Optimization has been defined as the procedure of locating the best of something or the best way of doing something (Mular, 1971). Several texts (Himmelblau, 1972; Ray and Szekeley, 1973; Box and Draper, 1969; and Lee, Adams, and Gaines, 1968) on the subject are available. Such techniques have been placed in two categories, namely, off-line optimization and on-line optimization. For the former, an optimization model is employed; for the latter, a black box approach is involved. The essence of an optimization problem becomes obvious, when a response surface is considered. Suppose that a response (in this case, a criterion of improvement such as profit per day; grade of concentrate per day) denoted by Y, depends only on two variables, X1 and X2, which can be manipulated and controlled. The relationship between Y, X1 and X2 may be represented graphically as shown in Fig. 1. The diagram is called a response surface and its height, Y, is determined by X1 and X2. Points associated with equal responses constitute response contours. The shape is that of a hill, and optimization is the procedure of ascending the hill to reach the top (maximum). In practice, a response surface is subject to disturbances which distort its shape and shift its location from time to time, so that the exact location of a maximum is imprecise. Generally, constraints (restrictions of some sort) on responses and manipulable variables serve to define a region of permissible operation.

Agglomeration for the heap leaching of gold and silver ores is the process of attaching fine ore particles-less than 150 µm (100 mesh)-to coarser particles. The fines are thus immobilized and uniformly distributed throughout the heap. This is needed to make heaps more porous and uniformly permeable to the flow of a leaching solution. This article describes liquids and binders used to form agglomerates. Agglomeration techniques and equipment are also described. These include drum and disk agglomerators, stockpile and belt agglomeration, and the use of vibrating deck and reverse-running conveyors. The need for agglomeration The main reason for agglomerating heap leachable ores is to prevent percolation problems in a heap. This is different than pelletizing iron ore. In the latter case, the purpose is to bond very finely ground material into coarser, strong particles. These particles can then withstand the rigors of transportation and the loading forces in a blast furnace. Most percolation problems in heaps are caused by the segregation of coarse and fine particles during heap construction. This segregation creates areas with significantly lower permeability because fines plug the channels between coarse particles. Consequently, the leach solutions are subject to channeling, following the path of least resistance. They percolate downward through the coarse ore areas and bypass or barely wet areas that contain large amounts of fines. This results in lower extraction, longer leach time, and higher reagent consumption. Permeability problems in heap leaching are compounded because of the vertical migration of fine particles after the heap has been built. These fines eventually accumulate in pockets or layers and impede uniform solution flow. The fines move because they are not attached to a coarser particle. Moreover, the sluicing action of leach solution flowing over the surface of particles may break the bond between fine and coarse particles. Some fines are also created by the decomposition of ores after being wetted. Percolation problems are minimized if the fines can be attached to the coarser particles. Fines are thus uniformly distributed and rendered immobile within the heap. Heinen (1979) conducted comparative tests of nonagglomerated and agglomerated gold and silver ores. He showed that percolation rates through agglomerated material usually are improved by 10 to 100 times. This reduces leach time for economic recovery to less than one-third of that for nonagglomerated material, and total recovery may be increased. Cyanide consumption is also reduced in most cases because of the shortened leach time. Even run of mine (ROM) ore should be agglomerated. This can be achieved with moderate success by passing each truckload of ore under a water spray to bring total moisture of the ore up to about 8% to 10%. The ROM ore will mix when the ore is dumped, when it cascades down the slope of a heap, or when it is pushed up with a dozer. Overall, agglomeration allows low-cost heap leaching technology be applied to gold and silver ores and tailings that could not be economically processed by conventional methods, according to Phariss (1982). How agglomeration works Agglomeration means that the clays and fine particles contained in the ore adhere to the coarser particles. This creates a coating of fines around the coarse particles. When the ore has few fines and the percolation problems are not severe, the addition of a liquid may be all that is necessary to make the few fines adhere to coarser particles. However, when the quantity of fines is substantial, e.g., +10% -75 µm (-200 mesh), a binding agent may be needed. About 100 mine-waste dumps from past metal exploration and mining in Colorado and Montana were sampled using surficial-sampling methods for laboratory studies of the minus-2-mm fraction. In the laboratory, the composite samples were split into l00g samples that were leached to assess their acid-generation potential and associated release of potentially toxic metals that may degrade water quality in the headwaters of the Animas River watershed in Colorado and the Boulder River watershed in Montana. Two leach methods were studied: a passive leach using de-ionized water, and a more aggressive leach following the EPA-1312 method. The resulting pH values of the leachates using both methods are comparable. The concentrations of sulfate and several, but not all, dissolved or water-soluble metals are higher in the EPA-1312 leachates than in the passive leachates; however, the overall trends of the data are very similar. The passive leach method is less labor intensive and may be more representative of the natural weathering process occurring on the mine-waste dumps, simulating the natural precipitation and snowmelt. Three chemical characteristics of mine wastes studied here provide a relative ranking of mine-waste dumps for the purpose of determining priority for removal or remediation. These characteristics are: net acid production (NAP), sum of dissolved toxic metals (?As+Cd+Cu+Pb+Zn), and dissolved iron in leachates. Ranking can be done evaluating plots of NAP versus the sum of dissolved toxic metals, and NAP versus dissolved iron. These two plots serve as a basis for relative ranking of polymetallic-vein and acid-sulfate mine wastes studied. This ranking scheme may apply to mine wastes from production of other deposit types in other watersheds.

The mushroom-shaped Minghu power cavern located in central Taiwan is 21.2 m (W) by 40.5 m (H) by 127.2 m (L) and is designed to house 4 units of power generating-pumping equipment with a total capacity of 1,000 MW. This paper presents an introduction to the geological conditions at the cavern site; the rock mechanical tests undertaken; the design approach adopted; the construction method and sequence followed; and the instrumentation provided in the roof arch to monitor the behavior of the surrounding rocks. The measured data collected from the embedded instruments will be compared with those obtained from theoretical analyses and presented in this paper. Several technical problems encountered during the construction stage are covered and the solutions of these problems are also described therein.

INTRODUCTION The Harrison Western Corporation, a leading Denver based mine contracting and engineering concern, is presently engaged in sinking two 1,006 m (3,300 ft) shafts for the Phillips Uranium Corporation at their Nose Rock Project, approximately 13 miles northeast of the small community of Crownpoint in McKinley County, New Mexico. The Nose Rock Project is the first attempt by the Phillips Uranium Corporation to tap the deep uranium reserves in what has become known as the Grants Mineral Belt. (See Figure 1) Project Description Phillips Uranium Corporation's plan for the large 2700 metric ton per day (2950 tons/day) mining facility calls for a series of deep access and ventilation shafts ranging from 4.27 m (14 ft) to 5.49 m (18 ft) in diameter to approximate depths of 1,006 m (3,300 ft). The initial pair of shafts consists of one production shaft and one ventilation shaft separated by a distance of 91 m (300 ft). The interbedded layers of sedimentary sandstones and shales to be penetrated by the shafts contain several major water producing aquifers, the deepest being the mineralized zone called the Westwater Canyon Member of the Morrison Formation.

INTRODUCTION The inelastic stress-strain behavior of rocks has urged engineers to seek for the possible application of plasticity to engineering pro¬jects such as tunnels, oil wells, dams, etc. for a long time. Early efforts in this direction have tentatively used the classical theories to solve some axisymmetric problems, in which the rocks were treated as perfectly plastic and nonfrictional materials (Talobre, J. A., 1957). Meanwhile, one of the fundamental assumptions is that the volume strain of elastoplastic material is purely elastic. Drucker and Prager (1952) developed a perfectly plastic and frictional model with a generalized form of Mohr-Coulomb law, which serves as both failure criterion and yield criterion. Although the associated flow rule gives unacceptably large dilatancy, this model is a very important step to deal with the frictional behavior of geological materials. As a further step, Roscoe et al (1963) and Schofield and Wroth (1968) proposed a Cam-clay model, which accounts for the yielding before the material reaches a failure envelope and reflects the plastic volume strain as a strain hardening factor, and the open end of the Drucker-Prager envelope is capped by a family of yield surfaces, the envelope is made conforming with crit¬ical void ratio line. The proposed shapes of the cap have been based on experimental data and on convenience of mathematical descrip¬tions. Drucker, Gibson and Henkel (1957) introduced a spherical cap for soils, while in Cam-clay model the cap is semi-logarithmic yield function derived from the result of triaxial tests. DiMaggio and Sandler (1971) proposed an elliptical model for sand, in which the hardening function depends exponentially on plastic strain. Sandler et al (1976) used a plane cap model to express the behavior of a wide range of geological materials of which the nonlinear hysteretic nature is significant. Mizuno and Chen (1982) illustrated the physical mean¬ing of cap models and their adaption to finite element calculation. In recent years, Carroll et al (1972, 1980) have studied the com¬paction of porous materials under hydrostatic pressure and discussed the mechanism of the nonlinear response thoroughly. Analytical and numerical analysis of the hollow sphere model by Curran and Carroll (1979) predicted an initial yielding surface, dependent on the initial porosity, and showed a strong coupling between hydrostatic and deviatoric effects. All these main features from the abovementioned theoretical research are visualized by the experimental data on Boise sandstone (1984). The combination of such previous work would be logically the construction of a plasticity model for porous rocks which, following the tradition of assigning the name of birthplace to a special model, is called Cal-Rock model (Carrol, M. M., 1984). The results of triaxial tests along different loading paths reveal the compaction characteristics for deviatoric and hydrostatic stress separately. the fitting of the nonlinear stress-strain curves leads to a construction of yield surfaces. Moreover, an uniaxial strain test gives the strength envelope which is the critical state line. The whole model is composed in the frame of elasticity theory. The concept and representation of plasticity used here are in the spirit of Naghdi¬Casey theory (Casey and Naghdi, 1984 and 1984, Naghdi and Trapp, 1975). In order to find the way of using such a plasticity model in engineering problems, the stress field in a thick-walled cylinder of porous material is calculated. This is an axisymmetrical problem with plane strain, which is an idealization of oil well in an infinite medium. Because the constitutive relation is highly nonlinear, a numerical method has been utilized to obtain the solution. CONSTRUCTION OF CAL-ROCK MODEL (1). Elastic-plastic constitutive equations The basic assumption is that the yield surface in stress space depends on one parameter, namely the plastic volume strain, as the data on Boise sandstone suggested. In a gas/coal outburst the gas plays an active, driving part. The proneness of coal to outbursts can be determined by means of its gas emission properties, since coal that is liable to outbursts differs from coal with normal gas emission properties in that it liberates its gas from the sorptive bond more quickly. There is a risk of outburst when the flow of metha¬ne originally desorbed by the coal is sufficient to move the loosened coal which has been broken suddenly. The violence of a gas/coal outburst can be evaluated from the distance of projection of the mass of coal. It depends on the gas pressure and on the liability to outburst of the coal at the original centre of the outburst. Both factors are complementary in their effects so that the same work is done in a gas/coal outburst when there is a high gas pressure and low proneness to outburst as when there is a low gas pressure and a higher proneness to outburst. The gas pressure in the coal increases with its gas content. Consequently it is possible to deduce the gas pressure of a coal seam from its gas content. In the Federal Republic of Germany the risk of a gas/coal outburst is thought to exist when the desorbable gas content of the coal reaches or exceeds the value of 9 m3/ton and if the specific limit value of the proneness to outburst is exeeded. The Mine Ventilation Testing Station of the Westfalische Berggewerkschaftskasse has developed a new method for determining the risk of gas outbursts immediately after taking the samples at the coal face (1), (2).

The Central Florida Phosphate District, one of the most productive phosphate districts in the world, has been mined principally within Polk and Hillsborough Counties, Florida. Recent development is extending the district southward into Hardee, Manatee, and DeSoto Counties. This area is known as the Southern Extension. The combined area of these two phosphate-bearing areas encompasses about 2,000 square miles. Structurally, the district and its Southern Extension lie at the southern end of the Ocala Arch and are flanked by the Hillsborough High to the northwest. South of this area is the South Florida Embayment. The Osceola Low lies to the east. The phosphorite within the Central Florida Phosphate District generally dips very gently (<0.1°) to the south. The boundaries of the central Florida Phosphate District are generally defined by thinning of the phosphorite due the adjacent structurally high areas to the north, west, and east, and by increased clay, CaO, and MgO content reflecting lithologic differences to the east and south. The Bone Valley Member of the Peace River Formation and reworked sediments of more recent age were the primary ore-bearing horizon in the Polk-Hillsborough County area. As those reserves are depleted, the less desirable phosphorites of the Peace River Formation are being exploited in the Southern Extension.

This paper presents a stabilizing controller for flotation plants which uses a quasi-multivariable technique. The controller monitors all the levels in the plant, and by anticipating interactions between various parts of the plant, is able to stabilize the plant far more successfully than the normal plant control. Once stabilizing control has been achieved, optimization of the process becomes easier and more sustainable. An estimate of the improvement in metallurgical performance is made and a singular value analysis was conducted to verify that the multivariable algorithm will theoretically control better than a collection of individual PID loops. Metallurgical results are presented to show that the improvements are attainable in practice. Control by the Mintek algorithm was alternated with normal plant control, to show that the improvements are statistically significant.

Mineral liberation or more aptly the particle size at which cost effect liberation is attained is an important mineral processing parameter. This implies that not all the mineral is liberated as further size reduction is not economically warranted. For ores of low grade minimising both the comminution capital and operating costs are crucial aspect to ensure project visibility. As a consequence the focus of attention for the most part is direct­ed to 'coarsening the grind" ahead of any downstream process­ing treatment. In most cases, recovery will be sacrificed to pro­vide for 'more tonnes' of capacity and in general this is eco­nomically justifiable. Preferential liberation and its measurements is an aspect of mineral processing that has created much attention and contro­versy. It is not the purpose here to discuss this matter in depth other than to state in broad terms that if an ore from the same source is subjected to comminution by two different methods, such that the product particle size distribution is similar, and subsequent downstream treatment demonstrates substantial dif­ferences in recovery, then there is reason to believe that prefer­ential liberation has occurred. Comminution by high pressure grinding rolls (HPGR) is a relatively new technology claimed to have two major advan­tages over conventional comminution. Firstly and more impor­tantly is the ability to improve comminution power efficiency. Power reductions of 10 to 40 percent being claimed. (Pagett et al (1995), Sargent (1995)). A secondary benefit claimed is that preferential liberation can occur. Generally, for HPGR there is a natural tendency of the product to have a skewed particle size distribution to the finer size. This in its own right could manifest itself in improved leaching and preconcentration performance. The question remains that if in using another comminution device, other than a HPGR, to produce a similar product size distribution as the HPGR, will there be any difference in downstream between the products from this and a HPGR.

Despite lower prices and the uncertain future of nuclear power, uranium continued to be the big attraction in 1979 exploration activity. Uranium again dominated exploration programs across the US-not only in primary producing states such as New Mexico and Wyoming, but in potential producing areas from the northern counties of Minnesota to the Grandfather Mountain region of North Carolina. The moratorium on uranium leasing was lifted in Colorado and Montana, and exploration activity intensified accordingly. In Wyoming, what may be the biggest uranium deposit in the state was discovered by Anaconda Copper Co. near Jeffrey City, but in general, there were few major discoveries and activity was concentrated on existing exploration programs. The Department of Energy expects 1979 uranium exploration expenditures to total $339 million, compared to the $314 million spent by industry in 1978. Surface exploration and development drilling in 1979 is estimated at 16.1 Mm, up slightly from 1978 figures. Gold demanded its share of the spotlight in 1979. Soaring prices lured prospectors, investors, operators, and speculators to Alaska, California, Colorado, and Washington in a small-scale gold fever. Exploration for molybdenum remained strong in Alaska, Colorado, and Washington, where mineralization at the Mt. Tolman prospect is now estimated at 816 Mt averaging 0.09% copper and 0.10% molybdenum disulfide. Again this year, one of the major deterrents to exploration was the drive to set aside huge areas of land as wilderness preserves. In Alaska, where Interior Secretary Cecil Andrus has withdrawn millions of acres under the Antiquities Act, BP Alaska decided to close its Anchorage office, reportedly due to the lack of public lands available for mineral exploration. In both geophysical and geochemical activity, the year is best characterized as one of consolidation and development of previous advances in the state of the art, without any fundamental breakthroughs. Many companies were active in the development of instrumentation. Continuing interest in spectral IP resulted in the introduction of two instruments, one by Phoenix Geophysics, the other to be announced shortly by Geotronics Corp. Radiometric and borehole logging equipment received considerable emphasis, reflecting the continued interest in uranium exploration. A large number of diverse size reduction machines is currently available for the comminution of waste materials. Equipment selection is determined by the nature of the material to be treated and by its behavior under external mechanical stressing. Accordingly, wastes can be divided into those with elastictbrittle and those with ductile/viscous behavior. The scientific understanding of the comminution of wastes is lagging strongly as compared to that of the grain-shaped mineral raw materials. Only in a few unique cases have the fundamentals of the comminution of ductile or viscous materials been presented. The paper centers on a characterization and systematic analysis of the types of stress fundamental to comminution. On the basis of this discussion an overview is presented of the currently available technologies for the comminution of wastes, with attention centering on those machines designed for materials with ductile or viscous behavior.

Salt cavities have been proven to be a suitable structure for underground storage of various matters in gas, liquid or solid form. Since the technique of underground storage was developed mainly through field experiences in solution mining, a wider use of solution cavities for storage of gaseous and solid matters requires evaluation of three basic rock mechanics problems; cavity instability, boundary rock failure and surface subsidence. Cavity instability is due to the non-linear long-term creep properties of the surrounding ground media which are sensitive to cavity pressure changes associated with the storage. The cavity boundary rock failure is caused by the loss of effective confining pressure to the boundary rock media in the process of storage of gaseous and solid matters. Surface subsidence is the final outcome of the stress envelope originated around a cavity, eventually reaching the ground surface. The rock mechanics processes of instability, failure and surface subsidence are explained by using various field examples in salt domes and bedded formations. Methods of solving the problems are discussed including stress relief, stress control and computer optimization of design.

Preservation and replacement of wetland habitat has become a National priority. Lands affected by mining can provide an excellent opportunity to develop wetlands where none currently exist. This proposed end use for land can require converting quality farm land from its pre-mining farming capability. Where such conversion is necessary, environmental regulatory authorities in lllinois have come to view wetlands among the preferred restoration alternatives. Research and large scale demonstration projects conducted by the Cooperative Wildlife Research Laboratory at Southern lllinois University at Carbondale have shown that coal slurry ponds can be reclaimed to wetlands. Key to successful wetland establishment is recognizing distinct zones in the slurry surface to be vegetated and treating these zones with appropriate soil amendments and plants.

There is an indication that high-pressure roller milling promotes selective liberation due to preferential breakage along the mineral boundaries. A study was undertaken to compare the degree of liberation obtained by high-pressure roller milling with that of conventional ball milling. Coals with different HGI&apos;s were ground in a high-pressure roller mill and a ball mill to produce products with similar size distributions. The products were then subjected to float-sink separations to determine the degree of liberation. Also, the relative cleanabilities were compared by separating the ground products by froth flotation. The results from this study are presented in the paper.

Zeta potential determinations and microflotation tests (with starch, sodium oleate and flotigan EDA-B) versus pH, pCa and pMg were performed with apatite and typical silicate minerals that occur in Brazilian phosphate ores: schorlomite, diopside, quartz and micas. Unlike quartz and micas, schorlomite and diopside were depressed by cornstarch during anionic flotation with sodium oleate (pH 1 9). The selectivity of the separation apatite/quartz and apatite/micas by flotation with sodium oleate was adversely affected by the presence of calcium (pCa) and magnesium (pMg) in flotation pulp. Solubility/cation exchange capacity of micas is an important source of dissolved calcium and magnesium in the system.

The Buckskin Mountains Tunnel is a key link in the Bureau of Reclamation&apos;s Central Arizona Project. The 22-foot (6.7-m) diameter tunnel is being bored in a north-northwesterly direction through volcanic rock near Lake Havasu in western Arizona. The 6.9-mile (11-km) conveyance tunnel will carry up to 3,000 cfs (85 cu m per sec) of water through the Buckskin Mountains as part of the Granite Reef Aqueduct. The water for the project will be drawn from Lake Havasu behind Parker Dam on the Colorado River and pumped some 800 feet (244 m) above the lake to the inlet portal of the free flow tunnel where it begins its 190-mile (300-km) journey to Phoenix, Arizona, and beyond into Orme Reservoir (figure 1). Precast concrete segments are being used as a single system initial support and final lining in the tunnel being excavated by a tunnel boring machine specially designed and built for the job by The Robbins Company. J. F. Shea Company, Inc., of Walnut, California, is constructing the tunnel for the Bureau of Reclamation.

Horizontal stresses are caused by global platetectonic forces. During 1995 alone they were largely responsible for the closing of two longwall mines in the United States. This paper presents six case histories from Pennsylvania, West Virginia, Kentucky and Alabama. In each case, a mine encountered roof falls or difficult ground conditions at the headgate caused by horizontal-stress concentrations. The problems are detailed, and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble free. The paper also discusses detailed measurements that were made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal-stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel to the maximum horizontal stress, as previously thought, but rather it is 20o in the stress shadow of the gob. Roller presses were first invented in the middle of the 19th century, for the economical size enlargement of coal fines as fuels. Coal briquettes became quickly accepted for industrial and domestic use giving rise to a large and sucessful industry, particularly in Europe, Japan, and North America. When, towards the middle of the 20th century, coal was more and more replaced by other energy sources, such as electricity, gas, and oil, roller press manufacturers searched for alternate applications of this equipment. In addition to contemporary coal briquetting, in fields such as smokeless fuel and form-coke, it was found that redesigned and modernized roller presses, which are now capable of exerting high forces, are versatile machines for many tasks in mineral processing. Today they are used for: - the "classic" pressure agglomeration and - the "new" high pressure comminution. In pressure agglomeration, the characteristics of fine minerals are improved by forming briquettes or granulated products from compacts. During size enlargement with roller presses briquettes are directly obtained while granular materials are produced by crushing and sizing of compacted sheets. The processes are carried-out essentially dry and often do not require binders other than those inherently contained in the feed and "activated" by the high forces and/or elevated feed temperatures (e.g. hot briquetting). Therefore, no foreign materials (impurities) are added. Another advantage of the technology is, that wide particle size distributions are acceptable or desirable as feed materials, including millimeter or even centimeter sized particles. Plastic particles deform and brittle materials are crushed during pressure agglomeration. A relatively new application of roller presses in mineral processing is the utilization of the crushing effect when brittle materials pass the nip area between the rollers. It was found that this crushing mechanism is very efficient thus saving energy, particularly in grinding circuits handling large capacities. The paper introduces the fundamentals of the process and describes the design as well as applications of modern roller presses in mineral processing.
