INTRODUCTION Hydraulic sand fills have been extensively used in the United States in deep metal mines since 1940, and hydraulic fills have been placed in coal mines in Europe for many years. Numerous surface hydraulic fills exist in Appalachia for the disposal of coal mine waste and throughout the United States for the disposal of other mining, manufacturing, city, and paper company wastes. Hydraulic fills, as they are now deposited in stopes in mines, are often deposited at near minimum density and hence provide very little support to stope walls and pillars. If the support strength of fills could be increased, perhaps ground conditions in deep mines could be improved making them safer and more efficient. Surface fills deposited at higher densities could be covered with top soil upon which grass could be planted. The purpose of this paper is to describe procedures where the support strength of hydraulic fills can be considerably increased, and the focus of the paper is on applications to deep mines. In deep mines the objective of increased fill strength is to reduce heavy ground problems, improve destressing techniques, reduce or eliminate rock burst incidences, provide better working conditions, provide wall support so that more or all ore pillars can be removed, and improve mine safety, efficiency, and reduce surface environmental problems. The authors have shown that it is possible to improve fill strength used in deep mines. This paper reports the slurry filling procedure, fill testing techniques, and some recommendations for application in deep mines. Some of the reasons for low strength hydraulic fills are:

When longwall equipment is being specified, a nominal capacity is generally given on which to base the design of the various face and out-bye systems and components. This capacity generally comes from a nominal annual capacity requirement based on realistic utilization rates. From illustrative examples of simple system simulation, this paper sets out to show that a single nominal capacity is not sufficient to size the different systems. The manner in which the Longwall is operated and the overall system configuration and availability can have a significant impact on overall productivity.

Introduction Compania de Carbones de Chile (Cocar SA) has brought into production Chile's first large-scale, open-pit coal mine, located in the Magellan Province. The US $65 million project includes a 1.1-Mt/a (1.2-million stpy) subbituminous steam coal mine and a mechanized bulk loading marine terminal with water depth sufficient to receive 60 kt (66,000 st) Panamax vessels. The loading terminal will be one of the largest in Chile. The Pecket coal project is expected to save Chile about $40 million in energy production costs and a further $100 million in oil imports, or about 25% of the country's oil import costs. Pecket coal will generate electricity for Codelco and will also supply general electricity needs for northern Chile. The Pecket coalfield is located on the Brunswick Peninsula, about 30 km (19 miles) northeast of Punta Arenas, the provincial capital, as shown in Fig. 1. Pecket is part of a large, coal-bearing basin. It extends from Punta Arenas 250 km (155 miles) north to Puerto Natales and across the border into the Rio Turbio coalfield in Argentina. A general model which represents not only batch but also continuous flotation in multi-cell machines is presented. This model considers both the size distribution and the distribution of flotabilities in a size class for valuable mineral particles in the pulp. The general expression is shown to reduce to several previously reported models. In addition, a number of new models are found to arise for different specific assumptions concerning the flotability distribution and/or the size distribution of the particles undergoing flotation. Several of these new models are tested experimentally using laboratory-scale batch and pilot-scale continuous data. Model parameters are estimated from this data and a comparison of calculated recoveries and those experimentally determined are presented. Finally, the influence of the feed rate, aeration rate and valuable mineral content of the feed on the recovery is examined.

INTRODUCTION The purpose of this article is to outline the data requirements for selecting a proper underground mining method and to discuss the general steps taken in selecting that method. Determining the appropriate mining method is an iterative process that continues throughout the life of a mineral deposit. We will discuss the subject from the standpoint of a feasibility study, where a realistic assessment is necessary in order to determine investment merit. The feasibility stage of a project is that point where the drilling program has defined sufficient geologic reserves to consider mining the deposit but little or no underground development has been done. Primary parameters for consideration in choosing a mining method are 1) geometry of the deposit; 2) distribution of grade; 3) rock mass strength for the deposit, as well as the hanging wall and footwall; 4) mining cost and capitalization requirements; 5) mining rate; 6) type and availability of labor; 7) environmental considerations; and 8) other site-specific conditions. Of these parameters, the first four have the most impact on determining the general mining method to be employed.

INTRODUCTION Observations during construction form an integral part of the design and construction of major underground works. Observations as used herein include visual inspection, detailed geologic mapping, and correlation of geology with support conditions, as well as instrumentation to provide more precise information regarding rock movements and support load. This paper describes the application of an observational program to one of the more difficult design and construction problems underground -- the excavation and support of large chambers at shallow depth in rock of variable quality. Emphasis on underground construction for subways and utilities in urban areas is bringing this problem to increased prominence. It is our intent to focus on the design and construction problems associated with such excavations and to describe observational methods which can be employed to aid in their construction. Observational programs may serve two purposes. One is to monitor the rock and support conditions in order to provide early warning of potential construction problems. Such a program should be routinely used in critical locations on major underground excavations of the type described in this paper. The program should be closely coordinated with the inspection effort and construction control. The other purpose is to provide detailed information regarding the interaction of support conditions and rock displacements to aid in development of more efficient design and construction procedures on later projects. Many organisations, including those in the resources industry have Board-level endorsed principles on sustainability. A key challenge, however, is how to systematically integrate these high-level principles into the design and operation of mineral processing plants. In an effort to meet this challenge the Sustainable Operations framework, called SUSOP®, was conceived and developed through the Corporative Research Centre for Sustainable Resource Processing (CSRP) in Australia. Somewhat analogous to HAZOP (Hazard and Operability Studies) which is well entrenched in the resources industry, the key aim of SUSOP® is to produce a holistic, systematic and rigorous methodology for identifying and assessing sustainability opportunities and risks. This paper argues the need for such a sustainability framework, presents the key elements of SUSOP®, highlights how case studies enhanced its development and articulates the reasons why such a framework will have growing importance into the future.

A physical and chemical characterization study was carried out on 483 kaolin samples from 2.9 km2area at the Para Pigmentos mine along the Capim river, northern Brazil. The samples obtained from cores, drilled with regular spacing of 100 m, were evaluated using grit percentage, particle size distribution (psd), brightness, leachability, magnetic response and viscosity. These parameters were correlated with each process step in the plant and also the physical and chemical properties of the ore and finished product. Cluster analysis was performed and four main groups of kaolin were identified. These were then related to their performance at the various process steps and the quality of the initial product. These groups are well defined by plotting grit X “psd” and TiO2x “psd” in scatter plots.

Cyprus Sierrita Corp. has 16 parallel 5.03 m-diam x 5.8 m long (16.5 ft-diam x 19 ft) primary ball mills, each operating in closed circuit with a nest of cyclones. Before the upgrade to 840 mm (33 in.) cyclones, each mill operated with a nest of five 660 mm (26 in.) cyclones - four in use and one on standby. In this configuration, the mill throughput was 88.5 kt/d (97,500 stpd). Flotation feed averaged 25.9% +212 pm (+65 mesh). The 660 mm (26 in.) cyclones normally operated at an inlet pressure of 34 kPa (5 psi), lower than the inlet pressure of 55 kPa (8 psi) recommended by the manufacturer. The circuit was typically operated with cyclone overflow densities greater than 40% solids to achieve the required throughput. This resulted in inefficient cyclone operation and excessive coarse oversize reporting to flotation. The apexes choked frequently. Larger apexes were tested but reduced the classification efficiency and resulted in circulating loads greater than 800%.

In the hierarchy of performing mine planning tasks, production scheduling is naturally at the bottom. Yet good production scheduling is probably the most demanding and difficult task to achieve for various reasons. Being the last task in the mine planning hierarchy, a proper production schedule must not only conform to both the long-range and the short- range mine plans but also satisfy many practical details that are unique to day-to-day operations. For example, the averages which were good enough for both long-range and short- range mine planning are no longer good enough for production scheduling. Instead, the variations become the overriding concern. The answer must also be obtained quickly and on time, thus adding another dimension to the overall problem. Because of these considerations, many production scheduling problems have been begging for solution during the past decade. Many attempts were made to solve the production scheduling problems in the past using computers and the available operations research (OR) techniques, particularly among academic groups. However, it is probably true that, compared with the current full-time computer usage in long-range and short-range mine planning, very little computer usage is being made in production scheduling to date.

Independence Mining Company, Inc. (IMC) has for the past several years processed refractory gold ores at its Jerritt Canyon operation near Elko, Nevada. The ore is typical of those of the Carlin Trend and is refractory due to physical encapsulation of gold in carbon, pyrite, and arsenopyrite. It is also "preg robbing" due to the contained organic carbon that acts as a gold adsorber. Refractory ores require some form of pretreatment before cyanidation to enable economical recovery of gold. The metallurgical facility at Jerritt Canyon is unique in that it consists of two distinct pretreatment methods for the recovery of gold: a chemical process utilizing chlorine and a pyro-metal­lurgical process employing oxidative roasting. This paper pro­vides a comparison of the two methods highlighting flow sheets, pretreatment operation detail, performance comparisons, and pertinent environmental data.

As with most industries, mining must now include in its plan of operation mechanisms to address a project's environmental impact. New regulations have focused attention on the potential environmental impacts of industry, particularly the handling of wastes. Modifications are currently being proposed to the Bevill Amendment. And development is ongoing of Resource Conservation and Recovery Act (RCRA) Subtitle D regulations specific to mining wastes. The result is a growing concern on the part of lenders, developers, buyers and owners regarding acquisition and ownership of mining properties. One of the most effective tools in managing the regulatory requirements is an environmental audit. An environmental audit can be a literature review to determine regulatory requirements. Xanthate salts have demonstrated effectiveness as a flotation reagent in the recovery of heavy metals from mining wastewater. However, due to their strong ionic potentials, they are generally toxic to aquatic life. Under ambient environmental conditions, the half¬life of a xanthate is approximately four days. As a soluble salt, xanthates will complex with the metallic ions contained in water and fish. Some researchers have proposed that this complexing may extend the halflife, as well as optimizing the transfer of a given metal from solution across the gill surface. Leakage of xanthate treated wastewater into the surrounding surface waters is the most common route of exposure for aquatic plants, invertebrates and fish. Because this is an emerging mineral-recovery technology, more information is needed regarding xanthate toxicity and environmental fate before environmental impacts can be assessed with any degree of certainty.

PREFACE Debris disposal can very often be a severe problem and major restriction on tunnel boring projects, especially for small diameter tunnels and in underground mines. Hydraulic transport could provide a suitable solution. Investigations have therefore been made in connection with a full-scale project of 4.8 km length and 2,3 m diameter, to obtain the required technical and economical data for planning an optimized transport system, e.g. for a tunnel boring drivage of 6 - 7 m diameter in underground coal mines. INTRODUCTION The Radau-Tunnel, chosen for the investigations, has been designed for transferring flood peaks between the rivers Radau and Grosse Romke in the Harz-Mountain of Lower Saxony. A DEMAG TVM 20/23 H tunnel boring machine was used to drive the tunnel on a rising gradient of 0,53 %. The rock consisted of shale and hornblende (55 %), granite (15 %), diabase (15 %), chert (8 %) and gabbro (7 %). The project has been sponsored by the Federal Ministry of Research and Technology.

During 1997-2001, an EC funded project investigated the environmental consequences of the use of industrial waste and sewage sludge based artificial top soils (ATS) in rehabilitating large coalmine waste dumps in the Saar region of Germany. Both the laboratory leaching tests and field lysimeter data analysis carried out by the research partners have shown that the amount of dissolved heavy metals in the leachate was low, and generally below the regulatory limits. However, the dissolved amount of nutrients, especially mineral nitrogen, was found to be relatively high. The hydrological properties of waste rocks and ATS mixtures were established through history matching of the laboratory column tests and the field measurements. 1D column models and 3D field models were used to numerically simulate pollutant transport at the ATS rehabilitated waste dumps. This paper presents the findings of the numerical modelling research carried out for the characterisation of hydrological and pollutant transport properties of rehabilitated coalmine waste dumps in the Saar coalfield.

For centuries Thailand has been a significant, though primarily unofficial, producer of gold. Panning has been the traditional way of making a living for innumerable villagers during the December to May dry season following the harvest. During this period groups can be seen working the streams, rivers, fields and dry valleys at as many as 90 localities in 28 provinces. Attesting to their efforts are the five and a half ton solid gold Buddha at Wat Trimit and much of the gold jewelry sold in Bangkok. This traditional panning will continue, and probably become more extensive, in harmony with commercial endeavors using modern technology suitable for extraction of gold from types of deposits for which gravity separation would give very low recoveries. Several such deposits have been discovered in the course of geochemical and geological surveys conducted by the Royal Thai Department of Mineral Resources with the object of contributing to early interpretation of the results of a country-wide airborne survey.

15.1 INTRODUCTION The mine development process, as discussed in Chapter 2, is a series of data gathering and analysis steps. As the mine development process proceeds, information about the geology, mineability, and metallurgy of a particular deposit is continually generated, along with environmental information regarding project permitting status. As data are obtained, checkpoint evaluations are typically conducted to determine the economic viability of the particular deposit. Although the project evaluation process was discussed at length in Chapter 2, a brief review of the process is presented here to "set the stage" for the discussion on economic analysis of heap leach projects. Figure 15.1 (MacKenzie, 1980) presents an overview of the sequential process of mine development. Once the deposit is discovered or acquired, an initial delineation program can be undertaken to expand the project's geologic, mining, and metallurgical data base. At the end of this initial program, the direction of the project is evaluated. The company can either abandon the project, postpone it, develop and mine it, or gather additional data in hopes of improving the project's economic viability. If the company continues gathering data, then another decision point and evaluation will be required. This process may continue until the company either decides to postpone the project or develop and mine it. A project may be postponed indefinitely, typically in hopes of improved metals prices. Certain holding costs, such as land or royalty payments, may be associated with postponement. In general, once a company goes through two evaluations, the project is less likely to be abandoned. For this discussion, it is assumed that the company will undertake initial, second, and third delineation programs to gather sufficient geologic, mining, metallurgical , and environmental data to justify a positive production decision from the second or third economic evaluation. The objectives of the first delineation program will be to confirm and expand upon the available information about the deposit. During the second delineation program, development funds should be directed toward identifying the critical project items (i .e., ore reserves, mineralogy, mineable grade, metallurgical recovery, etc.) that must be resolved before making the production decision. This second economic evaluation can be used to determine which metallurgical concept will be applied to the project: heap leach or a traditional agitation-type leach plant. If the proper work has solved key project concerns in the second program, a production decision may be made from that evaluation.

NTRODUCTION The Resource Conservation and Recovery Act and CERCLA (SUPERFUND), in many instances, has had an adverse economic impact on the hardrock mining industry. Over the last few years, many abandoned and active mining operations have been added to the Environmental Protection Agency (EPA) National Priority List (NPL) . When the property is placed on the NPL the operator or EPA is required to conduct extensive environmental assessments to determine if historical mining practices have degraded the existing environmental. If degradation has or will continue, the responsible party is required to implement appropriate remedial action plans. If a responsible party is not identified, the EPA implements a cleanup program. Experience has demonstrated abandoned and active mining operations are subject to RCRA, and possibly Super- fund, if the mine has not adopted appropriate hazardous waste disposal management procedures. If off-site contamination has occurred, the operator will be required to mitigate the impacts and will be required to adopt additional procedures to minimize future impacts. Since the passage of RCRA and Super- fund, many mining operators are adopting management procedures to monitor and inventory hazardous sub- stances and wastes generated, stored and disposed on site. Many operators are in a difficult position because ore, waste rock, process chemicals or other solid waste, in many instances, can be classified as hazardous waste. If the process or other solid waste is deemed to have the characteristics of a hazardous waste, the operator can inventory and adopt appropriate, in- expensive management procedures. However, if the ore or waste rock has hazardous waste characteristics, in- expensive control technologies are impossible to implement. Since existing statutes and regulations require hazardous waste control, the operator will be required to inventory, characterize and monitor all aspects of the mining operations including but not limited to exploration, mining, ore processing and waste disposal. During this process, geological, geotechnical, geochemical, waste and ore volumes, and process materials must be tracked throughout the mining process. To accomplish this task, the most cost effective method to maintain documented and accurate records, is through the implementation of an integrated database management system. The database management system can be used to model and simulate the entire mining operation and if necessary, used to predict whether the operation is in compliance with existing regulations. The developed database can also be used to operating optimize mining and disposal costs.
