The 2002 Arizona Conference was held Dec. 8 and 9, 2002, at the Doubletree Hotel at Reid Park in Tucson. The annual conference is organized by the Arizona Conference Board of Directors, which represents SME sections in Arizona and adjacent areas. The conference provides an opportunity for individuals and corporations associated with mining in the region to get together once each year to discuss the status of the industry. The meeting featured a keynote address, a distinguished lecture and about 30 technical papers. As was the case at the 2001 meeting, the economy, the price of copper and foreign competition continue to be the hot topics of discussion among the attendees. The domestic copper industry still faces challenges due to low copper prices dictated by the world market and because of a weakened domestic economy. There continues to be concern about the Arizona region’s copper industry in light of the mergers, downsizing and shutdowns that have occurred during the past several years.

The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Pilot testing for the Continuous Elution Process was conducted at Western Mining's Kambalda gold plant beginning in December 1982. During the past ten years, the US coal industry has experimented with various ways to extract methane from coal seams. Drilling long horizontal boreholes in solid coal from mine workings and vertical gob degas boreholes are becoming standard techniques for methane recovery from coal seams. Prime motivations for such work have always been safety and productivity in mines, but the commercial value of gas so produced is encouraging utilization. The paper reviews various ways to produce methane from coal seams and discusses some utilization projects extant in the industry.

The tailings produced from the Kirki (Agios Filippos) high sulfidation epithermal deposit processing plant are laminated, weakly cemented and their particle size ranges from fine sand to fine silt. They are mainly composed of milling residues of gangue (quartz, dickite/kaolinite, pyrophyllite, illite); sulfides and secondary minerals (jarosite group minerals, butlerite, anglesite, beudantite and gypsum) are present to a lesser extent. They have high Pb and Zn (average 0.75 % and 0.57 % respectively) and low S (1.04 to 2.92 %), Cu, As, Cd, Ni and Sb content (average 248, 163, 59, 27, 20 g/t respectively). Stagnant waters forming small ponds on the surface of the impoundments exhibit low pH and high heavy metal and sulfate concentrations. Negative Net Neutralization Potential (NNP) characterizes the tailings, indicating moderate to high potential for acid generation. Application of the TCLP test revealed that the tailings are characterized as toxic because of the increased solubility of Pb and Cd. On the other hand, As TCLP solubility is very low.

The condition-based monitoring system is an important innovation for reducing the downtime of costly, heavy earth- moving machinery (HEMM). Vibration severity measurements were made on the HEMM located at the Gevra Project, the largest coal opencast project in India. Whenever the vibration severity levels exceeded the permissible limits, necessary actions were taken to replace the defective parts of the ma- chine. The systematic vibration monitoring of 120-t (132-st) dumpers, followed by corrective measures led to a substantial increase in component life (8.18% for an 445E Dressor and 28.44% for an MK-30 Unit Rig). The associated costs (including spareparts) were reduced by 21.55% and 25.74%, respectively. Because of the reduced downtime, savings for these two dumpers over the period from March 26 to June 25,1998, were of the order of Rs.26.47 (US$0.649) million.

The HILTI OneStep rockbolt was implemented for roadway development in German deep coal mines in 2004. The development by HILTI Company is based on a technical joint venture with RAG Deutsche Steinkohle AG. The technical development of a One-Step bolting system was required for weak strata conditions at the roadway development face. Standard resin bolting has reached the limit of performance when boreholes are squeezed and cannot be filled with capsules. In some cases the heading face is brittle and requires additional support for installation of the bolts and a person working immediately next to the borehole. The Hilti One-Step system allows automated and safe processing at the heading front and provides the key technique to avoid these problems.

Coal is currently cleaned with the minimum of size reduction, fine particle processing, recovery, and tailings disposal are major problems. Adequate water resources are not always available. For example, two thirds of China's coal is located in arid areas. Hence, dry separation provides an alternative approach. Of the dry coal separation methods available, air dense-medium fluidized beds have been used to separate 50~6mm coal efficiently. However, excessive bubbling and back mixing of the separated solids in the air-dense media fluidized bed causes the high lower size limit of 6mm for the feed material, this affecting the preparation efficiency. Based on prior study on air-fluidized dense media for 6~50mm coal preparation, this paper presents methods and test results on the fine coal dry classification, static electricity beneficiation of 0~0.5mm coal, and magnetically stabilized fluidized beds for separating 0.5~6mm coal.

The aim of this paper is to provide an overview and details of good practice, from a United Kingdom perspective, in the development and implementation of major tunnel and underground infrastructure projects. In doing so, it draws on a broad base of project management theory. A central theme is that successful project delivery is dependent on detailed planning of the complete project delivery process, forming an effective team that works well together and the proper management of risk. The role of partnering in forming a strong project coalition is described. Particular emphasis is given to the integration of design and construction, and the role of the designer throughout the construction phase. The implementation of risk management in the design and construction of tunnel works is discussed, and recommendations are made on how risk, value and constructability can be integrated in project delivery. Recent practice in project procurement, particularly in the use of innovative collaborative forms of contract are described, and details of particular provisions for joint management of risk and problem resolution are provided. Finally, the relevance of the ITIG Code of Practice for Risk Management of Tunnel Works to good practice in project delivery is highlighted throughout the paper.

The former mayor of Los Angeles, CA is a believer in public transportation but thinks neither his city nor the entire country is spending enough on basic infrastructure. In fact, the United States has fallen behind most other developed nations in improving public transportation, the former mayor said. Antonio R. Villaraigosa was the keynote speaker at the North American Tunneling (NAT) conference, held June 22-25 in Los Angeles, CA. The event, held every two years, is sponsored by the Underground Construction Association of SME (UCA). This years? conference attracted 1,091 underground construction professionals from around the world. The accompanying exhibition continues to grow, attracting 142 exhibiting companies occupying 162 booths. As always at NAT, registered attendees received the proceedings volume of the conference, which contains 132 papers. The proceedings volume, including a CD of the papers, is available from SME for $149 member, $139 student member and $189 nonmember. Recent underground nuclear tests in tuff, alluvium, salt, and granite have yielded data essential to the evaluation of mining applications of contained nuclear detonations. The data indicate that for these media the cavity radius is predictable within ±20% without regard to the properties of the rock in the immediate shot environment. Properties of the chimney of broken rock resulting from collapse of the cavity, on the other hand, are found to be related to the properties of the rock and its preshot structural weaknesses. Seismic effects and radioactivity distribution are sufficiently documented to serve as a basis for predicting the safety conditions associated with detonations for a variety of yields.

An accepted statement of fact is that, next to agriculture, transportation is the second most important industry in the world. The transportation networks of the United States have greatly contributed to our nation's growth and prosperity. The objective here is to make the reader aware of the need for communication between geologists, mining engineers, purchasing agents, and transportation managers. Only through a cooperative effort is it possible to reap the benefits of transportation in the industrial minerals field. Transportation is often thought of in terms of trucks, rail cars, barges, and covered wagons. There is much more. Corning Inc. Corning Glass Works is a worldwide organization with more than $2 billion in annual sales. It supplies more than 60,000 different products a year to some 47,000 customer firms and millions of individual consumers. Corning operates 32 of its own plants worldwide and is also an investor with a 50-50 or minority position in 24 affiliated companies in 11 countries. Corning competes in four broad business categories: • specialty glass and ceramics; • consumer housewares; • laboratory sciences; and • telecommunications Binding these four sectors together is the glue of technology. Coming's research laboratory, established in 1908, was one of the first in American industry. That early commitment to research has never wavered. Today, Corning spends annually on research and devel¬opment, as a percentage of sales, at double the average rate for all manufacturing industry in the US. Some 1500 scientists, engineers, and support personnel are now employed at the company's research and development centers in the US, Japan, and France. Petalite background A family of materials melted conventionally as a glass, then converted by special processing to a ceramic was invented in 1957. One of the basic minerals in this glass ceramic product is petalite. Petalite is a monoclinic mineral with a framework silicate structure and a low iron content, about 0.06% Fe2O3. Petalite is found in very few places throughout the world and no commercial petalite deposit has been found in the United States. Sizable deposits occur in Zimbabwe, Southwest Africa, Brazil, Australia, the Soviet Union, and Sweden. Coming's purchasing and geology departments located a source of petalite with proven reserves in what was then known as Rhodesia. The supplier was Bikita Minerals. The relationship with Bikita was one in which Bikita supplied bulk ore that Corning processed into a finished material at its US facility. This bulk ore method of shipment resulted in high losses through contamination and processing. It also caused tank upsets at the Corning plant because of iron contamination picked up through the numerous handlings of this product in bulk. The relationship with Bikita continued until 1965 when the white political leadership of Rhodesia declared its independence from Great Britain. This led to the imposition of international sanctions. The sanctions were lifted in 1980 and the relationship with Bikita was reestablished in 1983.

The remarks that follow are based substan¬tially on experience covering 45 years, 80% of which have been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more-difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1 ½ . The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present.

The Porters Creek clay is mined for its absorbent properties. The formation is part of the Upper Mississippi embayment and is recognized in Alabama, Mississippi, Tennessee, Kentucky, Illinois, and southeast Missouri. Major minerals in order of abundance are Montmorillonite, Quartz, Illite, Kaolinite, and Chlorite. Mining consists of open pit operation utilizing track loaders or scraper. The clay is dried or hardened in rotary kilns and crushed to size by roll crushers. The clay granules are sized and air classified prior to storage for shipment or packaging. Granules are sold for pet absorbents, oil absorbents, anti-skid material, fertilizer, and pesticide carriers.

The hydrophobicity of six coals ranked from lignite to anthracite is studied through contact-angle measurements, bubble attachment-time measurements, FTIR spectroscopy, and Hallimond-tube flotation. The preliminary study shows that the hydrophobicity of coals can be told by the bubble attachment times of coals (a kinetic criterion) or by the contact angles (an - equilibrium criterion). A general agreement between flotation response of coals and measured bubble attachment times or contact angles is observed in the present study. However, the study also shows that the hydrophobicity of coals can be predicted by FTIR spectroscopy work with proper manipulation of the spectra. Both hydroxyl and carboxyl groups in the coals are proven by FTIR work to be responsible for the change of coal hydrophobicity. A new criterion for the hydrophilicity index of coals from FTIR spectra is introduced through the study.

The purpose of this paper is to examine the Gays in which- the policies of the U.S. government, mining companies and third world countries affect each other with regard to the availability of minerals. The interaction involves U.S. policy towards the mining industry, the policies of the companies themselves, and the policies of third world countries towards the U.S. and multinational companies. It is assumed in this discussion that U.S. policy will continue to be to seek certain minerals from abroad rather than attempt to develop domestic sources for all its requirements. This would seem to make sense both from the standpoint of cost, and for preserving what domestic resources there are so as to maintain some degree of market leverage. In today's jargon, this means greater dependency on the "third world", which, for this discussion, includes virtually all the nations in Africa, South America and Asia. Concern for availability raises the important distinction between dependency and vulnerability, and as the Director of the Bureau of Mines has pointed out, the two are not the same. Dependency is not neccessarily a bad thing; it is vulnerability that counts (Norman, 1980)

The microtunneling test program is one of three main elements of the research project, "Trenchless Construction: Evaluation of Methods and Materials to Install and Rehabilitate Underground Utilities." The other elements of this project include an evaluation and demonstration of horizontal directional drilling technology and pipeline rehabilitation systems. The research is a Corps and Industry cost-shared project funded under the Construction Productivity Advancement Research (CPAR) program. The laboratory partner is the U.S. Army Engineer Waterways Experiment Station (WES), Geotechnical Laboratory. The industry partner is the Louisiana Tech University's Trenchless Technology Center. Industry participants are contributing over half the total cost of this research. The overall objective of the CPAR program is to improve productivity in the U.S. construction industry, thereby enhancing the competitiveness of the U.S. industry in domestic and overseas markets. The Corps and other federal and state agencies will benefit by realizing reduced costs, enhanced safety and better products and services as the products of this research program are developed, tested, and pushed into the market place. The microtunneling demonstrations and evaluations were performed during September and October 1992 at a specially constructed test facility built at WES in Vicksburg, MS. The test facility is 104 m (340-ft) long, 5 m (16-ft) wide, and 4 m (13-ft) deep. It was constructed, ironically, by first excavating a trench into which 6 different types of soils were placed and compacted in approximately 18.3 m (60-ft) long sections. The soil profiles include a lean silty clay (loess), a dry sand, highly plastic buckshot clay, wet sand, clay gravel and silt. The interfaces between soil profiles were sloped to simulate mixed face conditions as the machines exit one zone and enter another, and provided challenges to ground control and alignment and grade control during these transitions. Moisture and density tests were performed on all materials in each lift to assure uniformity. Horizontal inclinometers and 3 levels of settlement plates were installed at key locations in the test bed. The settlement plates and rods and the horizontal inclinometers, together with surface survey points, provided data to evaluate settlement and heave along the test section. Penetration resistance was measured in each section of the completed test bed. Strain gages were installed in 8 of the 0.6 m (24 in.) diam. Hobas pipe sections to measure strains in the pipe as it was being jacked into place. Steering jack loads, jacking thrust loads, and cutterhead torque were also measured during the drives. The results of these tests will be used together with other information to develop guidelines for conducting feasibility studies and selecting proper methods compatible with anticipated conditions.

"This work focuses on the extraction of rare earth metals (REE) from aqueous solutions using stimuli-responsive polymers. Various parameters affecting the adsorption capacity of the polymer, including pH, polymer concentration and REE concentration were studied. The interfacial behavior of REE in aqueous phase before and after polymer addition and the mechanism of the formation of metal-polymer complexes and their properties were investigated using UV/VIS spectroscopy. Results obtained would help to test the feasibility of employing stimuli responsive polymers in pre-concentration of rare earth elements associated with other elements in mineral aqueous streams prior to solvent extraction. The pre-concentration step would reduce the amount of organic solvents used for extraction and striping compared to conventional extraction processes. INTRODUCTION Rare earth elements (REEs) have become the foundation for several technologies and have been used extensively in many industries such as modern electronics, green energy, health care and transportation and defense [1-4]. As these industry sectors are growing, the global consumption of REEs is going to increase dramatically. The current global REEs demand is estimated to be 105,000 tons of rare earth oxides per annum with an expected annual growth of 5.6% [5-6]. Rare earth elements are produced from different sources (primary and secondary). China is considered as the largest producer of REE in the world, providing about 90% of the world’s mine production while the United States is second with 4% of the mine production [7]. High global demand for rare earth materials results in shortage of such materials in the near future. It should be considered that the term ‘‘rare’’ earth is not an accurate term, since they are abundant in some extent in the Earth’s crust, but are typically finely dispersed. Thus, nowadays looking for more efficient and cheaper methods for extraction, separation and purification of low concentrated REE ores and exploring secondary sources are essential. Rare earth materials are found in raw condition and require treatment that involves several processes, which can consume money and time. Recent improvements in extraction and recycling technology have made the extraction of rare earth elements from rare earth sources more feasible in terms of cost and time [8-10]. Physical and pyrometallurgical methods require high-energy and thus high costs. Moreover, due to environmental problems, environmental protection systems are required, and they are not as adaptable as chemical processes [11, 12]."

The Geological Department, headed by the Chief Geologist, is part of the General Engineering Division and is under the direct supervision of the Chief Engineer. The Geological Department is responsible for the technical direction of all work concerned with the finding and outlining of ore. It provides the mine operating staffs, with the necessary plans and sections to enable them to design pit and underground layouts and to, extract ores' as required by outgoing cargoes. The department maintains grade and ore reserve statistics in conjunction with a mining recovery factor at year-end. These duties are performed through the co-operation of all departments participating in the overall operation. As a result, a steadily broadening use is being made of geology at Steep Rock.

INTRODUCTION At some point in the design and development stage of a mineral venture, the assay laboratory building, its interior layout, and major pieces of analytical equipment must be specified for construction or purchase. Even the most experienced chemist would have difficulty in proposing useful specifications without a good deal of investigation into the kinds of analytical tasks that the laboratory will be expected to address, the probable workload, and the operating time constraints. This chapter will provide a logical approach to laboratory design that starts with such an investigation. Specific examples throughout the chapter are drawn from the author's tenure as Chief Chemist at Barrick Mercur Gold Mines, Mercur, Utah, from 1982 to 1985. It is necessary to understand the nature of a modern production laboratory, and to recognize that its operations bear more resemblance to its parent processing plant than to a research, teaching, or custom analytical laboratory. The assay lab is a processing facility unto itself, where samples and reagents are the raw materials, and assay results are the final product. Its most efficient operating mode is as an assembly line, treating samples in a nearly continuous flow. Nevertheless , there are important differences between the lab and the process plant. The products - assays - are individually unknown quantities until they are "produced.' This can vastly complicate quality control compared to the process plant. Capital costs are general 1 y small compared to the plant, but the ratio of operating costs to capital costs for a laboratory is often very much higher than for the plant. This is due to the labor intensive nature of analytical work. For instance, during Fiscal Year 1984 at Barrick Mercur Gold Mines, labor costs for the laboratory staff represented about five percent of the total labor budget, while the laboratory building and equipment represented only about six-tenths of one percent of the original start-up capital. Failure to recognize both the similarities and differences between laboratory and plant operations is the foremost cause of difficulty encountered in designing a laboratory. The

INTRODUCTION The Brightwater conveyance system project in King County, Washington consists of constructing about 21 km (13 mile) of effluent and combined influent and effluent tunnels. The influent tunnels will collect sanitary sewerage from the service area and convey it to the new wastewater treatment plant (WTP) site at Route 9 in Woodinville, Snohomish County, Washington. The effluent tunnels will convey treated effluent from the WTP to an outfall at Puget Sound. The tunnels will be constructed primarily under residential areas, busy suburban roads and state highways. This 21 Km (13-mile) soft ground tunneling project faced many design challenges because of the geologic and hydrostatic conditions, long tunnel reaches, and large overburden depths. Boring depths typically varied from 45.7 M (150 ft) to 114 M(375 ft) with a maximum depth of 185.6 M (566 ft) deep. Conventional empirical methods for non-mountain terrain based on a 1:1 ratio of drilled footage per foot of tunnel bore (National Research Council, 1984) for evenly spaced borings provided a good start for the Phase 1 explorations. However a continuation of this approach with closer spacing was deemed inadequate by the geotechnical team for efficiently allocating geotechnical exploration resources for the final design. This paper presents a rational approach that was used to evaluate the value of a particular geotechnical exploration boring, pump test or other in-situ test. The method of analysis, which was initially developed for rock tunnels (Einstein et al., 1978), was modified for the Brightwater project. The method considers the potential construction cost risks resulting from variable geologic conditions, the cost and reliability of the geotechnical exploration and the earned value (cost risk reduction) of performing the geotechnical exploration. PROJECT DESCRIPTION In total the land portion of the conveyance system will include approximately21 Km (13 miles) of tunnels ranging in size from 3.0 to 5.2 M (10 to 17 ft) minimum inside diameter with overburden depths of 30.0 to 168 M (100 to 550 ft) and
