annum by 1958. Over supply and the closure of the U.S. market to Canadian uranium led to an equally rapid decline to an annual production which varied from 453 600 to 907 200 kg during the years 1964 to 1976. As the market strengthened there was a resurgence of the Saskatchewan industry and production from one underground and two open pit mines reached 2 809 000 kg in 1980 for a return of 232 000 000 dollars (Table 1). [ ] Future output will be increased by a potential 4 536 000 kg from the Key Lake mine now under construction and scheduled to commence production in 1983. Three other projects are in an advanced stage of planning and are currently in the regulatory review process. Several other prospects are being evaluated. Figure 1 shows the location of uranium mines in Saskatchewan and table 2 illustrates the present status of uranium mines and deposits in Saskatchewan. At present, 1400 workers are employed directly by the uranium mining industry. Saskatchewan has diverse mining conditions ranging from the underground mine of Eldorado Nuclear Limited 1870 m deep with a low grade ore deposit averaging from 0.17-0.20% with extraction by carbonate leaching through an open pit operated by Gulf Minerals with a moderate depth of 110 m and 0.37-0.5% grade to the shallow open pit of Cluff Mining 30 m deep with a very high average ore grade of 7.0%. Extraction at both open pits utilizes acid leach extraction processes, the latter after gravimetric separation. Key Lake mining has commenced development of the next mine to come into production which will have two open pits to a depth of 80 and 175 m with an average 3% grade to be followed by the deep open pit of Canada Wide Mines Ltd. to a depth of 205 m with average grade of 1.5%. One existing mine will transfer its operation from the present open pit to another of slightly higher average grade. From the Saskatchewan point of view, these different operating conditions present varied problems associated with occupational health and safety and concomitant solutions to reducing worker exposure to radiation. REGULATION OF URANIUM MINES In 1946, the Government of Canada enacted the Atomic Energy Control Act which established the Atomic Energy Control Board (AECB) and vested in that board powers to regulate all aspects of uranium mining. In the early years, the AECB relied heavily on provincial occupational health and safety agencies for the surveillance of uranium mining and milling operations, particularly with regard to "conventional" occupational health and safety, the AECB having at the time no specific regulations covering the mining industry. There has been considerable dialogue between federal and provincial governments since, traditionally, occupational health and safety is a provincial jurisdiction. Saskatchewan is strongly opposed to the intrusion of the federal government into the provincial domain, particularly as there is little justification for a federal presence in occupational health and safety in uranium mining and milling. The province does, however, accept the need for federal involvement in certain aspects of the regulation of nuclear industry, for example, international sales, research and security of reserves for domestic use.

The past few years have seen a much greater concern about air pollution in this country. This concern has led to increased legislation restricting the discharge of many substances such as sulfur dioxide and particulate matter to the atmosphere. In the future, it is anticipated the present permissible emission levels will be lowered. Current and impending restrictions on the emission of sulfur dioxide have brought out the fact that there is a shortage of available low-sulfur fuel for power plants and industrial use which promises to have an economic impact on the nation's energy picture (1) The Pittsburg & Midway Coal Mining Co., under the sponsorship of the Office of Coal Research, has developed a process to produce a fuel capable of meeting the energy requirements of this nation (2) The process is called "The Pittsburg & Midway Solvent Refined Coal Process". The principle product from the process is Solvent Refined Coal which is an ashless, low-sulfur fuel with 16,000 BTU per pound regardless of the rank coal from which it is produced. The product can be burned as either a solid or a liquid fuel. The process appears to be economically more attractive than other methods of alleviating the pollution problems of this nation. In addition to reducing the air pollution caused by stack gases, the product produced is potentially useful as a source of electrode coke and electrode binder pitch, as a gas turbine fuel, in the production of metallurigical coke and pavement asphalt, and as the first step in the overall process to produce distillate fuels and pipeline gas (3).

The softwall mining system is a novel, new method of mining mineral deposits in soft, shallow, nonrock ground conditions. This method can mine the ore layer without substantially disturbing the existing overburden. The softwall mining system consists of machinery that is hydraulically controlled and powered, that can be buried (or used on the surface) to extract the ore or mineral from a layered deposit. The method is essentially an application of the longwall mining concept, modified for loose overburden and ore conditions, combined with hydraulic mining.

Several of the larger copper projects recently built have included a molybdenum byproduct circuit as part of the overall project due to the favorable molybdenum market conditions and overall economic contribution to the project. This paper provides a summary of moly plant flotation practices across a number of both recent projects and historical ones. Modern Molybdenum flotation flowsheets predominantly incorporate self-aspirated cells and forced air cells with nitrogen addition. The paper provides insight into the process considerations, capital and operating costs associated with both of the cell types. It also reviews metallurgical aspects and important safety aspects. Other aspects including instrumentation and degree of automation are also discussed along with overall plant design.

The Boundary Element Method of Numerical Modeling has become an increasingly popular rock mechanics -mine design tool. It has been used by the Roof Control Division, Pittsburgh Safety and Health Technology Center, MSHA, to aid in the resolution of complex ground control problems since 1985. This paper will present an overview of an evolving simulation process and details of methods utilized to generate necessary coal, rock and gob input properties. Also included is a description of a Deterioration Index System that is used to link model output to observed mine conditions and two case studies to illustrate that process.

The Mount Baker Ridge Tunnel is a major improvement of Interstate Route 90 in the State of Washington. The total length of planned underground construction is about 3,400 feet (1,040 m) of which 1,332 feet (406 m) will be constructed by a stacked-drift tunneling method. Sized for vehicular traffic on two levels, the net interior diameter will be 63 feet (19.2 m) requiring an exterior diameter of about 80 feet (24.4 m). The material to be excavated is predominantly stiff clay, and this will be the largest-diameter tunnel ever attempted in soft ground. A construction contract for the stacked-drift tunnel was awarded in late 1982.

INTRODUCTION Proliferation and enhanced synthesis of collagen by pulmonary fibroblasts have been shown to be key steps in the development of chronic silicosis (Goldstein and Fine, 1986). The regulation of lung fibroblast proliferation by cytokines released from alveolar macrophages may be an important pathogenetic mechanism in the development of the fibrotic process (Kelley, 1990). One cytokine, platelet-derived growth factor (PDGF), promotes fibroblast proliferation by inducing the movement of quiescent (Go) cells into the C1 phase of the cell cycle (Chen and Rabinovitch, 1989). Others regulate the rate of transition of fibroblasts from Gl into the S phase (Leof et al., 1982). These two classes of cytokines have been termed, respectively, competence and progression factors. One approach used to examine the release of cytokines from macrophages is the fibroblast proliferation assay in which fibroblasts are exposed to culture supernatants from macrophages exposed to various stimuli. In most of these assays, the supernatant contains fetal calf serum which provides the competence factor(s) necessary to facilitate the proliferation of fibroblasts (Bitterman et al., 1982; Bitterman et al., 1983; Elias et al., 1988). Recently, a fibroblast proliferation assay using plateletpoor plasma (lacking competence factor(s)) as a substitute for fetal calf serum has been described (Kuman et al., 1988; Bauman et al., 1990). In this assay, the release of a competence-inducing PDGF-like growth factor from rat and human macrophages can be distinguished from other cytokines that act as progression factors. In order to obtain more consistent results and with the ultimate goal to be able to discriminate between the effects of competence factors as opposed to progression factors, we have conducted experiments to determine the appropriate concentrations of plasma and PDGF required for imparting competence in the fibroblast proliferation assay. We tested lung fibroblast cells obtained from explants of rat lung tissue and also a fetal human lung fibroblast cell line obtained from American Tissue Culture Collection (ATCC153). MATERIALS AND METHODS Fibroblasts Specific pathogen-free, male Sprague-Dawley rats were use in some studies. Animals were given a lethal intraperitoneal dose of sodium pentobarbital. Fibroblasts were isolated by chopping the lung in enzymes that digest the connective tissue but liberate lung cells for further study (Rabovsky et al., 1989). After digestion, the remaining lung tissue suspension was filtered through two layers of sterile gauze and centrifuged to recover lung fibroblasts. These were resuspended in culture medium that contained 10% fetal calf serum and distributed to culture plates for growth. In other experiments, a human fetal lung fibroblast cell line, obtained from American Type Culture Collection, Rockville, MD, 20852, was used instead of rat lung fibroblasts. In these cases, a 1 ml ampule containing human fetal fibroblasts was plated into a tissue culture flask containing medium plus 10% fetal calf serum. For both types of fibroblasts, culture medium was changed 3 times per week and cultures were incubated at 37°C until confluent. Harvested rat and human lung fibroblasts were quantified using an electronic cell counter equipped with a cell sizing attachment (Coulter Electronics, Inc., Hialeah, Florida). Tritiated Thymidine Incorporation The basic procedural outline of Kumar et al. (1988) was used with modifications to evaluate tritiated thymidine incorporation into fibroblast DNA following exposure to PDGF and plasma. Both rat and human lung fibroblasts were plated at 50,000 cells/ml at a density of 250,000 cells/25cm2 culture plate. Cells were quiesced for 4 days with 2% rat plasma. As the assay was refined, fibroblasts were quiesced in plasma-free media for 48 hrs, since the mitogenic activity of 2% plasma was variable. Test medium was applied for a period of 6 hrs, followed by a 24 hr tritiated thymidine (lµCi/ml) labelling period in plasma-free media. Medium alone was used as a negative control and media with 10 or 20% fetal calf serum was used as the positive control for rat and human fibroblasts, respectively. Cell Quantification and Measurement of Mitogenesis Twenty-four hours after the addition of tritiated thymidine, the fibroblasts were washed with 5ml of fresh serum-free media, centrifuged and resuspended in phosphate-buffered saline. The cells were dissolved in 0.5m1 of O.1N NaOH and radioactivity determined in a beta counter. Incorporation of trititaed thymidine as an index of DNA synthesis was expressed as DPM/fibroblast. "The Montreal Metro Blue Line Extension Project is part of a metropolitan Program that was launched in 2009 by the Transportation Ministry of Quebec to add additional extensions to existing metro lines in the cities of Montreal, Longueil and Laval with the intention to meet current demand and future growth within the Montreal agglomeration. Specifically the Blue Line Extension Project will add five underground stations to the East of the Montreal. The paper addresses the preparation and the implementation of a three-step geotechnical and geo-environmental investigation program and preliminary design considerations such as the selection of a preferred horizontal and vertical alignment, the selection of construction methods based on previous local experience and current industry trends, as well as preliminary sizing of underground infrastructures. PROJECT BACKGROUND An agreement between the three mayors of the Montreal Metropolitan City agglomeration, namely, Montreal, Longueil and Laval prompted the Government of the Province of Quebec to create a project office to oversee the studies of extending the existing metro network. The last extension of the existing metro network was completed in 2008 with the Laval extension, which consisted of adding three stations from the existing Orange line. The current extension Program consists of three different extensions, namely extending the Orange Line to Laval and finishing the loop, extending the Blue Line to the East of Montreal by adding five stations, and adding five stations on the Southshore of the St-Lawrence River for the Yellow Line extension. The extension program also requires the construction of an underground storage and maintenance garage located to the north-west of the existing Cote-Vertu station on the Orange line. Figure 1 shows the overall extension program with the existing network."

In the recent past, there have been numerous projections of the capital requirements for additional mine and processing capacities required to meet projected non-Communist World demand for minerals during the next 15 years. A consensus judgment would place this currently at $14 billion per year, with the largest expenditures required for increases in aluminum and copper production. Until the early 1960's, internally-generated funds were used to finance nearly all of the large mining companies' capital requirements. Since that time, however, the enormous rise in capital costs per ton of capacity, accompanied by a relative stagnation in the financial condition of many of the major mining companies, have caused the industry to begin to rely on external sources for financing expansion, most notably, project financing from commercial banks and institutional lenders. Seven years ago, it was estimated that, in the five-year period 1972-1976,75% of the total capital requirements of $10 billion per year would come from internally-generated funds, with the balance to be provided by external sources. l There is little doubt that, in the coming decade, the percentage provided by external sources will increase. There should be little difficulty in attracting the necessary investment within the U.S., particularly in view of the expected continuation of companies in diverse industries seeking mineral investment opportunities. The more serious question lies in the availability of internal and external sources of funds for the expansion of mine and smelting capacity in the developing countries. Recently, R. F. Mikesell projected an average annual investment of $4.7 billion (in 1977 prices) over the 1977-1990 period would be required from foreign sources to expand metal producing capacity in developing countries. Mikesell concluded that external financing of mining projects in the developing world has averaged less than $1 billion per year over the past five years, thereby requiring more than a quadru1ling of this financing over the next decade.

Every year more and more mining companies are entering joint ventures to look for minerals. Large companies join large companies, small companies join small companies, and large companies join small companies. Mining companies join oil companies, chemical companies, machinery companies, and companies with no other connection to the minerals business. And well they might, for here is a way for both minerals-oriented companies and those that have no background or knowledge of the minerals business to get actively involved in an outwardly-attractive but high-risk enterprise with the chance to participate in a lucrative minerals find. Thus, for reasons beyond those normally associated with joint ventures in many other fields, corporations, companies, groups, and even individuals are looking to joint exploration ventures as the answer to all problems of getting into or staying in mining.

During the last ten years, Paques Inc. has been engaged in the development and installation of treatment systems to remove sulfur compounds from water and gaseous streams using biotechnological processes. Metal and sulfate can be removed from mine waters in two biological steps. In the first step, sulfate-reducing bacteria converts sulfate to hydrogen sulfide (H2S). The HS reacts with the dissolved metals to form insoluble metal sulfide precipitates. In the second step, sulfide-oxidizing bacteria convert excess H2S to elemental sulfur. The Budelco Zinc Refinery in The Netherlands installed a groundwater treatment system to remove metals and sulfate using the biological steps described above. The system has been operating since May 1992 and has been treating 5,000 m3/d (180 thousand cu ft/day). A pilot plant began operation in November 1995 at Kennecott's Bingham Canyon Utah copper mine to develop processes for metal and sulfate removal from groundwater and for the selective copper recovery from leach water. The principle of the biotechnological methods, the full-scale experience and an overview of the test program at the mine are presented

A coal-fired fluidized bed combustion (FBC) system will be installed at the Owatonna Tool Company, Owatonna, Minnesota. Two FBC combustors will burn solid fuels: coal, petroleum coke, and wood and paper wastes. Crushed dolomitic limestone will be used to control sulfur emissions to EPA limits. The combustors will supply indirectly heated hot air and hot water for paint drying operations, washing processes, and space heating. The program is sponsored by the United States Department of Energy and the Owatonna Tool Company, and is one of five programs designed to demonstrate industrial applications of coal-fired fluidized bed equipment. The paper will describe the combustion system and the results of development tests with dolomitic limestone for sulfur emission control.
