One of the major operating costs for any labor-intensive operation is that of its employees' wage and benefits package. Today's packages are extremely complex, with multiple pay rates for different grades and shifts, intricate bonus criteria, and expansive benefit packages that include all sorts of medical, dental, pension and other costs that can be "hidden" from direct examination and consideration. The problems of estimating the total cost of such a package to a company becomes even more acute at negotiation time, when pressure from both sides to settle intensify and changes to package offers come rapidly. A comprehensive system is needed that can evaluate these costs and perform sensitivity analyses, on the various components of an agreement so as to aid in the solving of major labor deadlocks, productivity problems, and cost impacts created by those agreements.

Impurity minerals in fluorspar ores and concentrates from a deposit in Southern Africa have been studied by reflected light, transmitted light, and cathodoluminescence microscopy. The principal impurities are quartz, calcite, aegirine, apatite, ankerite, magnetite, goethite, and synchysite [Ca(La,Ce,Nd)(CO3)2F]. Cathodoluminescence microscopy was found to be very useful in studying the character of the fluorite and especially for recognizing the presence of apatite and calcite impurities. Fluorite exhibits blue, calcite shows yellow, and apatite has white, light purple, and pink cathodoluminescence. The cathodoluminescent character of apatite varies with its geological environment and position in the orebody. The results of this microscopic study show that phosphorus present in fluorite concentrates occurs principally in binary locked apatite-fluorite particles. Successive fluorite cleaner concentrates contain progressively smaller amounts of locked apatite-fluorite particles. Free apatite has been effectively partitioned to the final tailings.

The Pan American Mine, in southeastern Nevada, is about 26 miles west southwest of Pioche, Nevada, and about 266 miles southwest of Salt Lake City, Utah. The mine is located in the Comet Mining District, and since the ore occurrence is generally the same in the Comet and well known adjacent Pioche Mining Districts, the history of the two shall be considered the same. The Pioche District began about 1869 with the production of high grade gold and silver from fissure veins in the Cambrian Prospect Mountain quartzite. Peak production was reached in 1872 and then declined with sporadic production until 1924, when Combined Metals Reduction Co. shipped its first, complex sulphide ores mined from the CM bed at Pioche. Extensive ore bodies in this CM bed attracted interest in the same bed in the Comet District. Small pockets of high grade silver-lead were mined from fissures cutting the CM and other limestone beds above. Exploration in the CM beds at this time proved a large area of mineralization too low grade to be considered ore.

In a high risk venture such as mining where capital is committed and contracts are signed on the minimum of information, decisions are based primarily on production forecasts derived through consideration of such factors as management-labor relations, mining practice, variations in physical conditions and the equipment applied. Among these factors, the physical conditions offer the least opportunity for control and, due to the wide range of mining conditions that may be experienced, little effort has been made to develop objective methods for measuring their effects on mine out- put. INTRODUCTION On April 14, 1994, the joint venture of Kiewit Construction Company and Kenny Construction Company was awarded a 76 million dollar contract for the construction of the New Hampshire Avenue Tunnels in Washington D.C. The Notice to Proceed was given on May16, 1994 and scheduled completion is September 1997. This project is one of five contracts for the Mid-City E Line as part of the Washington Metropolitan Area Transit Authority (WMATA)Greenbelt Route. Once completed, the Mid-City E Line subway tunnels will connect service between the U Street-Cardozo and Fort Totten stations (See Figure 1). The New Hampshire Avenue Tunnels project consists of approximately 6800 feet of twin single track subway tunnels, three vertical shafts, associated utility work and comprehensive restoration work. Section E4b involved two methods of tunneling along the project alignment. The first method consisted of the well known soft ground open face shield driven tunnel and the second method consisted of tunnels driven using the New Austrian Tunneling Method (NATM) . The NATM section of twin tunnels begins at the Buchanan Vent Shaft and proceeds approximately 2630 feet under Rock Creek Cemetery, including the Farragut Emergency Access Shaft and connects approximately 390 feet beyond to the existing Fort Totten running tunnels (See Figure 2). Special considerations had to be given to the portion of the tunnel alignment which passed beneath Rock Creek Cemetery. The analyses and subsequent selection of the tunnel support system were based on anticipated geological conditions and the sensitive tunnel alignment. The New Hampshire Avenue Tunnels project was the second soft ground NATM project in Washington D.C. The first, by no coincidence, was completed at the adjacent Fort Totten Station and Running Tunnels Project by Mergentime/Hochtief, AJV. Currently, on a nearby WMATA jobsite, the J.F. Shea Construction Company has started a third NATM soft ground tunnel. As the flaws in the population balance model (PBM) comminution model are examined more deeply, further errors and problems were discovered. The Levenberg-Marquardt algorithm for systems of constrained non-linear equations was used to solve the dynamic PBM grinding equations to obtain the grinding selection and breakage rate functions. The fact that the PBM model equation Inverse Problem is degenerate or underspecified is demonstrated. Multiple solutions to the same PBM equations are provided. It is shown that there is no unique solution to the Inverse Problem unless additional constraints are provided or assumptions are made such as the Arbiter-Bhrany normalization assumption. The severity of the non-uniqueness problem for dynamic grinding is demonstrated. Each solution to a dynamic PBM, while giving the same prediction for a given grinding time interval, gives different solutions or predictions for mill composition for other grinding times. Actual experimental grinding data was assessed to determine the functionality of mill selection and breakage functions.

Bentonites and bentonite containing sealing materials are used since many years for sealing purposes in foundation, dike construction, hydraulic engineering and landfill construction, especially for encapsulation of old waste deposits In the near future compacted bentonites will be important components of multi-barrier systems for dry charge of old mines, for underground disposal of hazardous or radioactive wastes. Because of their exceptional physical, structural and chemical properties, bentonites are offering manifold possibilities to protect the environment against the negative effects of dumping grounds. Often the compliance with legal regulations for waste dumping or the isolation of contaminated areas is possible only by using bentonite containing sealing systems. The essential properties of bentonite, bentonite containing building materials and the different techniques of making horizontal technical base liners and vertical cut-off walls are explained. For horizontal technical base liners the adsorption ability, the ion exchange capacity and the swelling behavior of bentonites are important. For cut-off walls bentonite controls the rheological behavior of the slurry and is responsible for the low permeability of the hardened bentonite-cement-wall. In the multi-barrier systems of repositories for chemical or radioactive wastes compacted bentonites are considered to be favourable sealing and backfilling materials because of their high swelling capacity, their adsorption and ion-exchange ability and their plasticity in water saturated state.

When Eugene Bailey asked me to contribute to this session on "Canadian exploration - 1976", it took a little coaxing before he got me to agree. My immediate reaction was, what could i say about Canadian exploration that already had not been said a hundred times in the past few years; secondly, why include a banking person in such a discussion? Everyone knows banks only come into the picture after the discovery has been made and feasibility well established and validated. Rather than wrestle with these misgivings, I decided to take the easy way out and go on blind faith in Eugene - that is, he asked me so he must think that I could come up with some useful thoughts and at least touch upon some of the pros and cons of exploration in Canada. The object of the whole exploration exercise is to Find economic deposits, once they are found, one cannot really move them elsewhere to mine them. It follows, therefore, that we should really be speaking about the pros and cons of mining In Canada and my treatise will eventually lean in this direction. In any event and before getting down to the pros and cons, let us take a quick look at the history of mineral resource development in our country since the end of world war II. At that time, we were producing well under one billion dollars worth of mineral products including hydrocarbons.

The US Department of the Interior, Bureau of Mines is developing a process to selectively extract manganese from oxide ores as part of its in situ mining research program. The Bureau is conducting site characterization studies of two manganiferous iron-formation deposits. These studies include: drill core, regional stratigraphic relationships from the existing geologic database, ore body geometry, geologic structure, hydrologic conditions, accessibility of ore minerals to leach fluid, surface subsidence potential and data collected from laboratory leaching experiments. This information is being used to evaluate the technical, environmental and economic feasibility of in situ mining of manganese for these two deposits. This paper will focus on the stratigraphy, mineralogy, ore textures, fractures, permeability and porosity as they relate to in situ mining.

Rising costs have affected the cost of operating and install­ing crushing circuits, just as they have affected every other area and there is little possibility that the cost cycle is about to be reversed - power costs, wear materials costs and labour costs continue to increase but a basically stable gold price makes little allowance for these cost increases. Additionally, lower grades of ores being worked, and harder feed materials have a significant effect on the potential for higher processing costs. There are, of course, options for size reduction - some of them newer than others - some are suitable for certain types of ores and less suitable for others and it can sometimes be difficult to ascertain the accuracy of anticipated results before plant design and con­struction are completed - by which time the capital outlayed will preclude a change to another method ofreduction. "Horizontal stress can have a profound effect on the stability of an underground limestone mine. The presence of horizontal stress is usually determined once the mine has been developed and the orientation of headers and crosscuts are well established. Multiple attempts are typically made to control roof falls without re-orienting the mine. Once the decision has been made to change the orientation, pillar centers, mine opening widths, and the question of how to determine the correct orientation must be answered.A case history is presented to illustrate how geologic structure, ground conditions and roof falls in adjacent mines, the World Stress Map (Heidbach et al., 2016), in-mine measurement of “cutter” roof orientation, the orientation of strata offset (cats eyes) within borescope holes, and the diametral deviation method of determining horizontal strain from drill core were used to establish the most likely range of horizontal stress.The main headers were re-orientated in a direction parallel to the median of the range of horizontal stress. The crosscuts were angled 60° to the headers to avoid being perpendicular to the horizontal stress direction. Pillar centers and opening widths were increased in the favorable stress direction of the mains and decreased in the less favorable crosscut orientation. The major principal horizontal stress magnitude was estimated using the strain measurements from the diametral deviation method and elastic modulus obtained through testing.INTRODUCTIONOver the past decade, there has been a significant increase in the number of underground stone mining operations in the United States. As stripping ratios at surface quarries become uneconomical and reach the extent of the mineral boundary, coupled with the encroachment of urban development on previously rural mining operations, the remaining mine reserves are best accessed through underground development.Although the majority of underground limestone mines in the Midwest are in relatively flat lying deposits with minimal geologic structure, many Appalachian mines are in folded and faulted environments. Tectonic horizontal stresses associated with multiple orogenic episodes are locked in the formation and are released as the underground mine is developed.A common misconception is that horizontal stress impacts are more prevalent at shallow depths where the ratio of horizontal to vertical stress may be high. However, field observations and academic research indicates that horizontal stress conditions may be encountered at any depth due to the tectonic compression of the limestone formation (Esterhuizen et al., 2007; Dolinar and Esterhuizen, 2007; Iannacchione et al., 2003; Slaker, Murphy, and Miller, 2017; Kuhnhein and Ramer, 2004). This paper outlines mine design and layout guidelines for the mitigation of horizontal stress impacts on underground stone mining operations through a case history example. This approach to mine planning and the ability to anticipate horizontal stress can significantly improve future production of multiple levels (Newman and Newman, 2019). As underground stone production continues at deeper depths and in more geologically and geometrically complex mining conditions, an emphasis on ground control and the anticipation of horizontal stress can provide safer and more productive single and multiple level mining operations."

The image of the flotation froth surface in the mineral processing plant contains the information about its composition. This information can be very useful for a technological process automation. Images, captured in the optical part of the measurement system were read by the computer, then were transformed and analysed digitally. The set of image parameters, extracted from an image transforms, was evaluated by statistical analysis. The recognition algorithm constructed in this process allowed to estimate the froth composition.

The use of finite element programs for evaluating large grinding mill shells is becoming increasingly popular. However, large scale, detailed analysis can become a burdensome task when one is required to manually prepare the necessary data to be entered into the program, while evaluating the voluminous results is even more devastating. Although available computerized finite element analyses can reduce computation time from years to months or even weeks, additional pre and post processors can reduce the time for data preparation and result evaluation to hours, while simultaneously reducing the probability of human error. Examples of the uses of these processors are presented as well as typical modeling techniques.

What are the benefits and limitations of financial analysis software as a decision making tool in the mining industry? Traditionally, the assumptions and simplifications imposed by complex and uncertain information have been viewed as the main obstacle to reaching an optimum decision. Recently, however, phenomena such as corporate culture and power structure have received increasing attention as significant influences on organizational decision making processes. Studies of these phenomena have suggested an alternative way of understanding decision making processes and an alternative view of the role played by computer analysis in such processes. This paper presents these two views of decision making, and examines what each implies about the role of financial analysis software as a decision making tool in the mining industry.

Flowsheet improvements, such as series/parallel SX plant configurations, discontinuation of plant sumps and improved filter pumping concepts, the use of in-settler baffle systems, and the Krebs and combined mixer-settler designs offer opportunities to reduce SX plant cost. Today's plants employ permanent cathodes and mechanical stripping, and the increased capital cost can be offset by labor savings and higher current densities. The wider use of HDPE and new cell construction materials also reduce capital cost. The "Portelex" type of relocatable design embodies such new, cost-saving measures in a simple basic plant. Organic inventory and losses are reduced by new, fast-settling, hybrid organic reagents with improved kinetics and selectivity.

Perimeter mining is a special form of very productive partial extraction method practiced at some mines in the United States. In the Illinois Basin mines where all major coal seams have weak underclay in the immediate floor, experience shows that any long-term ground control issues will arise due to floor failures rather than instability of the coal pillar itself. While there is a significant amount of work done on floor stability associated with regular pillars, no work has been done so far on the stability of perimeter pillars. This paper reports the results of a comprehensive study that was conducted for the first time on floor stability during perimeter mining in the Illinois Basin mines. A special plate template, which mimicked a common perimeter pillar configuration was created to conduct in-situ bearing capacity tests at five mines in three states of the Basin. Additionally, because of the complex shape of pillars created in perimeter mining that defies any closed-form solution, floor bearing capacity was studied using three-dimensional nonlinear numerical modeling. Based on these in-situ and numerical studies, some guidelines are provided for perimeter pillar stability analysis.

Toxic substances in On solutions can retard biological leaching of sulfide dump ores. On solutions were ana1yzed for metals, organics and chloride and showed inhibitory concentrations of aluminum, manganese and chloride. Inhibition of bacterial activity by the solid fraction of On solution with and without the organic constituents, was evaluated. Bacterial toxicity was evaluated by monitoring bacterial numbers, pH, Eh, and rates of iron oxidation. The On solution solids were toxic at 50% to 60% of their field concentration. Most of the toxicity of the On solution was due to the organic fraction. Different solvent extraction (SX) reagents show varying degrees of inhibition of T. ferrooxidans. Bacterial inhibitory effects of carriers and lixiviants used in the SX plant should be determined so that entrained SX reagents do not retard biological dump leach systems. The reagents used should be the most cost-effective and the least toxic.

Calculation of consistent steady-state mass balances in operating metallurgical plants and pilot plants is of interest for many reasons. In general, enough data can - and should - be collected to overdefine the system, i.e., permit calculation of nonmeasured quantities via more than one path. In such cases, resulting steady-state metallurgical mass balances rarely close due to sampling, analysis and/ or instrument error. Indeed, determination of a valid calculational sequence for complicated process flowsheets with multiple recycle streams can prove quite difficult. Here we present and discuss a method that has proven useful in analysis of numerous grinding circuit flowsheets of varying-degrees of complexity our technique requires only a consistent process flowsheet with appropriate associated data and arbitrary numbering of streams and equipments. Process topology and user data are decoded to yield a set of "search" or base variables and a set of "calculated" variables in solids, water, particle size and splitter parameter space. This procedure greatly speeds subsequent actual mass balance adjustment calculations since perturing certain variables (e.g., a solids value) does not require recalculation of other variables (e.g., the water balance). Finally, internal search and calculated variables are back converted to User units and used in a Sum-of-Squares criterion. Global minimization of this performance functional then yields a consistent mass balance in a least, squares sense. Weighting factors of choice can be used. Examples illustrate application of these methods.

Somebody sure gave me the wrong title. I can talk much more freely about the impact of the anti-nuclear movement on the DRILLING industry in New Mexico. In a word, it is being "clobbered." It doesn't seem like very long ago that my brothers and I were busy trying to find enough new equipment (and trying to talk bankers into lending us enough money) to keep up with drilling work we could get. Seemed like no matter how hard we worked, and how much money we borrowed, we were always one step behind where we wanted to be. We had so many holes to drill that all our crews were working three shifts a day, and over several states. The nation needed energy, and we were ready to help supply it. Exploration and development drilling jobs were all going full-blast. We had trouble keeping up with them. With luck, we figured we'd be able to get all our equipment out of hock before all the necessary uranium mines were developed.
