A comprehensive hydrologic study was completed far the waste rock dump at Equity Silver Mine, BC. Characterization of the hydrologic system included geologic structure. topography, surface hydrology and groundwater systems. The results of the study conclude that the cover system is restricting net infiltration to approximately 5%. However, significant discharge continues to occur from the perimeter of the dump. A three dimensional seepage analysis was carried out to illustrate the influence of groundwater discharge associated with the regional topography and geologic structures. The results of the modelling program show that groundwater discharge occurs from the waste rock dumps when high recharge rates are specified for the surrounding topography- This groundwater discharge strongly influenced by the high hydraulic conductivity assumed far the fractured bedrock. The modelling results are considered preliminary and field drilling and piezometer installation is being conducted to determine the groundwater regime in the vicinity of the waste rock dump.

Another record year vas experienced by the mining industry as the value of nonfuel minerals production soared to $23.5 billion-up 15% from the previous year. Based on preliminary estimates by the Bureau of Mines, US mine output was the basis for about $225 billion worth of minerals-derived materials. Metal mining accounted for $8.5 billion, or 36%, of the total. Of the 22 metals produced in the US, 11 showed quantity increases, while 16 had value increases. Business Week's survey of 1200 companies (Mar. 17, 1980, pg. 81) revealed that 21 metals and mining companies had sales increases of 30% with earnings up 104%. Higher prices and increased demand for metals were primary factors behind the improved performance. The steel sector reported a 30% decrease in earnings for the year, but the slump was primarily the result of a $383-million loss for US Steel coupled with a 17% decrease in earnings at Inland Steel. Other firms did well in 1979, with earnings up 279% at Interlake and 269% at Kaiser Steel. Major obstacles facing the steel industry included substantial tonnages of dumped and subsidized imports, environmental expenditures, runaway inflation, and price controls. Turning to nonmetallic production, of the 49 commodities reported by the US Bureau of Mines, 29 had higher outputs and 39 had increased values. While production statistics may seem encouraging, government regulations continued to stifle industry efforts to develop needed new capacity. A case in point may be publication of the Environmental Protection Agency's simplified procedure to streamline five permit programs by consolidating them into one. The five included: hazardous waste management, national pollution discharge elimination, dredge and fill, underground injection control, and prevention of significant deterioration. The new procedure, published by EPA in the Federal Register, took 149 pages. AMC's J.A. Overton, Jr., noted that (MCJ, Nov. 1979, p. 39) to visually depict the complexity of the proposed regulations, Sell Oil Co. developed a flow chart mapping a path through one section. The chart required 10 days to map and two weeks for two draftsmen, using computerized drafting techniques, to plot the results. Overton said, "Perhaps the greatest service EPA has performed in preparing its proposal is to demonstrate again that federal regulations have become a complexity compounded by confu¬sion that culminates in a conundrum." While regulatory agencies promulgate new regulations, the lack of a cohesive government minerals policy remained a matter of significant importance to mine management. A non-fuel minerals study to provide input to the Administration for a national minerals policy program was a dismal shock, according to Rep. Jim D. Santini (D-NV). He said the first phase of the program, which was to identify industry problems, failed to come to grips with the hard decisions necessary regarding these problems, their impact, and their interrelationship. Santini said the report failed to acknowledge government's role in the process and absolved the government of any adverse influence on the domestic minerals industry. In response to the phase one report, eight senior mining executives testified before Santini's House Subcommittee on Mines and Mining concerning mineral supply, access to foreign sources, environmental protection, conservation and recycling, national security, and capital formation. By year's end, Rep. Santini promised to prepare a hard-hitting committee report on problems affecting the non-fuel minerals industry to provide a better base for subsequent policy recommendations (MCJ, Jan. 1980, p. 34). On the technological front, interest again centered on mechanization, automation, and scaleup to improve and expand production. Computer use increased for calculation of ore reserves, mine planning, operations research, and mineral processing.

Suggestions have been made that the appraisal of mining assets using discounted cash flow techniques should be based solely on proven and probable reserves in reliance upon the widespread international recognition of uniform resource definitions. Following a review of generally accepted valuation principles, a survey of the literature and, most importantly, a review of real transactions in the open market, it is clear that valuators should not be constrained by the growing acceptance of modern mineral resource codes. On the contrary, valuation practitioners should be encouraged to examine all classes of mineralization and, after making due allowance for risk, to utilize all mineral resources as a basis for determining fair market value.

In April of 1990, Homestake Mining Company began a 5,100 m (16,700 ft.) exploration drift from the Homestake Mine in Lead, South Dakota. The drift starts from the mine's 6800 level, nearly 2,100 m below the surface, and extends north to further explore occurrences of gold discovered by surface drilling. Access to the North Drift for men and materials and for disposal of waste rock is limited to the Homestake Mine's #6 Winze, which serves as the major production shaft for the deep levels of the mine. This paper will discuss the successes and challenges encountered while managing a tunneling project 2,100 m below the surface and from an active mine.

A number of solution methods for solving the nonlinear equations derived from mine ventilation networks use meshes selected from the network as the basis of the solution techniques. Mathematicians working in network theory have outlined several methods for speeding up the computations through mesh selection and ordering procedures. In the mine ventilation area, a fair amount of attention has been paid by ventilation specialists to procedures for choosing the meshes so that the computational effort is eased. However, little attention has been paid to mesh ordering methods. This paper outlines research into random mesh ordering procedures plus two non-random mesh ordering procedures and compares some results using these procedures within four solution algorithms.

The Atlantic City iron mine is located in Fremont County in central Wyoming, near the historic gold mining camps of Atlantic City and South Pass City. The mine lies on the southeast flank of the Wind River Mountains at an elevation of about 2,470 m (8,100 ft) above sea level (Fig. 1). An 81-h M2 (200-acre) tailings impoundment at the Atlantic City taconite operation has been a source of blowing dust. The site qualified for reclamation under Wyoming&apos;s Abandoned Mine Land (AML) reclamation program. The ultimate reclamation construction incorporated commercially available organic amendments and fertilizers into a 300-mm- (12-in.-) thick cap of a sterile clay loam cover material. The water level was lowered in an adjacent flooded mine pit that was feeding uncontrolled seeps into the tailings basin. A wide tailings pond spillway was built that allows flood control while minimizing seasonal water-level fluctuations in the pond. Rock berms and rock snow fences were built for wind-erosion control and soil-moisture preservation. Future work includes tree planting in the protective wind/ snow shadows of rock berms and rock snow fences and plugging a decant pipe. US Steel opened the Atlantic City iron mine in August 1962. It closed in 1983. Taconite iron ore was mined by surface methods. The ore was magnetically separated from the waste. The magnetic concentrate was mixed with bentonite, formed into pellets and roasted to produce a blast furnace feed stock for US Steel&apos;s blast furnaces in Geneva, UT. The pellets were hauled by rail to the Geneva Iron Works. The Atlantic City Mine produced three types of wastes. These included waste rock overburden from mining, a coarse-grained (sand to small-gravel sized), nonmagnetic reject rock termed "cobbs" and fine-grained tailings ranging from 600 to 75 µm (28 to <200 mesh). National Institute for Occupational Safety and Health (NIOSH) studies show that 43.5% of surveyed coal preparation plant workers had noise exposures exceeding the Mine Safety and Health Administration Permissible Exposure Level. Sound levels around vibrating screens in these plants often exceed 90 dB(A). NIOSH is currently developing noise controls for horizontal vibrating screens. To characterize noise sources, NIOSH researchers performed sound pressure level (SPL) measurements on a vibrating screen at their Pittsburgh Research Laboratory. The results show that the entire screen contributes to noise below 1 kHz and the vibration mechanism housings are most significant above 1 kHz. Constrained layer damping (CLD) treatments and an enclosure were used to reduce mechanism housing noise. These were evaluated using sound power level measurements according to ISO 3744. The CLD treatments reduced the A-weighted sound power level by 3.1 dB in the 1 to 10 kHz one-third-octave bands. A panel-on-frame vibration mechanism enclosure using various types of panels further reduced the A-weighted sound power level from the CLD configuration in the 1 to 10 kHz one-third-octave bands by 3.7, 4.0, and 3.9 dB for aluminum, steel, and Dynalam panels, respectively. The combination yielded a 7 dB reduction from baseline in A-weighted sound power for the same frequency range.

The mineral processing engineer must have some knowledge of mineral identification, and the greater his knowledge in this field, the greater will be his potential to do his own specialty well. Most metal-bearing ores and industrial minerals require processing of some kind to produce a salable product or a material suitable for further processing. The types of treatment are many, but each one is aimed at separating a mineral or family of minerals from others. Obviously, then, it is basic to all mineral processing to identify the minerals present in the raw material and in intermediate and final products resulting from processing. Very often the mineral processing engineer will enter planning while exploration of a mineral prospect is going on. He will examine hand specimens, drill cores and cuttings, bulk samples, and materials in place. He must identify the valuable minerals, their occurrence and associations with other minerals, and the identity of diluents or host rock. An exact and detailed knowledge of the raw material will usually suggest the treatment processes that should be investigated in the development of the most suitable scheme for that particular raw material in that particular location. Physical properties of a mineral often lead directly to a process for separating that mineral from others. Some well-known examples of these are: magnetic separations for such minerals as magnetite, rutile, ilmenite; gravity separations for gold, silver, galena. cassiterite; flotation separation for most sulfides; distillation of mercury from cinnabar; and selective dissolution in specific solvents such as halite or sylvite in water, gold and silver in cyanide solutions, copper oxides, carbonates, sulfates and silicates in dilute sulfuric acid. These processes and many others are described in detail elsewhere in the Hand¬book and so it is not appropriate to give details here, except to emphasize that processing is aided greatly by complete mineral identi¬fication. Developing a treatment scheme for a new mineral discovery is an exciting assignment fag the mineral processing engineer, but much more of the usual work relates to quality control in existing plants. Here too, mineral identification is important. Some processing is aimed toward producing an end product which will meet exacting specifica¬tions regarding purity or allowable diluents. This paper describes and demonstrates the application of systems analysis and mathematical modeling techniques in the planning of actual tunnel projects and research and development to improve tunneling techniques. A recently completed tunnel project located in Utah is used as an example. Although cost estimating computer programs are used in tunnel project planning, the introduction of performance modeling, simulating the time to excavate, has added advantages that are explored here. The performance/cost tunneling model (TM) described herein mathematically simulates on a high-speed digital computer the important activities of a number of tunneling techniques accounting for activity interactions, variable external environments, mechanical failure, and other uncertainties. A cost accounting segment is included to facilitate cost-effectiveness comparisons. It is shown that, when combined with informed judgment and appreciation of limitations, the TM can be a useful tool that may help improve tunneling operations and cost estimation, for example, by achieving more balanced system designs or bounding the performance/cost implications of geologic and other uncertainties. Ultimately, this might lead to more competitive bids and greater profits. The need for systems analysis and modeling in tunneling research and development (R&D) is well recognized and documented.(1-5) In R&D one must seek broadly useful solutions to the basic problems of face fragmentation, materials handling, ground support, and environmental control. These solutions must take account of the interdependence of these elements and, for a variety of ground conditions, the limitations or constraints that any innovation in one element may impose on total system performance and cost. Friction factors or coefficients of friction used to estimate the resistances of mine airways are, in the main, estimated from empirical measurements made in other airways considered to be of a similar geometry and type of lining. A somewhat more analytical approach, although still based on empiricism, is to estimate the ratio of the average height of the asperities to the hydraulic mean diameter of the airway (e/D ratio) and then to employ the Moody Chart or one of the equations that have long been established to represent the [coefficient of friction v Reynolds number curves] on that chart. Unfortunately, the Moody Chart and corresponding equations are based on pipes of uniformly distributed (sand grain) roughness whereas the asperities that exist on the surfaces of mine openings are frequently highly irregular both in their size and distribution. This is considered to be a major cause of discrepancies that have been found between coefficients of friction by the Moody Chart and those actually measured in mine airways. The work described in this paper examines an alternative method of estimating coefficients of friction for rough natural surfaces with uneven sizes and distribution of surface asperities. The technique utilizes the relatively recent developments in fractal analysis. A fractal dimension is determined from the topography of the surface. This has been correlated to coefficient of friction for a scale model of a mine airway. Further work is being carried out in actual mine airways. However, at this time, it appears promising that the fractal method may allow coefficient of friction to be predicted for given types of strata and method of roadway drivage.

Biohydrometallurgica1 processes in the areas of coal desulfurization (Hoffman, M.R., et al., 1981) and recovery of metals from metal sulfide ores (Lundgren, D.G. and Malouf E.E., 1983) are well known. In addition other areas of potential interest to the mining industries have been outlined (Spisak, J.F., 1979). For instance, scientists involved in this interdisciplinary field have endeavored to apply microorganisms to the problem of effluent sulfate disposal. This chapter assesses the feasibility of utilizing a particular two stage anaerobic microbial process to convert effluent sulfate to orthorhombic sulfur. Strong emphasis is given to the possibility of substituting this bioprocess for alternative gypsum synthesis and disposal methodologies commonly practiced by companies which emphasize sulfuric acid or ammonium sulfate leaching processes.

An Oval Section TBM (tunnel boring machine) enables excavation of tunnel with elliptical cross section by inclining the cutterhead. It is developed to utilize the proven conventional TBM technology with minimum modifications. Various types of tunnels which are preferred to have non-circular cross section can be economically excavated, reducing both overbreak and the amount of muck produced. On the other hand, an inclined cutterhead may create a number of new problems, such as in excavation efficiency and steering that are unknown in excavation works using a circular TBM. This paper reports on verification tests carried out to examine the extent of such problems using experimental models of the machine in an attempt to confirm the feasibility of the Oval Section TBM.

The Surface Mining Control and Reclamation Act of 1977 (SMCRA) requires under-ground coal mine operations to prevent "material damage" to renewable resource lands caused by subsidence. However, what constitutes material damage is not defined. This paper discusses the applicable criteria for agricultural lands, forests and grazing lands, surface water bodies, and ground water aquifers. Although data on the subject are limited, an attempt is made to present quantitative guidelines to distinguish between moderate and severe damage due to subsidence.

Production evaluations were conducted at Daisy Gold Mine (Glamis Gold, formerly Rayrock), between August, 1997 and August, 1998 to quantify the effect of 3M fluorochemical surfactants (fluorosurfactants) on extraction kinetics and gold recovery in gold heap leach mining operations. Ore was treated at a level of 7-10 grams surfactant per ton of ore using 3M Pluorad TM Leach Mining Additive PC-GOLD. Kinetics and gold recovery were determined by solution assay for each of the tests. Both tests indicated improved kinetics, and data from Test 2 was used for determination of a quantitative increase in gold recovery resulting from PC-GOLD addition. A discussion of test results including methods used to determine gold recovery is provided.

In this study, various rib bolting scenarios were investigated to better understand the effectiveness of the support systems. A coal mass constitutive model is implemented to a distinct element method (DEM) code, and rib factor-of-safety (RibFOS) analyses were performed by applying strength reduction for the coal matrix and explicitly modeled face cleats. Ribs with various overburden depths and mining heights composed of solid banded bright coal were considered. Different scenarios such as rib bolt length and number of bolts were studied to quantify the effect of primary rib support density on rib stability. As a result of the unsupported coal rib analyses, a decaying exponential relationship is proposed between the mining height-overburden depth and the RibFOS. The developed coal rib models clearly show the coal-rib bolt interaction and illustrate how the addition of rib bolts restricts the movement of the coal rib. The results reveal that the strength-reduction method in DEM code with the coal-mass model can aid in the development of practical primary sup- port charts, which can help in the rib support design process.

The fatty acid flotation process has been used to produce phosphate for decades, yet the chemical mechanism involved has never been thoroughly investigated. A basic knowledge of the process is lacking, and as such, industry has had to develop their own guidelines for the design and operation of conditioning and flotation equipment. These guidelines are the result of many trial and error attempts, and are not by any means universally endorsed. There are almost as many opinions about how to operate a plant as there are practitioners of the art. This paper covers the currently recommended rules for design as viewed by one practicing phosphate metallurgist.

This is the 10th annual tabulation of US mineral royalties published in MINING ENGINEERING. The first year, 1982, the author solicited information about royalties and the cost of reserves. That column contained only a few royalties - not enough to tabulate. Since then, the response has been sporadic but the entries have grown to more than 300. Some have been deleted. Some of the older information has been deleted to make room for new entries. All indications suggest that the readers enjoy and use the information. But more information is needed. Russian practice In 1989, this column gave a brief history of mineral leasing and royalty payments as the concept applies to mining in the United States. This year&apos;s narrative deals with information about the mineral ownership in Russia. That country is in political and economic turmoil, including administrative systems and methods. And many laws are likely to change. What follows describes the Russian system of mineral ownership as of early 1992, according to Kirill Kavun. He begins "All the subsurface space of the Russian Federation with minerals contained belongs exclusively to the state. This forms the Common State Mineral Fund. Land parcels may be state, municipal, public or private property. They may be let to be owned and used by individuals, juridical persons, national/territorial or administrative/ territorial formations." This seems to apply to surface rights, as known in the US.

The next ten to fifteen years will be exciting ones for the construction industry because three city agencies alone have started or will start, on tremendous expansion programs, the cost of which will exceed a total of four billion dollars. The major portion of this work will be done by the use of tunnelling methods. *Tunnelling is construction by any method of a covered cavity of predesigned geometry whose final location and use under the surface, whose cross-sectional area is greater than two sq. meters. The New York City Transit Authority&apos;s expansion program will provide for approximately 52 miles of new subways. The Board of Water Supply has already started on City Tunnel No. 3 which, when completed will provide the City with enough water until the year 2000, and the Board of Water Resources has embarked on a tremendous program to clean up the surrounding waters. Yes, these will be exciting years, particularly when one reads about the new novel exotic methods of rock breaking and disintegration, coupled with the new methods of soft ground tunnelling.

Mine drainage has high acidity and sometimes contains more than the allowable concentration of ionized iron. In such a case, mine drainage is neutralized with calcium carbonate and calcium hydroxide to separate precipitates, such as the iron hydroxide and gypsum generated. Currently, most of these precipitates are not utilized and are accumulated in tailing dams. As a result, the service life of the tailing dams is reduced. This becomes a matter of concern, since securing sites for such dams is difficult. A most effective means of solving this problem would be to promote utilization of these neutralized precipitates. This paper reports on the results of studies on neutralized precipitates produced at the old Matsuo Mine (Iwate Prefecture), which has the largest neutralization treatment facility in Japan. As a result of the studies, the following was proposed regarding application of neutralized precipitates. Utilization as ferrite: Mix ferrous hydroxide and ferric hydroxide in water to synthesize magnetite-like ferrite, to be used in the manufacture of magnetic markers for a mobility support system for blind pedestrians, or in producing magnetic fluids for sink-and-float separation of nonmagnetic metals and nonmetals. Utilization as hematite: Bake ferric hydroxide to produce hematite, thereby extracting metallic iron for paint pigment as well as for the manufacture of ironware by local industry. Production of aluminum sulfate: Precipitate aluminum ions from water and add sulfuric acid to produce aluminum sulfate.

Spatial auto- and crosscorrelation assessment of variables can be carried out using quadratic function estimates. From the function estimates, multivariate relationships of the variables can be determined in the form of spatial factors. The calculation of the spatial factors requires computation of the corresponding amplitude vectors from the eigenvalue solution. This vector reflects the relative amplitudes by which the variables follow the spatial factors. Instability of some of the eigenvalue solutions requires that caution be used in interpreting the resulting factor pat- terns. A measure of the predictive power of the spatial factors can be determined from the auto- correlation coefficients and squared multiple correlation co-efficients which indicate which of the variables are significant in any given factor. The use of unconditional simulations provides a basis by which geological variables of varying spatial ranges can be modelled using the spatial factor technique. Simulations were generated for a variety of ranges and variables were created that form single or multiple combinations of the spatial patterns. The success of the spatial factor technique depends on the amount of associated noise, and the size of the neighbourhood relative to the spatial range of the variable. The predictive power of the components is dependent on these two factors. Problems with collinearity of variables can result in unrealistic eigenvalues and result in the failure of the method. Application of this method to spatial data in mineral exploration can assist in outlining spatially continuous zones of alteration associated with mineralization.
