Ground freezing was chosen as an initial support method during construction of two deep shafts at the Mill Creek project. The Mill Creek, Phase 2 tunnel (MCT-2) is utilized to convey and store combined storm and sanitary sewage collected from the member communities in the greater Cleveland area. The main objective of groundfreezing was to provide a strong support structure to resist soil and groundwater pressures. This was achieved by creating a watertight, frozen-ground barrier around the shaft perimeter. The paper will provide an overview of ground freezing techniques applied during the construction of two shafts, each 250-feet deep.

This is the 12th year for this column and the 11th in which the royalty data have been tabulated. This year adds 20 to 30 new entries. There are, however, some deficiencies that the readership hopefully will fill. The most common mineral commodity is construction aggregates - either sand and gravel or crushed stone. There are several states where no royalty information was available for either commodity. Readers can help share information about these missing states, so next year there will be fewer states without information. Severn Brown again sent helpful information from the Prospectors and Developers Association of Canada (PDAC). The summer 1992 issue of PDAC Digest recommended"... the most useful technical paper ever published for economic geologists...." "Net smelter return models and their use in the exploration, evaluation and exploitation of polymetallic deposits" was written by R. Goldie and P. Tredger (Geoscience Canada, Vol. 18, No. 4, pp. 159-171). Last year's column described leasing practices in Russia. Some new information has been gathered since then. Kirill Kavun is the managing director of the International Geoeconomic Center in Moscow. He sent two publications from 1992-"Regulation on the procedure of licensing the use of the subsurface," and "Law of the Russian federation on the subsurface." Both are supplements to the magazine Mineral Re¬sources of Russia, Economics and Management.

Heavy metals contamination is an environmental problem at Army installations engaged in firearms training and munitions production. At these facilities, weathering and corrosion of expended munitions and leaching from wastewater lagoons, landfills and burn pits have resulted in heavy metals contamination of the soil. The principal metals encountered in firing-range soils are lead, copper and zinc. Cadmium and other metals, such as antimony, that are often incorporated in the munitions are sometimes seen in lesser concentrations. Mercury is associated with various propellants and, while present in much smaller concentrations, is of concern because of its acute toxicity. Chromium is primarily associated with plating operations. The transport of metals into groundwater has been confirmed at some locations, which has required treatment of the soil and groundwater at these sites. Certain treatment processes for contaminated soil produce metals-laden extracts, which also require treatment before reuse or disposal. Ion exchange is generally quite effective for removing metals from aqueous streams. However, resins are expensive and must be regenerated, and activated carbon is generally less effective for most metals and also requires regeneration. Therefore, alternative effective and economic sorbents are needed. Twelve sorbents were screened in initial batch testing. These included activated carbon, bark, chitosan, crown ether, corn cob, xanthate, clay (kaolinite and montmorillonite), peat moss, seaweed and reagent-grade zeolite (aluminosilicate, Sigma Product No. Z3125). Of these, zeolite demonstrated the highest capacity for Pb, Cr and Cd. For this reason, zeolite was selected for further testing in batch, kinetic and column studies. Materials and methods Zeolite. The zeolite used in the second-phase batch and column studies was obtained from a natural deposit of clinoptilolite-rich rock located in South Dakota (Rocky Ford SDH) (Desborough, 1996). Large blocks of the material were crushed and sieved into the following three particle size ranges: 0.5 to 1.0, 1.0 to 4.0 and 2.0 to 4.7 mm. This material demonstrates high structural stability in acidic solutions (pH 2.5) (Desborough 1996) and has a measured surface area of 30 m2/g. The measured total cation-exchange capacity (TCEC) was approximately 10 meq/100 g. This is well below what has been indicated for commercially available zeolite, which has been reported to be about 180 to 220 meq/ 100 g. The TCEC test was repeated (Method 9081, SW 846) using sodium acetate. The test resulted in a TCEC of 54.5 meq/100 g. The difference between values obtained for this material and published values for zeolites may be attributable to the greater heterogeneity in the material used in this study, compared to commercially available materials, or to the effect of the relatively large particle sizes utilized. Batch studies. Seven batch studies were conducted using synthetic metal solutions and soil extracts (Table 1). Extract composition: The P-extract was prepared by sequential surfactant extraction of organics from a burnpit soil followed by acid extraction of metals. The pH of this solution is approximately 1.1. A number of metals and organic compounds were present in the soil. Analysis of the extract was restricted to Pb, Zn and Cu concentrations for this study. The FBH extract was produced from a firing-range soil that was oxidized with a 0.01 M CaO solution and then extracted with 0.1 M acetic acid. This was filtered through 0.5-µm Whatman No. 5 filter paper and stored at room temperature. The pH of the FBH extract was approximately 4.5. pH Control: Calcium carbonate (CaCO3) may be present in the zeolite horizon or bed. Calcium ion (Ca") is released from the exchange sites when in contact with solutions containing ions for which it is more selective, such as lead. This results in a rise in solution pH over time. Acid washing removes most of the carbonates, eliminating the need for a buffer. Batch studies were conducted using both acid-washed zeolite (AW) and unwashed zeolite (UW) for performance comparison. The UW zeolite was rinsed with distilled deionized (DDI) water to remove fine soil particles. Both materials were dried at 105°C (220°F) overnight, so that the dry mass could be determined. With the invention of prime movers, it was initially power engineering which dominated the development of industrial history before it was replaced by production techniques resulting from the more widespread use of machines. With the advances in the field of data processing and with the introduction of novel communication techniques, it is information technology- which today is having an ever increasing impact on technological progress. The main objectives of information technology in this context are a positive influence on the ?time? factor as well as the provision of tools to handle the complexity governing many operational processes through a concentration of information for the decision-making process. The German hardcoal industry became aware of the chances inherent in these new technological possibilities for the optimization of operational sequences and of decision-making and planning processes as a potential for success at an early stage and it has worked out a purposeful concept for their implementation.

INTRODUCTION Soft ground tunnels may be above the ground water table or they may be subaqueous. The ground may be clays, silts, sands, gravels, glacial deposits, boulder tills, and any of these in any combination. Because of the relatively low strength and deformability of soils, difficulties often arise in soft ground tunnelling. These soil characteristics and resultant tunnelling difficulties, have had a direct influence on the development of "Lovat" Tunnel Boring Machines. We have been required to recognize and adapt to unusual ground conditions and to follow through with design, fabrication, and field maintenance to ensure dependable, trouble-free operation. The basic "Lovat" machine is a fully shielded, wheel-type with the cuttinghead driven by a monorace type bearing with gear drive incorporated in the bearing. Mechanical innovations have been added to the basic machine which complement the resources of manpower, equipment, and materials available to the contractor for a specific operation. FULL FACE SUPPORT The installation of hydraulically operated closure doors or flood control doors, at the cuttinghead, is one of the early "Lovat" technical innovations. As coal mining evolves in this country, underground coal is being mined at greater depth and under more difficult conditions than in the past. At the same time, economic conditions make it necessary to mine more efficiently and economically. As a result, pressures on mining companies arise on two fronts and make the job of mining coal underground very difficult. Recent improvements that have been made in health, safety and productivity have come about primarily due to improvements in existing technology and better management of all the production resources. However, this trend can continue only so far and thus innovation will be needed to continue the improvement. This paper deals with a concept that, on the surface, appears to be more efficient in terms of the costs to provide ventilation. The resulting design is oriented toward increasing the ventilation efficiency through use of a unidirectional ventilation plan but it also promises to increase recovery and decrease the requirements for development entries. To analyze this ventilation concept, two mine layouts with a similar production schedule were planned in a hypothetical 1.83 m (6 ft) coal seam. The first alternative analyzed uses a traditional approach to ventilation with centrally located shafts and a bidirectional ventilation pattern. Using this system, it is necessary to use large-diameter shafts and a large number of main entries. Using the same assumptions on ventilation requirements, the second alternative utilizes unidirectional ventilation whenever possible, a smaller number of main entries and small-diameter blind-bored shafts in the bleeder areas. The comparative analysis is performed using PSU/TDMVS, a computer network analysis program that is capable of determining the ventilation power requirements at any time in the mine life and converting the costs to a present value. The economic analysis is then completed by including the shaft-sinking and entry-driving costs and the costs associated with the recovery of coal that are directly related to the change in the ventilation system. The results are summarized on a present-value basis.

The large open pit areas of surface mining as well as the huge quantities of residues generated during the digestion of bauxite with sodium hydroxide solution to produce alumina are considered as the most important environmental problems associated with the exploitation of bauxites. Aluminum of Greece, which is the only aluminum refinery in the country, located in Agios Nicolaos, Paralia Distomou, Viotia, produces almost 680.000 tones of bauxite residue annually which is pumped through pipes from the refinery to the sea bed of Antikira gulf. In order to avoid any kind of environmental problems related to this disposal method and to reduce the total volume of bauxite residue disposed of in the environment, Aluminium of Greece investigates several alternatives for bauxite residue utilization. In this framework, it also examines the potential use of bauxite residues as a filler in abandoned mining open pits. Bauxite residues are mainly composed of fine particles of silica, aluminum, iron, calcium and titanium oxides and hydroxides. Furthermore, the material presents low hydraulic conductivity, slightly higher than the limit posed for low permeability layers by the EC landfill directive. Based on these properties the dry disposal method was selected for disposing bauxite residues in mining open pits since it has many advantages such as reduced overall disposal cost, effective use of land and minimum environmental impacts. The results obtained for this method, which is investigated at demonstration scale, are presented in this paper.

The theory, definition and practical application of cutoff grades have evolved over a long period. This evolution is reflected in the continuing flow of papers on this and other related matters though the rate has varied as new ideas and theories have become understood and applied in practice. Papers by Lane(l) in 1964 and Taylor(-2)- in 1972 provided landmarks in the understanding and general communication of cutoff grade theory and its application. The reasons for the continuing interest in cutoff grades are obvious. Too high a cutoff can reduce the mineral recovered and possibly the life of a deposit. Too low a cutoff would reduce the average grade (and hence profit) below acceptable levels. This paper provides a brief overview of existing cutoff grade theory and some particular aspects of its application.

INTRODUCTION Some of the most famous and graphic environmental incidents have arisen from mineral extraction, including oil spills, the Reserve Mining asbestos tailings case, Kaiparowitts surface mining and coal combustion, and other environmental causes celebre. The remote location of much of the mining industry to some extent reduces the human health hazards from pollution, but often times the pristine locale in which mining is conducted provides a sharp contrast to the impacting industry. This prompts questions as to what the research literature says about the true costs and benefits of environmental compliance. We survey the state of this knowledge. Where possible, we discuss studies focused on mining and related industries, such as primary metals production. In many cases, how- ever, the studies pertain to the economy as a whole. For present purposes, the mining industry is defined as companies engaged in the production and refinement of minerals, including metals, fuels, and nonmetallics (e.g., phosphate, sand and gravel). There are several stages in mining, with environmental effects occuring at every stage. The exploration stage comprises the period from initial prospecting to the point where the deposit has been located and delineated in sufficient detail to permit development decisions to be made. Geophysical and geochemical surveys, diamond drilling programs, and exploratory stripping and excavation are activities that may be employed during this stage. Some forms of prospecting are relatively benign, al- though even airborne surveys and motor vehicles generate noise pollution. Roads and the passage of vehicles and equipment affect land surfaces and vegetation, and attract heavier backcountry use. Clearings, stream crossings, and borrow pits can lead to increased erosion and sedimentation of streams. Geological survey grids disrupt vegetation and appearance. Moreover, prospecting can involve the excavation and stripping of overburden, resulting in soil and vegetation disruption as well as in- creased sedimentation of streams and lakes. The effects of exploration are often temporary, and frequently less severe than for other activities. Nevertheless, exploration-related impacts vary with the intensity and type of exploration effort, and can be significant. During the development stage of mining, shafts are sunk, pits excavated, buildings erected, and transportation facilities established. Dust, noise, and other socioeconomic and environmental impacts are generated by the relatively large and sudden influx of people, equipment, and activity. Surface disturbance and solid waste are generated by development, and liquid wastes form when mines are dewatered. The extraction phase is associated with a variety of environmental impacts. These impacts may differ for surface and underground mines. In surface mining, surface disturbance is obviously a major consequence. Piles of overburden and waste accumulation mar land surfaces. Risk assessment is a primary factor in the decision to mine some near surface orebodies, such as limestone, by either surface or underground methods. Identification and quantification of risks demonstrate that environmental concerns are greater for surface operations than underground, and may include such factors as runoff, spoil piles, aesthetics, dust, and large site reclamation. Risk assessment also includes local public feeling towards surface and underground operations while considering the balance between environmental impacts and the economic effects of mining on the local community. A complete understanding of the risks involved permits a comprehensive and accurate comparison between the two mining alternatives.

During slow-cooling crystallization of iron-making blast furnace slags, most rare-earth elements in the feed recrystallize as cerite-calcium while scandium and europium concentrate in a sheet-like "mineral". The mineralogy of this "mineral" is studied with one of the objectives being the extraction of the "mineral" from the slag for recovery of Sc and Eu. This "mineral" has been identified as one of the mica group minerals and can be named as rare-earth-bearing barium fluorophlogopite. The mineralogical characteristics of this "mineral" are investigated and discussed. This "mineral" can be effectively recovered from the slag by flotation with dodecylammonium acetate or a combination of dodecylammonium acetate and sodium oleate as a collector.

Carbonaceous material (CM) from the Barrick Goldstrike Mines, NV, was characterized with respect to its gold sorption (preg-robbing) and gold recovery behavior. The breadth of graphite peaks measured by X-ray diffraction were used to calculate crystallite dimensions (002) of the CM. The (002) dimension was found to vary inversely with preg-robbing activity and directly with gold-recovery behavior, indicating that the degree of graphitization (maturation) experienced by the carbonaceous material is correlated with gold-loss during ore processing. The inverse correlation of preg-robbing activity was improved when percent preg-robbing was regressed against (002) crystallite size and carbon content. The (101) crystallite dimensions of all samples were calculated from laser Raman analysis, and were not found to correlate with preg-robbing behavior of the CM. BET surface area and micropore size distribution results were affected by grinding history, negating comparison of these characteristics between samples.

The stability of longwall chain pillars depends not only on the mechanical properties of the coal and surrounding rocks but also on geological and mining conditions. To evaluate the effects of each variable, orthogonal experimental design was employed in a significance analysis. The study concluded that the stability of longwall chain pillars is mainly controlled by the ratio of pillar stress to pillar strength, the ratio of the Young's moduli of roof to coal and floor to coal, entry width, pillar width and the internal friction angle of coal. Additionally, horizontal stress, panel width and mining height also play a significant role.

"The Vermilion range extends from the vicinity of Tower to and beyond the ""international boundary, crossing into Canada at the eastern end of Hunter's Island. The underground workings at this mine are some 4,500 feet in extent east and west, and over 1,500 feet in depth. The structure here is probably the most complex in the Lake Superior iron districts. Above the iron bearing formation, geologically, comes the basal conglomerate of the Lower Huronian, carrying large boulders and Masses of the iron bearing rocks."

It is a great honor and pleasure for me as President of the Japanese Tunnel Association to send greetings to the 1974 Rapid Excavation and Tunneling Conference. Recently in Japan, the Japanese Tunnel Association was established as recommended by the OECD Advisory Conference on Tunneling. This is a central organization concerned with tunnel construction consisting of government authorities, universities' research institutes and construction firms as well as manufacturers of relevant materials and equipment. As I was chosen the first president of the newly-established Japanese Tunnel Association, I would like to avail myself of this opportunity to announce to you its establishment and its earnest wish to contribute to the development of tunneling technique not only in our country but also all over the world. At the same time, I cordially request your friendship and cooperation for the benefit of further development of tunneling techniques on both sides of the Pacific. At present, many tunnels are under construction in Japan. The total length of tunnels under construction for railways and highways is about 600km including the 54km Seikan Undersea Tunnel which connects the Main Island and Hokkaido. Naturally, for construction of such tunnels in Japan, we have introduced much equipment and technique from the United States and other foreign countries. Now with accumulated experience, we are confident to be able to furnish various useful information concerning tunnel construction.

It is a great pleasure for me to speak-before such a prestigious group as the American Institute of Mining, Metallurgical and Petroleum Engineers. The substance of my talk today is the handling of coal and petroleum coke: their characteristics and environmental problems, and how we were able to correct the problems, prescribe the cure and enjoy the benefits. When coke first became a by-product derived from the oil refineries everyone would have been very happy if someone had offered to take this pro- duct off their hands. Unfortunately, there was no market at that time, and no one seemed interested. Soon thereafter, it became a sellable product and began to be shipped to many countries in the world. This was when all of the pollution problems began. I will be talking briefly about some of these problems and showing a short film on this subject afterwards.

The efficient and acceptable disposal of fine coal refuse (28MxO) is one of the highest priority problems facing the coal industry today. For many years the established system for the disposal of this fine refuse slurry has been to concentrate the solids in a static thickener and pump the resulting 20-40% solids underflow to lagoons or impoundments. Although this technique has served the coal industry well, increasing environmental concerns and refuse related disasters, such as Buffalo Creek, West Virginia and Aberfan, Wales, Great Britain have resulted in federal and state regulations which now control fine refuse disposal methods. As a consequence of these regulations, the capital costs of constructing, maintaining, and operating regulatory complying impoundments has become in many cases economically unattractive. Areas processing topologies similar to those coal preparation plants of the Appalachians are particularly burdened by these regulations and are consequently turning to alternatives for handling and disposal of their fine coal refuse. The basic requirements of impoundment alternatives as defined by environmental and plant demands are: (1) A relatively solids-free liquid (1000 ppm or less) to serve as plant make-up water in a "closed circuit" system, and (2) a sufficiently dewatered solids product which can be combined with the coarse refuse to form a compactable stable land-fill.

The combustion of petroleum products produces emissions which contain oxides of nitrogen (NOx), hydrocarbons (HC), and particulate matter (PM) which have adverse health and environmental effects. In recent years there has been increasing interest in the use of water-fie1 emulsions as a substitute for conventional fuels. Emulsified fuels are emulsions of water in fuel, which are typically made of 10 to 20 percent of water mired with certain additives and fuel. Studies have shown that the emulsified diesel can significantly reduce the emissions of NO, PM and car- bon monoxide and increase the fuel efficiency. In order to produce a stable diesel emulsion, the development of an effective surfactant additive is critical. The stability of diesel emulsions is influenced by many factors, including size distribution of the droplets, the viscosity of the continuous phase, the physical properties of the interfacial film, and temperature. This paper describes a method to produce emulsified diesel and combustion results obtained from various tests. It has been found that the diesel emulsion made with this additive package was stable during the test, and the emissions were lower in NO, CO, and PM compared to the baseline diesel.

"Underground continuous mining machines pose a difficult safety challenge since their operators generally work in close proximity to these machines in very restricted spaces. Intelligent software for use with magnetic proximity detection systems has been shown to accurately locate workers around mining machinery in real time. Calibrating these systems requires the manipulation of a lot of data to determine the calibration constants. Researchers have developed software to analyze, convert, and visualize data acquired during this calibration process to more accurately model magnetic fields and their interaction with the environment. This paper details the background, development, and operation of the resulting application software focusing on the utility of the graphical user interface to visualize the magnetic field calibration data. The refined data developed by this process can then be utilized by the proximity detection system to more accurately identify the location of miners working in an underground mining environment. INTRODUCTION Roughly half of the electricity consumed in the United States is produced with coal, and roughly one-third of all US coal production comes from underground mines [1]. Over the last century underground mining health and safety has seen a continuous and dramatic improvement. However, machine-related injuries and fatalities continue to be a major safety concern [2]. Every year, hundreds of miners are severely injured while operating underground mining equipment, and 39 miners have been killed in striking/pinning accidents involving continuous mining machines (CMMs) since 1984. CMMs, such as the one shown in Figure 1, are large mobile machines that are used to mechanically cut coal in an underground mine. These machines weigh approximately 40 to 50 tons, have hydraulically articulated appendages, and are capable of moving at speeds up to six feet per second [3]. Modern CMMs are remote-controlled, yet the operator and other miners are often in close proximity to the machine. Recent research by the National Institute for Occupational Safety and Health (NIOSH) reveals that the locations workers take relative to the CMM are usually influenced by visibility requirements and safety concerns [4]. The Mine Safety and Health Administration (MSHA) estimates that at least 28 fatalities involving CMMs since October of 1984 may have been prevented with proximity detection technology [5]. MSHA further estimates that proximity detection could prevent 20% of all deaths throughout the industry [6]."

Supercritical fluid extraction (SFE) has became an attractive alternative technology to be a new process to recover metal, of which can be substitute the existing Leaching/Solvent extraction processes. Solvent extraction of metallic ions is a technically important and also well-established process that is used in the chemical and hydrometallurgical industries.1 Solvent extraction techniques use the chelation of metallic ions dissolved in liquid solution with organic ligands. Conventional solvent-extraction technique needs large amount of organic solvents and often creates environmental problems.2 More environment-friendly technology is needed nowadays, and there have been increasing attentions to extract metal ions by SFE. CO2 becomes one of the most notable alternative organic solvents due to its nonflammable, nontoxic, nonpolluting, and relatively inexpensive properties with its moderate critical point (73.8 bar, 31.06 °C). Many works have been reported in metal extraction under the supercritical CO2 (scCO2) solvent.3-5 In this study, to recover cobalt from wastes especially from spent lithium ion battery scrap, we selected two ligands ? Cyanex 272 and DEA (diethylamine) for the metal extraction in scCO2. Cyanex 272 is a commercially available extractant along with its series, Cyanex 301 and Cyanex 302. Smart and coauthors measured the metal extracting abilities of these three extractants, and found that Cyanex 301 and Cyanex 302 extracted metal ions much better than Cyanex 272 in the scCO2 solvent.10 The pH of water contacted with high pressure CO2 (70-200 bar, 25-70 oC) is about 2.8-2.95 based on the calculation and the measurement.6-7 Cyanex 272 is known to be less effective as a metal extractant in this low pH environment compared with other Cyanex series. However, when DEA is added to metal extraction reaction with Cyanex-272, DEA works as a strong base to Cyanex 272 converting Cyanex 272 to a deprotonated form (Figure 1), which results in an easy formation of metal complex and the enhanced extraction rate of metal ion.8 Therefore, the purpose of this paper is the metal extraction from spent lithium ion battery waste using scCO2 with Cyanex 272 and DEA.
