The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

The American Society of Association Executives is a professional society composed of nearly 10,000 individuals who serve as salaried executives on the staffs of more than 6,500 associations. Represented is the full range of international, national, regional, state and local associations...including trade associations, professional societies, philanthropic organizations and others. The dramatic growth of ASAE during the past 15 years is a manifestation of the growth of the association movement during the past two decades. This is not to imply that associations are a new phenomenon, because they have existed for thousands of years. Ancient civilizations show evidence of groups formed for mutual protection and advancement. In the transition from ancient to medieval time, trade associations and guilds came to serve an important function for the craftsmen and merchants they represented, encouraging the growth of new industries, improved processes and education.

Since the inception of the Ashton (formerly Kalumburu) Joint Venture in 1972 the parties have expended $24 million in exploration for diamonds in the Kimberley region. This has resulted in the discovery of the currently subeconomic Ellendale deposits in 1976/77 and the economic Argyle - Smoke Creek Deposits in 1979/80. In addition to Argyle and Ellendale, some 90 kimberlitic and lamproitic bodies have been discovered grouped broadly into three provinces, on the west, east and north margins of the Kimberley block. These bodies range in size from dyke-like features less than 1. m (3 ft) in width to pipes with a surface area of 128 ha (316 acres). The bodies with larger surface area are volcanic crater deposits, infilled with air-fall and water deposited tuffs and epiclastic sediments. Diamond content ranges from trace to economic concentrations. The exploration discoveries were facilitated by early recognition that the petrography, mineralogy and chemistry of the diatremes varied from the classical kimberlites of Kimberley, South Africa, to unusual more highly fractionated, alkaline, silicic varieties having affinities with leucitelamproite. Indirect methods of exploration were used, primary reconnaissance work being stream gravel sampling for kimberlitic indicator minerals. Evaluation showed Ellendale diamonds are 90% gem and near gem, but the low grades and tonnage render the deposits unpayable at today's diamond prices. After discovery in late 1979 and completion of a feasibility study by the end of 1982, evaluation studies proved Argyle to be economic. Alluvial diamond mining commenced in 1983 producing 6.2 million carats (Mct) that year, 60% being of industrial quality. Open-pit mining of the AK1 lamproite should start in 1985/1986 at a rate of 3 million t/a (33 million stpy) and produce 25 Mct/a, making this mine, and Australia, the world's largest producer of diamonds by weight. The revenue from diamond deposits is a function of the grade and the value of the diamonds. The grade is the product of the frequency of occurrence of the diamonds (stone density) and the mean stone size; the value of the stones is strongly related to their size distribution. During evaluation of the West Australian deposits, the diamond distribution was found to vary markedly in stone density and stone size. These variations corresponded with changes in the rock type hosting the mineralization. As a consequence, geological mapping of individual lamproites within the multiple vents and careful monitoring of the diamond distribution became an important part of the evaluation work. Similar variations in stone size and frequency were found to accord with separate alluvial terraces and fan gravels derived by erosion from the Argyle AM lamproite.

When extending the life of an existing mine in Appalachia, it is common to acquire the adjacent reserves and extend the existing mine into it. The existing mine is often renovated to accommodate the new conditions. The existing mining system and the track and belt haulage systems may he modified while the new property is integrated into the old one. All of these changes create new constraints for the mine ventilation system (MVS) that require proper planning and control procedures. This paper presents a study that was carried out for the ventilation system of a newly expanded underground coal mine in the Appalachian region. The process of correcting the ventilation system of the existing mine is discussed. That is followed by a discussion of some of the stages of controlling the expanded system. Numerical data for these steps are also presented.

Those of us who have directed our efforts toward the construction of tunnels have long maintained that tunnel construction is more closely an art than it is a science. We have spent time underground with hard-bitten, tobacco chewing shift bosses and superintendents who have made seat-of-the-pants decisions at the face which have been based upon their long experience underground coupled with uncanny intuition. The courage and skill of these men in the performance of their art is legendary. Without question, they have constituted the backbone of the tunnel construction industry. But just as John Henry, the steel driving man, despite his stout heart and dedication to his task, was supplanted by the steam drill, I fear that our tunnel stiff, at least as we have known him, will become an endangered if not extinct species. The reason for this is clearly that tunnel construction is slowly but inexorably making the transition from being an art into being a science, and more and more its performance is requiring the services of scientists as opposed to artists. The tunneling art has been undergoing change for many years, and yet until recently the changes have not been basic. We have improved the way we do the same old things. For example, John Henry would be flabbergasted if he saw the rock drills we use today. He would not have engaged in the legendary drilling contest with one of our modern drills, He would have simply conceded defeat.

"History - How did you get into mining and involved with SME?Unlike many past presidents, I do not come from a mining lineage. I liked math in high school and believed I wanted to be an engineer. I told my math teacher that, and he laughed in my face. I believe that humiliation is what carried me through engineering school. At the time my ability to go to college relied on how inexpensive I could make it. My brother told me that there were a lot of scholarships in mining engineering, and I should apply to mining schools. As usual, he was right and I was off to the University of Idaho to study. My first summer break I got a job with Hecla at a mine in Arizona. I was a laborer on a shotcrete crew. I knew after the first summer that I loved underground mining, and I never considered changing disciplines. Looking back, I was working in miserable conditions (hot, humid), on a miserable job (shotcrete), where I got injured, and two summer student roommates died in a car accident on the commute home after work. I had every reason to hate the industry, as I had seen virtually everything bad about what we do. But I didn’t, I loved it. I said I was good at math, I never said I was smart.I joined SME in college because I was told to by the head of the mining school, Dr. Jack Hoskins. You did what Jack told you to do. I got involved because I went to an annual meeting and the papers in the underground sessions were terrible. I refer to bad papers as the “Tensile strength on cable bolts in sub-arctic regions on Tuesday” papers. Real snoring fodder. I don’t remember who I was complaining to, but they told me to quit my grumbling and fix it. So I chaired a session, and tried to get only good quality papers, something that has been my mantra for years with the Mining & Exploration Division. I also volunteered to help the local sections too. Then one day I woke up as president.What is your opinion of the health of the mining industry?The mining industry is in bad shape. Coal is under attack and will likely never recover to its former greatness. Our President has banned new coal leases, and the state of California is forcing people it does business with to divest their interests in coal companies. And that all happened in just in a few short weeks this January. Usually in America you get a trial before you are given a death sentence, but not with coal."

In 1970, recognizing the great need for an economical, high capacity chemical oxidation process for wastewater treatment, Houston Research began a fundamental study of the available technology, Included was waste characterization; oxidation chemistry for molecular oxygen, ozone and catalyst initiators; kinetics of reaction; gas-liquid contacting methods; and optimization of staged reactors for mixed wastes. Although ozone is the most powerful oxidizer available, the literature contains contradictory reports of its speed and effectiveness. It is now felt to be most likely that many of these early investigations were limited by the ineffectual transfer of ozone from the gas phase into the liquid, and so the investigators were really observing the effects of mass transfer and erroneously trying to interpret the results as if they were chemical reaction data. HR's work considered the cost and effectiveness of gas-liquid contacting in a packed tower, gas sparged contactor, ejector with hold-up tank, and a completely mixed, sparged contactor. The sparged, mixed contactor was found to be most effective and least expensive, and a later investigation settled on the reactor configuration shown in Figure 1 because of its effectiveness of mass transfer and because it lends itself to direct scale-up techniques using laboratory data to design larger reactors.

The presence of finely divided carbonaceous matter, particularly graphite, in gold ores, adversely affects the adsorption - recovery of gold by activated carbon from cyanide solutions of such ores. Competitive adsorption of gold by graphite and other carbonaceous matter, is thought to be responsible for this deleterious effect In this study, adsorption of gold cyanide complex AU(CN)2- by the activated carbon used in carbon-in- pulp or carbon-in-leach processes, was compared with that by graphite which was chosen to represent the carbonaceous matter. Similar adsorption studies were made with gold chloride complex AuC14-. Correlation of adsorption with surface characteristics and thermodynamics were presented in detail, and a flowsheet for graphite-in-leach was proposed.

In the past ten years, the Geotechnical Baseline Report (GBR) has arguably become the key document for tunnel construction. This report not only allocates much of the risk involved with the work, it serves as the basis for bid preparation and is used extensively in resolving disputes during construction. This paper discusses some important issues related to the GBR and presents suggestions for improving these vital reports.

The earthmover tire shortage has been a case of bust and boom for the tire industry. Tire producers were unwilling to invest ahead of the mining boom. In their defense, though, the metals sector of the mining industry tends to be cyclic, tire manufacturers are not prescient. Until two years ago, low tire demand depressed prices. The incentive to invest in new, big-tire capacity was almost nonexistent, according to Prashant Prabhu, president of Michelin Earthmover Tire worldwide. “There has been very poor anticipation or a miscaluation of the amplitude of the (tire) demand on the part of just about everybody,” said Prabhu. What a turnaround. The earthmover tire market has grown by 30 percent over the past two years. Now there are not enough earth-mover tires and likely won’t be for the next two years. Goodyear said it was offering customers bias-ply tires when it could not supply enough radial-ply tires. Komatsu said it lost equipment sales because it could not provide the tires that customers requested. Volvo and Caterpillar said they are delivering some vehicles without tires, either promising tires later or leaving the customers – mine operators – to find their own rubber.

Any of you who served in the military remember the admoniton to "get the lead out," In the military environment, where cost wasn't always a factor, "get the lead out" was more often a call for activity of any sort than activity of a particularly productive nature. As a result, when the top sergeant yelled "get the lead out," lots of people started moving.. . usually to get out of his way. Now there's a new cry, ..one that comes not only from the military but from an entire nation threatened with dependence on foreign sources for its energy needs. That cry ...get the coal out, Like the earlier order, it's a call to activity. A signal that the coal reserves of the United States must be tapped so that Project Independence can succeed by 1985, But it's more than a mere call to activity; it's also a call to achieve productivity. ,a call to produce coal both efficiently and acceptably. And that leads us to the key questions of where the coal is going to come from to meet that 1985 goal, and how can it best be mined. Where will the coal come from? There's no doubt much of it must come from surface mining in the West. How can this coal be mined? There are several options available but there is an excellent case to be made for using mining shovels and haul trucks due to their versatility in stripping, loading and reclamation, We'll explore this approach in this talk today.

Naturally occurring arsenic has been detected in water from inactive mines and several wells in the Keystone area of the Black Hills. Keystone City Well #4 showed a total arsenic concentration of 69 parts per billion (ppb) during pumping in 2004. The well is not used currently except for arsenic-removal research. Water also can be pumped from a mine shaft in the abandoned Keystone ? Columbia ? Bullion gold mines, whose interconnected workings flooded after mining ceased in the 1930s. This water has been considered for local supplies, although it would require treatment or blending because of arsenic concentrations. According to historical records, the Bullion Mine produced 100,000 pounds of white arsenic. An aquifer test on the mine workings was performed at a pumping rate of about 550 gallons per minute. The arsenic concentration in pumped water was 33 ppb. In addition to wells within Keystone, samples from the water supply at nearby Mount Rushmore National Memorial have shown arsenic concentrations greater than 10 ppb, the U.S. Environmental Protection Agency?s maximum contaminant level for arsenic in drinking water. Limestone-based technology for removal of arsenic from drinking water is an innovative and promising method that has been considered for treatment of water at Keystone. In batch testing with water from Keystone Well #4, limestone removed about 65% of arsenic from solution. A related problem of arsenic removal from drinking water involves disposal of the waste product, which is critical for commercial viability of removal technologies. Current research is investigating thermal stability of the waste in order to determine the potential for recycling of the material during manufacture of cement.

The Ipueira III chrome mine is located in the northeastern part of the state of Bahia, Brazil. Extraction is actually at depths less than 300 m, but below level 200 serious environmental problems have been encountered with respect to control of air quality, toxic gas, dust and thermal comfort. At the request of the mining company the University of São Paulo started a research program to investigate the origin and occurrence of the critical problems and to propose solutions. A ventilation survey was carried out first which revealed the existence of several air leakages and short circuits that contributed to substantial reductions in the air supply to some of the main producing levels. Computer simulation of the ventilation network showed that extending the intake air shaft to deeper levels was the most convenient and economic solution to improve the air quality. The ventilation survey was followed by a mapping of the toxic gas emissions and thermal comfort levels in several parts of the mine. The air quality conditions were evaluated as a function of gas emission and heat generation associated with production and development activities. The results show that environmental conditions are already critical in most of the working levels and neither an increase in production nor deepening of the mine can be taken up without substantial changes in the ventilation system. INTRODUCTION Environmental concern is growing in Brazil and several underground mines are starting environmental engineering programs. The LACASEMIN - Laboratory of Environmental Control and Mine Safety of the Mining Engineering Department of the University of São Paulo - was contacted by Mineração Vale do Jacurici to start a research program for investigating the origin and occurrence of environmental problems that existed in the Ipueira III chrome mine. This research program involved field measurements of air quantities with gas levels monitoring, evaluation of heat stress parameters, determination of adequate flow patterns through computer simulations and training of mine technical staff. This paper presents the results of the first 4 months of this research program. The Ipueira III mine is located in the northeastern part of the state of Bahia, near the city of Senhor do Bonfim at about 400 km inland from the state capital city of Salvador. Chromite mineralization is quite widespread in this area and often associated with mafic and ultramafic rocks which cut across regional gneisses and migmatites. ROM production in 1992 varied between 25,000 to 40,000 tons per month, 25% being of lump type (38% of Cr2O3) and 75% being of fines. Lump is manually separated and fines are concentrated in a nearby plant. All the production goes directly to the group processing steel plants near Salvador. The Ipueira III mine is currently under some adverse economic situation because of imports from South Africa and Russia, which have better grades and sometimes a lower content of phosphorous. Consequently there has been little progress in the development of new mines and even in those currently under operation the extraction is becoming more difficult due to the lack of investment in improving mining methods and ventilation systems. In spite of such difficulties the company has backed up studies for initiating an environmental engineering investigation of the Ipueira III mine. MINING METHODS AND VENTILATION SCHEMES The mining methods adopted have changed as a function of extraction depth, rock mass strength and ore body geometry. To assess the potential for radioactive pollution unique to the environmental conditions of the Bacau phosphogypsum waste dump, surface samples were taken, drillings were performed on the entire waste dump's height, and the Ra226 distribution on the height and surface considered to contain a medium content of the radium of 0.57 Bq/gr was studied. Thus, the waste dump's radioactive potential was estimated at 30-40 Ci in equivalent Ra226. Also analyzed was the granulometric composition of the phosphogypsum and the distribution of Ra226 on granulometric orders, which indicated that the radium was concentrated in the very fine fractions. Parameters were set up for the classification by hydrocycloning to obtain a fine class (less than 41 microns) having a radium content of more than 0.9 Bq/gr and a coarse class having less than 0.37 Bq/gr. A chemical process was devised for removal of the radium from the phosphogypsum with the possibility for recovering the contained sulfur.

Is the laboratory sized coal specimen much stronger than underground coal pillars? The answer to this question has a profound implication to many coal operators. It will decide how much of the coal reserve can be recovered. Or, in many cases, it will determine whether it can be mined economically. Recent trends in several eastern states to establish regulations regarding coal pillar design to prevent surface subsidence long after mining heighten the debates. And, in some cases, these trends highlight the existing practices that seriously question the conventional wisdom. Currently, nearly all researchers and practitioners agree that as the size of rock specimens increases, its strength decreases. This concept has been universally adopted as the basic principle for coal pillar design in the United States. Several formulas have been derived to account for this effect. The reduction factor for underground coal pillars ranges from one-half to one-sixth of the strength obtained in the laboratory, depending on the formula selected. Recent case studies indicate that the reduction factor is not justifiable, at east in some cases. The use of a reduction factor is based on the assumption hat smaller rock specimens as tested in he laboratory contain none or fewer fractures or planes of weakness than larger specimens or underground coal pillars. In other words, the larger the rock materials, the more fractures it contains and subsequently weaker in strength. Do all underground coal pillars have more fractures than laboratory sized coal specimens? Not necessarily. All coal contains cleats. Some are con¬spicuous but others are not. In terms of cleat density (number of cleats per unit area), there is no difference between an underground coal pillar and a laboratory sized specimen, provided the specimen size is larger than the cleat spacing, which is mostly 25 to 75 mm (1 to 3 in.).

In Oct. 1981, Ranchers Exploration and Development Corp. began producing silver bullion from the Escalante mine and mill complex, located in southwestern Utah. Current in-place reserves are estimated at 2.42 Mt (2.67 million st) of ore, containing about 936 t (33 million oz) of silver at an average grade of 428.5 g/t (12.5 oz/st). The vein-type deposit is being mined underground through a decline that is currently 864 m (2,835 ft) in length, but will ultimately be at least 1.5 km (5,100 ft) long. The mine is completely mechanized with rubber-tired equipment, and is producing 680 t/d (750 stpd) of ore, five days a week, or 177 kt/a (195,000 stpy). Additional capacity is available. The cyanide leach mill and associated refinery are presently producing 4.35 t/month (140,000 oz/month) of silver bullion-an an¬nual rate of about 52.25 t (1.68 million oz). With minor modifications, the mill can produce up to about 70 t/a (2.25 million oz/year), and expansion is currently underway. History The Escalante property is located 68 km (42 miles) west of Cedar City, UT, on the west side of the Escalante Valley, where the vein forms a gentle ridge in an area of low, rolling hills. For years, the vein has been the object of considerable exploration, but never became more than a sporadic producer, primarily due to low silver prices. Heber Holt of Enterprise, UT, staked the original four claims in 1896; they were patented in 1910. During the next 48 years, limited exploration and mining activity was conducted on the property. Systematic evaluation and development did not, however, begin until March 1958, when Samuel S. Arentz, a prominent mining engineer and consultant, formed several joint ventures with mining and oil companies that conducted drilling, drifting, mining, and water drawdown tests on the property. However, it remained uneconomic, principally because of low silver prices and costs for pumping large flows of underground water. In 1975, Ranchers obtained an option on the property and in 1979 began a drilling program. As of May 1982, the company had drilled 70 core holes, bringing the number of exploratory holes drilled on the property to 138. Test mining began in 1979 as silver prices increased, and full mine development began in 1980. Mill construction began in Sept. 1980, and on Aug 29, 1981, the first ore was fed to the mill.

The effective staffing of personnel in a new concentrator facility is a key factor in the success of the operation. By selectively recruiting quality individuals, a company is in a strong position to build a positive work ethic which will become an integral part of it's culture. And culture, which is a set of standards that all employees work to uphold, is that intangible as- set that often determines whether or not a company will survive during difficult economic times. Recruiting and placement of personnel in a concentrator facility requires an emphasis on planning. Management must carefully analyze the following elements when designing a hiring plan: 1. Number of positions 2. Hiring schedule (timetable) 3. Critical positions 4. Lead-time for trainee posit ions 5. Characteristics of the ideal workforce This presentation will focus on a proven system that is efficient (and yet simple) for achieving a new concentrator facility's manpower requirements. IDENTIFYING THE STAFFING NEEDS As previously stated, the key to staffing is planning. Management will find that a basic manpower chart will provide the hiring schedule to meet deadlines. In fact, this system begins with a manpower chart (Figure 1). The chart basically works in reverse of the hiring requirements: the last scheduled hire is the first job on the list. This approach ensures that the company will not find itself compressed against the facility start-up date. A cardinal rule in recruiting a workforce is to allow sufficient time to orient and train employees to the procedures and culture of the system. Problems in selection of personnel begin when the hiring program is short-circuited for timing reasons. The quality of employee selected invariably suffers accordingly. The second section is the key to the success of the manpower program. This is the latest date by which a formal recruiting effort must begin in order for the hire date to be met. Leadtimes are usually as follows: 1. 90 days for company transfer positions 2. 60 days for experienced new hire positions 3. 30 days for trainee positions

The intimate association of iron formation and massive sulfide deposits has been documented by many investigators (McAllister, 1960; Hutchinson, 1972). In a classic example of such an association four distinct facies (oxide, carbonate, silicate, and sulfide) were identified in an Algoma type iron formation occurring in Paleozoic rocks, but exhibiting physical features (banding) and chemical composition (SiO2 + A1203 + Fe2O3) typical of Precambrian iron formations. The geochemical variation of the iron formation was studied by analyzing 62 samples for Si, Al, Fe, P, S, and CO2. Following a model proposed by James (1954), the geochemical and mineralogical variation of the iron formation can be used as an excellent tool for the exploration of massive sulfide deposits.

In Toyoha mine near Sapporo, the ground temperature is very high, perhaps due to inflow of hot mineral water, the origin of which may be rock masses intruded by the igneous activity in the Tertiary period. The rock masses are found about 2 km east of the mine, their temperature being estimated at from 770 to 870 K at a depth of 3 km. In this mine several veins bearing zinc and lead ores have been mined down to the depth of 300 m from the level of the main entry, of which altitude is 551 m above the sea level. Formerly no attempt was made at development of the deeper part of the mine than the 350 m level from the main entry. Let us indicate hereafter the levels in this mine in such a way that the level 300 m deep from the main entry is denoted as 300 mL. Since 1974, however, the 450 mL of Tajima vein has been developed by deepening No. 5 Shaft to, and by driving drifts in the level. Much hot mineral water has been flowing into the drifts from rock. After twenty-eight months from the beginning of development, the total length of excavation amounted to about 1300 m. The success in development so far may be attributed to cooling rock and air with chilled water and to adopting heat-resisting explosives and detonators. This cooling costed very much and for further development in this level a more effective and economical cooling is desired if possible. To obtain fundamental data for designing an economical cooling, the authors investigated, as a preliminary study, the heat balance in the main drift of 450 mL, by measuring the temperatures of air, rock, hot mineral water, the rates of flow of air and water and so on, in August 1976. They are now carrying out continual measurements of the variations in rock temperature, air temperature and humidity with time. The present paper describes the details of the preliminary study.
