Mine valuation is a multifaceted, interdisciplinary process by which the economic viability of an old, existing, or new mining property or venture is determined. The problems associated with arriving at a representative and accurate value for a mining property are complex and numerous, and the procedures utilized in determining these values vary from simple, back-of-envelope calculations to sophisticated mathematical manipulations requiring computer modeling and analysis. Regardless of the complexity or the degree of sophistication associated with any particular project, the evaluation process must ultimately provide management with two basic types of information. First, the evaluation process should indicate whether or not the mining project is economically viable after careful consideration of all engineering, environmental, geologic, and other variables pertaining to the project. Second, the evaluation process should provide management in- formation on the relative attractiveness of the project when compared to other alternatives. In some cases, it may be extremely difficult to supply this information for a project directly. Nonetheless, the evaluation process should and must present all information necessary in a format which can be incorporated into the decision-making process as expeditiously as possible.

INTRODUCTION The Bureau of Reclamation is conducting a research program to investigate, develop, and test polymer-impregnated concrete tunnel support and lining systems for gravity flow, circular cross-section water conveyance tunnels. This system consists of segmented precast rings, backfilled with concrete. Polymer-impregnated concrete is conventional precast concrete which has been impregnated with a liquid monomer. The liquid monomer is subsequently converted to a polymer by thermal-catalytic or radiation methods. The polymer is a solid plastic which fills voids and microfractures within the concrete, resulting in greatly improved strength and modulus of elasticity and reduced permeability, which in turn increases the durability of the concrete. The immediate goals of the program are to develop techniques for the fabrication of precast concrete segments, test single segments to determine physical and mechanical properties, assemble the segments into a support and lining system, load and test the full-scale system, evaluate specific applications, and develop design criteria and construction procedures. NEED FOR THE TEST PROGRAM Modern rapid underground excavation technology emphasizes desirability of supporting and lining a tunnel closely behind the heading without reducing the excavation rate. A 14.6 cm (5.75 in.) diameter by 1.83 m (6 ft) tall laboratory-size column is used in flotation of Florida phosphates of different feed sizes. In this paper, the effects of different parameters on the flotation efficiency of coarse particles (belt feed, -1.4 + 0.5 mm, i.e., 14 x 35 mesh) under negative bias are discussed. Parameters included collector dosage, frother type and dosage, and conditioning water, which contained a residual concentration of collector. Flotation tests were performed using statistical designs. The results strongly suggest that flotation performance is dependent on the used combination of reagents. Interactions between frothers and the collector and, consequently, the flotation efficiency were found to be dependent on frother type and presence or absence of conditioning water. Under the negative bias, an excellent recovery of more than 98% of phosphate was achieved in concentrates of high grade (above 31% P205) from such feed of coarse particles.

This article, though not common feature material, should be of reader interest. Goth made this presentation as the keynote address at the 19th Annual Intermountain Minerals Conference in Vail, CO, in August. Introduction Working backward, what is an LDC? LDC stands for Less Developed Country. LDCs play a dynamic role in world supply and demand of basic materials. They occupy an equally important position in international marketing and finance. I will explain later some of my concerns with LDCs. First, I want to address an issue I think is of equal or even greater concern. Mining and High Technology Unfortunately, many people believe that America must make a decision now between being a smokestack-based economy or a high-technology-based economy. Some would have you believe that smokestack America is dead. Our only option is to turn to high technology, in a manner similar to countries such as Japan. Presumably, when we talk about high-technology industries we envision organizations that came into being within the last decade or so and incorporate microelectronics, biotechnology, and interconnected computers. The entire workforce is clad in lab coats and there are few employees in proportion to the work performed. High-technology industry is not labor-intensive work thanks to the efficient robots used. On the opposite side are smoke-stack industries, that we presume include the older, basic industries such as mining, agriculture, iron and steel manufacturing, ship-building, auto manufacturing, and nearly all forms of construction. These industries are judged to be labor intensive, requiring unsophisticated and untrained employees who succeed by the sweat of their brows rather than by advanced degrees in mathematics and physics. If these are indeed the presumptions about high technology versus smokestack industries, then I submit that those presumptions are a disaster. They are wrong and far from the truth. Smokestack industries, such as mining and the others mentioned, are indeed much older than some of the recently founded high-tech industries. But this does not mean that those smokestack industries are low-technology industries. On the contrary, American agricul¬ture is a very high-technology industry whose crop yields are the envy of the entire world. Mining uses virtually all of the advances available through modern technology. Far too many opinion leaders still envision mining as Humphrey Bogart and John Huston in the movie Treasure of the Sierra Madre. Yet there are many who hold the opinion that our basic industries are dead and that this country's future depends on specialized high-technology industries and services. That is tantamount to announcing we will continue to build space shuttle vehicles, but we no longer need launching pads and landing fields. The point is, we should not be wasting our time talking about "new" industries and "old" industries. We should devote our time and effort to industries that are effective and efficient in meeting our needs, in contrast to industries that are not effective and efficient in meeting our needs. Less Developed Countries That leads me to some of the problems I perceive with policies regarding the previously mentioned LDCs - Less Developed Countries. Far too many people do not realize that many of the smokestack industries being lauded in Less Developed Countries are being operated at a loss and to the detriment of worldwide industry. The Longwall Strata Control and Maintenance System (LoSCoMS) is designed to monitor shield pressures in real-time from longwall faces and to provide on-line information related to underground strata behavior and longwall mining operation. The information includes shield pressure data with statistical analysis of setting, developing and final pressures, prediction of shield pressures for the following shift or day, etc. and maintenance data on the shields. The LoSCoMS has been installed and tested at Shoal Creek Mine operated by Drummond Company, Inc. The system is providing valuable information to mine operators for better understanding of underground behaviors. As a result, it has become an effective tool for minimizing ground control hazards and reducing out of seam material.

Sadiola Hill mine is located in the sub-Saharan part of Mali. In its first two years of operations, Sadiola Hill mine had already exceeded expectations with respect to profitability, plant capacity, metallurgical recovery, cash costs and social integration into the area. The advanced control system installed by the authors has been a major contributor in the substantial throughput of the mill over the design tonnage with no loss of recovery. The run-of-mine ore at Sadiola consists of soft clays with a varying percentage of grit, producing a high viscosity slurry. The percentage of grit fed to the plant varies on an hourly basis. This combination was expected to have a large impact on the milling circuit and determined that the early installation of an expert mill control system would be advantageous. Svedala Cisa OCS©, was selected as the most suitable support software. The operational rules and control philosophy are housed in the OCS© graphic-oriented fuzzy expert system while a model­based Soft Sensor has the remarkable ability to detect the variations in grit in the feed. Designed during the second half of 1996, commissioning of the system began in March 1997, the OCS was fully on-line by September. With the implementation of the optimising control strategy a throughput of 5.0 million tons relative to the target of 4.4 million tons was achieved for the 1998-operating year. The Sadiola project confirms that advanced process control techniques are among the most cost-and time-effective methods of improving metallurgical plant performance. The recipe that worked at Sadiola is a mix of metallurgical expertise, proper software selection, adequate design of control philosophy, and excellent plant support and follow­up. The early decision, design and installation of the mill control system has resulted in an enhanced Return on Investment.

An overview of the process employed to assess arsenic exposure levels at a gold mine is provided together with the recommended control measures. Arsenic and its compounds are regulated in Ontario as designated substances in all workplaces except mines and concentrators. There is a proposal to remove the exemption for mine and concentrators. If the exemption is removed, the mining industry will be required to adopt the proposed exposure Limit of 0.01 mg/m over 40 hours. There are many mines in Ontario which will be affected by this new regulation. To determine the extent of which workers are exposed to Levels exceeding 0.01 mg/m , an assessment program was initiated at the mine. The main objective of the program was to determine the effect of the proposed regulation on underground and surface operations in term of compliance if it becomes Law. The data obtained from the assessment program shared that only 1ML of the workplaces monitored for arsenic indicated levels above the proposed limit of 0.01 ,/yard all workplace levels were below the present Limit of 0.2 mg/m .

Electric-power-generating plants fired by fossil fuels are faced with increasingly stringent requirements for control of sulfur emissions. Several approaches for limiting these emissions, or for operating such facilities in an environmentally acceptable manner, are being pursued. Some of the approaches are based on the use of naturally occurring carbonate rocks or of materials derived from them. This paper discusses primarily the carbonate-rock-based processes being developed for control of sulfur dioxide emissions from fossil-fueled electric-power-generating plants. It includes a discussion of the role of carbonate rock materials in removal of sulfur dioxide from stack gases after combustion, capture of gaseous SO2 during the combustion process, and removal of sulfur from fuel prior to complete combustion. Materials derived from carbon- ate rocks are generally used in processes which convert the sulfur to a throwaway product, but there are also proposed processes in which the sulfur is converted to a useful product and the absorbent is regenerated for reuse.

Selective flocculation was used to produce a superclean zinc concentrate by minimizing silica contamination. Research was carried out on a flotation concentrate from the Jersey Miniere Zinc Company (JMZ) in Gordonsville, TN. The material was first dispersed with sodium silicate and then causticized tapioca starch was used to selectively flocculate the sphalerite, leaving the silica in suspension. This technique has been applied commercially to iron ore beneficiation but never to zinc processing. The feed material assayed 0.45% SiO2. The use of 0.56 kg/ t (1.13 lb/st) sodium silicate and 0.070 kg/t (0.141 lb/st) causticized tapioca starch resulted in a 98.2% zinc recovery and produced a purified zinc concentrate assaying 66.0% Zn and 0.24% silica. The target level for silica contamination in JMZ zinc concentrates is currently 0.30% Si02. This work demonstrated that selective flocculation is a potential method for cleaning flotation concentrates, particularly where low silica products are required.

Industrial growth and survival in today's competitive world means both economic efficiency and technological superiority. Superior technology includes not only exploiting the best methodologies and techniques presently available, but also a continuous search for and development of, better ones. In practical terms this translates into an investment of substantial sums of money. Of course, even a relatively small investment will not be justified if the fruits of the project cannot be secured to the investor and the inventor alike. There are at least three ways to protect new or improved technology. If the improvement reaches the height of an invention, "patenting" usually is the preferred mode of protection. If, however, the improvement is novel and valuable but does not satisfy the requirements of the patent laws, one may then consider "trade secret" agreements as a means of obtaining appropriate return for the investment made so long as the improvement is capable of being maintained in secret and cannot be "reverse engineered." If one develops a new and useful organism and seeks immediate protection from infringers, current thinking is that the copyright law may afford such protection simply by publishing the genetic code. Here is one instance where you may publish without perishing! This paper will endeavor to highlight the pros and cons of various legal mechanisms and their applicability to the frontiers of technology.

The TRAC™ Program was developed to provide our clients with a mechanism that allows them to better manage site remedia­tion and closure costs. This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings

Many gold ores have copper mineralisation which presents problems in a carbon-in-pulp operation. Various types of copper-gold ores and ways of tackling the problem are discussed. In some cases copper and gold can be upgraded to a concentrate by flotation; otherwise, copper or gold can be selectively leached. When both copper and gold cyanide are present in solution, it is possible to minimise copper loading onto carbon or to selectively strip the copper from the carbon. Alternative leach solutions like thiourea and bromine are discussed and results obtained with the ammonia/cyanide system are presented in the light of our present understanding of the chemistry involved.

Proper employment of numerical stress analysis design tools is based on the demonstrated ability of a model to capture key elements of the geologic site model and accurately simulate how these elements interact with a mine design. While these tools have progressed markedly, they are, at heart, a gross simplification of the abundant complexity of a natural setting and its response to mining. A generic deep longwall site model was developed that includes aspects of the geology of deep coal mines in the Wasatch Plateau and Book Cliffs coal fields of Utah. The site model contains a set of common features and observations of how these features typically respond to mining. This site model was the basis for evaluating use of empirical, boundary element and volume element stress analysis tools to analyze the distribution of stress around a deep longwall panel. More specifically, this evaluation examined shifting of stress to panel abutments and gob, distribution of stress in the abutment and deformation and failure of bridging strata. Measurements of abutment stress changes at two sites in the Wasatch Plateau region were used to illustrate model calibration. Overall, these comparisons highlight the considerable differences between methods. Volume element tools can incorporate considerable detail and have fewer underlying assumptions, but this detail carries a considerable computational cost. Boundary element tools are much more efficient. However, this efficiency comes at the cost of added assumptions. These assumptions were challenged by the presence of a strong sandstone unit in the overburden, leading to boundary element results that depart significantly from volume element results. Empirical rules are the simplest, but are even more burdened by assumptions, many of which are implicit in underlying cases. Insight into the nature and impact of underlying assumptions in each method is essential to the proper use of results in mine design.

In terms of their hydrogeology, most open pit mines can be divided into three categories. There are mines that occur above the water table, mines that extend below the water table in high permeability rocks and mines that extend below the water table in low permeability, tight formations. Mines that occur above the water table do not experience major ground water seepage. It may some- times be necessary to construct in-pit trenches and sumps to remove water from precipitation. But dewatering or enhanced drainage measures are typically not required. Open pits that extend below the water table in high permeability rocks find it cost-effective to pump from dewatering wells. This is done to lower the water table below the working pit floors, creating dry or depressurized conditions in advance of mining. If the rocks in the mining area are homogenous, complete drainage of the entire mining area may be achievable by pumping from wells. In this case, it is not necessary to consider drain- age enhancement. However, there are many open pits and excava- [ ] tions that can lower the water table using conventional wells, but for which drainage enhancement is also an integral part of the dewatering system. The Sleeper Mine in Nevada is an example of this. Hydraulic layering at Sleeper has prevented downward drainage of water as the main water table is lowered. In addition, there are many mines that have areas of low permeability wall rocks that do not freely drain as the surrounding water table is lowered. Ground water seepage also creates difficulties in mines that occur below the water table but for which lowering of the water table using conventional wells is not feasible because of the overall low permeability of the rocks. The volumes of water involved may be small. However, it is necessary to deal with all of the water inside the pit as mining proceeds. It is not possible to dissipate pore pressures in the wall rocks in advance of excavation.

In recent years, there has been a shortage of individuals trained in the technical skills entering the mining industry. The university and industry, both indicating their concern, have joined efforts in an attempt to do something about this situation. An example of such an effort is the Pennsylvania State University's Student-Trainee Program in Mining Engineering, now in Its third year. The program is a five-year plan in which six months of schooling and six months of on-the-job training are alternated, climaxed by the student trainee earning a Bachelor of Science Degree in Mining Engineering plus two years of practical experience. The student trainee accepts the work-study plan as a satisfactory method of receiving a thorough education and preparing fog a career in the mining industry. Inasmuch as the work and study-periods are alternated, the trainee has an opportunity' to integrate his practical experience with his academic knowledge. He receives a chance to observe others perform she duties of the profession he is preparing to pursue, and he regards this as an essential part of any such cooperative effort. Even though there are some disadvantages, the trainee feels that the advantages of the program are definitely more decisive.

This paper presents the excavation of the Roosevelt Island Valve Chamber, the final of three chambers in Stage One of New York City's Third Water Tunnel. The valve chamber and passageways 13 379.7 cu m (17 500 cu yd) are drilled and blasted. The rock is stabilized by grouted rock anchors. The 6.1 m (20 ft) diameter shaft is drilled, blasted, rock bolted and wire meshed for a depth of 70.7 m (232 ft). Then shaft excavation proceeds with immediate concrete lining for another 120.7 m (396 ft). Two 6.1m (20 ft) diameter manifolds are excavated using heading and bench. The raise drilling of eight 3.7 m (12 ft) diameter laterals occurs during lower shaft sinking.

The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

The combined Bootstrap and Capstone deposits, located in the Bootstrap subdistrict (Section 10, T36N, R49E, M.D.B.M., Elko County, Nevada), are approximately 27 miles northwest of Ca-1I: Nevada. The contiguous Bootstrap Capstone deposits are located along the northeastern and northern flanks of Round Mountain, a horst block separated by grabens from the sheep Creek Mountains to the north-northwest and the Tuscarora Mountains to the east. Open-pit-minable gold reserves as of December, 1989, were 13.27 million short tons with an average grade of .057 troy ounces gold per ton and an overall waste-to-ore strip ratio of 2.5:1. Ore zones in Bootstrap are concentrated along north striking high-angle dikes localized along faults, while ore zones at Capstone are strata form and structural, occurring at the Devonian limestone/siliceous sediment interface and in high-angle fault-filling dikes. Pre-ore faulting produced a complex structural setting for Capstone, dominated by strong northwest fault sets cross-cut by northeasterly structures. Alteration associated with both deposits is silicification with a-strong argillic overprint. Dike emplacement, which post-dates silicification, marked the onset of mainstage gold deposition and argillic overprinting of silicified lithologies. Gold displays an affinity for moderately argillized sedimentary and igneous lithologies. Mineralogic and geochemical analyses of rotary percussion drill samples show good correlation between gold, silica, antimony, and arsenic.

Borehole mining, as a viable concept for recovering deep sedimentary mineral resources, historically has been long on promise but short on results. Application of the technology seems best suited for recovery of Miocene phosphate resources on the East Coast of the US. These deposits are potentially enormous in scope and underlie sections of the coastal plain and the near offshore continental shelf. The landside portion of these deposits is generally too deep to mine using conventional open pit methods. Recovery of these minerals requires development of alternative mining systems. A significant proportion of the offshore resources appear to occur at depths below the practical limits of cutter suction dredges and may even exceed the limits of bucket ladder dredges. In most cases, these deposits are covered by overburden that must he removed and redeposited before the mineral section can be mined. The depth, thickness, composition of overburden and environmental sensitivity of a particular location would greatly impact mining system selection. It is probable that dredging would not be an environmentally acceptable mining method in many of the areas underlain by this phosphate rock. In cases such as these, new processes such as borehole mining must be evolved or the resource will remain undeveloped. A borehole mining test program, using an existing prototype borehole system, successfully extracted Miocene phosphate in northeast Florida in 1984-1985. The top of the main mineral zone was 80 m (261 ft) below the surface. Based on the results of this test program. plus subsequent laboratory testing and engineering studies, a new prototype borehole mining system was designed in 1986. This design incorporated several innovations of offering potentially higher productivity and lower power consumption than was achieved with the previous test unit. Economic restraints at that tine prevented the actual construction and testing of this new design.
