The paper points up the hesitance of private capital to pursue development of offshore mineral mining endeavors due to the deterrent effect of the clouded legal status of such endeavors. Some states have no laws or regulations to protect the potential exploiter. Others have regulations which give no proprietary rights of exploration to mineral discoveries. The above factors and others are discussed and analyzed in some detail, covering, in turn, summations of the federal regulations and of each of the coastal states. Some comparative analyses are provided, and some recommendations for encouragement to capital investors are made.

Abstract. Gulf Coast Salt Domes are being considered for radioactive waste disposal and this paper describes the geophysical techniques currently being used and those being considered for later phases of the program. Detailed gravity work utilizing a modification of the Talwani-Ewing modeling technique, shallow high resolution reflection seismic surveys using the mini-sosie concept, surface electrical resistivity and down-hole geophysical logging to add a third dimension to all of the surface techniques and to allow inverse modeling of the surface data sets are being utilized. The logic of the combined geophysical surveys will be discussed as well as their relative economics and their relationship to the overall exploration effort.

CARBINDER Polymer 498 is a liquid organic taconite binder which significantly improves fired compression in both fluxed and acid pellets. It has been used commercially in both shaft and straight grate furnaces. This new binder produces an unusual wicking phenomenon during balling wherein the rate of movement of interstitial water is accelerated to the surface of the balls. The phenomenon is proposed to be responsible for the significant improvement seen in fired compression. This paper presents information as to the effect of CARBINDER Polymer 498 on green ball and fired pellet properties. It also describes the wicking phenomenon and discusses a reversal in the normal balling operation procedures required for successful agglomeration.

The objective of this paper is to back-analyze the August 6th ,2007 collapse at the Crandall Canyon Mine in order to better understand the geometric and geo- mechanical factors which contributed to that collapse. In this work, the LaModel boundary-element program along with the best available information is used for the back- analysis. To initiate the analysis, a six step base model of the mining in he Main West area was developed. This base model included a step for each of the critical stages in the mining of this area. Next, calibrated values for the critical input parameters: rock mass stiffness, gob stiffness and coal strength, were developed and optimized based on the best available information. Finally, the model was used to simulate the final mining scenario. As a result of this back analysis , a number of conclusions can be made concerning the mine design and the August 6th collapse: 1) Overall, the area was primed for a massive pillar collapse because of the large area of equal size pillars, 2) The abutment stress from the active retreat sections and the adjacent longwall panels were significant contributors to the collapse, 3) From the modeling alone, it is not clear exactly what triggered the August collapse, although the active mining is a reasonable assumption.

Various geological anomalies are encountered in underground longwall mines, and they cause stability problems. In this study, a number of detailed two-dimensional finite-element models were made, consisting of mine floor, roof, coal seam, shield structure, gob, etc. to analyze the influence of geological anomalies on longwall shields. Two different categories of anomalies were simulated. The first ones are shear zone and sandstone channels, with variable sizes and locations in the roof. The second category is fault or fracture plane, with variable friction factors, locations, and orientation of the fracture plane. The results of the analyses are' integrated with an artificial intelligence system for developing a forecasting guideline for prevention of underground hazards due to the existence of geological anomalies.

INTRODUCTION This paper will update the status of small sized tunnel boring machines used in both the Mining and Civil Industries. I will mention a) new developments in small size hard ground tunnel boring machines, b) review North American performance records of the Atlas Copco Mini/Midi Fullfacers, and c) compare relative costs in driving a 1200m (4000 ft) typical utility tunnel using a leased TBM versus the conventional drill and blast method. NEW DEVELOPMENTS JARVA MACHINES Of all small rock tunnel boring machines currently in use, the Jarva MARK VI and MARK VIII are receiving the most enthusiastic acceptance. These circular fullface borers using usually 15 inch single disc cutters (manufactured also by Jarva) are designed on the 'T' bracing principle. Previously, Jarva's line of tunnel boring machines, even their smallest, was designed on the 'X' or double diagonal bracing configuration with a gripper in each quadrant. Changes in the thermal-oxidation behavior and other properties of gold-bearing waste activated carbon when milled in both a ball mill and a vibratory mill were investigated. It was found that significant changes occurred in the oxidation temperature of the vibration-milled waste carbon as a result of increases in surface area and mechano-chemical activation. The mechano-chemical action brought about modifications in the crystal structure of the waste carbon. As a result, the vibration-milled sample was completely oxidized at a temperature of 450°C. Thus, the study established that vibration milling is a better way of lowering the temperature of oxidation of the waste carbon. Furthermore, the gold was found to be concentrated in the ash and, when leached with cyanide for 20 hrs, the gold recoveries from a sample having a head grade of 2 kg/t was 99.5% for the vibration-milled sample and 82% for the ball-milled sample. The lower gold recovery for the ball-milled sample was attributed to sintering of the ash, which was caused by the higher temperature required for its oxidation.

High angle conveyor (HAC®) systems in open pit mining offer many advantages over the traditional, truck only, haulage systems, including: (1) superior energy efficiency, (2) less dependency on petroleum products, (3) less sensitivity to inflation, (4) less labor, (5) less excavation for the amount of ore recovered, and (6) less ramp construction and maintenance costs. Previous studies had revealed the technical and economic feasibility of high angle conveyors. This paper presents the Sandwich Belt HAC® as the vital link to optimization of in-pit conveying systems. HAC development to date is discussed, beginning with studies in 1979, to the first large scale prototype in 1983, to the first commercial unit in 1984, into "the latest commercial installations. Discussion continues with the HAC systems to suit the various open pit mining operations and the corresponding characteristics of the system components, particularly the high angle conveyor. The range of HAC systems from the low capacity (up to 1,814 t/h), low lift (10.7 to 36.6M), highly mobile to the moderate capacity (1,814 to 3,629 t/h), moderate lift (36.6 to 76.2M), intermittently mobile to the high capacity (greater than 3,629 t/h), high lift (greater than 76.2M), semi-mobile, are discussed along with some possible combinations of these.

INTRODUCTION The finding or acquisition of ore bodies containing 200,000 opt gold and greater is becoming more difficult. There are more investors and small heap leach operators who have or can raise the capital to make the investments in the large ore bodies. Echo Bay Mines' approach has been to regionally develop small ore bodies, two or three in the same geographic location, which when considered together contain over 200,000 opt gold. CONCEPT The "world class" ore body syndrome, which many large gold producing companies maintain, can restrict company growth if the finding or acquisition of these large ore bodies is not forthcoming. Another approach has been taken by Echo Bay Mines. The concept is to regionally develop two or three small ore bodies suitable for processing with portable equipment. The systematic scheduling of mining, processing with a single flexible processing plant using the same management/ operator team can reduce your overall investment. The initial selection of mining and crushing equipment suitable for sun11 open pit operations is essential. A very viable option in the mining sequence is to use contract mining/crushing/screening/agglomerating and stacking. This option also lowers your initial capital investment and increases the flexibility in mining as you move from one mining operation to another. LOCATION AND SEQUENCING One single small ore body of itself is not attractive enough for the large producer. The recovery of the initial capital investment, although very rapid, does not make a viable project. The only alternative is to find two or more small ore bodies close enough geographically to each other so that the same management/operator team can be used to run the operations as each is put into operation. Echo Bay Mines has regionally located several ore bodies ranging in recoverable ounces up to 100,000 oz. These small separate ore bodies, located within a 30-mile radius of each other, for planning purposes have been considered as one single ore body. The first small ore body has the initial burden to recover the capital invested in the office, laboratory, power plant and processing plant. Other capital investments such as water supply, access and haul road, fencing, septic system, pads and ponds are reoccurring at each mine site. The first small ore body must recover the initial capital investment in the movable structures as well as the reoccurring capital investment in the fixed structures very rapidly. A total capital recovery time of 6 to 9 months should be used as an economic decision point for both choosing which small ore body should be processed first, and what the plant design capability should be. The sequencing of the small mines is very critical. All the fixed structures mentioned above must be installed at the second mine site before the first mine has been mined out. The ideal sequencing will allow for only one month between shutdown of the first small mine and production from the second. SPECIFIC OPERATION Echo Bay Mines has completed the construction of the Illipah Mine located in White Pine County, Nevada, with this small mine sequence approach. The Illipah Mine is a 40,000 ounce recoverable gold ore body. This ore body met all the necessary requirements. Stability analyses were performed on the La Libertad, Nicaragua existing tailings embankment in order to determine the conditions for the minimum buttressing required for stability of the dam as a short term measure. Two critical sections, shown in Figure 1, were investigated under static, drained and undrained conditions for existing and modified geometries. The existing geometries reflect the "as built" topography of the dam, and the modified geometries reflect the implementation of a toe berm to buttress the slope. For these geometries drained and undrained conditions as well as different elevations of the toe berm were evaluated against a factor of safety.

The Sheep Creek project area lies between 15 and 20 miles north of White Sulphur Springs in west central Montana, on the southern flanks of the Little Belt Mountains. The Sheep Creek project is a joint venture in which Cominco American Resources, Inc., has a 50% operating interest and BHP-Utah International, Inc., has a 50% participatory interest. The property consists of over 40,000 acres of leased fee land and lode claims. Modern exploration of the Sheep Creek area began in 1973 and 1974, when Homestake Mining Co. examined the extensive Sheep Creek gossans with soil sampling, trenching, and drilling. Cominco American Inc. began exploration in the area in 1976. Between 1978 and 1985, Anaconda Copper Co., Exxon Minerals Co., and Freeport also conducted exploration programs in the area. In 1985, Cominco completed consolidation of the district, gained BHP-Utah International, Inc., as a joint venture partner, and the joint venture drilled the first significant copper mineralization on the property. Of six bodies of copper mineralization so far located, the best defined are an upper copper zone, which includes a probable resource of 4.5 million metric tonnes grading 2.5% Cu and 0.1 % Co, and a lower copper zone which includes a possible resource of 4.5 million metric tonnes grading 4% Cu. Exploration drilling of the property is in progress.

Sand and gravel has been, and will continue to be, our principal construction material. Most of us are familiar with the patterns of past growth. Today we will examine the present status of this vital industry. We shall also attempt to look into the future to see where it is going and to evaluate the constraints that are being imposed. Natural aggregates are among the lowest in value of all bulk industrial minerals. From the processing point of view, sand and gravel production is relatively simple since the products are sized materials obtained from a deposit of satisfactory physical soundness. They can be used either loose or bound to provide bulk, strength, or protection. One of the main uses of coarse aggregate is in concrete as a filling material. As a general rule, the coarse aggregate constitutes about three-quarters of the volume of concrete. The other main use for aggregate is as a roadstone or roadbase to provide protective and stabilizing bulk beneath the road surface. Also it is used in a mixture with petroleum products as the wearing course on top. The sand and gravel industry is geographically widespread. In general, the output of operations is directly proportional to the amount of construction in any area. A wide variety of other aggregates compete with sand and gravel, including crushed stone, blast-furnace slag, clinker, and artificial and natural lightweight materials.

As mining fronts converge in sill pillar extraction, the mine seismic hazard can be significantly altered and large seismic events have been known to occur. This study used common seismological tools to analyze the extraction of highly stressed sills from two deep Canadian mines with the objective of characterizing the rock mass failure process and relation to large seismic events. The approach treated a sill pillar as a mine-scale failure process, meaning the temporal and spatial analysis scales needed to exist on a similar scale to a significant part of the mine. The temporal analysis scale overlapped with the entire mining sequence, included several years of data to establish long term change in the characteristics of rock mass failure. The spatial analysis scale included the rock mass surrounding a large part of the convergent mining sequence. To accommodate the large spatial and temporal scales, the highest magnitude 2% of events in the dataset were analyzed. Similar results were shown for sill pillars in both mines. Changes in event location, time, magnitude, energy index and apparent volume were similar to expected behavior of rock failure. Indications of strain hardening and strain softening were observed in the sills. The hardening period was characterized by a high rate of small events, high energy index and low apparent volume, giving an indication of high stress and low rock yield. The softening phase was characterized by a decrease in the rate of small events concurrent with an increase in the rate of large events, low energy index and high apparent volume, indicative of release of stress and increase in deformation. Large magnitude seismicity was strongly related to the softening phase, with several Nuttli magnitude 3.0+ events occurring shortly after the transition from hardening to softening failure regimes. Sill failure was indicated by consistently low EI and low levels of seismicity and seismic hazard in the sill pillar.

A comparison study was conducted between an actual physical model and a numerical model based on the physical model of the block cave mining method. Results from the numerical analyses closely simulated the blocky behavior of the physical models, including bridging and interlocking of the simulated orebody during draw. The draw-down patterns and the rate of draw developed during numerical modeling also closely simulated the physical models. An unexpected result from the numerical modeling was the development of a zone of downward deflection which preceded the development of the zone of material movement.

At Gold Fields' Chimney Creek Mine, major reviews of the reclamation and closure plans are done concurrently with the annual mine planning required for budget preparation. This review includes identifying and scheduling reclamation work that can be done within the next few years and development of associated costs. Longer term mine, leach pad and waste dump development are examined to take advantage of any design changes that can reduce ongoing reclamation or closure requirements and reduce costs. The success and cost effectiveness of past efforts are continually evaluated to determine the best methods for reclamation.

This report and accompanying engineering geologic map describe the generalized engineering geology of St. Louis County, Missouri for use in determining the most efficient, economical, and environmentally sound program for land development and urban growth. It includes an evaluation of such factors as the physical and engineering properties of soil and bedrock, surface stability, and subsurface geologic structure. The map and text are designed primarily for property owners, engineers, architects, real estate developers, and city planners involved in land-use planning. The geologic information and engineering interpretation must be considered as a general guide and not as a substitute for a complete on site investigation prior to initiation of any land-use project. The map scale, 1:63,360 (1 inch to a mile) is too small to include the detailed information normally provided on the 7 1/2-minute quadrangle series (1:24,000). The smaller scale is most useful at regional planning levels and was chosen to present information on the more significant engineering factors of the geologic environment for county-wide planning and development. A conventional geologic map deals primarily with the distribution and variation of bedrock formations, and a pedologic map presents information on the soil or natural medium for plant growth. Basic geologic maps and pedological maps are valuable tools that can be of assistance in studying the geologic environment, however, these maps do not provide all the information required for land-use planning. The engineering geologic maps are designed to provide this data. The engineering geologic map is related to both of these basic maps but emphasizes the engineering properties of the rock formations and soils rather than their age or origin. Some of the unit boundaries shown on the county map will closely follow some geologic formation and/or pedologic boundaries; others will transgress these conventional boundaries. Earth materials, bedrock and soil, that have similar engineering characteristics have been mapped as one unit without regard to their geologic or pedologic classifications. This is to assure that geological factors are recognized, adequately interpreted, and presented for use in engineering practice.

Mining operations that involve caving of the overlying strata are designed so that caving occurs in a controlled manner by progressive overburden failure. However, there are many cases where the overlying strata bridge over the caved area for longer periods than anticipated and desired. As the caved area expands with the advance of the mining panel, excessive amounts of energy accumulate in the roof strata which will be rapidly released when the overburden eventually fails.

The demand for good white minerals for many industries including paint and plastics have made it necessary to import high grade industrial minerals from various parts of the world. Some of the calcium carbonate, barite and talc minerals are from China, Mexico, Jamaica and Haiti. These materials can be processed by custom processors. The custom processor can provide a service to the Industrial Mineral owner. The imported materials can arrive in various feed sizes from lumps (3"-6") down to 325 mesh. The materials can also be in various size shipments or container loads. The economics for importing should be investigated thoroughly. The two factors just mentioned can influence the quantity of material to be processed. These two factors can also influence the total cost for each end product.
