Research has shown that excessive soil compaction is detrimental to the establishment of trees in reclaimed soils. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed soils. It is believed that reclamation practices that minimize soil compaction will produce better results when forestland is the intended postmining use. The University of Kentucky has developed reforestation test cells on reclaimed soils at a surface mine in eastern Kentucky to test this hypothesis. Each test cell has been planted with various species of trees. Since 1997, data have been collected at these test cells for soil average dry bulk density, average penetration resistance, average depth to refusal and average survival rate of trees. These data have been correlated to determine the relationship between soil compaction and tree-survival rate. It is believed that these two soil-compaction parameters may ultimately be used to predict tree-survival rates on reclaimed surface mined lands.

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. The importance of metallurgical information in reaching appropriate decisions during the development of mining projects is demonstrated. A financial analysis is calculated using discrete system simulation. The results are compared to the results of a traditional sensitivity analysis. The traditional analysis is shown to have the potential to overestimate the value of mining projects. The type of statistical distribution used in a random number generator affects the results significantly. The statistical method of analysis provides insight into the amount of metallurgical testing needed and provides verification of how representative the samples are.

Financial analysts have often called National Mine Service Co. the only "pure play" company to the mining industry, meaning that an investment in NMS is an investment in the mining industry. As a leading manufacturer and supplier to the industry, National Mine Service does enjoy a close and direct relationship with mining. It is the only independent company that offers products and services that include mining machinery, health, safety, instrumentation, mine supplies, and reconditioning services for hydraulics, electronics, and machinery. But what is a positive relationship in periods of economic upturn can be eauallv as negative during the downturns. In fact, National Mine Service has felt the resounding blows of the current recession in the mining industry. Two-Fold Strategy Rising unemployment, corporate losses, bankruptcies, and mine closings in particular have directly affected NMS. But the company embarked on a strategy several years ago that included a two-fold approach to becoming less dependent upon the vagaries of the US coal industry. One strategy was to develop additional products and services for other mineral industries such as potash, trona, and salt and, where possible, apply the technology developed for the mining industry to industrial markets. The other strategy was to become a more international company. The objective was to make export sales a minimum of 10% of total corporate sales. Even today, NMS believes this is a good strategy as opposed to diversifying because its expertise is in mining, not in other areas. A review of NMS's fiscal 1982 annual report indicates that the company's strategy did begin to pay off. 1982 was a turnaround

With the profit squeeze of recent years and indeed the survival of many mines at risk due to low gold prices and declining grades, many inventive solutions have been found of increase production and decrease cost. One of these is the application of process auditing methodology which is essentially a tool to determine systematically whether a process is delivering optimally and, if not, to identify the basic causes. Then a prioritized action plan can be developed with the client. Our experience has shown that problems are seldom what they appear to be and that most processes can operate far more efficiently with relative little effort. A process auditor requires good facilitation skills to overcome initial suspicion, and for sustainable solutions client involvement is essential. Process auditing as it is being applied in Anglogold has evolved over many years to reach its current format. The lessons learned and insights gained in the process are shared here with the reader.

While the Andean belt of Chile contains porphyry copper deposits of considerable economic importance, only one major and several minor deposits of this type have been discovered in neighboring Argentina. There are no obvious geologic reasons for the country's apparent paucity of important porphyry copper deposits. Instead, a lack of exploration because of poor accessibility and past inadequate mining legislation may partly account for this situation. Western Argentina has porphyry copper prospects ranging in age from late Paleozoic to Pliocene. Many of these prospects have host rock and alteration characteristics that are very similar to those of large Chilean deposits. The economic potential of many of these prospects has not been tested adequately by geoehemical, geophysical, or chilling programs. A recently enacted mining promotion law and updated mining code removes some past exploration obstacles in Argentina, and makes in-depth exploration and evaluation of' the county's porphyry copper potential attractive.

The Solution Mining review arrived too late to appear in the May issue. Solution mining, in its broadest definition, includes all forms of leaching where a lixiviant solution is brought into contact with a metalliferous or non-metallic ore and the resulting pregnant solution is processed for recovery of the valuable soluble material. Technologies such as dump leaching, heap leaching, stope washing and in situ lixiviant solution injection and recovery fit into this definition of solution mining. A publication entitled the US Gold Industry (Dobra and Thomas) reflects the major impact that solution mining techniques have had on precious metal recovery. In 1989 (the last year for which statistics are available), the United States passed Australia to become the third largest gold producing country in the world after South Africa and the Soviet Union. It is estimated that when the final figures are in for 1990, the US will probably pass the Soviet Union in gold output. If the state of Nevada is ranked as a separate country, it will rank fourth in the world in gold production for 1990. A good proportion of this increase in gold production over the past few years can be attributed to the application of solution mining technology to low-grade, precious-metal-bearing material. Solution mining techniques have also made inroads in copper production. Many operations located at former underground mine sites employ in situ leaching as an adjunct to conventional dump and heap leaching practices.

The treatment of refractory gold ores, in particular the "competing" technologies and their relative advantages and economics, has become a major segment of most mineral technology oriented conferences in recent years. A common theme is the increasing refractory nature of gold ores being treated. This is despite ores such as those at Kalgoorlie having required roasting for liberation since the last century. Papers on refractory gold treatment have examined the characteristics of refractory ores and the causes of reduced recovery (eg La Brooy 1994), the available technologies and their relative economics eg Litz 1990), and the selection of a suitable process route (eg Nicholson 1993, Weston 1994). The most comprehensive collation of data on such processes is provided in the different editions of Randol. A variety of classifications and definitions of "refractory ore" have been published. Due to the many factors which can impact on the recovery of gold it is perhaps not feasible to develop a universal characterisation that can be applied to all gold bearing rocks. La Brooy et al have provided the framework for characterisation shown in figure 1.

Cosmo Howley is a gold deposit in the Northern Territory of Australia. The geology is complex and the input of geological data is an important part of the grade control process. As the geology of the deposit has become better understood, grade control and mining techniques have evolved to meet the changing circumstances. Present grade control depends on the use of angled blast holes, 21/2 benches and selective mining. Data is processed on site using 2 386 PC's running Surpac software. An environmental protection programme is employed, including soil stripping and stockpiling, sulphide waste containment and water quality monitoring.

Drainage of tailings impoundments is a key issue for impoundment stability, water control, seepage control, and reclamation. Drainage control is an established operating practice where climate and site conditions permit, such as in South Africa and various mines in North America. In these areas, drainage control is primarily used to maximize tailings densities and to provide adequate impoundment stability. Drainage practices during operation also become an important issue when tailings impoundments are reclaimed. Time required for cover placement and post- reclamation seepage control depends greatly on the ability for tailings to drain and consolidate. This paper discusses drainage issues associated with gold tailings impoundments in terms of mechanics of saturated and unsaturated flow and experience with design and reclamation of tailings impoundments.

The electrokinetic and flotation behavior of the green alga Chlorella vulgaris was studied in the absence and presence of Pb(II), Al(III) and flotation collectors. It was found that the presence of Al(III) is necessary for good flotation of the organism, whether or not Pb(II) is present, when dodecylammonium chloride or sodium dodecylsulfate is used as collector. Best flotation using dodecylamine is at about pH 8, and best flotation when using sodium dodecylsulfate is at about pH 4. It appears because of the small size of the organisms that the Al(III) is necessary for flocculation to enhance bubble-cell contact and C. vulgaris removal from water. When N-dodecyl-2-aminopropionic acid is used as collector, good flotation occurs at about pH 4 without the addition of Al(III).

The mechanization of the materials management function must contribute to the overall goal of optimization of profits. A computerized system contributes to the profitability of the company by saving more than it costs to operate. Design and implementation of the sys- tem must respond to the needs of users, the operating environment of the property, and must support the objectives of materials management. Three basic functions interact within the scope of materials management. They are inventory control, purchasing, and warehousing which have the following objectives: 1) Inventory control-to request materials in a timely manner and in quantities that provide the best level of support to users at the lowest cost. 2) Purchasing-to purchase requested materials and services at the required time and at the lowest cost. 3) Warehousing-to efficiently receive, store, and issue materials and to prepare accurate transaction documents for the activities. The development of the mechanized materials management system will require a plan and objective analysis by management and system users of system requirements. A typical plan would include: 1) System Design Objectives-the development of objectives that support mechanization of the materials management function. 2) System Characteristics and Concepts- the development of key system concepts and characteristics, which identify the needs of materials management. 3) System Inventory Item Classification- development and assignment of inventory category codes to inventory items. 4) System Order Decision Rules-the development of decision rules and forecasting techniques to minimize the inventory investment and to provide acceptable support levels. 5) System Report Structure-the development of a report structure to support the goals and objectives of materials management. 6) System Report Design-the development and design of reports for effective utilization of the mechanized system.

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. Gulley The Role of Regulation in a Market Economy What is Regulation?: Regulation is the intervention of government in the activities of the private market. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

The material known as coal has a highly variable composition. As a consequence, coals show a great variation in their physical and chemical properties as a function of coal rank. The situation is further complicated because the preparation engineer must deal with raw coal, as mined. This is an assemblage of coal, upwards of 30% mineral matter and, typically, several percent pyrite. The kind and amount of the mineral constituents is also highly variable from source to source. A knowledge of coal rank and source location, and the kind and amount of associated impurities, is the first step in evaluating the response of a raw coal to preparation procedures. The raw coal must first be characterized before information from one source can be extrapolated to that of another.

Placer material, regardless of the value of gold, tin, titanium, diamonds or other value mineral it contains, remains worthless until the valuable constituent is separated from the bulk of the material. This separation is no mean task when considering that a gold placer containing 0.01 to 0.03 oz/yd3 of gold, which is the range of grade of typical placer deposits; yes, 1:3,000,000! It is a miracle that gold placer mining has ever been profitable. Added to the situation of minute quantities of gold are several other problems, such as the gold often being very finely divided, the association of boulders and clay, and running and/or ground water. As each placer deposit is individual and distinctive, many factors have to be considered in planning the method for gold recovery from the alluvial deposit. Previous chapters have shown that in the exploration and sampling stage, some knowledge of the amount of each size of coarse and fine material which occurs in the deposit as well as the size distribution of the discrete gold particles is determined. Unless informed to the contrary, as a general rule of thumb, plant designers will consider that 40 percent of the material will pass through a 5/8-inch screen or punched plate hole. The use of a laboratory-scale magnetic fluid-based separator for coal separations was examined. A Frantz laboratory magnetic separator was modified by fabricating new pole pieces of the appropriate geometry to provide the proper magnetic field gradients. Two separation chambers, which were constructed of Plexiglas, were designed to fit between the pole pieces. A commercially available, water-based, ferromagnetic fluid was used as the separating medium. The separating density was changed by varying the current intensity of the electromagnet coil. Both batch and continuous separations were made using 0.59 x 0.50-mm and 0.18 x 0. 15-mm coal. The results are compared to those obtained using organic liquids.

The life cycle assessment and the performance of pine fence posts treated with water borne preservatives and oils after 18 years exposure in ground contact were examined in this study. Vacuum CCB treated fence posts were subsequently treated at their lowest part (ground contact) with creosote using the open hot and cold tank process and exposed under warm dry temperate climatic conditions in Greece. After 18 years exposure, samples were taken from the above ground contact, top, middle and ground contact and tested for toughness using a Denison single blow impact bending test machine. There was no significant reduction of toughness in any of these zones. Chemical analysis of the residual CCB of unexposed and exposed samples by ICP showed that copper and chromium losses were insignificant while boron losses were significant (more than 50% of the initial content). This was attributed to an effect of creosote treatment.

This paper discusses a practical method for enhancing the performance of mining work crews. The method, described as the Work Crew Performance Model (WCPM), seeks to define performance variability within similar tasks of an underground work crew. Key components of the WCPM include: •job definition through task analyses, •the ranking of job elements by perceived cost consequence, •observational techniques to establish performance baselines, and •cost linkages between adherence to task procedures and measures of consequence for noncompliance. The components of this model emphasize a reliance on learning from a veteran work force and using that information to reinvest in strategies to enhance safety and efficiency. These strategies are not limited to technological efforts but include consideration of the so-called "soft-skill technologies, " aimed at reducing variability in individual performance and at effecting a continuous improvement in overall system effectiveness.

"For a long time, the recultivation of depleted opencast mines and operating systems was aimed at restoring the original state. The focus, as desired by policy-makers and the local population alike, was on restoring high-quality agricultural land and on creating reforested areas of value that suit their location. Until the turn of the millennium, recultivation measures were only rarely the subject matter of public planning processes beyond these general objectives. They were never regarded as nucleus and origin of sustainable structural developments. The rehabilitation of inactive lignite opencast mines in central and eastern Germany brought about a change in mind-set that understood recultivation to be a unique opportunity to completely redesign a landscape and gear it towards the future in the Rhenish mining area as well. The ""Inden residual lake"" and ""terra nova"" projects, planned in the last 10 years in cooperation with policy-makers and authorities, are two undertakings that provide sustainable structural impetus for the future today."
