The City of New Haven is proposing to construct Downtown Storm Sewer Infrastructure Improvement project to mitigate on-going stormwater flooding in the Long Wharf District. The proposed project includes a 200 cubic feet per second (cfs) stormwater pump station; and a 914 meter (3,000 linear feet) long tunnel segment with an internal diameter of 2.1 meters (84-inches). The tunnel alignment will cross under the Long Warf railyard and then continue parallel to the Vison Trail Route. This paper presents the local geology and subsurface conditions, as well as discusses the major project challenges and risks including construction in soft marine soils and encountering remnants of the former wharf.

Along with increased production from longwall units has come the likelihood of increased worker noise exposures. In recent years, equipment has become larger, more powerful, and noisier than its predecessors. For these reasons, the Mining Division of the National Institute for Occupational Safety and Health (NIOSH) is investigating worker noise exposure on longwall faces and researching possible solutions to reduce this exposure. Part of this research effort involves studying the effect of covering the underside of longwall shields with acoustical material to reduce reverberating noise along the face. Experiments using acoustical absorptive insulation to cover the undersides of the shields, shearer body, and the shield supports were conducted at the full scale simulated longwall test facility located at the Pittsburgh Research Center. Sound levels were recorded every l.5 m [5 ft] along a 15.2 m [50 ft] section of the simulated face for all of the conditions tested. The analysis of the data indicated that a 2.0-3.0 dBA noise reduction was achieved between the shearer drums and a 4.0-5.5 dBA attenuation was attained upwind of the headgate drum.

At the same time, the cost of mining and milling are increasing, creating a situation where the management has to handle and process low grade ores at an economic level keeping environmental stipulations and control to be safeguarded which has been an additional cost for the management to comply with.

INTRODUCTION In any large earth-moving operation, good planning and management are necessary to complete the operational tasks promptly and successfully. When an earth moving operation is complicated by radioactive contaminants, normal earth moving techniques and procedures must be modified. Any planning and management, therefore, must include the radiological aspects of the operation. It was found that the radiological aspects dominated most of the planning and management activities and were extended to all facets of the decontamination work at the former Shiprock uranium millsite. These planning aspects are discussed and their use to develop a work plan is described. The management aspects are discussed and their use to establish a management structure are also presented. PLANNING Some method of procedure, formulated beforehand, was necessary to govern the decontamination work at the former Shiprock uranium millsite. This procedure was expressed in the form of a work plan which served several listed purposes. 1. It defined the work to be done and the sequence it would follow. 2. It was used as a yardstick to measure progress. 3. It was used to assign organizational responsibilities. Several factors were considered to aid in the development of the plan. These factors are discussed below: Goals It was established that radiation exposure was occurring to persons working at the millsite, and in an around the community of Shiprock, from airborne radioactive mill wastes and radon-222 exhaling from the tailings piles. The goal set for the decontamination work was to reduce on-site exposures to levels acceptable for the millsite occupants. The attainment of this goal would also have a substantial impact in reducing off-site exposures. The objectives necessary to achieve the goal were consolidation and containment of the wastes. The former objective implies decontamination of the millsite and environs, and the later implies stabilization of the wastes. In practice, a total and complete decontamination of the millsite and contaminated environs would be very difficult and costly. The costs for decontaminating them could be high enough that an alternative method might be more cost-effective for reducing human exposures (i.e, move the affected people away from the source). The interim guide "Radiological Criteria for the Decontamination of Inactive Uranium Millsites" was used for the decontamination criteria (EPA 74). Briefly, the criteria state that off-pile decontamination should be effective enough to reduce the net above ground exposure rate to less than 10 [u]R/hr for unrestricted use of the affected area. When decontamination cannot readily be achieved, the exposure rate levels could be relaxed to 40 [u]R/hr; however, the affected area has to be restricted. The second objective, waste containment, means isolating the wastes from the biosphere. Since no method of containment was available at the beginning of the millsite decontamination effort, temporary containment (interim stabilzation) became the objective. The tailings pile and decontamination wastes would be covered with clean fill. The interim stabilization should last from 5 to 10 years until the final disposition of the wastes will occur. The goal, therefore, would be achieved by decontaminating the off-pile areas to less than 10 uR/hr where practical. The decontamination wastes would be used to plate the surface of the tailings pile and would be covered with clean fill. Radiological Survey The radiologial survey is the key factor for planning a decontamination activity. The survey should delineate the spread and depth of the contaminants relative to the decontamination criteria. Surface wastes, in general, can be evaluated for spread and depth with reasonable radiation survey equipment. Subsurface wastes on the other hand can be missed entirely, as happened during the radiation survey at the Shiprock site, although numerous exploration holes were bored and dug. The survey results can be used to define areas that may not be amenable to decontamination because of complications or safety reasons. For example, no decontamination of the bluff base was to be attempted because of the possibility the bluff might collapse on the personnel and equipment. Contaminated bottoms of decant ponds on the flood plain were not removed because they would be slurried by ground water. Slurry removal was deemed inefficient because the contaminants would be scattered and no equipment was available for its transport. The absence of coal face particle management practices heavily penalizes coal transportation from initial loading to final consumption. Penalties include dust problems, significantly reduced mine loading cycle productivity, mine belt spillage, excessively high coal preparation costs and chute and dangerous pulverizer blockages at the final point of utilization. The common environmental and economic enemy is fines. Everyone knows that fines cause safety and environmental dust problems, but few understand that fines also swell broken coal to a point where 5 to 15 percent more time and capacity must be used to deliver the same tonnage. In this paper, methods and rewards for reducing and/or managing fines at the mine face are discussed. Computer-based loading cycle model productivity estimates, viewed from a new perspective, are made on the basis of material volume rather than on the long established and frequently misleading basis of tonnage. After all, it is typically the volume of broken material being transported that defines the capacity of a given transportation system, while the corresponding tonnages are merely a reflection of the specific material densities. Published evidence suggests that the swelling of broken coal can be decreased very significantly using small quantities of certain non-frothing chemicals added to mine face spray water and/or by employing improved mine face breakage practices. In a future paper, the effects on transportation productivity beyond the coal mine will be discussed.

The feasibility evaluation of the Borealis project of Houston International Minerals Corporation (HIMCO) was initiated in October of 1980. The operation of the Borealis Mine and heap leaching plant began in late 1981. In order to achieve the rapid development schedule several items were necessary: 1) Pre-planning of environmental requirements and early study of key issues. 2) Adoption of conservative design criteria. 3) Coordination and cooperation between HIMCO and regulatory agencies. 4) Adoption of specialized engineering and construction procedures. 5) Careful evaluation of owner project management philosophy.

The adsorption of O-isopropyl-N-ethylthionocarbamate (IPETC) and O-isobutyl-N-ethoxycarbonylthionocarbamate (IBECTC) on chalcocite, chalcopyrite and pyrite has been studied using UV and in-situ FTIR~ATR spectroscopy. Thionocarbamates were found -to adsorb strongly on chalcocite at pH 4-10, but consider-ably less on chalcopyrite and pyrite. The FTIR spectra show that the surface species of thiono-carbamates are bonded to metal atoms on the mineral surfaces. However, at high concentrations, IBECTC also forms physically-adsorbed species. Adsorption of these thionocarbamates cannot remove or prevent the formation of sulfoxy oxidation products on pyrite, unlike the case with the xanthate-pyrite system. This finding may account for the observed flotation selectivity of these reagents against pyrite. The spectroscopic information is compared with flotation test results.

Mill #4 processes mildly refractory ore from Carlin Trend deposits. Diagnostic analysis of plant operating data was used to generate a mathematical model containing the key parameters influencing the gold recovery. The model was used to direct modifications to plant operating practice. The cyanide dosing strategy was changed to reduce preg-rob gold masses and cut reagent consumption A finer grind was achieved without capital investment. The density in CIL was lowered, and tighter control was exercised over plant throughput. These changes resulted in a recovery increase of at least 2%, worth $111,000/month at $300/oz, and concomitant reagent cost savings of $55,000/month.

Before the first shovelful of dirt is removed from a developing mining property, a wide range of data must be collected, organized and analyzed. Among the key steps in this process are: • Visualization of the deposit from drill hole data and geologic interpretation, using all available information, including surface geology, geochemistry and geophysics. • Drawing of vertical and horizontal sections. • Construction of a 3D solid model of the deposit. • Contouring of deposit outlines and geological structure until the model represents best estimate of reality. • Estimation of grade and quality distribution. • Calculation of reserves. • Examination of possible mining methods. • Determination of economic feasibility. Many techniques are available to aid in this process of mine project feasibility analysis, from quick pencil calculations to sophisticated computer methods. However, time races faster in the complex modem business world than it did 50 years ago. Tried and true pencil methods take too much time. Opportunity may pass a mine developer by while a property is still in the first stages of analysis. In the days of hand techniques, initial analysis of the economic feasibility of a mining project usually stopped with reserve calculations and broad mine planning. Further planning was not done or was done only for the short term. Manual techniques require too much time and manpower to evaluate a longterm mining program. Mining-industry recognition of computer utility has increased. Most companies now use computers in technical applications and could not conceive of working without them. Building initial computer models of a deposit may take nearly as long as hand techniques. But the payback comes when changes are needed and a variety of mine plans are quickly tested.

Gold, as a precious metal, has been sought for several thousand years. During this time economics have generally determined whether or not a deposit is minable. Today, few would spend $500.00 or $1,000.00 to produce one ounce of gold, yet most gold deposits currently being mined would have such costs if they were mined using the methods of the 18th century. Innovation has been the key to success in the world of mining. We are constantly having to look for new ways to mine deposits of lower grade, at greater depths, or with higher stripping ratios. The mining of placer gold deposits has always been subject to the volatile swings of the world price and the constant rise in production costs. The rise in costs is compounded by the drop in overall ore grades. Occasionally, a major technological innovation will dramatically reduce the costs of placer mining to allow previously marginal or unminable deposits to be mined at a profit. The continuous bucketline dredge was the last such major innovation in the gold placer mining. The continuous bucketline dredge has allowed large volumes of placer deposits to be picked up and processed on a continuous basis. Unfortunately, as the overall grade of the deposit declines, it becomes impossible to process enough ore to pay for the operating costs. There are many gold deposits around the world waiting for the next technological innovation that will allow them to be mined. One such deposit has been the Grey River deposit near Greymouth in New Zealand. The Sahara Desert presents a serious obstacle to transportation route development in northwest Africa. Most highways and railroads are now limited to the coastal regions. A network of pioneer roads is the only connection between Algeria, Morocco, and Tunisia on the north, with Mali and Niger on the south. A feasibility study has recently been made for a paved highway between these countries. Climatic, geologic, physiographic and hydrologic conditions will significantly influence the construction of the road. In order to reduce costs, special construction methods will be required. An outline of these I conditions and methods is presented as an example of an engineering geological investigation in desert conditions.

The effects of bacterial adaptation and partial replacement of leaching solution on the rate and extent of bioleaching reactions of a complex sulfidic gold ore were investigated. The ore was first concentrated by bulk sulfide flotation and the sulfide concentrate was treated by bioleaching using T. Ferrooxidans bacteria. The residues from bioleaching were treated by cyanidation to extract the gold and silver. Bacterial adaptation before bioleaching significantly increased the rate and extent of bioleaching reactions. Similarly, the daily partial replacement of leaching liquor enhanced to a great extent the leaching rate and in some cases up to ten fold increase was observed. Both bacterial adaptation and solution replacement increased the gold recovery by about 2-fold and that of silver by about 1.3-fold. In this work more than 95% of the gold and more than 98% of the silver could be recovered from the sulfidic gold ore, when bioleaching was used ahead of cyanidation compared with 18.3% and 52.3% by direct cyanidation.

The Pittsburg & Midway Coal Mining Co. (P&M) is expanding a combination of surface and underground coal mining operation in Northeastern New Mexico. The York Canyon Complex, located 35 miles west of Raton, New Mexico, is aggressively pre-paring for increased production while meeting present requirements. Surface mining activities in four separate mining areas are preparing the complex for additional markets. Drag-line, truck/shovel, highwall miner and contour stripping are surface mining methods currently planned. In addition, P&M will move a Marion 8200 dragline from Kansas to the York Canyon site, finish constructing a $20 million coal preparation plant, and complete conveyor upgrades to the existing underground mine. This paper will describe the diverse York Canyon Complex.

I am deeply honored and grateful to receive the prestigious Gaudin Award. Frankly, I find myself amazed to be included in the company of those outstanding individuals who have previously received this recognition. I am humbly honored to receive this award from an industrial research group. Gaudin was an internationally respected leader of mineral processing. His research contributions widely covered the whole spectrum of mineral processing science and technology, including comminution, size distribution, electrostatics, magnetics, thickening and, especially, the development of flotation theory and application. In his later career, he increased his emphasis on hydrometallurgical technology. In fact, one of his most notable practical contributions was in the development of leaching and ion exchange purification of uranium from low-grade ores. Gaudin catalyzed the trend in mineral processing toward engineering science for a better understanding of process mechanisms and kinetics. He said that those working in academic fields should have an underlying responsibility to the industry they represent. This imposed on him the objective of seeking out research areas that had some relevance to industry's problems. He said, "research without an audience cannot survive." Gaudin performed a most vital service, both in the areas of research in which he was actively involved and through his less-direct influence on current research by his many former students and their students in turn. Interestingly, Gaudin's strength has influenced Newmont Mining Corp. His favorite student was Plato Malozemoff. He had a long and distinguished career with Newmont, beginning as staff engineer in 1945, serving as Newmont's president for more than 30 years and as chairman of the company for 20 years. Newmont's greatest growth occurred during his leadership. Another one of Gaudin's graduate students from Montana School of Mines, Oscar F. Tangel, joined Newmont in 1967. He was a vice president of research and development until 1986. In their efforts, Newmont built a research group, developing the technologies of exploration, geophysics and metallurgy. The Newmont technical facility is named in honor of Malozamoff as "a leader in the development and implementation of new technologies." The mining industry is facing very difficult times, especially in the metals industry. Most metal prices have declined and are still not stable. Most domestic mining companies have largely done away with in-house research and development. Many are reluctant to invest in technology development for which there is not an immediate need. The metal mining industries are focusing on reducing operating costs to survive. Newmont is in the same situation. I appreciate that Newmont's management believes in the importance of research and technology and the impact technology has on the company's value. At Newmont, technology development involves working in the area of applied research. The connections from academic fundamental research to applied research and finally to process development and implementation are very important to develop a new technology. Fundamental research is our foundation, our guidance, giving us direction, providing the principal and mechanism and understanding why it works. Understanding the why will lead to further innovative development. Applied research needs to find the approach to reality, how it works, how to make it better and how to commercialize it. Process development and implementation needs a strong leadership, requires long-term commitment, makes improvements in practical engineering and finally develops an economically favorable process. Implementation is the most important stage in making research a reality. Each stage needs to give feedback to the other stages. Problems need to be understood and solved. Otherwise, the new technology will go nowhere. Simplicity of operation is a key of success in any plant. Necessity is the

12.1 INTRODUCTION This chapter deals with the tools required to design leach operations to minimize spillage from leach pads and ponds and erosion damage during flood events or prolonged wet periods. It outlines methods used to design for prolonged dry periods when water shortage can be a problem. Seasonal operational aspects such as winter shutdown and coping with spring snowmelt periods are also discussed. General criteria useful when designing pregnant and barren solution ponds are also outlined. The aim of these notes is to provide designers and operators with a simp1ified approach to developing design parameters which make effective surface water management easy to achieve without resorting to extensive or elaborate analyses. Section 12.2 briefly outlines the types of problems associated with wet climates and floods, as well as dry periods. Determination of flood design parameters is discussed in Section 12.3. Circuit water balance and pond sizing are outlined in Section 12.4. Pond design considerations are included in Section 12.5. Worked examples are included in Section 12.6. 12.2 RAINFALL/RUNOFF PROCESSES There are two types of rainfall-runoff processes that are important when designing heap leach facilities. The first of- these is the short-term, intense rainfall or snowmelt events that occur over a period of a few minutes or hours, causing flooding that can lead to erosion damage and overtopping of ponds and containment dikes. Specific problems that can manifest themselves during these events include: • Washout of access roads; • Damage to containment dikes; • Flood water contamination of circuit water; • Damage to process water ponds by perimeter erosion or overtopping and erosion; • Loss of process circuit fluid due to breaks in containment dikes or process water ponds; and • Erosion of leach pile and consequent sediment contamination of process fluid. Other types of rainfall -runoff processes that could cause problems are the long-term-(generally months-long) wet or dry periods. Extended wet periods

An algorithm is presented for optimizing the classification of surface mine material subject to excavating constraints. High-resolution, expected-profit models are optimized to classification maps subject to site-specific excavating constraints. This optimization problem defies traditional closed-form analytical solutions. A practical heuristic algorithm quickly determines the optimum final destination for material subject to realistic selectivity constraints. The expected profit could be calculated from an estimated model if the value calculations are all linear; otherwise, simulation could be used. In both cases, a single expected profit for all destinations on a high-resolution grid is the starting point for dig limits optimization. Maximizing expected profit in a risk-neutral manner is correct given the repeated nature of grade-control decisions over relatively short timeframes.

The Greens Creek Ore Bodies are located approximately 18 miles southwest of Juneau, Alaska in an area on Admiralty Island classified as a non-wilderness national monument. An area-wide stream sediment geochemistry program targeted the deposit in October of 1973. Today, after 37,000 meters of combined surface and underground diamond drilling, three ore zones are known to exist with total reserves approaching 4.1 million tonnes. Lying within moderately folded metasediments of an undetermined age, these orebodies are thought to be of seafloor exhalite orgin and contain unusual and impressive amounts of gold, silver, lead, zinc and copper.

Modern coal processing plants utilize multiple cleaning circuits to efficiently beneficiate different size coal fractions of run-of-mine coal. An older plant optimization approach is to maintain average product quality from individual cleaning circuits at the same level as the given product specifications for the overall plant. However, many past studies indicate that the equalization of product quality approach fails to produce the maximum plant-yield. A newer approach, known as equalization of incremental product quality, requires that the incremental product quality obtained from each circuit be maintained at the same level to satisfy the overall plant product quality. This approach ensures the maximization of plant yield while satisfying a single product quality constraint. However, while dealing with multiple product quality constraints, this approach by itself may not be sufficient to obtain the desired maximum yield. For the simple reason that the dirtiest particle (or group of particles) with respect to one quality constraint may not be the same particle (or group of particles) with respect to another quality constraint, the mass yield versus product quality relationship generated by equalizing different incremental product quality may not be exactly the same. Therefore, an additional search technique has to be utilized to determine the global-maximum value of plant yield. Thus, the main objective of this study was to utilize an emerging optimization technique, known as genetic algorithms (GA) to maximize plant yield while satisfying multiple product quality constraints. The maximum plant yield obtained from this approach was nearly same as the maximum yield obtained by the incremental product quality approach while satisfying one specific product quality constraint. The GA was applied on a coal preparation plant that utilizes four circuit operations - heavy medium bath, heavy medium cyclone, spiral and froth flotation. The results showed that using GA as an optimization process gives 2.56% higher yield that will result in additional revenue generation of $5,120,000 per annum than average product quality approach.

This paper describes the successful mechanized extraction of coal pillars in 11 panels using the fish-tail method from 2010 to 2017 at Pinoura Mine in India. This method proved its potential of coal recovery with efficient strata control under weak roof due to faster rate of extraction in a single lift. Observations of strata and snook behavior during the field studies in different panels of the mine are included.
